A small package filled with all good things
ee County’s small-town charm and rural landscapes may be among its biggest attractions when looking for quality of life, but it’s fast becoming attractive to young professionals and companies looking to expand. The county, with its county seat in Sanford, saw unprecedented economic success in 2019 when it landed two new companies and the expansion of a third, adding to its already impressive manufacturing base. 4 ▶ Herald FYI 2020
Lee County saw major dividends from its investment in economic development with an expansion at Pfizer, the building of Bharat Forge, auto component manufacturing plant, and Audentes’ plans to move a gene therapy facility into the shell building at Central Carolina Enterprise Park. City and county leaders are not only working on bringing jobs, they are also focused on improving parks, schools and housing, with new housing developments in the works to meet the growing demand.
In education, the W.B. Wicker Elementary School opened, becoming the area’s first “STEAM” school, focusing not only on science, technology, engineering and math, but also placing a premium on art. Two charter schools will now also call Sanford home giving parents choices when it comes to their children’s education. A great quality of life, safe and relaxed atmosphere, affordable cost of living, plenty of attractions and activities of all sorts and moderate
weather are all the reasons why people choose to live here. The area is considerably warmer than communities in the northeast and midwest, but moderate enough to provide a taste of all four seasons. Our geographic location also has a “goldilocks” quality to it. We’re close to the hustle and bustle of the RaleighDurham Triangle and Fayetteville/ Fort Bragg, but far enough away to experience a more manageable cost of living. ► SANFORD Established in 1907 from portions of Moore and Chatham counties three decades before Lee County was created, Sanford initially thrived as a railroad town, with business leaders and traveling vaudeville performers seeking their fortunes along the Western and Chatham lines. Some historic features of the railroad can still be found in Lee County, namely the historic Depot Park, a popular location for weekend concerts and movies, community awareness events and rallies or just a nice night out. With an open field and events bandstand, the park is the perfect place to bring people together. At the intersection of two railroad tracks, the old, brick railroad depot can still be found in the park, along with the Railroad House, now a local history museum open most weekend afternoons. While trains still pass through, Sanford is now better known for its arts and culture. Local artists engage in everything from painting, to pottery to furniture making, carrying on a rich tradition of folk art and artistic functionality. Sanford has enjoyed steady growth during its history from about 236 residents in 1880 to nearly 30,000 today, according to estimates.

YIXING, CHINA
Sanford is sister cities with Yixing, China, a relationship built on clay. Or, pottery, to be exact. Located about 130 miles west of Shanghai, Yixing is also known for pottery, especially its hallmark zisha teapots, and mirrors Sanford’s economic success with contemporary industry. But there are obvious differences between the international sisters. Yixing has considerably more people — about 1.24 million, according to recent estimates — and was established about 221 B.C. during the Qin Dynasty, making the city in Jiangsu province considerably older. ► ATIZAPÁN DE
ZARAGOZA, MEXICO
A delegation from Atizapán de Zaragoza traveled to Sanford in October 2019 for the official signing ceremony. The most populous municipality in Mexico with more than 1 million people, Atizapán de Zaragoza is part of the metropolitan area of Mexico City, which has 22 million people. Some commonalities with Sanford include a love of art, an open-forbusiness philosophy, and a vision for prosperity that includes investments in technology and education. The Jonesboro Rotary Club’s long standing relationship with the Club Rotario Las Torres Satelite provided the backbone of Sanford’s connection with Atizapán de Zaragoza. The two clubs have worked together for years on infrastructure projects in Mexico. ► BROADWAY Referred to as “Mayberry Incarnate,” Broadway offers the best of southern, small-town life. Like Sanford, it’s a place where you know your neighbors. South of Sanford along the Lee / Harnett County line, Broadway was

formed in the late 1800’s by early settlers coming to the area to distill turpentine from the plenitude of pine trees. Later farming grew to become the predominant industry of the area. To this day, farming still plays a large role. Broadway has become a mecca for those who want the quiet, compassionate ways of a small community. Yet, Broadway is
experiencing growth of many quality housing developments and small businesses to help make this town an even better place to shop and do business. Downtown also is home to the Veterans Memorial Pavilion in Broadway Park, a privately funded memorial that honors generations of North Carolinians who have answered the call to duty and hosts the local

Memorial Day commemoration. Work is underway to create also at the site the North Carolina Disabled Veterans Monument, the first memorial for disabled veterans in the U.S. A more bustling community celebration is the Broadway Our Way Festival, an annual street fair slated for April 18 this year, featuring music, an auto and tractor show, activities and a barbecue cook-off.

PLANNING/ZONING & PERMITS: When considering starting a business, once you have determined what you would like to do and where you would like to do it, you should secure zoning approval from the local Planning/Zoning Dept. to ensure that the proposed use is allowed at the proposed location. Each zoning district has a list of permitted uses that correspond to the purpose statement for each district.The zoning process also provides information regarding the next step in the overall approval process, such as contact information for the Sanford/Lee County Building Inspections Dept. if applicable. calendar is the Lee Regional Fair which brings people from far and wide to enjoy its wide selection of rides, attractions, competitions and of course, the food — with everything from traditional corn dogs and cotton candy to Oreo crumble Nutella funnel cake. Aside from your typical midway attractions, the Regional Fair also has agriculture exhibits, shows and competitions, with judging in categories like field crops, horticulture, baked goods, handicrafts, sewing, artwork, photography, beer, cider and wine. Plus cook-offs for cakes, chili, sweet potato pie and cookies. The 2019 fair 10 ▶ Herald FYI 2020
welcomed over 29,900 fairgoers through its gates. Awards and premiums paid to exhibitors and pageant scholarships exceeded $25,000 and a total of 100 youth exhibitors and 174 adult exhibitors showcased their talents. Streetfest, introduced to the community in 2017, has proven to be very popular. The event takes place throughout Sanford’s beautiful downtown and is filled with music from local talent, food and beverage trucks and plenty of fun activities for the children. The 2020 celebration is Oct. 10 and will conclude with a grand display of fireworks over Depot Park. The Southern Side by Side
Championship at Deep River Sporting Clays has announced it’s 21st-annual competition, is April 23-26, and will welcome shooting competitors and vendors from around the world. The year always ends strongly in downtown Sanford as the season comes alive with the annual Christmas Parade. In 2019, some 90 entries wove their way through the city for a crowd of hundreds braving the cold temps, ending with Santa Claus and his bride atop a massive sleigh. With plenty of events going on throughout the year, whether you’re young or old, there is sure to be something fun for you in Lee County.

MUSIC SERIES The free outdoor concert series runs in May, June and September on Steele Street. ► CIRCLE M CITY This Western replica town is a Wild West entertainment destination for weddings and events. Every Monday the town is open to the public with free bluegrass music at 7 p.m. at 74 Cowboy Lane, Sanford. ► THE SANFORD AREA SOCIETY OF SHAGGERS This social is held monthly from 7:30-11:30 p.m. the third Friday at the VFW, 1500 Webb St., Sanford. The cost is $8 for guests. New members and visitors are welcome.

No shortage of art
I
t’s easy to see there is a vibrant arts community in Lee County. One need look no further than the nearly one dozen buildings (with more in the works) hosting large murals dedicated to the area’s culture and unlocking our history. Sanford’s Appearance Commission has guided the creation of the historical murals in downtown Sanford and Jonesboro.
But art here doesn’t live just on walls. It comes alive in places like the Temple Theatre, which produces numerous professional shows each year, from dramas, to comedies, to musicals and live music performances. Music is central to arts in Lee County. For classical music lovers, there’s the Lee County Community Orchestra, which has been producing high quality shows for more than 30 years. Several well-established groups broaden the county’s cultural horizons, to include the Sanford Brush & Palette Club, which produces a popular art show each year. The Lee County Arts Council, in its 42nd year, plays a part, constantly holding events and placing a spotlight on local artists. The council is committed to fostering art appreciation and artistic expression in Lee County through public events, educational classes and grant opportunities.This includes the council event — “First Friday Art Walk,” which highlights individuals’ works each month.

The library also offers special events including author readings, book discussions, movie programs, poetry slams, a summer reading program, Quiz Bowl for high school students and Story Time for toddlers and preschoolers. ► SUZANNE REEVES BRANCH Housing the main collection, the Reeves Library offers a variety of special services including a Spanish collection, free access to e-books and online publications, interlibrary loan, meeting rooms and free Wi-Fi during business hours. HOW DO I GET MY FREE LIBRARY CARD? Take a photo ID and proof of your current address to the main library in downtown Sanford. (If your driver’s license does not list your current address, bring a recent utility bill or piece of delivered mail as proof of address.) Cards are issued to anyone 5 years or older who lives, works, attends school or owns property in Lee, Chatham, Harnett or Moore county. Children under 16 must have a parent with them to receive a card.
► ENDOR IRON FURNACE AND TRAIL Standing along the Deep River in northern Lee County, the Endor Iron Furnace was built to turn local iron ore deposits into pig iron during the Civil War. Dormant for about 130 years, the location is now owned by the State of North Carolina with preservation and restoration efforts being organized by a committee of the Railroad House Historical Association. A collective vision
T
he cooperative efforts of Lee County, Sanford and the Sanford Area Growth Alliance resulted in a banner year for economic development.
Pharmaceutical manufacturer Pfizer announced plans in August for a $500 million expansion for a state-of-the-art gene therapy facility that was to bring 300 additional jobs. That was followed in September by the announcement that Bharat Forge, a part of the global, Indiabased Kalyani Group, which chose Lee County as the site to build an automobile component manufacturing. Work is underway at the 70 acre site on Colon Road near Tabitha Lane. The plant represents a $170.9 16 ▶ Herald FYI 2020
million investment for the county and will create 460 full-time jobs that will pay an average salary of $47,056. In February, Audentes Therapies Inc., a San Francisco-based gene therapy company, announced it would open a plant in a 117,000 square-foot shell building in Central Carolina Enterprise Park off Colon Road. Audentes has agreed to invest $109.4 million in machinery and equipment and to purchase and renovate the shell building. Audentes, which was acquired in January by the Tokyo-based Astellas Pharma Inc., will bring 209 jobs with an average salary of $83,900. Kirk J. Bradley, chair of the SAGA board of directors, praised the efforts
of everyone involved in an open letter to the community. “The culmination of this collective vision and execution has resulted in economic wins for Lee County, including Pfizer’s expansion, Bharat Forge, Audentes and many others,” Bradley wrote. “Lee County has been recognized at the state, regional, national and international levels as having one of the most thriving economic development ecosystems of any community of our size.” These new companies join an already-stellar list of companies here that include Coty, Moen, Pentair, Caterpillar, Static Control Components, Magnetti Marelli and Pilgrim’s Pride, among many others.

Building better students
T
he county’s long-awaited W.B. Wicker Elementary School opened in 2019 welcoming about 700 students.
The $22 million project was five years in the making and gave some muchneeded relief to J.R. Ingram, J. Glenn Edwards and B.T. Bullock elementary schools. The Lee County Board of Education considered three sites in downtown Sanford before voting unanimously in 2015 to use the old Wicker School campus on South Vance Street in September 2015. The original W.B. Wicker School was built in 1927 and served as a high school for African American students. Through the years, there were additions to the building as well as other facilities constructed on-site. In 1969, after
desegregation, it was converted to an elementary and middle school. In 1990, the school closed and the building fell into disrepair. The original building still stands as part of the new campus. In today’s world, education is much more than the daily grind of classes and homework that leads to graduation. Lee County Schools is a perfect example, with a range of opportunities that include college credits and National Academy Foundation academies. Lee County High also boasts an International Baccalaureate program, with many universities granting credit for these courses. But the opportunities aren’t just in the higher grade levels. Each middle school utilizes STEM courses, which place an emphasis on science, technology, engineering and
math. This better prepares students for the global and diverse society and workforce they’ll enter one day. In addition to the Wicker school, charter schools shared the spotlight in Lee County this year. Construction on a new, 50,000-squarefoot building is scheduled start, expanding Ascend Leadership Academy. And the first elementary charter school in the county — MINA Charter School — is scheduled to open in August in the Kendale Plaza shopping center. Renovations to the existing 82,300-square-foot building began in December. About 252 students in grade K-5 are expected to attend the year-round facility when it opens, according to the school’s website.

Dr. Lisa M. Chapman
Dr. Lisa M. Chapman has been chosen as the sixth president of Central Carolina Community College. Chapman will succeed Dr. T. Eston Marchant, who will retire April 1 as CCCC president after more than 10 years of service. Chapman, a Sanford resident, has a storied history with the college. She previously served as executive vice president of instruction, vice president of academic affairs and chief academic officer at CCCC. After serving the college for almost three decades, Chapman worked in the North Carolina Community College System’s office in Raleigh. She will now return to a place where she made her mark in education. Chapman holds a doctorate in curriculum and instruction from UNC Chapel Hill.

Devotion to community
C
hurches play a central role in Lee County, offering ministries to comfort neighbors and provide spiritual direction. They are large and small, independent and denominational.
Born from such a devotion to community are a number of social services fueled by volunteers and donations. Several faith-based groups do good work in Lee County. Outreach Mission runs two homeless shelters in the city, one for men and one for women and children. Christians United Outreach Center of Lee County provides basic needs of food, clothing or spiritual guidance during crisis situations to residents of Lee County. They also run the Backpack Pals program for kids in the Lee County School system by providing food over the weekend to children who are food insecure. Bread of Life operates a daily food pantry, clothing pantry, and weekly meal, called “Meals for Life.” 32 ▶ Herald FYI 2020
The Salvation Army of Lee County offers many programs to include a free, continuously running GED program in partnership with Central Carolina Community College. Those who complete the class and certification receive a free laptop.The Salvation Army also maintains a pantry. This past Christmas, they served 973 children and 459 families through the JOY Program, and in November handed out more than 200 Thanksgiving food baskets. The Salvation Army also operates Project CATCH, a program that aids homeless families with children, to support the social, emotional, physical, and mental development of all children, with a particular focus on the ages of 0-5. Other nonprofit programs also operate here. HAVEN in Lee County maintains a domestic violence shelter and offers court advocacy, community education, hospital accompaniment, support groups, crisis counseling, information and referral victims and survivors of
domestic violence and rape/sexual assault. The Lee County Partnership for Children & Families is charged with administering two state-funded programs in Lee County, Smart Start and NC Pre-K - Smart Start, North Carolina’s nationally recognized public/ private initiative, ensures every child arrives at school healthy and ready to succeed. NC Pre-K is a communitybased preschool program designed to provide 4-year-old children, with a valuable educational experience. The Partnership also administers the Lee County Imagination Library, a literacy program that provides free books to Lee County children under 5 and the Reach out and Read program, a partnership with Sanford Pediatrics. Through this partnership children are given a book at each well child visit through their fifth birthday. With so many people offering their time and energy, there is a true sense of community here.

Cooperation continues to benefit everyone
T
he spirit of cooperation between local government officials has continued, bringing more development and revenue into Lee County.
The county commissioners and city council, along with the Broadway commissioners and mayor, continued meeting quarterly to discuss working together in projects such as economic development, new schools and developing a plan for future growth. Cooperation among local and state
government was key in bringing three large manufacturers to the county. “The culmination of this collective vision and execution has resulted in economic wins for Lee County,� said Kirk Bradley, chairman of the Sanford Area Growth Alliance board of directors, in an open letter to the community. With the 2020 Land Use Plan in place, the city and county have continued reviewing the Unified Development Ordinance, which determines where and how new
neighborhoods will be constructed. Both boards have continued to push for subdivisions that are comfortable for residents. The S3 Housing Connect task force has continued efforts to bring the community together to help battle homelessness. The task force has brought together city and county leaders as well as vital community components such as churches and nonprofits to look for ways to provide affordable housing and other benefits to those in need.

MAYOR, SANFORD A Sanford native and mortgage banker with more than two decades of public service, Chet Mann spent 18 years as co-owner of CWIS Industrial Solutions, a local welding gases and industrial supply distributor. Helping is a win-win situation
L
ee County is home to scores of nonprofits that help not only those in need but the volunteers who pitch in.
And the good news is, volunteers often feel they benefit more from volunteering than the organizations they’re helping, so it’s a win-win for everyone. Volunteers should know that their efforts really help charitable organizations overcome the financial hurdles of meeting their missions. According to studies, the value of a volunteer hour is more than $24. So for every hour volunteers work for their favorite charities, they’re saving those charities money that can then be used to achieve their missions. 46 ▶ Herald FYI 2020
Among the many programs that help lift people up in the community is the city’s homelessness task force — S3 Housing Connect — helps those without a steady place to stay and aims to eradicate homelessness in the area. Christians United Outreach Center runs the BackPack Pals program, which provides food to students in need and during the summer when they don’t have the luxury of a school lunch. Among its many duties, Lee County Social Services offers financial as well as job training and placement, youth work permits, aid to the blind and
much more. Boys & Girls Clubs provide educational and recreational opportunities after school and during the summer for children giving parents the peace of mind they need while working to maintain their families. There are also services available countywide to meet specific needs from cancer patients getting free rides to their appointments with Highway to Healing, to domestic violence survivors can finding refuge with in HAVEN in Lee County. The list goes on and on. No matter your need, someone in Lee County will be there to help.

Sanford, Lee County offer best of two worlds
S
anford offers the best qualities of a growing city and a small town.
Known as the “Well-Centered” community, Sanford is midway between coastal North Carolina and the Blue Ridge Mountains. Raleigh, Durham, Chapel Hill and the Research Triangle Park are all within an hour’s drive. Sanford’s population in 2018 was 29,917, according to the U.S. Census Bureau, and has its own thriving programs in arts and performances including the renowned Temple Theatre, home to a variety of plays 52 ▶ Herald FYI 2020
and musicals that are offered yearround. The city’s rich history is documented in murals painted on brick buildings in the central business district recognizing soldiers of World War II, who left their loved ones behind as they boarded a train in Sanford as they headed to battle; another pays homage to hometown pilots who did battle in the skies over Europe and in the Pacific Theatre. Another honors hometown hero, the late Herb Thomas, who was NASCAR’s Grand National Series Champion in 1951 and 1953. The
city’s African-American culture is honored with a mural of two of Lee County’s great leaders in education, W.B. Wicker and A.L. “Link” Boykin. The housing market has grown in recent years as Lee County lures new businesses and industries. More than two subdivisions are in the works, but drive a few miles down the road and chances are you’ll find a grassy pasture that’s home to horses or cows enjoying a meal. Average housing prices range from between $150,000 to $200,000 and Sanford has a wealth of Realtors to help in the hunt for the perfect home.

All-Stars celebrate a World Series summer
T
he Deep River Northview All-Stars played a long and championship-winning summer reaching the Cal Ripken League 9U World Series in August.
The all-stars team won the North Carolina state championship and the Cal Ripken regional championship in Fredericksburg, Virginia to earn the World Series trip to Jensen Beach, Florida. The all-stars were Caiden Cox, Chaz Vought, Dallas Roberts, Ben Harrington, Aidyn Williams, Oliver Morrison, Sam Taylor, Brody Brown, Ryan Byrd, Luke Waters, Tyler Mitchell and Brycen Long. Northview beat Florida state champion Okeeheelee Tribe 7-3 and beat Phipps Park (Florida) 8-1 in the pool play round. Deep River Northview rolled to a 14-3 win over Lower Dauphin (Pennsylvania) in the quarterfinals. After a loss in the semifinals, the all-stars finished their great season with a 5-4 win versus Jeffersontown (Kentucky). Deep River Northview went undefeated through the state and regional championships. The team, out of Deep River Northview Optimist Park’s league, was coached by Tommy Harrington, Ricky Taylor and Mike Thomas.
“It’s amazing. We’ve had so much support in this county. It’s really overwhelming and the coaches, and the players, too, we’re truly thankful,” Harrington said. The players became better players, and friends, through the season and all the road trips. “They have a great time in the hotels, out to eat, swimming - when I allow it,” said Harrington. “It’s a fun group. They create a game out of anything, anywhere they’re at.” “I have to give them days off because they’d practice and play (baseball) every day. I have to tell them, ‘No, we need the rest.’” Harrington said.

Young golfers, maybe with 80 or 90 years of golf ahead of them, get to take over Sanford Golf Course for a week each summer. This summer, the course’s Junior Golf Club is scheduled for July 6-10. Each morning, hopefully before the July heat and humidity get too tough, boys and girls ages 9-14 are invited to learn the game, from the very basics, to learning the game’s etiquette and going out on the course for a tournament by the last day of camp. Each year, about 60 kids have fun while learning fundamentals and sportsmanship.Course pros and players who are or, not so long ago, were standout high school, college and pro tour players serve as teachers and camp counselors. The day after camp ends, July 11, Sanford Golf Course hosts its traditional Sanford Exchange Club Parent-Child Tournament. The day is an opportunity for parents and kids, from the kids showing off what they’ve just learned during the week, to parents and children who’ve played Sanford Golf Course going back decades, to compete and have fun. If you want to get fit, play a round or just take a walk, Lee County’s got plenty of options for you.

They can be purchased at several stores in the area — including Walmart, Jackson Brothers and Broadway Hardware — or online through the North Carolina Wildlife Resources Commission. Exactly what kind of license you need can be a trickier question. There are several options depending on where you’re fishing (inland or the coast) and how long the license is valid. If enjoying the arts is your thing, downtown Sanford’s Temple Theatre offers productions year-round, which include Thursday and Sunday matinees. Aspiring and experienced artists can find a home at the Lee County Arts Council and take part in any number of different art gatherings. Should you want to give-back, there are many nonprofits in need of volunteers. and on summer break, to packing boxes to send gifts to the less fortunate at Christmas. You can also sharpen your mind in Lee County. Central Carolina Community College and Lee County’s Enrichment Center offer classes on everything from cooking to finance to fitness, providing a thriving social center for those enjoying retirement and looking to build new friendships. The Enrichment Center connects Lee County residents, 50 and better, as well as their family members and caregivers with educational and volunteer opportunities, increasing access to services, benefits and resources and offering tools to
manage their health and finances. The center offers daily classes and gatherings, including wood whittling, tai chi, a drama club, educational seminars and technology classes. The center also offers Caregiver Time Out each Tuesday from 1-3 p.m., where caregivers can bring their loved to social while making crafts, singing and playing instruments, playing bingo take part in cognitive and physical exercises. The time allows caregivers to take a muchneeded break. If getting from point A to point B is your worry, COLTS, County of Lee Transportation System, makes it easy for seniors by offering rides to and from their daily activities.
