Cannabis.

If you had asked me 20 years ago about anything regarding this green plant, I would have shut you down, griped at you for making bad choices, and generally reacted how many of us did back then. Growing up in a conservative town, in addition to my undiagnosed level 1 autism and ADHD, I relied on everything to be good or bad. As a young adult, of course I had my opinions that went against the grain on various issues including politics, sex, marriage, etc…. but for me, drugs had no gray area.

Now at 34 years of age, that opinion for me is completely void.Time doesn’t just age or heal us, it teaches us. It teaches us that not everything is so black and white; that to continue evolving as individuals, our opinions and views must change too. Now, as a cannabis (CBD oil) user, I’m grateful to all that fought to make this miracle plant available to those of us with medical ailments. I’m also grateful to the cannabis lawyers like Sarah Lee Gossett Parrish, on page 20, 20, who focused their career in helping dispensaries open and remain open across Oklahoma.

The stigma surrounding this little plant still creates uncomfortable moments mid-conversation, and that is something we hope to change.

We want to make these conversations more open and normalized. We want to show you that cannabis is not just used for a quick high like we were taught all our lives, but instead it helps so many in unexpected ways. One of those ways is fertilizer. Yes, you read right…fertilizer for your garden. Read about Dr. McCracken at the Mannford Feed and Grow Supply on page 8.

I’d have to say, one of our absolute favorites though is the advantages of cannabis in skincare products. Asma Whitekiller, owner of Simply Bare on page 36 hopes to reach 1% of the entire world’s population with her “Feel This” products, and we can’t wait to see her reach that goal!

Walking into a dispensary or grow operation can be a scary first step for some, so we decided in this issue to take you INSIDE. We hope that by introducing you to the women, either owners or employees at these establishments, that you will feel more comfortable. In Chandler, Lindsey at Kilpatrick Kannabis is absolutely one of the nicest women I’ve ever met and has a very relatable story to share; read more on page 14.

The idea they landed on was making the current disc golf course safer to play on as well as converting it into a 18-hole course to meet tournament standards.

“I had the idea to pitch a temporary course to gain traction and awareness for this sport here in town,” said Pauly.

Pauly said that after speaking with City Manager Terry Brannon they learned that there was already a grant put in by Cushing Rotary to fund the original nine T-pads located at Memorial Park.

“We secured the funding through the Rotary Club for the first nine and Geoff Beasley with Godofredo’s and the Dunkin Theater gave a matching bid for the remaining nine, so with the city’s help and Terry Brannon working on maybe purchasing those baskets, we can have a brand new 18-hole course here in town,” explained Pauly.

It starts with a...

Mannford -- If you’re old enough, you remember those tiny telltale burn holes in people’s clothing that disclosed a pot smoker. Well, times have changed. Cannabis smokers no longer worry about those pesky seeds blowing up and landing on their favorite t-shirts.

Whether it’s a commercial operation or a grow-yourown, most marijuana plants these days are grown from feminized seeds. These are seeds that produce only female offspring.

Why does this matter?

If you use regular seeds, you will get both male and female plants. If you are a farmer type, think straight-run chickens. When your plants reach the pre-flowering stage, the males pollinate the females.

There are six stages of the cannabis plant from germination to harvest. In the fourth, or pre-flowering stage, you will know the sex of each plant. If two nodules pop up on the crotches of stems, the plant is a male. These pollen carriers will be all over the male plants. If you don’t pull these plants quickly, they will pollinate the females.

Why does that matter?

Pollinated female plants produce seeds. You don’t want seedy buds. You don’t get sinsemilla from pollinated plants.

You’ve spent a lot of time and effort to grow healthy plants only to have to remove half of them.

If you do start with regular seeds, don’t just throw the uprooted males on the trash pile. Left in the open, the nodules on the plants can still burst open and pollinate any females in pollinating distance.

“Purple Haze” and “Girl Scout Cookies.” The latter reminds me of an old joke about Paul McCartney’s run-in with authorities when he and Wings were performing in Japan. I don’t remember the comic’s name, just the joke: “The customs authorities didn’t find marijuana in the band’s luggage, just a suitcase full of Twinkies.”

As far as I know, there is no “Twinkies” seed variety.

KEEPING CLEAN MEDICINE KLEAN

Edmond -- In more ways than one, Toni Quinton has us thinking green about our green.

She is a long-time Okie who founded her company, Krystal Klean, in 2020 after six months of research.

Krystal Klean is a natural cleaning product for smoking accessories. Toni tells us, “I absolutely never imagined being a small business owner, especially in the Cannabis industry. LOCATED AT 500 N HWY 18 Chandler -- Almost 20 years ago, Lindsey Young, originally from Michigan, had a very different opinion regarding cannabis. Like so many of us, she was raised in a conservative home that never gave a (now legal) drug a second thought on its validity.

However, that changed when she met her now husband who began suffering from Bell’s Palsy, a condition in which part of your facial muscles weaken or become paralyzed. At the time, his Doctor(in California) recommended using cannabis to treat the condition. This led to her researching and educating herself to better understand the benefits of cannabis.

“He eventually began having seizures,” she explained, “instead of him taking a bunch of pills that were making him sicker, cannabis works for all of his ailments. I was like, wow, more people really need to tap into the medical benefits of using cannabis.”

One day they found themselves in the charming town of Chandler after her husband had visited the area while traveling for work. He expressed how much he thought she’d like it there and the potential for opening a dispensary in Chandler. Next, they bought a house, packed up their belongings,and made the big move. Then they opened their business, Kilpatrick Kannabis. In addition to the dispensary, they also have a grow operation that her husband manages while she manages the dispensary. It’s a partnership. Because of their businesses, they are able to work and be together full time and raise their 3 children (2 now grown).

After visiting dispensaries in other states, the Youngs felt that the quality of the medicine other dispensaries were offering at the time, was not up to par. “It became our mission to grow our own and provide organic cannabis to our patients. We know exactly where and who all of our products come from. It is good quality. That’s ultimately what it’s all about, making sure that the people are getting what is going to help them.”

“The local community was a little hesitant when we first opened, but after a few events, they came to realize that we are a family owned business just like any other. Just because we are dispensary owners doesn’t mean we are here to shove cannabis in your face, and overall everyone has been really accepting and supportive.”

The stigma surrounding cannabis use has changed so much over the last 20 years.

Stories like hers are not uncommon. Today women across Oklahoma are still battling themselves because of that stigma we were raised hearing and believing. I asked, what do you want to tell women that still aren’t sure? Her response, “Put yourself out there. The more you can learn, the better off you are. Don’t be afraid to go against the grain; just educate yourself.”

As of right now, their immediate plans are, “One community at a time, starting with our own. Just educating as much as we can. We don’t think that everyone needs to use cannabis, it’s not for everyone. But just helping people understand is key.”

Cushing -- Cushman Cannabis and Co. is the picturesque family owned, small town business. Being family owned and a part of a small town is all in its name.

Cushman Cannabis is owned and operated by Miranda Chrisman and her husband, Steve. They opened the business on Nov. 3 of 2019, naming it partly after the town that she knows and loves, [Cush]ing, and partly after her family name, Chris[man]. After just three months of working the kinks out of owning a new business, COVID-19 threw Cushman Cannabis a curveball.

“It was a wild beginning,” said Miranda, “We are blessed that we have a loyal and supportive community.”

Being a first time business owner can be difficult enough, but Miranda is also navigating her way through a brand new industry.

On June 26, 2018, Oklahoma voters legalized medical cannabis. Since then, the state has been the quickest in the nation to fully implement an effective cannabis law.

Just two months later, the health department began accepting applications from patients, caregivers, and prospective medical cannabis businesses like Cushman Cannabis.

“We did a lot of research in other states to help us understand what those markets looked like when first starting out and help us gauge what the market here would look like” said Miranda, “But quite honestly, Oklahoma broke records with the way the laws and regulations were written to start out, and no other state has had that so we were truly on our own.”

Oklahoma is now home to more retail cannabis shops than Colorado, Oregon, and Washington states combined. Oklahoma has also overtaken California as the state with the largest number of licensed cannabis farms, which now number more than 9,000. One of which is owned by the Chrismans. From seed to sale, they make sure that their product is the highest quality for their patients.

“We are proud of the lengths we take for the safety and satisfaction of our patients,” said Miranda.

Any product they can’t grow or make themselves is only brought into the dispensary after it has gone through an extensive vetting process by Miranda.

“Our dispensary is the last stop for a product before it is consumed.,” said Miranda. “This is a huge responsibility, and we take it very seriously. Our patient’s safety is our biggest priority.”

Cushman Cannabis offers a wide range of products from flower and infused drinks to bath bombs and edibles. The Chrismans have made it their purpose to serve the community and to give Cushing a convenient and enjoyable place to purchase their medical cannabis.

“No one wants to drive an hour for their groceries,” said Miranda “so why should they have to go that far for their cannabis products?”

The heartbeat of Cushman Cannabis is their patients. The Chrismans work closely with their patients, and advocate to each of them the importance of responsible consumption. They encourage their patients to journal and to understand what they are consuming.

Miranda grew up in a family of educators and has brought what they taught her into her daily business practices.

“Knowledge is power,” said Miranda.

“When you educate people, they become empowered to make more informed decisions for themselves.”

The Chrismans also practice what they preach by keeping up with the latest news in the industry and educating themselves on the products that they sell to their patients.

From 1968 until May of 2021, researchers in the United States were limited to testing cannabis from only one domestic source. This is a facility based at the University of Mississippi, through a contract with the National Institute on Drug Abuse.

Since May of 2021 the Drug Enforcement Administration has registered several additional facilities, giving more researchers the opportunity to understand the cannabis plant and learn more about what all it can be used for.

“It is truly humbling to get to be a part of the pioneering that is happening in this industry” said Miranda “We are truly living in the middle of history right now.”

BLAZING TRAILS IN NEW LAWS It’s no longer the laughable, yet hapless Cheech and Chong images one gets when they think of marijuana users; the billows of smoke enveloping the two men holding a burning joint, eyes barely open and funky, grass-burning skunky smell.

Because of its medicinal uses, the Cheech and Chong stereotypes have dissipated, but not disappeared altogether; “stoners” will always be around. Today’s cannabis users are the mother, executive, or neighbor you see daily and come from all walks of life.

The benefits of medical marijuana have been expounded on and are relatively simple. It has been proven to help ease symptoms of neurological conditions, to calm nausea after chemotherapy in

cancer patients, and to treat epilepsy, as well as other medical conditions. When Oklahoma passed House Bill 788 in June 2018, relief enveloped those people suffering from cancer, MS, epilepsy, and Parkinson’s.

While the prescription and use are simple, the laws about who can buy, grow, process, or sell cannabis products and laws about the variations of product can be incredibly overwhelming.

For entrepreneurs, the marijuana business seemed lucrative and soon dispensaries popped up everywhere, sometimes as many as four stores on a city block.

Recreational users tried to sell their homegrown stash in store fronts, but soon realized it wasn’t as simple to do so as originally thought. Many regulations have to be followed and licenses obtained to legally grow, process, and sell marijuana products. On top of that, those who used the products realized that getting medicinal marijuana legally was not as simple as running to the nearest dispensary. The industry is multifaceted and each aspect has its own rules, regulations, and laws beginning with the growth of the plant, the processing, and the selling and buying of cannabis products.

Sarah Lee Gossett Parrish knows all the rules. She is a third generation lawyer who practices in Oklahoma, Texas, and Colorado. Ms. Parrish is a pioneer in

marijuana law, named by The Cannabis Law Report as one of its Global Top 200 Editorially Selected Cannabis Legal Professionals.

Ms. Parrish is a veteran civil litigator and appellate attorney with a background in business law, contracts, insurance coverage and defense, and oil and gas law.

Once Oklahomans passed State Question 788 to legalize medical marijuana, she focused her efforts on assisting cannabis entrepreneurs in starting their medical marijuana businesses and staying compliant with the ever-changing Oklahoma Medical Marijuana Authority Rules and other applicable Oklahoma law. Clients asked

her to represent them in various aspects of Oklahoma’s medical marijuana industry, so she obliged. She represents growers, processors, dispensaries, and ancillary businesses in the cannabis industry. Ms. Parrish has been recognized as a pioneer (a trail blazer) in cannabis law in 2019 by the National Law Journal and voted Top Cannabis Law Firm by Journal Record’s Readers Choice Awards two years running.

She is dedicated to informing people about the laws pertaining to cannabis. She speaks about the changing laws at conferences and expos throughout the state such as CannaCon South I and II, and Emerging Industry Professional’s OK Cannabis

Expo. She contributes articles to industry publications such as Marijuana Venture, Oklahoma’s own HerbAge Magazine, and Cannabis Business Executive.

Additionally, Ms. Parrish has shared some of the highlights with Okie Charmed Magazine.

In order to buy cannabis products, a patient must apply for a medical marijuana card after getting a recommendation from a board-certified physician. If the physician approves, the patient then applies through the Oklahoma Medical Marijuana Authority (OMMA), and will receive their card in approximately two weeks.

WORKING IN THE MEDICAL CANNABIS BUSINESS Sarah Whitmire is Okie Charmed Oklahoma City -- Sarah Whitmire is a businesswoman. She is young, smart, educated, and savvy. She is a colleague, friend, sister, and a mom to her young son and daughter.

Her career is in Oklahoma medical cannabis. Sarah wears two hats at her job.

She is the office manager at Freedom Road dispensaries. She also works for the company’s wholesale side, Highway Lines, as the wholesale manager, a medical cannabis product supplier.

Both are new startup companies to the Oklahoma City area.

Sarah masters her new profession with elation, optimism, passion, and business success.

A Yukon, Oklahoma native, Sarah graduated high school and left Oklahoma to pursue a career in ministry at a theology college in Texas.

She dabbled in private equities, became an esthetician, and then life got in the way and her career took a different path.

It was after Oklahoma had legalized medical marijuana that Sarah got a call from her brother-in-law. He was thinking of moving back to Oklahoma to start a medical cannabis business.

“That is how I got my start in the cannabis business,” said Sarah. “I began this journey and didn’t know much at all about the cannabis industry. I went into it completely blind.”

After Sarah learned the ends and outs of her family’s medical cannabis business, she decided this industry was going to be a good fit for her.

“I came into the cannabis business from a conservative family upbringing,” added Sarah. “But once I started working with customers and saw the medicinal benefits of this plant, I knew I had found my niche.”

With the knowledge she gained from working at her brother-in-law’s medical cannabis business and learning its ins-andouts, it was time for Sarah to start her own career in medical cannabis. In 2021, a newto-Oklahoma company, Freedom Road, hired Sarah. Freedom Road dispensary opened less than a year ago with two locations in south and north Oklahoma City.

Sarah is currently the office manager at Freedom Road South. This young businesswoman is quick to tell her customers that Freedom Road offers its customers a variety of high-quality medical cannabis products.

Her colleagues are knowledgeable and can answer any questions customers have about the cannabis products available at Freedom Road.

“I think it’s especially important to raise public awareness about the many benefits of medical cannabis,” said Sarah.

Stroud -- Courtney Cornett has spent her entire life in the Stroud area and is very proud to have her business located in her hometown. After becoming a patient in 2019 due to PTSD, Courtney was having to constantly travel out of town for her Cannabis needs. This became an extra task for a wife and mom of 3 boys.

Her curiosity as to why Stroud didn’t have a dispensary at that time set her on a mission, and she soon found herself working with the city to create ordinances to open a dispensary. She explained, “The process only took about 10 to 12 days. I think the city was considering it, but they just hadn’t had anyone express interest about opening a dispensary until I came along. It was important to me because it’s a lot of tax money that goes to our city. I was a stay at home mom at the time and decided that Stroud needed its own store.”

Courtney explains that her husband and family are very supportive of her business. Her family did have a few hesitations at first, but over time, (like many of us) their opinion and views have changed.

The community has also been open and accepting.

“I thought I would get a little backlash when I opened, but I didn’t. I think most of the community assumed a dispensary would eventually open and are even appreciative that it is someone local that grew up here. I try not to fly a bunch of flags and have cannabis in everyone’s face. I try to be discreet.

People come into the store because they’re looking for what I have.”

Courtney goes on to say, “One of my main W W W. S T R O U D D I S P E N S A R Y. C O M goals with the dispensary is making women feel comfortable, especially moms my age using cannabis to help them be a better parent. I’m more patient and understanding because cannabis helps me. I want them to come in and notice how bright and cheery it is; I want them to feel open and accepted. Kids are allowed in the dispensary now with a licensed parent; that way they don’t have to sit in the car. That makes it very family friendly.”

Women our ages are still fighting a stigma battle within ourselves because we were raised with a different view. She hopes that cannabis becomes very normalized, especially for her children as they grow into adults. To them, it is just another type of medicine. They are growing up in an era, where it’s medicine, not an illegal substance.

For now, Courtney is happy with her dispensary and the direction they are going, “Expanding is a possibility in the future, but not in the cards right now. We are successful here.”

Her LLC is called Simply Bare, and she explained how she came to name her business. She wanted a “completely transparent brand, no greenwashing, no fillers.” She also wanted her products to represent the way people originally treated their skin issues in the past—with nature.

As an advocate for plant based healing, Asma made sure that her entire line is infused in full spectrum hemp. “I want to capture the antibacterial, anti-inflammatory compounds within the plant and use it as a catalyst to communicate with the CB1, CB2 receptors in our skin’s endocannabinoid system,” she stated.

Another blessing of Asma’s products is that they are multi-functional. She carries a mineral sunscreen which can be used as a primer under makeup. It is also safe to use on children. I am interested in trying her underarm bar and the shower steamer tablets, which can help with allergies (my worst enemy). She met her husband when she studied Business Management and PR at NSU. She calls her daughter Sophia the “backbone of the company,” and the reason for her focus in sustainability. It is clear that Asma means to leave this world a better place, not only for her daughter, but for other children too.

She says, “There are now close to eight billion people on this planet. I know my dream is big, but I do aim to reach 1% of the entire world and trigger a wake up call for a more mindful lifestyle. Skincare alone is responsible for so much damage to the oceans, in loads of tiny microplastics and chemicals.

It is something that keeps me up at night. I feel a responsibility because I have a child that looks forward to the impact we create using this skincare.”

In relation to protecting our planet, Asma involves herself by informing the cannabis industry about the problems that she notices. She states, “They are currently passing laws for prepackaged flowers in the state of Oklahoma, and I don’t see the reason behind suffocating a plant in plastic. If

Oklahoma wants to lead the country in Cannabis, I think it would be ignorant to not have a system in place to reuse, recycle or upcycle these containers. I’ve been running around the whole state for two years trying to wake people up about this issue, and now they are making it worse.”

One of the things that impressed me most was Asma’s passion for educating others about skin care.

She has been in this business for around a decade. She visits with esthetics students to teach them about her experiences in the skincare business. She states, “I believe that is where I’m truly making a difference in people’s lives, aside from the product itself. I want to create awareness, and expose the next generation

of professionals in the beauty industry to a holistic alternative. I specifically like to focus on sharing the mistakes I’ve made because if one person in that classroom can do better, by avoiding that move, then I’ve done my job. Helping one person at a time, that’s my motto.”

She went on to say, “The pandemic has changed the way we all do business. I’ve shifted my focus from B2B sales to education, I also offer group and 1 to 1 coaching. Through working closely with massage therapists, I am able to reach my clients further on the why, and how, to switch to a holistic alternative. I’m working on developing relationships with doctors in order to help me further my research

in holistic skincare and gather data for how the Bütter helps people. I would like to see my products offered by doctors as an alternative to steroid creams in the near future.”

Her products are all made from scratch and from the heart. They include no perfumes, chemicals, or preservatives. In 2021, her brand was awarded Best CBD Brand and Best Cannabis Lip Balm in the state of Oklahoma.

Asma has many dynamic plans for the future.

Her current line does not encompass the only products she can make. “ I have filled several notebooks full of research and recipes over the years. I am excited for the fall. I plan to relaunch the brand in sustainable

glass packaging and expand to offer a lot more retail to my clients; including shampoo and conditioner bars, toothpaste, and body oils.”

FOGGY LANTERN NOT Your Local Dispensary

Cushing -- Already well known in the Cushing area thanks to her successful business, Dig Lyfe, Tera Schooley, a Marine Veteran, has recently opened a new business practically next door called the Foggy Lantern.

2014 is when Tera began her journey in the vapor industry in Bartlesville, OK. A few short years later, she opened her first vape shop, and then eventually moved to Cushing.

Now happily located on Main Street, she says, “Business is good and she likes where she is at. Everyone in Cushing is very supportive of each other growing together in their businesses.”

At Dig Lyfe, she had been selling a small amount of CBD products and accessories to her vape customers. Over the years, many have complimented her selection and were grateful that they didn’t have to drive all the way to the city so they could stay local. Because of that, she decided to expand that aspect of her business and the space two doors down became available, thus the Foggy Lantern was born.

Tera explains, “It is important to understand that Foggy Lantern is NOT a dispensary, and it’s not a vape shop. It’s somewhere in between, only selling CBD products and accessories. Since everything in the shop is federally legal, it does not require a medical card. It’s an alternative for those that either cannot get a medical card, are still waiting for approval, or just want to go a different route.”

The Foggy Lantern carries a select variety of CBD products, melatonin, Delta 8, and cannabis accessories. She explains that Delta 8 is a great product for those that want the benefits of cannabis but in a CBD form. It is also a great alternative for those waiting for their card to be approved or are unable to get one. All products can be bought by anyone 18 years or older.

She welcomes any that are curious about her products to stop by and ask questions.

“Come in and see what we have to offer. You won’t be overcome by aroma when you walk in, only friendly faces ready to answer your questions.” She explains, “We don’t sell and we don’t upsell; we know how to run the register. Finding Inspiration in the I don’t know about you, but I sometimes find inspiration in the craziest of places. In THIS moment, on THIS day….I found my inspiration in the DIRTIEST of places. I mean IN the dirt. My dirt. The dirt under my fingernails. The dirt under my feet. The dirt in my hands. The dirt that I just tilled up and am walking barefooted in. The dirt I’m about to plant my garden in. I found my inspiration in the dirt. The smell, the feel, and the texture brings me so much personal satisfaction and peace. I have often told friends over the years that I feel like I am a displaced ridge-runner! There is something inside of me that yearns for the old ways; wilderness, water, mountains and a simpler, but wild way of life….it is why I am the way I am. I didn’t choose the wild-woman ways; they chose me! I love and enjoy the process from start to finish.

I love to feel the cool, fresh, damp earth on grown vegetables.….but most of you already know that. my feet. I can’t explain it! Some of you will know what I Kind of like life…..the easy stuff is there, and it will feed am talking about and some of you (like my daddy) will you, but it isn’t the best there is. It is only when you get a think I am crazy! Which I am….I don’t deny that, but that little dirty and put in the work, do you get the best there is beside the point! I’ve done it for YEARS! is…..the best that life has to offer. As an added bonus, you get to sit back and smile, and say, “Yeah, I grew that.”

In recent years, Oklahoma’s adoption of medical marijuana use has made this a controversial and difficult issue for tribes to maintain and support a platform that is outlawed within federal land and tribal jurisdiction. There are several tribes in Oklahoma that advocate and

recreational use will make a positive or negative effect on our tribes? We do not know, but what we do know is it has made an extraordinary impact and a financial advancement for our state.

I feel cannabis will bring positive change and a better learning environment for our Native American people. When I visited the Paiute Tribal cannabis businesses in Las Vegas, Nevada, I discovered nothing but good things happening with their industry for their nation and their state. The tribe has bought two casinos/hotels off the famous Vegas Strip since the booming of their cannabis industry. They bought the Palms Casino Resort which will be opening later this month and are part owner of MGM, who also own 7 other casino resorts. The casinos in Vegas are not all owned by the tribe, but there are some that are built on tribal lands.

There are concerns for the adult and juvenile tribal members who are affected by substance abuse. This makes it challenging for tribal leaders to navigate policy change on the cannabis industry because in the past there were activities of gangs and organized crime. The United States Justice Department, who makes the decisions on the regulation of cannabis on Federal lands, feels it will cause chaos in the tribal community. DOJ is committed to dealing with tribes on a government-to government, special trust relationship to serve and protect sovereign Tribal Nations and people. It kind of sounds contradicting, but that’s just how it goes when dealing with the government.

Change has to start with the tribe. Then it is presented and approved by the 30 United State attorneys from districts within Indian Country. These districts organized a subcommittee called the Native American Issues Subcommittee (NAIS). The NAIS focuses exclusively on Indian Country issues, both criminal and civil, and is responsible for making policy recommendations to the Attorney General regarding public safety and legal issues.

Maybe this is not the time for tribes to make this a priority, but I do think they should start talking about the taboo market industry of cannabis in Indian Country and how it will be beneficial. Native American people have always been the “people of peace,” and I have high hopes in our tribal leaders and government to broaden our horizons and search for new economic stability within the cannabis industry.

Oklahomans suffering from a range of medical conditions can now legally own, buy, grow, and consume medical marijuana products when prescribed by a licensed Oklahoma Medical Marijuana Authority (OMMA) medical practitioner.

Sounds easy? It should be, but many doctors in Oklahoma are still reluctant to prescribe medical marijuana for a variety of reasons.

In September 2018, three months after Oklahoma voters passed the use of medical marijuana, a total of 38 statewide physicians were licensed to prescribe medical marijuana, according to an article in the Tulsa World. Today the OMMA, Oklahoma’s medical marijuana licensing body, lists more than 250 Oklahoma physicians who can legally prescribe medical marijuana to their patients.

However, most Oklahomans are not able to speak to their personal physician about medical options that include medical marijuana products as a treatment.

This is mainly because federal laws label marijuana as a Schedule I narcotic”, and no medical uses are currently accepted for treatment in the United States under the U.S. Drug Enforcement Agency.

Physicians face federal fines, arrests, and loss of their licenses.

OKLAHOMA’S MEDICAL MARIJUANA

Most doctors find themselves stuck in the middle. They prefer to stay away from marijuana rather than risk their practice and their patients’ health.

Congress continues to oppose legislation that would legalize medical marijuana and has not enabled adequate research on medical marijuana in decades, according to the Congressional Research Service. Federal research on marijuana for medical purposes is progressing slowly. But doctors continue to be reluctant to prescribe medical marijuana until further research is completed.

But on a good note, the current 117th Congress is moving forward with the federal legalization of medicinal and recreational marijuana. Last month, the United States House of Representatives narrowly passed the Marijuana Opportunity Reinvestment and Expungement (MORE) Act.

LAWS, LICENSES, AND DOCTOR’S DILEMMAS

The MORE Act essentially removes marijuana from the DEA Schedule I list and removes any criminal penalties for people who manufacture, distribute, or possess marijuana. This gives the state laws more control over their own marijuana laws.

The next step for the MORE Act, or a similar version of the legislation, will have to be adopted by the U.S. Senate. Thirty-seven states and the District of Columbia currently allow the use of medical marijuana products. According to the National Conference of State Legislators, eighteen states and the District of Columbia have legalized medical marijuana and recreational marijuana.

How do you get an Oklahoma Medical Marijuana license? According to the OMMA’s website, this office oversees the medical marijuana program and receives all licensing applications related to medical marijuana, including patients, caregivers, growers, processors, dispensaries, and researchers.

For a patient to get a license you must be 18 years of age and have a signed Adult Patient Physician Recommendation Form from a licensed physician. Anyone under the age of 18 must get two physicians’ signatures and complete the Minor Patient Physician Recommendation Form. Both forms are on the OMMA’s website.

The application fee is $100 and patients who can provide proof of Medicaid (SoonerCare) or Medicare enrollment or have the status as a 100% disabled veteran pay a reduced fee of $20. These application and processing fees are non-refundable.

Oklahoma Medical Marijuana licenses are valid for two years from the date it is issued, or 60 days from the date it is issued for short-term licenses, unless the license is revoked by the physician or OMMA, and it can take up to 14 days for a license to be issued.
