FRANKLIN COUNTY

A

ccording to the Alabama Department of Archives and History, Franklin County was created by the Alabama Territorial legislature in February 1818. It was named in honor of Benjamin Franklin.

The county is bordered by Colbert, Lawrence, Winston and Marion counties in Alabama and by Tishomingo and Itawamba counties in Mississippi. It encompasses 643 square miles.

The county seat was originally located at Russellville, named after William Russell, an early settler and chief scout for Gen. Andrew Jackson during the Creek Indian War of 1813-14. In 1849 the county seat was transferred closer to the center of the state, in Frankfort, where it remained until 1879, when it was moved to Belgreen.

A courthouse fire in 1890 probably accounted for the relocation of the county seat to Russellville in 1891.

In the 1860s a group of citizens in the northern part of the county petitioned to the state legislature to create a new county.

Feb. 6, 1867, Colbert County was created by an act of Alabama Constitutional Convention, carved from the northern portion of Franklin County.

After a little more than eight months, Colbert County was abolished and returned to Franklin County. Two years later, Dec. 9, 1869, it once again was organized into Colbert County.

COMMUNITIES HODGES

The Town of Hodges, first incorporated in 1913, boasts a community center where senior citizens meet daily for meals and activities, and the town is also home to a public park with a playground, volleyball and basketball courts, picnic pavilion and walking trail. The crown jewel of this community is Hodges Equestrian Park: First opened in 2013, the horse park attracts tourists from far and wide to enjoy its riding trails, campsites, cabins and events.

Hodges’ annual community gathering is the Spirit of Hodges Festival.

PHIL CAMPBELL

In the late 1880s Phillip “Phil” Campbell agreed to establish a railroad depot in modernday Phil Campbell. The town was named in his honor – the only place in Alabama that shares the full name of an individual. The community has that small-town atmosphere so many who live there enjoy, as well as a few major county assets. Dismals Canyon, with its natural rock formations, caves, trails and rare glowworms, is one of Phil Campbell’s biggest attractions. The town is also home to a campus of NorthwestShoals Community College and a county elementary and high school. Phil Campbell boasts a splash pad and public park as favorite community spots, and the town annually hosts the Phil Campbell Hoedown festival.

RUSSELLVILLE

Russellville, the county seat, is named after Maj. William Russell, an early settler who helped in the construction of Jackson's Military Road. The city was incorporated Nov. 27, 1819, and takes pride in being “a city older than the state.” Russellville is home to about 10,000 residents, and it continues to grow. Prized assets include an industrial park, which is host to numerous manufacturers and industries producing everything from wholesale food products to manufactured housing; local schools, featuring top-notch academics; an expanding retail base, both in downtown and along Highway 43; and many community attractions, such as parks, the Historic Roxy Theatre and a city pool. Russellville is the site of the annual Jam on Sloss Lake in July and the Watermelon Festival in August, as well as other community events.

COMMUNITIES RED BAY

Incorporated in July 1907, the City of Red Bay boasts a prosperous business community built on cornerstone industries like Tiffin Motorhomes, Sunshine Mills and Sunshine Homes, among others.

Recreational opportunities abound, and the city is home to an elementary and high school. Located on the Mississippi-Alabama state line, one of the city’s most well-known and admired features are the oak trees, which were planted by the Red Bay Garden Club in the 1930s and cast a canopy over main street.

Red Bay is a Tree City USA, and the community celebrates its heritage each September at the Founders Day festival.

VINA

This small-but-thriving community, incorporated in 1909, features a park with a playground, walking track and basketball and tennis courts, as well as a Little League field.

Children attend the community’s Pre-K through 12th grade school, and a popular meeting place in Vina is the community center, which was completed in 2006. The center provides services to seniors, in addition to serving as a community gathering place. This southwest Franklin County town is also home to an industrial park with a spec building and 400 acres, offering plenty of room for future growth, and Hurricane Creek Lodge, a premier event venue and hunting lodge.

Vina’s annual celebration is JulyFest.

OTHER COMMUNITIES

It’s not only in the five organized municipalities that life is flourishing in Franklin County. Three unincorporated communities – Spruce Pine, Tharptown and Belgreen – are home to growing populations, with their own traditions and community pride. In Spruce Pine, which lies between Russellville and Phil Campbell, neighbors enjoy a bustling community center and a thriving annual festival, Spruce Pine Day. Additionally, Mar-Jac Poultry has established a feed mill and hatchery in this small community, and Willow Oak Lodge recently opened in the area. Tharptown, just northeast of Russellville, and Belgreen, between Russellville and Red Bay, boast Pre-K through 12th grade schools that serve as hubs of community engagement.

LOCAL GOVERNMENT FROM THE CHAIRMAN

O

n behalf of the Franklin County Commission, I would like to welcome you to our county and invite you to explore everything we have to offer.

Our county is governed by four elected commissioners, led by myself as probate judge. Often in cooperation with other community leaders, we strive to lead Franklin County into an ever-brighter future.

The Franklin County Commission oversees a number of county departments, including solid waste, highway department, Emergency Management Agency, sheriff’s department, revenue commissioner, archives, probate office, coroner’s office and animal control. Formulating, implementing and maintaining a responsible budget among all these departments is critically important to the commission, as is addressing all the needs and concerns of our citizens.

ranklin County residents and visitors can feel safe and sound thanks to the protection and enforcement provided by local police and fire forces, rescue squads and other emergency personnel. Their servant hearts and commitment to jobs that are often thankless are part of what make Franklin County a great place to call home.

From traffic direction to arrests, from responding to rescue situations to participating in community events, from fires to medical calls, Franklin County law

and safety officers are always keeping a watchful eye on the communities entrusted to them. The county is served by three police departments and the sheriff’s office and county jail, as well as one paid and 13 volunteer fire departments – which are always seeking more volunteers to help serve and protect.

Keller EMS provides ambulance service in the county, and other agencies, including the Phil Campbell Rescue Squad and Franklin County Rescue Squad, stand ready to assist in emergency situations.

t’s no surprise that when people move to or even visit a new area, they want to know about the local schools. What kind of programs to do they offer? What kind of education will my child receive here?

Russellville City Schools serve children in the Russellville city limits as well as out-of-district students who meet tuition requirements. The system boasts Pre-K through high school education. School growth continues, with the system in the process of completing a major addition to the high school building. Led by Superintendent Heath Grimes and an appointed board of education, the system has been tapped for a number of awards and recognitions by continually striving for excellence.

The Franklin County Schools district features schools across the county, serving student populations in Pre-K through high school from the eastern edge all the way to the state line. The Franklin County Career Technical Center offers unparalleled hands-on education in a number of disciplines. Expansion and modernization projects are in place systemwide, with a number of schools seeing construction as enrollment and programs continue to grow. Led by Superintendent Greg Hamilton and an elected board of education, the system works tirelessly to provide superior education for county students.

Franklin County is also home to a community college, the Phil Campbell campus of Northwest-Shoals Community College. NW-SCC is a popular choice among graduating seniors from both RCS and FCS alike and serves as a launching point for many students to continuing their higher education.

EDUCATION

orthwest-Shoals Community College has served the people of northwest Alabama for more than 55 years, with postsecondary and workforce education including certificate and degree offerings.

As a comprehensive two-year college, NW-SCC provides academic, career technical and lifelong educational opportunities. There are two campuses: the Shoals campus in Muscle Shoals and the Phil Campbell campus, located in Franklin County.

NW-SCC promotes itself as an ideal option for those interested in academic transfer, career/technical programs and health studies careers. Students who attend Northwest-Shoals to obtain basic educational requirements before transferring on to a four-year college/university save on average 55-65 percent on tuition costs. In fall 2020 there were approximately 3,361 students enrolled at the Shoals and Phil Campbell campuses.

The Phil Campbell campus was founded in 1963 as the first public junior college in the Alabama Community College System. NW-SCC might be best known for its health studies programs, and the school recently graduated

its first class from the medical sonography and diagnostic imaging programs.

The Phil Campbell campus of NW-SCC might be best known for its Associate Degree Nursing program. Another highlight of the NW-SCC Phil Campbell campus is the music department, which has been a staple for rural northwest Alabama for more than 40 years.

In addition to nursing, NW-SCC offers welding, machine shop programs and the academic transfer option, which allows students the opportunity to take basic core classes at NW-SCC before transferring to a four-year college or university.

For those looking to enjoy nature, NW-SCC officially re-opened the revitalized Cecil Clapp Nature Trail on the Phil Campbell Campus in April 2021. The trail is approximately a quarter of a mile long and features rock bluffs and native Alabama plants. A swinging bridge hangs over the branch at the bottom of the trail near the outdoor classroom.

A Friendly City on a Progressive Path Located in the Northwest corner of Alabama bordering the Mississippi state line, Red Bay is a beautiful, busy City thriving with industry and retail businesses. INDUSTRY FROM THE DIRECTOR

T

he Franklin County Development Authority is the only organization in Franklin County that markets the county’s industrial properties and assists existing manufacturers in the county with their expansion needs.

The FCDA coordinates and hosts the annual Made in Franklin Expo, which showcases local industry SHERYE PRICE for the county’s high Executive Director school students. L

ocated at 13365 Highway 243, the Russellville Municipal Airport and Bill Pugh Field are one of this county’s many assets. The city-owned local airport is large enough to accept commercial aircraft, boasting a 5,500-foot runway. It is most frequently used by current and prospective industries and is also sometimes a community gathering place for fly-ins and other events.

The airport offers self-service fuel, hangars, a passenger terminal and lounge, airplane rental, aerial tours and aircraft maintenance. The present facilities were completed in 2004. The

airport came under new management in 2020, with Explore Aviation taking the reins. Pilot training and certification are coordinated through Go Vertical Aviation.

ranklin County has a rich tradition of honoring its active military and esteemed veterans. Besides annual recognitions – like the Russellville Veterans Day parade, the Every Light a Prayer for Peace ceremonies and the annual placement of banners and flags in downtown Russellville – the county has three parks where monuments serve as enduring reminders of the price so many have paid.

RUSSELLVILLE VETERANS PARK Adjacent to the Franklin County Archives, Russellville Veterans Park is dedicated to the local men and women who put their lives on hold when their country needed them. A brick pathway winds among the monuments and features the names of many local heroes.

The welcome monument, shaped like an open book, also serves as a time capsule. Also in Russellville, at the county courthouse, is a monument that lists the names of many Franklin County natives who gave their lives for their country.

PHIL CAMPBELL MEMORIAL PARK The Phil Campbell Memorial Park includes a stone erected in honor of veterans of World War I, World War II, the Korean War, the Vietnam War, Desert Shield, Desert Storm, Operation Iraqi Freedom and Operation Enduring Freedom.

BAY TREE PARK Visitors to Bay Tree Park in downtown Red Bay will notice a towering stone testament to the heroes of World War I, World War II and the Vietnam, Korea and Persian Gulf wars, in addition to several other monuments surrounding.

The historic Roxy Theatre has been a beloved fixture of downtown Russellville since 1949. Today it is a venue for concerts, recitals and variety shows throughout the year, including during the W.C. Franklin County enjoys several Christmas parades each December to celebrate the holiday season – one each in Phil Campbell, Vina, Red Bay and Russellville.

Sloss Lake, a manmade lake created in the early 1900s, is located in Russellville adjacent to the John Blackwell Sports Complex and Highway 24.

The lake is host to a number of events throughout the year and is a great place to have a picnic or go fishing.

Franklin County has a rich history dating back to its establishment Feb. 6, 1818, by the Alabama Territorial Legislature. Franklin County is part of the historical Jackson’s Military Road, named after Andrew Jackson’s journey from Nashville, Tennessee, to New Orleans, Louisiana.

Our county has a notable legacy of business and industry, with thirdgeneration family-owned businesses plus industries that are exceling in products and services in North America and across the globe. We are flourishing in nature, with an abundance of opportunities for camping, hiking and water recreation. We are the home of Dismals Canyon, which features bioluminescent insects native to North America – a rare phenomenon that occurs in Alabama, New Zealand and Australia.
