Library service could be hit as council looks to make more savings

BUDGET cuts could see the opening hours of Winterbourne library reduced and the mobile library scrapped.

South Gloucestershire Council has to reduce its library service budget by ÂŁ640,000 and is about to start a public consultation on the options open to it.

It could mean only having Winterbourne library open for a couple of days a week instead of four as at present.

The mobile library could be vulnerable to cuts because it is expensive to keep on the road and only 101 of its 804 users rely solely on the service. If it did go, the home visit service for the elderly and housebound could provide books to vulnerable residents.

But it could be possible for more parish councils, residents and community groups to get involved in running libraries,

Emergency device fitted at pavilion to save lives in Frampton Cotterell A NEW defibrillator has been installed in Frampton Cotterell, the second to serve the Frampton and Coalpit Heath areas.

The device is at The Pavilion in School Road and was fitted after the earlier installation of one at the Nisa store in Woodend Road.

Public access defibrillators can save the life of someone in cardiac arrest. They are used to detect the heart’s rhythm but will only give an electric shock if one is needed.

A number of defibrillators have been installed around the country and even people without training can use one safely as there are spoken instructions given by the device.

Frampton Cotterell Parish Council had the latest machine and cabinet installed. The ambulance service has been told where it is and has put it onto its system so it can advise anyone

The council is also taking steps to let as many people as possible know about the device.

The machine at the Nisa store was fitted last year after a fund raising campaign led by shop proprietor Edwina Pennell.

It cost more than £2,600 and the Nisa team were involved for two years to raise the cash.

Health chiefs urge smokers to quit the habit to cut level of lung disease MORE than 3,800 people in South Gloucestershire were diagnosed with a chronic lung disease in 2014-15 – most cases being caused by smoking.

They had developed chronic obstructive pulmonary disease (COPD), an umbrella term for serious and progressive lung conditions that include chronic bronchitis and emphysema.

Now health chiefs are urging smokers to quit the habit to prevent their lives being blighted by illness.

They said people with COPD had difficulties breathing, primarily due to the narrowing of their airways and destruction of lung tissue.

Typical symptoms include breathlessness when active, a persistent cough and frequent chest infections.

As well as the impact on their lives, figures also showed

that 316 deaths in South Gloucestershire between 2012 and 2014 were attributable to COPD. Nationally, about 86 per cent of COPD deaths were caused by smoking.

Large numbers of people with COPD have difficulty with everyday activities such as climbing stairs, housework or gardening, with many even unable take a holiday because of their disease.

Dr Jon Evans, an expert in such long term conditions in South Gloucestershire, said: “The single best thing a smoker can do to reduce their chances of developing this devastating disease is to stop smoking.”

He said there was NHS support to help those who wanted to give up and urged smokers to visit www. southgloucestershireccg.nhs.uk/ smokefree for details.

Dapper Dogs set to move into Coalpit Heath newsagent’s shop A DOG grooming salon is set to open in Green’s newsagents shop in Coalpit Heath.

As previously reported, the owners of the newsagent’s business had experienced difficult trading conditions and put the shop on the market.

Now Hannah Kembery wants to relocate her Frampton Dapper Dogs salon to the premises in Beesmoor Road.

As Frome Valley Voice went to press, a report by South Gloucestershire Council was published recommending giving permission for the change of use.

The report said although it was a residential area, an appointment system meant it was unlikely there would be a large number of dogs or customers’ cars at the salon.

Conditions would also be imposed to govern opening times and ensure use of off-street parking space. The report also said that as a newsagent’s shop, it was likely there would have been busier periods during the day for that business.

One letter was received from a neighbouring resident, who raised concerns about barking dogs and parking, but there were no objections from parish leaders.

The owners of the newsagent’s had bought the business three years ago but said after a good first year, closure of the Church Road bridge in 2014 for reconstruction and the impact of the recently opened Sainsbury’s convenience store in Badminton Road had affected trade.

Medieval barn to host apple grafting workshop AN apple grafting workshop is about to be run at Winterbourne’s medieval barn.

Ben Raskin of the Soil Association will lead the event, with some common apple varieties provided.

Everyone signed up for the workshop will be able to take away three grafts at the end of the day.

Organisers said anyone who wanted to propagate a particular variety could take their own wood along or ask if it could be made available.

The workshop takes place on Saturday, February 27, from 10am4pm and although limited to eight people, it could be repeated the following weekend if there is enough demand.

Solar farm plan for green belt Charity boost from Morris site rejected for second time dancer’s festive efforts as plannning appeal lost A GREEN energy developer has lost a planning appeal over a bid to install thousands of solar panels on a site in Iron Acton.

AEE Renewables wanted to put the 37,000 panels on land at Green Farm, Latteridge, but South Gloucestershire Council turned the scheme down in late 2014.

Members of its development control committee said it was inappropriate development in the green belt, would reduce the productivity of good quality agricultural land and have a detrimental impact on the countryside.

Iron Acton parish councillors had also highlighted the effect on those running bed and breakfast establishments which overlooked the site, while there were concerns over the impact on footpaths and nearby nationally listed buildings.

The developers, who said the farm would generate enough “green” power for 2,020 homes, lodged an appeal against the decision.

Planning inspector Jessica Graham conducted the appeal and recommended that it be dismissed.

But because the plan involved proposals for significant development in the green belt, a final decision was taken by the Secretary of State for communities and local government, Greg Clark.

Mr Clark said he agreed with the inspector’s conclusions and recommendation, dismissed the appeal and refused planning permission.

WINTERBOURN Down Mummers and Border Morris dancers have presented a local charity with £760 collected after their performance on Boxing Day 2015 Susie Davis from the group said: “Thanks to wonderful support from the public who turn out year after year regardless of the weather to watch and give so generously. Their contributions have made this a record breaking total”.

The money went to Paul’s Place in Coalpit Heath, the only charity specifically supporting adults with any physical, sensory and cognitive impairment in this area. They have an expanding programme of support for those in need of care in their homes, and for their carers.

The group’s “Christmas Boys” performance saw the Traditional characters of Father Christmas, Little Fellow, The Doctor, St. George and the Turkish Knight joined by Princess Leia from Star Wars giving a modern twist to a very old Mumming tradition.

The play was revived in 1979 after performances ended due to the Great War and has continued ever since.

Watleys End chapel to be sold after high costs force community plan to be abandoned AN old chapel that had been at the centre of plans for a new community building in Winterbourne has gone on the market.

Ebenezer Chapel in Watleys End, which dates from 1868, is scheduled to be sold at auction in Bristol on February 24.

A group of residents had hoped to turn the premises into an arts and crafts centre with community space and café.

But although they spent many months on the project, a feasibility study into the potential purchase, restoration and renovation of the building revealed it would cost significantly more than anticipated, leading to the scheme being abandoned.

South Gloucestershire Council had given £3,000 towards the study, which included a report from a structural surveyor and building contractors into the condition of the chapel.

There had also been local enthusiasm for the project, with volunteers turning up to clear out the chapel, which had been used for many years for storage, and residents having their say about the building’s potential use through a questionnaire.

A name Hat Factory had even been chosen for the building as early members of the chapel’s congregation included those involved in the local hat making industry that flourished in the 1800s.

The chapel will now be auctioned by Hollis Morgan at 7pm in All Saints Church, Pembroke Road, Clifton, with weekly viewings of the building on each Thursday at 10.30am in advance of the sale.

The auctioneers said the graveyard immediately in front of the chapel did not form part of the sale as it was owned and maintained by the Methodist Church and locally by the church council of Salem Methodist Church in Watleys End.

Kimberley faces up to 16 challenges in 2016 to help four charities A YATE woman aims to complete 16 challenges in 2016 to raise money for four charities that are close to her heart.

Kimberley Vallis, 30, wants to collect at least £1,000 for the organisations by achieving her target by the summer.

They include trying horse riding, surfing, skateboarding, motorcycling and hiking in Snowdonia or the Brecon Beacons.

The money collected will be shared between Southmead Hospital’s early pregnancy assessment unit, the Miscarriage Association and Survive (against domestic violence).

A portion will also go to TVT Messed up Mesh, which helps men and women experiencing severe health problems and complications from medical devices using surgical polypropylene synthetic mesh for hernias, prolapse, stress urinary incontinence and other bladder and bowel disorders.

The teaching assistant, who is a mother and stepmother to two boys, recently had a mesh that had been fitted removed after suffering constant pain.

She said her husband, Tony, and their children were supporting and motivating her with the challenges.

She said: “My 16th and final challenge will be decided by those who make a donation. They can make a suggestion – anything from trapeze to sumo wrestling – and we can all vote.”

A close shave with hair trimmers beckons for fund raising friends TWO women are about to have their heads shaved to raise money for charity, with their hair being used for wigs for children with cancer.

Carol Horne, of Frampton Cotterell, and Zubaida Choudhury-Lucas, of Bradley Stoke, are softball friends and both have personal reasons for losing their locks.

Zubaida, known as Zuby, said her best friend was currently having chemotherapy treatment for breast cancer and had lost her hair as a result.

She said: “I accompanied Max when she went to have her wig fitting and it’s amazing how something so small as some hair can make such a difference to your quality of life.

“While at the wig fitting, I found out about children who have lost their hair through illness. Not only are they battling an illness but they also have a visual reminder every day.

“As a result, I decided to donate all my hair to the Little Princess Trust and raise money for the Beacon Centre in Taunton where Max is having her treatment. I will also keep my hair short until Max’s starts growing again.”

Carol, of Rectory Road, will raise money for Coeliac UK, the organisation that supports and campaigns for those with the condition, as well as funding research. She said her nine-yearold son was diagnosed with the condition when he was three and has to follow a strict gluten-free diet.

Carol said: “Coeliac UK carries out some amazing work and this is my way of giving something back.

“Zuby and I are having our buzz cuts at the Globe Inn, Frampton, at 7.30pm on Monday, February 15 and would love to have huge support to cheer us on.”

Have a little patience – it’s only 40 years for theatre group to celebrate WINTERBOURNE Musical Theatre will mark its 40th anniversary with a production of Gilbert and Sullivan’s Patience.

Originally known as the Winterbourne Singers, a Gilbert and Sullivan work was performed every year, together with concerts.

Many families were involved, with parents and children appearing in the same productions, and the group can boast long standing support from a variety of people in roles such as front of house and running the box office.

The group changed its name in 1981 to Winterbourne Operatic Society and again more recently to Winterbourne Musical Theatre to more accurately describe its productions.

Library opening times could be cut as council looks to make more savings OPENING hours at Winterbourne library could be cut as part of savings to be made by South Gloucestershire Council.

The area’s mobile library could also be axed as the authority looks to reduce the library service budget by £640,000.

Other proposals include closing Chipping Sodbury library, with users having to go to Yate instead.

A public consultation on the options available to the council will start on February 22.

But the council may consider only paying to have Winterbourne library open for a couple of days a week instead of the current four.

However, South Gloucestershire said if local groups and volunteers got involved in running elements of the service, that could avoid many cuts.

Heather Goddard, chairwoman of the council’s communities committee, said libraries and the services they offered were valued, extending far beyond borrowing books.

But to preserve them sustainably, the council had to look at changing the way it provided the service.

She said: “The proposals in the consultation are really a starting point. We fully expect that we will find common cause with residents, community groups and our colleagues in town and parish councils in looking for ways we can continue to provide library services together.”

A report on the mobile library revealed it was the most expensive library per user in the district.

It costs £80,000 a year to run and was used by 804 people in the last 12 months, meaning a rate per member of just under £100 a year – double the average.

As 87 per cent of those users also visit a static library, it leaves just 101 people who only use the mobile service, at a cost of £792 each.

The council said if the mobile was withdrawn, vulnerable residents would be able to get books instead through the home visit service that is provided to the elderly and housebound.

MP spreads word of South Gloucestershire food waste recycling measures THE problem of increasing food waste was raised by Thornbury and Yate MP Luke Hall in a meeting with the Secretary of State for the environment, food and rural affairs.

Mr Hall highlighted steps taken by South Gloucestershire Council to tackle excessive food waste when he met with Liz Truss ahead of a Parliamentary debate, urging her to follow the example set.

He said schemes in the district included putting stickers on the black residual waste wheelie bins with a reminder not to use them for food waste.

Recycling information videos were also available for residents and the various schemes were promoted through a series of local campaigns and presentations.

Mr Hall singled out a Feed Me and Win campaign involving all the councils in the former Avon area, which rewarded households for putting food waste out for recycling.

The MP said: “It is really fantastic to see South Gloucestershire at the forefront of UK efforts to bring down levels of food waste.”

Busy Christmas sees Yate Shopping Centre buck the visitor trend with footfall increase

NEARLY 1.2 million shoppers gave a festive boost to Yate Shopping Centre, which had its busiest December since 2011.

The month’s footfall was up 0.85 per cent on the same period in 2014 and compared favourably with national and regional trends, which saw numbers go down.

Centre manager Andy Lowrey said: “These figures are very encouraging and show that Yate Shopping Centre is a key shopping attraction to local and regional visitors.”

Although many of the shops and restaurants in the new Riverside extension are now open, Mr Lowrey said there was still a lot of work to do before the £25 million project, which includes a Cineworld cinema, was finished.

He said: “The new retailers at Yate Riverside are already

very popular attractions but it won’t be until the spring that the cinema and Dean’s Diner will be open. This will give added strength to the centre’s offer and will be really exciting times.

“I would also expect the Cineworld to make a significant impact on footfall next Christmas as people will be able to watch the top newly released films in Yate and won’t have to travel further afield.

“The increase in footfall is so important to the independent traders who have benefited from the attraction of the big name high street stores.

“Now that Yate Riverside is nearing completion, our focus will be on addressing the vacant units in the main centre to drive up traffic through the centre.

“We are already in discussions with several national and local operators about new lets.”

Crematorium’s first as drinks licence granted for Westerleigh site WESTERLEIGH Crematorium has been granted a licence to sell alcohol as it prepares to open a new hospitality suite.

It is thought the facility is the first crematorium in the UK to be allowed to provide drinks – a service that will be available during funeral wakes.

Planning consent was given for the hospitality suite and a second chapel by South Gloucestershire Council in 2014.

It was told a new 40seat chapel was needed to accommodate an increasing number of services and to provide a more intimate area for smaller funerals.

The original chapel can seat 90, with enough room for an even higher number of mourners, but it is sometimes too big for some families.

By having two chapels, the time between services can also be increased.

Building work on the

expansion scheme started last May and the new hospitality suite and a café are set to open in February.

Richard Evans, the crematorium’s managing director, said: “For many families a wake or celebration after the

service is a necessary event.

“It is not always convenient for them to set off again to meet in a hotel or pub, a point made by a local minister when supporting our planning application.

“The provision of a new

hospitality suite will therefore cater for funeral parties who are looking for a simple, dignified event after the funeral, providing an onsite service which is comparable to the traditional funeral tea.”

Youngsters get on their bikes in recycled cycles scheme PUPILS at Elm Park Primary School in Winterbourne were among the first to receive free bikes through a new recycling scheme.

Road safety officers at South Gloucestershire Council presented them to three youngsters without access to their own bikes so they could take part in cycle safety training.

Through the Bikeability Recycled scheme, used and unwanted bikes have been collected from local schools and recycling centres to prevent them being thrown away and help more children learn to ride cycles safely.

Qualified bike mechanics then refurbished the cycles and made them roadworthy so they could be distributed through schools to those without two wheels.

The council said by giving families better access to bikes, it was hoped more children

would take part in its Bikeability training and take up cycling.

Seven-year-old Elm Park pupil Connie Starkie, said: “I really love my new bike. I did have a smaller one before but that one had stabilisers on it.

“One of the Bikeability instructors gave me some tips for my new bike and will be coming back to teach me how to ride it without using stabilisers.”

Councillor Colin Hunt, the council’s planning, transport environment chairman, said: “We have seen a huge increase in cycling in South Gloucestershire and it is important that young people are taught to cycle safely and with consideration for other road users.”

Bikeability Recycled is being trialled in South Gloucestershire

through grant funding from the Department for Transport.

It wants to meet a target of refurbishing and distributing 50 bikes by the end of March and is already half way there.

Work starts on more new homes in housing society’s multi-million pound scheme A £14 MILLION project to build 72 new homes in Iron Acton and Coalpit Heath is getting underway in the next phase of a major redevelopment and refurbishing scheme.

Housing association Merlin is having the homes built to replace 44 of its properties in the two villages, with house builder Lovell recently appointed to carry out the work.

Chipping Sodbury-based Merlin drew up its overall scheme to tackle problems with 1,500 non-traditional homes in South Gloucestershire.

The properties were built after the Second World War as a quick solution to a housing shortage but they have become damp and draughty, as well as being expensive to heat.

For Coalpit Heath, the latest phase will add more new homes to 39 already nearing completion in a first phase of development, with occupiers set to move in during the spring.

Project Manager Sally Gilbert said: “Building new homes is one of our top priorities as there is a real need for affordable homes in South Gloucestershire.

“Together with the homes we’re already building in Coalpit Heath, this is going to provide a huge boost for local families looking for somewhere affordable to live.” Merlin’s new homes are part of its goal to build 300 new homes every year from 2019.

Meanwhile, the society has just received a coveted award as a result of high standards of customer service and

Muddy boots? Friends come up with a solution A CHAT between two families about how to clean football boots has led three years later to the creation of a business.

Naval and Daksha Mistry and Rich and Jayne Jeffery were talking over a meal about the difficulties of getting the mud off their sons’ studded boots after matches.

Both families had tried using kitchen knives, toothbrushes and other implements and had scoured the internet in vain for a suitable tool – so they decided to invent one.

“We came up with some rough sketches of what we wanted. It looked like a claw at first,” said Daksha, from Downend.

“We shared our ideas of what we wanted it to do. We have a product designer in our family so we asked him to draw something up.”

After finding a manufacturer, dealing with various quality and patent issues, and then having to find a different manufacturer, the families finally took delivery of their first Bootbro brushes

from China in September. They have been selling them through their website, eBay and Amazon as well as locally through friends and family and Facebook.

In the run-up to Christmas, more than 50 orders went out, with products despatched to Germany France, Spain and Australia.

Thirteen-year-old Mekesh Mistry, who plays for Downend Saints, and his friend Harry Jeffrey, who plays for Mangotsfield, have got involved too, packing the brushes ready for posting.

Daksha is a business analyst in the NHS, and Naval works in the food industry while Jayne and Rich, who live in Emersons Green, are a teacher and a contractor at the RAC respectively, so developing the business alongside their day jobs has been a challenge for all.

Their latest problem came late last year when some of their stock went astray, eventually turning up in Dubai.

“You don’t realise how

much is involved,” said Daksha.

“We have worked with local businesses for our website, marketing and accounts, which has been a big help.

“We would like to see our product sold with every pair of football boots. It is safe and it protects the boots.”

The brushes, which are sold at £5 for local collection and £9.99

through Amazon, can also be used to clean walking boots.

And there’s an added bonus for the Mistrys – because the Bootbro is safe, Mekesh can clean his own boots!

“It does not have any sharp implements and it is not messy, so after he plays his matches on a Sunday, he cleans his boots himself,” said Daksha.

Householders set to pay more in council tax after five-year freeze of bills COUNCIL tax rates in South Gloucestershire look set to rise by 3.99 per cent after five years of being frozen.

The increase includes a 1.99 per cent rise towards general council services, with the rest to be levied under new powers to be spent on the increasing cost of adult social care.

Such an increase will result in the South Gloucestershire Council element of the council tax bill for a band D property being set at £1,295.

Budget plans for the next financial year will be considered by the council’s policy and resources committee on February 1, with the draft budget then being formally recommended to the full council for consideration on February 17.

The revenue budget for 2016/17 is projected to be £183.4million – raised from sources such as council tax, business rates and grants from AD.pdf 1 29/01/2016 central government.

An extra £188.9 million is expected to be spent on schools in the district, to be fully funded by government grants.

The figures are based on the provisional financial settlement the council has received from Westminster, which is still subject to confirmation in early February.

Last year’s Revenue Budget and schools funding figures were £184.3million and £186.4million respectively.

But the council said funding from central government had fallen significantly for next year and the following three years and there was now a national presumption that council tax will be increased annually to help offset some of this fall.

Savings will also have to continue, despite the tax rise.

From 2011-2015 the council saved nearly £45 million a year and by the end of 2015-16, it is expected to have cut £56 million.

years, the council has published a provisional savings programme of an extra £23 million a year, it

said it was expecting to have to identify a further £8 million by the end of the decade.

Sodbury’s successful cycle event gains national praise AN annual cycling event organised by Chipping Sodbury Rotary Club has been recognised as one of the best 16 rides in Britain by Cycling Weekly magazine.

The Saddleback Sodbury Sportive involved a record 960 cyclists last year, an increase of ten per cent, and raised more than £20,000 for charity.

Organiser and club member Bill Bennett said: “There are hundreds of sportives each year and to be featured by such a high profile cycling magazine is just reward for the immense efforts made by the organising team.”

Fly tipper prosecuted for dumping waste in South Gloucestershire A STAPLE Hill man has been ordered to pay £1,240 in fines and costs after admitting fly tipping waste in Westerleigh, South Gloucestershire.

Sean Burnell, 29, of High Street in Staple Hill appeared before North Avon Magistrates’ Court on Friday 15 January.

He pleaded guilty to fly tipping waste that was found in Besom Lane, Westerleigh, South Gloucestershire and was fined £400 with costs of £800 and a £40 victim surcharge.

The court heard that a Yate resident had been in contact with Burnell who agreed to remove some cardboard and packaging waste for the resident for £40.

The waste was subsequently found dumped in a lay-by on Besom Lane.

Burnell had claimed that he was driving along Besom Lane a few days after collecting the waste, when he saw that some litter, including a mattress,

dumped in a lay-by on the side of the road. He admitted dumping the Yate residents’ waste there as well.

South Gloucestershire Council’s Communities Committee Chair Cllr Heather Goddard said: “This latest prosecution continues our zero tolerance policy regarding fly tipping and serves as another reminder that if you are involved in the illegal dumping of waste in South Gloucestershire, you will be prosecuted. Residents are advised to only give their rubbish to an Environment Agency registered waste carrier or they could be held liable if waste is subsequently fly tipped.”

Cancer charity invitation PROSPECT is a support group for prostate cancer patients, their wives, partners and carers in Bristol and district. It is run by prostate cancer survivors for the benefit of the local community.

Our friendly network that aims to: • Support men who suspect they may have prostate cancer or who have been diagnosed and feel they need more information or support to decide on the best way forward.

• Provide a local informal meeting place for prostate cancer patients, where personal experiences of treatments can be exchanged.

Don’t Panic - the Court Players are on stage THE Court Players are presenting the farce “Panic Stations” by Derek Benfield this month. The am dram group will be performing at The Memorial Hall, Rangeworthy on from February 25 - 27, with the curtain up at 7.30pm.

The play finds English gentleman Chester Dreadnought has bought an idyllic country cottage but finds himself plagued by local unhandy man Abel Bounty. Next on the scene is Caroline, a young and naïve women who, having met Chester in the local pub moves in prior to his arrival mistakenly thinking the cottage is to be their love-nest. Mayhem ensues when Chester’s wife arrives with her aristocratic parents in tow.

Derek Benfield, writer of “Panic Stations” is a master of farce and no stranger to acting himself. Amongst his most well-known roles was that of Robert, husband of housewife and amateur sleuth Hetty Wainthrop in the TV series of the same name The Court Players, who have been presenting Drama, Plays, Pantomimes, Musicals, Farces and at The Memorial Hall, Rangeworthy for 57 years, have won a host of awards for their productions

and their charity for the year is St Peter’s Hospice. The charity pot is up and running with money being raised at productions and from various social events including “Last Night Of The Proms In The Garden”, a joint Court Players/ Go Zumba UK afternoon of Zumba and

Around the W.I. Winterbourne Evening WI Report OUR recent speaker was Cmdr Philip Unwin who spoke on the History of the ss Great Britain.

This talk was accompanied by a film illustrating the story as it unfolded. A story surrounding local hero Isambard Kingdom Brunel, it was compelling to watch and listen to from the original build of the first metal vessel to cross the Atlantic to its memorable towing back as a wreck in 1970. A number of members present had watched as its final voyage was completed up the river Avon to its current resting place.

Philip Unwin was an excellent speaker with a wealth of information including the work currently being undertaken which included the fact that the Wilton carpets were made from the same pattern as the originals, the pattern still being in the manufacturers archives, and that in his view Brunel’s father was also an astonishing engineer, being the first to build a tunnel under a flowing river.

At our February meeting, a member who received an Award in the Queen’s Birthday Honours list will talk about her investiture experience. Meetings are held on second Thursday of each month, 7.30pm at St Michaels Rooms,except in August, visitors are always welcome.

In March an historic walk in Hawksbury Upton will be followed by lunch at The Beaufort Arms and in April a tour of The Marshfield Bakery followed by lunch at The Fox and Hounds.

Later in the year we will be taking a trip on the Matthew with supper. New opportunities for Avon County events included Japanese Culture and a day learning Pastel Painting.

The Group Meeting in April will revolve around the Queens 90th birthday, where the competition will be a birthday card fit for a Queen.

first meeting of 2016 where we were introduced to Michele Fricker of Crust and Crumbs Bakery in Mangotsfield.

She’s a very enterprising lady who from a very young age enjoyed baking and making bread. Her inspiration came from watching her Portugese father make bread for the family when they lived in South Africa.

When Michele and her husband came to England she had a passion for setting up her own bakery and they were able to start in March 2013.

Michele’s method of marketing was to knock on neighbours doors inviting them to try her products. Cold call selling moved to leaflet drops and then samples of bread deliveries around the neighbourhood. After a year this was proving to be so successful that Michele opened her house and was selling breads, rolls, cakes, Chelsea buns, marshmallows and Turkish delights from her front lounge.

Three years on she and her husband are now running a very successful business cooking during a Friday night when their three children were asleep and selling on a Saturday morning

Michele told us that she and her husband really enjoyed baking various types of bread, whole meal and sourdough, and Portuguese and English rolls.

They make sauces, jams and marmalade.

Michele explained that bread making is a science. They obtain their flour from Shipton Mill and have to be very precise on measuring out flour, yeast, salt and water. If the measurement is incorrect then the end product is not good.

One of our members and one guest were invited to make a white loaf dough and they were shown how to knead the dough, stretch it, fold it and knead it again to make it smooth and pliable. They were able to take home their ready made dough. They were advised to chill it overnight then bake in a very hot oven the next day.

Our next meeting is on 4th February the subject being Flanders & Swan - a performance of comic songs.

On 3rd March the talk is on The Soup Run. All our welcome to join us at 7.30pm in All Saints Church Hall.

IN January we were delighted to welcome Michele Fricker from Crust and Crumbs Bakery In Mangotfield, who gave us a bread-making demo and talk at our monthly members meeting.

Amongst other things, we were shown how to make a perfect white bread dough. Samples of the bakery’s products were available on the night, including a selection of breads, some with flavours ranging from Marmite and cheese, to beetroot and pumpkin seeds, also a range of sweet and savoury buns, tarts and homemade turkish delight and marshmallows. We all had the opportunity to purchase products from Michele and she was left with very little stock to take back home. Many WI members already enjoy baking, it’s true, however the demo will have inspired many of us to try our hand at making a loaf from scratch without the use of any unhealthy additives.

New trial started to improve help for mental health problems A TRIAL has been started to improve the service offered to people with mental health problems in South Gloucestershire.

The service aims to ensure people get a faster, more in-depth diagnosis to enable them to be treated and to recover more quickly.

Dr Peter Bagshaw, clinical lead for mental health for South Gloucestershire Clinical Commissioning Group (CCG), said: “There are growing numbers of people in South Gloucestershire with mental health problems and we’re working closely with our partners to increase the availability and quality of treatment.

“By spending more than an hour with a highly experienced therapist at their first appointment, we hope patients will receive a more immediate and in-depth diagnosis.

“That will enable them to receive the right treatment quickly so they can get back to enjoying life and engaging with work or daily activities as soon as possible.”

The service is being provided by Oasis-Talk, a well-being and therapies service in Bristol and South Gloucestershire.

Vicki Palmer, its clinical and managing director, said: “Whether depressed, stressed, anxious or dealing with any one of a wide range of common psychological and emotional issues, the service is available to help. Everyone’s psychological and emotional issues differ so various levels of support are needed.”

The trial will run until November, when the CCG will consider whether to offer the same service to patients in other GP practices in South Gloucestershire in the longer term.

House builders fined for breaching planning conditions Appeal lodged by developers over rejection at former Yate school site of Yate housing plan A FIRM of house builders has been fined £3,500 for endangering trees and risking road safety at the site of a former school in Yate.

Bellway Homes South West was also ordered to pay more than £954 in costs and a victim surcharge of £120 as a result of a prosecution brought by South Gloucestershire Council.

The company had been given planning permission to build 57 homes on the site of the former Rodford Primary School in Barnwood Road, with a number of conditions attached to the consent.

They included protecting the roots of trees and washing the wheels of vehicles to prevent mud being carried onto Barnwood Road.

But North Avon Magistrates Court in Yate was told that council enforcement officers visited the site on a number of occasions, where they discovered alterations had been made to protective fencing that was shielding the roots of an established oak tree.

Digging had also taken place in the area around the roots, which had exposed and broken a number of them.

The officers further found a lack of wheel washing facilities, which had resulted in mud being carried onto the road and affecting road safety.

The council said legal action was taken against Bellway due to a breach of the planning laws at the site, which is now known as Rodford Mews.

Bellway admitted two offences concerning tree protection and road safety and was fined £1,750 on each count.

Councillor Colin Hunt, chairman of the council’s planning, transport and environment committee, said: “Planning regulations are put in place to help protect the local environment and we take any breaches very seriously.

Last year it was reported that local residents had raised concerns about the site with the council.

Flu jabs still on offer as illness remains a risk to the vulnerable FAMILY doctors and pharmacists want people in South Gloucestershire to still get a flu jab before the end of the season for the illness. They said it was not too late to have the injection as the flu period continued into March.

GP practices and high street pharmacies offer the jab, which is free for at-risk groups such as older people, pregnant women and anyone with a medical condition that makes them more vulnerable.

Experts said for older people or those with long-term conditions such as diabetes, the effects of flu could be serious and in some cases fatal.

DEVELOPERS are making another bid to build houses on a site in Yate after the controversial scheme was turned down by planners.

Woodstock Homes has lodged an appeal against the decision taken by South Gloucestershire Council to refuse consent for 16 houses and two flats on land off Cambrian Drive.

More than 100 local residents joined Yate Town Council in opposing the scheme, which would have involved knocking down a bungalow in Cambrian Drive to gain access to the landlocked piece of ground.

Local councillors said it was well used open space and housing would affect people living either side of the proposed access.

There was concern about extra traffic being generated and the loss of existing on-street parking.

Opponents also questioned the number of homes proposed and said there was already enough new building taking place in and around the town.

South Gloucestershire said the proposed development would result in significant and demonstrable harm and claimed it failed to reach the highest possible standards of site planning and design.

Now Woodstock is challenging that outcome and a planning inspector will examine the application, as well as visiting the site.

Drive to encourage more people to sign up to vote A REGISTRATION drive is running in South Gloucestershire to persuade more people to sign up to vote.

An election is about to take place to choose a police and crime commissioner (PCC) for the Avon and Somerset Police area but anyone who is not registered to vote won’t be able to take part.

John McCormack, South Gloucestershire’s electoral registration officer, said: “Anyone not yet registered to vote should do so as soon as possible so they can have their say on issues that affect their day-today lives.”

People can go online to register at www.gov.uk/register-to-vote so they can take part in the PCC election On May 5 and future elections.

HIS time of year sees many of us putting on our trainers and making our best effort to exercise, to improve or maintain our health. The days are becoming brighter and we are trying to look after ourselves. There is no escaping the fact that exercise is good for us. Making sure our bodies are in the right condition for exercise is a good starting point to ensure success.

Our lower leg and foot health is very important when we exercise and also in our day to day lives. Our feet carry our body weight and they need to be looked after as much as the rest of our bodies. Sadly, many of us neglect our feet or are embarrassed about how they look and how they function.

Seeing a podiatrist to help address any concerns with your feet is the right step forward. It is a positive investment in your health and wellbeing and a good starting point if you are new to exercise.

Whatever your sport or fitness routine, the fact is that you will most likely depend on your feet to participate. You will also

EASTER floats around from year to year over a five-week period.

This year, it’s really early, on 27 March. Why is that? It moves around because the date is based on the lunar calendar – the rules state that it should be celebrated on the first Sunday after the 14th day of the spring full moon, that is, between 22 March and 25 April, using the Gregorian calendar, which is what we use in the western church.

Most of us, these days, are not particularly aware of the lunar cycle, so it seems a bit strange. There is no particular reason why there shouldn’t be less variation, which would be a convenience to all. But

Easter getting agreement between the churches might take some time, as the present system was set up over 1600 years ago.

Easter, unlike Christmas, cannot be on a fixed date, because it needs to be on a Sunday. Unlike Christmas, Easter is not a one-day festival, but connects with Lent (which begins on Ash Wednesday) and includes Maundy Thursday and Good Friday. Easter is, in fact, the premier Christian Festival, but because it is not on a fixed day, people tend not to think of it like this. Whereas Christmas is about the arrival of Jesus on Earth, Easter is about his death and resurrection, a process Christians celebrate particularly intensively in the week between Palm Sunday and Easter Sunday.

Singers still sought at Crossbow CROSSBOW Singers are appealing for more tenors and basses to join their mixed choir.

The group meet each Monday evening during term time, starting at 7.30 and finishing around 9.00 pm. It meets in Crossbow House, School Road, Frampton Cotterell and holds two concerts a year. All the proceeds from a summer concert is donated to charities nominated by our members. Money raised from the Christmas Concert goes towards the purchase of new music.

Standing up for Local Services

R

IGHT across South Gloucestershire you can see a number of large green community buses and vehicles providing an invaluable service in our community –often picking up a neighbour or family member to take them to Southmead Hospital, or a doctor’s appointment, emblazoned with names such as Peggy, or Olly or another.

I highlight these green buses at Community Green Travel, a community bus service helps local people by getting them from A to B, perhaps to a hospital appointment outside of the usual hours of public transport, as a great example of the services that are available to us in our local area. Sometimes they can be easily missed as we go about the school run or on the way to work, but they provide a vital service for some our most vulnerable neighbours, friends or family. Services such as the Severn Vale Link serving Thornbury provide this service admirably too.

Both as the local MP, and someone who was born in Southmead Hospital and has lived locally all my life, I believe it is hugely important we work to protect and support these services in every way we can.

Community Green Travel

explained to me that the current parking problems at Southmead Hospital had made the end part of people’s journeys arduous as they disembarked, mostly in wheelchairs or with walking aides. I know how difficult, worrying and stressful any hospital visit can be without the added concern of having to disembark a community vehicle dangerously. To work towards a solution, we gathered together the Local NHS CEO, the Hospital Transport Manager, myself and local people to take a trip to Southmead to see for themselves.

I am pleased to say that it helped, the manager is now working towards putting in place a system for community transport arrivals like ours from Yate, which also serves areas like Frampton Cotterell, as well as working towards freeing up space at the ambulance drop off bays. A start at least to a solution.

It is when a small solution can make a huge difference as seen with green community travel that I am most proud to be serving our local community and our local services. So if you know of a similar situation and need my help I’d like to hear about it luke.hall.mp@ parliament.uk

THE Under-15 Water Polo from Winterbourne International Academy has made it the quarter final stage of National Water Polo Competition.

The knock-out competition took place at Alleyn’s School, East Dulwich, London. The team had qualified through the south west competition in November. They were up against Alleyns School (the hosts) and Brentwood School. Conditions couldn’t have been better as Alleyn’s school had a brand new state of the art Water Polo pool - with the entire pool is all the same depth.

WIA were drawn with Alleyn’s school in the first match, and although they started the game promisingly, Alleyn’s school were quite exceptional on the counter attack. WIA tried to take their chances but Alleyn’s school were completing virtually all of their passes and hustling players to win the ball back; the game finished 7-1 to the hosts.

In their second game against Brentwood, the WIA team initially showed signs of fatigue and at half time we were 7-1 down. However in the second half, with a rallying call from the captain and goalkeeper Matt, WIA started to outplay their oppositions and began to draw back into the game.

Karate kid holds on to her title A STUDENT from Winterbourne International Academy is celebrating after retaining her English karate title Sasha Wyatt-Sugg travelled to Sheffield to defend her title in the12-13 age group against 21 other competitors in the category.

Long running sponsorship celebrations at Badminton as horse trials tickets go on sale ADVANCE tickets have gone on sale for the Mitsubishi Motors Badminton Horse Trials, which this year will celebrate one of the longest running sports sponsorships.

When the international gets under way in May, it will mark the 25th anniversary of the car company’s involvement with the prestigious event.

To mark the occasion, Mitsubishi will donate a copse of 25 trees to be planted in a prominent position on the Badminton estate, near Chipping Sodbury.

In an unusual commission, a pair of rocking horses are also being made, based on a former runner-up at the competition.

Countryman III was the favourite horse of the Duke of Beaufort, who just missed out on victory in 1959. One of the rocking horses will be presented to the duke, who opens his park

to some 150,000 spectators during the trials, while the other will be kept at Mitsubishi’s Cirencester headquarters.

The firm and Badminton organisers have also announced the sponsorship deal will continue for another three years, a “vote of confidence” welcomed

by event director Hugh Thomas.

Lance Bradley, managing director of Mitsubishi Motors in the UK, said: “To reach the milestone of 25 years in any partnership is a great achievement and to do it in the sporting arena is truly remarkable.

“This accomplishment is testament to the relationships we’ve built over the last quarter of a century with Badminton Horse Trials and we are very much looking forward to celebrating with them in May and for many more years to come.”

Badminton runs from May 4-8, with the feature international contested by the world’s leading riders and horses taking place from May 5-8.

With the Olympics being held just three months later, a number of riders will be aiming for a good performance to impress team selectors.

The event will be preceded by the newly named Mitsubishi Motors Cup competitions for amateur riders, formerly known as the Grassroots championships.

Syncro Swimmers strike silver

TWO students from Winterbourne International Academy are celebrating after a sparkling performance at the the Synchronised Swimming Championships 12 year old Leanne Baker and 17 year old Elise Denner helped secure silver for the City of Bristol Synchro club.

Leanne initially competed in the ASA National Age Group Synchronised Swimming Championships for the 12-andunder category at the GL1 Aquatic Centre in Gloucester.

She did so in the individual figures competition where she had to demonstrate to 24 judges, four individual skills. Her overall points score helped secure her place in the City of Bristol Synchro Club in the National team event the following day.

Netballers back in the groove after festive break FRAMPTON Netball’s 1st team continued their dominance in the league with a nail biting win against Longwell Green. It was a fantastic team performance with everyone fighting to the end.

The team kept their discipline throughout and game finished with a 34-33 victory. Frampton voted Jess Leak as their player of the match for her unflappable shooting skills. The opposition voted Carol Rowson as their player of the match for her strong and consistent defence.

Their winning streak continued the following week with a convincing win over Jets. All played well, the team particularly benefitting from applying the set plays and skills which had been practised at training. The final score was 46-30 to Frampton. Jazz Bartlett, who took control of the game through the centre court, won both teams’ player of the match.

The 2nd’s came up against an in form Frys on 23rd Jan with a depleted team due to injuries.

The team performed well and the score line was close up until the final quarter when Frys pulled away. Their strong defence made it difficult to break them down in the D and the game ended with a 27-17 loss. Anna Keir as centre won both teams’ player of the match.

This was three losses in a row for the second team so it was important to secure a win against

Old Man Fram ready for pre-season nets FOLLOWING yet another successful season for Frampton Cotterell Cricket Club, in which the 1st xi won promotion for the third successive year, the Crossbow based club begin pre-season training at Winterbourne International Academy.

Gary Winsor’s men start indoor nets on Sunday 7th February at 11am. The hour long sessions are open to any new adult players. Any newcomers wishing to give it a go, or seasoned players wanting to dust off the old kit should contact fcccsecretary@hotmail.co.uk Training sessions are every Sunday and last for 10 weeks. The club also runs junior training at the same venue, Sundays from 6-7pm and cater for boys and girls aged between 10 and 15. Older youth players are welcome to the adult sessions.

The 1st xi will start the newly revamped league in division 1 where they will face local rivals Hambrook, Bradley Stoke, Old Down and Winterbourne 2nd xi, as well as encountering some new opponents such as Nailsea and Lansdown.

The outdoor season gets under way with a pair of away friendly fixtures on Saturday April 23rd against Coalpit Heath and Bradley Stoke, followed by games at Patchway and Stoke Gifford - based Bohemians the week after. The league campaign begins on May 7th.

Get into cricket COALPIT Heath Cricket Club is inviting people to join their club for the forthcoming season. Everyone is welcome to join them, whether they are experienced players looking for a new challenge or are new to the game and want to give it a go.

Youth training is on Thursday evenings 6-7pm at Yate International Academy. Coaching is provided by the clubs team of ECB qualified coaches who are also current players. The club says all gear is provided you just need to wear indoor sports clothing and come prepared to have fun and learn new skills. The club welcomes boys and girls ages 9 and over and in the summer runs teams at under 11, 13 and 15 age groups.

Two crucial wins in mixed month for Frampton Frampton Cotterell Rugby Club remain at the wrong end of the table after loosing 3 out of five fixtures in January. They lost to Cirencester, Cheltenham Saracens and Berry Hill. However crucial wins against sides below them will give the club confidence going into the season finale.

Bream 10 - 45 Frampton Cotterell FRAMPTON put 7 tries past Bream in a thrilling encounter on a sunny Saturday at Crossbow. This helped Frampton to secure 5 points in the run up to the end of the season.

The first 10 minutes was a fairly even game with both teams making easy mistakes due to nerves, however on the 20 minute mark, Frampton’s first try was scored by Rhys Thomson.

He flew down the wing bumping off players as he went to touch down in the corner. This then led to 6 consecutive tries, 4 of which were scored by Matt Lawrence and two by Larry Pullen.

Matt also got 4 conversation in the game but unfortunately missed an sitter in front of the posts. Bottom of the table Bream did get two tries as consolation but it was an impressive win for Frampton. Their next game is a local derby at home to St Mary’s Old Boys RFC on the 6th February.

With people unavailable due to continued festive celebrations, Frampton were forced to make a few changes to their usual line up with player coach Mike Ashwin coming in to the centre to offer some experience, Sam Barnes in for his pace and James Carver making up the numbers.

Tewkesbury fired out of the blocks and were soon one try to the good, which could have easily been more if it wasn’t for some crucial try saving tackles from coach Ashwin.

It was then Frampton’s turn to apply the pressure and were soon awarded a penalty for Tewkesbury indiscipline, but given the conditions it was not going to be an easy day for the kickers. Fly half Matt Lawrence was confident, given his pair of new rugby boots for Christmas.

The boots proved to make a big difference to Matt’s kicking ability and during the first half he slotted two from two giving Frampton a slender 6-5 lead.

Then came the games big turning point, a rush of blood to the head of the Tewkesbury lock caused him to stamp on Frampton flankers Matt Jones head. This was in clear view of

the referee and he was off to take an early shower.

The second half saw Frampton ring the changes with Ashwin by centre Dan Spalding and also the introduction of flanker James Carver.

The changes didn’t have an immediate impact as at the start of the half Tewkesbury again gained the upper hand, scoring a try through the forwards.

That caused Frampton to spring to life and for the rest of the match were completely dominant. James Carver was causing havoc in the lineout and after turnover ball Welsh second row Rhys Thomson scored with a charge up the touchline which proved unstoppable. Lawrence again slotting the extras.

Lawrence then proved he wasn’t just all about his kicking as he danced his way round the Tewkesbury defence to score Frampton’s second under the posts. Captain Josh Creed added another try as Tewkesbury began to fold and then the icing on the cake was added when centre Dan Spalding scored Frampton’s 4th try to gain the bonus point victory by crashing over from a yard out after a great break from Carver.

Frampton vs St Marys under 12’s WITH Christmas a distant memory it was great to get back on the rugby field after several weeks of bad weather and the short trip to Hoopers to welcome visitors St Mary’s.

With the visitors a couple of players short Finn and Rory swap sides for the first quarter.

An even start saw both teams finding their feet - literally in the rather muddy conditions.

An injury to Olly meant he had to leave the field and unfortunately was unable to return reducing Fram to 11 men.

St Mary’s pushed forward and some great tackling by Matt and Marcus kept the visitors at bay.

But the pressure soon told when after a scrum St Mary’s produced a great passing move to increase their lead with the conversion to 14-0.

greeted by some old school friends who welcomed him with handshakes which was great to see. But it was back to business and Fram were pushing with Gabe crossing the line. However the referee called play back for a previous infringement.

Lewis was having a great game at scrum half and Fram’s strength was beginning to tell.

After another penalty a few metres from the St Mary’s line, Jamie tapped to himself and his strong run was just enough to put Fram on the scoresheet, with

the penalty missed the score at the end of the second quarter was 14-5 to St Mary’s.

Fram continued their good work at the start of the third period and a typically powerful run by Gabe gave Fram great field position as he was held up only a metre from the try line.

Seconds later their efforts were rewarded when Gabe again picked up a loose ball to cross the line for the try. Jack converted to narrow the gap to 14-12.

With their tails up Mike had several telling runs into the St

Mary’s pack and Marcus seemed always on hand to support. But it was St Mary’s who scored again when following a penalty the ball was passed wide for another try in the corner, again converted for a 21-12 lead.

It was still anyone’s game to win going into the final period and this time it was Marcus on the St Mary’s side. Fram’s set pieces were working well and Nik’s height was telling at the line outs. More good work

St Mary’s were pushing forward though and some tired legs were beginning to show. It was no surprise then when after a fumbled ball St Mary’s picked up to cross the line for the final score of the game, converted for a 28-12 win.
