SOME INTERESTING FACTS ABOUT

DELAWARE COUNTY, IOWA • Delaware County was established in 1837, when Dubuque County was divided into a number of smaller counties. The first county seat was located in Ead’s Grove, which is in the Northeast part of Delaware Township. The county seat was then moved to the City of Delhi. And finally, on November 2, 1880, a vote was taken and the county seat was moved to Manchester.

• Manchester was originally named Burrington. However, it was called “Manchester” to avoid confusion with Burlington, Iowa. In 1858, the complication caused by a post office named “Manchester” in a community called “Burrington” was eliminated by renaming the community “Manchester” after Manchester, England.

• Delaware County has three of the best school districts in Iowa, including a parochial school system, local uniPage 4

versity and community college centers.

• Delaware County is home to the state’s oldest and largest park in Iowa - 1600 acres at Backbone State Park.

There are good trout fishing streams, swimming, camping, hiking, and many other outdoor activities for all to enjoy.

• Delaware County has five golf courses: Woods Edge Golf Course, located in Edgewood; Hart Ridge Golf Course, located one mile northwest of Manchester, just past the Quaker Mill Dam; Backbone Golf and Country Club, located near the north entrance of Backbone State Park; Lone Pine Golf & Country Club, located in Colesburg; and, Pin Oak Pub & Links, located south of Highway 20, off Exit 277.

• Delaware County has the largest whitewater park in the State of Iowa.

• Manchester, the county seat of Delaware County, is centrally located within 50 miles of Dubuque, Cedar Rapids, and Waterloo.

• The Delaware County Historical Society is housed in a newly renovated nine-building complex, formerly Lenox College (on the National Register of Historic Places). The buildings and landscaped campus contain Civil War monument/memorabilia/resources.

The Board of Supervisors is the legislative body of Delaware County and the following are some of its duties and powers: • Approves bonds of county officials; • Establishes and vacates public highways; • Levies taxes to produce revenue for county purposes; • Allows claims against the county and orders them paid; • Allows applications for Homestead, Military, and Family Farm Credit; • Fills vacancies in county offices, except members of its own body; • Canvasses the vote totals of elections; • Approves budgets of county officials; • Appoints a County Engineer to supervise the county road system; • Oversees the maintenance of the county buildings; • Appoints all members or individuals to the following county boards or positions: Conservation, Mental Health, Care Review, Veterans Affairs, Delaware County Economic Development Commission, ADA Coordinator, Eastern Iowa Tourism Regional Representatives; • Appoints individual members to the following boards: Civil Service, Compensation, Judicial Magistrate Appointing Commission, Eminent Domain Compensation Commission; and • Comprises 1/3 of the Conference Board that appoints the Assessor, approves the Assessor Office budget, and appoints members of the Board of Review and Examining Board.

ASSESSOR The Assessor has several administrative and statutory duties. The primary duty and responsibility is to make sure all real property within the assessor’s jurisdiction is assessed except where the law provides otherwise. This includes residential, commercial, industrial and agricultural classes of property.

Real property is revalued every two years. The effective date of the assessment is the first of January of the current year. The Assessor determines either a full or partial value for new construction and improvements depending upon their state of completion on January 1st.

The Assessor is concerned with value, not taxes. Taxing jurisdictions such as schools, cities and county, adopt budgets after public hearings. This determines the tax levy, which is the rate of taxation required to raise the money budgeted.

The taxes you pay are proportional to the value of your property compared to the total value of property in your taxing district.

AT TO R N E Y The responsibilities of the County Attorney are prosecuting violations of the laws of the State of Iowa, and of County Ordinances.

The County Attorney is also the legal advisor for the County of Delaware County.

The County Attorney’s duties consist of prosecution of all violations of state criminal laws and county ordinances; providing legal advice to the Board of Supervisors and county and township officers concerning county matters; representing and defending the state, county and its officers in officially related cases; recovering all monies (debts, fines, penalties, etc.) owing to the state or county; presenting all mental health commitment proceedings and all juvenile delinquency and child in need of assistance cases.

There are both full-time and part-time County Attorneys in Iowa. Roughly two-thirds of all County Attorneys are part-time and may handle private legal work in addition to their official duties.

DELAWARE COUNTY OFFICES A U D I TO R The County Auditor has a variety of functions and duties. The main functions are: • Preparing and certifying tax levies • Maintaining financial records • Payroll, Accounts Payable and Human Resources • County Budget Director • IT Director/GIS Coordinator • Clerk to the Board of Supervisors • Commissioner of Elections • Keeping Real Estate Transfer Records • Acceptance Agent for Passports The Auditor calculates tax rates for all taxing entities in the county (schools, cities, townships, etc.) and then prepares a tax list showing each taxpayer’s share of the total taxes to be collected. These figures are then certified to the County Treasurer’s Office for collection.

Financial duties of the Auditor include the preparation of the County’s budget, issuing payment for all services, materials and payroll charged to the County. The Auditor also keeps and maintains permanent financial records for the County.

As Clerk to the Board of Supervisors, the Auditor often prepares Board meeting agendas, notifies the media, attends Board meetings, keeps and records Board meeting minutes, and publishes the proceedings in the official County newspapers. Most official papers dealing with Board of Supervisors’ business are referenced and maintained by the Auditor.

As Commissioner of Elections, the Auditor is in charge of all regular and special elections in the County: federal, state, county, city, and school districts. Assurance that the voting process is conducted according to the laws is an important trust placed in the Auditor’s care. The Auditor conducts voter registration efforts in the County and maintains all official voter registration records. After an election, the Auditor certifies the results to the state or to the political subdivision involved, and issues certificates of election to the proper persons. Some election records are maintained permanently, others for a specified period of time.

The County Auditor enters and maintains records of all real estate transfers in the County. The Auditor keeps the plat maps and transfer books current, so that the public can examine the books to determine property ownership. The Auditor’s office works closely with area realtors, attorneys, property owners and other individuals who deal with real estate transactions.

The Delaware County Auditor’s Office is a passport acceptance agent for the US Department of State Federal Passport Agency.

Mental Health/Disability Services of the East Central Region (ECR) funds needed support and services of individuals with qualifying diagnosis or disabilities in an effort to provide quality of life in the least restrictive environment.

ECR is responsible for the management of the disability services within the nine-county region.

The ECR created a regional management plan designed to improve health, hope and successful outcomes for the adults in our region who have mental health and/or intellectual/developmental disabilities, including those with multi-occuring substance use issues, health issues, physical disabilities, brain injuries and other complex human service needs.

To be eligible for services you need to: • Be 18 years of age or older, or 17 years of age transitionally to adult services.

• Legal residence in one of the nine counties of the East Central Region • Diagnosis of intellectual disability, mental illness or developmental disability • Documented need for service • Income at or below 150% of Federal Poverty guidelines and resources at or below $2,000 for individual and $3,000 for family. Sliding fee scale available for outpatient mental health services.

• Must have utilized all other funding sources before requesting regional funding.

• Specific services may have additional criteria Some of the types of services funded include: • Outpatient mental health services • Inpatient mental health services • Crisis response services • Commitment costs • Support for community living • Support for employment • Recovery services • Service coordination • Jail diversion • Residential care facility To fill out an application, go to ecriowa.us and click on contact us or by filling out an application obtained from one of the MH/DS offices.

Staff is available at each office to assist with completing applications, applying for funding, determining need and services available and referral for programing.

COMMUNITY LIFE The Delaware County Community Life program seeks to provide persons with disabilities, individual services and supports which will allow them to live and work in the community in the least restrictive setting possible.

Supported Community Living offers quality services, individualized needs, skills and capabilities including unlimited opportunities, choices for individuals, highly reputable and qualified staff who are on call 24 hours a day, 7 days a week.

Services are open to individuals who have been diagnosed with intellectual disabilities, mental illness, developmental disabilities or a brain injury.

Individual needs that Community Life offers include interaction skills, social activities, problem solving, decision making, coping skills, community integration and how to develop a save a healthy environment.

We are able to assist individuals with meal planning, grocery shopping, budgeting money, housekeeping, medication management, mental and physical management, organizational skills, socialization skills, safety, cooking and respite care.

Community Life is accredited with Medicaid HCBS (Home and Community based Services) and Habilitation certified.

DELAWARE COUNTY OFFICES C O N S E RVAT I O N The purpose of county conservation boards is to acquire, develop, maintain and make available to the public: parks, museums, preserves, county forests, playground, wildlife and other conservation areas and to promote and preserve the health and general welfare of people. To encourage the orderly development and conservation of natural resources and to cultivate good citizenship by providing varied programs of public recreation.

The Delaware County Conservation Board currently manages over 2,064 acres of county-owned and leased land for outdoor recreation activities and for conservation and preservation of our natural resources.

The five-member board is appointed by the County Board of Supervisors and serves without pay. Conservation Board meetings are held on the last Wednesday of each month and are open to the public.

Conservation boards also help educate local residents about the natural world in which we live.

County conservation boards have been created in all of Iowa’s 99 counties and are governed by Chapter 350 of the Code of Iowa.

E M E R G E N CY M A N AG E M E N T/ H O M E L A N D S EC U R I T Y The Office of Emergency Management is governed by Chapter 29C State Code of Iowa and enforced by the Delaware County Emergency Management Commission consisting of Chair and Vice Chair positions selected from the commission members which consist of the Mayors or their designated representative of the corporate cities within Delaware County, a Board of Supervisor member and the Delaware County Sheriff.

Delaware County EMA is responsible for county emergency planning requirements developed by the Iowa Homeland Security and Emergency Management Division under Chapter 29C and works in cooperation with the emergency response agencies within Delaware County to develop emergency response planning, response and recovery guidance and serves as the initial contact and liaison for Iowa Homeland Security issues at the state and federal levels.

DELAWARE COUNTY OFFICES ENGINEER

G E N E R A L A S S I STA N C E

The County Engineer (Secondary Roads Department) is responsible for construction and maintenance of the Secondary Road System in Delaware County.

Engineering Duties include: design, construction, inspection and contract administration of Delaware County secondary road system; road and bridge projects; department operating budget and construction program development; department personnel administration; accounting functions; response to petitions, requests, or concerns regarding secondary roadway condition and drainage; temporary road closures, and obstructions in the right of way; conduct engineering studies including speed studies, road vacations, traffic studies and sign warrants; entrance permit review and approval; permitting of utility or other work within the county road right of way; oversize/overweight vehicle permit issuance for county roads; section corner information; and aerial photo information and bench mark information is available for public viewing, and right of way information on Delaware County roads and construction projects.

Delaware County General Assistance shall be provided to residents of this county as mandated by the Code of Iowa, Section 252.25. The purpose and policy of such provisions of relief where appropriate, is to direct the applicant in removing barriers to self-sufficiency and economic self-support to prevent, reduce, or eliminate dependency.

Delaware County General Assistance provides emergency payments to needy and poor people in need of immediate assistance or people who cannot obtain assistance from any other source. The Sheriff’s Office is responsible in enforcing state, county and city ordinances within the county. DELAWARE COUNTY OFFICES TREASURER The Treasurer is responsible for the receipt, management, disbursement, financial reporting, bonds and investment of all monies paid to the County and serves as agent for the State of Iowa Department of Transportation and Iowa Department of Revenue and Finance.

The Treasurer compiles composite reports from individual record books to general ledgers: reviews and reconciles receipts, bills, and cash received to assure accuracy of figures to prevent discrepancies and financial loss. In addition, the Treasurer categorizes, indexes, files and deposits materials, forms and monies received to assure public funds are administered properly.

The Treasurer is responsible for the proper receipt, accounting and disbursement of county funds within proper policies established by the State of Iowa, Delaware County Board of Supervisors and corporate and unincorporated taxing entities for adequate financial control.

It is the Treasurer’s duty to collect all taxes, certified by the County Auditor, which includes real estate, mobile homes, special assessments, buildings on leased land, equipment assessed as real estate, utilities and grain handlers. The County Auditor delivers tax lists of the various districts to the Treasurer at the beginning of each fiscal year. Taxes are segregated in taxing districts, and the amounts collected are apportioned to the various funds; State, Area Schools, Ag Extension, Assessor/Appraiser, County, School, corporate entities and townships.

The Real Estate Division responsibil-

ities include: collect taxes certified for all real estate, mobile homes, special assessments, utilities; process Iowa Property Tax Credit Claims for senior citizens or disabled persons; pursue collection of tax liens by ordinary lawsuit or by proceeding to the taking of the tax sale deed; prepare for publishing a newspaper notice of tax sale; conduct annual and adjourned tax sales; send notice of delinquent taxes to taxpayers with outstanding taxes as of February 1; send notice of annual tax sale no later than May 1; and process tax sale redemptions.

The Motor Vehicle Division responsibilities include: license, title, collect use tax and motor vehicle registrations in Delaware County; issue duplicate, salvage, in lieu and in transit titles; record and release security interests; issue junking certificates for vehicles that are dismantled or no longer operable; prepare reports for the Iowa Department of Transportation; process refund claim forms; issue special license plates; and work with Department of Transportation Investigators.

Property Tax Payments Property taxes may be paid in two installments. The first half is due September 1 and becomes delinquent October 1; the second half is due March 1 and becomes delinquent April 1.

Delinquent interest accrues at the rate of 1.5% per month, rounded to the nearest dollar with a minimum of a dollar.

Payments for redemption from tax sale must be paid by guaranteed funds. The rate of interest required by Iowa law to be paid in a redemption is 2% per month.

Notice of Delinquent Taxes The law requires that a notice be sent to property owners who have outstanding taxes as of February 15. The notification explains that under Iowa law, it is important for property owners to pay taxes and special assessments when they are due in order to avoid the tax sale.

Iowa law also requires that a notice of the annual tax sale shall be mailed not later than May 1 to the person in whose name the parcel subject to sale is taxed. In compliance with this law, a Delinquent Tax Statement and Tax Sale Notice is mailed in April to provide proper notice of the pending tax sale.

Delinquent taxes as of May 1 are assessed a publication fee and must be advertised for sale at the annual tax sale in June.

Tax Sale The Annual Tax Sale is held the third Monday in June at 8:00 a.m. with an adjourned sale scheduled for the third Monday of each subsequent month.

Any delinquency must be offered for sale at the Regular or Public Bidder Tax Sale.

Delinquent tax and/or special assessments advertised twice and remaining unsold for want of bidders, must be offered for sale at the annual Public Bidder Sale. Delaware County is required by Iowa law to purchase the delinquencies if there is no private sector bidder. Further, once a Certificate of Purchase at Tax Sale has been issued to the County, the Treasurer has the authority to bring an ordinary suit at law for the collection of taxes.

Each owner and each person in the possession or control of any lands shall cut, burn, or otherwise destroy, in whatever manner may be prescribed by the board of supervisors, all noxious weeds thereon as defined in this chapter at such times in each year and in such manner as shall be prescribed in the program of weed destruction order or orders made by the board of supervisors, and shall keep said lands free from such growth of any other weeds.

The nine building complex is located in Hopkinton, Delaware County, Iowa. The campus is on the National Register of Historic Places.

over for many pioneers. These individuals brought certain standards and expectations with them when they came west to settle and farm the new frontier. Among these was education for their young people. Henry A. Carter conceived the idea of Lenox College in 1854.

In 1856, the institution was incorporated and construction began. The brick used in much of the construction was manufactured in local kilns and local farmers and workers helped with the building. Classes were first held in 1859. It was one of the earliest educational institutions in the state and the first Presbyterian College in Iowa. It was located in a settlement of sturdy and noble Scots-Irish immigrants.

The college represents the importance early Iowa farmers/settlers placed upon higher education and provides a rare glimpse of a pre-Civil War college.

The first YMCA west of the Mississippi was organized at Lenox College.

A “School Boy Company” Civil War monument is located on the campus. President Lincoln requested “100 day men” in 1864. The college president and most of the male student body enlisted and left to fight in the Civil War. The names of those who didn’t return are listed on this monument - the first Civil

War monument on a college campus west of the Mississippi. The Monument and a placard explaining its history are central on the campus.

Through the years, faculty members included Thomas McBride, later president of the University of Iowa and Samuel Calvin, first State Geologist and noted educator. Dr. Mary Walker, Congressional Medal of Honor recipient, was a student.

Farm Machinery Halls were built by the Delaware County Historical Society in 1973 and 1982 adjacent to the campus. Early farm equipment used or manufactured in and around Delaware County is displayed at the museum. Exhibits are labeled and volunteers especially interested in the evolution of farming in Delaware County are available to explain the uses and tell personal stories of farming. A special exhibit concerns Hopkinton’s Lux Leghorn Pullets. The company was an early leader in genetics, developing strains of laying hens which revolutionized chicken farming in the mid-twentieth century. A hay loader representative of the one invented by a Delaware County farmer is also housed at the museum. Holbert Horse Importing Establishment of Greeley, Iowa was a major busi-

DELAWARE COUNTY HISTORICAL MUSEUM ness in the Midwest. These businesses and others are highlighted at the museum. Story boards and pictures are used to explain some exhibits.

The college buildings are on the National Register of Historic Places and the Museum Complex is part of Iowa’s Scenic Byways – Delaware Crossing.

Exhibits show a photography studio, a general store, a print shop, a drug store, a YMCA room, a depot, 4-H and FFA memorabilia and Grandma’s attic. Displays of Lenox College, jugs and pottery, toys, clothing, various wars, natural history, rocks, fossils, wildlife collections are also included. A reading room, college library, local advertising memorabilia, Historical Society souvenirs and reproductions, religious artifacts and more can be found at the Museum.

The museum is open on a regular basis from June through September or by appointment. Volunteer guides from the community are always happy to tell their favorite story or point out an especially interesting exhibit. The Museum has hosted school tours, bus tours, visitors passing

by and those with ties to the area or the college. Activities are available for young and old alike and range from pressing cider, quilting and research to contests with hoops and gliders. Some of the events that have been held on the campus include luncheons, weddings, educational presentations, antique markets, auctions, receptions, fundraising activities, worship services and tours. We have hosted “tractor-cades” and “automobile tours”. The beautiful grounds are backdrops for professional and amateur photographers.

The Museum is the work of the Delaware County Historical Society. The Society was formed in 1959 by persons wanting “to preserve the past, in the present for the future” and wanting to interpret area historical resources. One way to accomplish this was through a museum. Buildings on the former Lenox College campus were available and appropriate for the cause. With the acquisition of these buildings for the above purposes, the Society made a commitment to the preservation of the buildings and artifacts that tell stories of pioneers of the farm-

ing communities in the area. The museum complex consists of nine buildings and the beautiful grounds which surround them.

The Society is made up of diverse directors/volunteers from around the County all with the common goals and interests as set up by the founders of the organization.

Eighteen individuals make up the Board of Directors or act as Advisors. The Society has provided speakers for various area meetings, provided traveling exhibits, participated in parades, festivals and live window displays among other activities too numerous to mention. All of these individuals have donated much in time, talents and treasure to make the museum an educational and fun place to visit.

Education is a primary focus of the organization along with preservation of area history. Visitors are always welcome at the museum whether during regular hours or by appointment. Speakers, old time entertainers and special events invite people to stop by to learn as they have fun.

After that, the elected Delaware County commissioners were directed to meet and select a county seat. The first area selected was at Ead’s Grove, located in the Northeast part of Delaware Township.

Ead’s Grove was named Elizabeth, in honor of Mrs. Elizabeth Bennet, the first woman settler of the county. The residents of the county were extremely dissatisfied with this location. They obtained the permission to choose another site, and the site they chose was Delhi.

The choosing of Delhi as the county seat is rather interesting. The selecting committee wanted to locate the county seat in the geographical center of the county, but there was no timber or water in the center of the county. After visiting several locations, the committee was approaching the site of Delhi. Suddenly a deer sprang up and ran off. It was suggested that they kill the deer and stake a site at that location. This was done, and Delhi became the county seat.

Four long years passed before the county

could raise the $200 needed to purchase the land for the county seat. Finally two residents of the county offered to loan the county the $200. The county sold county orders at 50 cents on the dollar to reimburse the two residents.

In the winter of 1843-1844 a hickory log courthouse was built at Delhi. This courthouse was the first building erected in the county seat. Another courthouse was built in the early 1850s, but it soon became too

small for county business.

A new county building was erected in 1857. The cost of the two-story brick structure was $5,000. The architecture was of unique style. It was said to “resemble some battlements of the feudal ages, without possessing any of their beauty or grandeur.”

A battle over the county seat developed between Manchester and Delhi. Several elections were held over the location of the county seat. Manchester failed all of them, except the last one held on November 2, 1880.

Following this election, the citizens of Manchester quickly constructed a two-story frame courthouse, complete with a vault.

This building was a temporary structure, and a more elaborate building was constructed in 1894. The red brick building cost $36,860 to build, not including $800 for plumbing. Seven hundred county citizens bought a clock that was placed in the tower in 1895. This courthouse, the fourth for Delaware County, was dedicated on January 7, 1895. The Delaware County Courthouse was added to the National Register of Historical Places in 1981.

MILT AND JOANNE KRAMER AQUATIC CENTER

A busy day at the Milt and Joanne Kramer Aquatic Center in Manchester.

Pool rededicated in honor couple’s decades of service In the spring of 2021, the community of Manchester renamed its public swimming pool in honor of two of its most worthy citizens. The Milt and Joanne Kramer Aquatic Center is a symbol of the couple’s decades of service to the area they’ve called home since 1963. Married for more than 50 years, the Kramers are the parents of two daughters, and grandparents of seven.

The couple came to Manchester from Fayette, where Milt taught for four years, before joining the West Delaware faculty as a teacher and coach. He retired in 1997. In 1970, Milt began serving the community on the city council. Currently, he’s serving his 14th term as Manchester’s mayor. If Milt isn’t the state’s longest-serving mayor, he’s near the top of the list.

In an interview at the time of the aquatic center dedication, Tim Vick, Manchester’s city manager, described Milt as a “brick foundation” of the community.

“He is out there being the face of our community. He’s the ambassador for us,” Vick added.

were present at the ceremony to celebrate Milt and Joanne, and among them was Kerry Johnson, Milt and Joanne’s oldest daughter.

“It’s very, very special to be able to see their names up there on the front of the building, honoring them for a city that they love,” she said.

“Very well-pleased with the honor,” Milt said about the renaming.

At the dedication ceremony, those who spoke said Milt can often be found at the pool, talking with families and telling stories.

He stops by nearly every day to visit with the children and staff, and takes tremendous pride in knowing that people come here to swim from other communities in the area.

It’s no surprise that the aquatic center draws large crowds on hot days and according to Milt, as many as 12 to 15 counties are represented at the pool at those peak times.

MANCHESTER WHITE WATER PARK

In 2015, Manchester became the third town in Iowa to convert a 106 year old low-head dam into a whitewater recreation area. The combination of Manchester, Charles City, and Elkader whitewater parks makes Northeast Iowa a real destination for anyone interested in paddlesports.

The Manchester Whitewater Park consists of 6 drops at roughly 18” per drop and spans over 800 ft. in length. Reconstruction of the river began upstream of Marion Street and extended downstream toward the CN railroad bridge.

Construction of the whitewater course included:

Reconstruction of the existing Marion Street dam.

Construction of 5 additional “drop” features (6 total including existing dam location).

Development of spectator locations Shoreline restoration and beautification (improved access points, terracing, etc.).

The primary whitewater features are called “U structures”. These elements create waves or holes catering to recreational and freestyle kayakers and fishermen. Constructed using large, grouted rocks anchored into the bed and bank of the river, the structures have a gradual slope

allowing for fish passage to the large pools located downstream of each feature. Construction of the course relied heavily on the addition of large rocks and anchor systems to channel the natural flow of the river so as to create rapid moving water in channels. The primary in-stream users are whitewater enthusiasts including kayakers, canoeists, rafters, tubers, swimmers and boogie board/surfers.

Hiram Cole and his brother in law, Lawrence McNamee founded the town of Colesburg, Iowa in Section 4 of Colony Township on August 10, 1848. The current population is 439.

Colesburg is located along Highway 3 on the northeast corner of Delaware County, approximately 25 miles northeast of Manchester. We are approximately 4 miles east of Fountain Springs Park and Twin Bridges.

Local points of interest include the VeterColesburg an’s Memorial and Pride Park complete Mayor with gazebo and beautiful flower garden Rex Meyer located on Main Street. City Park sits just off Main Street to the west. This beautiful complex contains two shelters, and also softball, tennis, and sand volleyball courts.

The park shelters and parking lots provide easy access to the playground and permanent restrooms. A nine hole public golf course and municipal swimming pool sit in the southeast portion of town and provide fun for the whole family.

Delaware is located on US 4 lane and Iowa Highway 20. Delaware has a population of 197. Businesses include a convenience store open Monday thru Saturday, 5:00 a.m. until 11:00 p.m., Sunday 6:00 a.m. until 11:00 p.m. Also a lumber supplies company, and a go-cart track. The City of Delhi is located on State Highway 38, Three miles south of U.S. Highway 20 and within 50 miles of the metropolitan areas of Cedar Rapids, Waterloo and Dubuque. The Delhi motto is “One Smile Wide, Filled With Pride”. The Delhi City park features a playground, covered pavilion, grills, water and electricity for picnics and recreation. The Delhi American Legion Delhi Mayor building is located within the park.

Silver Lake Park in Delhi is located on Greg Pruessner 40 acre Silver Lake which is stocked with large mouth bass, bluegills, and catfish. Picnicking and camping are permitted in the park. The area includes playground equipment, well, shelter, fireplaces and toilets. Beautiful Lake Delhi is located within 2 miles of Delhi.

This town of over 500 people has a number of progressive businesses that provide services and opportunities for employment. These include a restaurant, bar, branch bank, agri-business with feed supply service, convenience store, farm equipment repair, welding and metal fabrication shop, lumber yard, auto repair, construction, taxidermy, greenhouse, a coffee and wine bar, a campground with 200 sites, two shovel-ready building developments, beauty shops, and numerous other businesses serving the needs of the community. The major employer in this progressive community is Stanley Black & Decker.

Council meetings are held in the Delhi City Hall, 311 Franklin Street, at 5:30 p.m. on the second Monday of each month..

Maquoketa Valley is a district of approximately 650 students in grades Junior Kindergarten through twelve with an excellent student/teacher ratio of approximately 13 to 1. Maquoketa Valley School District serves the communities of Delaware, Delhi, Earlville, and Hopkinton.

Dundee is a small community located in the northwestern corner of Delaware County. The Maquoketa River forms the border to the West and Backbone State Park is just one mile North. Children living in Dundee attend the West Delaware Community School District, which is located 11 miles Southeast of Dundee in Manchester. Traveling to Cedar Rapids, Dubuque and Waterloo from Dundee takes about an hour.

“Tiny in Size, Mighty in Pride” is the motto for Dundee. The community offers a town park with a playground, and also has a shelter with fireplace and modern rest rooms. A lighted ball diamond offers the opportunity for children to play in Little League and men to play softball. The community room located within the fire station can be rented for private gatherings by calling Marge Horstman at 563-9243017, this room has an occupancy of 35. A volunteer Fire Department and First Responders answer 911 calls with the Regional Medical Center located in Manchester. Canoe access to the Maquoketa River is located on the west side of town.

The history of Dundee begins in 1887. The first store built has been renovated to its original look. Downtown lighting is provided by new turn of the century street lamps. The old bank, hotel and telephone buildings are still standing though are now a tavern where fish fries are served on Friday nights, and are used as homes for local residents.

Businesses include a taxidermist, building material supplier, auto repair, auto sales, septic pumping and portable rest rooms, engine and transmission repair, summer farmers market and crafts stand, custom lawn ornament welding and family hair care and tanning. Sandwiches are served daily at the tavern.

West Delaware County Community School District is a pre-K-12 public school district housed in the city of Manchester and serving the communities of Dundee, Greeley, Manchester, Masonville, and Ryan.

A Catholic grade school is located in Manchester with busing provided by the public school district.

In 1852 George M. Earl came to what is now named Earlville. Earl, his wife and family settled near a heavily wooded area near a spring.

Earlville was at one time known as Nottingham (after a stockholder in the railroad). The government later changed the name because of conflict with another community by that name.

Earlville is located just off US Earlville Mayor Dan Wheeler Highway 20 in the eastern section of Delaware County with a population of nearly 900. A community center is available for rental by contacting the City Clerk.

Businesses include agricultural, auto, construction, financial and insurance services, health and beauty, manufacturing, plumbing-heating and electrical and real estate.

Recreation activities include social activities and athletic groups and a public swimming pool and a raceway southwest of Earlville.

GREELEY

Greeley is located on State Highway 38, 13 miles northeast of Manchester. Cedar Rapids, Dubuque and Waterloo are within a 65 mile radius of Greeley. Greeley was so named in 1863 by Samuel Lough in honor of Horace Greeley. The town’s claim to fame started with the Holbert Horse Importing Company, established in 1878. Holbert farms were renowned for horse selling and Greeley Mayor breeding in Europe, Canada and the US. Dave Kruse The last man to work for Holbert farms was R. M. “Bob” Brady. Bob’s sons Walt and Don became famous in their own right as horse handlers and drivers for the world famous Budweiser Clydesdale Hitch. In 1987, Anheiser-Busch honored the Brady brothers by donating a life size replica of “Pete” one of the horses Walt and Don worked with. The memorial stature stands on Front Street (Highway 38) in Greeley.

Hopkinton is located along Highway 38 between Monticello and Delhi. It is approximately 20 miles from Manchester, Dyersville and Anamosa. 40 miles from Dubuque and Cedar Rapids.

Hopkinton has been the home of the Delaware County Historical Museum Complex and is centered around the former Lenox College. The beautiful campus and buildings are listed on the National Register of Historic Places in America. The centerpiece of the campus is the Civil War Monument, dedicated November 17, 1865.

We are fortunate to have our own elementary school; Johnston Elementary, which houses the first and second graders for the Maquoketa Valley School District. Seventh through 12th grade attend high school in Delhi at Maquoketa Valley High. Manchester Public Library The Manchester Public Library was formally opened in March 1903. The libary’s real beginning, however, was in 1883 when a group of ladies met to consider establishing a public reading room. The organization was called the Manchester Reading Room Association. A constitution was adopted and the Reading Room, located on South Franklin Street, was opened for the benefit of the community.

No books could be checked out, but anyone was welcome to spend afternoons and evenings reading the available books and magazines.

In 1883, an ordinance was passed by the city council providing for the establishment of a free public library. The library began to loan books in 1884 and had a total of 326 books and 495 registered patrons.

In 1885, a brick building was erected where the city’s present City Hall stands on East Main Street, and the library was assigned to two rooms. With limited funds with which to maintain the library and buy books, many fundraising projects were undertaken, such as plays, box soPage 29

cials, and concerts.

In 1902, a donation of $10,000 was received from the Andrew Carnegie Foundation for the erection of a free public library building. An additional $3,200 was raised by public subscription. A site was chosen at 304 North Franklin Street, and in March 1903, the Carnegie Public Library was completed and formally occupied.

The total number of books at that time was 4,736 and circulation totaled 8,744 in a year.

In 1990, Friends of the Manchester Public Library was established. A new addition and remodeling was completed in 1993, bringing the library to over 10,000 square feet.

In 2017, the Manchester Public Library had over 2,700 active cardholders, 32,000 physical materials in various formats, millions of downloadable/digital materials including books, music, videos, and magazines, and an annual circulation over 95,000. Every year, thousands of residents in Delaware County walk through our doors to find information, do research, attend a program,

check out the latest bestseller, use a computer, browse a newspaper or magazine, grab a movie for the weekend, come to a community meeting, take a proctored exam, or meet up with friends. Free and open to the public, the Library truly is the place to be! The Manchester Public Library provides users with a number of wonderful services, including books, magazines and newspapers that can be loaned out for a day or several weeks. Audio and video tapes are also available on loan. The library has a children’s room with books, magazines, computers and computer games, and story hours for 3, 4 & 5 year olds.

In addition to the services mentioned above, the library has several computers available for public use, and these computers have access to the internet. There is also a Genealogical Room and a Microfilm Room for your use.

Recreation Manchester Aquatic Center is located at 200 Stearns Drive.The aquatic center features a zero-depth entry with a diving

board, drop slide, tube slide, flume slide, spray features, lily pad walk, sand playground, sand volleyball court and concession stand. It is located next to Tirrill Park.

Other recreation includes: American Red Cross - Learn to Swim Program, private swim lessons Manchester Swim Team through the Manchester Swim Team Association Beckman Baseball/Softball Complex Home field of the West Delaware Hawks varsity baseball team. Approximately 700 youth participate in the Manchester Kids League ran through the Manchester Kids League Association during June and July.

Manchester Fish Hatchery The Manchester Trout Hatchery provides all the fingerling trout for Iowa’s trout program. Water is supplied by three springs and two wells. Approximately one-half million eggs are taken and fertilized each year to provide 300,000-400,000 catchable-sized trout for Iowa’s 30,000 trout anglers. SS. PETER & PAUL CHURCH “LOVE GOD, SERVE GOD; EVERYTHING IS IN THAT.” – SAINT CLARE OF ASSISI The SS. Peter & Paul parish forms disciples of Jesus Christ to know, love, and serve God and His people in the Catholic tradition. Part of the Spires of Faith cluster of parishes – along with St. Boniface in New Vienna, St. Francis Xavier in Dyersville, St. Joseph in Earlville, and St. Paul in Worthington – the original church of SS. Peter & Paul in Petersburg was established in 1868.

A History of the Church The building of a limestone church in the northeastern center of Delaware County in 1868 marked the beginning of SS. Peter and Paul Parish. Rev. John Weikmann and a committee of eight men planned the church. The two acres of land where it is located were donated by Peter Domeyer and Joseph Miller.

With the completion of the church, Rev. Frederick Hannasch came from Lewisburg monthly to celebrate mass and the sacraments. Later the parish became a mission of New Vienna. Soon after, in 1871, it was fortunate to receive a resident pastor, Rev. Thomas Frauenhofer.

In 1874, Rev. Stephen Maasjost came as pastor and served the congregation for 24 years. He built a one-room school where John Rausch, John Taasshaller, and Mathias Knippel were among the early teachers. A three-story frame school was built in 1890 and staffed by the Dubuque Franciscan Sisters, who taught 130 students. A new rectory was built in 1895, and the former rectory was remodeled into a convent.

In 1903, plans were made by an architect from Dubuque, Martin Heer, for the present church, which can now be seen for miles around. During the early years of Rev. William Sassen’s pastorate, the general Gothic style cut stone church was built.

On October 24, 1906, SS Peter & Paul Church became the first consecrated in the Archdiocese of Dubuque. It was featured in an article written for the Iowa historical magazine, The Palimpsest, in 1985.

A consecrated church is a building solemnly set apart for the worship of God, and therefore making abandonment or alienation for secular purposes unlawful.

Perfect solidarity in the construction of the church and freedom from all debt are demanded as prerequisites to the consecration ceremony.

In attendance at the 1906 event were Archbishop John Keane, Bishop Schinner of Superior, Wisconsin, and many other priests and faithful.

Rev. Henry Loosbrock became pastor in 1916, and added the new rectory in 1917. Rev. John Friedman succeeded him, servicing from 1926 until 1932, and oversaw the building of the parish hall. From 1932 to 1948, Rev. Joseph Hageman was pastor. In 1951, Rev. Charles Steinlage became the new pastor and build the present grade school. He also helped to establish Beckman High School, which opened in 1966.

The parish celebrated its centennial in 1971. In 1987, the parishes of New Vienna and Petersburg consolidated their schools, naming it Hennessy Catholic School in honor of Archbishop John Hennessy. Kindergarten and grades one to three were housed in New Vienna with fourth to sixth grades, along with the preschool started in 1999 in the Petersburg structure. New Vienna closed in 2013 and Petersburg in 2018.

Present and Future of SS. Peter & Paul In 2021, the church completed a $2.5 million restoration project that included a new roof, tuckpointing, exterior limestone cleaning, steeple repairs, water remittance in the lower level, interior painting, stained-glass re-leading, electrical upgrades, lighting improvements, new flooring, and repairs to altars and statues.

The church supports Catholic education through its cluster schools, Xavier Elementary and Beckman Catholic, as well as its sister parish in Haiti; conducts a fish fry each spring and a festival in June; and prepares hundreds of pies each year for a fundraiser.

As to the future, SS. Peter & Paul looks to foster spiritual growth through days of reflection and retreats in the restored church, considering the mysteries of one’s faith through the statuary, painting, and stained glass.

Masonville is located on the west edge of Delaware County on county road W63. Masonville was incorporated in 1900 and has a population of 126.

Masonville is well known for its agricultural business, especially its large grain storage, fertilizer and chemical facilities. Other businesses include an auto repair and body shop, welding and fabrication, cabinet and custom furniture and a bar which has fish fries every Friday and Saturday nights.

Ryan is located on highway 13 in the southwestern part of Delaware County and has a population of nearly 400. Ryan has strong Irish ties dating back to the late 1800’s. Since it became incorporated on February 5, 1901, the City of Ryan has grown and changed through the years, seen good times and bad and has become stronger through it all.

We are famous for showing our Irish heritage by way of the shamrocks located on our water tower. Ryan is also the home of Iowa’s largest umpire statue, which is a symbol of the pride their citizens take in their City Park and ball diamond and to the many youth and adult teams who take to the field. That pride is even more visible with the improvements recently completed at the park and ball diamond. Their community came together and donated their labor, equipment, materials and personal time to provide this city with a great recreational area. Those who wanted to help in other ways donated to the fund drive for this project.

The City of Ryan is also home to a variety of businesses, some of which are a local grain cooperative, convenience store, meat locker, bank and insurance agency, a hair salon, veterinary service, storage rental units and a number of automotive repair shops. As you go through their state-of-the-art sawmill you’ll see how along with the adoption of affordable technology, logs are debarked, sawn, edged into lumber, cants, and railroad ties as well as graded for quality and piled for shipping or additional processing. At this location you will also tour their mulch division where bark from the tree is ground into landscaping mulch then colorized, bagged, palletized, and shipped to small and large retailers across the Midwest. You will then tour their kiln dried lumber operation and learn how lumber is steamed, dried, graded, and sorted for customers and finish your KFP tour learning about why some logs are sold whole and shipped to customers both domestically and internationally.

For the second part of the tour, your guide will lead you just down the road to their “North” facility which houses the four other companies. Here, you will tour their custom cabinet shop, Forever Cabinets

Next you will see and learn how the Kendrick Team used their desire to eliminate waste and create quality wood products led them to the start of two additional companies in 2017, Kendrick Home and Shimlee. Kendrick Home prints designs onto wooden signs, and sells them wholesale to other retailers such as the mom-and-pop shop down the street, all the way to large retailers like Home Goods. The quality of the materials used, and way they’re built, along with the fantastic designs and quick turnaround times, has made Kendrick Home products a top competitor in the marketplace.

Customers also love that all the manufacturing and designs are done in-house using American products. Shimlee is a personalization business where you can go to the website they have created, upload your photo, and checkout. The team will then print your photograph on real wood and either ship it to you or give you the option for local pickup. The Kendrick Home and Shimlee product offerings include custom designed options and has also been diversifying into word cut-outs, tea towels, yard signs, and more. On this tour, you will see how the wood signs for Kendrick Home and Shimlee are built, printed, and shipped but one of the best things about this part of the tour is learning the “why” and the “how” behind these two new companies as well as the reasoning behind the fifth one, The Markket.

It’s not every day a small business opens up three additional ones within the same year in a small community selling different product lines, but the reasoning for doing so will surely leave an impression on you.

The final stop of your tour will be at The Markket, the Kendrick Team’s award-winning retail destination. Having won an Iowa Tourism Award in it’s first six months of business in the category of “Outstanding Retail Experience”, The Markket will offer just that. Your tour will end in The Markket’s 6,500 sq. ft. retail store which is also the showroom of their line of Forever Cabinets and a place where you can purchase the Kendrick Home and Shimlee wood products. Beyond Kendrick, Inc.’s own products, The Markket also offers a large variety of home decor, lighting, rugs, furniture, wall art, florals, gourmet food, kitchenware, clothing, and so much more. The two levels of retail space include items for everyone as they recognize the need for quality products fitting all different design styles at price points that would meet everyone’s budget. The Markket also has been host to many events including but not limited to open houses, food trucks, cooking classes, and bus tours to other multiple retailers. EDGEWOOD-COLESBURG COMMUNITY SCHOOL DISTRICT 403 West Union Street, Edgewood, IA 52042 563-928-6412 www.edge-cole.k12.ia.us The Edgewood-Colesburg Community School District is a pre-kindergarten through grade 12 public school system serving students from the communities of Edgewood and Colesburg in northern Delaware and southern Clayton counties.

The elementary school, built in 1992, is located in Colesburg serving students in K through grade 6. The Junior/Senior High School located in Edgewood serves grades 7-12. They offer a highly challenging academic curriculum with a small student-teacher ratio.

Several quality extracurricular activities in the fine arts and athletics are demonstrated by a high level of participation from our students. Supporting these extracurricular programs, we have an active athletic booster club as well as a Friends of the Arts group. The elementary school also has a parent support group. Ed-Co Partners, which promotes activities that support and speak on behalf of elementary students.

All students have immediate Internet access to enhance their learning experiences. Both the elementary and secondary centers have high quality computer labs for students.

Current enrollment is approx. 232 students in grades Preschool, Junior Kindergarten, and Kindergarten through grade 6. Over the past years, St. Mary’s has made many advances in its technology program.

AMISH COMMUNITY IN DELHI In late 2010 and early 2011, 17 families from the area of Edgewood decided to relocate. After checking four or five places, they were attracted to the community around Delhi Lake. At that time, the dam wasn’t rebuilt yet. For the most part, the Amish community was happy to see it rebuilt. Most of the Amish workers in the area work in construction, however some do farm; mostly milking goats and raising chickens. They now have two church districts and 32 families in the community. They say most people accept the Amish community very well.

Frequently asked questions: “Why do you drive horses, and why do you dress the way you do?”

Most of the Amish traditions date back to the early 1800s, and in many cases the Amish elders felt it was better to stay with the old traditions and abstain from the use of television, internet, and electricity, and try to live a more simple lifestyle.

However, the Amish people do have many shops, stores, and manufacture many things.

One of the most misunderstood questions is that some don’t think they pay taxes. However, they pay the same taxes everyone else pays.

They would like to take this opportunity to thank the people of the area for the way they have been accepted.

CAMPING IN DELAWARE COUNTY

The Delaware County Conservation Board welcomes you to enjoy and spend leisure time in scenic northeast Iowa. Utilizing the rugged beauty that nature has provided, our parks feature high limestone bluffs, sloping forest lands, winding trout streams and scenic views of the Maquoketa River Valley. You will find a tremendous variety of outdoor recreational opportunities available which makes the enjoyment of the outdoors possible for people of all ages and interests.

The Delaware County Conservation Department currently manages over 2,064 acres of county-owned and leased land for outdoor recreation activities and for conservation and preservation of our natural resources.

We have five parks with camping and twenty-five-day use parks and wildlife Delaware County Fact Book 2021/2022

areas.

All parks and natural areas remain open all yea. However, facilities are closed to vehicle traffic and allow only walk-in access during the late fall and winter season. Parks with campgrounds are usually open from midApril through mid-October.

The Nature Center, located at Baileys Ford Park, offers the visitor the opportunity to view a variety of nature and interpretive displays including the woodlands, wetlands and prairie. Each display shows a variety of animals that may live in each habitat and are native to Iowa. Come to the center to view exhibits, including reptiles, turtles, fish and others and to learn more about our natural world.

Open shelters are available for reservation/rent at Bailey’s Ford, Silver Lake, Coffins Grove and Twin Bridges recreation areas for family picnics, group

meetings, reunions and other activities.

Reservation/rent are not required for usage but recommended for weekend dates. Contact the Conservation Office at 563-927-3410 for reservations and rates.

Bailey’s Ford Park Located at 2379 Jefferson Road, Manchester, is a 170-acre park three miles southeast of Manchester. This address is also where the office and nature center for the Delaware County Conservation Department is located. Visitors to the park are invited to stop by the nature center and view the interpretative wildlife displays. Nature programs or group tours are available by appointment.

Other park facilities include stream fishing, two picnic shelters with electricity, vault toilet, ball diamond, horseshoe courts, volleyball courts and playground equipment.

Turtle Creek Park Located at 2124 267th St., Manchester, is a 200-acre park six miles southeast of Manchester on the Lake Delhi impoundment of the Maquoketa River above the Delhi Dam. There are 26 campsites with 15 sites having water and electric hookups, 9 with electric hookups and 2 primitive sites. The park also has a dump station. The rates range from $10-$17 per site per unit per night. We do not take reservations in any of the Delaware County Parks.

Other park facilities include a boat ramp, lake fishing, vault toilets and playground equipment.

Twin Bridges Park Located at 2638 Highway 3, Colesburg, is a 144-acre park five miles west of Colesburg.

There are 15 campsites with 10 sites having water and electric hookups and 5 with electric hookups. The park also has a dump station. The rates range from $10-$17 per site per unit per night.

Fountain Springs Park Located at 2511 Oak Road, Greeley, is a 240-acre primitive park of beautiful and rugged areas, encompassing over a mile of Elk Creek trout stream.

We do not take reservations in any of the Delaware County Parks.

Park facilities include trout fishing, hiking trails, vault toilets, and hunting is permitted in designated areas.

One of the many thoughts I had was that [electric vehicle] EV chargers will play a large role going forward in how people travel. Vehicles may not be confined to refueling at gas stations. Also, our customers and staff will need to utilize the chargers at some point. I initially had thought about just putting the power in the ground where needed. After some research, I thought it would be best just to have the chargers now. We installed four Level 2 chargers from ChargePoint, a national charging network that most any EV can Page 66

“It is quite the cool thing to see the EV chargers next to a hitching post. The new and the old ways of transportation come together beautifully,” he added.

The bank plans to install EV chargers in Edgewood, too.

EDUCATING THE AREA’S NEXT GENERATION OF TRADESMEN

MANCHESTER – At West Delaware High School in Manchester, students are preparing for futures that may lead to careers in medicine, law, engineering, education, the arts, public service, or finance – as well as in the important trades of construction and automotive services.

Seth Harms, an industrial arts teacher at West Delaware who teaches welding there and at Northeast Iowa Community College (NICC), has been crucial in establishing an apprenticeship program that’s producing the next generation of tradesmen in Northeast Iowa.

Harms has taught welding at West Delaware for 19 years. At night, he’s a welding instructor for Northeast Iowa Community College. Both programs operate out of a shared facility at West Delaware. A concurrent enrollment program – taking courses that fulfill both high school and college credits – has been in place for Page 68

about a decade. The tuition for the college credits is free to high school students.

Students earn college credits while still in high school. Adults can take evening courses through the Manchester Regional Education Partnership Center, a regional hub for NICC and a collaboration among the City of Manchester, NICC, and Upper Iowa University.

For years, West Delaware has worked with three local companies – Paladin Attachments, XL Specialized Trailers, and Henderson Products – to train high school students as welders. According to Harms about 100 welders go through his classes (introductory and advanced) annually.

“We have a pretty nice facility, with 13 different welding booths, and hands-on, one-on-one instruction. We’re building a foundation [of skills] even if a kid doesn’t take a job in the industry,” Harms said. “I’m excited about the support we get from the school district. Everybody’s been so helpful to make sure we operate effectively.”

HOW IT BEGAN The apprenticeship program came about after a meeting between Harms and Gov. Kim Reynolds in the fall of 2017 at an event at Henderson Products, a local company that was piloting a welding program there. After hearing about what was happening at West Delaware and its partnership with local businesses, Reynolds invited Harms to the capitol for her upcoming state of the state speech where she recognized the school’s welding program.

In early 2018, NICC, West Delaware, and the three local companies worked with Delaware County Economic Development, the Foundation for the Future of Delaware County, and Greer Sissons of the U.S. Department of Labor/Office of Apprenticeship in Iowa to make the program come to life. It was established in July 2018, when the first program hires were made.

per year in Delaware County,” Harms said.

APPLICATION PROCESS Typically, high school students enter the apprenticeship program in the fall of their junior year, and complete it during the summer of their senior year. Harms meets with the companies and, as a team, they discuss the applications. And interviews are conducted.

The training for the competency-based program takes place at the school. Students are required to satisfy a percentage of competencies determined by the U.S. Department of Labor.

Apprenticeship participants attend school in the morning and early afternoon, and go to work at 3:30 p.m. – at least 15 hours per week.

“It’s more like 25 or 30 hours,” Harms said. “And they work full-time during the summer.”

West Delaware provides about 200 hours of direct instruction (minimum) through Harms, and this doesn’t include introductory courses. Two thousand hours of on-the-job training at the company is required, too. Students fulfill the requirement working during the school year and the summer. They’re even eligible for overtime, if applicable.

“The company provides a mentor (one of their workers) when a student is hired to help them adjust, with skills, and simply to answer the kid’s questions. As the kid grows, the company finds a place where they can work independently,” Harms said.

“The companies allow students to be kids, and really want kids to enjoy their high school careers,” he added. “They accommodate students who are one- and even two-sport athletes, or those who simply want to attend a playoff football game or an event like that.”

At the end of the program, the student earns a certificate from the U.S. Department of Labor. A pretty big accomplishment, according to Harms. About 50 to 60 percent of students stay with the company that hired them for the apprenticeship. The rest go on to another company, or for more schooling, if they choose.

“The companies don’t require students to earn a diploma. It’s quality training, and a chance to learn a valuable skill,” Harms said.

“Students can decide if it’s something they want to pursue as a career, or cross it off and move on to something else.”

Students also earn between $22,000 and $25,000 a year while in school as apprentices.

“Approximately 13 students have completed the [welding apprenticeship] program,” Harms said. “We’re opening up to other school districts, too. East Buchanan and Maquoketa Valley are participating in our program.”

NICC provides a ton of support for the program at West Delaware.

And the Foundation for the Future of Delaware County has provided grants that helps Harms and the program operate at the scale they do.

“Over the last four years, they’ve donated enough money to buy 100+ spools of wire. Our other community sponsors have come through, too. Manchester Enterprises, NICC, and the apprenticeship companies have helped us with most of our tools and safety equipment, and upgrades,” Harms said. “During a normal year, we usually have two or three dozen pairs of welding gloves. Since COVID, companies stepped up and donated more than 100 pairs.”

There are no girls in the welding apprenticeship program – yet.

But Harms has a few in his high school classes.

“It’s great. In meeting with the companies, I can better align my teaching with what employers need.”

OTHER PROGRAMS West Delaware established an apprenticeship program in auto technology during the 2019-20 school year. Taught by Jason Guyer, another West Delaware industrial tech teacher, Manchester employers for the program include Boubin, Georgen Auto, and J’s Auto Inc. A pre-apprenticeship for masonry has been set up, too. Taught by Chad Sellers, who also teaches industrial tech at West Delaware, the employer is Seedorff Masonry in Strawberry Point. Students can go through this program, based on a contract delivery system.

And if the company sees progress in a student, they’ll send that individual on to a Union-based apprenticeship.

In Conclusion “It’s been quite a ride, with a few trials,” Harms concluded. “You learn from it, and that makes the excitement even better.”
