Ashland

Ashland, Missouri is located in Southern Boone County. It’s population has well over tripled in the last twenty years going from 1,275 persons in 1990 to over 3,700 persons in 2010 while still maintaining a quaint, small town ambience. This quality, together with Ashland’s convenient location, excellent schools, and access to recreation make the City an attractive place to live. Southern Boone County School District, which educates children from Ashland and surrounding areas, has earned a reputation of educational excellence, boasting high school graduation rates eight percentage points above the state average and higher than average M.A.P. scores in all subjects and grade levels. Since 2001, the school district has received the “Distinction in Performance” award from the Department of Elementary and Secondary Education. The District offers numerous student activities, clubs and sports, including band, choir, performing arts, baseball, softball, football, soccer, volleyball, track, cross country and golf.

Ashland’s population enjoys hiking and spelunking at Rock Bridge State Park. They can enjoy hunting, hiking and horseback riding at Three Creeks State Wildlife Area along with camping at Pine Ridge Campground in the Mark Twain National Forest. The University of Missouri holds large tracts of land that are available for research and certain public uses.

They can cycle in summer on the Katy Trail State Park along the scenic Missouri River. There are eight 18-hole golf cours-

es within 20 miles including the Eagle Knoll Golf Club in Hartsburg, rated four stars by Golf Digest that is just 5 miles south of town.

Ashland has a vibrant downtown with cafes, eateries, shops and services in close proximity. In November, 2006, a new Dollar General Store opened at the junction of Highway Y and US 63, showcasing Ashland’s great potential for commercial and industrial development to meet the needs of the area’s growing population.

Growth

The growth in Ashland continues at lightening speed. Home building permits have steadily increased, exceeding expectations.

Future growth is assured with additional residential housing additions in Forest Park and South Winds as well as a new 224-home addition on the west side of Highway 63 set for the near future.

Home builders in the Southern Boone area, as well as elsewhere in Boone County, are providing “spec” homes as well as custom-built homes for new families moving into the area.

Commercial growth in Ashland and Southern Boone is on the rise with the addition of Cartwright Business & Technology Park as well as Industrial Drive. Additionally, as residents begin moving into the Baptist Home of Ashland, retail and commercial space has become a hot commodity in the Southern Boone area.

The last year has seen several new small businesses open in the Ashland area and become participating members of the community and the Southern Boone Chamber of Commerce.

In the spring of 2019, commercial property construction at the corner of Henry Clay and

Hartsburg

Known mostly for its Pumpkin Festival, the town of Hartsburg is busier than you might think.

A few miles west on Rt. A and down the hill, Hartsburg is nestled in farm land and countryside, close to the Missouri River.

What’s special about Hartsburg?

Perhaps it is the local cafe offering a fantastic breakfast and lunch on the weekends, the local tavern frequented by guests and townspeople alike, or maybe that the Katy Trail – a rails-to-trails state park – intersects the town.

There are plenty of good reasons to visit Hartsburg – including the ‘30 and Over’ baseball tournament, a class reunion or wedding at the Hartsburg Grand or that annual fall feature, the Pumpkin Fest.

Sixty-thousand pumpkin lovers pack the streets of Hartsburg in October, with many families making the weekend a time for a reunion or various other celebrations.

Along with the Globe Hotel and Dotty’s Cafe, the town is home to two churches offering Sunday morning worship; The Hartsburg Baptist Church, and the Peace United Church of Christ.

Hartsburg also has an active American Legion, Auxiliary, Sons of the American Legion and Lions Club that have various fundraisers, activities, and other opportunities for community service.

The village’s government includes a town council, consisting of five elected officials, including one who serves as mayor.

Hartsburg maintains its quiet charm and continues to be a great place for family and friends to meet.

Southern Boone Chamber Promotes Local Business

The Southern Boone Chamber of Commerce is an all-volunteer organization that is active in engaging and supporting local businesses throughout the So. Boone area including but not limited to, Ashland and Hartsburg. The board is comprised of local business owners, bank officials, non-profit directors, school administrators and other professionals with a vested interest in the So. Boone area.

The So. Boone Chamber supports their membership with educational seminars and workshops, as well as just for fun social gatherings. In 2020, the Chamber hosted it’s first fundraiser, The Great Gatsby Gala. Money raised will be used to ensure future growth of the Chamber. The Chamber also highlights new and existing businesses by promoting members through their website, publishing articles in the local paper, the Boone County Journal, as well as spotlighting these members on social media pages and in the So Boone Chamber newsletter.

All new member businesses are also treated to a ribbon cutting ceremony by the Chamber.

By partnering with the City of Ashalnd and the So. Boone Economic Development Council, the So. Boone Chamber actively works on bringing new businesses to the So. Boone Area. And the board is continuously looking for new and innovative ways to support the local business community as well as the school district. Each year the Chambers hosts a “Back to School” luncheon for all teachers and staff in the So. Boone School District.

Learning Garden The Southern Boone Learning Garden (SBLG) is an independent 501©3 non-profit that works in partnership with the Southern Boone County R-1 school district in Ashland, Missouri, to provide outdoor, garden-based education to its students. It also provides multiple programs for the students of the Southern Boone County School District and is involved in a variety of efforts to increase healthy lifestyle options and the overall health of the community of Southern Boone County.

There are many ways in which the public may support the SBLG. You do not need to have children in the program to participate, the SBLG is open to all. One option is to become a “Patron of the Garden”.

Patronships are offered for Individuals ($10), Families ($20) and Businesses ($30). Patrons will receive updates and invitations to garden activities, as well as involvement in special events if they so choose. These funds go to help cover costs for garden tools, seeds and programs such as the Elementary Garden Club and the Middle School Cooking Club.

When it comes to vegetables, we’ve found that if a child grows it, they’ll eat it. Then, they tell their parents, and the positive chain reaction is set in motion! It’s

exciting to witness these changes within our community, and we feel so lucky to play a small part in implementing them. The future looks bright for the youth of Southern Boone, and full of salad, too.

District 50

I grew up in Mid-Missouri and my husband and I have lived in Ashland since July 1, 2014. I was elected in 2017 and represent Missourians in Southern Boone and parts of Cole, Cooper and Moniteau Counties in the Missouri House as State Representative of District 50.

Southern Boone County has so much to offer residents and visitors all year round.

Situated between Jefferson City and Columbia, within easy access to Columbia Regional Airport, and benefited by a new expanded wastewater treatment facility, Ashland is perfectly positioned for economic and housing growth.

The city of Ashland offers many restaurant and shopping options, a car parts store, auto mechanics, arts and crafts, a grocery store, numerous area churches, gas stations, hair salons, a post office, lawn care, a garden center, insurance sales, medical clinics, a library, an annual rodeo, parades and much more. There are numerous community organizations and city boards residents can join, including the Southern Boone Chamber of Commerce. A new YMCA is being built and efforts to bring a satellite campus of a technical school are well underway.

The city of Hartsburg hosts an annual Pumpkin Festival in the fall with more than 200 craft and food vendors from all around, pumpkins and fall decorations and a parade. Dotty’s Cafe is a popular restaurant in Hartsburg year-round, there’s a post office, several local community organizations, an annual fireworks show in July, and local B&Bs and more to explore.

The Claysville General Store in the community of Claysville has a great menu including some of the best fried chicken in the district.

Pierpont is well known for its general store that has recently

undergone renovations and is open for business. Englewood is well known for its club house that houses 4-H meetings and an annual Muttonfest. Nearby, neighbors have been hosting an annual July 4th fireworks show in their backyard for decades.

McBaine is best known for the largest Burr Oak tree in Missouri.

Deer Park is a great spot to stop for gas and a snack and on the other side of Highway 63 you can prepare to celebrate freedom, liberty and America by purchasing all your supplies at Bob’s Fireworks.

Southern Boone is very pet-friendly and there are several veterinarians and pet boarding centers in Southern Boone to choose from.

Throughout Southern Boone in small towns and unincorporated communities including Wilton, and Harg, Easley, Elk Hurst, and Ginlet, you’ll find farmland and community church picnics and the heartbeat of small town America that many thought was long lost.

There are several plant nurseries and greenhouses in Southern Boone including CMSE Giving Gardens on South Bearfield Road in Columbia which supports jobs for sheltered workshop employees.

Finally, I have been told time and again that one of the top reasons families are moving to Southern Boone County is so that their children can attend Southern Boone School District which is held in high regard.

Eagle Pride Southern Boone Eagles Pride runs from the high school at the north campus all the way down Main Street to the Elementary School at the south campus. The Eagles are this town’s team!

SoBoCo students show their Eagle Pride not just in competitive sports, but by volunteering, raising money for great causes - including prom king and queen candidates, Jump Rope for Heart and many other causes - and by being a central part of the Southern Boone community.

The South County community responds each year by providing a strong base of activities for kids - from basketball to art classes - and more than $450,000 in college scholarships from local donations.

Creating Eagle Pride begins in kindergarten classes and helps build school spirit and the parents of those students work to build a community that is a great place to be a Southern Boone Eagle!

FFA Ashland FFA is a student-led leadership development and agriculture based organization offered to Southern Boone County High School students enrolled in an agriculture education class. Each spring the FFA Chapter elects an officer team with 12 officers that are responsible for organizing and planning events for the over 120 member chapter.

Students spend time volunteering at the Central Missouri Food Bank, teaching younger members about agriculture and providing multiple opportunities to receive first hand experience with livestock through events such as our children’s barnyards. They provide a Veteran’s Assembly inviting over 300 local Veteran’s to participate and be honored. Recently they began working with the Ashland Optimist to refurbish used bikes and repurpose them as Christmas gifts and transportation for community members. This activity has quickly become a favorite activity among FFA members.

The Ashland chapter was recently selected as a Top Ten Chapter in the Nation by the Model of Excellence Program from the National FFA Organization. This selection was based on their activities and events that highlight how the chapter promotes Growing Leaders, Building Communities and Strengthening Agriculture. They have also been honored to have six National Proficiency Finalists. Only four students in the country are selected to be recognized as finalists in their proficiency category on the National Level. Ashland is proud of FFA’s outstanding students and the achievements the program has earned through their dedication and hard work.

Fire district

The fire district covers approximately 125 square miles of Southern Boone County. There are around 40 volunteers in the district. There are usually 1-2 recruit classes held a year for those in the area that would like to serve their community in a volunteer capacity. The department’s Junior Firefighter program recruits high school students to become a part of the fire department. They receive training from experienced fire fighters in order to be members of the fire team. Like the recruit class, the Junior recruits make a significant commitment to learn the skills necessary to become an effective volunteer fighter.

Fire chief Jim Bullard oversees the department of volunteer firefighters, along with a number of officers who lead the volunteers at the scene of emergency situations. situations. The Fire District has four fire stations: Ashland, one near Columbia Regional Airport, Mount Pleasant community and Hartsburg. All are equipped with living quarters to facilitate prompt response time. The district’s offices and training center are east

of Highway 63. The training center includes offices and indoor and outdoor training areas.

The fire district is a taxing entity, led by board members Terry Hilgedick, Brandon Glascock, Lorie Klippel, Alicia Ozenberger and Ann Colgrove. The board members are elected by district voters to oversee the tax-payer funded district budget and mission.

The fire district has a tax levy to fund operations and periodically has a bond issue to replace or upgrade trucks and facilities. In June of 2020 the voters approved a bond issue that will finance a new fire station on route MM near Andrew Sapp Road, replacement of a 1992 pumper truck, a 1996 rescue truck, a 1985 tanker truck and 1985 rescue boat.

The bond issue will also add two pickup trucks to the fleet for natural cover firefighting and medical emergency responses.

The bond issue will also fund replacement of the districts “Jaws of Life” extrication equipment and other tools and equipment that is in need of replacement.

Police The Ashland Police Department is a full-service police agency responsible for providing law enforcement services to those who reside in or visit the city. The police department, located at 601 E. Broadway, provides coverage 24 hours a day, seven days a week.

Ashland PD is staffed with 8 full-time and 3 part-time police officers who have 8 fully marked police vehicles at their disposal. Ashland officers are dispatched through

Boone County Joint Communications.

The Columbia Regional Airport is serving more passengers every year with more flights leaving Columbia as residents of Mid-Missouri make connections in Dallas and Chicago and cite the ease of departing and arriving closer to home.

Columbia Regional Airport averages an estimated 100 takeoffs and landings daily with corporate, private and commercial airlines utilizing the facility.

The airport is served by American Airlines to Chicago and Dallas and United Airlines flights to Chicago and Denver.

Columbia Regional Airport has an enormous economic impact on the Mid-Missouri area - 745 jobs and $26.9 million in payroll, and over $87 million in output. Columbia Regional provides both direct and indirect economic benefits to the area, with companies utilizing the airport for shipping as well as passenger flights.

The airport is scheduled to add a second Transportation Securty Administration (TSA) screening line in August as a part of the ongoing upgrades and improvements to the Airport. The second

line, officials say, will decrease the wait time for passengers and improve efficiencies during the screening process.

The Airport is working its 2009 Airport Master Plan and has commissioned a Terminal Area Master Plan to assist in determining current and future terminal needs. The Aiport Advisory Board has held open houses to discuss the plan and concluded that a new terminal, located north and west of the current runways would be the best site for the new facility.

The cost of the terminal project is estimated to be $8-10 million with a project timeline being devised this year.

The Airport has become a major part of the growth of Ashland as annexed property between the airport and Highway 63 is being developed as the Cartwright Business and Technology Park.

In addition, commercial property along Rt. H leading the the Airport will soon be developed to serve arriving and departing passengers, as well as Airport employees and traffic along Highway 63. The Columbia Regional Airport area currently serves more than a dozen businesses from the U.S. Postal Service to private airlines.

The Southern Boone Senior Center offers multiple opportunities to socialize, play cards, pool and other activities.

YMCA Now in its fourth year in Ashland, the YMCA is getting closer to breaking ground on its new facility located on South Main Street.

The facility will include a 4,000 square foot multipurpose space to expand sports and programming for the growing community.

The hope is to move into the new facility early 2021; donations are still being accepted.

But while the YMCA is fundraising, that has not slowed the growth of programs, classes and opportunities for area families at its current location at 101 West Broadway.

The Southern Boone YMCA has developed numerous partnerships in order to expand its programming. One such partnership is with the Walk In Faith Church, where Y-Club is conducted before and after school for children 5-12 years old.

Y-Club provides transportation to and from school. Other Y programs include Tot Tumbling, wrestling, a Kids Night Out (for parents), Silver Sneakers, NFL Flag Football, youth baseball and softball, water aerobics and summer camp.

The YMCA also offers Outreach Scholarships for parents and children that need financial assistance. The Y will host a golf tournament September 28th at Eagle Knoll Golf Course. All funds raised from the tournament directly benefit the Outreach Program.

The Southern Boone YMCA director is Kip Batye and the staff includes over 30 local employees. The YMCA is open seven days per week. The website is southernboonymca.org and the phone number is 657-9622.

Library Southern Boone County Public Library is part of the Daniel Boone Regional Library (DBRL) system that serves Boone and Callaway Counties, and is open to everyone. Though no in-person gatherings are taking place during the pandemic, there are several events taking place over Zoom and Facebook Live. Each year, library staff coordinate a Summer Reading program for all ages, and a community-wide One Read program where everyone is invited to read the same title, then discuss it during September.

Boone County

New Boone County Southern District Commissioner Fred Parry believes Ashland’s growth is a natural extension of Boone County’s innovation, growth and attraction for new residents.

Parry, who took office last year, says that residents and leaders in the county place a high priority on education, quality health care and good jobs.

Boone County, at 691 square miles, was named for Daniel Boone, a pioneer and explorer, and his sons. It is the eighth most populated county in Missouri, established in 1820.

The Boone County Commission consists of a Presiding Commissioner, Dan Atwill, a Northern District Commissioner - Janet Thompson; and Parry.

Sheriff Dwayne Carey leads county law enforcement. He has been active throughout the county and is a leader in Missouri for cracking down on cyber crimes as well as improved investigations. The sheriff’s office also provides School Resource Officers throughout the county school districts, including Southern Boone.

Southern Boone resident Chad Martin leads the county’s new 911-Emergency Operations Center on the campus of the sheriff’s department on the north side of Columbia. The new facility provides state-of-the-art communications for 911 calls as well as provide a comprehensive emergency management system that coordinates community resources to protect lives, property through preparedness, response and recovery from all natural and manmade hazards that may

impact the county.

Boone County Officials County Assessor: Tom Schauwecker (573) 886-4270 The county assessor is an elected position and is responsible for annually assessing property and keeping lists of taxable property in the county. Schauwecker has been Boone County’s assessor since his initial election in 1989.

County Auditor: June Pitchford (573) 886-4275 The county auditor is an elected position, and Pitchford has held the position since 1991. The auditor is responsible for the county’s budgeting system and audits, maintaining property records and preparing financial statements.

County Collector: Brian McCollum (573) 886-4285 The county collector is responsible for collecting property taxes and license fees for the county, as well as the distribution of collections to school, library and fire districts. McCollum has served as county collector since 2014.

County Commission: Dan Atwill, Presiding Commissioner (573) 886-4305 The commission is an elected, three-member governing body in Boone County. The commission establishes policy, reviews the annual budget, supervises county operations and ensures county compliance with state regulations. The treasurer also issues all bonds for the county. Gov. Jay Nixon appointed Darrough treasurer in February 2015 following the death of the former treasurer.

The sheriff’s department works closely with city police departments and is also responsible for serving warrants and civil process papers.

Parks

Area residents enjoy getting outside, whether it’s to throw the frisbee, bike on the 237-mile Katy Trail or participate in a community gardening project.

There are many Katy Trail access points throughout Southern Boone County, as most of the trail closely follows the route of the Missouri River and more than half follows Lewis and Clark’s path.

The trail offers a unique opportunity for hikers and bikers as well as families looking for a day of nature recreation.

The trail is built on the former pathway of the Missouri-Kansas-Texas Railroad, better known as the MKT or Katy, and the trail is flat and scenic.

Ashland City Park sees a wide variety of activities every month of the year.

The annual Easter Egg hunt, sponsored by the Ashland Park Board, brings dozens of families to the park. Early in the summer, the Optimist Club sponsors the Kid’s Fishing Clinic and in season, youth flag football or softball games are held on the softball fied.

But more than those activities, the Park is used on a regular basis by kids on the playground, adults walking on the trail circling the park or even a few disc golfers on the 9-hole disc golf course.

The city also offers green space in Palomino Ridge.

Whether you like to fish, hunt, hike camp or bike, the Southern Boone region has a wide variety of scenic parks, campsites and areas of conservation for everyone to enjoy.

Rock Bridge Memorial State Park - Named after the rock bridge that remained after a cave system collapsed, this park displays some of Missouri’s finest natural features. The 2,273 acre park includes 15 miles of trials that cut through grasslands, woodlands, streams and caves. Devil’s Ice Box and Connor’s Cave are well known features in the park. Picnic areas and covered pavilions can be used for events. Group camping and cave exploring is available at the park, call 449-7402 for information.

Katy Trail State Park - The park, built on the former corridor of the Missouri-Kansas-Texas Railroad (MKT or Katy), is 240 miles long and runs between Clinton and Machens with 26 trailheads and four fully restored railroad depots along the way. The section of trail between Cooper County and St. Charles County has been designated as an official segment of the Lewis and Clark National Historic Trail. Katy Trail is also part of the American Discovery Trail, has been designated as a Millennium Legacy Trail and was added to the Rails-to-Trails

Conservancy Hall of Fame in 2008.

Missouri River - Just west of Bozeman, Montana—where the Gallatin, Jefferson, and Madison rivers converge at Three Forks—America’s longest river is born. The Missouri River will travel more than 2,300 miles before it joins the Mississippi in its namesake state at St. Louis, forming the world’s fourth longest river system as it rolls south to the Gulf of Mexico. Considered the “Center of Life” for the Great Plains, the Missouri has served as the main artery for exploration, food, trade, and transportation for millions of people over thousands of years. About onefourth of all the agricultural land in the U.S. is found in the Missouri River watershed, which provides more than one-third of the country’s wheat, flax, barley, and oats. Its significance to American culture past and future cannot be overstated.

Three Creeks Conservation Area - Three Creeks Conservation Area is in Boone County (halfway between Columbia and Ashland). The area takes its name from the three creeks that run through the area: Turkey Creek, Bass Creek, and Bonne Femme Creek. The rugged forest features scenic bluffs, intermittent streams, geologic formations, and old eastern red cedar trees. Three Creeks Conservation Area was considered for purchase as a result of substantial public input and interest in protecting the general Three Creeks area from further urban development, which would destroy its appearance and natural features.

Moreover, Three Creeks Conservation Area was acquired to maintain and manage representative plant and animal communities and to provide outdoor recreational and educational opportunities in an urbanizing region of central Missouri.

Much of the land in the general area was purchased by freed slaves following the Civil War. Generally, the tracts were small (usually 40 or 80 acre parcels). Land which could be seeded to pasture for grazing or plowed with a horse was farmed into the 1930’s when many families could no longer support themselves on the small tracts of land. Many had to sell their property due to the economic conditions during the Depression. The reduction in the number of landowners has continued up to the present time.

Seven identifiable house sites have been located on the initial 685 acres.
