This year’s Rice Festival parade is being led by Stephanie Drawdy, a longtime educator and choral leader for youth throughout Colleton County. “She was chosen to be our Grand Marshall this year because she has been involved with the chorus for so long … she’s done so much for the community and the kids. She has touched so many lives over the years,” said Bubba Trippe, the event planner for the Rice Festival Committee. Drawdy began her teaching career in Colleton County in 1983 at the Black Street Early
Childhood Center and at Forest Hills Elementary School. In 1985, she took over the chorus program at the then Walterboro High School. She remains the choral director at Colleton County High School, and has maintained her role as choral leader for 37 years. During this tenure, she has taken students from Colleton County to hundreds of performances and events across the nation. She calls her “greatest accomplishment” teaching 69 pages of Mozart’s “Solemn Vespers” to students who then performed the piece at Carnegie Hall. Under her direction, former chorus students

The 47th annual Colleton County Rice Festival is returning this year with a full schedule, with organizers saying the community can expect great things in 2022. The festival will be held April 29th and April 30th in downtown Walterboro, and is featuring more than a dozen live shows and free concerts. “Everything is going back to normal,” said Bubba Trippe, event planner for the Rice Festival Committee. “The Rice Festival is back to pre-COVID-19 plans,” he said, adding that there will be with no social distancing protocols and no face mask requirements at this year’s festival. “The kid’s carnival is back, along with the Mighty Kicks also doing a free show and the Saturday night concert is also free to the public,” he said. The festival features several live shows, including The Mighty Kicks, who are taking the stage during the City Hall Stage Street Dance on Friday, from 6 p.m. – 9 p.m. This is a free show. The Catalinas are also performing at this year’s festival. The summer and shag-style show is taking place on Saturday, April

Runners and walkers get ready – the 2022 PRTC Rice Run is fast approaching! The annual 5k and 1-mile Fun Run is hosted by the Colleton County Rice Festival and is a part of this year’s 47th annual festival. The race and fun run will take place on Saturday, April 30th at 8 a.m. on a predetermined course, which is outlined at on the Rice Run tab on the Rice Festival’ Web site, at www.ricefestival.org. Those who get ahead, literally, will take some cash prizes.

Rice has a long history in the Lowcountry of South Carolina, especially in Colleton County. The information below on the history of rice in Colleton County was compiled by information provided by the former The Colleton County Museum and by the S.C. Department of Natural Resources. How It Began “The land that was to become South Carolina was an early outpost of Spain, France, Spain again, and finally, England. In 1670 King Charles II of England established a settlement at Charles Towne. The first settlement of Colleton County was Willtown settled on the Edisto River (near Jacksonboro) in 1682 at the time the county lines were drawn. It was first named New London by the Lords Proprietors and was renamed by 1708. There were at that time boat docks, small shops, and two churches. It was at Willtown that a ferry operated across the south Edisto River, which in colonial days was called the Pon Pon (an Indian name given to the last twenty miles of the Edisto River). A stagecoach was later built from Charleston to Savannah which went through Willtown.

Willtown’s plan called for 250 lots and 62 blocks with 17 streets laid in a grid pattern. Four acres each were reserved for a school and an Episcopal church and parsonage. An acre each were planned for a market town and a town garden. Willtown was an important regional trade center until the 1740s but it declined after epidemics of malaria during the summer months, afterward being plundered by the British soldiers during the Revolution. Although it never recovered as a merchant trade center, Willtown became a popular summer village, later becoming part of Charleston County. The place where Willtown once stood is now Willtown Plantation.” Rice in Jacksonboro Originally the Indian settlement of Pon Pon, the town of Jacksonborough took its name for John Jackson who was granted land along the Edisto River in 1701. Around 1735 it was recognized as a settlement, and a plan of the town drawn in 1780 shows 113 town lots. Jacksonborough became the county seat with a courthouse and jail. The first free school was established in Jacksonborough

in 1744, and early Methodist and Episcopal churches were built. In February 1782, with Charleston under siege by the British, the General Assembly met in Jacksonborough. The Masonic Lodge building and a tavern owned by Peter DuBose were used for the meetings of the Senate and the House. Thus, Jacksonborough became the Provisional Capital of South Carolina. A post office was established in Jacksonboro on February 23, 1823. Its name was changed to “Jacksonborough” after July of 1869, and back again to Jacksonboro November 28, 1892. The South Carolina Gazette was published the spring of 1782 at Parker’s Ferry, a few miles above Jacksonboro, being the first publication outside Charleston. CAROLINA GOLD By the 1850’s the mainstay of the low country economy was rice production, with South Carolina and Georgia producing 90 percent of the country’s rice and importing to European markets. There were 227 plantations cultivating rice crops, called “Carolina Gold,” encompassing 70,000 acres. By 1916 less than 500 pounds of rice were produced. The emancipation of slaves and the mechanization of other states in rice harvesting (the ground in low country South Carolina was too soft for modern equipment). Floods and hurricanes of 1910 and 1911 took a heavy toll
on the remaining plantations. According to the S.C. DNR, rice helped the south grow to become an agricultural source of life and wealth in the Lowcountry. Several accounts of how rice was first introduced into the Carolinas began in 1670, with the establishment of the original Charles Towne on the banks of the Ashley River. In words written by John Drayton in “A View of South Carolina (1802(, his writings suggest that Thomas Landgrave Smith received a bag of Madagascar rice from a ship captain. Others say rice was first introduced to South Carolina in 1685, when someone named Captain John Thurber gave Dr. Henry Woodward of Charles Towne a “peck of gold seed rice.” No matter where it starts, S.C. DNR officials say rice became valuable in the 1690s, so much so that the then colonial legislature began allowing tax bills to be paid with rice in 1691. Statistics provided by S.C. DNR state that 159,930,613 pounds of rice is estimated to have been produced in South Carolina in 1849. By 1909, that amount had dwindled down to 24,370,650 pounds. The reason for the dip in rice production was mostly due to rice fields being sold in the early 1900’s. The sale of these fields also prompted the conservation of rice fields, which began in the 21st century, according to S.C. DNR.

Chad Gainey is a chain saw artist who will be featured at this year’s Rice Festival! Chad first started his career in chainsaw sculpture in the spring of 2011 as a way to enjoy weekends with his family at the local farmers market. His first carvings were various tikis carved out of scrap logs because, as he says, “Tikis are supposed to look rough cut and, usually, the uglier, the better.” After a few weeks of selling tikis he started getting requests for saltwater fish and birds. This began a journey of discovering a hidden natural talent and, along the way, a new career path. Chad holds a Bachelors Degree in Agriculture Education from the University of Florida and spent several years teaching high school agriculture before making the transition to full time professional chainsaw artist after partnering with international power equipment manufacturer Husqvarna in early 2015. In 2018, Chad was selected as a member of Husqvarna North America’s inaugural H-Team, a
hand-picked group of global ambassadors known for their skill, professionalism and knowledge of Husqvarna products. His carvings can currently be found all across the United States as well as Canada and Europe. He has been featured in various media outlets such as The Panama City News Herald, The Tennessean, Bay County Bullet, The Williamson Herald, WJHG Channel 7 News (Panama City), WMBB News Channel 13 (Panama City), and WKRN News 2 (Nashville). In October 2016, Chad was featured as a master carver on Food Network’s highly rated series, Halloween Wars. Chad currently resides in north Florida with his family. He can be seen carving regularly at Open Houses and other dealer and corporate events for Husqvarna. The Taste of Walterboro is the official kick off for the Rice Festival. It is being held outside on the grassy area of the Walterboro Wildlife Center, located near downtown Walterboro at 100 South Jefferies Boulevard in Walterboro. The Taste features an array of food vendors who will participate, with local restaurants in the community being asked to attend and to serve their signature dishes. The Taste of Walterboro committee was still working to secure vendors for the event. However, nearly a dozen local restaurants are confirmed to participate. Official 2022 Rice Festival T-Shirts are now available! Shirts are being sold at the Rice Festival office, located inside The Colleton Civic Center on Hampton Street in Walterboro. T-shirts are also for sale at The Press and Standard office. They are also being sold at Westbury’s ACE Hardware and at IGA in Walterboro. Those who want to purchase a shirt from the Rice Festival office should call their office and leave a message, requesting a scheduled pick-up time.
The Rice Festival office number is 843-549-1079. The selling of the T-Shirts is the biggest fundraiser for the rice festival. The shirts are on sale for businesses, who want to put their logo on the shirts. These logos are still available to businesses who want to purchase the shirts with their logos on them, said Josh R. Bell, chairman of the Rice Festival committee. Individuals can also purchase the shirts. Each shirt Colleton County is $14.

CHARLESTON RED RICE Ingredients • 2 cups uncooked long-grain white rice • 6 cups boiling water • 1 tablespoon salt • 6 slices bacon • 2 onions, chopped • 1 (8 ounce) can tomato sauce • 1 (6 ounce) can tomato paste • 1 tablespoon white sugar • 2 teaspoons Worcestershire sauce • 1 dash hot pepper sauce Directions Preheat oven to 325 degrees F (165 degrees C). Grease a 2-quart baking dish. Bring the rice, water, and salt to a boil in a saucepan. Reduce heat to medium-low, cover, and simmer until the rice is tender and most of the liquid has been absorbed, 20 to 25 minutes. While the rice is cooking, cook the bacon in a large, deep skillet over medium-high heat until evenly browned, about 10 minutes. Reserve about 1 tablespoon of bacon drippings in the pan. Reduce heat to medium. Drain the bacon on a plate lined with paper towels; crumble the bacon once cooled enough to handle. Cook and stir the onions in the reserved bacon drippings until translucent, 5 to 8 minutes. Stir in the crumbled bacon, tomato sauce, tomato paste, sugar, Worcestershire sauce, and hot sauce; bring the mixture to a simmer, reduce heat, and simmer for 10 minutes. Spoon the cooked rice into the prepared baking dish and stir the tomato-bacon mixture into the rice until evenly combined. Cover the dish and bake in the preheated oven for 45 minutes. CHICKEN BOG Ingredients • 1 (4 to 5 lb) whole chicken • 2 ribs celery • 1 yellow onion • 3 cloves garlic • 1/4 cup unsalted butter • 1 (14-ounce) package smoked sausage • 4 cups long grain rice

• salt • pepper Instructions 1. If included, remove and discard the chicken innards. Add the chicken and the neck (if included) to a large stock pot. 2. Wash and coarsely chop the celery. Peel and quarter the onion. Peel and smash the garlic with the side of a knife. Add the celery, onion, and garlic to the pot. Add enough water to just cover the chicken. Add 2 teaspoons of salt and 1/2 teaspoon black pepper then stir. Simmer the chicken for 40 to 60 minutes or until cooked through, being cautious not to boil. Boiling the chicken will result in dry, tough meat. 3. Once cooked, remove the chicken to a plate to cool. Then remove and shred the meat, discard the skin, bones, and neck. Set the meat aside. 4. Strain the broth from the pot through a fine mesh strainer and set aside. 5. In a large Dutch oven with a tight fitting lid, add the butter and melt. Slice the sausage in 1/3-inch slices and add it to the butter. Cook over medium-low heat to just brown the sausage. Add 8 cups of the reserved broth to the pot and bring to a rolling boil. Add more salt and pepper to taste. Add the rice and stir well. Add the shredded chicken. Reduce the heat to a simmer, cover, and cook for 20 minutes, stirring once or twice, or until the rice is tender and most of the liquid is absorbed. Add additional broth if necessary. Serve immediately. DIRTY SOUTHERN RICE Ingredients • 1 lb ground beef • 1 lb ground pork sausage • 4-5 C cooked rice, prepared with chicken broth • 2 C chicken broth • 3/4 C green bell pepper, diced • 3/4 C yellow onion, diced • 1/4 C celery, diced • 1/4 C flour • 1 Tbsp bacon grease or cooking oil • 3 bay leaves
• 2 Tbsp fresh parsley, chopped • 1 Tbsp dried oregano • 2 tsp dried thyme • 2 tsp minced garlic • 1 1/2 tsp salt • 1 tsp chili powder • 1/2 tsp ground black pepper • 1/4 tsp cayenne pepper Instructions In a large skillet, heat bacon grease or cooking oil. Add ground beef and sausage and brown. As meat begins to brown, add diced bell pepper, onion and celery. When meat is fully browned, stir in herbs and spices except for parsley. Mix well. Add flour. Mix well again, making sure the flour coats the meat. Add broth and bay leaves. Scrape the bottom of the pan to loosen any of the browned bits from the pan. Allow to simmer 5-8 minutes. Fold in rice and parsley. Simmer for 5 more minutes. Serve. Notes Traditional Dirty Rice is made using finely chopped chicken livers, this recipe uses bacon grease to make up for their rich flavor. Sometimes mushrooms or even oysters are added as a substitute. OLD-FASHIONED RICE PUDDING Ingredients • 6 cups whole milk, divided • 1/2 cup sugar • 1/2 teaspoon salt • 1/2 cup long grain white rice, I use a heaping half cup • 2 teaspoons vanilla extract • ground cinnamon, optional Instructions • In a large saucepan, combine 5 1/2 cups milk, sugar, and salt. Bring to a boil over medium-high heat. • Stir in rice and reduce heat to low. Be sure to adjust the heat so that it is at a gentle simmer. • Stirring occasionally, cook for 50 to 60 minutes. Mixture should thicken up to consistency of yogurt. • Once thickened, remove from heat and stir in vanilla. • Let cool and then refrigerate. The last 1/2 cup milk is stirred in just before serving. Sprinkle with cinnamon if desired.

A local artist is showcasing her talent and her stewardship by designing a special part of the annual Rice Festival - this year’s official Rice Festival logo is designed by local artist and community activist Ashley Rohde. Rohde, who has long volunteered with the Colleton County Rice Festival committee, has designed the logos and graphics for the rice festival since 2013. She started designing the rice festival T-Shirts in 2016, with the exception of 2020 and 2021, which featured a Thomas Fulton print. This year, Rohde said she created the new logo because she wanted to incorporate a rice stalk or symbol. She also wanted the logo to be fresh and the board wanted to feature the red rocker, which has become symbolic of the Walterboro area: Walterboro is known as the “Front Porch of the Lowcountry.” “It was the thought of bringing all things ‘Lowcountry’ together – the water, the rice stalk, the rocker, and in the bottom of the water you will see fiddler crabs and rice shoots,” she said. The Walterboro native has a long history of art and design in the Colleton community, including working as a former graphic artist for The Press and Standard newspaper. As a graphic designer, she also helps the Colleton County Arts Council, FoCCAS, The Downtown Walterboro Criterium, the Colleton Civic Center and other area non-profits. In addition to her help with the Rice Festival, Rohde is a mom of two children, is a recent award-winning nursing school graduate from the University of South Carolina Salkehatchie and an avid runner. She is a full-time labor and delivery nurse at Summerville Medical Center. “She does an amazing job with us. We are fortunate to have her,” Rice Festival Event Planner Bubba Trippe said, about Rohde. The logo is featured on the back of this year’s 2022 Rice Festival T-Shirt. T-shirts are for sale for $14 and are available for purchase at local businesses and at the Rice Festival office, which is inside the Colleton Civic Center on Hampton Street.

Colleton County High School’s Band of Blue will keep with its long-standing tradition and entertain the crowd during this year’s Rice Festival. The local marching band has been performing each year in the Rice Festival since 1975. “We haven’t missed a year,” said CCHS Band Director Tom Finigan. This tab features photos showing the band marching in 1975 during a rainy Rice Festival. At that time, the CCHS Band, which has always been referred to as the Band of Blue, was under the direction of current Walterboro Mayor Bill Young. This year, the CCHS band will march in the festival and perform a new medley – “Magna.” “We chose Magna because it is exciting and upbeat and loud,” said Finigan. “The medley is fun and it rocks.” Last year, the band performed with 80 members. At the time, the 2021 Rice Festival was still coming back from the COVID-19 pandemic, which also impacted the band’s members and its collective

ability to perform. This year, however, the band is back! Approximately 110 members of the band are set to perform in the festival. “We are so excited to be back!” said Finigan. The band is coming to the Colleton crowd with a slew of regional and state honors under its belt, including a recent win at the CWEA Regional Championships, which were held on April 2nd. The Colleton County Rice Festival Parade takes place on Saturday, April 30th through the streets of downtown Walterboro, beginning on North Jefferies Boulevard and ending in the Ivanhoe Shopping Center Parking Lot. The parade begins at 11 a.m.

Ingredients 2 (750 ml) bottles white wine 2 cups vodka 1 can frozen raspberry lemonade concentrate 5 cups lemon-lime soda 1 (5 oz) container raspberries fresh
Ingredients 2 ounces Tequila 1/2 ounce triple sec 10 to 12 blackberries 2 tablespoon lemon juice 2 sprigs of thyme (1 teaspoon) ice
Instructions In a gallon size pitcher, add white wine, vodka, and frozen lemonade concentrate. Stir and let sit for frozen concentrate to thaw. Take 1/2 of the fresh raspberries and mash in a small bowl. Add to liquid in the pitcher. Refrigerate for about an hour. Just before serving, add lemon-lime soda and the rest of whole fresh raspberries and stir. Serve over ice with garnish of lemon, if desired.
Instructions Place blackberries and lemon juice into a bowl and muddle until the blackberries are well juiced. Pour blackberries and juice with it into a shaker. Add tequila, triple sec, and ice. Shake well and pour into a glass. Top with blackberries and sprigs of thyme.
