COMMUNITY PRIDE
‘Brag About Walterboro’ helps build sense of community pride that keeps visitors coming back Here in Walterboro, we’re big on community pride. Each year we come together in an annual “Brag About Walterboro” Campaign to share the things we love best in the community. The idea behind the Brag About Walterboro Campaign is to take time to recognize all the things we love about our community and use these things to market Walterboro as a whole. By getting residents to reflect on the everyday things they love about Walterboro, we, in turn, encourage tourists to visit or potentially move to Walterboro. This also allows current residents to remember the great things we have accomplished as a city, and the things we sometimes take for granted. When creating a positive buzz about Walterboro becomes a part of our daily lives, it shows, and that buzz keeps people coming back. To celebrate this event, we quite literally paint the town red. Our signature red is on the ‘Brag About Walterboro’ signs, stickers, billboards and social media. Each sign displays the personal message of someone who lives or does business in Walterboro. Having our residents actively participate in the campaign, each creating their own message, 8
we all better develop a sense of ownership in the marketing strategy, which gives it more value. These signs are displayed in businesses, parks and streetsides all over town. In the weeks prior to the campaign, the Tourism Commission releases a series of ads in print and social media to highlight examples of how residents can “Brag.” Of course, there are the obvious and superficial things residents could brag about, but the Tourism Commission urges citizens to dig deeper. We want the signs to represent all the different perspectives, ages, career paths and walks of life. We encourage citizens not only to brag about the projects that they’re involved in, but to take this time to brag about someone they admire or they see doing positive things in the community. So, go ahead — brag about how your neighbor who volunteers at the local shelter, let a teacher know how they helped your child excel, or tell your colleague that their work doesn’t go unnoticed. FLYING TO THE LOWCOUNTRY Airport expansion doubled the terminal’s size and provides improved pilots’ lounge and conference room facilities.
The dream of a new terminal for the Lowcountry Regional Airport, South Carolina’s largest general aviation facility, is now a reality. Employees of the Lowcountry Regional Airport moved into the updated and expanded terminal building in 2019. The Walterboro-Colleton County Airport Commission held open house was held in conjunction with the South Carolina Aviation Association as part of South Carolina Aviation Week.

The upgrade and expansion to the nearly 40-year-old airport terminal was paid for with approximately $1.7 million in revenue generated by the county’s one-cent capital project sales tax, combined with $500,000 from the state agency, South Carolina Aeronautics. Funds from the local airport commission were also used to cover the cost of the work done by Mitchell Construction. The construction project doubled the size of the terminal to approximately 6,400 square feet. The additional space

enabled the airport commission to have a new training center, pilot’s lounge, new and improved restrooms and kitchen facilities. In the addition, a large meeting room is the new home of the Walterboro-Colleton County Airport Commission. The large meeting room was also designed to be used as a conference room for Colleton County’s economic development work.
Many of those business officials considering a move into Colleton County arrive in the county by air, and the new space in the terminal enables local economic development representatives to welcome potential employers, sit down with them and talk about the possibility of relocating their businesses here before heading out to examine possible locations.

EDISTO BEACH Miles of beach and lots of fun, Colleton’s beach has something for everyone Edisto Beach is one of the few uncommercialized, familyoriented beaches left. Miles of beach offer visitors a perfect place to walk, run or just sit and relax.
The Town of Edisto Beach has 37 public beach accesses located at each intersection on Palmetto Boulevard providing access to the Atlantic Ocean. Some provide off-street parking and dune walkovers. Others are works in progress. No overnight parking is allowed at the beach accesses. Parking is allowed at beach accesses from 6 a.m.-10 p.m. and is enforced by the Edisto Beach Police Department.

Although the Atlantic Ocean is one big park on Edisto Beach, for those who want to get away from the beach, the Town of Edisto Beach has several other parks located in town and others nearby. n Jungle Road Park is located on Jungle Road across from 15
the BiLo. This is a passive interpretive park. Parking is located across the street from the park. n Bay Creek Park is located at 3706 Dock Site Road. This park includes a fishing and crabbing dock, open space for picnics, an interpretive center and market open on Wednesdays. n Bay Creek Park Market is open April through October on Wednesdays only from 9 a.m.-5 p.m. n Burley L. Lyons Park is located on Portia Street.

CYCLING One of the best things about Edisto is that it is so small it’s possible to ride a bike all over the beach and island. A bike path winds its way through most of the town of Edisto Beach past shopping, restaurants and scenic views worth every pedal. The bike path on Edisto Beach is clearly marked and takes riders on all of Jungle Road and portions of many side streets. Bicyclists are able to ride on the sidewalks and streets as well, as long as they follow the rules set forth by the town’s ordinances.
SWIMMING Edisto Beach is known for its beauty, so it’s no surprise that every year thousands of visitors spend long and leisurely days in the sand and surf. However, there are no lifeguards anywhere along Edisto Beach, so swimmers should always know that they do so at their own risk. To make sure your time in the Atlantic Ocean is safe, adhere to some basic rules of ocean safety: Be mindful of currents and riptides. Even the most skilled swimmer can be caught up in strong currents and riptides. It is important to remain calm when caught up in a riptide and swim parallel to shore until the grip of the riptide is broken. Keep an eye on the tides by checking Edisto Beach Tide Charts online or by picking up a tide chart at the Bi-Lo, rental agencies or other places of business in Edisto. The tides change every six hours, which means you’ll notice the water is either closer to shore or farther away, depending on the tide. Do not walk or climb on the groins that line each block of Edisto Beach. The groins are wood pilings surrounded by rocks and are designed to help prevent beach erosion. It can be very dangerous to swim near them as currents can cause swimmers to be injured if they are swept onto the barnaclecovered rocks. Avoid swimming out past the breakers as it is easy to get exhausted quickly in the ocean. Life rafts are located at each beach access. Keep in mind that the ocean is home to many creatures. 16
It is common to see fish jumping while swimming, and dolphin make their presence known all throughout the day as they swim up and down the coast. Jellyfish stings become frequent from the end of July throughout September as this is the time when they spawn. Bring along baking soda to soothe a sting. Call 911 for any emergencies.

S.C. ARTISANS CENTER Bring home a work of art from a South Carolina artist. The South Carolina Artisans Center showcases and markets the handcrafted work of S.C.’s leading artists, while ensuring that art inspired by tradition is protected and nurtured. Designated by the legislature as the “Official South Carolina Folk Art and Craft Center,” the retail center features the artwork of more than 300 of South Carolina’s finest juried artists. Explore the handcrafted art from handpicked artists. See, touch, smell, taste, and shop. The artisans center, a fixture on Wichman Street for nearly 30 years, has been taking steps to position itself for the future. Those steps enhance what is offered visitors to the center, as well as positioning the center’s enhanced internet presence to participate in the on-line shopping trend. The large, covered front porch facing Wichman Street brings visitors into the center. Signs give travelers advanced notice of where the artisans center is located.

Over the years, the center’s aggressive marketing campaign aimed at pulling travelers off the interstate has made it one of Walterboro’s top tourist attractions. Some travelers have made a trip to the center part of their regular trips up and down I-95.

OUR RICH HISTORY The Colleton Museum, Farmers Market and the Colleton Commercial Kitchen offer a great way to spend your day.
The Colleton Museum, Farmers Market and Commercial Kitchen have become a go-to place for residents and visitors alike. The facility at 506 E. Washington St. offers something for everyone, and has won both state and national awards for its unique concept. The museum offers a treasure trove of local historical items ranging from exhibits, including fossils and an alligator, to local paintings and maps, and even bound volumes of The Press and Standard starting in the late 1800s. Information on just about any history of Walterboro and Colleton County can be found in the museum’s collections. The museum gift shop has a variety of Lowcountry-made items for sale, from books to baskets to silhouettes. Historical programs and workshops are also held monthly at the museum. Some of this year’s programs included calligraphy, a dinosaur talk and “dig,” rag quilting, history of the rice, indigo and cotton plantations, indigo dyeing and a Marsh Tacky meet and greet. Those who get hungry while viewing the museum’s col18
lection can step over into the Marketplace Cafe. A variety of vendors from the adjacent Colleton Commercial Kitchen offer up a variety of lunch and dessert options to go with fresh, local roasted coffee and ice cold soft drinks. The Colleton Commercial Kitchen offers local food business entrepreneurs the facilities to mass produce their products, some of which are sold in the gift shop. The Farmers Market is held on Tuesdays from 4-8 p.m. and Saturdays from 9 a.m.-1 p.m., bringing local produce to consumers. Artisans also bring their handmade crafts to sell during the seasonal market. For those looking to hold a wedding reception or other party, the facility has a large meeting room and outdoor area which can be reserved. The facility is open Tuesday from noon-5 p.m.; Wednesday-Friday from 10 a.m.-5 p.m.; and Saturday, 10 a.m.-2 p.m. and is closed on Sunday and Monday. STATE PARKS Colleton County has four state parks within its boundaries.
COLLETON STATE PARK 147 Wayside Ln., Walterboro 843-538-8206 colleton@scprt.com A paddler’s paradise, Colleton State Park sits a short distance from I-95 and connects to Givhans Ferry State Park via 23 miles of blackwater river. Colleton State Park, located off Highway 15 at Canadys, provides easy access to the Edisto River, one of the longest free-flowing blackwater rivers in the country, and serves as the headquarters for the Edisto River Canoe and Kayak Trail. Other amenities at Colleton include an easy nature trail, a campground, picnic shelters, one cabin, canoe/kayak ramp, playground, park store, swimming, biking, volleyball area and ballfields. The park is open from 9 a.m.-6 p.m. daily (extended to 9 p.m. during Daylight Saving Time) and the ranger’s office is open from 11 a.m.-noon each day. The park was built by members of the Works Progress Administration (WPA), a program similar to the Civilian Conservation Corps. Admission is free. 22

The park is situated neatly between a salt-marsh and the beach making it possible to hear the waves lapping at the shore regardless of whether you’re staying in a tent, motor home, or cabin. Located in the town of Edisto Beach, it’s just a short walk or bike ride from the grocery store, gas station, restaurants and shops. There are seven cabins located in the park. Five of the cabins are one-bedroom units while the other two are threebedroom units. All of the cabins are completely furnished and feature heating and air conditioning, bath and bed linens, basic cooking and eating utensils, a microwave, coffee maker, and television. Each cabin also has a screenedin porch so visitors can enjoy the sights and sounds of Edisto Beach. Pure camping enthusiasts will appreciate the number of campsites on the property. There are 64 oceanside sites and 33 sites along the salt marsh, perfect for RV or tent camping. There is also a restroom and showering facility on the premises. Overnight guests and day visitors can make use of the park’s two picnic shelters, playground equipment and natural fun offered by the beach. Visit the park’s Environmental Learning Center on the site for a chance to learn more about the area and to sign
up for loggerhead sea turtle walks during the nesting season. The park is open 8 a.m.-6 p.m. (extended hours during Daylight Savings Time) with office hours: 9 a.m.-6 p.m. Monday-Friday. INGREDIENTS 2 cups ice 180 ml vodka (3/4 cup) 80 ml Lime juice (1/3 cup) 80 ml Cranberry juice (1/3 cup) 60 ml Malibu (1/4 cup) 1.25 quart (litre) Lemonade (Sprite) INSTRUCTIONS: Combine all of the ingredients in a large pitcher filled with ice, adding the soda last. Serve immediately.
MARGARITAS BY THE PITCHER INGREDIENTS 10 oz Fresh lime juice 14 oz Cointreau 3 1⁄2 oz Agave syrup or simple syrup 22 oz Tequila INSTRUCTIONS: Muddle the sugar and limes in a pitcher that holds at least 8 cups (64 ounces). Set aside 6 to 8 small strawberries and make a small slice in their tips. Hull and slice the remaining strawberries and muddle the slices lightly with the sugar and lime juice. Stir in the gin and club soda and pack the pitcher full of ice. Add mint sprigs to garnish. Pour into ice-filled glasses and garnish with a strawberry, slotted onto the edge of the glass.

things to do GIVHANS FERRY STATE PARK 746 Givhans Ferry Rd, Ridgeville 843-873-0682 givhansferry@scprt.com A natural retreat in the Lowcountry woods, Givhans Ferry State Park sits at the end of the 23mile long stretch of Edisto River kayaking paradise known as the Edisto River Canoe and Kayak Trail that begins at Colleton State Park, spanning the borders of Colleton and Dorchester counties. The Edisto is the longest freeflowing, blackwater river in North America, and glimpses of it can be seen from the bluffs outside the rustic Givhans Ferry State Park cabins, as well as from the back porch of Riverfront Hall, a group gathering facility. A shaded campground, nature trail and two picnic shelters are also available at the park. Enjoy Edisto River kayaking and canoeing, trails, fishing, two picnic areas and more at Givhans Ferry State Park. Four two-bedroom cabins and 25 campsites (some RV) are available. older); $3 children ages 6-15; ages 5 and under, free. History: The park was named after Phillip Givhan, the area ferry master. He was the ferry master in the late 1700s. Later he became the transportation commissioner and the name was changed to Givhan’s Ferry on Dec. 9, 1789. The ferry was the point where people could cross the Edisto River and connect Augusta to Charleston. It was called the Charleston to Augusta/Savannah pass. Givhans Ferry State Park was developed by the Civilian Conservation Corps (CCC), a New Deal Program created by President Franklin D. Roosevelt. The program was designed to provide employment during the Great Depression while addressing national needs in conservation and recreation. The park’s riverbanks are protected as a Heritage Trust Site.

RIVERS BRIDGE STATE HISTORIC SITE 325 State Park Rd., Ehrhardt Phone: 803-267-3675 Rivers Bridge State Historic Site marks the site of one of the Confederacy’s last stands against General William T. Sherman’s sweep across the South. Of all the Civil War Sites in South Carolina, the Battle of Rivers Bridge is the only one in the state parks system that is home to a preserved battlefield. A ¾-mile guided trail details the Battle of Rivers Bridge by way of interpretive panels along the trail. Rangerguided tours of one of the most well-preserved Civil War sites in South Carolina, which includes still-intact earthen fortifications, are also given throughout the year. The park is bordered by Three Mile Creek and the Salkehatchie River. The breastworks at Rivers Bridge State Historic Site are original, preserved and over 140 years old. The site is listed on the National Register of Historic Places. Hours: 9 a.m.-6 p.m. daily; office, 11 a.m.-noon daily Admission: Free Programs and Guided Tours: Scheduled daily tours and prearranged guided tours are available at $4/adult and $2/ child ages 6-16. Monthly living history programs are $5/ adult and $3/child ages 6-16. Visitors may take a self-guided tour by reading the waysides stationed throughout the park at no charge. Museum: The relic room at Rivers Bridge includes interpretive panels that tell more about the battle and the loss of life at the Battle of Rivers Bridge. The stories of individual casualties are highlighted for both the Confederate and Union armies. Four large panels showcase all of those that gave their lives in the battle. Burial Sites and Cemeteries: Four cemeteries are located throughout the park. One cemetery holds the Confederate dead from the battle of Rivers Bridge. Another cemetery holds WWII veterans. The other two cemeteries are private family cemeteries of the Breland and Ayers families. Civil War History: Rivers Bridge State Historic Site marks the site of one of the Confederacy’s last stands against General William T. Sherman’s sweep across the South. only site home to a preserved battlefield. The site was donated in 1945 to the S.C. Park Service by the Confederate Memorial Association. Boating and Boat Access: Private boat access to the Salkehatchie River is a half-mile from the park. Only canoes and boats with trolling motors are allowed on the Salkehatchie River. Bird Watching: The site is a great place for bird watching. Abundant wild turkeys, hawks, falcons, red-headed and pileated woodpeckers, snowy and cattle egrets are some of the birds that may be seen in the park. Hiking Trails: The Battlefield Interpretive Trail is a selfguided trail about 3/4 of a mile with interpretive wayside panels. There are also two easy-to-hike nature trails located on the park. Enclosed Large Meeting Space: A rental meeting building is available for groups of up to 120 people and includes a kitchen. The Community Building is used for weddings, receptions, reunions, birthdays, business meetings and more. The kitchen includes a mini-refrigerator, stove, sink and a cutting board. The building has fireplaces on each end. The building includes 100 chairs, several tables and enough room for a dance floor, if desired. Outside there is a horseshoe pit, corn hole, ring toss, and ladder toss. Weekend rates (Friday-Sunday): $221.19/day and weekday rates (Monday-Thursday): $177.99/day. Open Air Facilities: A picnic shelter is available for family or other group gatherings. The shelter may be reserved for $30-40/day. The Ashepoo-Combahee-Edisto (ACE) Basin of South Carolina has a largely undeveloped landscape consisting of extensive, diverse habitats, such as saltwater and brackish-water marshes, maritime forests, upland pines, and bottomland hardwoods. For those who love the outdoors, the Ashepoo-CombaheeEdisto (ACE) Basin offers unparalleled opportunities. Hunters, fishermen, hikers and other outdoor enthusiasts can visit the largely undeveloped landscape’s extensive, diverse habitats: saltwater and brackish-water marshes, maritime forests, upland pines and bottomland hardwoods. These ecologically important attributes, coupled with management goals that balance conservation of natural resources with economic development and population growth, have made the ACE Basin the focus of national attention. A number of organizations and local citizens have been instrumental in the conservation of the ACE Basin: the South Carolina Department of Natural Resources (SCDNR), The Nature Conservancy (TNC), Ducks Unlimited (DU), Colleton County, and the U.S. Fish and Wildlife Service (USFWS). Through these and other organizations, nearly 10 percent of the upland and wetland habitats in the Basin have been

permanently protected by purchase and conservation easements.
FISHING A variety of fishing opportunities exist in the ACE Basin study area, in habitats that range from black water streams and swamps to intertidal marshes, creeks and the ocean surf. Most of the fishing activity is centered in the Edisto, Ashepoo and Combahee Rivers, but other small streams in the watershed do provide some opportunities, especially for bank anglers. Most recreational fishing is done from small boats, but bank anglers use areas around landings and bridges. Because of the remoteness of the area, travel upstream in the rivers is often difficult due to obstruction by fallen trees. In general, fishing for specific species is done by boat, while fun fishing is done from riverbank anglers who catch what they can and keep most everything. Fishing licenses

VISIT THE ACE Shore-based fishermen catch a variety of species including Donnelley WMA spot, Atlantic croaker, bluefish, 585 Donnelley Dr. summer and southern flounders, Green Pond spotted seatrout, red drum, black St. Helena Sound Heritage Preserve drum, pinfish, southern and gulf Green Pond/Bennetts Point kingfish, and sheepshead. In addition, several species of sunfish and catfish are often caught. Freshwater anglers are required to have a South Carolina fishing license to fish in public waters.

WALK WITH WILDLIFE The Walterboro Wildlife Sanctuary in the City of Walterboro offers visitors the ultimate Lowcountry experience, combining history, culture, recreation and education.
The Walterboro Wildlife Sanctuary is South Carolina’s largest city park, and is just a few hundred feet from the brand new Walterboro Wildlife Center in the heart of Walterboro. The Wildlife Sanctuary offers visitors the ultimate Lowcountry experience, combining history, culture, recreation and education in a Southern lowlands setting. The sanctuary consists of hardwood flats defined by a series of streams which wind their way through the area. Wildlife is abundant with native populations of wild turkeys, deer, raccoons, beavers, otters, opossums, squirrels, foxes and wildcats. There is a large, year-round, population of song birds, as well as wading birds, ducks and predator birds. The area serves as a stopover for transient and migrating birds. For bird-watchers, more than 80 bird species have been observed on a seasonal basis including 50 year-round species. Wild turkeys, wood ducks, warblers, wood storks, pileated woodpeckers, bald eagles, accipiters, buteos, falcons, owls, wading birds, kinglets and a wide variety of other birds (including endangered species) are regularly observed. Additionally deer, beavers, otters, flying squirrels, foxes and other mammals — as well as numerous varieties of reptiles and fish — visit the sanctuary. Miles of overland trails and boardwalks provide an opportunity for visitors who combine a love of the outdoors with exercise. Crisscrossing the system of braided streams, the boardwalks tie the highland trails together. For cyclists, a bicycle path also follows an existing easement. While the wooden bridges have decayed, the impressive roadbed remains. The bridges have been replaced with boardwalks and the roadbed has become an integral part of the trails. Those interested in history and archaeology are able to explore and traverse the road over which all overland traffic passed between Charleston and Savannah. LEARN ABOUT NATURE The Walterboro Discovery Center gives visitors information on the Walterboro Wildlife Sanctuary, its inhabitants. The City of Walterboro is excited to have opened its newest attraction. The Walterboro Wildlife Center opened in January of 2020 with a grand opening that featured several presentations, kicked off with a ribbon-cutting by City Council and a welcome presentation by Mayor Bill Young that described the long road that led to the creation of the facility. Then wildlife presentations followed by USC Salkehatchie Professor Dr. Eran Kilpatrick on the countless birds in the Walterboro Wildlife Sanctuary; Lowcountry Raptors, featuring birds of prey; and the Edisto Serpentarium with venomous snakes, alligators and more. The event concluded with a live performance in the newly constructed amphitheater that can accommodate several hundred patrons. The event showcased the many uses and capabilities of this multi-purpose facility. The Walterboro Wildlife Center has already been awarded the project of the year by the Municipal Association of South Carolina — an innovative project that was a long time in the making. It all started with the establishment of the Walterboro 32
Wildlife Sanctuary. The City of Walterboro began envisioning the creation of the Walterboro Wildlife Sanctuary, and ultimately the Wildlife Discovery Center, about 18 years ago. During that time, small towns and cities across South Carolina were trying to find their niche — something that would set them apart from every other small town. Initially, the project was solely to showcase the sanctuary, which on its own would have been a great facility. But over time, the idea grew to include downtown revitalization, outdoor entertainment and the city’s largest event space. After envisioning the concept of creating the state’s largest city park, the city began to acquire land. This was done through land donations, notably from the Jefferies family, and through purchases. The 600-acre park became known as the Great Swamp Sanctuary. Over the ensuing years, the city built trails, boardwalks and observation stations creating a nature-based attraction for citizens and for travelers on I-95. All the while, the Wildlife Discovery Center remained only a plan. In 2013, City Colleton Relocation Guide 2020-2021

he new Walterboro Discovery Center’s amphitheater offers a place to hold concerts, reunions and other group events. The center’s building, in addition to its nature displays, offers indoor meeting rooms.
Council approved the purchase of the property where the Wildlife Center sits today. The purchase was funded with monies that set aside by Congressman James Clyburn. Once the property was purchased and the vision grew into a more multi-faceted downtown form, planning accelerated. By 2016, an architectural firm was hired and the transformative facility was finally completed and opened in January of this year. The beauty of this project is that it accomplishes the goal of creating an ecotourism destination as well as furthering the revitalization of our historic downtown. The Walterboro Wildlife Sanctuary has a great story to tell and is a living example of the beauty of our southern lowlands. The Walterboro Wildlife Center is designed to tell that story. The center does an amazing job of highlighting the plant and animal life in the sanctuary and explaining the importance of preserving the environment. This story is told in a re-purposed building in a downtown location, highlighting that the significant fact that the entrance to South Carolina’s largest city park is only steps from the historic downtown. The construction of the Walterboro Wildlife Center embodies the strategic plan of the City of Walterboro. The goals achieved were multifaceted. The first goal was to increase tourism to the city, and more specifically, to downtown Walterboro. The construction of I-95 cut off many small towns that eventually withered as tourists sped by on the interstate. Walterboro has worked to revitalize downtown and invite over 40,000 cars per day from the interstate to take the short drive into the heart of the city to see what makes Walterboro special. This is the new top draw in this plan. The project also accomplished the goal of re-purposing an abandoned building, transforming this previous eyesore in the community into an asset at the city’s center. Finally, the creation of the large event space and amphitheater will infuse more vitality into the downtown area, which will lead Colleton Relocation Guide 2020-2021
to even more activity over time. Today, the building offers something for both tourists and Walterboro residents alike. The future plans for the center include wildlife programming and presentations, field trips to both the Wildlife Center and the sanctuary, event rentals for private and public functions, as well as concerts and theater events in the amphitheater. Some of this programming will be organized by the City of Walterboro, but also community partners that reach out to the utilize the facility. What makes this project innovative is that it combines and accomplishes multiple, seemingly different goals that, when put together on one campus, help further the central goal of making Walterboro a better place for its citizens, businesses and visitors alike. FITNESS TIME The Colleton County Recreation Center features activities and sports for our local youth, and an upgraded fitness center that will delight. The Recreation Center, the centerpiece of Colleton County’s Parks and Recreation Department, recently underwent a renovation and expansion that doubled the size of the recreational facility located at 200 Recreation Drive. The existing building, constructed in 1960, encompassed 18,500 square feet. The renovations added approximately 17,000 square feet. The space now houses a new basketball court and the facility’s fitness center. The fitness center’s 3,000-square-feet offers free weights or using a wide variety of exercise machines. New and improved locker room facilities for male and female fitness center members are also available. A variety of fitness center membership options are available. Inside the addition, an activities gym was designed to host a variety of programs. The gym located in the original Recreation Center was updated with new flooring on the basketball court. The court

was also reconfigured to improve its use for volleyball, and a splash pad was installed just outside the building. The Rec Center also has 11 baseball fields that host tournaments from t-ball to softball to baseball with teams throughout the Lowcountry. A variety of fitness classes are held including aerobics, line dancing, yoga, Zumba and other seasonal activities. And a pavilion, activity room, meeting room and two gyms are available for rent, as well as a number of picnic sheds. The Recreation Center is open from 8:30 a.m. to 8 p.m. Monday through Friday and from 8:30 a.m. to 12:30 p.m. on Saturdays. It is closed on Sundays. THE PLANTATION COURSE AT EDISTO Tucked away in the center of South Carolina’s coastal Lowcountry, resting in the heart of Edisto Island, is an emerald emerging from the rough.

As a campus of the University of South Carolina, USC Salkehatchie brings the quality of the university to Walterboro and the surrounding region. Students may earn baccalaureate degrees in nursing and elementary education without leaving their community, and an additional 14 baccalaureate degrees are available through the University’s Palmetto College online program. Students take the first two years of coursework at USC Salkehatchie and can complete their program online in the following fields: business administration (accounting), business administration (management), health promotion, health informatics, hospitality management, human services, information science, information management and systems liberal studies, organizational leadership, criminal justice, childhood education and industrial process engineering, in partnership with Savannah River Nuclear Solutions and the Department of Energy. The University of South Carolina Salkehatchie boasts an internationally diverse faculty dedicated to providing quality educational experiences to students. GETTING A JOB The Colleton Career Skills Center is ready to serve individuals, business and industry — bringing job seekers and job providers together. The Colleton Career Skills Center brings job seekers and job providers together. The center serves as the headquarters for employment services, beginning with unemployment claims and following through the entire scope of the job search and training for the next opportunity. Lowcountry Workforce Development and SCWorks are on site to help deliver a variety of resources to provide a skilled workforce to Colleton County’s business and industry. Included in those resources are incentive programs to help businesses grow, as well as workforce training programs. Training is focused on the attainment of nationallyrecognized NCCER certifications at Palmetto Training Inc. to fill local industry needs. Class offerings include welding, machine tool, CNC, industrial maintenance and commercial driver’s license certification. Instructors are led by Eddie Jackson, who operates similar schools in Charleston, Orangeburg and Allendale. Palmetto Training, incorporated in 1985 by Jackson’s father, is the only independent school in South Carolina 48
authorized to give high school credits to its students. Putting people to work is what Palmetto Training is all about. “We do what industry wants to get people trained the way they want them trained — not using some canned curriculum. That way, they will hire our people,” said Jackson. “Part of the training is making sure the students also get all the necessary certifications. Almost all of our programs include a form of NCCER, OSHA, or AWS certification ... not just a certificate of completion.” Of course, training is not the only thing offered. Palmetto Training also offers free job placement for all of its graduates. The staff and faculty are always on the lookout for new jobs, and inform students of new opportunities as they become available. Students can also use the school computers for job searches and to apply for their new jobs online. Other opportunities at the Colleton Career Skills Center include job search training, resume writing, soft skills and intensive one-on-one counseling.

ADULT EDUCATION The mission of Colleton County Adult Education is to enable the adult learner to enhance academic skills necessary to enter the workforce and retain employment. Colleton County Adult Education will prepare every learner to be globally competitive and enter their chosen college and/or career path with a 21st century education. Since 2003, Colleton County Adult Education has served over 5,000 adult learners. Colleton Adult Learning Center, 609 Colleton Loop, Walterboro, is poised to grow. The 2017 graduating class has 29 alumni and the 2018 graduating class was comprised of 30 Colletonians who earned their South Carolina High School Equivalency Diploma (HSED) and seven adult learners who earned their South Carolina High School Diploma (HSD). Additionally, Colletonians enrolled during the 2017-2018 school year earned 187 National Career Readiness Certificates to include 25 Gold Certificates and 10 Platinum Certificates. Alumni at Colleton Adult Learning Center enter post-secondary school and training opportunities throughout the Lowcountry to include USC 50
Salkehatchie, Palmetto Training Inc. and Technical College of the Lowcountry. Each year, well over 300 local adult learners, “Catch Their Future Today!� at Colleton Adult Learning Center, also known as CALC. Residents of Colleton County return to school for a variety of reasons: to complete their S.C. High School Diploma, earn their S.C. High School Equivalency Diploma by passing the GED, earn a Career Readiness Certificate by passing the Worldwide Interactive Network (WIN) Ready to Work (R2W) tests and improve reading, writing, vocabulary math skills and specific workplace skills. Whatever your reason for enrolling, CALC offers programs that meet your needs.
NEW PROGRAMS A collaborative effort between the Technical College of the Colleton Relocation Guide 2020-2021
Lowcountry (TCL), Colleton County School District (CCSD) and Colleton Adult Learning Center (CALC) is ready to empower adult learners to become Patient Care Technicians (PCT’s) in the healthcare field. Dr. Richard J. Gough, president of TCL, and Dr. Franklin Foster, superintendent of CCSD, paved the way for their staff to bring PCT and Certified Nursing Assistant (CNA) programs offered by TCL to Walterboro, which began in 2018. Rhonda Johns, M.A., business manager of Continuing Education Division of Academic Affairs for TCL; Cynthia Gray, CST, M.Ed., M.A., program coordinator of Allied Health Sciences for TCL; and Chris J. Horvath, director of CALC, proposed the program to both the president and superintendent, as well as additional deans and assistant superintendents. Results of the team’s efforts produced a huge win for Colleton residents. One example of how this program will work is the PCT instructor herself. Natalia Popov, CET, CPT, CPCT, M.S., is an alumni of Colleton County Adult Education. Popov resides in Colleton County and began taking classes at CALC a few years ago in Martha Adams’ class, earning the South Carolina High School Equivalency Diploma by passing the GED Tests. After working in the medical field, she has returned to CALC to become a teacher. Initial courses will be Tuesday, Wednesday and Thursday evenings from 4-8 p.m. Qualified customers of Lowcountry Council of Governments and DSS are able to take the courses without cost. The curriculum includes healthcare terminology and measurements in order to assist the candidate to prepare for the challenging PCT curriculum and certification tests. As with all goals, CALC staff strongly recommends early preparation for the WIN-Ready to Work Tests required for acceptance into the TCL course. WIN testing and counseling required for entrance and successful completion of the PCT Program includes: CNA, simplified or advanced phlebotomy, medical terminology, CPR, ECG technician and SLED check.
SKILLS PROFICIENCY PROGRAM Many adults seeking to receive training and education opportunities through Palmetto Training Inc. and Technical College of the Lowcountry, as well as other approved providers, want to improve their reading and math skills to have their post-secondary tuition paid in full. Partner Agencies such as Department of Social Services and the Lowcountry Council of Governments have paid for Colletonians to earn their Commercial Drivers License (CDL), become ready to be a certified welder or a Computer Numerical Control (CNC) operator at Palmetto Training Inc. with Eddie Jackson’s team at Colleton Career Skills Center. Others have become Certified Nursing Assistants (CNA) through Technical College of the Lowcountry and nurses through USC Salkehatchie. Those who qualify receive a free education that will change their family’s lives for generations. CALC provides the academic instruction to achieve the required academic ability levels required for acceptance into each specific partners programs. different requirements. Some require a diploma and a Career Readiness Certificate while others require a certain score on the Tests of Adult Basic Education (TABE) and others only a Career Readiness Certificate (CRC).
SOUTH CAROLINA HIGH SCHOOL DIPLOMA Through a partnership with Colleton County School District (CCSD) and the South Carolina Virtual School Program, CALC offers virtual high school courses. Through the S.C. Virtual Franchise program, CALC’s certified teachers are able to begin a virtual class any time during the year. Adult learners age 17 and older not enrolled in a traditional high school are provided a certified teacher for each subject for six hours weekly. This local certified teacher sits sideby-side with the adult learner and provides instruction and support for a near 100% success rate for learners in this program. Adults are required to have 18 credits that count towards graduation before they are accepted. Recipients receive a CCSD diploma upon completion.
CAREER READINESS CERTIFICATE (CRC) Faculty and staff at CALC provide the adult learner the opportunity to prepare for competitive and rewarding employment. Many employers in the Lowcountry, as well as others throughout S.C. such as Boeing, Volvo and Savannah River Site, require CRC tests. South Carolina high school juniors have switched from taking the Workkeys®️ tests to the WIN, R2W tests. Most employers now honor both sets of tests. CALC now offers the WIN, R2W tests at no cost to students. Different employers require different scores on the tests. An example is TCL requires a Silver, or score of four or better, on all three tests — Reading for Information, Applied Mathematics and Locating Information — for entrance into its Patient Care Technician (PCT) program. Test-takers may receive scores from 3-6 in each test. Students should expect to set aside a combination of 30 hours of instruction and practice at CALC and virtually.
SOUTH CAROLINA HIGH SCHOOL EQUIVALENCY DIPLOMA (HSED) PROGRAM Certified faculty at Colleton Adult Learning Center equip the adult learner to earn the HSED by passing the four General Education Development (GED) tests. Pearson VUE is the GED test publisher and CALC is an Official Pearson VUE Testing Center. Official GED tests will now be offered in the afternoon and on Saturdays for the first time this school year at CALC. All four tests (math, English language arts, science and social studies) take around 7½ hours to complete. Test-takers are encouraged to take two tests per day. Cost of the GED is $150, paid to Pearson VUE. Adult learners enrolled at CALC receive the Tests of Adult Basic Education (TABE), WIN-R2W tests, GED Ready/practice tests, personalized instruction and the Official GED Tests for free when enrolled through a partner or the individual pays the $30 CALC registration fee. 51

WORLD-CLASS ACCESS Colleton’s industries have access to the best of everything.
Think of what it means to be situated between two growing markets. In our case, that’s Savannah and Charleston — both historic, picturesque and each a tourist mecca. To the economic developer, however, it means access to two world-class ocean ports, two commercial airports, two major aircraft companies and two military installations. This puts Colleton in close proximity to the automotive, watercraft, aviation, agricultural and forest product industries, as well as several colleges and universities. These specific industries and institutions are key components to economic development success. Colleton has benefitted from some of these industry sectors. Pioneer Boats announced plans to invest $3 million for an operations expansion that would include 92 new jobs over the next five years. Pioneer Boats originally located to Walterboro in 2007 with an initial investment of $5 million. Lowcountry Aviation Company, a fully-integrated general aviation service provider, launched new operations at the Lowcountry Regional Airport. The company’s $1.7 million 56
investment is projected to create 36 new jobs. Lowcountry Aviation Company aims to provide excellence and superior levels of safety in FAA-regulated charter services, maintenance and composite light aircraft production and services. Evanesce Packaging Solutions announced plans to locate their large-scale production facility in Walterboro with a $70 million investment and creating 36 jobs in the next five years. The company produces compostable food packaging with considerations for strength, insulation and nesting capabilities, but more importantly, cost competitiveness to traditional solutions. Evanesce was founded in response to the growing global need to replace existing packaging technology with truly compostable, organic, sustainable alternatives. The operation in Walterboro, which will locate in the Colleton County Commerce Center industrial park, will focus on producing meat, seafood, vegetable and meal trays for the U.S. market. To continue utilizing the unique benefits of our fortunate geography, Colleton County is focusing on maintaining and Colleton Relocation Guide 2020-2021
developing its inventory of available industrial sites and buildings. This is one of the most important aspects of preparation in the process of recruiting new business and industry, second only to workforce development. Most recently, Colleton County was notified by the South Carolina Power Team that it was hiring site location and engineering consultants to identify and evaluate potential “mega-sites” that could be served electricity by the co-operatives to secure at least one mega-site within the state. Over 75 sites throughout the state were submitted by various counties for evaluation. After evaluation and review, many were eliminated for various reasons. We operate nine staffed ambulances 24/7 all year,” Fire-Rescue Chief Barry McRoy said. “Each is staffed with at least one firefighter II–paramedic.”
HELP WHEN YOU NEED IT Colleton Fire-Rescue responds when citizens are most vulnerable.
Colleton County Fire-Rescue’s ambulances are seemingly always on the move, meeting the emergency medical needs of residents and visitors to the county. The department’s medical service handles nearly 10,000 calls for service per year— an average of 25 responses each and every day. Straight medical response calls account for most of that total. The county’s ambulance service responded to 784 vehicle crashes with injuries. In 25 of those runs, firefighters had to deal with freeing trapped patients from the wreckage. “ I don’t know how many calls were law enforcement related. We don’t track that,” Fire-Rescue Chief Barry McRoy said. “Our ambulances do more than just transports. Since our personnel are crossed trained, they provide many functions that other communities don’t. They logged another 940 service calls, which could be anything. There were also 446 ‘Good Intent’ calls, which could be ambulance related as well.” The bulk of those medical emergency runs took the patient to Colleton Medical Center’s Emergency Department.

The county’s ambulances also made runs to the trauma center at Trident Medical Center in North Charleston, the Medical University of South Carolina’s adult trauma unit and the MUSC’s children’s trauma center, both in Charleston. “We operate nine staffed ambulances 24/7 all year,” McRoy explained. “Each is staffed with at least one firefighter II–paramedic.” “From mid-April to the end of September, we operate a 10th ambulance on Edisto Island, so there are two ambulances at Edisto when the population increases between spring break and the end of the Labor Day holiday,” McRoy said. “Since we have crossed-trained personnel, if a patient is critical and there are multiple patients, we can quickly reassign personnel to assist in an ambulance to care for the patient. All of our career staff are crossed trained as firefighter II and EMT or paramedics,” he advised. “Many of our volunteer personnel are cross trained as well,” McRoy said. “The volunteer personnel first respond on severe and/or critical medical responses in their communities to provide care prior to the arrival of the ambulances.”

Fire-Rescue’s ambulances are not the only vehicles in the department’s fleet prepared to meet a medical emergency. “All of the fire engines carry AEDs and basic medical equipment. We also have a basic life support ambulance that runs out of Station #2 in Jacksonboro and is staffed by volunteer personnel in that community,” McRoy explained. With nine or 10 ambulances in operation on a daily basis, you might assume it is unlikely the department has enough
personnel and equipment to handle what ever happens. You would be wrong. “The county has four reserve ambulances that are fully equipped and ready to respond at a moment’s notice. At times of high response volume, off-duty personnel or volunteer firefighters respond to staff the reserve ambulances if needed,” McRoy said.

TO THE RESCUE What those who protect the residents of Colleton County do when the sirens aren’t blaring and the emergency lights aren’t flashing can be as important to a community’s well-being as their actions when an emergency arrives. The members of the Walterboro Police Department, Walterboro Fire Department, Colleton County Sheriff’s Office and Colleton Fire-Rescue devote much of their work day to educating the public about safety concerns, getting to know the people they serve and the potential issues residents have. In the realm of law enforcement, that effort is known as community-oriented policing. Under the leadership of Police Chief Wade Marvin, Sheriff Charles Ghent, Walterboro Fire Department Chief Paul Seigler and Fire-Rescue Chief Barry McRoy, community policing has expanded. Officers, when possible, are out of their vehicles and developing relationships with community groups, residential 64
and business organizations. You are likely to find an officer visiting with both young and adult city residents. Those efforts seek to build a partnership with the community they serve. In this time of constantly evolving social media, law enforcement and fire service agencies strive to embrace the new media as a way to connect with the people they protect.

COLLETON FIRE-RESCUE Colleton Fire-Rescue provides emergency medical services throughout the county and fire protection outside the city limits. Fire-Rescue, led by Chief Barry McRoy, has expanded over the years to provide videos and give users the ability to monitor emergency radio traffic through its website, www.colletonfire.com. Among the most recent additions to the website is information on emergency preparedness, including local evacuation routes, hurricane preparedness and current weather information. The website has in-depth information about Fire-Rescue, the areas covered and the resources County Council provides to protect the community. Also included are the locations of the fire stations with maps; all of the apparatus and an explanation of its function; sections on public education, the history of the department, general information, how to become a volunteer firefighter, call statistics, employment, frequently asked questions and videos that explain fire safety. There are also many links to obtain additional information on specific subjects, such as the do’s and don’t’s when calling 9-1-1, what to do before the ambulance arrives, etc. Information on incidents in the county is also listed with photos. COLLETON COUNTY SHERIFF’S OFFICE The Colleton County Sheriff’s Office has a page on Colleton County’s website (www.colletoncounty.org) which offers contract information for Sheriff Charles Ghent and his command staff, as well as related phone numbers including anonymous tip numbers. The office’s Facebook page offes updates on crime, as well as pictures and information on community-related activities sponsored by the office.
