Holding New Mexico accountable for quality education Group presents follow up to landmark 2018 case By Cody Begaye Sun Correspondent

P

ublic education in New Mexico was under the microscope when parents and elected officials gathered at the GallupMcKinley County Schools Student Support Services boardroom Jan. 15 at a forum organized by Transform Education N.M. Transform Education N.M.is a

coalition of education, tribal and community leaders with the goal of advancing a new vision for the state’s public education system and holding the state accountable to fulfill the constitutional rights of its students. CASE BACKGROUND The central topic was the outcome the Yazzie/Martinez v. State of New Mexico lawsuit filed in 2017, which is based on the legal claim that the State of New

Mexico, the New Mexico Public Education Department, and the Secretary of Education violated the State Constitution by failing to provide a uniform system of free public schools sufficient for all students’ success. Judge Sarah Singleton ruled in favor of the plaintiffs in July 2018. She said the state is violating the rights of public school students to the resources, funding, and programming that will

enable them to succeed. She said the education system was especially lacking in the cases of children from low-income households, students of color, English Language Learners, and students with disabilities. Singleton ordered the state to make an overhaul to its public education system immediately. The plaintiffs believe the 2019 New Mexico Legislature did not take enough action to

comply with the judge’s orders and did not provide programming and support for at-risk students. Bilingual education and social services were not in place. Further, a number of state districts dropped reading intervention and truancy-prevention programs.

City council talks contracts, costs for ‘Best of the Best Rodeo’ By Cody Begaye Sun Correspondent

O

ne of the premiere events for Gallup, “ The Best of the Best Rodeo” is fast approaching, and Assistant City Manager Jon DeYoung wants to make it grow. At the Jan. 14 meeting of the Gallup City Council, he called for funding, saying, “This year, there are plans for more sponsors, more contestants, and extending dates and increasing fees a bit.” This year’s rodeo, the seventh, is slated for June 23-27 at Red Rock Park. The City of Gallup describes The Best of the Best Rodeo as the place where America’s top junior high and high school rodeo athletes compete for big cash payouts and prizes. DeYoung added, this could be one of the best years for the event. He called for approval for the event’s budget. According to the budget presented at the meeting, the event is estimated to draw in just under $412,700 in revenue. This is against estimated expenditures that total to $390,930 from the city’s 590 fund, which

includes crew costs, stock, supplies, and payouts. The expenditures were budgeted to make sure any potential contingencies are included, DeYoung said, such as having to hire more people than expected. “This past year, the rodeo kind of blew up on us,” he said. “We had more contestants than we anticipated.” Rodeo Manager Walt Eddy was present and spoke about the increase in participants and how the rodeo will utilize limited resources like RV rental spaces. “We’re going to state there are a set number of stalls and RV spaces available,” Eddy said. “Hopefully that pushes more people and some of the overflow to local hotels.” This decision was made after last year’s event where the rodeo ran out of RV spots and people had to resort to fi nding hotel rooms. T he s econd it em wa s approving the contract for Eddy to organize and manage the rodeo. T h i s y e a r ’s c o n t r a c t includes a number of changes, such as adding a morning slack

and night performance on June 23, and moving the payment terms from the middle of the month to the end of the month. The contract indicates all the professional rodeo staff to be hired for the event. It also states the cost will not exceed the set amount. The city will in turn control the RV park during the event. Eddy took a moment to voice his appreciation to the city council, and talk about how their support has helped the event grow from an idea in his head all the way to where it is now. Mayor Jackie McKinney also thanked Eddy for the work he has done, and noted that Best of the Best has helped draw more visitors to Gallup. “It was great to be out there and see [the rodeo] as a welcome wagon, welcoming participants to our community,” he said. “Once they’ve been in this community and see[n] what we have to offer, it’s a great feeling.” Both items were approved with a 5-0-0 vote.

Desiderio said the community center distributed information cards on these programs throughout local

facilities. “What we’ve also done is a continued partnership with the summer youth camps,” Desiderio said. “We average about 63 youth who participate in these programs, which are offered from June to July.” Other milestones from the

past six months include hiring additional staff so the community center can stay open longer, with their open days increasing from a four to a fiveday week. Desider io mentioned another program of networking and partnerships with local stakeholders, which includes working with the State of New Mexico to develop a statewide strategic action plan for suicide prevention across the state. Ma nuelito spoke about other program work. “What we’ve had in the past, that we’re now bringing back, is our youth board,” she said. “They were a vital part of our community center, [because it’s] where we got their input.” The two youth boards are comprised of middle school and high school students. “It’s been overwhelming and helpful to see our youth collaborating with the adults and making their voices heard,” Manuelito said.

COMMUNITY New Mexico arts gets big boost gallupARTS, Georgia O’Keeffe Museum big winners Staff Reports

wo sizeable grants to the New Mexico arts economy were a nnounced by the National Endowment for the Humanities Jan. 14. gallupARTS received a $100,000 grant to fund the second phase of its Gallup New Deal Art project showcasing and interpreting Gallup’s collection of New Deal Art through an interactive web site and virtual exhibits. gallupARTS is one of only two New Mexico organizations, along with the Georgia O’Keeffe Museum, to receive NEH funding this cycle. Sens. Tom Udall, D-N.M., and Martin Heinrich, D-N.M., and Congressman Ben Ray Luján, D-N.M., commended the awards in a Jan.

14 press release highlighting the benefit to New Mexico’s arts economy. The O’Keeffe Museum was awarded $750,000 for a grant-matching fund to encourage private support for a humanities project. “New Mexico’s incredible arts and culture scene is a crucial economic driver and an integral part of our culture and our communities. I’m proud to support these investments to both create new opportunities and ensure the creativity and beauty within gallupARTS and the Georgia O’Keeffe Museum is available to all New Mexicans and the world,” Luján said. “We are truly honored and very excited to have received this award,” gallupARTS Executive Director Rose Eason said. “This is a significant show of faith in

‘Dolittle’ talks to animals; delivers a dog’s breakfast By Glenn Kay For the Sun

RATING:  OUT OF  RUNNING TIME: 106 MINUTES You know that something must have gone very, very wrong with your movie when the big climax involves a character desperately trying to clear a bowel obstruction (sorry if that piece of information might come as something of a spoiler, but it’s better to know these details in advance than experience a blockage without warning). This week sees the release of Dolittle, a big-budget remake of the 1967 Academy Award-winning family film, as well as another popular series of features starring Eddie Murphy, some 20 years ago. Sadly, it’s unlikely that the newest version will earn any accolades. It’s a mess made exclusively for the youngest of kids…and it may not even make a lasting impression with those viewers. An intro explains that Dr. Dolittle (Robert Downey Jr.) is

However, after the tragic death of his adventurer wife, Dolittle has closed his doors and become a recluse. That changes when two children arrive with separate requests. Tommy (Harry Collett) wants the doctor to help with an animal he accidentally injured, while Lady Rose (Carmel

Laniado) reports that the Queen is deathly ill. Dolittle charts a course with his animal friends to a distant island in order to find a cure and save the monarch. However, his progress is continually slowed by the Queen’s physician, Dr. Mudfly (Michael Sheen), who appears to be trailing the heroes across the high seas. This was clearly a very expensive movie to produce. It’s nicely shot with bright colors and lavish, elaborate sets as they

arrive on fantastic and, at times, pirate-filled tropical islands. The one other thing the film has going for it is excellent visual effects. The computer-generated, talking animals generally look impressive, with plenty of talent providing the voices (including the likes of Emma Thompson, Rami Malek, John Cena, Kumail Nanjiani, Octavia Spencer, Ralph Fiennes and many more). When the gorillas, parrots, polar bears and others are given something amusing to do, they’re adorable to watch. Yet, while a joke here or there does work (Antonio Banderas shows up in the final third and makes effective and comedic use of props, including a machete), just about everything else lands with a crushing thud. Despite being a period picture, the animal lines are littered with anachronisms and modern references. And even the humans, including star Downey Jr., are forced into

unnecessarily and exaggerated gesturing and arm waving, making little connection with viewers. The final act ends up resorting to scatological humor (including the aforementioned climax) to try and eke out a laugh or two. Overall, the script’s notso-amusing gags and comedic timing just don’t hit. Additionally, the story feels rushed and choppy. Even the action isn’t particularly well delivered or pulse-pounding. A potentially exciting scene involving the protagonists breaking into a castle by scaling a tall wall, actually end ups being narrated by the lead. It’s as if the makers didn’t want to provide any thrills, and only intended to get the story point and sequence over with as quickly as possible. If one were to guess, there was originally a much longer movie here that has been severely edited down to its barest bones. Little kids may enjoy watching the nicely animated animals talk and act cute. However, most adults will find the picture to be a lost opportunity. There’s plenty that could have been done with a cast of talking fauna and their eccentric human compatriot traveling the world. Whether things weren’t working early in the shoot or the changes came later during the editing process, the film appears to have been heavily tinkered with. It only results in even stranger scenarios that highlight all of the problems present in this adaptation. In the end, Dolittle may talk to the animals, but can only deliver a dog’s breakfast.
