Message From The Chairman. . .

I could not be more honored or humbled to have the privilege of serving as Chairman of the La Porte – Bayshore Chamber of Commerce Board of Directors for 2021. Though the Chamber has a long history of noteworthy achievements in our community dating back nearly 100 years (established in 1923), I believe that this year has been pivotal time for the Chamber as it continues to navigate the challenges of a global pandemic and refocuses to meet the needs of our diverse and growing business community.

I look forward to supporting the Chamber’s efforts to ensure our organization continues to serve as a leader, collaborator, and community builder within our region.

Garret Berg We are extremely fortunate to have so many businesses 2021 Chairman of the Board and organizations doing amazing work in our community, and our Chamber desires to partner with and support those who are already working to make our community stronger and a more vibrant place. We look forward to serving as a leader and collaborating with those entities, as well as with our local government and schools, to ensure that the entirety of our businesses, industries and community partners have every opportunity to succeed.

We are also extremely blessed to have a tremendously talented, experienced and engaged Board of Directors who share the vision and desire we have set forth above. I want to use this opportunity to express my sincere appreciation to the many volunteers and Directors who have given their time, talent, and treasure to make the Chamber such a great organization. Additionally, I want to personally thank Jeff and Megan, who work tirelessly to ensure our Chamber’s success.

It is inspiring to see their passion for this community, and I cannot thank them enough for all they do for our Chamber and the La Porte – Bayshore area.

Looking ahead to 2022, my time as Chairman will conclude and our Chairman - Elect, Nelson Rodriguez, will serve as the new Chairman where I know he will do an outstanding job leading the Board of Directors in support of our Chamber’s mission.

As Derek Meadows, a former Chairman of the Board, stated so well “The La Porte – Bayshore area has much to offer in terms of a pro-business climate, exemplary education, local government services, faith and community organizations, housing, business space, recreational opportunities, community events, and more!”, and I could not agree more. The City Of La Porte. . .

A Proud History And A Bright Future. . .

La Porte, Texas is known for its beloved small town feel filled with thriving businesses and a surrounding metropolis. We became the great city we are today through visionary leadership from previous and current City Councils and Mayors, execution of plans from City staff, and engaged residents. From our inception, this city has been blessed with visionary leaders.

From the Beginning: From the beginning many giants of early Texas Fell in love with the area.

In 1846, John Beazley became one of La Porte’s first recorded families when he purchased 9 square miles in the area. Years later he sold 600 acres to the Nebraska Syndicate for $8.00 an acre. The Nebraska Syndicate acquired another 800 acres from Allien, began to layout the town, and started a national campaign promoting La Porte. The results of the campaign culminated on New Year’s Day in 1892 when lots were sold from the steps of the County Courthouse for $25 each to people from all over the union.

On August 10, 1892 the City was officially incorporated and J.H. York was designated as the first Mayor. The City’s founders had a vision for the City including the following four objectives: 1) the establishment of a great commercial center and leading harbor on the coast of Texas, 2) the establishment of a natural summer and winter resort area, 3) the building of a manufacturing center for the Southwest, and 4) the establishment of an education center Continued on Page 7

Once the hottest weekend stop, this gem of a museum showcases all of La Porte’s 125 years.

Sylvan Beach: The visionary founders of La Porte recognized the beauty of the bay and invested in it immediately, setting aside 22 acres of land for the famous Sylvan Beach Park. Community gatherings began in 1893 for the Fourth of July celebration and continues today! In 1900, Sylvan Beach Park received the first of many entrance gates and Sylvan Beach Pavilion was built. Known for big bands and dance parties, the pavilion welcomed thousands of visitors and many of the greatest bands of the era. Today, Sylvan Beach still welcomes thousands of visitors for events, family picnics, fish-

The City Of La Porte. . . ing, and more. Don’t forget, it is home to some great fishing on the pier, and two beaches for summer swims.

San Jacinto Monument: Every Texan knows, on April 21, 1836, Texas won its independence from Mexico in the Battle of San Jacinto. Did you know that the San Jacinto Battleground is located in La Porte – just five miles from downtown? The San Jacinto Monument stands on the battlegrounds and is the world’s tallest war monument – everything is bigger in Texas! Today you can take the elevator 480 feet to the top of the San Jacinto Monument and stand beneath the 220-ton Lone Star of Texas and witness what its heroes created. In the San Jacinto Museum of History, immerse yourself in all that makes the Lone Star state great. And while the famed Battleship Texas has been moved to dry dock for extensive repairs before going to a new home, there are still plenty of activities at the Monument Park to lure visitors.

129 Years Old: Just a short four years ago the City Of La Porte celebrated 125 years is style! Showcasing some of our favorite venues: Sylvan Beach, San Jacinto Monument, Five Points Plaza, La Porte Municipal Airport, and Lomax Arena.

La Porte is known for its history of music events, whether it’s big bands performing at Sylvan Beach Pavilion or concerts at the Sylvan Beach Festival, concerts at La Porte events were a must!

Beach, Cody Johnson at San Jacinto Monument, the Mambo Jazz Kings at Sylvan Beach Pavilion, and the Bayou City Brass Band at Mardi Gras.

La Porte also has a proud tradition of parades that continue today, including: Sylvan Beach Festival Parade, Fourth of July Parade, and Juneteenth Parade.

In more recent years, La Porte has become known for some great races: Sylvan Beach Triathlon and La Porte By the Bay Half Marathon. Continuing this tradition, La Porte included a Family 5K Fun Run at our 125th celebration a few years ago.

We are known for having a sold out crowd at the Lomax Arena for our Kid’s Rodeo featuring Mutton Busting, Calf Scramble, Pony Rides, Petting Zoo, and more. In fact, our residents loved this event so much, we have continued to plan it every year thereafter.

Community Events: With a commitment to community values and quality of life, La Porte is home to several family friendly events throughout the year. From Main Street Trade Days on the 1st Saturday of the Month to Mardi Gras in February, and Christmas on Main in December, there are several opportunities to grab your family and friends and enjoy downtown La Porte and Five Points Plaza.

Other annual festivals include Summer Party on Main, Family Fright Night, Father Daughter Dance, and Breakfast with Santa.

The City Of La Porte Parks and Recreation. . .

The La Porte Parks and Recreation Department is working hard to make your hometown a fun and exciting place to live.

One of the ways in which the city provides a little joy to your neighborhood is by providing twenty-three parks throughout the community. Essentially, there is a park within walking distance of every home, which means sunny afternoon picnics, kite flying, or a relaxing afternoon of outdoor reading are just a short walk away. All of the city playgrounds are updated regularly and inspected monthly by certified playground inspectors to ensure safe and enjoyable places for your little ones to climb, play, slide, and swing.

In addition to the multitude of parks, La Porte Parks and Recreation maintains and staffs four public pools in operation during the scorching summer months where you and your family can splash into little cool down time. For some additional fun in the sun, there are three strategically placed splash parks.

The main artery of the system winds its way parallel to Fairmont Parkway from Pasadena all the way to the bay. The paved path is ideal for cyclists looking for a long weekend ride.

At the eastern end is Little Cedar Bayou Park, where runners can take a rest beneath the shady trees, while watching their furry little training partner play at the dog park.

From the Little Cedar Bayou Dog Park, the trail splits into two separate personalities: one, continue along the paved well-manicured path, or two, step off-road for a little rugged

retreat. Option two leads hikers down a dirt trace away from the park as it twists beside the bayou toward the open bay.

The densely wooded surroundings swallow up the sounds of the city and with every step, stress and deadlines dissolve into distant memories. The way ends with two unique birdwatching platforms (the first is pictured to the left), where the sweeping views of the bay are just what the doctor ordered. The Summer Party on Main is just one of the numerous occasions hosted throughout the year. Check back on page 9 for a complete list of monthly activities.

Updates coming in 2022 include an upgrade to the Five Points Plaza Park, including a covered, open-air outdoor pavillion; a new dog park in Fairmont Park, a SplashPark at Fairmont West, Pecan Park parking expansion and field reconstruction; and a new playground at Spenwick Park. Also, there will be a new, fully-inclusive playground at Northwest Park and a butterfly-themed playground at Fairmont Park West. Also, renovations are set at the San Jacinto Pool and Splash Pad, which will be open for the summer of 2022 season.

The La Porte-Bayshore Chamber: Proud History Of Leadership. . .

The La Porte Chamber of Commerce was formed in 1922 at a meeting at Dudley’s Café at Sylvan Beach Park. The organization was incorporated and chartered in March, 1923 by E.A. Johnson, H.B. Harrison, and A.T. Seaman.

Dues were $5 per member in the early years. A credit bureau was a part of the organization from 1923 until 1971.

In 1972, the Chamber changed its name to La Porte-Bayshore Chamber of Commerce to include the cities of La Porte, Morgan’s Point, Shoreacres, and Lomax. Lomax no longer exists as a separate city as it was annexed by the City of La Porte in April 1980.

The Chamber bylaws call for a board of directors which consists of 21 members, each elected to a three-year term. There are 7 retiring directors and 7 new directors each year. Officers are elected from the board members and include chairman of the board, chairman of the board-elect, and 5 vice-presidents. In addition, the Mayors of La Porte, Morgan’s Point, and Shoreacres are all ex-officio members of the board, as is the immediate past chairman.

The Chamber employs three professional staff members to serve the membership and the public: president, administrative assistant, and a part-time secretary/ receptionist.

Currently, standing committees and various task force groups are divided among 6 teams. The Chamber is fortunate to have a vast body of volunteers dedicated to the success of the many events and activities that they undertake.

The City Of Morgan’s Point. . .

The City’s 52-acre wetland and prairie restoration project known, as the Colonel James Morgan New Washington Prairie is complete and open to visitors. Entrance to the project the project is approximately one half mile to the east of 1415 E. Main Street.

Planning for the Grimes Park renovation project continue.

Improvements to the park will include a covered pavilion, bathrooms, trails, playground areas for different ages, elements showcasing Morgan’s Point’s contribution to Texas history, improved drainage, landscaping, fixed furniture, and signage. Construction of the project is expected to begin in early summer 2022.

For more than ten years, Morgan’s Point has discussed the need to make improvements that will buffer the east side of the City from operations related to the Port of Houston and improve roadway infrastructure. Design and specifications are being finalized that will allow for the following: • Construct a wall to reduce visual and sound impacts related to truck traffic and operations at the Port of Houston • Improve circulation of existing roadways • Remove and replace existing asphalt roadway with concrete • Remove existing asphalt drive approaches and replace them with concrete • Construct new sidewalk along the westside of Maple, Oak, and Jamison Streets and on the North side of South C Street to match existing sidewalk on Vinsonia Street and Bayridge Road Construction of “Eastside Renewal Project” is expected to begin in January 2022.

As many cities struggle to keep up with infrastructure needs, Morgan’s Point has been able to adequately plan its future infrastructure needs. Ten years ago, the entire water and wastewater distribution system was upgraded when new water storage facilities were constructed and all new water and wastewater lines were replaced. Construction of an additional wastewater treatment tank that will accommodate future growth and provide redundant treatment will begin later this fall. The existing wastewater treatment tank which is more than 30 years old will undergo a complete overhaul as soon as the new wastewater treatment tank is complete.

The City Of Shoreacres And HYC. . .

The City of Shoreacres continues to see new home construction, and numerous renovations, throughout the community of late. The city also continues to see multiple infrastructure upgrades as it strives to provide an excellent place for its residents to live, work and play.

Shoreacres is well known as a sanctuary from the hustle of today’s life, and two “retreats” are of special note: the city is a bird sanctuary, and home to the Houston Yacht Club.

The Shoreacres Civic Association helps maintain the flora and landscaping of the wooded environment of the city, and organizes a number of fun events including an annual Easter Egg Hunt and Halloween festivities.

Also, the Shoreacres Recreation Association oversees the management of the lighted fishing pier on Miramar on Galveston Bay. There is also a boat ramp at the pier, and all add to the leisure conveniences of city residents. The La Porte Independent School District. . .

“Great things happen here!” is La Porte ISD’s theme for the 202122 school year, reflecting the can-do spirit of the district’s students, teachers, administrators and support staff who are committed to excellence in all pursuits. Despite the challenges that the COVID-19 brought to school districts everywhere--and an early-school-year hurricane that interrupted instruction for two days—the momentum is building as the La Porte ISD family works together toward student success.

Superintendent Dr. Walter Jackson, who just completed his first year at the district’s helm, is optimistic about what’s in store for La Porte ISD. Understanding that COVID-19 is an issue that districts will have to consider for the foreseeable future, he and his staff are seeing enrollment numbers significantly increase as more and more students come back to school.

And that’s just where Jackson wants them to be. In fact, he and teams of teachers, principals, counselors, district administrators and Board members spent a Saturday morning in September knocking on the doors of homes of LPISD families as part of the district’s first Reach-Out Walk. They talked with parents and students who didn’t return to their campuses with the start of the 2021-22 year, encouraging them to come back to school.

“As I visit campuses each week, I get great joy by seeing the interaction that our teachers have with our students, and more importantly, I get great joy by seeing the interaction that our students have with each other,” Jackson said.

“A major concept of the American public education system rests, to some degree, on our ability to foster opportunities to develop students’ social, emotional and communication skills,” he continued.

“I believe we accomplish this in no other place better than in the public schoolhouse. We are helping students sharpen their skills, and we’re helping students to achieve the American dream that many of us have already begun to achieve.”

At every campus, exciting lessons and outstanding learning are taking place—and that makes Jackson proud.

“Our teachers are supporting and facilitating the imaginations and the work habits of our students, and students are developing their skills at being innovative and inquisitive learners,” he said.

Below are just a few of the “great things” that are happening in La Porte ISD. About Our District La Porte ISD encompasses 55 square miles of La Porte, Shoreacres, Morgan’s Point, and portions of Deer Park and Pasadena. The district has 13 campuses, including a traditional 5-A high school, two junior high schools, a sixth-grade campus, seven elementary schools, the La Porte ISD Academy of Viola DeWalt High School and the Disciplinary Alternative Education Program.

The Early Childhood Center, located at Heritage Elementary School, is in its third year of operation, serving children ages 6 weeks to 5 years. In addition to child care, the tuition-based center Continued on page 37

The La Porte Independent School District. . . offers a nurturing learning environment, including an instructional technology curriculum for children ages 3 through 5, and multisubject instruction from a certified teacher for prekindergarten 3, 4, and 5-year- olds.

Qualified high school students have the opportunity to earn a free associate degree through the Accelerated College Education (ACE) program, a partnership of La Porte ISD with San Jacinto College. Students receive free tuition and books as they complete their associate degree at the same time they earn their high school diploma. LPISD’s traditional dual enrollment classes are also offered for students who want to earn college credits while in high school, with tuition and books paid for by the district. In addition, through the career and technical education program, LPISD provide opportunities for industry certifications.

LPISD is home to two elementary campuses that have earned distinction as National Blue Ribbon Schools over the past decade.

Jennie Reid Elementary School was named a 2017 National Blue Ribbon School after being one of 26 Texas campuses nominated for the honor by the Texas Commissioner of Education. Lomax Elementary School was selected as a National Blue Ribbon School in 2011.

LPISD’s Jack Pemberton Planetarium, located at La Porte High School, is one of only 13 school planetariums in the state. The district’s original planetarium was built in 1964 and was only the second such facility for a high school in Texas; a new state-of-the-art facility was built as part of the 2014 bond program and opened in 2017. Named after the long-time La Porte High School science teacher who was the coordinator of the original planetarium, the facility provides awe-inspiring experiences for students and community members alike and was featured as one of 12 outstanding programs in Texas School Business magazine’s annual Bragging Rights issue in 2017.

Academic Honors Many La Porte ISD students have excelled in their academic pursuits. Highlights include Lily Nguyen and Elian Torres being named valedictorian and salutatorian, respectively, of the La Porte High School Class of 2021; Twenty-seven La Porte ISD students or recent graduates earned 2021 honors from the College Board for academic achievement in the Advanced Placement (AP) program; seventeen students or recent graduates were named AP Scholars for receiving scores of 3 or higher on three or more AP exams; Anthony Sommer, a 2021 graduate, was also named a National Merit Semifinalist.

Athletic Achievements La Porte ISD has first-class athletic facilities throughout the district, with Bulldog Centre being the premier location for not only basketball and volleyball, but also for large fine arts performances, banquets and special programs. Student athletes earn recognition in a wide variety of athletic endeavors, including baseball, basketball,

cheer, cross country, dance, football, golf, power lifting, soccer, softball, swimming, tennis, track and field, volleyball and water polo.

Education Foundation Since its inception in 1993, the La Porte Education Foundation has donated more than $2.4 million to La Porte ISD schools through its classroom grants program.

During the 2020-21 school year, the foundation awarded $127,471 for 105 classroom grants and three special projects.

While the 2020 Breakfast with the Stars spotlighting Teachers of the Year and grant recipients had to be conducted virtually due to the pandemic, widespread community support helped to make the August 2021 in-person breakfast successful. Brandon Walker, KPRC’s Emmy and Edward R. Murrow award-winning journalist, served as master of ceremonies for the event.

The foundation’s annual Dollar Patrol, during which teachers and campus administrators are surprised with their grant awards, is planned for November 2021.

The La Porte-Bayshore Chamber of Commerce is a dynamic and diverse organization that leads the promotion of business, economic development and support of the La Porte-Bayshore community.

Its goals and objectives are to: Enhance Communications with Membership; Increase Membership Involvement; Promote the Community/Shop La Porte; Maintain a Coordinated Economic Development Strategy; Market and Promote the Chamber and its members; Communicate the Value of Local Businesses to the Community; and Active Communication with Local Governments.

Jeff Martin is the President of the La Porte-Bayshore Chamber of Commerce. Jeff is a lifelong resident of La Porte and majority owner of Martin Recruitment Solutions. Jeff is a former Chamber Chairman of the Board, a Volunteer of the Year and a past recipient of our Business of the Year award.

Jeff and his wife Cindy have been married for eight years and have two children (Benjamin and Jonah). He is a graduate of Texas A&M University and holds a bachelor in Business Management degree. Jeff has a passion for community involvement and is honored to serve an active role in the local community. Over the years he has held leadership positions in the La Porte Masonic Lodge and the Big Brothers Big Sisters of Houston Organization. He also serves on a Supervisory Committee for Beacon Federal Credit Union and as an executive board member for the La Porte Education Foundation, The La Porte Rotary Club and the Bayshore Learning Center.

Jeff is an avid supporter/believer in our Chamber of Commerce and and continues to work to identify and create new ways in which to create value for our members.

Megan Weaver, former longtime Chamber Administrative Assistant, is the Chamber Office Manager. Megan has been a very valued employee and member of our team for the past 10 years. She has always brought a positive, can-do spirit to our Chamber and she has been instrumental in working to identify and develop new ways in which to create value for our membership -- not to mention she has done a great job of keeping our President organized and on task.
