What began as a simple water drop, with the collaboration from FWEA, FWPCOA, and FSAWWA, is now making waves of innovation for the industry.

Dear Fellow Water Professionals,

It is my pleasure to welcome you to Florida Water Resources Conference 2022 after a threeyear break! Daytona Beach is known for bringing together the wildest groups–motorcyclists, NASCAR fans, spring breakers, and now dedicated water professionals. The conference is able to bounce back only from your support: by registering, volunteering, setting up exhibits, and becoming a sponsor, your involvement is strengthening our organization.

Thanks to all the presenters, moderators, and workshop coordinators for sharing your expertise with us. Also, thank you to the volunteers running the registration desk and assisting the session moderators. Many thanks are also due to the Board Members and Trustees for their valuable input and feedback as we were planning the conference details. Finally, I am very thankful to our fellow FWRC officers and our Executive Manager for their hard work in making this event a great success.

We hope that FWRC 2022 will be a memorable event for you. We picked a central location, informative technical sessions, and have coordinated helpful exhibits. There will be no shortage of networking opportunities! While in the city, please enjoy the iconic beaches and outdoor activities. Please make sure to explore the history and culture of the city. Most importantly, let’s all stay safe. While many of the COVID rules have been lifted, we still need to do our individual part to keep ourselves healthy.

FSAWWA Water Utility Council Meeting

Please join us for our regular FSAWWA WUC meeting immediately following the Public Utilities Potpourri Workshop. The FSAWWA WUC is recognized as the authoritative resource for knowledge, information, and advocacy to improve the quality and supply of drinking water. Its mission is to develop action programs to initiate, evaluate, respond, and comment on legislative, regulatory, and other matters directly affecting water utilities in Florida. The WUC consists of utilities providing drinking water to more than 21,312,000 residents of Florida. The WUC membership covers the entire state: from small water utilities serving a few hundred customers to those serving over a million customers. While membership in the WUC is separate from that of the Florida Section, it is available to all utilities and associated companies with an interest in the legislative and regulatory issues facing the water industry.

Top Ops Competition

Tuesday 8:00 AM - Noon, Exhibit Hall

The AWWA Top Ops is the “College Bowl” of the water industry. Teams of one, two, or three water operators or laboratory personnel compete against each other in a fast-paced competitive question-and-answer tournament where a moderator asks a broad range of technical questions to the participating teams, and they have a limited time to answer. The winner will represent the Florida Section at the ACE22 Top Ops competition in San Antonio, Texas.

FSAWWA "Best of the Best" Tasting Drinking Water Contest

Tuesday 1:30 PM - 2:30 PM, Exhibit Hall

Who has the “Best of the Best” Tasting Drinking Water in Florida? FSAWWA has 12 regions that conduct Best Tasting Drinking Water Contests in their regions. Winners from these regional events will compete on Tuesday, April 26, at 1:30 PM, during the 2022 FWRC. Only regionals winners are allowed to join. “Bragging Rights” for the “Best of the Best” Tasting Drinking Water in Florida will be announced after the contest.

City of Daytona Beach's LPGA Facility Tour

On Sunday April 24th, tour the City of Daytona Beach's LPGA Facility. The LPGA Facility is the site of the City’s 24mgd Ralph Brennan lime softening water treatment plant, as well as the 15-mgd Westside Regional BNR water reclamation facility. During this tour, attendees will visit the following:

Demonstration Testing System –The City recently completed two years of data gathering on this 200,000-gpd direct potable reuse system. The system includes ultrafiltration followed by nanofiltration with polishing via UVAOP. While the system is currently nonoperational, attendees will have the chance to tour the facility, view the equipment setup, and ask questions.

Westside WRF Upgrades – The City has invested $45 million in the Westside WRF over the past three years. The upgrades include improvements to the five-stage Bardenpho process, RAS/WAS pumping, construction of new deep bed sand, filters, and new dewatering belt filter presses. Attendees will be able to tour these improvements and see them in full operation.

Brennan WTP Filter Upgrades – The City is in the process of replacing dual media filters that range from 35 to 45 years old. Attendees will be able to tour the project and see a filter in mid-demo/reconstruction.

Learn also from experts directly involved in the FDEP PFAS cleanup program and municipalities providing real-world examples of successful PFAS management plans, pretreatment, treatment, and disposal. Workshop 4: Public Utilities Potpourri: Resiliency Funding, Senate Bill 64 Compliance Strategies, Legislative and Regulatory Update, and Interactive Lead and Copper Rule Revisions Workshop - The FWEA Water Resources, Reuse, and Resiliency (WR3) Committee, FWEA Utility Council (FWEAUC), and FSAWWA Water Utility Council (FSAWWA WUC) have pulled together their resources to present this highly informative and interactive workshop. Each of the four workshop topics listed below will be led by technical, regulatory, and policy experts. The panelist will give short presentations designed to provide valuable information and generate discussion.

Workshop 5: Collection Systems - The purpose of this workshop is to continue the collection systems series and present smart collection system monitoring to enhance pretreatment programs; septic conversions via vacuum systems; utilize natural, ecofriendly biological methods for treatment; and provide an update on the federal funding levels for Florida, the intent of the money, and how local governments can obtain funding through this Infrastructure Bill. Workshop 6: Communications - Direct and relevant communication with customers, stakeholders, and employees is vital to utilities management and operations. Utilities are faced with many communication challenges due to growing customer expectations, new regulations, increasing rates, and proliferation of communication channels. Most utilities do not have a focused communications team and lack of coordination among siloed groups leads to inefficiencies and fragmented messaging that leaves customers confused and frustrated. This workshop will cover multiple aspects of utilities communications, including how to engage with stakeholders, such as appointing authorities and media enquiries, leveraging available technologies to improve customer experience, and informing customers about emerging contaminants.
