It is with immense pleasure we welcome you back to Florida Water Resources Conference 2023 and the beautiful Gaylord Palms. The greater Orlando area is known as the top vacation destination for families and its central location in Florida makes it a top choice for the state and national conferences as well. The FWRC continues to be phenomenally successful due to the record number of attendees, exhibitors, and sponsorships. Your participation and support are key to the success of our conference.

Thanks to all the technical paper presenters, moderators, and workshop coordinators for sharing your expertise with us and the volunteers for assisting with the sessions, helping with registration, and ushering. Our thanks are also due to our trustees and board members for their valuable input and feedback as we were planning the conference details for this year. Finally, I am very thankful to our fellow FWRC officers and the executive directors for all their hard work in making this event a remarkable success.

We hope that FWRC 2023 will be another memorable event for you; we selected an easily accessible and family-friendly location, included informative and timely technical sessions, exhibits, and a field trip, and planned / scheduled more networking opportunities for you and your employer. We improved many of our registration processes with the new conference management system software to give you a better conference experience. Whether you are a consultant, exhibitor, sponsor, academician, student, or water/wastewater utility employee, you will find the FWRC of value to you.

While at the conference, we hope you and your family will enjoy the pleasant hotel ambience. Most importantly, let us all stay safe. While many of the COVID rules have been lifted, we still need to do our individual part to keep ourselves healthy.

Hamlin Water Reclamation Facility Tour

The Hamlin Water Reclamation Facility (HWRF) resides on 50 acres in the Horizon West/Winter Garden section of Orange County and has a permitted treatment capacity of 5 million gallons per day. This advanced domestic wastewater treatment facility currently treats a daily average of 3 million gallons and serves approximately 40,000 people. The operating permit represents the first of three construction phases, and initial treatment of flows began in October 2022.

The HWRF currently uses a five-stage Bardenpho-type process that includes screening, odor control, grit removal, aeration with nitrification and denitrification, secondary clarification, supplemental chemical feed (if necessary), disk filtration units, and chlorination. Biosolids are processed through gravity belt thickening equipment and stored in holding tanks for eventual transport. Reclaimed water produced is stored in the public access reuse tank and pumped offsite to Water Conserv II. The facility is staffed 16 hours a day by one Senior Operations Specialist, five Plant Specialists, one Senior Utilities Maintenance Coordinator, one Industrial Electrician, and two Industrial Mechanics.

Workshop 1: Using Wastewater Treatment Modeling for Improved Operations - Teams of five to six wastewater industry professionals will compete in a battle royale of process modeling in this game-based modeling workshop. Each team will work together to optimize, strategize, and execute operation techniques using a modeling tool. Each task will present an existing treatment facility process model with unique objectives and restrictions. Attendees will be exposed to the many capabilities and limitations of wastewater process simulators with a focus on problem-solving during this very interactive workshop. This workshop provides a general understanding of the different wastewater process modeling platforms and how models are used and applied for the design, operation, and optimization of wastewater treatment facilities. The intent is not to teach the attendees how use any one software package or build a specific plant model, but rather demonstrate the capabilities and limitations of modeling platforms through an interactive game-based approach. Attendees are not expected to have any modeling background.This workshop is intended for individuals that have never used or have very limited exposure to process model simulation software. This includes:

Wastewater operations staff to include plant managers, superintendents, and experienced operators that are interested in how models can be used to design and optimize wastewater treatment facilities.

Project managers, engineering supervisors, and junior engineers that are engaged in the design, evaluation, or operation of wastewater treatment facilities.

Students and researchers that are interested in using models to investigate processes or use them as teaching aids.

Equipment suppliers and manufacturers that are interested in how models are used to evaluate and size unit processes.

Workshop 2: Septic System Conversion / Onsite Treatment - This workshop will cover presentations on septic-to-sewer design considerations, onsite treatment options, and BMAPs and OSTDS remediation plan development. Moderator: Anthony Gluber

Workshop 3: Contractor's Council - Increase the number of qualified bidders and proposers on your projects. With budget constraints, a large market volume, and fewer qualified bidders and proposers, delivering projects today is getting more challenging. This workshop will have a focused and open discussion on how to increase the number of qualified bidders and proposers for your projects. Moderators: Christian Collins (Manatee County), Jonathan Fernald (EnviroSales of Florida). Speakers: Dallas Lamberson (TLC Diversified), Mark Kelly (Garney), Richard Hewitt (PCL) and Todd O’Donnell (Wharton Smith).

Workshop 7: Resiliency During Hurricane Ian - Hurricane Ian recently put the Peace River region’s ability to wheel water between various utilities to the test, and the region passed that test with flying colors. The Peace River Manasota Regional Water Supply Authority (Authority) was able to remain in operation sending out over 40 mgd during the storm thanks to an offline reservoir system and dedicated staff that remained at the water treatment facility for the storm and following days. This workshop discusses the Authority, its regional members, and affiliates’ response to pipeline breaks, power outages, and production issues due to the storm that allowed the region to wheel water between utilities while providing water to 1.1 million residents during Hurricane Ian. The Authority and each of the regional members will give a short presentation on the effects of and response to Hurricane Ian and lessons learned. Members presenting include representatives from Sarasota County, Manatee County, Charlotte County, DeSoto County, and the City of North Port. Moderator: Mike Knowles
