The Richland Chambers Area Progress is proud to publish our 8th edition of The Navigator. This “one-of-a-kind” magazine continues to be a popular area resource for known events that are scheduled to take place in Navarro, Freestone, Henderson, and Anderson Counties, as well as the cities of Ennis and Kerens. These calendars of events involve extensive research and our comprehensive listings include a variety of activities that are scheduled to take place from the time of The Navigator’s publication through the remainder of the calendar year, and in some cases into the following year. We ask that you always recheck to make sure that scheduled events have not changed; many 2020 events were postponed or canceled due to COVID-19. The Richland Chambers Lake area and surrounding communities offer a variety of social and cultural activities, with heavy emphasis on the arts. Several state parks are an easy drive away and most offer educational programs, camping facilities, and hiking, biking and nature trails. Those who enjoy community involvement will find many avenues through which they can volunteer. We strive to provide something for everyone in The Navigator. We include festivals, plays and productions, concerts, art exhibits,

fishing tournaments, Motorplex activities, fundraisers, parades, horse shows, rodeos, car shows, community endeavors and so much more. The lake area and surrounding communities are rich in activities for individuals, couples, families or groups of friends to do. Annual events include the Dogwood Trails, Derrick Days, a Bluebonnet Festival, the National Polka Festival, two outstanding Air Shows, the Red Brick Classic Car Show, Fairfield’s Show of Wheels, a Hot Pepper Chili Festival, the Kerens Cotton Harvest Festival and the Freestone County Fair. The third largest inland lake and the largest sailing basin within the State of Texas, Richland Chambers Reservoir encompasses 44,752 acres and boasts 330 miles of shoreline. Replenishing rainfall has kept the water level at or near full pool and Richland Chambers Lake continues to be an excellent source for fishing and recreational sports. Richland Chambers Reservoir is known for its exceptional fishing and sponsored tournaments frequently take place. The lake offers an abundance of catfish, white bass, hybrid striped bass and bluegill, and it is popular with competitive anglers in pursuit of largemouth bass. The lake is periodically monitored by Texas Parks & Wildlife and receives an

annual restocking of fingerlings or fry. Diagnostics include a winter gill net survey, vegetation analysis, and electrofishing and trap net surveys. As a result of test outcomes, an additional 343,809 Florida Largemouth Bass were received in 2019; 162,638 in 2020 and 309,000 have been requested for 2021. The lake did not receive any additional Hybrid Striped Bass in 2019; however, it was stocked with 96,156 in 2020 and 413,560 have been requested for 2021. Most local marinas now offer boat launches, food, gas, fishing/ convenience items and a few even offer R/V Hookups, lodging, boat slips and boat rental. There are also several public boat ramps that also afford access to the lake. For those unfamiliar with the lake or without access to a boat, there are several fishing guides that offer full and half-day charters; the lake has some of the best! There are also a few guys and individuals knowledgeable with the lake who offer their services to familiarize you with any hazards on the lake. Facilities to compete in sanctioned shooting sports are just a short distance away and avid hunters will find local opportunities to pursue dove, ducks, deer, wild boar and upland game. The area offers something for everyone and even golf enthusiasts will find several challenging courses nearby.

Residents and visitors are able to enjoy a good choice of eating establishments, including lakeside dining at The Harbor Restaurant, Fisherman’s Point Marina’s Lighthouse Cafe, and Sunset Cove Marina Café. Meals can also be enjoyed at Oak Cove Marina and Pelican Grill. Grocery items can now be purchased at the RC Lakeside Store. More and more people are discovering the area and sales of lots and existing homes are on the upswing, as is construction of new homes. Local real estate companies are reporting the lowest inventories for waterfront home listings in many years and sales of off-water property are also on the rise. Julie Teel (RE/MAX LakeSide Dreams) has revealed, “Reflecting on over 15 years of Market data for Richland Chambers Lake Property, we have survived market meltdowns, droughts and recessions. And we have also thrived in a growing and budding community and have seen changes in the lake area landscape with several new businesses and developments popping up here and there around the lake. “The three main takeaways are: • Waterfront home market has been improving in recent years. • Waterfront lot market is on the same trend. • Inventories are falling and

prices are rising. “We began seeing an improvement in the lake market beginning in 2015 which also coincides with the increase in average lake level numbers. During that time, our average sales price around the lake increased from $387,500 to $479,999. “Last year was a crazy and challenging year for us all. Who would have known that the pandemic would set off such a frenzy for Richland Chambers Real Estate? When we all first got wind of the pandemic early last year, we started cutting costs and battening down the hatches like most of the country preparing for the unknown. Right? We were all wondering what the coming days would bring and what the future would hold? We continued working and doing what we could within the lockdown restrictions to prepare for the unknown. We created procedures within our business to keep our associates and clients safe. “By mid-April, we just had to hold on for the ride. We began to experience very high numbers of leads and inquiries on our lake lot inventory. Some of those lots had been sitting on the market for years! Also, most waterfront homes on the market during this time were getting multiple offers, usually in a matter of days. All of this unprecedented demand was driven by the realization that travel would be limited for the foreseeable future and folks working from home wanting a pleasant environment in which to work. AND some people just want a place to get out of the city! We have it good at RC! “The 1st quarter of 2020 was busy with 41 lot sales on RC and then then BAM! The lid blew off with 92 lot sales in the 2nd quarter and 100 in the 3rd quarter. There has been no slowing in demand, with 66+ sold in the 4th quarter. These are staggering numbers in the grand scheme of things. “For the past 12 years, the market has moved along with 3050 lots selling in any given year, slowly ramping up to 80 or so selling in 2019. So, as you can see, that is a 74 percent jump in lake area lot sales. Nobody predicted or ever thought this would happen. All of these sales have depleted the built up inventories.

“The average list price over last year has increased by $120,670. The average price per square foot increased to $256.4 a foot. At the start of last year it was $190. So in real terms, if you own a house that is 3,000 square feet, your value automatically went up $199,200 in the last year. Congratulations! These are numbers we only dreamed about 5 and 10 years ago. “At the end of last year, the sold price to list price ratio was at 100.61%. That translates into multiple offer situations where if you are priced at market value, the demand exceeds the inventory and is driving prices upward as a result of bidding wars. The average sold price/list price ratio for the first 180 days of 2021 is 102.7% and the average number of days on the market is 20. Thirteen homes and condos have been sold during the first 180 days of this year, with 93 lots pending or sold. “COVID has changed the world and brought unprecedented times to us all. With all of these changes the importance of owning Real Estate has never been a higher priority than today. If you were EVER thinking of making a move, now is the time!” Conveniently located for anyone seeking a weekend or retirement home, Richland Chambers Lake is centrally positioned south of the DFW Metroplex, north of Houston and east of Austin, thus providing just a “few-hours” commute from all directions. The RC Lake area has over 50 lakefront subdivisions, affording newcomers a good selection of waterfront and offwater lots, as well as a few “spec” and existing homes. Communities have been developed according to strict standards and waterfront homes are permitted to have boathouses and piers. Those who have moved to the area relish the peace and tranquility, as well as the friendly people they have met. Because Richland Chambers Reservoir is still a young lake with a very large shoreline and controlled development; despite the recent increase in sales, “traffic” on the lake has remained low. Those of us who live there consider it to be our “hidden jewel.” The sunsets can be spectacular and the skies are frequently adorned with flocks of seagulls, pelicans, cormorants, fulvous whistling ducks and

domestic mallards. There are even sightings of bald eagles, crested caracara and an occasional osprey. While driving our country roads, you might also spot an elusive roadrunner, a scissor-tailed flycatcher or a vividly colored painted bunting, along with a myriad of other birds. If you like to fish, sail, swim, water ski or are simply seeking a beautiful place to unwind and relax, Richland Chambers is the lake for you. Whether you are seeking a lot to construct your own home or desire to purchase an existing home – whether you are looking

for a weekend getaway or a place to live full time – you will find that the Richland Chambers Lake area is a wonderful place to relax, enjoy a bevy of lake and cultural activities, watch some spectacular sunsets, enjoy some fine lakeside dining, and interact with some of the friendliest people in Texas. This area is steeped in history and we have no doubt that you will find plenty of things to see and do. 2021 Tarrant Regional Water District Permit Requirements

A permit is required for all construction, placement or operation of any structure, improvement of facility of any type, or to excavate or place fill materials, at or below elevation 320.00’ (expressed in feet above mean sea level). This includes any addition or modification to any existing structure or improvement. “It is best that owners and/or contractors call our office to discuss what projects they wish to perform,” says Chris Robinson, Inspector for TRWD’s Richland Chambers Office. “That way we can advise if they need a permit or not, and many times there are variables that may be site specific that would change the ruling of whether or not a permit is required. Activities that may need permits include, but are not limited to: Boathouse/ pier construction or repair, retaining wall construction or repair, sidewalks, storage buildings, gazebos, awnings, fencing, patios, fire pits, dredging, excavation, and ANY and ALL electrical work, just to name a few. There are some specific activities that do not require permits, such as tree, grass or landscape planting on land.” The following must be submitted before permit consideration: 1. A completed application, in-

cluding signatures of owner and contractor. 2. A recorded plat of the property showing the shore front dimensions and location of the improvement. 3. Proof of ownership of the property (i.e. copy of deed, tax statement, sales contract). 4. Plans, specifications, construction details and a list of materials to be used. The drawing must be to scale, one inch to thirty feet (1 inch = 30 feet) or larger and include views from all five sides when applicable. 5. A $100.00 non-refundable application fee. Please make check or money order payable to TRWD. CASH WILL NOT BE ACCEPTED! 6. Outside corners of the lot at roadside and at elevation 315.00 feet m.s.l. must be clearly marked at the time of the pre-permit inspection for a permit to be issued and remain marked throughout the construction process. 7. A copy of the contractor’s general liability insurance policy. The District requires that all contractors working on District Reservoirs provide a Certificate of Insurance. Each certificate must name Tarrant Regional Water District as additional insured, as well as provide a waiver of subrogation. Liability coverage shall be

A construction permit is valid for a period to be determined by the District, with a minimum of 30 days and a maximum of 90 days. A construction extension may be granted at the sole discretion of the District. The extension fee is $50.00 and is valid for a period to be determined by the District with a maximum of 90 days. No more than one extension will be granted. Permits are required for alterations on existing structures. The $100.00 fee may be waived, at the discretion of the District, for applications requesting additions to existing structures. Other than general maintenance, construction is not permitted without an approved written permit. Any construction without a permit is a violation of the General Ordinance. At any time the condition or presence of this improvement interferes with the operation of the reservoir or the safety of the persons or property using the surface thereof, the Owner agrees to immediately make any and all changes or corrections necessary to make the improvement comply with the General Ordinance or remove the improvement from District property at Owner’s expense. A person who violates the General Ordinance commits an offense. An offense is a Class C Misdemeanor and shall be subject to a civil penalty of not less than $10.00 and not more than $1000.00 for each violation or each day of continuing violation.

Select the tab for Resources and then choose Permits & Guidelines. You will find explicit guidelines for retaining walls, dredging, and fill work, as well as guidelines for irrigation systems and structure improvements. These guidelines include allowed activities and materials approved by TRWD, water transmission line placement and electrical restrictions, among other things. You can download the Application for Improvement Permit from the same website. As of now, the Richland Chambers office, located at 140 FM 416 in Streetman, Texas, will not be reopening for walk in guests. Trays are available in the foyer of the office for dropping permits and papers off during business hours of 8 am – 11 am, Mon. -Thurs. Staff are available by phone, email or by appointment. Phone inquiries should be directed to 903.389.3928. Improvements, repairs and new construction must be performed by contractors approved by TRWD. Please reference the accompanying lists of TRWD approved Improvement Contractors, Site Evaluators/Designers, Installers and Maintenance Companies. The Richland Chambers Area Progess

The Navigator magazine is an annual publication, courtesy of the Richland Chambers Area Progress. Now in its 11th year, the Richland Chambers Area Progress is a local newspaper that has been revitalized through the ownership of local resident, Jennifer Bynum. This bi-weekly newspaper continues to garner a lot of attention and respect. Present circulation encompasses three counties; Freestone, Navarro and Henderson. The Richland Chambers Area Progress is handdelivered to businesses in the Richland Chambers Lake area, as well as Corsicana, Powell, Kerens, Trinidad, Malakoff,

Athens, Mabank, Gun Barrel City, Cedar Creek, Richland, Streetman, Fairfield, Wortham, Teague, Mexia and outlying areas. The paper’s emphasis is on Richland Chambers Reservoir and the surrounding area. The RCA Progress features a variety of information. We are putting a lot of focus into bringing our readers information about area businesses, local history and upcoming events. Each issue includes a feature story on “neighbors” in the area, current fishing reports/advice from popular guides, and a wealth of other tips and useful information.

2021 Navigator

We publish 26 editions each year, with a new publication circulated every other Friday. We presently circulate 5,000 copies of each publication and expect current volumes to grow. If you are visitors, new residents to the area, or long-time residents who have never read the RCA Progress, we encourage you to get a copy and check us out. Our information is useful to all. We will work with you to

promote your business in any what that we can. We can do a feature article on your company after you have advertised with us for 3 months (6 editions). We print 25,000 copies of the annual Navigator each year and it is distributed each April to high traffic areas, including hotels, Chambers of Commerce, Offices of Tourism and area businesses. It contains all known events for the remainder of the year for Freestone, Navarro, Henderson and Anderson Counties as well as events for Ennis and Kerens.
