Cunial mayor
Neil Walker neil@baysidenews.com.au PEACE, love and mutual admiration was in the air at last Monday evening’s first public outing for Frankston Council’s newly elected nine councillors in a stark contrast to two previous years of bitter infighting between councillors. The nine attended a public statutory meeting last Monday evening (7 November) to be sworn in as councillors and vote for a new mayor and deputy mayor to lead council for the first 12 months of a new four-year council term. Councillors unanimously backed re-elected Cr Brian Cunial at the public meeting to be mayor and all pledged to put past grievances aside for the greater good of Frankston. They congratulated each other for being voted in by Frankston ratepayers and promised to treat each other with respect even if there are occasional disagreements about policy during debates. Councillors met the Wednesday (2 November) before the public meeting to discuss who should be mayor. New leader: Cr Brian Cunial has been elected Frankston mayor for the second time since becoming a councillor.
Former Kingston mayor Topsy Petchey was hired to facilitate that meeting. “Frankston Council engaged the professional services of Topsy Petchey to provide independent strategic advice and facilitation of a discussion about the roles of mayor and deputy mayor and the election process,” Cr Cunial said. “To date council has not received an invoice as Ms Petchey is currently overseas.” Ms Petchey was paid about $1500 to facilitate a similar meeting before the election of Sandra Mayer as mayor in 2014. Family, friends and well-wishers - including former mayor James Dooley who was not re-elected at the 22 October council elections – watched from the public gallery in a packed council chamber as councillors were sworn in and Cr Cunial donned the mayoral chain and robes. The new mayor said he is “honoured” councillors had faith in him to lead council over the next 12 months. “Having lived in Frankston all my life, I care deeply about our community and its future wellbeing as a desired place to live, work and study,” Cr Cunial said. MP: ‘I have Tourette’s’

Club on target for Australia CLAY target enthusiasts from all over the country converged on Frankston last weekend for the Universal Trench Commonwealth Titles, a qualification event for the 2017 Australian team selection. The prestigious event on Saturday 5-Sunday 6 November was keenly contested with about 90 competitors in 15 squads, coming hot on the heels of the 2016 team’s incredible success at the world championships in Morocco two months ago. That team - made up of shooters from all over the country, returned with world championship titles in three of the four categories - open, junior and ladies, and the Australian junior team and ladies team also won the team gold medals, while the open team took the silver. The Frankston event was the first of four qualifying events
around Australia over the next six months, with the best three target shooters of each category to represent Australia at the 2017 UT world championships in France. Club secretary Jane Vella said the 2016 team’s success created huge interest in the UT discipline of clay target shooting and drew a large crowd of enthusiasts and onlookers. Olympians Mitchel Iles, who went to Rio and also won the UT open and junior world championship this year, and Craig Henwood, who competed at Beijing in 2008, were among competitors. Ms Vella said clay target shooting was growing in popularity, with more than 1000 members at the Frankston club this year, aged from 12 to 90. More info about the UT discipline can be found at the Universal Trench Australia page on Facebook.
DUNKLEY federal MP Chris Crewther has revealed he has Tourette syndrome, a neurological disorder featuring involuntary vocal and movement tics. The Liberal MP helped launch the Parliamentary Friendship Group of Tourette Syndrome in Canberra last week and said he personally had suffered from Tourettes before its diagnosis. “I have Tourette’s. This is the first time I have raised this publicly, or in any job, or beyond close friends and family, he said in Parliament last Wednesday (9 November). “Tourette syndrome is a neurological disorder. It consists of vocal and motor tics, that is, rapid, repetitive and involuntary muscle movements. “For example, eye blinking, head jerking and repetitive limb movements and throat clearing. They are irresistible and eventually must be performed. Despite widespread belief, many Tourette’s affected people do not involuntarily swear and curse. “Tourette’s usually begins between 2 and 21, with the average age of 7–8. Current prevalence is 1 per cent in children, with boys three to four times more likely to have it. “My symptoms began between grades 1-3. Unfortunately, I wasn’t diagnosed until my early 20s. This meant a lot of bullying at school for ‘habits’, which many kids with Tourette’s experience. Mr Crewther said he had considered mentioning the condition during his

maiden Parliamentary speech after his election in July but decided to focus on policy. He felt the time was now right to let others know they are not alone in dealing with the symptoms of Tourette’s syndrome. “I am proud ... to launch the Parliamentary Friendship Group of Tourette Syndrome, joined by the president of Tourette Syndrome Association of Australia, Robyn Latimer, and runner-up in The Voice, Adam Ladell who also has Tourette’s. “I hope Adam and I are evidence that people with Tourette’s can achieve anything. See tourette.org.au or call the Tourette Syndrome Association of Australia on 02 9382 3726 for information on help to deal with Tourette’s.

IT’s a winner: Kananook Primary School captains Ashleigh and Finn celebrate the school’s design win for its information technology learning space. Picture: Gary Sissons
Cool schools by design TWO Seaford primary schools and a Frankston South secondary school have been recognised in the 2016 Victorian School Design Awards. Kakanook Primary School won and Seaford North Primary Schools was a finalist in the ‘Best School Project’ in the below $1 million category, while Mount Erin Secondary College in Frankston South was a finalist in the ‘Best Secondary School’ category. Kananook Primary School assistant principal Stuart Gilchrist said the school won the award for its “fantastic” new open learning centre and IT space, which provided students with a bright, comfortable and functional facility. The project was completed in July for $300,000.
“It’s a great space that the students love and allows collective open plan learning with custom-designed ‘stand up’ workbenches, which are very flexible in their usage,” he said. Students can use the benches for IT, partner work, individual work and large group activities. Fourteen schools from across the state were shortlisted for the awards, which showcased how modern school design can benefit students. State Education Minister James Merlino presented the awards last week. “These awards are a great opportunity for local schools and architects to showcase how innovative school design contributes to a better education for our kids,” Mr Merlino said.

Trio arrested after police chase THREE people were in a car which allegedly fled police following an incident at a Mornington service station and continued north along Peninsula Link, 2.20am, Monday 7 November. The hour-long car-and-foot chase, which involved police dogs, began when police tried to pull over a Holden station wagon with stolen number plates at a service station on Racecourse Rd. Senior Sergeant Phillip Hulley, of Frankston police, said the driver reversed quickly, forcing the police to take “quick evasive action” to avoid being rammed. The car was driven off at speed on Mornington-Tyabb Rd with police in pursuit, but stopped
on the Frankston-Dandenong Rd near the Peninsula Link overpass. A man and a woman ran from the car with several police units and the Dog Squad chasing them on foot. The pair, aged in their 20s, was arrested about 3.20am near Belvedere Reserve in Seaford and was to be interviewed over theft and traffic offences. The male driver, also in his 20s, of Beaumaris, continued on to Parkdale, dumping the car near Mac Crescent. He was arrested just before 3am and will be charged on summons with driving an unregistered car, theft of number plates, and other traffic offences. Anyone with information is urged to contact Crime Stoppers on 1800 333 000.

Cunial mayor amid peace talk Continued from Page 1 Cr Cunial noted councillors needed to unite for the greater good of Frankston and should put political differences aside to ensure the region gets the best deal possible from state and federal governments since elections for both levels of government will be held during the new council term. “There is much to be done and success will only be achieved if we work together.” Council CEO Dennis Hovenden passed on “congratulations from all council staff” to Cr Cunial on his election as mayor for the second time. He was previously mayor in 2012. “You’re always willing to ask the hard questions and challenge the staff and so it should be and you do it always in the best interests of the community,” Mr Hovenden said at last Monday’s meeting. Cr Cunial, a serving Victoria Police officer for more than 30 years, was first elected to council in 2008 and is married to wife Diana. They have three adult children and two grandchildren. Fellow councillors nodded – and in Cr Colin Hampton’s case, blew kisses – to supportive husbands, wives, partners and family members in the public gallery when making speeches after being sworn in. Cr Lillian O’Connor thanked her partner Michelle for her support during the council elections campaign. Cr Kris Bolam praised his father Darren for delivering 12,000 pamphlets during the run-up to polling day.
New era: Frankston councillors Glenn Aitken, left, Quinn McCormack, Michael O’Reilly, Lillian O’Connor, Kris Bolam, Sandra Mayer, Brian Cunial, Colin Hampton and Steve Toms look ahead to a promised harmonious four-year council term.
“My father had a workplace accident many years ago. He broke both his legs, both his arms, he was a mess. But he managed to get around the ward and deliver those pamphlets.” Councillors unanimously voted for Cr Steve Toms to be deputy mayor. While there is no extra remuneration involved in being deputy mayor, the incumbent can be called upon to chair public council meetings and speak at events in the mayor’s absence. “I sit here as a proudly openly gay man and proud resident of Frankston,” Cr Toms said in his ac-
ceptance speech after taking the oath of office as a councillor. Councillors rubber stamped their remuneration at the meeting for the upcoming 12 months agreeing they be paid $28,907 each plus 9.5 per cent superannuation. The mayor will be paid $92,333 over 12 months. All nine of Frankston’s 2012-16 councillors, representing three regional wards, stood for re-election last month. Five were re-elected alongside four new councillors. North-East ward councillors are Sandra Mayer (re-elected), Michael O’Reilly (re-elected) and Colin
Hampton (re-elected). North-West ward councillors are Kris Bolam, Lillian O’Connor and Glenn Aitken (re-elected). South ward councillors are Brian Cunial (re-elected), Quinn McCormack and Steve Toms. Cr Cunial’s election as mayor last week was the first time in three years councillors were publicly unanimous in their choice of councillor. Split public votes to elect Sandra Mayer (2014) and James Dooley (2015) as mayor were the precursor to infighting between councillors during those mayoral terms.
A HASTINGS man discovered sleeping in a car in a quiet lane off Olivers Hill last week, was one of the Mornington Peninsula’s “most wanted men”. The 25-year-old, accompanied by a woman, was seen by a passerby in what turned out to be a stolen Mercedes sedan about 7am, Tuesday 8 November. Frankston police who responded found a rifle in the car which was allegedly stolen from a Somerville property on 31 October. Detective Senior Sergeant Peter Drake, of Mornington Peninsula CIU, described the man as one of the peninsula’s “most wanted”. The man was later charged with 40 offences, including multiple burglaries in which up to eight firearms were taken, theft of cars and theft from cars. His haul included a $114,000 Toyota Sahara, which has since been recovered, and a 5.3-metre boat and trailer, stolen from a Hastings property, which is still missing. Detective Drake said police had “been looking for the man for a long while”. He said several vehicles and other stolen items had since been recovered from the man’s house. The man has been remanded in custody to appear at Frankston Magistrates’ Court, Thursday 8 December. Stephen Taylor

Car theft charges A BOY and girl aged 14 were arrested in Frankston North last week on car theft charges. Sergeant Duncan McGorrery, of the Shadow Taskforce said police found a Mitsubishi Outlander and a Mazda 2 parked around the corner from the children’s house after receiving a tip from the public, Thursday 3 November. Police were given the name the Caucasian offenders and their address. Sgt McGorrery visited the house which he said was occupied by about 10 teens of similar ages. He arrested the pair and charged them with two counts each of theft of a motor car. The boy was remanded in custody and the girl released. They will appear at a children’s court at a later date. Police urged residents to be their eyes and ears in helping track down car thieves. “Community interaction is a great help to us,” Sgt McGorrery said. “If residents could be aware of what new cars are being parked in their street or nearby and let us know of anything unusual that would be a great help. “We had been looking for these kids for two days.” He said that, as part of high-visibility policing, crews would stake out areas, such as Frankston North, looking for young car thieves. “There are a lot of vehicles being stolen, and often it is because drivers leave their cars unlocked, with the keys in the ignition,” he said.
Wedding blue A WEDDING party leaving their reception at a Frankston hotel was spat upon and punched by three men in the street, 10.30pm, Saturday 5 November.
Charges after bashing TWO Seaford men have been charged with affray after a man was bashed by six men in Frankston, Sunday 6 November. Police said the man went outside after a rock was thrown through a window at his house on the corner of Wisewould St and Boornong Av, 9.30am. They said the 36-year-old was kicked and punched by the group, and later taken to The Alfred hospital for treatment. The two men, aged 21 and 19, were released pending summons. Police are appealing for public help in finding the others. Anyone with information is urged to call Crime Stoppers 1800 333 000.
Power out
Senior Sergeant Phillip Hulley, of Frankston police, said the group was crossing Wells St on their way to a Nepean Highway motel when the men allegedly threw bottles, punched and spat at them. The groomsman – the groom’s brother, aged 27, of Flemington – was allegedly punched twice to the head in the scuffle and had to be taken to Frankston Hospital with a concussion, lacerations and bruising. Police said the incident was spotted by members of Frankston police station’s divisional operation support office, who alerted patrols. A 26-year-old Carrum Downs man has been charged with assault and affray and released pending summons.
A THIEF turned off the power to a Frankston South house at 1.50am, Sunday 6 November, while a man was upstairs alone. The man told police he had left the back door open for the dog at the Brighton St house when he heard noises and went to investigate, possibly disturbing the offender who ran off. Nothing was stolen. Anyone with information is urged to call Crime Stoppers 1800 333 000.
Fire investigated A SUSPICIOUS fire gutted a Langwarrin factory on the night of Friday 4 November. Frankston police said the fire in the office area quickly spread up the outside facia of the building and threatened two parked cars. Langwarrin CFA crews cut off the power to the building, in McCallum Dr, before bringing the blaze under control. Forensic police are investigating.

Safety first for ripping swim fun Line call: State government body says no decision on elevated rail yet been made at several sites including Edithvale. Pic: Gary Sissons
‘No decision’ on raised rail Neil Walker neil@baysidenews.com.au THE state government body responsible for managing the separation of road level crossings from rail lines across Victoria denies any final decisions on elevated rail along sections of the Frankston line. Level Crossing Removal Authority CEO Kevin Devlin suggested elevated rail may be the “best outcome” as keynote speaker at a Committee for Economic Development function about cities and infrastructure this month and his comments were reported by The Age. Mr Devlin noted many bayside residents oppose any form of raised rail on the Frankston line. “They’re concerned about elevated rail solutions on the Frankston line, and we need to feed that into our assessment of our recommendations to government,” he reportedly said.
“But we need to balance other competing issues. Is it feasible in an engineering sense?” The LXRA is adamant ‘sky rail’ has been ruled out along the Frankston line but says rail over road bridges are being considered as are rail under road trenches at specific level crossings along the line. “No decisions have been made about the final designs of the further nine level crossing removal projects on the Frankston line,” project director Brad Smits said. “All feasible options for the removal of each level crossing are being considered and were provided to the community through our extensive consultation process over the past eight weeks. All those options remain on the table. “We will consider this community feedback in conjunction with dozens of complex engineering and technical assessments over coming months before determining how the level crossings
will be removed.” A ‘rail trench’ and ‘rail bridge’ are being considered for level crossings at Seaford, Bonbeach, Edithvale, Mentone and Cheltenham. A rail bridge may be built at a new crossing at McLeod Rd in Carrum and the Station St crossing could be shut and a new rail bridge built at Eel Race Rd. A new ‘road connection’ at Station St over Patterson River is also being considered by the LXRA. The state government says a trench cannot be dug at Carrum due to the nearby Patterson River. The Labor state government says there is no option at Skye Rd in Frankston – rail over road must be built due to an overland flood plain. Final decisions will be announced early next year. Critics of any moves to build elevated rail at any point along the line have dubbed such plans ‘rollercoaster rail’.
A SENSE of bravado, over-confidence, alcohol, showing off to friends – there are lots of reasons why teenagers and young men fall prey to the dangers of rips at beaches. Those aged 15-39 years are statistically the most likely to get caught and die in rips, and two-out-of-three people who think they can identify rips are wrong. Surf Life Saving Australia points out that more people drown in rips each year than deaths from shark attacks, floods and cyclones combined. And it’s not only tourists who get caught in rips and drown with only 15 per cent of those dying being international visitors. Carrum Surf Life Saving Club secretary Ben Rooks urged people to know how to spot the signs of rips on the eve of the summer swimming season, which kicks off around the bay at noon on Saturday (12 November). “You can be very confident in the water and still get into trouble in rips,” he said. “And that’s especially so in the festive season when high spirits and alcohol play a part and especially young people have an ‘It can’t happen to me’ attitude.” He urges beachgoers to “watch out for the signs” of a rip, such as calmer waters in between rough, white water sections, or river mouths, such as the Patterson River at Carrum. “People often start swimming next to the river but then find themselves in the channel in deeper water. “Patterson Lakes is a complex system with a great volume of water and, even
on days of little wind, there are strong currents and drop-offs where swimmers can’t suddenly find themselves over their heads. “They panic and then their mates try to help and, pretty soon, a whole group is in trouble.” The river mouth is a known trouble spot. Last year six swimmers were saved in the one mass rescue and, the year before, soon after lifesavers had called it a day, another group was rescued by fishermen who heard their cries for help. Beachgoers are urged to swim between the flags, or in front of the clubhouse if lifesavers are not on duty. It is safer between the no-boating signs. “No one has ever drowned while swimming between the red and yellow flags in Victoria,” Mr Rooks said. He reminded swimmers caught in rips to raise an arm and call out for help or float with the current which may put them on a shallow sandbank, or swim parallel to the beach or towards the breaking waves, which may return them to shore. Carrum Life Savings Club will hold its opening for the swimming season on Saturday, noon-5.30pm. The young Nippers group also starts on Saturday. New members aged 13-60 are welcome at the club for a range of duties and activities. “We are 100 per cent volunteer and anyone who would like to join is welcome.” Call 9776 0504 or see carrumslsc.com for details. Monterey Secondary College wins prestigious award By Allan Pizzey AM THE Order of Australia Association, Mornington Peninsula Regional Groups Annual Schools Award Prize has been running for the past 17 years. The award is open to Secondary Schools within the boundaries of Frankston City and the Mornington Peninsula Shire, involving students from years 10, 11 and12. For the 2016 Schools Award Prize the Mornington Peninsula Regional Group invited submissions from 27 Schools for a program that exemplifies pride in responsible Australian Citizenship, by improving the quality of life in our local communities. The Winning School receives $1000.00 and an engraved plaque; the School placed second receives $500.00 and a framed certificate and the School placed third receives $250.00 and a framed certificate. Monterey Secondary College’s 2016 winning project was titled “VCAL Connect” its introduction followed much research, investigation and consultation as to the needs of Monterey Secondary College students resulting in 2015 to a complete revamp of the focus of the VCAL (Victorian Certificate of Applied Learning) program at the College. The Monterey Secondary College has a strong focus on the role that VCAL plays in the strengthening of the College outcomes. It is based on two streams, one a VCAL Industry Connect, where Students have been partnered with Parks Victoria and the Green Army one day each week to assist in clearing regrowth vegetation in the Pines Flora and Fauna Reserve

in the Frankston North. This Park is managed by both Frankston Council and Parks Victoria. The second VCAL stream is Sport Connect, where the students have worked closely with the NRL, AFL
and FFV (Soccer) to develop skills and competencies to qualify as Junior and Youth coaches for the major codes. Monterey’s response to the needs of its students and their community has a high priority in the daily life of the
college, which is underlined by not only the very strong community work of the VCAL program, but by the whole focus of Monterey Secondary College’s ethos. Second Prize went to Elisabeth
Murdoch College for their project titled “EMC QSA Action Group”. The QSA Action Group continually strives to raise awareness about homophobic bullying and the impacts on mental health that this has, and challenging all homophobic or transphobic language and behaviour. This has included talking to staff about ensuring they continue to raise standards around this issue. This program that started some two and a half years ago addressing the issue at school level, has now been extended to the wider community through involvement with the Peninsula Pride Group, support of the initiatives of the State Government and the Frankston City Council. Third Prize went to Mornington Secondary College for their project titled “The College Ambassador Program”. This program is designed to develop leadership skills and involve and engage students in School and Community life. This is done by providing opportunities for the students to develop skills in public speaking, organising events, fund raising for community causes, planning and chairing meetings. The program is led by the year 12 Captains and Vice Captains and is functioning across years 7 to 12, and is showing positive results within the College, improving the quality of life of the individuals and the college community. Following some positive feedback, the College believes that in time, the program will develop a broader perspective about contributing to the wider community.
Launch event a day of fun and learning for all NAIRM Marr Djambana - Frankston Aboriginal Association, will be officially opened on Saturday 19 November, and the association are swinging open their doors to all-comers for the occasion. On the day, there will be indigenous dancing, a smoking ceremony, presentation of council members and politicians, and heaps of things for kids to do, including bouncing castles, petting zoos, bumper cars, and performances on the stage. There will be a market stall there where people can buy Christmas presents and gifts. There will be plenty of handmade gifts and indigenous artworks available for viewing and purchase. There will also be stalls from local health service providers that can offer services and advice to the general public. The community facility has been a project supported by Peninsula Health and Frankston Council, and is designed as a community gathering place and place for support service for people of indigenous and Torres Strait Islander heritage living in Frankston or the surround area. “There are over 2000 people of indigenous and Torres Strait Islander descent living on the Mornington Peninsula alone”, said chairperson Karan Kent. “The facility aims to deliver programs and activities during the school terms. During school holidays it will offer holiday programs for those parents who cannot afford traditional childcare.” “It is also a conduit between the indigenous population and health services. Various health services can come and speak to people about services in their area, whether it be health, wellbeing, or family support.” While the facility has been open for about a year and a half, the members of the association are now ready to officially launch and spread the word about what the association entails. “We consider it imperative to embrace the surrounding community and raise our profile in the community. That way we can let people know what they are about,” said Ms Kent. “We would be delighted if the residence of Frankston and the surround areas came to our celebration launch event to officially open Nairm Marr Djambana.” “This is the first and only gathering place in Frankston, a culturally safe space of learning and knowledge for our peoples and the broader communities of Frankston and beyond.” “This is a historical event for everyone and we look forward to seeing you there!” The celebration day will be held on Saturday 19 November between 10am and 3pm, at Nairm Marr Djambanna, located on Nursery Avenue, Frankston (right behind Jubilee Park).

Thank you I want to thank the people of Frankston, Frankston North, Seaford and Karingal for putting their trust in me as their new elected representative. It is a tremendous honour and a responsibility that I will discharge with dedication. I heard three themes during the election process. Firstly, people are concerned about the fiscal mismanagement by Frankston Council. They want to see their public monies expended appropriately. Secondly, people want to see the petty infighting cease by the elected representatives. They feel the public personality clashes are not helping improve the city’s reputation. Thirdly, and finally, people feel the Frankston Council is not focusing on the right priorities. They feel the council is not addressing the more serious issues within the municipality. I’ve heard all these concerns and will work tirelessly with the newly elected representatives to ensure a more proactive Frankston Council. In short, the main objective of this newly elected council should be to restore public confidence in the council. One staple of my candidacy, and previous service as a councillor and mayor, was responsiveness and accessibility. This approach has not changed. If you wish to contact me about any issue, please don’t hesitate. I’m always happy to help and will be in your corner. Thank you again for this great honour, and even greater responsibility. The missing link With traffic at peak being restricted to start, stop speeds between 0 and 40kph on the Mornington Peninsula Freeway and residential roads facing increasing levels of congestion, it is time to start to planning for future growth. Wells Rd, White St, Springvale and Governor roads are all under increasing levels of pressure, and this is forcing traffic off these arterials to join the rat race through Waterways Estate, the Braeside industrial district and down back streets. The Mordialloc bypass is a continuation of the freeway from Springvale Rd to the Dingley bypass and, if introduced with full grade separa-

tions, would permit speeds of 100kph, unlike the Dingley by-pass. This could be combined with the widening of the freeway south of Springvale Rd to encompass a third lane, and would shave a considerable amount of time off the commute of motorists whilst servicing the south east and Mornington Peninsula. VicRoads’ preliminary study concluded that the by-pass is feasible and would “significantly reduce volumes on Springvale Rd”. While the former Napthine government had commissioned studies for the Mordialloc bypass with a commitment to complete the first stage, a spokesperson for Roads Minister Luke Donnellen has stated that the project would be required in the medium to long term. The location of the by-pass is not a recreational space where dogs are walked, but a land reservation that has been in place since 1969 specifically for this project. VicRoads admits further investigation into the impacts on flora and fauna is required, which could be mitigated along with the impacts to residents. It is understood that this project is under active consideration by the Liberal and National parties for the 2018 state election and could be a potential drawcard to win votes in the marginal seats of Mordialloc, Carrum and Frankston. Display of strength The strength of the Frankston community was on brilliant display last Sunday when more than 600 people took a seat in Wells St to enjoy a long lunch. The audience listened to an array of local talent produce lively jazz and big band beats in the spring sunshine while they talked and laughed. This was a community celebration at its very best, marking the 50th year anniversary of Frankston as a city. Hundreds of Frankston people came together to celebrate who they are and where they live. Congratulations to the organisers - Proudly Frankston. Can we make this an annual affair? Workshop - but no guarantees for port Keith Platt keith@baysidenews.com.au INFRASTRUCTURE Victoria is holding a “community workshop” at Hastings as part of its investigations into the need for a second container port for Melbourne. Previous state governments – Liberal and Labor – have backed Hastings as a site for a new container port, but the current government changed tack and nominated Bay West in Port Phillip as its preferred location. The first report by Infrastructure Victoria into the best site for Victoria’s second container port is scheduled to go to the Victorian Special Minister of State, Gavin Jennings, in May 2017. The workshop in Hastings on Wednesday 23 November follows release of a discussion paper “Preparing advice on Victoria’s future ports capacity” in September in which Infrastructure Victoria warned “evidence we gather may not be conclusive enough to identify a preferred location”. A similar workshop is being held at Hoppers Crossing, in Melbourne’s west. The workshops are part of the process “to inform our advice to government on options for a second container port”, Infrastructure Victoria says. The work to “develop the port advice” by Infrastructure Victoria includes “technical investigations, analysing demand and supply scenarios, and providing evidence where there are gaps in knowledge”. “Stakeholder and community feedback in this phase of engagement, and
edge about planning for future commercial port capacity is the high degree of uncertainty about future conditions,” the report states. “Our main focus is on the need for, and timing of, a second container port, and where it might be located. In preparing our advice we will also consider the possible relocation of other trades between Victoria’s ports (for example, motor vehicles, chemicals, grain, break bulk cargo and fuel) or terminals for cruise ships, and what factors may drive any relocation. “Reducing uncertainty while preserving flexibility is the key driver in our analysis of the timing for investment in new ports capacity. In the short to medium term, allowing the Port of Melbourne to grow to its largest feasible capacity is the most cost-effective way of meeting increased Victorian container throughput. “Maximising existing ports’ capacity ensures a second port is built only when it is needed.” “The scope set out by government is clear. We need to provide advice on when to invest in extra container port capacity, and where – at either a Hastings or Bay West location,” Infrastructure Victoria’s CEO Michel Masson said when releasing the discussion paper. The discussion paper is available at yoursay.infrastructurevictoria.com.au And the community workshop is at the Harbour View Motor Inn’s Victoriana Function centre, 126 Marine Pde, Hastings, 6-8pm Wednesday 23 November.

evidence received, will also be assessed and considered.” When announcing its investigation into the need and site for a second container port Infrastructure Victoria said a decision “is still likely to be a number of years away.” The government agency also stated that it sees expanding existing ports or building new ones “a last option”. It says the smarter approach is to make better use of existing assets, including port road and rail links, and to manage demand, such as spreading truck movements more evenly throughout the day and night. Infrastructure Victoria has also warned that both Hastings and Bay West require
“significant dredging, reclamation of land (creating new land using dredge material), and construction of land transport connections”. Environment impacts of developing either site will not be made in time for next year’s report as “both sites are located in or adjacent to environmentallysensitive areas”. The “Preparing advice on Victoria’s future ports capacity” discussion paper says the annual rate of increased container traffic being handled at Melbourne has levelled out and now sits at less than three million a year. It says Melbourne’s limit is eight to seven million containers a year (Victorian Ports Strategic Framework, 2004).
Infrastructure Victoria says it would take up to 15 years for a port to be up and running and that, if built, it should be done in stages to avoid overspending. Its costings for Bay West and Hastings will be based on a new port able to handle three million containers at first and have the capability of being expanded for up to six or 10 million containers. However, Infrastructure Victoria’s report keeps referring back to the reason for its investigation as being if, and when, a new container port is needed. The report also mentions redistributing the types of cargoes handled at the existing ports of Hastings, Geelong and Portland. “The most important thing to acknowl-

100 YEARS AGO THIS WEEK...
Tenders open for Frankston tea rooms Compiled by Cameron McCullough TENDERS will be received up to noon on Wednesday next by Cr W. J. Oates for the lease of “Linga Longa” Tea Rooms for a period of three years. The Council are prepared to re-roof and paint the building and erect a verandah in front. The furniture and fittings of the out going tenant can be taken at a valuation. The rooms are in a good position, being just in front of the Frankston Pier, and should command a good summer trade. *** MORNINGTON Shire Council report is unavoidably held over till our next issue. *** THE many friends of the McDonald family will be pleased to learn that Pte D. McDonald, recently reported missing, is now a prisoner of war in a German Camp so the authorities. advise. *** MESSRS Adamson, Strettle and Co will hold their usual monthly sale at Tanti, on Monday next for which a good yarding of cattle, sheep, pigs, and sundries is advertised. *** THE following pupils of Miss D. Overton, D.M.S.V., were successful in passing the Intermediate Pianoforte Section :—Miss Violet Cole, of Tyabb, and Master Harry Michael, of Mornington Junction. *** MR Neil McDonald, who has been in charge of the Presbyterian Church work in Frankston and district, has been transferred to Maldon. As he is to take charge of his new appointment on Sunday, November 26th, next Sunday will be his last in this district. Services are advertised. *** TO the recent Exemption Court report an error occurred when it was stated Edwin W. Draper, Seaford, gave evidence that he had three brothers on active service. We regret having made the error. Mr Draper has two brothers on active service. *** IT will be seen by an advertisment in another column that a meeting of the contributors to the various presentation funds to Frankston volunteers will be held at the Mechanics’ Institute, on Monday next. The chief business to be submitted will be the arranging a sixth presentation to Frankston volunteers and the desirability or otherwise of afterwards closing the fund. A good attendance is looked for, to fully discuss the subject. *** AT a meeting of the Council of Agricultural Education on the 9th November, 1916, a reslution was passed providing for twenty scholarships being offered at the agricultural colleges. These scholarships, which are tenable for three years and are valued at £75 each, will be awarded on a selection basis. Applications from boys who will be not less than 14 years or more than 17 years of age on the 1st Feburary next will be received by the secretary of the council up to 31st January, 1917. Certificates of character and educational standard should accompany all applications. A scholarship similar to the above is also being offered by the Royal Agricultural Society. *** Messes Brody and Mason will hold a clearing sale of cattle, horses, farm implements etc on the farm Spring Bank, on the Dandenong Rd, Frankston, this afternoon, commencing at three o’clock. As the owner is leaving the district the
sale will be without reserve. On Wednesday they will also hold a large clearing sale of farm implements, horses, cows, pigs, household furniture etc on account of Mr H. J. Legg (who is leaving the district through illness) on property. Bungower Road, Somerville cross the intersection of the Cranbourne Road, past Mr Sullivan’s property. The auctioneers recommend buyers to the sale as being well worth their attention, the stock all being young, and the furniture nearly new. Since the above was in type, the sale of the Spring Bank Farm has been indefinitely postponed. *** THE anniversary of the Frankston Methodist Sunday School was celebrated on Sunday last, when the Rev A. G. Adamson B.A. occupied the pulpit in the morning, afternoon and evening, and gave three most nteresting addresses to excellent congregations. *** THE social evening held in the Mechanics’ Hall on Friday 10th Nov, by the Frankston Red Cross Society, to provide Xmas Cheer for the Military Hospital at Langwarrin, was in every way successful. The hall was crowded and those who found no pleasure in dancing were provided with a musical programme of no mean order. The artists were all in particularly good voice, especially our old favorite, Lieut Jennings, who was recalled repeatedly and delighted everyone with his numbers. Mrs C. P. Watson played the accompaniments during the evening in excellent style. Misses O’Grady, and Laurrisen, Mrs Malcolm, Mr Garrood and Corp Whitburn assisted with the programme and their items were all highly appreciated. A splendid coffee supper was handed round to which everyone did full justice and the programme continued with renewed energy till small hours of the morning. *** THE Somerville Patriotic League in order to procure much needed comforts for the lads at the front have organised a cafe chantant and sale of gifts to be held in the Somerville Mechanics’ Hall, on Saturday next, 25th inst. The function will be opened at 3 o’clock in the afternoon by a concert, at which they have secured the services of Mrs Statters, and Mr Walter Jennings, two singers well and favorably known, and several others. During the afternoon Mrs Hewison, of the Lady Mayoress’ Patriotic League, will give a short address on the League. Afternoon tea will also be prvided. The League (through Mrs Geo. Griffeth) offers a cordial invitation for all who are interested in keeping our brave boys fit to attend and add their mite to this deserving object. *** THE Public gave refreshments so liberally to the Red Cross social held on Friday evening last, that, although the gathering was quite as large as expected, there was enough cake left over to satisfy twice as many hungry people. The Red Cross Committee generously handed this over to the Wattle Club which was entertaining sick and wounded soldiers on the following day. The act was highly appreciated by the Club. Several boxes were packed with what was finally left over, and sent to different hospitals. This is only another instance of the huge generosity of the Frankston people to the soldiers. *** From the pages of the Mornington Standard, 18 November, 1916

THE MEANING OF EXISTENCE... AND OTHER SHORT STORIES
Commander Cohen, President Trump and General Pessimism By Stuart McCullough I DID not see it coming. Looking back, there’s every chance that history will record this as the week that previously earth-bound pigs sprouted wings and started their own commercial airline. Doubtless, those who dislike science will refer to the events of the past few days in support of their position, citing the fact that hell has just frozen over and turned itself into a twenty four hour ice-skating rink as evidence that climate change is bunkum. Quite honestly, I thought the chances of Donald Trump being elected President were much the same as me being crowned Miss America. But in dismissing the Donald I overlooked the one ingredient essential to every reality television show – a surprise ending. I swear, when the President-elect took to the stage to give his victory speech, the music sounded a lot like The West Wing theme. The moment had a distinctly showbiz feel and it was as if television and politics had finally merged to become the same thing. Indeed, as the Donald strode onto stage, I was reminded very much of that moment when contestants won ‘the lot’ on Sale of the Century. Had Tony Barber appeared on stage to take him through the showcase I wouldn’t have been a bit surprised. But soon the shock will subside and the next question the world will want answered is who, precisely, will serve in a Trump Cabinet? If there’s one thing I know about television it’s this: never mess with a winning formula. Think of Moonlighting when Bruce Willis and Cybil Shepherd finally got together and
PAGE 34
managed to snuff out the spark that had sustained the entire series. Or when Ritchie left Happy Days and the Fonz – the coolest man ever to have a bathroom as an office - was forced to live in an above-garage granny flat at the Cunninghams. Stick with what works. That’s why members of the Trump Cabinet should be experienced, known to voters and adored by audiences. Most importantly of all, they should all be good for ratings. Judge Judy is a shoo-in for Attorney General. I know everyone assumes Rudy Giuliani will get the role for defending the indefensible but, fact is, the camera is pretty much allergic to Rudy. Judge Judy would be
Frankston Times 14 November 2016
tough and it’d be great if the work of this important role were broadcast in thirty-minute episodes. Like Donald, Judge Judy is a published author; he with ‘The Art of the Deal’ and her with ‘Don’t Pee On My Leg and Tell Me It’s Raining’ which, incidentally, would also be an excellent title for a Dr Seuss book. One of the most critical roles in any administration is Secretary of State. It requires a top-notch diplomat and I can’t think of anyone as qualified as Paris Hilton. Even her name is international. Chances are, she has ordered products on line from many of the countries she’d be required to visit. Also, given the family business,
she’ll always have somewhere to stay no matter where she is. The Government will save an absolute packet. When I think of the Secretary of Defense, my mind immediately turns to Mr. T. I pity the fool who dares suggest otherwise. He started in security, both as a bodyguard and a nightclub bouncer. Granted, he’d have to stay put at the Pentagon given his reluctance to fly but his experience as a soldier of fortune is bound to come in handy in his new job. From First Class Sergeant to Secretary is not so large a leap. Secretary of Education is a big job. In particular, it’s important that the nation’s inner city schools receive the
kind of attention they need, especially if series 4 of The Wire is any guide. That’s why I’m suggesting Gabe Kotter of Welcome Back Kotter. Who better to met the needs of troubled youth? Having managed to educate both Arnold Horshack and John Travolta, it’s clear that Gabe is nothing short of a miracle worker. Other portfolios demand more imagination. What better way to reaffirm America’s commitment to the ANZUS alliance than to give Housing and Urban Development to our very own Keith Urban? Other jobs will be easier. Rick from ‘Pawn Stars’ would be a natural as Secretary of Commerce and the role of Secretary of Agriculture will be occupied faster than you can say ‘Snoop Doggy Dogg’ with a mouthful of peanuts. As for Homeland Security, it’s a job that has then name ‘John J. Rambo’ stamped all over it. Sadly, Leonard Cohen is no longer available to serve. It’s a matter of exquisite timing that a man who once sang, ‘I have seen the future and brother, it is murder,’ should pass away at such an odd moment in human history. For what it’s worth I’d have picked him for Human Services as that’s exactly what his music has provided. These are unsettling times and, as ever, music remains a salve. For now I’ll be sure to light a candle and listen to some Leonard. As the line between reality and unreality becomes forever blurred and before we take a break for a word from our sponsors, I’ll think of Leonard Cohen and, for that, I will say: Hallelujah’. stuart@stuartmccullough.com

Mornington Peninsula businesses choose to ďŹ nd their employees through SkillsPlus Eddie owns Tarrion Kitchens in Mornington. His business is blooming and he has lots of work on. Big hitter: Hastings scored 277 against Tyabb, thanks to Luke Hewitt. He belted 81 including 10 fours and two sixes in Sub-District cricket on Saturday. Picture: Rab Siddhi
Mounties make quick runs PROVINCIAL By IT Gully MT ELIZA is in the box seat for victory after scoring 285 against Moorooduc on a difficult day to play cricket across the peninsula on Saturday. The Mounties scored at a quick rate in its 62 overs with skipper Justin Grant scoring 59, Tim Strickland 56 and keeping opener Tim Clarke getting 54. Ben Marsh was outstanding for the Ducs with 5/96 off 20 overs, giving him his biggest wicket haul for the season. Greg Pullen was also lively for the Ducs with 3/67 from 16 overs. In reply, Moorooduc is 1/32 after Brett Wilson was sent packing without
scoring. Mornington has given Peninsula Old Boys something to aim for after scoring 212 on Saturday at home. There were a number of Mornington batsmen who got starts but couldn’t go on with it. Luke Popov scored 35, Matt Foon 34, Brad Lynch 30 and Charlie Parker 26. Jon Forrest was at his menacing best with 4/84 from 33 overs, while Eivion Bowen picked up 4/44 from 22 overs. The Old Boys faced the final over of the day and got through unscathed and will resume this week at 0/6. There were 13 wickets that fell at Shark Park as Crib Point was bowled out for 126 before Sorrento lost 3/9 before the end of play.
Magpies middle-order batsman Ricky Thompson was the only player to offer any resistance against the Sharks attack, scoring 31, while Jacob Cudmore was next best with 24 after hitting five boundaries. Sorrento skipper Bobby Wilson picked up 4/52 from 24 overs for his team while Liam O’Connor snared 4/26 from 14 overs. The Magpies’ bowlers needed to produce something extra special to get themselves back into the game and they did in the final 10 overs of the day. Glenn Barclay was at his brilliant best for the Pies with 3/4 from five overs. Kane Gordon, Leigh Poholke and
Jedd Falck are all back in the sheds, while O’Connor and Wilson are the not out batsmen. Langwarrin is in some strife against Long Island after losing nine wickets for just 101 in the 55.4 overs bowled for the day. Andrew Tweddle snared five wickets for the Islanders while James Paxton collected a couple. Jake Prosser is still not out on 24 and with him his Daniel Bray. The pair will need to add at least 50 to be any chances against the visitors. The match between Pearcedale and Pines is in the balance after 12 wickets fell on the opening day. The Panthers batted first on their home deck and were rolled for 150,
Will Kennedy the only shining light with 56. Nick Wilcox snared four wickets for the Piners while Pat Jackson picked up three scalps. In reply, Pines faced the final 10 overs of the day and lost 2/23. Somerville will be chasing 180 for victory against Baxter. Baxter scored 179 in 79 overs with Justin Bridgeman top scoring with 52 and Sam Wolsgrove hitting a timely 29 batting at 10. Russell Wilkes was the pick of the Somerville bowlers with a sensational 6/31 from 23 overs, including 13 maidens. In reply, Somerville is 0/1.
Ridge look at outright DISTRICT By IT Gully MAIN Ridge is staring down the barrel of an outright victory against Rye after dominating the first day’s play. Rye was sent in to bat after Main Ridge scored 5/294 in the opening 60 overs of the match. In the final 20 overs of the day, Rye slumped to 7/26. There is no hope of the Demons avoiding yet another outright loss. Ed Aarons scored 84 and Gareth Wyatt 76 for the Ridge while Mi-
chael Holmes opened with a half century and Shaun Foster hit 36. Rye’s Tom Baron was the pick of the bowlers with 4/88 from 26 overs. Jarrod Saw was the only Rye batsman to score double figures, hitting 10 before becoming James Abbott’s third victim. Luke Collins also took three wickets for the Ridge. There were 13 wickets that fell in the match between Heatherhill and Delacombe Park. The Parkers batted first with Nick Christides top scoring with 29, Rob Fisher hitting 23 and Rowan Charles 21.
Jake Theobald has been sensational this season with bat (90 runs) and ball (16 wickets) and he was on fire again for the Hills with 5/69 from 22.1 overs. Declan Albert was also superb with 3/8 from 11 overs, including eight maidens. The Parkers were able to hit back with the ball though and have the Hills 3/48 at stumps. Christian Heath is unbeaten on 24. Flinders has set Boneo 248 for victory. The Sharks had a nice consistent performance throughout their line up with Andrew Power scoring 37, Tim
Clements 38, Brennan Gillies 36, Mason Mail 26 and Waide Symes 32. Leigh Janssen was the best of the Boneo bowlers with 5/69 from 30 overs. Mt Martha is set for victory against top of the table Red Hill after skittling them for 120 on Saturday. The Reds are sitting comfortably at 2/69 in reply. Brent Martin scored 33 and Simon Dart 21 for the Hillmen, however, the day belonged to Mt Martha’s Rhys Whitling, who picked up 5/34 from 13 overs. Curtis Stone and Kyle
Bendle picked up a couple each. Former Hillman Riley Shaw is unbeaten at the crease for the Reds on 29 and Bendle is not out 11. Rosebud needs 155 for victory against Baden Powell. The Braves batted first on Saturday and made 154, 48 runs coming from the bat of Jack Beale and 29 coming from Sam Harrison. Michael Ballard also scored 23. Jason Nagel was at his vintage best for the Buds with 5/69 from 35 overs. In reply, Rosebud is 0/1 after facing the final over of the day.

Whelan dominates with ton SUB-DISTRICT By IT Gully MPCA star Matthew Whelan was at his very best again on Saturday, scoring 128 as Tootgarook racked up 7/307 against Carrum. The century takes Whelan to more than 200 runs for the season and maintains his status as the most dynamic and devastating player in MPCA Sub District cricket. The Frogs got away to a sensational start though, which allowed Whelan to attack the game. Travis French scored 57 and Corey DeBruyn 50 in an opening stand of 104 while Jake Millar hit 23 of the next 74 runs batting with Whelan. Cory Foster was the best of the Carrum bowlers with 3/64 while skipper Jake D’Atri snared 2/81 from 28.5 overs. Balnarring skipper Brent Murdoch was also at his vintage best on Saturday against Skye, hitting an unbeaten 105. Nick Aldenhoven was also among the runs with 43, Nathan Kleinig hit 42 and Jackson Hannah helped himself to 40 as the saints racked up 6/294 in their full 80 overs. Ballam Park will need to be at their best with the bat to score the 206 runs needed for victory against Dromana. The Knights did reasonably well to keep the Hoppers to just over 200 in 80 overs. That was as a result of some sensational bowling from Zach Clements, who snared 6/26 from 12 overs, while skipper Stuart Plunkett did a power of work, bowling 33 overs for a return of 1/62. Hastings’ star Luke Hewitt scored 81 after belting 10 fours and two sixes against Tyabb on Saturday. Nathan Hunt scored 59 and Robbie Hearn opened with 30 as the Blues reached 277 in 78.2 overs. Tyabb will resume at 0/5 after facing the final over of the day. Frankston YCW has started well in its run chase of 208 against Carrum Downs. The Cougars batted first with David Dervan hitting 84 in his second game, coming off 57 in round one. Ryan Lynch was next best with 36. The Stonecats are 0/14 in reply after facing the final six overs of the day.
