HISTORICAL MARKERS in Shelby County SHELBY COUNTY COURTHOUSE Located on the historic Center square the courthouse was constructed by J.J.E. Gibson, architect and builder, who designed the courthouse to resemble an Irish castle. The style is, in part, “Romanesque Revival.” Gibson completed the construction of the courthouse in 1885. SHELBY COUNTY COURTHOUSE GROUNDS Shelby County was part of the neutral ground from 1803 to 1819 and was settled by AngloAmericans between 1824 and 1836. In 1833, a District of the Municipality of Nacogdoches, Tenehaw, became the Municipality of Tenehaw in 1835, with Nashville as the county seat The name was changed to Shelby in 1836 in honor of lsaac Shelby (1750-1826), a gallant officer in the Continental Army Revolutionary War. The county was created on March 17, 1836, and was organized with Shelbyville as county seat in 1837. Center became the county seat of Shelby County in 1866. In 2000, a historical marker was placed on the courthouse grounds in memory of J.J.E. Gibson, the Irish architect and builder of the Shelby County Courthouse. His portrait and other Gibson artifacts are in the Gibson Room of the historic courthouse. EVA LANE TAYLOR HOME The Eva Lane Taylor home is located at 212 Houston Street

one block south of the square on Hwy 7 West, then left on Houston Street CONFEDERATE STATES OF AMERICA - TEXAS MUSTER Held on the spot of the historical marker, April 4, 1964, to honor Texans who made up the greater part of forces fighting in The Civil War Red River Campaign of 1864-1865, that prevented a federal invasion of Texas. Descendants answering to roll call for soldiers of 100 years ago included 37 sons and daughters of those fighters. Grandchildren, great-grandchildren and other kinsmen represented such leaders as the Tran-Mississippi Commander General E. Kirby Smith, and Generals, A.P. Bagby, John R Baylor, August Buchel, X.B. DeBray, Tom Green, Walter P. Lane, Henry E. McCulloch, James Major, Horace Randal, William R Scurry, W.W. Steele, John G. Walker, Thomas Waul, and Colonels Henry Gray, Phillip N. Luckett and P.C. Woods. Friends and descendants of the Valverde Battery restored a century-old gun and brought it from Freestone County to ride in an eight-mile-long parade that moved 36 miles northeastward from here to the Mansfield Battleground. There the cannon shook the earth as it did April 9, 1864, and the assemblage unveiled the first out of state marker of the Texas Civil War Centennial, commemorating the Battle

of Mansfield. Located on the south side of the square in Center 1864-1964. TRUITT CEMETERY James Truitt (1795-1870) and his wife Sarah Hall Truitt (17961848), left North Carolina for Texas in 1838, settling near this site in 1840. Truitt was a congressman in the Republic of Texas, 1843-45; a representative, 1846-48; and served four terms as a senator in the Texas state legislature. The Truitts had five sons and five daughters. Two sons fought in the Regulator-Moderator War, three in the Mexican War, five in the Civil War. Descendants continue to be prominent in Texas history. Founded at the death of Sarah Hall Truitt, several generations rest in this cemetery. The cemetery is located 11 miles east of Center on Highway 7; then 2 miles west on county road 3173. SARDIS SCHOOL AND MILTON IRISH The school is located on Hwy 414 off 87 South approximately 1.5-2 miles on left Hwy 138 to split in road, go straight 2 miles down FM297 4 (Upper Arcadia Rd). Cemetery is on the right next to the church. HISTORICAL SHELBY COUNTY JAIL The Historic Shelby County Jail was designed and built in

1884 by Irish born architect John Joseph Emmett Gibson. It was one of the first of two brick buildings built in Center, possibly even in Shelby County. It is the epitome of an 1880s small-town Texas county jail. It compliments the Historic Shelby County Courthouse, also design and built by J.J.E. Gibson. It is now the home of the Shelby County Chamber of Commerce. The jail sits on the grounds of the historic Shelby County Courthouse on the historic downtown square. B.F. MORRIS AND TOWN OF JOAQUIN Alabama born Benjamin Franklin Morris (1827-1900) came to Texas in 1838 and settled in the area that became the pioneer village of Sarat. A prosperous farmer and rancher, he gave right of way through 500 acres of his land to the Houston, East and West Texas Railroad in 1884. He also provided a 100acre town site to be named for his grandson Joaquin (18781898). Morris, a Confederate veteran, requested that a depot be built in Joaquin and that passenger trains stop daily. Later, Morris donated a building site for the First Baptist Church of Joaquin. Joaquin is located over the river from Louisiana on U.S. Hwy. 84.

TOWN SITE OF SPIVEY The town site of Spivey was founded by Civil War veteran James Jackson Spivey. Brothers Elisha P. and Georve W. Spivey lived nearby. Houston East and West Texas Railroad crossed the founder’s land, and Spivey Station was founded in 1886. During the late 1880s, Hick’s Lumber Mill and workers’ houses were erected. A U.S. Post Office was established in 1891, and Isaac W. Spivey was its postmaster. Friendship Baptist Church was organized during the 1890s and James M. Spivey was pastor. After 1900, the town gradually moved over to Paxton Switch. Friendship Cemetery, with 33 graves, marks the old site. The town site of Spivey is located 1.5 miles east of Paxton on Hwy. 84 between Tenaha and Joaquin. INTERNATIONAL BOUNDARY MARKER The only marker of international boundary known to exist within the Continental United States is located west of Joaquin, Texas. The marker is located on the Texas-Louisiana border about fifty yards north of Texas Farm Road 31. The site was once the boundary between the United States and the Republic of Texas in 1840. Vandalism has been an ongoing issue with this historic site. ELDER BRITTAIN & ROSANNA WRIGHT North Carolina native William Brittain (177 4-1850) became a preacher in his home state at the age of 25. In 1802 he married Rosanna (Wright) (1784-1856), the daughter of Revolutionary War veteran John Wright III. Inspired by missionary possibilities in the frontier regions to the west. William and Rosanna left North

Carolina in 1824. After living in Alabama and Arkansas, they migrated to the Republic of Texas in 1837 and constructed a log cabin at this site. One room of the structure served as a classroom and church sanctuary for the pioneer settlers of the Sabine River steamboat port of Hamilton, later known as East Hamilton. A pioneer leader of 1he Baptist faith in East Texas, Elder Brittain was instrumental in the formation of several Shelby County congregations, including the Hamilton Church in 1846. Originally aligned with the Predestinarian movement of Daniel Parker, he later joined Missionary Baptists of the Sabine Association and served as moderator of the organization in 1847.

Born in Tennessee, he moved to Texas in 1836 and lost his right eye while serving as a soldier in the Texas Militia. He served in the Congress of the Republic (1839-42) and Texas State Legislature (1853-54, 1857-58). He was also Justice of the Peace and County Judge. His first wife was Amanda Gran, and his second wife was Nancy Murray. The marker is located in the Shelbyville Cemetery. SIDNEY 0. PENNINGTON Born in 1809 in Kentucky, Pennington came to Texas in 1834 and participated in the capture of San Antonio if 1835. ln 1836 he fought at San Jacinto and signed the Texas Declaration

of Independence. He died in Shelby County in 1838. The marker is located in Shelbyville Cemetery. FIRST METHODIST CHURCH OF SHELBYVILLE The First Methodist Church of Shelbyville with its New England style steeple claims that its organization as a congregation took place in the year 1825. Tradition holds that the first church service held by Brother James English, a local Methodist preacher who settled in Shelby County that same year. The church building was destroyed by a storm but was rebuilt in 1897. The men of the church cut cypress trees in

Shelbyville, once known as Nashville, was the first county seat of government for the District of Tenaha, or Shelby County. The first courthouse stood on this site. The settle-ment began before 1825. It became headquarters for the “Regulator-Moderator War.” Troops were raised here to fight the Indians for the Texas Army, and Confederate forces were organized here. The marker is located at 1he intersection of FM 417 and Hwy 87 in Shelbyville. MOSES FISK ROBERTS Moses Fisk Roberts was a highly regarded public servant and farmer of Shelby County. His ever-present pack of fox hounds earned him the nickname “Dog” Roberts.

the Sabine River bottoms and hauled them to the present churchyard in mule drawn wagons. The roof and steeple were braced with enough timber, it was said, to build a house. The floor was laid of hand-hewn planks from ash, hickory, maple, oak, persimmon, sassafras, and walnut timbers. The finial on the steeple was made from the end of a large timber, which extends downward into the steeple some eight to ten feet. The pews are hand made by architects Mr. J.M. Pigg. The colorful Victorian glass windows are in vibrant shades of green and amber. Entering the church, there is a room dedicated to the history of the church. There are photographs of former pastors who served the church and the community, many interesting artifacts and objects of the church’s history. SHELBY COUNTY REGUIATORMODERATOR WAR In Shelby County, an unorganized feud known as 1he Regulator-Moderator War was initially started because a slave was purchased with a fraudulent land certificate. The marker is located 1/2-mile northwest of Shelbyville on Highway 87. FIRST BATTLE The Regulators, whose leaders were Charles W. Jackson, Charles W. Moorman, and Wyatt Norman, claimed their purpose was to suppress crime. The Moderators were led by Edward Merchant and John M. Bradley. The marker is located two miles northwest of Shelbyville on Highway 87. LAST BATTLE The last battle of the Regulator-Moderator War was held

on August 14, 1844. There was heavy sacrifice of life and property before General James Smith and Texas troops restored order. The marker is located one mile south of Shelbyville on Highway 87. ROBERTS’ HILL Roberts’ Hill is a home-site of Col. Oran Milo Roberts, “Old Alcalde.” He rose from district attorney to Chief Justice Texas Supreme Court; President Texas Secession Convention; Col. Confederate Infantry Regiment; U.S. Senator; Governor of Texas; author, First President Texas Historical Association; law professor University of Texas. The marker is located six miles south on Hwy 147 from intersection of Hwy 87 and Hwy 147.

WILLIAM HARRISON WALL HOMESTEAD William Harrison Wall founded Tenaha by opening a store in 1885 with a relative, who helped Houston East and West Texas Railroads. In 1886, he and his wife, Nancy, built their home, a smaller copy of his old home in North Carolina. The family was sociable, and with the first piano in town, they had a “preacher’s room” for circuit riders. A son and friends originated a noted drill cadence “Tenaha, Timpson, Bobo and Blair.” W.H. as the town square. Within a year, the population had grown to 1,000. Within the first year of Timpson’s founding, a school was started, and churches and fraternal organizations were organized. Many businesses were established, including a newspaper, grocery, drug and other retail stores, an ice company, factories, and banks. The town became an important resource of East Texas lumber and cotton, especially since Timpson had an established rail center. Railroads continued their important role in Timpson until the 1940s when development of state roads and highways decreased the use of rail shipments. Timpson is located on Highway 84. FIRST UNITED METHODIST CHURCH CEMETERY The First United Methodist Church Cemetery, one of the oldest in Shelby County, is located in the Nancy Smith Survey on land deeded by Judge M.W. Wheeler and Sam Samford to the Methodist Episcopal Church, South. The first burial was that of a small child in 1861. The last recorded burial was in 1939. Most of the burials in the cemetery are before 1900. Thirteen Masonic members, five Civil War veterans, a minister, a doctor, and numerous businessmen including R.L. Parker, the father of Center, are buried here. The Cemetery has been beautified with blooming plants and a flagstone walkway. Several family plots are marked with antique iron fencing. The cemetery is located behind the First United Methodist Church in Center at 211 Porter Street. One side also borders on George Ihlo Drive.

about Shelby County • Shelby County is in the far eastern portion of Texas and shares a border with Louisiana. The county was created in 1835 as a municipality of Mexico and was one of the original 23 counties in Texas organized by the Republic of Texas Congress in 1837. It is named for Isaac Shelby, a soldier in the American Revolution who became the first governor of Kentucky. Shelby County was organized in 1837. • Center, once known as White Cottage, became the county seat in 1866. It was named for its location near the center of Shelby County, not its location in Texas. • Timpson was founded in 1885. The community is named after T.B Timpson, a railroad engineer. The population was 1,155 at the 2010 census. It reached its maximum population in 1925 when it was important in the shipping of lignite. The town became well known in the 1930s and 40s via the popularity of the Tex Ritter song, ‘Tenaha, Timpson, Bobo, and Blair,’ which refers to the string of towns in Shelby County. • Tenaha was established on February 2, 1886. The community was named by members of the Hicks family (Cherokee) for Tenehaw Municipality, from the Spanish, the original name of Shelby County. • Shelbyville was created in 1824 by settlers from the Nashville, Tennessee, region, SHELBY COUNTY TEXAS 2021–2022

The publication is a merger of The Center Champion with lineage dating to The Laborer’s Champion founded in Center in 1877 and The East Texas Light established in Tenaha in 1925 by L.M. Nelson. Major thoroughfares serving Shelby County include U.S. Hwy 59, U.S. Hwy 84, Texas Hwy 7, Texas Hwy 87 and Texas Hwy 147. US Hwy 59 and US Hwy 84 near Tenaha are planned for upgrades to interstate standards as part of I-69.

helby County’s top administrator, Judge Allison Harbison, heads a hardworking and dedicated leadership team. “We have a really strong commissioner’s court, and we work well together,” she reports. “The county is healthy financially and we continue to improve all areas of the county’s operation.” Weathering the unforeseen setbacks of COVID-19 last year including the closure of public offices, the county quietly continued to perform necessary tasks such as repairing roads and bridges, filing deeds and marriage licenses, maintaining law and order, and ensuring that bills and employees were paid. For a county that is primarily rural in nature, taking care of county roads alone is a neverending task of working to allocate financial resources where they are needed most. According to Harbison, the four county precincts have about 765 miles of roads to maintain. Those miles are in comparison

broken down by precinct with 197 miles of roads in Pct 1, 180 miles in Pct. 2, 186 miles in Pct. 3, and 202 miles in Pct. 4. “We’re an agricultural county with a lot of truck traffic,” Harbison said. “We have a lot of log trucks, feed trucks for our chicken farmers and cattle trucks.” Combine the I8-wheelers used in agriculture with those in logging and the energy fields of oil and gas and there are lots of opportunities for road wear and tear. In addition, a continued focus on maintaining the county’s property on the downtown courthouse square is a sizable task. The most current aspect of that is working with the Shelby County Historical Commission to obtain a state grant and planning the renovation the 1913 Courthouse Annex, a project on which work continues. “I really feel we have the best interest of the county at heart in what we’re doing,” Harbison said. “We always need to remember we’re here to serve the public.”

n a county where agriculture is king, both poultry and timber reign supreme.. Shelby County AgriLife Extension Agent-Ag, Lane Dunn, knows well the importance of both, not only to those directly involved in agriculture, but to the area’s economy as a whole. “The poultry industry is the lifeblood of Shelby County,” he said. “It generates more money here than anything else.” Dunn said while Shelby County has a diverse agricultural economy, which includes cattle, it is still poultry which provides more jobs and generates more revenue than any other sector. According to state statistics, the poultry industry generates an estimated $249 million to the local economy in Shelby County, he said. “We’re usually in the top 10 counties in Texas for poultry production with Shelby and Nacogdoches counties always among the tops,” he said. “We’re diverse, but poultry is the mainstay, and it fits well with a lot of other commodities like cattle and hay production,” he said. While Shelby County’s big city counterparts may like to think their way of living is the norm, statewide, farming and ranching are big. “In Texas, one out of every seven jobs is attributed to agriculture,” Dunn said. “If you like to eat and sleep, or live in a house with a roof over your head, you’re impacted by agriculture.” While he did not have an exact count on the number of poultry farms in Shelby County, he said figures he has seen point to about 180 such operations. “And as the years go by, they’re getting bigger and bigger,” Dunn said. “Some of those newer poultry houses hold up to 20,000 chickens.” In addition to raising chickens, the county sees a major economic impact with processors like Tyson and Pilgrim’s Pride, he said. And, he said, the future looks bright. “We’re seeing an acceleration of growth in the poultry industry,” Dunn said. While not as vital to the economy as poultry, the timber business is big business in Shelby County too. The roots of the logging industry date back to the earliest days of the county’s founding. “For sure, it’s a big time industry around here providing jobs for thousands of folks,” says Jim Nix, who operates Nix Forest Industries in Timpson with other family members involved, including a brother and his mother and father who still like to be involved.

Nix Forest Industries was founded in the Huber community of Shelby County in 1931 by W.R. Tyer, Jim Nix’s great grandfather. After a fire decades ago the operation was moved to its present location in Timpson and was operated for a number of years by Jim’s grandfather, Leonard Tyer. He grew up in the business and has taken over from his father, Jerry Nix, who entered the family enterprise in the 1970s. “This is our fourth generation,” Jim says. He said different mills specialize in different products with the product line shipped out of the Timpson yard by the truck load includes one-inch boards, decking, shiplap siding for interior and exterior use and wood decking products used in piers and for deck construction. While Nix Forest Industries products may be shipped as far as New York and West Virginia, he says the bulk of the firm’s business is on a regional basis with much going within Texas to wholesalers in major markets like Houston, Dallas and San Antonio. Those wholesalers in turn may sell to retailers with national brands, such as Lowe’s Home Improvement, and other lumber yards and retail outlets. Another part of the operation is the chip mill with hardwood chips shipped out to eventually become products largely going into the production of papers products. “We make wood chips for paper mill consumption,” he says. “A lot of it will go into making toilet paper, paper towels and cardboard boxes.” Nix says the saw mill side of the business processes mature pine from trees in the range of 30 to 60 years old while the chipping side uses mostly hardwoods. Yet another product produced at the plant is kiln shavings used in chicken houses. Nix Forest Industries operates it own truck fleet to help haul all that lumber. Nix says about 50 loads of timber arrive at the Timpson operation daily. “We process about 100,000 feet of lumber a day or about 25 million feet a year,” he says. “We’re pretty small compared to some of the other operations around here but we directly employ about 85 people,” Nix says. Indirectly, the company is probably responsible for playing a major role in another 400-to-500 jobs in Shelby County and the surrounding area. Those positions may be for forestry consultants, timber managers and others, Nix says. SHELBY COUNTY TEXAS 2021–2022

ECONOMIC DEVELOPMENT Small business, big business provide economic diversity

variety of businesses and industry contribute to the Center and Shelby County economy. The larger businesses like Tyson Foods and Portacool have solidified themselves as drivers of the local economy for several years. Portacool™ portable evaporative cooler manufacturer entered the marketplace in 1990 offering the first version of an evaporative cooler designed to provide economical, effective cooling wherever it was needed. Thirty years later, the company’s consistent growth rate and continued expansion in product lines has positioned it as a global leader in the portable evaporative cooling business with distributors in 50 U.S. states and 56 countries. Portacool, LLC selected Center, Texas, for its location in the beginning and has never considered moving. Located just south of the city, Portacool LLC’s manufacturing facility is eight acres underroof. With a strong network of distributors, Portacool, LLC continues to expand its worldwide market horizons and produce outstanding sales revenues, all from Center, Texas. The Tyson Foods plant

on Shelbyville Street with about 1,700 employees is completing major expansion work while a completely new Tyson Feed Mill is also under construction. Together they represent an investment of tens of millions of dollars. Both City of Center and Shelby County government officials have played vital roles in paving the way for both Tyson projects. The Center City Council approved a major investment in infrastructure to accommodate the water and sewer needs expected for the production plant expansion. A City of Center building permit was issued for the addition of a 26,000-squarefoot cold storage facility with an estimated construction value of about $8.5 million. The addition is connected to the existing plant property consisting of more than 70 acres.

Early in 2019, Tyson Foods representatives announced plans to construct a new feed mill outside the Center city limits south of town for a $50 million-plus plant which could eventually employ 42 workers. For the Tyson Feed Mill operation, Shelby County Commissioners’ Court in 2019 approved a tax abatement to help lure Tyson’s estimated $50 million investment. According to Tyson’s tax accounting department in Springdale, Arkansas, “The project was originally budgeted for $40 to $51 million but became $51 to $52 million investment. The company sought the tax abatements from the county to help offset the cost of providing Tyson with access

to the plant site to have road infrastructure constructed. Bob Chavis, engineering project manager from Fayetteville, Arkansas, said the preferred site south of Center moved to the top of the options company representatives were looking based on BN Railroad access, topography of the site and availability of a site large enough to house the facility. “We have identified this area because it’s next to the BN Railroad so we can take in 110-car units and unload them, he said. The facility would mill an estimated 14 tons of grain a week to supply company operations at both the Center and Carthage plants. Other businesses and industry continue to make major contributions to the Center and Shelby County economy like Scull Timber, McAdams Propane, Ihlo Sales, Boles Feed, Tri-State Trucking, Hallmark Center Fixture Operations, K&L Contractors, Nix Forest Products, Smith Sawmill Service, Harkness Litter Service, TAMCO and General Shelters.

Ragtown Recreation Area

Located along the shoreline of Toledo Bend Lake. Offers great areas for camping, fishing, hiking, bird-watching, and more. One of the South’s largest Reservoirs. Features a panoramic view of the lake and Sabine National Forest. Includes a boat launch facility. Fees are $5 for single campsite, $8 per double campsite, and $2 for park day use and/or boat launch. April ribbon cutting opens renovated square

Center Mayor David Chadwick welcomed visitors to the ribbon cutting ceremony in April of 2021 opening the square for the first time in a year and a half. The multimillion-dollar project was a complete reconstruction of all the downtown streets, utility lines, electrical relocation and was also designed to improve pedestrian safety. “Today’s ribbon cutting is the culmination of the hard work of the city council, the staff, the contractor, and our residents throughout this process,” said Chadwick the day of the ribbon cutting. “We want to welcome the public to help us celebrate this great milestone.”

PARKS & RECREATION A long-range look at Center’s parks

enter’s Parks, Recreation and Open Space Master Plan was developed to guide the city toward a growing park system serving the public and enhancing the quality of life for citizens. The plan was designed to serve as a guide for the next decade while allowing for updates and modifications as priorities and needs change. The main objectives of the plan include: • Renovate and upgrade Perry Sampson Park Perry Sampson Park has been approved by Texas Parks and Wildlife Department for a grant and work is underway. The plan’s recommendation included $650,000 and $850,000 for improvements. Additional work would include constructing a multi-purpose trail; construct a new play-

Park” was approved by the city renaming a former city park located off Ballard Street. The name was selected to indicate that the facility is both a part of the city’s park system and intended for soccer play and practice. Improvements included electrical and irrigation work plus new water lines, an entrance sign, fence mending and concession/restroom options. The 21-acre park was the recipient of a John Harris Community Fund $10,000 grant in 2019 for a new entrance sign and improvements. The grant

was awarded to the Shelby County Youth Soccer Association through the City of Center for improvements at the new soccer facility. “The complex has three adult soccer fields which can be divided into smaller fields for younger players,” said Hector Pineda, president of the association. “We have about 200 kids in the program and it’s growing. Improvements being made to the fields have also been aided by donations from the Center Noon Lions Club and the Rotary Club of Center,” he added.

Center ISD experiencing growth on every campus

enter Independent School Districtis a K-12 public education school system located in the heart of the Pineywoods of East Texas. Positioned at the geographical middle of Shelby County, Center is the county seat and home of the largest school district in the county. Early this year the district launched a search for a new superintendent to replace long time Supt. Dr. James Hockenberry who resigned in December to accept a position with Longview ISD. At

this writing a permanent replacement had not been named and Dr. Arnie Kelley was serving the district on an interim basis. The district is in the middle of a $30 million construction campus realignment program which should see major changes in 2020 and well into 2021. Ground is expected to be broken this year on Roughrider Coliseum, a multi-purpose event center which will be connected to the existing wing of Center High School which houses the band hall and will face Roughrider Drive.

Tiered seating will be included for the 1,300 seating capacity gym with a full-sized basketball court and a concourse surrounding the second floor of the structure. Construction will take approximately 14 months. For the beginning of the 2020-2021 school year, a major realignment of grades is planned after construction at the F.L. Moffett Primary campus is complete. The Moffett expansion and renovation includes 50,000 square feet of new academic space with a new full-size gym, 6-bed nurse station, 30 classrooms, parking and driveways, and security improvements. When that happens, Moffett will include pre-kindergarten through second grade; Center Elementary will house grade 3-5; Center Intermediate will no longer exist; Center Middle School will remain serving grades 6-8; while Center High School will remain a ninth grade through 12th grade campus. Center Middle School construction is expected to get underway in mid-2020. Some of the new construction will attach to the existing building while the project also includes some remodeling of the existing Center Middle School. CISD officials say the district is committed to preparing students for their future. Along with the district’s award winning extracurricular program, CISD provides enriching academic experiences. For example, Center High School (CHS) offers a robust Career and Technical Education program including small animal management/livestock production, veterinary medical applications, horticulture science, welding, construction management, graphic design and illustration, accounting, hospitality and tourism, information technology and forensic science. Additionally, CHS provides and funds the tuition for dual-credit coursework, with a Panola College facility adjacent to it.

CISD is rated a Conference 4A District in the University of Interscholastic League for academic and athletics completion and is home to the Roughriders. CISD has six (6) campuses and approximately 2,700 students.

Long history, bright future mark Excelsior ISD

xcelsior ISD is located in the Aiken community and offers classes for kindergarten through eight grades. With a variety of educational programs, school board, administrators, teachers and staff focus on preparing students for the journy to high school and beyond by laying a strong foundation. The Historical marker dedicated in early 2019 commemorates what is now Excelsior Independent School District as being the only Common School in Shelby County, Texas remaining out

said the school is small in size but large on an educational focus. “We are a very small school, but we are big on family and values,” she said. “Numerous families have seen several generations attend Excelsior and add to its long heritage,” she said. Excelsior School is at the heart of the local community, a community who supports, influences and guarantees stability for the school for generations to come. Scates said Excelsior is well known for accepting transfer students from larger

surrounding school districts. The school is known for its small class size which allows teachers to provide more personalized instruction. “Sometimes a student needs to be in a smaller environment where innocence is protected,” she said. Excelsior offers an education along with kindness and encouragement to all students so they can be the best they can be and take responsibility for the many issues they are facing today, Scates said.

Panola College providing higher education opportunities

anola College is a thriving and award-winning community college headquartered in Carthage serving students in the counties of Shelby, Panola, Harrison and Marion. The college has been recognized leader in the junior college field on multiple fronts. It has been designated “A Great

Huxley features lots of ‘helping hands’ Toledo Bend always provides stunning sunsets.

uxley Helping Hands is a non-profit organization which reflects the giving spirit of this small rural Shelby County community tucked away on the shore of Toledo Bend Reservoir. Each the all-volunteer group distributes about 5,000 pounds of food each month to residents of Shelby County who qualify under state low income guidelines. The non-profit agency was formed in 2012 by a small group at the Lydia Missionary Baptist Church in Huxley. Jessica Kay, who is in charge of the compliance with the East Texas Food Bank in Tyler and monthly food orders, said the non-profit agency came together over a bible study. “Some of the young couples did a bible study called, ‘Crazy Love’ by Francis Chan,” said Kay. “When we got through with that study, we felt like we wanted to find a way to show Christ’s love in our community in a practical way. Huxley Helping Hands volunteer, Yvonne O’Rear, said that after seeing the young adults in their church start up the non-profit organization, “us older folks just started to help.” The organization uses all of their budget on food. With no kind of fundraisers or events to raise money for the food pantry, Huxley Helping Hands is supported financially by two main churches; the Ephesus church and Smyrna church. “Volunteers are the heart of this agency,” said Kay. “Without the people who care and are willing to work for free; there would not be a pantry.” Anyone interested in finding out more about Huxley Helping Hands or looking for a way to get involved and give back to the community, you can contact Jessica Kay at (936) 572 - 3463. Huxley’s volunteer fire department offers another example of how the community pulls together to both help others locally and people in

need in the larger world. The Huxley Volunteer Fire Department may be one of the smallest in Shelby County, but it consists of a dedicated group of volunteers who do what they need to in order to protect and serve the area. To help support the community’s firefighting volunteers residents come together each autumn for the Huxley Fall Festival. Fun and fellowship are benefits of the event but the main reason is to raise funds for the Huxley VFD. The event usually consists

of a big barbecue with a chicken plate, a cake walk and big raffle with about 30 guns raffled off. Another source of funding for the department comes from the water department where patrons can add $1 to their monthly bill that goes to the Huxley VFD. ocated on the northern shore of Toledo Bend Reservoir, Joaquin is a small town steeped in history whose leaders focus on serving the needs of the present as they plan for the future. Among recently completed projects in Joaquin in 2019 was the construction of a new home for the Joaquin Volunteer Fire Department. William Baker serves at mayor of the The City Of Joa-

quin, working with a council which meets regularly to focus on serving the city’s residents. For community needs, Joaquin area residents have a habit of stepping up to support fundraisers, whether for Joaquin Independent School District programs, to help fund the volunteer fire department or to step and help their neighbors in time of need.

The community’s fire department offers a good example of the willingness of residents to contribute to the betterment of all. The Joaquin Volunteer Fire Department was established in 1973 and started when the mayor of Joaquin decided that the town needed a fire department. Until that time the Logansport Fire Department had been assisting with all emergency needs for the residents of Joaquin. The Joaquin Volunteer Fire Department holds a cap of 30 members at any given time, with more residents wanting to join every year. Joaquin VFD members are constantly training to become better and more efficient at helping people. On the second Monday of every month, members of the VFD meet and train on different and new techniques including the use of the jaws of life, extracting a person from a vehicle or accident, and more. The VFD also has mutual aid agreements with every other VFD and fire department in Shelby County and Logansport, and have been known to help these other organizations at any time

needed. The community of Joaquin was founded in 1885 as a stop and station for the Houston, East and West Texas Railway. The land was donated by Benjamin Franklin Morris, and the site was named for his grandson Joaquin, according to local history. The post office was opened in the following year. Over the decades Joaquin operated as a shipping point for cotton and lumber. On the educational front, with Ryan Fuller serving as superintendent, Joaquin ISD has approximately 700 students who have excelled in academics, sports and UIL competition. The district’s mission statement is “To build a positive and safe educational environment with collaboration of staff, students and community.” Like for many smaller communities, the schools serve as a focus for everything from carnivals and football games to graduation exercises. In the fall when the Joaquin Rams are on the playing field, the show of support is evident with grandstands filled with fans.

helbyville is a rural community in Shelby County where a big part of community pride is focused on the Shelbyville Independent School District. While the Shelbyville area was first settled in the 1820s, it has had a formal educational presence since the the 1860s. Fast forward to 2020, the Shelbyville ISD has a reputation for excellence both in academics and extracurricular activities. One of the biggest pieces of news in 2020 is the fact the Shelbyville Dragons boys basketball team won the opportunity to once again represent the community at the Class 2A UIL Boys State Championship. Unfortunately, due to the COVID-19/coronavirus outbreak the state tournament was cancelled and the team, which was already on the bus heading to San Antonio, was forced to turn around and head back home. The school system also has a strong tradition of excelling in Texas UIL academic competitions and the 2019-2020 school year was no exception. Yet another example of where students and educators from the school district have excelled over the years is the Shelbyville High School band. It has a history of excellence and unwavering tradition. Shelbyville Dragon Band members not only cheer on their fellow students during football season, but they also participate in competitions all throughout

ity officials here are working to build upon the community’s rich history as Tenaha forges its way to the future, according to Mayor Michael Baker. Among new Tenaha area business growth was the completion in mid-2019 of the Livestock Nutrition Center. The modern facility serves a large geographical area in the region, providing custom mixed livestock feeds. On the educational front Tenaha Independent School District has a long tradition of meeting and exceeding the needs of students on both the academic and extracurricular arenas. School board members here adopted goals for that include targeting of the academic areas of writing, early childhood literacy and middle school history for improvement. Superintendent Scott Tyner

said strengthening the Tenaha ISD’s early childhood literacy should be an ongoing goal. “It is so vitally important to any success that we will have down the road for these kiddos,” he said. “We would probably all agree that early childhood literacy should always be an academic reach for us.” Tyner said he is proud of the record Tenaha ISD has blazed. “With one of the most diverse student populations in the state of Texas, I am proud of our record of state accountability and competitive success, he said. A big part of the success of both the present and future for the district comes from the solid performance of the past. “We definitely can back up our efforts with a lineage of success from the Tigers of yesterday,” Tyner said. “Today’s Tigers will be pushed to set new bars of achievement and pave

the way for the next generation.” For the 2019-2020 school year the district’s school board continues to work on a plan developed through the vision of a district committee, which established the “Tenaha ISD District of Innovation” plan with specific goals outlined through the end of the 20122022 school year. “Win every day” is the motto of the plan while “Experience for All” is the title of the mission statement for the plan to help ensure students from all backgrounds are included. An example of community pride and how Tenaha residents have joined together to enhance the future is a group called TENaha TOGETHER. It is a 10-person committee with representation from the school, the city, the Tenaha Businessmen’s Club, and at-large members of the community to

come together and simply seek to raise funds for community improvement projects. Among projects TENaha TOGETHER has targeted are Christmas lights and decorations, welcome signage on major highways and new decorative banners and bunting for town. For a patriotic Fourth of July celebration in Shelby County, Tenaha is the place to be. Raymond Jackson Stadium on the Tenaha ISD campus has a rich tradition of hosting live entertainment featuring Gospel groups and then of capping the evening with a fireworks display. The event also features plenty of food and refreshments along with a time for community residents to come together to either bring lawn chairs and blankets to the football field or sit in the bleachers at the stadium to enjoy the free show.

A community filled with pride

impson may be a small Shelby County community, but it is one filled with dedicated residents and workers willing to strive to improve quality of life. A prime example of that giving spirit is the Timpson Area Chamber of Commerce. The all-volunteer organization strives to advance the general welfare and prosperity of the Timpson area. Paul Smith serves as president of the Timpson Chamber of Commerce, which helps coordinate the largest community event of the year — Timpson’s Frontier Days. The chamber also helps promote local businesses with ribbon cuttings and other shows of support.

The City of Timpson is lead by Mayor Debra Smith and strives to provide residents with a variety of basic services. Among the entities operating in conjunction with the city is the Timpson Economic Development Corp., which works to keep the local economy vibrant. Timpson ISD, under the leadership of Dr. Mid Johnson, superintendent, has been and continues to be a leader in both the county and the region is expanding educational horizons for its students. The district officers a variety of dual credit programs and certification programs which can allow students to graduate from high school at the same time they have

accumulated hours of college credit. In recent years several students have actually earned their college associate’s degree by the time they graduated from high school. The TISD Collegiate Center and Event Center serves as a focal point for the district. The new 55,000-square-foot Collegiate Center, gym, dressing areas, stage, weight area, classrooms, commons area and vocational educational area is a dream and vision for the district which was dedicated in 2019. For mid-summer fun in early July the place to be in Shelby County is Timpson where downtown is transformed into a carnival midway and live music and

entertainment fills the air for Frontier Days. The 2020 edition of Frontier Days promises to provide loads of entertainment with be a variety of food available. One of the big draws for Frontier Days annually is the parade (please check with city or chamber officials for parade details.) Organizers say this is the 58th year for one of the largest community gatherings in Timpson takes place. Among the attractions popular with the younger set normally is a petting zoo providing an opportunity for guests to get up close and personal with barnyard animals and some more exotic animals, such as lamas.

If years past can be used as an example, there is a good chance guests can hear some great Gospel concert sounds in venues like First Baptist Church Timpson. Past groups have included the Calvary Boys & Trio, Broken Vessels and Paul’s Journey. The best of country music and entertainment is scheduled on the downtown stage during Frontier Days. Outside of Frontier Days, Timpson is filled with history and is close to a number of great recreational lakes within an hour’s drive or less. For residents and guests alike a low-impact but challenging sport has come to Timpson in the form of disc golf. A disc golf course on previously undeveloped property at So So Park in Timpson has resulted in renewed use of that facility from both local residents and visitors alike. Timpson Disc Golf is a full 18-hole course with a challenging and fun terrain located in So So Park.
