Even though we are all presently facing the challenges of getting through a pandemic, we are still looking forward to 2021 being another great year for our community. There is a saying, ‘a cloudy day can’t ruin a sunny disposition’ and that is exactly how I feel about our future in Oldham County. Working together, our residents have the skillsets and resources to overcome the current situation and continue making Oldham County one of the very best places to be in Kentucky. For many years, Oldham County has been ranked by the University of Wisconsin and the Robert Wood Johnson Foundation as the healthiest county in Kentucky. We appreciate this distinction and are determined to maintain a healthy environment for everyone. County government is managed under the auspices of the fiscal court, a body similar to the county commission or board of supervisors in other jurisdictions. The fiscal court is focused on the further development of infrastructure and public services. We are never satisfied with the status quo. Within the oversight of the county government, public safety is our number one responsibility. Split between command staff, patrol officers and school resource officers,

Oldham County has 42 police officers. All public schools in the county are staff with a resource officer during the school year. Police are available 24/7 and can be reached easily by dialing 911. Also available for public safety, and with other functions as well, is the Oldham County Sheriff’s Office, with 17deputies. The City of La Grange has an additional full-time police force of 16 officers. Construction of new homes remains strong in the county and our school system is among the very best in Kentucky. While we welcome new residents and business opportunities, we attempt to balance growth with our a stated goal that ‘our quality of life is not for sale.’ Quality of life is a subjective concept, but most of us can agree that it includes a clean and safe environment, relaxing atmosphere, highest quality education, manageable traffic, access to fine dining and superior retail, multiple housing styles, family-oriented recreation, nice parks and
friendly people. Most of us would also like an opportunity to be more than simply ‘a face in the crowd’ and that is still possible in Oldham County. I am always asked, “what’s new or coming” in the year ahead or the next few years? A top priority is expansion of I-71 to six lanes from Louisville through Oldham County, north to the Henry County Line. The first section of this expansion, from I-264 to Crestwood, is underway now. This section should be complete next year and further sections are planned in next several years. Other priorities include construction of a new county courthouse in downtown La Grange, extension of broadband to underserved areas, expansion of our community center, a new animal protection facility, two new roads in our La Grange office park, and new facilities at our park along the Ohio River. City of La Grange is “My Kind of Place” One visit to La Grange and you’ll say “this is my kind of Place”. I’m speaking from personal experience as someone “not from around here” who visited, fell for this beautiful town and couldn’t wait to come back for good. Longtime residents have seen it happen hundreds of times. Let’s dig deeper into what it is about La Grange that makes it so special. In 1994, First Lady Laura Bush recognized the city of La Grange as a Preserve America community, a designation for communities that protect and celebrate their heritage. There’s a feeling that comes over you when you stand on our historic Main Street. A feeling of history, of an idyllic sense of nostalgia and a feeling of “HOME”. La Grange is known for its quaint Main Street shopping, unique restaurants, galleries featuring local and regional artists, historic homes and beautiful drives through horse country. You can satisfy cravings for anything from food, history or fellowship while you enjoy the local color and conversations with the most friendly and kind people anywhere. In fact, La Grange has been crowned the Kindness Capital of Kentucky, because of the overwhelming sense of belonging that it instilled in all who live here and it rubs off on visitors as well. It’s said, “you come to La Grange

a visitor and leave as family.” Everyone is greeted with a smile and a “Hi! How ya doin’ today.” Then there’s the train. Visitors to historic downtown La Grange are astounded that a freight train rolls through town. Yes, a train runs through it – right down the center of Main Street. Up to 30 trains a day much to the delight of locals and tourists alike. The bell, the rumble and the vibrations never get old. Nor does seeing the reaction of kids of all ages when it passes by. The bounty of La Grange and surrounding areas can be found at the La Grange Farmers and Artisans Market held at the courthouse square each Saturday morning from June through October. Produce, honey, breads and other value-added products, produced and grown locally, are featured each week. Each fall, the city’s Main Street organization hosts The Spirits of La Grange Ghost Tour, a 90-minute walking tour of allegedly haunted
locations throughout the city. This popular tour attracts visitors from all over the country. Participants learn about documented paranormal activity in several buildings, along with favorite tales of spirits and local lore. La Grange is such a haunting little town that these residents never want to leave. The first weekend in December is Light Up La Grange, a community festival that ushers in the holiday season. Merchants, business and community partners offer family activities, specials and refreshments and children enjoy a visit from Santa. Live entertainment and the ceremonial tree lighting round out the event. Spring and summer months usher in monthly Trackside Tunes and Blue Grass Jams featuring music and food . It’s not uncommon for a spontaneous jam session dance party to break out on the street. In light of time and print space, I’ll close with a final thought. It’s something a recent visitor turned La Grange Folk shared with me. La Grange is that place we all dream of living, the perfect combination of a bit of our childhood, a beautiful setting that honors it’s history and keeps up with the times. A happening little spot that brings out the best in us. Now that’s my kind of place!

An Overview of Fiscal Court: Management of the County Government In Kentucky, fiscal court is the name given to each county’s legislative and governing body. A fiscal court operates similar to a county commission or board of supervisors in other states. It is a policy-making body, regulatory agency and service provider. Oldham County’s Fiscal Court is made up of the judge-executive and eight part-time ‘magistrates’, all of whom is elected to four year terms in office. The judge-executive is full-time. The judge-executive, or “County Judge”, as the position is known, is the chief administrative officer of county government. This person is also the county’s number one advocate in both the public and private sector and top public relations representative. The County Judge is involved in almost every aspect of the life-blood of the community, overseeing public services, promoting economic development, serving on many boards and commissions, appointing others to oversee public agencies and providing assistance and support for non-profit groups in the community. The County Judge does not conduct trials or act as judge in the judicial sense of judge and jury, but does preside at the bi-monthly meetings of Oldham County Fiscal Court. Among the responsibilities of the County Judge in connection with the fiscal court are the preparation and execution of the annual county budget, overseeing county finances, supervising police, road, maintenance, planning and development, building inspections, county engineering services, recycling, environmental programs

and recreation. The members of the fiscal court meet on the first and third Tuesdays each month at the Fiscal Court Building to adopt ordinances, approve bills to be paid, set tax rates and take care of other county business. The Circuit Clerk serves as clerk for circuit and district courts. Kaelin maintains records for traffic, juvenile, probate, civil and criminal cases. The office also serves residents by issuing drivers licenses and managing jury duty. The office is located in the Oldham County Courthouse. The Property Valuation Administration assesses all property in Oldham County in order to establish a tax base. As Sheriff of Oldham County, Steve Sparrow directs a 38 member department which includes 20 full-time deputies.

Founded in 1849, the community was first known as Saltillo for the Mexican city near the 1847 Battle of Buena Vista during the Mexican-American War. When a new post office opened in 1851, it was named Goshen for the biblical Land of Goshen, which was described by American commentators as having had good soil. The area formerly known as Harmony Lake Estates was incorporated by the state assembly in 1990.

La Grange is proud to provide 24 hour police and fire protection by La Grange Police Department and La Grange Fire and Rescue Department. The city also manange the paving, maintenance, cleaning and snow removal of all city streets, construct and maintain the sidewalks, aids in the beautification of city features, plant and maintain trees and decorative plants, mows and maintains the grass on city right-of-ways as well as the parks. La Grange parks offer picnic facilities, restrooms, playground equipment as well as a golf course and a 30 acre fishing lake. Walsh Park is also the home of the North Oldham Little League. The City has franchise agreements with various service providers, such as Time Warner Cable and Republic Services for garbage pickup, which is billed by La Grange Utilities Commission. Franchise agreements make it possible for residents to receive lower rates for services.

The site of present-day Pewee Valley was first settled as a stop on the Louisville and Frankfort Railroad in 1852 under the name Smith’s Station. The name was changed to Pewee Valley on the establishment of a post office by Charles Franklin Smith in 1856. The name refers to the Eastern Wood Pewee.

The City of Prospect operates as a Mayor-Council government, with non-partisan elections held every four years for the mayor and six council seats. Although an independent municipality, Prospect is subject to Metro Louisville ordinances and regulations. Utilities are managed by LG&E, the Metropolitan Sewer District and the Louisville Water Company. The Harrods Creek Fire Department provides fire and EMS services.

Brief Historical Background: In the late 1970s, the residents of what is now known as the City of River Bluff formed a homeowners association to take control of the maintenance and repair of the roads. The association took on the responsibilities of arranging garbage pickup and worked with other ideas to improve life in our subdivision, with funding from the residents. The association existed for several years, until it was decided that the duties it

undertook could be more effectively performed by a formal city government. Additionally, by forming a city funding could be obtained through state assistance and property tax revenue. This would allow residents a tax deduction for these payments, which was not available for payment of homeowners association dues. Accordingly, in August of 1980, the Mayor-Commissioner form of government was adopted for the City of River Bluff. A MayorCommission form of government is made up of a Mayor and four members of the commission. Neale Parsons accepted the nomination and was unanimously elected first Mayor of the City of River Bluff along with the first Commission consisting of Jim McNeil, Phil McClanahan and Charles Barnes. The Mayor Commission Board, although elected officials, have always served as uncompensated volunteers. By October 15, 1980, all sections of River Bluff had been officially annexed into the City of River Bluff. The original Home-owner’s Association was officially disbanded on May 10, 1981. Over the years, the City Commission has negotiated garbage pickup, installed lighting, signage, improved drainage, acquired cable television, installed gas lines, and made many other improvements. The original intent was never to govern by passing laws and restrictions, but rather maintain a quality standard of living by acting as good

handle the emotions and challenges facing our students. For increased security, Oldham County Schools utilizes ten full-time School Resource Officers. These uniformed officers are trained in school based law enforcement, threat assessment and response, youth drug use and abuse, social media and cyber security, and mentoring. regular checks of campus security and are ready to respond to emergency situations at their assigned schools.
