Competitive shooting provides support for veterans

Just beyond the racetrack at Virginia International Raceway is a series of outdoor shooting ranges. On a warm day in February, they were set up as “stages,” individual challenges with a set of rules that test each shooter’s speed and accuracy with a firearm.

At one end of a flat gravel area are three cardboard targets on stands. J.C. Schumacher approaches the white PVC pipe several yards away from the targets and faces forward. The Range Officer stands at his back, timer in hand, ready to give the go.

“Load and make ready,” the RO says.

Like clockwork, Schumacher retrieves his holstered pistol, a 9mm, loads a magazine, cocks it back and replaces it in its slot on his belt.

“Shooter are you ready?” the RO asks.

A nod comes from Schumacher.

A beep rings from the stopwatch, and swiftly, Schumacher has his pistol in his hand. He moves methodically from one target to the next, firing two shots at each aimed for center mass. He knows the closer to the middle his bullets hit, the more points he’s awarded.

When finished, he ejects his magazine and holsters his pistol. The timer stopped when he fired his last shot.

This is a type of competitive shooting organized by the US Practical Shooting Association (USPSA) which grades participants on both speed and accuracy.

Schumacher, captain of Danville’s USPSA team 1500, says he would not be doing competitive shooting without Veterans Three Gun, a support group that works to get veterans to participate in organized shooting events as an effort to provide them with a social outlet and support group.

“When I was in the military, I shot with people pretty regularly,” Schumacher said. “Leaving the military, leaving all of my friends and family that I had and coming into a new place and not having that community anymore, Veterans Three Gun brought that community back to my life.”

President of Veterans Three Gun, Paul Vanoudheussen, said he got the idea to start such an organization after he lost two veteran friends to suicide.

Vanoudheussen described how after he was introduced to competitive shooting, the thought came to him and a friend that something like competitive shooting would make for an excellent outlet for returning veterans.

“We thought, there is a need for an organization that gets veterans in the world of competitive shooting sports as a way to give them an outlet, to feel that sense of worth and to use a skillset that they learned in the military they don’t really have to use,” Vanoudheussen said.

This particular match was a benefit for the group. The entrance fees went towards a fundraiser that provides ammunition and gear and help to cover entry fee costs to veterans without the means to participate.

The group’s president, who is from Dawesville, Georgia,

said a lot of veterans will return from service and will have an interest in firearms but no outlet for them.

“A lot of guys really enjoyed [shooting] when they were in the military, then they get out and they don’t know what to do,” Vanoudheussen said. “Vets will go and buy firearms and then they’ll just sit in their house.”

And with there being a national growing concern over veteran suicide rates, which according to a 2019 National Veteran Suicide prevention study, rose steadily between 2005 and 2017, Vanoudheussen believes an outlet like competitive shooting will help prevent veteran suicide.

Vanoudheussen says joining a competitive shooting group like Three Gun provides a support network of likeminded friends for veterans who feel detached from society to rely on.

Everyone on the range knows to keep safety a top priority. Vanoudheussen is certified by the National Rifle Association as a Range Officer, meaning he knows the ins and outs of firearm safety and lives by them on the range.

“This isn’t just a bunch of people out shooting guns, it requires people to follow a set of rules to participate,” Vanoudheussen said.

Pistols must be holstered while on the range, when it’s a person’s turn to shoot, no shots can be fired before the range officer says so. A gun’s barrel must always be pointed downrange, and at all times anyone on the range must be wearing ear and eye protection.

Veterans Three Gun has teams all over the US from California to Maine. It started as a group of six or seven members and has since grown into a national organization that Vanoudheussen says has built exactly the support network he was hoping for.

As Virginia moves forward with the winding down of COVID-19 restrictions, Virginians are still grappling with the presence of the virus in their everyday life.

Mid-May granted warmer weather and arable soil to the rolling hills of Southern Virginia, and as folks continue making their living from agriculture, farmers markets continue to be a center point for rural communities such as Pittsylvania County.

While facing persistent concerns over the transmission of the virus, farmers markets in the area have reopened while observing safety guidelines.

According to Kennith Porzio, the coordinator for the Crossing at the Dan for Danville Parks and Recreation, the Danville Community Market at the Crossing at the Dan is considered a restaurant under the governor’s executive orders, meaning that the market is allowed to operate while following certain guidelines.

“We’ve done our best to meet all state and local guidelines and restrictions and still be able to open up the farmer’s market for both the customers and the vendors,” Porzio said. “For some of them, this is a big part of their livelihood to be able to come here and sell, and with things being short in the grocery store, this is a great outlet for people to be able to come and get [food].”

A glance inside the old community market building, which used to function as a train station decades ago, shows how radically different community shopping in the age of COVID-19 is.

What would usually be a crowd of as many tables as could be stuffed into the building is now an ellipse of tables spaced safely apart from each other, with lines of green tape placed on the floor to denote a safe distance for customers to remain apart from each other.

The usual large throngs of people that would move about freely shopping from table to table are instead being directed by lines on the floor indicating a circular traffic pattern, flowing from the single entrance to the separate exit.

Signs at each table warn shoppers “Look but don’t touch” in front of face mask-clad vendors looking to sell their homemade goods, which included fresh produce, beef and honey.

Similarly in the county, the Olde Dominion Agricultural Complex has opened its farmer’s market, which is held on Fridays and Saturdays at a pavilion south of the complex, accessible from the southbound side of Highway 29.

On the second weekend they were open, a Friday in May, a handful of vendors appeared to sell their goods, including Sarah Younger, who is commonly known as “Baker Girl.”

Younger had covered her fold-out table with her homemade baked goods, which ranged from cookies to pies and fresh bread.

“I thank the Lord for farmer’s markets, because it’s a good way for local people to get out and see their local farmers,” Younger said through her hand-made face mask.

Younger has been showcasing her work at farmer’s markets since 2013, and is thankful that they are able to go on during the pandemic.

“I love it, I really enjoy it,” she said, shortly before she sold some strawberry shortcakes.

Since 1912, a farm on Rigney Road in Chatham has been family owned and operated. In 2005, the farm transitioned from producing tobacco to growing grapes. Now, the vineyard has become Chatham’s favorite place to go on Friday nights.

After Joe Williams decided to retire, his children, Mary Smith, Renee Williams, and Jesse Williams, wanted to keep the farm, which has been in his family for more than 100 years, going. They, along with their spouses, decided to do something different. After researching, they realized that the farm had good slope, soil, and altitude to grow grapes.

“It is a family operation,” part-owner Mary Smith said.

“My siblings and I, our children have worked in the vineyard.”

When the family first began their transition from tobacco to grapes, they were planning to produce grapes for other wineries. It took the family four years to produce good quality grapes they could sell.

“We never planned on being a winery,” part-owner Chris Smith said. “We just wanted to produce grapes and sell to other wineries. Those were our true intentions starting off.”

However, around the time of the 2008 recession, Homeplace was finding it hard to sell their grapes to wineries.

As wineries cut back on what they needed, the vineyard lost contracts.

To use their grapes, the family thought they might be able to make their own wine.

ning. In 2009, they put their first batch up for sale.

Their tasting room, which opened in September of 2010, took 2.5 years to build. The family used wood from a former tobacco house to create the log cabin type tasting room, complete with a screened in porch.

When they first started their winery, they had three different types of wines. Now, the winery has ten varieties they sell regularly, with five made from grapes they grow on the vineyard.

“It’s very exciting,” Chris Smith said. “It’s humbling to watch people come in and enjoy something that we’ve grown and then we produce [the wine].

We hand bottle everything we’ve got. The family does everything, and it’s so humbling to get the support we get.”

In 2011, Homeplace introduced their Flip Flop Friday events, in which they have live entertainment and food trucks at their vineyard.

Mary Smith said their first Flip Flop Friday event attracted 50 people. Last summer the event brought

close to 500 people to the vineyard.

“People look forward to it,” Mary Smith said. “People have been so disappointed we haven’t been able to have it this year...people come from North Carolina to Roanoke and Martinsville...from all over come down for that one evening.”

The vineyard hasn’t yet been able to hold their usual events this year, like Flip Flop Fridays and Sippin’ Saturdays, as well as weddings, due to the COVID-19 pandemic. They have also been operating by appointment only.

In addition, the frost over Mother’s Day weekend caused the vineyards to lose two different types of grapes.

“That’s more revenue at the end of the year we know we won’t have,” Chris Smith said. “We won’t be making those wines in 2020.”

In addition, wine festivals, which they usually attend each weekend in April and May all over Virginia, were canceled.

Due to these complications, the vineyard has lost out on revenue.

“Where our revenue would be coming from, we haven’t had any,” Mary Smith said.

During this time, the Homeplace Vineyard is taking orders for their wines over the phone to be picked up on Saturdays. They are also taking online orders for cases of wine to be shipped.

The Smiths hope that the tasting room will be able to reopen soon. In the meantime, the vineyard will continue to serve the community as best they can.

“We will make it through this,” Chris Smith said. “We’re ready for 2021.”

They want the Homeplace Vineyard to be a place where people feel like they’re a part of the family.

“We want it to feel like you’re home when you come in to visit with us,” Mary Smith said. “We love carrying on a conversation with the people coming through that have never been in the area before as well as our regulars. They become family to us too.”

The nearly $1 million renovation project for Wayside Park in Hurt has been making progress over the last several months.

The “trailhead” entrance now shows off a landscaping project featuring stacked stone, a new sign, wooden fencing, bushes in mulch beds and a compacted gravel parking area.

This area now features a custom-made sign which reads “LOVE.” The sign is made out of materials special to the area, such as brick, which represents the old Klopman Mills smokestack that was torn down earlier this year, railway ties and train track which represent the trains that pass by the park, and the graphic on the letter “O” shows a black bear, which are known to roam the park.

Some of the most recent additions, as Pittsylvania County’s Director of Parks and Recreation, Mark Moore said, also include the grills and tables that have been placed in areas along both the park’s hiking trails and around the brand new $200,000 playground, as well as along Sycamore Creek, which passes under

the signature suspension bridge.

New parts of the hiking trails are being added. So far the park has over a mile and a half of trail, Moore said, but once the park is finished the trails will be over two miles in length combined, and will circle the entire park.

Additionally, a paved track is being added around the playground, which will mirror those added at the playgrounds at the county’s middle schools.

With $150,000 of seed money from the county, Moore was able to acquire grant funding from several organizations.

The Danville Regional Foundation provided a $306,540 grant and the J. T. - Minnie Maude charitable trust provided $100,000 in grant funding for the project.

Other grants were also obtained from the Virginia Outdoors foundation and playground company All Recreation.

The Virginia Department of Transportation (VDOT) has provided a grant to cover the costs of widening the entrance road

and redoing the parking area.

“The park has never had that amount of money put into it,” Moore said.

The park on Hurt’s Main Street is receiving the first major facelift it has seen since in at least 40 years, which is ever since the county acquired the land from VDOT in 1983.

Back before that, the park has a history that goes back nearly 100 years. Wayside Park is one of seven of its kind in Virginia. The land was owned by the Hurt family and developed into a park by the Civilian Conservation Corps, a Great Depression-era program created by Franklin Roosevelt as part of his New Deal.

The park has served as a staple of the farthest north part of Pittsylvania County for generations.

Chad Hogan, a father from Gretna, brings his 18-month-old daughter to Wayside Park so she can play.

“This park has been here so long,” Hogan said. “My dad came here when he was a kid and my dad brought me here when I was a kid.”

“She really likes it down here,” Hogan said.

As old parts of the park are torn down, new things are being added.

The playground, which was finished in December, is now surrounded by great green awnings, two of which are angled towards the site of what will be an all-new amphitheater, for which the concrete has already been poured, and the structure will be built in early June.

Next to the playground is a new concrete pad, currently having the lines painted on it, which will be a pickle-ball court. Beyond that is a brand new restroom building.

On the other side of the creek is a pavilion that was recently fitted with new wooden tables. The old restroom building has been torn down and is being rebuilt from the foundation up.

A branch of the dirt and gravel hiking trails follows along the creek. That trail continues into the “Caretaker” trail, which is having a seating area rebuilt as part of an Eagle Scout project.

But in all of these additions and renovations, Moore said he has tried to keep them in the same classic style as the park has always had.

The landscaping at the trailhead entrance features walls of stacked, blueish-gray stones, a look that can be found in many places around the park.

The wooden suspension bridge that crosses the creek and connects the parking area to the pavilion is set to be rebuilt. The wooden parts of the bridge will be replaced with new wood, but the stone ends will remain in place.

The stacked stone grill by the creek will be cleaned up, but will stay in the park.

While the funding for just secured last summer, Moore said that Wayside Park had been on his radar for a renovation project since he was hired as the county’s first director of Parks and Recreation.

“Parks are quality of life,” Moore said. “[They] are the most tangible way of showing taxpayers what their money is going towards.”

Redevelopment work begins on former mill site

In the years following the closing of Dan River Mills in 2006, the mill campus that was once the site of a thriving textile industry has seen inactivity and decay.

Starting in 1882, Dan River Mills served as a place for several people in the region to earn their livings, with several locations throughout the city.Â

Since the mill closed, the former mill property at Schoolfield has sat vacant. The property was purchased in 2007

by Old Mississippi Brick Company, and the demolition began of the property.

In 2013, Danville’s Industrial Development Authority bought the property, and now, officials in Danville are working to get the property ready for redevelopment.

One of the first steps of this process has been working towards getting historic designation of the Schoolfield District with a listing on the Virginia Landmarks Register and the National Register of Historic Places. Schoolfield was the corporate town created by Dan River Mills that was eventually annexed into Danville in 1951.

According to Corrie Bobe, interim director of economic development for the City of Danville, the initial proposal for this designation included the former industrial site, but based on feedback from their proposal, they are now looking to include the entire Schoolfield mill village.

“We initially wanted to focus on the former industrial and commercial areas of Schoolfield,” Bobe said. “How-

ever, [the Virginia Department of Historic Resources] felt in order to truly designate it as a historic district, the mill village component played a major role in this neighborhood’s history. They requested that that be added to the nomination application.”

The mill village was constructed by Dan River Mills starting in 1903 and provided housing for its workers.

There are 840 mill houses in Schoolfield, as well as a former Welfare building. To apply for historic designation, all properties have to be surveyed, and the addition of the mill village brings that parcel count to 972.

If awarded designation, it would provide developers the opportunity to use state and federal historic tax credits for that district.

Usually, this is 45-cents on the dollar for qualifying expenses, and developers can take those credits to use them to offset their federal or state liability or sell them through a syndicator to offset the cost of construction.

quired to make additional changes or improvement to their properties if they were in a historic district. However, if they wanted to reinvest in their properties, they would voluntarily have access to the historic tax credit program, which could have development guidelines.

The designation is purely honorary that places no restrictions on property owners beyond current local zoning codes.

The IDA and the Danville Office of Economic Development hired surveyors with Storied Capital, Hill Studio, and Burton Consulting to survey the properties. They will need to conduct property-by-property surveys, documenting the exterior of the buildings with photographs and notes.

“We’re developing an inventory of all these properties, and we send that up to Richmond,” Ina Dixon with Storied Capital said. “This creates a database of the properties here that make up the fabric of the Schoolfield District.”

Dixon also stressed the importance of the Schoolfield district getting the historic designation, as Danville was the “gateway of the textile crescent” in the South.

“We think also working class communities and industrial communities should be thought of and seen as

historic and vitally significant to the history of this city,” Dixon said.

Historic designation is just the first step in the planning process for Schoolfield, which will also be getting more attention as consulting firm WRT, LLC will be coming to begin master planning, which is a year-long process.

According to Bobe, this includes everything from the evaluation of the existing site conditions and looking at zoning codes related to the site to marketing and recommendations for end uses.

The site currently consists of just under 700,000 square feet of remaining building, which includes the former finishing plant, the high bay building and the office building, as well as the tunnel system under the site and the three smokestacks still standing.

The Schoolfield property used to have five million square feet of building.

The 85-acre property stretches from West Main Street down to Memorial and includes Bishop and Park Avenues.

In addition to the surveying and master planning work set to begin soon, the economic development office is also working to change the census tract for the largest Schoolfield site.

Since the site is currently on the same census tract as Forest Hills and Ballou Park, the site is not eligible for some federal programs, including the opportunity zone program and new market tax credits.

“We’re trying to do all the legwork to better prepare the site for attracting private investment with access to programs such as historic tax credits and new market tax credits for private developers or private property owners to help offset development costs,” Bobe said.

Bobe said they know the site is big enough for mixed use. In May, Danville announced their negotiations with Caesars Entertainment for a possible casino to be located on the Schoolfield site. The potential project includes plans for up to 500 hotel rooms, a 35,000 square foot conference center, a 2,500 seat live entertainment center, multiple restaurants and bars, and 2,000 slot machines, 75 table games, 15 poker tables and a sports book. The project would have an anticipated capital investment of more

than $400 million, with the creation of at least 1,300 jobs.

Bobe said this does not interfere with the master planning process of the site, as they do not expect the casino to take up the full area. In addition, the commercial corridor along West Main Street and other parts of the site not used by Caesars would still need to be planned for.

In November, City of Danville residents will vote on whether or not casino gaming should be allowed in the city.

In addition, Danville received a $300,000 Brownfields grant from the Environmental Protection Agency (EPA) last year to evaluate the environmental state of redevelopment sites, including the Schoolfield area and River District.

The city may also qualify for additional opportunities from the Department of Environmental Quality in Virginia or the EPA to further evaluate and clean up the site.

Conservation police officer advises landowners about wildlife conflicts

With warm weather approaching, wildlife may to find its way onto properties of home and landowners.

Conservation Police Officer Eric Dotterer wants property owners to be aware of what the law will allow when it comes to animals on their property and who they need to call.

“With skunk breeding season coming up, calls will start rolling in,” Dotterer said.

Nuisance animals are defined in regulation as house mouse, Norway rat, black rat, coyote, feral pig, nutria, groundhog, European starling, house sparrow and pigeon. It is not considered a nuisance animal if it is annoying the property owner. Nuisance species are only those defined by code and regulation.

These species outlined by the code can be trapped or killed all year, including with a firearm unless prohibited by local ordinance.

Dotterer suggests the following solutions: Nuisance trappers and pest control companies can be called, as well as the Department of Game and Inland Fisheries (DGIF) dispatch 24 hours a day at 1-804-3671000.

The Wildlife Conflict line can also help with advice on non-lethal options on Monday through Friday from 9 a.m. to 5 p.m. by calling 1-855-571-9003.

However, furbearing animals, which are outlined in the code as beaver, bobcat, fisher, fox, mink, muskrat, opossum, otter, raccoon, skunk, and weasel, can only be trapped or shot upon the owner’s land during closed season if the animals are causing damage to crops or property or posing a threat to human health or safety.

In addition, homeowners can again call nuisance trappers or pest control companies or use the dispatch or conflict lines.

If a landowner’s issue is with rabbit or squirrel, the animals may be taken out of the hunting season only on their own property.

“If they’re on your own property, you can shoot them,” Dotterer said. “It’s as plain and simple as that.

If owners do trap animals on their property, they cannot relocate the animals. They must put the animal down or let it go on their property.

Conservation police officers will not trap, relocate or remove the above animals if they are creating a conflict.

Dotterer said that animal control also does not respond to wildlife conflict calls.

“It is the responsibility of the landowner to handle issues with wildlife conflicts that are not a direct threat to public safety,” Dotterer said.

If an animal appears to be rabid and/or tearing at doors or chasing humans, Dotterer said these are the animals they would come out and help with.

“That’s something that if it gets away because you’re too scared to do something and this thing gets away and bites somebody, now you have this epidemic,” Dotterer said. “Something like that, we want to step in and know about it. We’ll try to figure out if it’s something like distemper or rabies.”

If one of the previously mentioned animals appears to be sick or injured, landowners can put down the animal, unless prohibited by ordinance, or call DGIF dispatch.

Dotterer said that an animal out during daylight is not itself a sign of sickness.

If a property owner’s issue is with deer or bear, Dotterer suggests contacting a conservation police officer through the dispatch number to discuss the issue and possible solutions.
