GREENACRES LEADERSHIP Message from the Mayor & City Council It is our privilege to present the City of Greenacres Fiscal Year 2025 Annual Report. It highlights a year defined by significant achievements, growth, and a strengthened sense of community.

As we look back, it is clear that our primary responsibility is to be good stewards of your taxpayer dollars and our City’s valuable resources. Our entire team is dedicated to serving you, expanding programming and services and modernizing our internal systems to deliver high quality of life services, while keeping operational costs low. This report provides an overview of our accomplishments while ensuring efficient and effective use of public funds.

In 2025, property values increased by 7.67% and ad valorem revenue increased by $1.58 million. The City’s millage rate has not changed since it was reduced to 6.30 mills in 2023. We are closely monitoring property tax discussions at the state level and the impact on City services should they be reduced or eliminated as the City’s current total ad valorem revenue does not fully cover the City’s public safety expenditures. The City will continue to adjust our operational priorities to ensure we are providing services that our residents have come to expect while keeping in line with our strategic priorities. Greenacres is proud to have the lowest per capita ad valorem impact on its residents among the ten (10) largest cities in Palm Beach County.

Capital projects in 2025 included funding for the development of the City’s Municipal Operations Center and third fire station, and continued funding for the phased septic to sewer replacement project in the City’s Original Section.

The City’s Capital Improvement Program ensures that we are maintaining our infrastructure to provide the best possible quality of life for our residents and businesses.

CITY OPERATIONS The City Manager is the appointed chief administrative officer of the city and oversees daily operations, implements council policies, and manages municipal departments. Responsibilities include preparing the City's annual budget, hire department staff, and provide professional recommendations to elected officials to ensure efficient, safe, and effective city services.

STATION 94 2995 S. Jog Road

GREENACRES FIRE RESCUE - STATION 94, 95 & 96 Greenacres Fire Rescue continues to provide comprehensive fire suppression and emergency medical services to approximately 6.10 square miles of municipal response area and 0.07 square miles of water response area. The Department also proudly delivers first-due fire and EMS services to the City of Atlantis, Florida, encompassing 1.369 square miles.

The Department operates from three (3) strategically located fire stations, ensuring rapid deployment and effective resource distribution throughout the community. Fire Rescue personnel are all cross-trained as Firefighter/Paramedics or Firefighter/ EMTs, and consistently maintains one of the strongest response reliability rates in Palm Beach County for a 24-hour operational period. Our mission remains focused on rapid response, clinical excellence, and community engagement.

FIRE PREVENTION & PROTECTION The Fire Prevention Division continues to enhance community safety through Code Compliance, construction review, public education campaigns, community risk reduction strategies, and residential safety initiatives.

The Roper Residential Lock Program remains in place, providing residents peace of mind through secure emergency access during critical incidents. Greenacres Fire Rescue remains committed to ensuring a safe environment where residents can live, work, and play with confidence.

Economic Development The First Annual Greenacres Small Business Summit was held during National Small Business Week to showcase the City’s newly established Economic Development Department and connect local businesses with valuable resources. Several regional experts shared insights on entrepreneurship, capital access, and marketing strategies. The event launched the City's Think B.I.G. (Business in Greenacres) initiative and attracted 80 businesses after outreach to over 2,100 stakeholders.

EMERGENCY MANAGEMENT This program provides for developing plans of action for when disaster strikes, deploying first responders and emergency services in the disaster area, and restoring and repairing critical infrastructure.

The Greenacres Job Fair connected more than 500 job seekers with 28 employers across healthcare, construction, retail, and hospitality sectors. The event resulted in multiple interviews and hiring opportunities while strengthening the City’s commitment to workforce development and economic mobility.

DINE LOCAL.....SAVOR GREENACRES This social media campaign highlights the City’s 120+ restaurants and celebrates Greenacres’ diverse culinary culture. Restaurants participate at no cost and are featured through monthly digital storytelling videos across social media platforms, helping family-owned establishments reach new audiences.

BUSINESS ASSISTANCE In partnership with Prospera, the City hosts monthly PopUp Business Consultations at City Hall. Entrepreneurs receive free one-on-one guidance on business planning, access to capital, and marketing strategies. Services are provided in English and Spanish to ensure inclusive support for Greenacres’ growing business community.

SENIOR RESOURCE FAIR The Community Center hosted the 3rd annual Senior Resource Fair in September with numerous business, health and Medicare providers, fun and informational demonstrations, loads of giveaways, raffles, home and health safety tips, and a fitness workout made for an educational event. A new food distribution provided food for 300 people – making this a very beneficial event for our older adults.

Our annual Arbor Day Celebration was held at L. C. Swain Middle School in April 2025. The Oleander Garden Club and students from the school assisted with their 8th Grade Legacy Project-Courtyard Makeover by planting various Florida native plants and shrubs including Silver Buttonwoods and Magnolias in the school courtyard area. This year marked our 34th consecutive year that the City of Greenacres received the Tree City USA Award.

This annual event provided 10 city schools with over 1,200 backpacks, and over 25,000 items such as filled pencil cases, paper, composition books, folders, crayons, rulers, glue sticks, new books and much more for their students.

Through generous donations and supply collections from our local sponsors, over $6,200 in supplies were purchased with city funds and sponsorship donations to provide our future leaders a great start for the school year.

CAPITAL IMPROVEMENTS To accommodate new growth, the City implements a Capital Improvement Program (CIP), on an annual basis, to identify equipment, facilities and infrastructure that has outlived its useful life and needs replacing. The CIP program is funded by grants and by impact fees paid by developers of commercial and residential projects. The following highlights some projects undertaken in FY2025.

• Freedom Park: In Fiscal Year 2025, Public Works added a

The unstable surface of sand forces players to adapt their balance and coordination, naturally enhancing agility, leg strength, and core stability. Beach soccer courts serve as natural gathering places where neighbors can meet, socialize, and build friendships.

• Rambo Park: Various play structures and the entire rubber

play surface was replaced at a significant cost savings. The lifespan of the play structure and surface has been extended by an additional 5-7 years. The basketball courts were also repaired and resurfaced.

Center to expand the Youth Programs After School and Camp Programs is nearing completion.

• Pathways: Walking pathways at the Municipal Complex and

at Samuel J. Ferreri Community Park were rehabilitated. Select areas that had suffered tree root damage were identified, repaired and resurfaced.

• Solar Powered LED Lights: Solar powered lights were

installed at Gladiator Park and users can now enjoy the various park amenities provided. The City’s investment in clean, green energy is expected to pay off within three (3) to four (4) years after installation of the lights.

ROADS & DRAINAGE • Gladiator Lake: The Gladiator Lake Enhancement Project

was finalized. Closeout inspections completed and grant reimbursement requests were completed during the period of performance for the project that was 75% funded by FEMA.

Centrally located, our Community Center offer participants of all ages a convenient and friendly environment for recreational, social and educational pursuits, and is a focal point for a large portion of the community.

Classroom space is rented by vetted instructors who provide various recreational activities. The Center also hosts a variety of events, resource fairs, programs, referral services, games and activities for seniors, ballroom dancing, nutrition classes, open gym programs, pickleball, food distributions, and Defensive Driving courses.

The center also features a renovated Banquet facility that holds up to 160 guests with tables, and 200 theatre style seating including an AV system with a new 135” digital LED display TV. A catering kitchen with the necessary amenities is also available and provide the public with functional, affordable, and centrally located facilities for their use.

CENTENNIAL KICK-OFF CELEBRATION

The City of Greenacres Centennial kick-off Celebration began in December 2025 at Samuel J. Ferreri Community Park. Festivities included a spectacular 100th Anniversary Drone Show by Sky Elements, numerous local school performances, live bands, food trucks, craft/business vendors, inflatables, visits and photos with Santa, and carnival rides and games. This anniversary celebration was enjoyed by over 7,000 participants.

COMMUNITY PRESENTATIONS These free informational sessions offer educational topics related to health, emotional well-being, safety, and quality of life.

Facilitated by subject matter experts, the 2025 program topics included Effective Communication Strategies, Storm Safety & Preparedness, Computer Scams and How to Avoid Being a Victim, and Lung Health.

ATHLETICS The City’s athletic facilities were utilized an average of 6 days a week in 2025. Popular athletic uses were basketball, soccer, pickleball, and volleyball for both recreational and competitive play. Athletic use in 2025 resulted in 904 adults and 869 youth participating.

Nineteen athletic scholarships for the city’s co-ed youth basketball and soccer leagues and camps were awarded in 2025.

A sweet and memorable Disco themed dance took place in February with 69 participants decked out in their most colorful costumes and best Disco attire. The night was filled with dancing and fun activities including dinner, games, prizes, professional photos, free books, and an ice cream sundae bar, adding the perfect touch to a magical evening.

ROCK 'N' ROLL SUNDAY & CHILI COOK-OFF

Held in March, the Greenacres Fire Rescue Chili Cook-off benefited the Professional Firefighters/Paramedic Benevolent Fund, Inc., and various Veteran organizations. Over 3,000 people attended this event which included rock 'n'roll music, and featured a classic car show, motorcycles, business vendors, Chilitasting, and the Chili Cook-off Contest.

Featuring Greenacres' Annual Independence Day Celebration!

This family-friendly event hosted over 6,500 attendees and featured food, vendors, amusements, live musical entertainment, family fun and games, and ended with a spectacular Zambelli fireworks display.

The City's popular Spring Egg Hunt with family-friendly activities was held in March with over 6,000 in attendance. Children hunted for over 24,000 toy-stuffed eggs to win prizes, and enjoyed free hayrides, inflatables, vendors, food, and photo with the Easter Bunny.

A City co-sponsored cultural event organized by Fiesta de Pueblo, Inc. was held in January 2025. Representing over 35 countries, over 6,000 people were in attendance enjoying a spectacular fun, colorful and educational experience highlighting the Hispanic culture through music, exhibits, and the 3-Kings Parade at the Samuel J. CAMP PROGRAMS

C.A.R.E.S. PROGRAM

This licensed program provides services and activities year-round to over 25 middle and 25 high school youth, developing leadership skills, community involvement and career development.

Camp programs provide a fun, educational, safe, and structured environment for children in Kindergarten through the 12th grade.

The Children Are Really Extra Special Program is a nationally accredited, licensed, year-round afterschool program serving elementary school age children on a daily basis.

Students are involved in S.T.E.A.M activities and numerous community service projects as well as career exploration, internship opportunities, and college tours. Our Teen Program is also a QIS program, helping shape future community leaders through structured programming.

We provide Winter, Spring, and Summer Camp Programs; each with various educational and engaging field trips and activities. Our camps offer hands-on activities designed to build independence, confidence and lasting memories.

This successful program provides opportunities such as field trips, computer instruction, art expression, and daily homework assistance.

C.A.R.E.S. is a Quality Improvement System (QIS) program.

The Youth Programs Department operates a Nationally Accredited out-of-school time program that provides afterschool and camp programs. It is licensed through the Palm Beach County Health Department, with a current licensed capacity of 150.

This inclusive year-round program provides services to all elementary, middle, and high school youth in Palm Beach County.

FISCAL RESPONSIBILITY PROPERTY TAXES Required by Florida law, the City of Greenacres annually sets a property tax rate, also referred to as the “millage rate”. Property taxes are calculated by multiplying the millage rate times each $1,000 of the assessed property value determined by the County Property Appraiser, see example below: Assessed Property Value - Homestead Exemption = Taxable Amount ÷ $1,000 x Millage Rate = Taxes Paid to City

The property tax millage rate was maintained at 6.30 mills. In evaluating property taxes, rates alone do not provide an objective measure of what residents pay for government services. An objective measure is the Property Tax Per Person which takes into account the millage rate, total taxable values, and the total population.

TAX REVENUE COLLECTED Property tax revenues are affected by new construction, existing property values, and the property tax rate. In 2025, the City collected $19.1 million in property taxes, which was approximately $1.58 million greater than 2024 due to an increase in property values.
