Douglas Broxson, 77, is a Florida Panhandle native first elected to the state House of Representatives in 2010-2016, and then the state Senate from 2016-2024. Born in Pensacola, he received his bachelor’s degree from Evangel University in Missouri, where he met his future wife, Mary. They have four children and several grandchildren. On Oct. 27, 2025, he began a term of service as a member of the State University System of Florida Board of Governors.

History of Florida State University Panama City
In the early 1970s, Naval Coastal Systems Center, Gulf Coast Community College, Bay County School Board and Tyndall Air Force Base began lobbying for an institution of higher learning. In 1972, the Florida Board of Regents (BOR) directed the University of West Florida to establish a center in Panama City. Classes began that summer with an enrollment of 65 elementary education students and a staff of two. Facilities for the center were in the Bay County School Board Office Building and Gulf Coast Community College.
In 1976, the Bay County Commission purchased 17.5 acres between Gulf Coast Community College and the waters of North Bay for use by the center. In 1981, the commission donated an additional 2.54 acres and three quadriplex buildings. When Florida State University accepted responsibility for the Panama City campus in fall 1982, two vans transported faculty from Tallahassee daily.
On June 23, 1983, ground breaking occurred for the $9.1 million Phase I development of Florida State University Panama City. The new facilities were dedicated March 22, 1986. The administrative building was named in honor of Sen. Dempsey J. Barron, who sponsored the bill that secured funds for the permanent location of a Florida State University facility in Panama City. The new campus facilities opened for students in January 1987. In March 1987, an additional 5.62 acres along the bay were deeded to the State for use by the campus.
Based on the recommendations of a 1998 Study Commission, full-time, daytime undergraduate programs began fall 2000 in Electrical Engineering, Information Sciences, Elementary Education, Social Science Education and Social Work.
Since 2000, FSU Panama City has grown to offer more than 30 degree programs. The Bland Conference Center was complete in January 2000 and named after the first campus dean, Dr. Larson M. Bland. In 2004, 2005 and 2006, the Florida Legislature approved construction funding for two new facilities: a $7.9 million Administrative Services Center and a $32 million Academic Center. The 14,000-square-foot Administrative Services Center, completed in March 2007, houses the police department, postal services center, maintenance department and receiving area as well as the central utility plant for the campus.
The Academic Center was named the Alfred P. and Mamie V. Holley Academic Center on Jan. 21, 2009, in recognition of Russell C. Holley’s naming gift in honor and memory of his parents. The more than 100,000-square-foot facility provides classrooms, seminar rooms, study and meeting rooms, a library and learning center, a multi-purpose lecture hall/community room and academic laboratories.
On June 8, 2012, The Florida State University’s Board of Trustees approved a four-year academic plan for FSU Panama City that allowed the campus to offer a limited range of general-education and lower-level courses. This historic decision allowed for the admission of the first freshman class in fall 2013.

Academic Regalia
Patterned after medieval university customs, today’s academic regalia reflects the scholastic achievement and academic discipline of the wearer. Colors are associated with different disciplines as seen in the trimmings of doctoral gowns and the edging of their hoods and in the tassels of caps worn by undergraduate candidates.
The rainbow of colors evident at FSU is traditional including white for the arts and humanities, brown for fine arts, golden yellow for science, light blue for education, pink for music, lemon yellow for library science, citron for social work, drab for business, purple for law, apricot for nursing and maroon for human sciences.
Distinctions between gowns and hoods indicate the type of degree held by the wearer. A gown worn fastened at the top and featuring long pointed sleeves is worn by those receiving a bachelor’s degree. The master’s gown, which is worn open, has long chiseled sleeves with a slit near the upper part of the arm. The doctoral gown, also worn open, is faced with a broad strip of velvet and has crossbars of velvet on each sleeve. The bars may be of black velvet or of colored velvet indicative of the degree’s discipline and agreeing with the edging of the hood.
Hoods are worn by those holding graduate degrees. The doctoral hood is longer and more elaborate than the master’s hood. At FSU, the lining of the hood is garnet and gold, representing the University’s colors. However, a faculty member who holds a degree from another college or university wears the colors of his or her alma mater. The distinction should be made that the edging of the hood is in colors representing the wearer’s discipline, but the lining of the hood is in the colors representing the wearer’s alma mater.
The colored tassels on the caps of the undergraduate candidates indicate the candidate’s degree. Graduate candidates for degrees usually wear black tassels, although the doctoral cap may have its tassel of gold thread. At the time the bachelor’s degree is conferred, the tassel is changed from the right to the left. Thereafter, it remains on the left side of the cap.
The governing force behind all of this is tradition and the continuity of academic symbols from the Middle Ages. Officialdom dictates that the tradition
should be departed from as sparingly as possible, not only to preserve the symbolism of pattern and color, but for utility as well.
Students wearing cords are graduating with a degree of distinction. This distinction is based on all college work attempted and is awarded to undergraduates only. Students must have a 3.5 grade point average to graduate cum laude (gold cord), a 3.7 grade point average for magna cum laude (garnet cord) and a 3.9 grade point average for summa cum laude (garnet and gold cord).
Order of the Conferral of Degrees
Theorder in which the academic degrees are conferred has been established by tradition. Beginning with the newest school or college in the University, the degrees are conferred in succession, proceeding toward the oldest school or college. Therefore, at Florida State University the Jim Moran College of Entrepreneurship is first and the College of Arts and Sciences is last in the conferral of academic degrees.

With origins in the Middle Ages, the mace is an ornamental staff which symbolizes the authority of the University president.
Introduced in 2014, The Florida State University Panama City mace was created by the FSU Master Craftsman Studio and is constructed of beautifully deep red blood wood with engraved brass rings espousing the FSU motto, “Vires, Artes, and Mores (Strength, Skill, and Character).” Our mace’s flame headpiece represents the University seal’s three torches and the collective passing on of knowledge. The mace is finished off with a hand-crafted glass sphere of garnet and gold. FSU alumnus and renowned glass artist, Kenneth von Roenn Jr., M. Arch., designed our campus mace while serving as the director of the FSU Master Craftsman Studio.
The University marshal bears the mace before the president or provost as the academic procession enters and retires from academic convocations. It is customary for the mace to reside on stage during the commencement, facing east toward our main campus in Tallahassee.

The Medallion
The medallion, which hangs on a heavy chain and bears the University seal, was first presented to then-FSU President Bernard Sliger (now, president emeritus) by the Alumni Association at the revived Fall Convocation in 1988. Talbot D’Alemberte was the third president to wear the brass medallion as a symbol of the office at formal academic functions. The Alumni Association has also presented all living former presidents with this badge of honor.
The Banner
Thebanner is the highest ranking of the armorial ensigns, types of flag with heraldic significance, dating from medieval times. A knight who had displayed particularly valorous conduct became known as a Knight Banneret and was permitted to display his coat of arms on a square flag or banner carried on his lance. The banner marked the carrier’s position in battle, in a ceremony or at a tournament.
Like the mace, the banner is one of the medieval heraldic devices adopted by the faculties of universities in Scotland in the 1400s to embellish academic ceremonies. Today we use them to identify the schools and colleges participating in formal academic convocations.
