Presentation

Once again at SURT, the time of year has come to stop for a moment, look back and assess the work that we have done. This period of reflection is useful, both in terms of evaluating the extent to which we have achieved the objectives we set ourselves and the results obtained, in order to reflect on the changes and challenges that the future has in store for us.

These changes and challenges are, to a large extent, related to the severe and generalized economic and social crisis that has also afflicted social organizations. Against this backdrop, 2014 was a year of intense and productive work in which the Foundation focused on consolidating the process of redirecting its activity that started in 2012, the overhaul and innovation of our methodology, organizational restructuring and economic recovery.

In all four of these aspects, which make up the strategic lines of the annual Action Plan, we are pleased to state that the results have been very positive. As you can see from the pages that follow, the lines of activity have been expanded and new programmes have been initiated, whilst the existing lines and programmes have been consolidated in order to respond to the needs detected arising from the far-reaching impacts of the recession among the most vulnerable sectors of the population. The Community Action Department has ventured into new areas of operation and, despite the difficulties faced in terms of funding, we have managed to maintain the support and prevention services for gender-related violence.

At an internal level, despite the underlying context of hardship, a new organizational structure has been rolled out that strives to respond more effectively to the Foundation’s current situation, and we have embarked on processes of methodological review. Moreover, we have diversified our sources of funding and we closed the last financial year with positive results, enabling us to reaffirm the sustainability of the organization’s activity in the future.

It should be noted, however, that the processes and dynamics involved still need to be strengthened and consolidated. We have set the groundwork but there is still work to be done in order to finish weaving the fabric that will enable us to respond to the challenges that arise in this new period.

Over the course of the following pages, you will find an overview of the information regarding the Foundation’s activity and general management processes, with the aim of highlighting the diversity, effort and passion of all of the people that help every day to make SURT a transformational project, committed to women and striving to build a society in which gender equality is a reality and women’s economic, social and cultural rights are truly effective.

SURT, an open door to the future

The project for the future SURT strives to be a socially transformational project with a strong commitment to women and their efforts to build a society with gender equality, in which men and women are equal in terms of rights and opportunities, with different identities, taking joint responsibility in the division of care work and duties, and in which social platforms and power can be shared without discrimination or subordination.

The purpose SURT works to ensure that women’s economic, social and cultural rights remain in force and to eradicate sexual discrimination by promoting gender equality and women’s empowerment, independence and leadership. We operate in various spheres: promoting quality employment without discrimination; generating knowledge and awareness of all aspects of sexual discrimination that impede the social, economic and labour participation of women, particularly in the professional arena; and carrying out initiatives that foster respect for cultural diversity and the defence of women’s civil rights.

Fields of activity

During 2014, SURT embarked on a process of internal restructuring with the aim of adapting the way our work is organized to the new lines that have opened and also to the future objectives that we set ourselves. This involved modifications and changes to the structure of the departments that started to be rolled out in the middle of the year with a view to them being fully implemented at the start of 2015. With this in mind, this activity report divides the Foundation’s activities into the following fields: Comprehensive Social and Labour Inclusion Programmes. This field of work covers the set of programmes and initiatives that aim to facilitate the social and labour inclusion of specific groups and collectives. The programmes conducted within the framework of this sector are designed to provide tools and develop pathways of inclusion, labour insertion and personal empowerment.

These cover an extremely broad spectrum of activities, ranging from the development of comprehensive inclusion and professionalization programmes to specific training programmes and other innovative initiatives than ensure the social inclusion of the most vulnerable groups.

Social care programmes. In this area, a series of programmes are carried out and different support resources are put in place which aim to facilitate the women participating on the programmes, ensuring the development and sustainability of the programmes underway, providing a response to the basic needs of many women who, due to the recession, find themselves in a state of poverty. These support resources include the Legal Advice Service, which provides support in a range of areas, such as legal procedures, immigration and genderrelated violence, as well as the Social Inclusion Housing Service.

Community Action and Intercultural Programmes. This field of activity involves community intervention with the aim of instigating community development processes within a context of cultural diversity. These processes aim to involve all parts of the community, with both Catalans and immigrants, paying particular attention to the most vulnerable groups and incorporating a gender focus throughout the entire methodology.

Welcome and Accompaniment Programmes for Immigrants. The objective of these programmes is to facilitate the incorporation of foreign people who have come to live in the host society and to offer information about the environmental and social aspects of the society. The programmes also aim to provide personal and professional guidance and to accompany immigrants through the processes of social and labour insertion.

Gender-Related Violence Support and Prevention. Within this field of activity, a range of support activities are conducted for women who are or have been the victims of gender-related violence, or whose children are the victims of such violence. Within the framework of the Comprehensive Support, Recovery and Empowerment Service (SIARE), a range of prevention and awareness-raising initiatives are coordinated, aimed at the women participating in the Foundation’s programmes, as well as providing training and support for the professionals of the programmes or from other organizations.

Entrepreneurship. The Entrepreneurship and Business Department offers support and accompaniment to women who want to create or consolidate their own company, covering all of the phases required in its creation: concept generation and analysis, consolidation and growth.

This department also runs training programmes for entrepreneurs to enable them to manage their business or professional activity in an optimal way.

Research and Innovation. The Department of Research and Innovation constitutes a platform for reflection, feminist research, innovation and sharing experiences, both in terms of the activity of SURT itself and the social context that surrounds us. In this department, we carry our research in a broad range of areas, including gender-related violence in its multiple forms and contexts, the women’s social situation, employment and social exclusion. Based on the research, not only do we generate and accumulate knowledge that enables us to guide and enhance our intervention, but we also develop new working methodologies with the women and generate policy proposals that contribute towards social transformation in terms of gender equality. The research projects are undertaken at a local, national and European level.

Consulting and Services. The SURT Foundation is also a gender consultancy specializing in advice and training for equality between women and men in all social, economic, educational and cultural fields. The gender consultancy offers a range of services to Organizations, Public Administrations and companies. With a highly qualified team of professionals, the Foundation works with a methodology based on participation and change management, combining advisory services and training. The Consultancy’s lines of work cover an extremely broad spectrum of activities: gender audits and diagnostics; drafting equality policy plans for the general public; gender impact reports; support and technical guidance for the incorporation of the gender perspective in people management in social action projects and public programmes and policies; creation of materials for raising awareness, methodologies and training in the field of gender; and training for professionals.

Social and labour inclusion programmes

Over the course of 2014, 24 Inclusion and Insertion Programmes were run with 694 participants, 88.2% of whom were women. The work conducted is underpinned by three key principles all sharing a gender focus, which are interdependent and reinforce each other: a constructivist perspective in the socio-educational sphere; a working methodology based on developing personal and professional capacities and competencies; an intercultural approach based on mutual acknowledgement and valuing cultural differences. These founding principles are all geared towards the common central objective of empowering women, with women taking centre stage in all activities as the active subject of their process.

Social Care Programmes

Since 2012, the social care initiatives carried out by the Foundation have been conducted within the framework of the Obrint Portes (Opening Doors) programme, which consists of several specific programmes and is funded by various financing organizations. The programme enables us to respond to the needs of women and their families who, due to the financial crisis, find themselves in a state of poverty and social exclusion that represents a significant obstacle in terms of effectively partaking in social and labour insertion programmes.

Obrint Portes is designed to be a tool for inclusion which, although it covers the basic needs of the women participating on the programme, eschews a perspective of welfare support, and rather focuses on personal and professional empowerment processes and restructuring support and solidarity networks, both at an individual and collective level.

Over the course of 2014, 4 community development programmes were run, involving a broad range of initiatives and activities in which 2,023 people participated. Welcome and Accompaniment

In the Immigrant Welcome and Accompaniment section, 3 programmes were run in 2014 providing services and support to immigrant women, with 94 women having participated in the programmes, as well as managing the Barcelona City Council’s Family Reunification Accompaniment Service: New Families, which is run in 10 districts across the city. This service has provided support to 1,885 people who come to live in the city, as well as offering accompaniment to 1,902 households.

Gender-related Violence Support and Prevention

The Department of Gender-related Violence Support and Prevention includes several lines of activity and programmes that strive to provide a comprehensive approach to combatting violence. The SIARE (Comprehensive Support, Recovery and Empowerment Service) is the central programme for genderrelated violence support and prevention that has been running since 2006. The objective of the programme is to provide comprehensive and specific support that enables women who are suffering or have suffered gender-related violence to embark on a successful process of social and labour insertion, while offering them an individual and/or group support and therapeutic recovery process at the same time, all underpinned by the overriding goal of their empowerment.

A total of 162 women participated in the different initiatives and programmes run in 2014.

Entrepreneurship

In the field of entrepreneurship, 2014 saw the start of a partnership project with the Impulsem Cooperative, an organization in the neighbourhood of El Raval with whom over the last few years we have organized strategies and participated in joint work platforms in other cooperative projects.

With this working approach, we have jointly run the Catalunya Emprèn programme, that provides a comprehensive resource centre that raises awareness and provides information, guidance, training and advice to entrepreneurs, as well as driving forward new business initiatives in order to generate economic activity, making full use of the endogenous strengths of the region and the network of contacts and the need that arise among the different projects.

Gender Consultancy

The SURT Foundation is also a Gender Consultancy specializing in advice and training for equality between women and men in all social, economic and cultural fields.

The Gender Consultancy team works on different lines of services to organizations and companies: Training professionals on the topics of working by competences, gender, non-sexist language, the labour market, gender-related violence, intercultural mediation and other related techniques.

Diagnostic analysis, design and drafting Equality Plans.

Technical support and advice for incorporating gender perspectives into human resources management in social action programmes and public programmes and policies.

Creating awareness-raising and training materials, guides, etc. in the field of gender, equality plans, gender-related violence, and methodologies of insertion by competences.

Research and Innovation

The Research and Innovation department constitutes a platform for reflection, feminist research, innovation and sharing experiences, both in terms of the activity of SURT itself and the social context that surrounds us. In this department, we carry our research in a broad range of areas, including gender-related violence in its multiple forms and contexts, the women’s social situation, employment and social exclusion.

During 2014, the following projects were under way: Research and Studies: • Research into the reality of young women born in Catalonia with immigrant parents resident in the Alt Empordà region (April-June 2014). Project financed by the Alt Empordà County Council with the objective of identifying and analysing the needs and capacities, obstacles and difficulties faced by young people in the region in terms of their training and employment experiences.

Study into the impact of the financial crisis on the women of the city of Barcelona (AprilOctober 2014). Research commissioned and financed by the Women Programme of the Barcelona City Council, with the aim of identifying the impact of the recession on the labour, social and personal situation of the women of Barcelona, incorporating the gender dimension.

•

Study into prostitution in the city of Barcelona (May-December 2014). Research commissioned and financed by the Barcelona City Council with the aim of gaining a detailed overview of the phenomenon of prostitution in the city.

International projects coordinated by SURT: • EMPOWERING CARE. Empowerment of girls in care against gender-related violence (January 2013 – December 2014). European project coordinated by SURT with the participation of organizations from Catalonia, Finland, Italy, Cyprus and Bulgaria (Daphne III Project – General Justice Directorate, European Commission).

International projects that we have taken part in as a partner organization: • Parti GE.MI. Opening participation channels: mentoring and skills development for active citizens from a gender perspective (October 2013 - April 2015). Coordinated by the Greek organization DIOTIMA, the programme has been run in Spain, Greece, Italy and Germany (Financed by the European Commission’s General Directorate of Immigration and Asylum).

WOMPOWER – Empowering Women – ROM. Empowering women to fight against genderrelated violence through an integrated training, support and advice model (January 2013 December 2014). Project coordinated by the Romanian organization the Romanian Society for Lifelong Learning, which has been conducted in Spain, Romania, Greece, Finland, Sweden, Estonia, Latvia and Austria (Daphne Project – General Justice Directorate, European Commission).

•

GendeRIS. The gender dimension of the human trafficking prevention policies and activities (May 2013 - May 2015). Coordinated by the Giacomo Brodolini Foundation in Italy, organizations from Spain and Romania have participated in it. The main objective of the project is to promote the introduction of the gender perspective into prevention policies and activities in the field of human trafficking for sexual exploitation (Financed by the EU’s Prevention and Fight against Crime Programme, ISEC).

•

STOP Traffic for Domestic Work (June 2013 - June 2015). Coordinated by the Cypriot organization EDEX-Educational Excellence Corporation Limited, the objective of the project is to gather information and data on the trafficking of women for the purpose of labour exploitation in the domestic sector and to make policy recommendations. The research is conducted in Spain, Greece, Cyprus and Lithuania (Financed by the European Programme ISEC).

GIRL, Gender Interventions for the Rights and Liberties of Women and Girls Victims of trafficking for sexual exploitation (September 2014 - August 2016). Coordinated by the Romanian organization Centul Partenariat Pentru Egalité. The main objective of the project is to gain an in-depth insight into the trafficking of Romanian women for sexual exploitation and to introduce a gender perspective into the victim support services. It is conducted in Spain, Romania and Italy (Financed by the European Programme ISEC).

Financial management

The Foundation’s annual accounts have been drafted applying the current accounting principles and regulations and the sector modifications for non-profit organizations stipulated by Decree 259/2008, dated 23rd December, of the Generalitat (Autonomous Government) of Catalonia.

From the start of the Foundation’s activity, accounting audits have been performed and posted on the organization’s website. The audited accounts are presented annually to the Foundation Protectorate.

The balance sheet and profit and loss account correspond to the financial results of the SURT Foundation SURT, incorporating 50% of the UTE (Temporary Company Union) that manages the Barcelona City Council’s Information and Resource Centre for Women (CIRD).

Profit and Loss Account on 31st December 2014 The financial results for 2014 were positive, with a profit of €98,171.28 (Income: €2,466,738.46 and expenses: €2,368,567.18), which has enabled the Foundation’s equity to remain positive. This was one of the sustainability objectives set in the 2014 Action Plan.

Breakdown of Revenue and Expenditure The Foundation’s main source of revenue is its activity. The income generated in this respect accounts for 98.74% of the total.

With respect to the type of revenue, the diversification objective set in the annual Action Plan was fully achieved with an increase in the volume of tenders and partnership agreements. Granted tenders accounted for 31.72%, granted projects represented the 28.31%, the agreements with public institutions accounted for 25.49% and the services directly provided and invocied accounted for 13.22%. Revenue from donation, though, remains low (1.26%) and has not achieved the objective set in the annual Action Plan.

The graph of the evolution of the Foundation’s revenue clearly shows the impact of the recession in terms of the reduction in the organization’s revenue and the recovery process experienced over the last two years, which is the result of the systematic implementation of the sustainability measures adopted in relation to the increase and diversification of the Foundation’s activity, as well as budget management.

The Foundation’s main expenditure is for staff, which accounts for 74.65% of the total.

A total of 4.71% of the budget is spent on direct financial aid to people participating in the programmes, especially those involved in the Obrint Portes programme, as well as the grants awarded on certain inclusion programmes.

The remainder of the Foundation’s outgoings mainly correspond to services and goods purchased.

Committed professionals

During 2014, the team of the SURT Foundation was made up of a total of 107 professionals, related to the different projects and management structures.

Throughout the year, 53 new jobs were created, 92.5% of which were related to projects and 7.5% to management structures.

87.9% of all of the contracted professionals are women, while 12.10% are men. Despite remaining low, the proportion of men increased significantly compared to previous years. In 2011, men accounted for 6.49% of the total workforce.

Women are also in the majority on the Board, which is entirely made up of women, and in the management teams, with proportions higher than the percentages for the Foundation as a whole (100% of the Governing Board, 89% on the project coordination teams).

75.7% of employees are in the age bracket from 30 to 45 years old, with 10.28% being over 45 and 14.02% being under 30. The most significant increase in contracting over the course of 2014 was in the central age bracket (30-45), as well as in the number of professionals under 30.

40.19% of the people on the workforce at SURT work full time, with 59.81% working part time.

16% of part-time workers have chosen this schedule while 84% work part time due to the requirements of the programmes and/or services.

Working in a network, cooperation and partnership between organizations and people are values that hold a special place and play a key role in the Foundation’s activity. As such, we take part in several networks, platforms and working committees related to our areas of activity.

ECAS - Federation of Catalan Social Action Organizations. SURT is a member of the Governing Board and we take part in various structures and work platforms organized by the Federation.

DDIPAS –Network of executive and professional women working in the field of social action. A network instigated by ECAS made up of over 100 female professionals in the social sector. We are members of the network and the Governing Board.

Tot Raval Foundation, platform of 60 associations, institutions, people and companies related to the neighbourhood of El Raval. SURT is a member of the board of the Tot Raval Foundation and its governing board. We also take part in several platforms and working committees.

Coop-57, cooperative of ethical and socially-minded financial services. Financial service cooperative. We form part of the Catalan Section Council and the Governing Board.

Network of Barcelona Immigrant Welcome Organizations. A network instigated by the Barcelona City Council – Immigration Directorate.

Anti-Rumors Network, within the framework of the Barcelona City Council’s Barcelona Interculturality Plan. We form part of the Training and Communication groups.

XESAJE, a network of organizations that offer legal advice service to foreigners, run by the Barcelona City Council. We are members of the network.

XEBS, Network of Social Economics. A Barcelona network of social economics with the aim of strengthening the city’s social economy and promoting social entrepreneurship and innovation.

ROMEST NETWORK. A network of organizations that work with the Roma community. We are members of the network.

National Council of Women of Catalonia (CNDC). This is the participation and consultation platform of the Catalan Women’s Institute.

Barcelona Municipal Council Social Welfare. SURT is a member of the Council and Permanent Committee, and we take part in the Women’s Working Groups and the Community Action Working Group.

Barcelona Municipal Council of Women and the Permanent Council Committee. The Council of Women of Barcelona is the platform for the participation of the city’s women in the policies of the Barcelona City Council.

Barcelona Municipal Immigration Council, run by the Barcelona City Council, formed by immigrants and organizations that work to provide support and accompaniment for immigrants.

Citizens’ Agreement for an Inclusive Barcelona. This is a platform for participation, public and private cooperation, and joint action between the city’s institutions and organizations that work to build a more inclusive Barcelona with a better quality of life for everybody.
