While we can’t capture the full scope of the generous contributions of our individual attorneys, paralegals and staff, we are proud to share just a few of our stories with our clients, community, partners and friends.

After the fall of Afghanistan to the Taliban, the need for legal assistance to those fleeing persecution was immense. Attorneys from Fredrikson were proud to partner with The Advocates for Human Rights to help several Afghans and their families navigate the road to a new life in the United States.

M.A. fled Afghanistan after Kabul fell to the Taliban. M.A. feared persecution due to her work providing educational services to young women in partnership with the U.S. Embassy. At the time her asylum application was filed, the Taliban took over the headquarters of M.A.’s organization and was using it as a base for operations. Attorneys Andrew Nick, Abigale Griffin, and former attorney Dalton Crum teamed up to prepare M.A.’s asylum application, and they were assisted by Danyal Ahmed, who was then a summer associate.
Because of this team’s dedication to M.A.’s case, she was able to settle into her life in the U.S. while her application was pending, enrolling in college and serving her new community as an employment counselor for a nonprofit. Now that her asylum case has been approved, M.A. can be assured that she can continue to rebuild her life in safety.

F.H. did extensive work in Afghanistan promoting gender and human rights, including working with international organizations involved in conflict management, nonviolent communication and women’s rights. Because of his work, F.H. faced numerous threats from the Taliban, including being publicly denounced by the head of a provincial Taliban recruiter. One of F.H.’s former colleagues was murdered by the Taliban after the Afghan government fell. Fearing for his family’s safety, F.H. fled Afghanistan with his wife and daughter.
Attorney Ted Peilen and former Fredrikson attorney Veronica Salsbury worked closely with F.H. to prepare his asylum application, develop his personal statement, draft a brief in support of the application, and represent F.H. and his family at their asylum interview. Former Fredrikson paralegal and current law student Claire Ziller provided critical support in drafting and formatting the application for submission.
With Ted and Claire’s dedicated support, F.H. secured an approval of his asylum case. This approval enables the family to live in the safety and security of the United States.

Ryan Young
Attorneys Eric Schilling and Ryan Young worked with Z.S., who had served as a soldier and pilot in the Afghan National Army and Afghan Air Force for nearly 17 years. They were assisted by legal administrative assistants Andy Franet and Selina Walters . Because of his service, Z.S. received direct threats of detainment, torture and death by the Taliban. He and his family fled to the United States after his child was injured in a targeted shooting on the family vehicle following the fall of Kabul.
This volunteer team represented Z.S. through the asylum application filing, as well as an Employment Authorization and Temporary Protected Status application for Z.S., his wife and eight children. Coordinating applications for a family this large is a significant undertaking, and the team did an amazing job shepherding it through the process. Our Service Center staff jumped in to help, coordinating meeting rooms and organizing the submission for filing.
Because of the commitment of these volunteers, Z.S., his wife and now nine children (one born here in Minnesota) can live safely in the U.S., and Z.S. can see his daughters receive an education that would be denied to them if they remained in Afghanistan.

H.A. served in the Afghan military for more than 20 years and collaborated with Americans in fighting the Taliban. When Kabul fell, H.A. had to flee the country, as his military service and political views made him a target. H.A. was evacuated on a military plane which brought him through Dubai, Spain, Germany, Croatia, and eventually to a military base in New Jersey.
That is when Fredrikson attorneys Jake Levine, Ben Sharp , and Jenny Mojica stepped in to help. Their dedicated work led to an approval of H.A.’s asylum case and allowed him to move on to the next phase of his life journey.
In our 2023 report we shared the great work of attorneys Cara Donels, Thomas Patton and former attorney Schuyler Troy, with paralegal Vicki Handler, legal administrative assistant Erica Palmer and former paralegal Sara Austin, helping a mother in Honduras reunite with her daughter after it was determined the daughter had been abducted illegally to Des Moines by her father. Since that report, the case was appealed and the same team of attorneys was called upon to again defend the child’s right to live with her mother.
Mother and daughter remain together, and we are thrilled to have been able to help this family referred by the U.S. State Department.
In many of Fredrikson’s pro bono cases, clients are facing significant challenges in their lives. Whether they are experiencing bankruptcy, divorce, eviction or any other issue, our attorneys partner with them, advising them of their rights, navigating the court process or standing up for them in a courtroom.

Fredrikson has a long partnership with the University of Minnesota Bankruptcy Clinic, where attorney Clint Cutler has taught for many years and was recently joined by attorney Sam Andre . This clinic offers services free of charge for disadvantaged clients with bankruptcy matters.
In a recent case handled by the clinic, Clint was joined by attorneys Katherine Nixon and Steve Kinsella to help a client diagnosed with severe mental health problems and who was unable to maintain employment. They had helped him with his bankruptcy proceedings previously, but his student loans remained a financial burden. The attorneys argued successfully that the loans constituted an undue hardship, and more than $70,000 in student loans were discharged. There is now one less burden on the client’s mental health.

Far too many people face the stressful divorce process without an attorney. The Volunteer Lawyer Program of the Polk County Bar Association seeks to connect pro se litigants with attorneys to guide them through the family court system. Fredrikson attorneys Bridget Penick and Erin Boggess are proud volunteers with VLP, having helped
six clients with their divorces in the past year, with assistance from summer associates MaKennah Little , Sam Gilbaugh , Jensen O’Shea , Jared Bock and Rachel Lubben. We look forward to continuing and growing this partnership with VLP.

Through the MSBA Pro Se Appellate Clinic, former attorney Schuyler Troy handled an appeal regarding a child custody dispute that arose after the tragic murder of a child’s mother in 2020, leaving a largely absent father and the maternal grandparents to assume care. The grandfather eventually became the primary caretaker and was awarded sole legal and physical custody
after a court trial, despite the father’s and grandmother’s legal challenge. Representing the grandfather on appeal, Schuyler successfully argued that the district court’s decision was well-supported, the statutes were correctly applied, and the father’s constitutional rights were adequately considered. The Court of Appeals unanimously affirmed the district court’s order, allowing the grandfather to maintain custody as the child begins kindergarten.

In one criminal expungement case, attorney Allison Woodbury helped an individual who was seeking expungement on six criminal cases spread over two counties. All six met the statutory standards for expungement. This would have been a challenging undertaking for the client to handle on his own. The client worked as a handyman, and his record was barring him from obtaining certain licensures and securing jobs, so he reached out to Volunteer Lawyers Network (VLN) for help. Allison took on the case from VLN and was able to get all six records expunged (an order for five of the cases was issued on the client’s birthday).

Attorneys volunteering at legal advice clinics with our nonprofit partners are on the front lines of serving legal needs. Often, these brief consultations with an attorney can set clients on the right path, assure them of their rights or direct them to more resources.
Fredrikson attorneys donated more than 1,100 hours of time at legal advice clinics with partners like Mid MN Legal Aid, Volunteer Lawyers Network, LegalCORPS and Springboard for the Arts.

Senior government relations specialists Andy Pomroy and Anni Simons had the honor of partnering with the Special Olympics USA Games to advocate for funding the 2026 Games to be held in Minnesota. Because of their efforts, the state legislature agreed to fund $2 million for the Games, which was a substantial portion of the overall amount spent this past session in the Omnibus Jobs Bill. Particularly effective was the partnership they had with the Special Olympians who testified in support of the bill. The athletes’ descriptions of their experience with the Games was heartfelt and moving, and they deserve a lot of credit for their skilled advocacy. Through the process, the Fredrikson team learned of the wide-ranging impact Special Olympics has on families, with many legislators speaking up about the positive role it had played in their lives and lives of their loved ones.

In last year’s report, we highlighted the 84% funding increases gained by civil legal aid programs in Minnesota in the 2023 legislative session also led by Andy Pomroy . Fredrikson continued our pro bono lobbying efforts on behalf of civil legal aid in the 2024 legislative session, with the goal of transitioning funding away from the Minnesota Judicial Branch and establishing a new Board of Civil Legal Aid to distribute state funding. Modeled after the Board of Public Defense, the establishment of this new office required legislative changes that were supported by the Judicial Branch.
It was a big lift to put together the legislation and guide it through the legislative process during a short session, but ultimately the team was successful and the transition to the new office is underway.

Attorneys Rick Snyder , Shantal Pai , Thomas Wheeler and Megan Helstrom worked on behalf of a Children’s Law Center (CLC) client to successfully obtain a precedential decision. The case concerned the important question of whether Ramsey County has authority, under the relevant statute, to place children who have never been convicted of a crime or adjudicated delinquent in the Juvenile Detention Center because it cannot find space for the child with family, in a foster home, or in a shelter care facility. Because of their appellate work, CLC’s position was affirmed, the decision stating that statutory authority clearly limits a county’s ability to hold a non-delinquent foster care youth in a secure detention facility for only 24 hours, and after that, they must be released to a relative or a shelter care facility.

The Fredrikson team of Devin Driscoll , Mary Heath and Sarah Theisen represented the Minnesota Public Health Association as an amicus supporting the State in Snell v. Walz , a challenge to the governor’s authority to declare a peacetime emergency in response to a publichealth emergency like COVID. The team worked hard to produce a detailed, thoughtful and comprehensive brief that was well received by the client and the courts. The Minnesota Supreme Court ultimately sided with the state and affirmed that the Emergency Management Act granted the governor the authority to declare a peacetime emergency during a public health crisis.

Sarah Theisen, Rachel Dougherty
Devin Driscoll and Sarah Theisen were joined by Rachel Dougherty on another important amicus this year. In collaboration with the American Civil Liberties Union of Minnesota, Anoka County Attorney’s office, the Minnesota Attorney General’s office, Faegre Drinker Biddle & Reath LLP and the University of Wisconsin Law School, Fredrikson filed an amicus brief on behalf of the League of Women Voters of Minnesota (LWVMN) to challenge an improper quo warranto action filed by the appellants. The appellants requested that the court reverse their recent decision in Schroeder invalidating the “Restore the Vote” legislation, which addresses the voting rights of individuals convicted of felony-level offenses. It is estimated that the “Restore the Vote” legislation could restore voting rights to about 55,000 people. On August 7, 2024, the Minnesota Supreme Court unanimously dismissed the lawsuit challenging the “Restore the Vote” legislation.

Fredrikson has a thriving transactional pro bono program, and dozens of our attorneys have helped small businesses, nonprofits and individuals through our partner organizations: Neighborhood Development Center (NDC), Northside Economic Opportunity Network (NEON), LegalCORPS and Metropolitan Economic Development Association (MEDA). We couldn’t do our part without those organizations’ strong relationships in the community, creating programs to help entrepreneurs succeed, and working to improve the systems that serve under-resourced areas in our community.

Fredrikson provided invaluable pro bono legal support to small businesses by assisting them with a variety of critical issues this year:
• Business Formation and Structuring: Assisting businesses in setting up LLCs, holding entities, and nonprofits, as well as drafting operating agreements and bylaws, ensures a solid foundation for future growth and legal compliance. This step is crucial in protecting owners’ personal assets and defining how the business operates.
• Intellectual Property Protection: Trademark registration, advice on protecting intellectual property, and resolving trademark issues with business names safeguard a company’s unique identity, ensuring it retains exclusive rights to its brand, which is key to long-term success.
• Contractual Support: Creating contracts for suppliers, landlords, and clients helps businesses formalize their relationships, protect their interests, and ensure compliance with legal standards. Contracts like rental lease agreements and product supplier agreements also mitigate risk.
• Dispute Resolution: Helping businesses recover funds, draft demand letters, and dissolve partnerships reduces financial and operational uncertainty, which could otherwise harm business operations.
• Nonprofit Assistance: Helping companies establish nonprofits and file for 501(c)(3) status enables businesses to access benefits such as tax exemptions, helping them focus more on their missions.
• Property and Leasing: Reviewing and advising on leasing documentation and drafting letters of intent for property purchases ensure that businesses make informed decisions regarding real estate, which is often a major financial commitment.
This work is essential because small businesses often lack the financial resources to afford legal counsel, and navigating complex legal issues without help can jeopardize their success. By offering these services pro bono, the firm not only helps these businesses thrive but also strengthens the local economy and community.

Attorney Bridget Penick in our Des Moines office has been working with Ballet Des Moines for 18 years, helping international dancers with the immigration process to join the ballet and handling human resources and employment law needs. This year was exciting, as the ballet secured a new facility in downtown Des Moines. Natalie Warehime provided real estate expertise to guide the ballet through negotiations with the building owner and contractors during the transition. Fredrikson is proud to support this important institution in the Des Moines community.

The Des Moines Curling Club is a local nonprofit dedicated to growing the sport of curling in Central Iowa. The club has seen significant growth in the last few years, and Fredrikson attorneys Eve Durand and Cara Donels have provided legal support in developing club policies and regulations.
With FY24 billable hours at 3.1%, our pro bono initiatives provide legal services to individuals, small businesses and nonprofits, and other projects outside of those areas.

Friends of Fredrikson is a unique nonprofit program run by Fredrikson employees with support of the firm and the Fredrikson & Byron Foundation. Since 1994, the program has provided support for the disadvantaged families and children, and it annually provides holiday cheer to families in need.
The Minneapolis office continued its longstanding partnership with The Bakken Museum, a firm client and Foundation grant recipient, to host a community service project. The Bakken features interactive exhibits, a medicinal garden, a collection of artifacts and STEM education programs. A team of gardening novices and experts assembled and braved the August humidity to help beautify its many green spaces . Thank you to The Bakken staff, Will, Mary and Chris for hosting us!
A group of lawyers and staff kicked off 2024 at Second Harvest Heartland in Brooklyn Park, MN. The team packed 705 FOODRx bags , which were filled with food items and will be distributed to people with chronic health conditions to help ensure they have enough food to stay strong.
Last fall, we proudly supplied and assembled 150 hygiene kits for Agate Housing + Services. These kits are given to participants in Agate Housing’s shelters, street outreach, free public showers and supportive housing programs, providing them with the essential personal care items they need.
For the third year in a row, the Bismarck office donated their time and much needed supplies to their local Parks & Rec Office. Rain or shine, they show up! The Parks & Rec Office’s core purpose is to provide affordable, accessible and sustainable public park and recreation services to members of their community. A team of attorneys and staff worked together to plant trees and pick up garbage throughout the park, in a collective effort to support this core purpose.
Each year, Fredrikson offices participate in holiday gifting programs, bringing joy to families in need through partnerships with local organizations. From supporting veteran families in Minneapolis to brightening the holidays for children in Bismarck, our employees are dedicated to making a meaningful impact.
Each year the Iowa office works with the Society of St. Vincent de Paul to adopt families. This past year, we supported seven families (a total of 33 recipients).
This was the office’s most ambitious project to date!
Through our annual holiday gift-giving program the Minneapolis office adopts low-income, and often recently unhoused, veteran families through Minnesota Assistance Council for Veterans (MACV). This past year, we supported five families

Each year the Bismarck office adopts a local military family . This past year they made the holiday one to remember for four children.

In anticipation of the holidays, attorneys and staff in the Madison office adopted a local family through Domestic Abuse Intervention Services (DAIS). Each year, DAIS invites clients served during the previous year to create holiday wish lists including clothing, toys and personal items. Businesses and organizations then adopt a family and fulfill the wishes. The Madison office had the pleasure of shopping for a mom and her three children ranging in age from 7–14. Lion King and Black Panther toys were the hot items for the kids!
In November 2023, Fredrikson senior associate Roxanne Thorelli was awarded the 2022–2023 Outstanding New Lawyer of the Year Award by the Minnesota State Bar Association (MSBA).

Each year, the MSBA’s New Lawyers Section recognizes the outstanding achievements of one new lawyer. Roxanne was recognized for her involvement with local bar organizations, pro bono and community service work, contributions to advancing diversity, and professional achievements.
Roxanne regularly volunteers with nonprofit partners LegalCORPS and VLN, helping many individuals facing employment business-related legal issues. She also routinely encourages her colleagues to take on pro bono matters and is an active member of Fredrikson’s Pro Bono Committee.
The Minnesota Chamber of Commerce named Fredrikson a 2023 Keystone Honored Company, an annual award recognizing businesses that have made extraordinary contributions within their community.
Fredrikson was celebrated for its innovation in giving as a mid-size firm, with six different programs that operated as unique parts of the corporate giving efforts: Pro Bono, Community Service, Friends of Fredrikson, Community Presence Initiative, Fredrikson & Byron Foundation and Sponsorships.
In December 2023, Fredrikson was recognized at the annual Minnesota Keystone Luncheon, which celebrates Minnesota’s tradition of corporate social responsibility and philanthropic giving. Members of the program give at least two percent of their pre-tax earnings to charitable organizations and are acknowledged for their outstanding giving programs at this event. Fellow honorees Goff Public and U.S. Bank were also celebrated.
In 1976, 23 Minnesota companies created this program (originally known as The Five Percent Club) to recognize and encourage charitable giving in the state. The commitment of Minnesota Keystone participants continues to serve as an example to other businesses, both here and around the globe, and to sustain Minnesota’s spirit of generosity and sense of community.
Fredrikson was honored with a Champions of Justice Award by the Legal Services Corporation (LSC) in July 2024.

The Champions of Justice Award is bestowed upon individuals and organizations protecting the promise of justice for all.
The award was given for the work of Fredrikson’s government relations professionals Andy Pomroy , Kevin Goodno and Jeff Hayden in advocating for increased legal aid funding at the state legislature, which was highlighted in our last pro bono report. Fredrikson was described as “a shining example of legal and advocacy excellence intertwined with unwavering dedication to social justice” by the Minnesota Legal Services Coalition, which nominated Fredrikson for the award.
LSC is the single largest funder of civil legal aid for low-income Americans in the nation. Established in 1974, LSC operates as an independent 501(c)(3) nonprofit corporation that promotes equal access to justice and provides grants for high-quality civil legal assistance to low-income Americans. LSC distributes more than 90% of its total funding to 130 independent nonprofit legal aid programs with more than 800 offices.
Christian Hokans joined Fredrikson in 2019 and stepped away in 2022 for a yearlong clerkship with the United States District Court. Upon his return, he jumped right back in where he left off, playing key roles on several pro bono matters and logging more than 100 hours of pro bono service in the past year. This brought his total Fredrikson commitment to nearly 500 hours.

Christian is part of the Housing Court Clinic team and volunteers on a regular basis at Hennepin County Housing Court with Volunteer Lawyers Network. Indeed, many of the pro bono cases he has worked on are housing-related matters. In the past year, he has been assisting a disabled stroke survivor as he navigates legal complications stemming from his disability. He also argued a civil rights case in front of the 8th Circuit Court of Appeals on behalf of a homeless man who was forcibly removed from his hotel housing without any legal action. Christian is dedicated to pro bono, not only for the many skills and experience that it has brought him but also from a deep desire to give back to the community and see justice fulfilled. We are proud to honor Christian as our Associate Volunteer of the Year.
Leslie Anderson, a senior paralegal in the business litigation department in Minneapolis, has been with Fredrikson for more than 30 years.

While some of her time is dedicated to the pro bono department, Leslie logged nearly 600 hours of pro bono in FY24, supporting the many attorneys who are working on our death penalty, wrongful imprisonment and non-unanimous jury cases that originate from partners in Louisiana, mainly the Mwalimu Center for Justice. Leslie’s tireless advocacy and empathy for clients is nothing short of astounding. Her passion for the work and crucial team management has been lifesaving—in a very literal sense.
Every example of our work in this report involves not only the attorneys and paralegals listed but legal administrative assistants, pro bono staff, librarians, intake staff and more.
