Introduction.

Established in 1998, Fulkers Bailey Russell is a construction consultancy firm offering tailored solutions to clients investing in construction and property within the public and private sectors.

We offer a multidisciplinary service comprising project management, cost management, building surveying, architecture and consultancy services for new build, refurbishment, repair, and upgrade projects. As part of a project team, or as a bespoke one-stop service, we strive to assist our clients in delivering successful and valuable developments.

IBM Greenock
IBM Greenford

All projects for IBM, delivered by the Fulkers Bailey Russell (Fulkers) team members, were on live Data Centres. The team is proud to have replaced nearly all of the infrastructure over IBM’s portfolio throughout the UK and EMEA with no downtime over the last 15 years. All projects were cradle to grave and included independent commissioning agent to verify the installs once complete including Integrated System Tests.

Ten large chillers at IBM North Harbour were replaced one at a time to maintain site cooling during the project, plus rebalancing of the main header once the replacement was complete. Intelligent solutions for cooling were installed and the campus security was updated, including with biometric access controls, cut and climb detection of the fence line, plus the camera systems to react to any intruder attempt on the fence. In line with this was to install a new high security area with an existing data centre to accommodate the needs of an IBM customer. This included new mantrap doors and security fencing (floor to ceiling). IBM Greenford posed additional challenges as it was a listed building and needed close liaison with the local council and English Heritage. We also worked very closely with data centre operatives and the site facilities management team to futureproof the work and plan for asset maintenance and replacement.

EMEA Data Centre Programme, Undisclosed:

Delivering data centre infrastructure projects across EMEA all with the remit of no loss of power. All projects required thorough testing and commissioning.

New Machine Room, Greenock, £2m:

The conversion of existing office space into the new machine data room and managing the location transfer of staff. Building the new external service compound, internal coolers, power distribution units, builders works.

Resilience Improvement Project, £12m

Improving the resilience of the complete electrical infrastructure at an IBM Mega Centre comprising 100,000ft² of the data centre by adding four diesel rotary uninterruptible power supply units and 43 static transfer switches. Delivered with no interruption to business operations. This facility now provides N+1 resilience to all client’s data services.

Data Centre, Greenford, £18m

Large data centre infrastructure upgrade including two new generators, construction of a new uninterruptible power supply building, switchgear, batteries and generator controls. Completed with no loss of power to the data centre.

High Voltage Switchgear, North Harbour, £6.2m

Replacement of high voltage switchgear and construction of a new building to house high voltage switchgear and distribution network operator incoming switches. Completed with no loss of power to the data centre.

Uninterruptible Power Supplies, Warwick, £7.8m

Replacement of uninterruptible power supplies system, including switchgear and batteries. Completed with no loss of power to the data centre.

Resilience Improvement Project, Warwick, £11m

Enhanced resilience of a major data centre which included the installation of diesel rotary uninterruptible power supplies and static switches in a fully operational environment, working on a 24/7 basis.

e-Learning, Farnborough, £8m

Relocation of IBMs e-Learning facility in Central London to their campus in Farnborough. The project comprised converting an existing open plan office building into a training centre including constructing 20 classrooms and a full kitchen and cafeteria for seating space for 300 people over two sittings.

Google.

Google Campus, Belgium

Members of the Fulkers team led and delivered various infrastructure and construction projects on this live data centre campus. The role was to manage the relationship with the client, keeping projects running in these difficult times and keeping the team and sub-contractors safe. A €25m construction project was carried out to build, fit-out and commission a water treatment plant, taking water from the nearby canal, to assist with campus cooling loads for present and future cooling needs as more data centres are constructed and come online. Cooling tower modifications were completed, including smart cooling solutions, to existing data centres on the Belgium Campus, which were all on live data centres with no loss of production.

Other infrastructure projects included: kilometres of fibre optic installs with splicing, welding and testing; the replacement of generators and uninterruptible power supplies.

Google Data Centre, Finland

Working with the Google team, advising on data centre construction and infrastructure projects across EMEA, as Owners Representative responsible for assisting with the design development and providing advice on constructibility. Included working with the successful general contractor for the delivery of the construction. In Finland, acting on behalf, and with the client as Owners Representative for the construction of a new build, two-storey hyperscale data centre (80Mw). A sea water intake plant was constructed to serve the new data centre and future builds, bringing in additional cooling from the sea. Once treated, the water would assist with the huge cooling demands of the new hyperscale data centre and future-proof for planned new builds.

An interesting challenge in Finland was the presence of granite rock. In order to achieve levels for construction, a large amount of controlled explosions were required resulting in a unique health and safety item to manage. The hyperscale data centre required all of the infrastructure expected of such a project: high voltage feeds from the sub station; low voltage feeds into the data centre, including power distribution unit level; air handling units for fresh air; cooling units for the data centre; uninterruptible power supply and generator back up systems, including generator controls; and building management systems.

Factory acceptance tests were arranged and attended and, when equipment arrived, site acceptance tests were organised along with full testing and commissioning, including an integrated system test by an independent commissioning agent. The team was also responsible for overseeing the full handover, including operations and maintenance manuals, as fitted drawings, training, commissioning certifications and warranty certificates.

University of East Anglia.

Situated within the Norwich Research Park, just two miles from the centre of Norwich, The University of East Anglia (UEA) is England’s first UNESCO City of Literature and a world leading centre for environment, health and plant science research. The university has long been a leader in the field of environmental research and training and is committed to replicating this success in their strategies for the campus and its surrounding environment.

The university’s Sustainability Board works with their community, staff, researchers and students to explore ways to encourage innovation in the field of environmental impact within the university and beyond as a part of their energy and carbon reduction programme. This programme led the University to initiate the ‘greening’ and refurbishment of their existing data centre, which was not performing in line with their ambitious corporate goals.

The project required the navigation of a number of challenges, including:

- The UEA data centre is located within a Grade II listed building, therefore a solution which optimised, but did not alter, the existing space was required.

- Research programmes operate year-round at the university, which meant maintaining campuswide business as usual throughout the works.

One of the client’s main goals was to increase the capacity of the centre, and therefore also the cooling requirements, whilst also improving the power usage effectiveness (PUE) dramatically, from its previous PUE of 2.08, to a very optimistic 1.19. This target was achieved through heavy engagement with specialist contractors, ensuring a flexible and detailed design tailored to the university’s unique space.

The Fulkers team have supported Barclays for over 10 years delivering various types of projects, both whilst with Fulkers and under previous employment.

During this period the client’s Real Estate portfolio has increased significantly year on year, in line with business growth, placing huge demands on their Corporate Real Estate Services Department (CRES). Our proposed team have successfully supported CRES throughout by delivering a diverse range of capital investment projects including restacks, office fit-outs, refurbishments, and infrastructure upgrades and data centre schemes.

New 5,300m², two-storey laboratory and support facilities with landscaping and car park. The building incorporated specialist building services necessary for scientific research. As part of the feasibility cost planning, alternatives for location of central plant items and the distribution of services was considered resulting in a combination of a mezzanine plant decks and external plant compounds. Externally, ducts and trenches were formed to facilitate supplies being connected to other buildings on the campus.

Responsible for undertaking and co-ordinating a pan-European audit of their tier 1 switchroom facilities mechanical and electrical installations. The audit included 14 sites in 11 countries undertaken in a 6-week period and led to a £5m project of upgrades to improve switchroom resiliences

Cost management services for three phases of this project in Guildhall: North Block, Justice Rooms and West Wing, and St Alphage House. This prestigious project will rationalise the Corporation of London’s offices onto two sites and will bring them firmly into the 21st Century. The North Block includes a server farm and ICT suite.

Project New World involved the expansion of Credit Suisse First Boston’s European Headquarters into state of-the-art office space at Canary Wharf, London. The project involved the refurbishment of FC1, construction of two new buildings B4 and B5 including fit out and the fit out of three floors within 1 Westferry Circus. Total office accommodation totalled 783,00ft².

Expansion of Credit Suisse First Boston European Headquarters, beyond Project New World. This new standalone 500,000ft² new office development has been developed primarily for back of house staff with a self contained IT Suite with an additional IT Suite to serve as a disaster recovery site for PNW. The Mechanical and Electrical infrastructure is designed to achieve a highly valued engineered system feeding the back of house areas whilst maintaining resilience and integrity for the disaster recovery IT Suite.
