Welcome to Pulaski County Public Schools and Pulaski County

Pulaski County was formed on March 30, 1839, from parts of Montgomery and Wythe counties. It was the 84th county formed in the Commonwealth. Our county is named after Count Casimir Pulaski, an exiled Polish nobleman who fought during the America Revolution as a part of George Washington’s Army. Pulaski County is found in the Blue Ridge Mountains and has a total area of 330 square miles. Ten square miles of that is covered by water.

According to the 2020 Census, Pulaski County has 35,127 residents living in 14,643 households.

The County has a plan to increase that population, known as the “40 by 30” initiative, aiming to increase the population to 40,000 by 2030. Our county is the home to the Volvo Trucks North America plant, the largest Volvo Truck plant in the world. We also host a large number of international companies.

Pulaski County Public Schools is the home of five elementary schools, one new recently consolidated middle school and one high school. Each elementary school also hosts a pre-K program. Pulaski County High School is the home of an incredible CTE/STEM program that offers our students a chance to learn a trade and prepare for life after high school. Pulaski County is also the home of the Southwest Virginia Governor’s School and New River Community College. Our high school and middle school mascot is the Cougar.

Critzer Elementary School

Critzer Elementary School, the home of the Critzer Critters, is located within the Town of Pulaski limits. Critzer has a beautiful campus that is large enough for classes to spread out and enjoy the great outdoors. Dublin Elementary School

Dublin Elementary School, home of the Shamrocks, is a neighborhood school nestled in the Dublin community with a great deal of community support.

The school recently purchased a new playground for our fourth and fifth gradestudents with money raised by the PTO, bringing the total number of playgrounds at DES to three. DES has a tightly knit school community that collaborates to enhance the student experience at school and the relationships in the building.

D.C. WYSOR OBSERVATORY

Dublin Elementary School has the unique distinction of having an observatory located on campus. The D.C. Wysor Observatory and Museum Foundation is a legacy to the New River Valley from Davidson Chariton Wysor, a native son of Pulaski County and professional geologist and amateur astronomer, who gave his treasures to the people of Pulaski County. After he built and furnished the facility, Wysor presented it to the county school system October 19, 1969. The observatory has a state-of-the-art Meade 16” LX200 Schmidt-Cassegrain telescope with a data base of nearly 65,000 objects for viewing the solar system. Images are projected from the telescope to a viewing screen located on the first floor, enabling visitors to share the wonders of the sky without climbing the spiral staircase to the dome of the observatory. The museum showcases a vast collection of rocks, minerals and fossils, along with an extensive library and other displays. It is open from 9-11 p.m. each Friday and is located directly behind DES at 600 Dunlap Road. You can call 540-643-0755 to arrange a private or group tour.

Pulaski Elementary School

Pulaski Elementary School, the home of the Panthers, is located just inside of the Town of Pulaski limits. As one of our newer schools, PES offers our staff and students a wide range of technological enhancements and an open learning environment. Our campus is situated at a convenient location with ample space for our students to move around outside in a safe environment.

Riverlawn Elementary School

Riverlawn Elementary School, the home of the Bees, is located in a community that pulls together to support each other and the school. RES was built in 2010 and has updated technology in all the classrooms.

RES has a strong and supportive school family and culture where all staff supports each other. It is rare to see vacancies at Riverlawn Elementary. This is mainly because of the family atmosphere and positive culture.

Snowville Elementary School, the home of the Huskies, is a beautiful elementary school nestled in the mountains of Pulaski County. In 2013, Snowville Elementary was a recipient of the National Blue Ribbon Award, and the standards which allowed them to win this award remain a top priority today. the faculty and staff have a wide range of expertise, and many serve on local and state educational committees. Our school also serves as a community center where annual community-wide events take place and are well attended.

Pulaski County Middle School

Pulaski County Middle School is a brand new school located off Lee Highway, centrally located between the towns of Pulaski and Dublin. A new housing development is being carved out right in our backyard. Since we are new, all classrooms are equipped with wireless Promethean Boards and all students are 1;1 with Chromebooks. We offer a rigorous academic program with high expectations. We have built in daily time for remediation and enrichment. We also focus on writing across the curriculum to help prepare students for the demands of the future.

Our school supports Fine Arts, STEM and Athletics. In our Fine Arts program we have Band, Choir, Art and Theater. For our CTE Program, we offer STEM Robotics, Family and Consumer Science, Agriscience, and Business Technology. Our Athletics Program offers baseball, softball, soccer, volleyball, wrestling, cheerleading, basketball and football. We have also recently added a Bass Fishing Team, cross country and golf. These teams and programs will all feed the high school programs and will follow the guidance of their leadership to ensure our students the best chance of success when they reach that level.

Pulaski County High School is the lone high school in our district.

COUGAR PRIDE is evident in our students and staff, and our community is supportive of our students. We are proud of our school community and their efforts to keep opportunities available for our students. STEM/CTE Programs

The CTE Center serves the students of Pulaski County by offering competency based instruction to prepare students for life after high school. Students are able to select from 21 programs base on their strengths and interests. All students participate in Career and Technical Student Organizations, which develop leadership, critical thinking, and offer students the opportunity to compete using the technical skills they learn in their CTE courses.

The CTE Center encourages students to find their passion and prepare for life after high school. There are opportunities to connect with local businesses, participate in work based learning activities, and develop soft-skills needed to be a successful student and employee. We pride ourselves on providing hands-on instruction that adapts to keep up with industry standards.

Special Education Programs Special Education Procedures

It is the policy of Pulaski County Public Schools to adhere to federal and state regulations as they have been promulgated by the United States Department of Education and the Virginia Board of Education to implement special education programs for children with disabilities. Specifically, these mandates are detailed in the Regulations Governing Special Education Programs for Children with Disabilities in Virginia. and any additional documents that the Virginia Department of Education publishes to address federal and state statutes and regulations for delivering special education and related services to children.

SEAC Local special education advisory committees (SEACs) have a long history in Virginia. Every school division is required to have a SEAC as detailed in Regulations Governing Special Education Programs for Children with Disabilities in Virginia, effective January 25, 2010.

The major purpose of SEACs is to provide an opportunity for parents and other school board appointees to have a voice in the way school divisions provide services to students with disabilities.

What is the Local Special Education Advisory Committee?

The Local Special Education Advisory Committee is appointed by the school board. Moreover, the committee advises the school board through the division superintendent concerning special education services.

Who comprises membership on the committee?

The majority of the committee shall be parents of children with disabilities or individuals with disabilities. The committee shall include one teacher. Additionally, local school division personnel shall serve as consultants to the committee.

What are the functions of the committee?

The committee a) advises the local school division of needs in the education of children with disabilities; b) participates in the development of priorities and strategies for meeting the needs of children with disabilities; c) submits reports/recommendations; d) assists in the local school division in interpreting plans to the community for meeting the special needs of children; e) reviews policies and procedures for the provision of special education prior to submission to the local school board; and f) participates in the review of the local school division’s annual plan.

When are the meetings and who can attend?

The meetings are held at least 4 times a year. These meetings are open to the public.

Homebound Services

The Virginia Department of Education (2011) identifies homebound instruction as a service that “…shall be made available to students who are confined at home or in a health care facility for periods that would prevent normal school attendance based upon certification of need by a licensed physician or licensed clinical psychologist. For students eligible for special education or related services, the Individualized Education Program committee must revise the IEP, as appropriate, to direct off-site instruction.”

Students approved for homebound instruction work with a licensed teacher in their home for a set number of hours per week. The homebound teacher works with the classroom teacher to provide essential instruction in the core subjects to each student. A limited number of courses are provided to high school students on homebound instruction. To find out more information, please contact the Office of Special Education at 540-994-2544.

Child Find

What is Child Find?

In accordance with Regulations Governing Special Education Programs for Children with Disabilities in Virginia (2010), each local school division shall maintain an active and continuing child find program designed to identify, locate, and evaluate those children residing in the jurisdiction who are birth to age 21, inclusive, who are in need of special education and related services (34 FR 300.102 and 34 300.111). Children with disabilities may be classified as having: Autism, a Developmental Delay, a Hearing Impairment, Deaf/Blind, a Speech or Language Impairment, an Intellectual Disability, an Emotional Disability, a Specific Learning Disability, an Orthopedic Impairment, a Visual Impairment, an Other Health Impairment, and a Traumatic Brain Injury.

Pulaski County Public Schools have many programs available to meet the individual and varied needs of students with disabilities.

How is it Determined that a Child May Need Special Education?

Before a student can receive special education services, a comprehensive evaluation must be conducted.

Whenever a child is having a school-related problem, and prior to any individual testing, the parent is notified and written permission is obtained.

Information from the comprehensive evaluation is discussed at a special meeting with the school staff and the child’s parents to determine if the child has a disabling condition that adversely affects educational performance and requires specialized instruction.

Hearing and Visually Impaired Students

The Code of Virginia (section 22.1-217.01) requires school boards to provide information to parents of those students who are identified as hearing impaired or visually impaired. guidance documents and other resources are available at the Virginia Department of Education’s (VDOE) website. Requesting a Sign Language Interpreter

The following procedure is used to request a sign language interpreter as an accommodation for a Pulaski County Public Schools sponsored event. Please note that a sign language interpreter may be requested by faculty, staff, students, families, and members of the public. This is to ensure that programs, services, and activities are accessible to individuals with disabilities.

Please contact the school administrator and provide date and time of event, location of event, type of event, and duration of event. Please provide your name, e-mail, and other contact information. Upon receipt of this information, sign language services will be scheduled and confirmed. Sign language services are provided at no charge. Please provide at least a 1-week notice to ensure availability and allow for adequate preparation.

Pulaski County is also the home of the Southwest Virginia Governor’s School, serves to provide excellent education to gifted students. Many students from surrounding counties travel each week to attend classes at this school.

Preschool in Pulaski County

Overview

Pulaski County Schools operate nine preschool programs for three- or four-year-olds. The application process for each school year will begin in February and continue until the end of March. The initial screening and review are expected to take place once the pre-application period is over and will be concluded at the end of April. You can come by any elementary school office and pick up an application or call and ask that an application be sent to you.

We will also have information and applications for preschool at each elementary school’s kindergarten registration.

Submitting an application does not necessarily mean acceptance into a program. Applicants must meet eligibility criteria. Eligibility is determined by a point system that considers income level, health issues, family circumstances, and developmental needs. We usually have more applications than spaces, so it is important that you get an application in early. The application is available online and in all elementary schools.

- Full-day program based on the district school calendar - Monday through Friday - School bus transportation provided - Certified teacher and paraprofessional in each classroom - No fee or tuition - Family participation is required The Virginia Preschool Initiative, (VPI) began in 1994 as a part of a program to improve educational achievement. This initiative serves at-risk three and four-year-olds who are not served by the federal program Head Start. The purpose of the program is to reduce the disparities among young children upon formal school entry and to reduce or eliminate those risk factors that may lead to early academic failure. Students must be three or four years old by September 30 of each school year, in order to be eligible for the program.

VPI classrooms are located in each of the five elementary schools in Pulaski County.

Curriculum

Each VPI classroom serves no more than 20 three- or four-year-olds with one teacher and one highly qualified para-educator providing a staff/child ratio of 10:1. Classes meet on all school days classes are in session.

The Virginia Preschool Initiative emphasizes collaboration among the home, school, and community to provide a quality program that fosters the development of the whole child. A safe, nurturingenvironment is provided at each location which promotes active exploration, curiosity, and an excitement for learning.

The instructional environment includes a high-quality oral language environment and a high-quality print-rich environment. Children engage in meaningful, fun activities that help them build their awareness of the sounds of language.

Children discuss the sounds that letters make, sound out words, and play games with letters and words. By listening to frequent re-readings of appropriate-level literature, children quickly learn the words and story.

Through songs and poems, they are also exposed to the sounds and patterns of language. Children have many opportunities to listen to books being read aloud, and then to work with the book by retelling the story, and discussing the story in rich, language-based activities related to the story. To ensure continuity and coordination with formal school instruction in the public schools, the Pre-K PALS is given to the children in the fall, mid-year, and spring.

According to Realtor.com, Pulaski County offers buyers more bang for their buck when it comes to buying or renting a home. March 16, 2022, showed 54 homes for sale with an average cost of $185,000. In nearby Radford, 66 homes listed for an average of $249,000. Floyd County had 60 homes for sale at an average of $389,000.

Montgomery County had 1,089 homes for sale with an average cost of $252,000.

Wythe County listed 95 homes with an average cost of $191,000. Carroll County showed 395 homes at an average cost of $223,000. Homes in Salem listed at $255,000.

Roanoke listed at $230,000.

Outdoor recreation opportunities

Pulaski County is located in the Blue Ridge Mountains and is surrounded by nature and outdoor activity opportunities. Our lakes and rivers offer fishing for a wide variety of species or the chance to kayak, paddle board or just to enjoy a day in the sun. Our hiking trails stretch across the region and our bike trails have grown as well. There are four golf courses located in Pulaski County, as well as a growing number of parks with activities for all ages. Randolph Park, located in Dublin, offers a large pool and waterpark area, a disk golf course, walking trails, sports fields for baseball, softball, football and soccer, as well as picnic shelters that can be reserved for special occasions. Pulaski County is a nature lovers paradise, but also offers a close proximity to other nearby attractions. Outdoor enthusiasts can use their own gear, but there are also local businesses that rent boats, tubes, kayaks and paddle boards at reasonable prices for daily use.

Lakes, rivers, walking and biking trails, camping and water sports such as swimming, kayaking, water skiing, paddleboarding and fishing will keep you outside. Take a float down the New River or try to catch the big one. Pulaski County is a great outdoor destination.

The New River

Flowing 320 miles through North Carolina, Virginia, and West Virginia, the New River is a true recreation destination for all outdoor lovers. The river was dammed to form Claytor Lake by the spring of 1940. It is one of the oldest rivers in the world, flows south to north, and is a tremendous smallmouth bass fishery.

Randolph Park

Randolph Park, centrally located for Pulaski County in Dublin, offers a wide variety of activities. A large water park with a water slide is located here, along with fields for baseball, softball, soccer and football. There are walking trails, a paved track, disk golf and pavilions and picnic areas available. Get outside and play!

Pulaski County Recreation League

Pulaski County is the home of a very active Parks and Recreation Department that offers sports and activities year round. In the Fall, young athletes can enjoy flag football, football, cheer, soccer, baseball and softball. In the Winter, they can enjoy basketball and volleyball. In the spring, they can enjoy soccer, baseball, softball, wrestling, and beginning in 2022, a rec league track and field program will be offered as well. The department also offers adult league basketball and church league softball. Each summer the department hosts a summer camp at Randolph Park.

Pulaski County offers many unique shopping experiences. From the Draper Merc to Poor-Boy’s Produce and Plants, Emmanuel Christian Bookstore and BossLady Boutique, to John’s Stuff and TA’s Produce ... shoppers will find a wide variety of hand crafted or home grown products they will enjoy. Shops like Tactical Precision and Shooting, Amazing Grace Boutique and Cafe, Iron Heart Winery and many others compliment the many national chain stores located in and around Pulaski County.

Dining/Entertainment

55 No matter what you’re craving, Pulaski County has something to satisfy your hunger for great food and entertainment. A wide variety of restaurants offer any type of food you could want. A list of a few of those will be included on below. If you crave entertainment, Pulaski County is the place for you. Many of the local restaurants offer live music, but it doesn’t end there. There are annual music and food festivals, a weekly farmer’s market at our train station with food and music, and a wide range of fine arts await you in our hometown. The historic Pulaski Theatre regularly hosts plays and concerts, as well as movies. Across the street is the New River Valley Fine Arts Center, featuring some of the many local and regional artists. Our historic courthouse has one museum, but can also visit the Raymond F. Ratcliff Memorial Transportation Museum and Wilderness Road Museum in Newbern. A trip to historic Calfee Park will give you a chance to watch our Appalachian League team in action every summer.

You can also enjoy the New River Valley Fair, several large flea markets, the Newbern Fall Festival and the Lord’s Acre Sale each year, to name just a few of the local events and festivals that take place each year here in Pulaski County.

Nearby locations and attractions

Pulaski County is in no way a “big city” and that’s one thing many people love about it. Another reason many people love living here is that while we may not have a lot of the big city amenities, we are close enough to them that we can get there relatively quickly, but withouthaving to deal with them on a daily basis. Traffic is a little slower, as well as the pace of life. You can be in Myrtle Beach in five hours. You can get to Lane Stadium for a Virginia Tech football game in around 20 minutes.

Roanoke is less than an hour away. Gatlinburg is around three hours out. Nashville is about a six hour drive. The Magic Kingdom in Orlando is around nine hours away by car. We can enjoy all of those things, when we want to, without the traffic and other things that come from having them right in your back yard. With Interstate-81 running directly though our hometown, the New River Valley Airport in Dublin, Route 100 and Route 11, and railway assets all around, our Pulaski County is ideally located and offers plenty of options for travel and vacations.

Health Care Options

Pulaski County has two major hospital networks located in or near the county. LewisGale Hosptial Pulaski is located in Pulaski. Carilion New River Valley Medical Center is located in Radford. Each of these hospitals are linked to a network of providers that cover everything from child birth to cancer.

Pulaski County also has a Free Clinic and multiple smaller clinics to serve all of your health care needs.

They treat more than 30,000 cases per year in our Level III Trauma Center. Our OB/GYN and midwifery program delivers nearly 1,200 babies per year at The Birthplace. Outpatient procedures include annual screenings and complex diagnostics, as well as, support for rehabilitation and therapy programs. Carilion Clinic Saint Albans Hospital is located on our campus.

Pulaski County is fortunate to have a wide variety of dental and optical providers in and around Pulaski County to choose from. Services available include normal oral examinations, cleanings, extractions, x-rays, fillings, crowns, bridges, braces, and dentures or partial dentures, among others.

Pulaski County is also the home to several Optometrists and Ophthamologists. Regular appointments and emergency optical care are both readily available.

Pulaski County is located in the middle of several major transportation hubs. With railroad traffic passing through hourly, it was only a matter of time before passenger rail service was reintroduced in Roanoke, offering passage to many key destinations including Northern Virginia, New York, Florida, and other locations. An additional rail stop is now being planned even closer to Pulaski County in the near future. Pulaski County is criss crossed by Interstate-81, Route 100, Route 99, and is near the intersection of Interstate-77. The New River Valley Regional Airport also callsPulaski County its home.

These offices work with our local government and schools to ensure a safe learning environment for our schools.
