Texarkana, founded in 1873, prides itself on the uniqueness of being one great city saddled between two states. Beyond its iconic state line, Texarkana has a rich culture of music, art, and history, much of which you will find in the heart of our city: the downtown.
In downtown, you will find the beautiful Perot Theatre, which hosts nationally recognized performers and is home to the Texarkana Symphony Orchestra (TSO) and the Texarkana Community Ballet. The Arkansas Municipal Auditorium has a rich history of performers such as Elvis and Johnny Cash. There are three unique museums within the Texarkana Museums System, as well as a popular Antique (Four States) Auto Museum and the Texarkana Regional Arts Center. Fabulous art galleries, specialized retail spaces, delicious local restaurants, and an array of public art and murals are also among the attractions.
Texarkana has seen tremendous growth in recent years in keeping with the national trend of revitalizing downtowns. The community has moved forward by investing in its downtown focusing on great opportunities including creating a new entertainment district. A recent addition to the historic downtown scene as of April 14th is the mosaic–covered tractor created by Barbara Dybala of Rockwell, Texas. The mosaic, located in front of the Museum of Regional History, consists of a 1953 Super H Farmall tractor covered in mosaic tiles, historic dishes depicting Texarkana, and other antiques boasting the city’s rich history.
The project was commissioned by an anonymous donor along with Main Street Texarkana, whose mission is to restore and revitalize downtown Texarkana. The city is celebrating its 150th anniversary, and citizens are working hard in preparation. Ina McDowell, the executive director of Main Street Texarkana, said the tractor was the perfect fit for the city’s sesquicentennial festivities.
“We immediately loved the uniqueness of the tractor,” McDowell said. “[It] represented our history of agriculture, along with the opportunity to represent both sides of our city.”
Dybala said she enjoyed enveloping herself in the history of Texarkana in order to create the piece. She spent four months gathering the items necessary for the tractor’s completion. The mosaics, which are split down the center of the tractor to symbolize Arkansas and Texas, show the individual qualities of each side of the city while still preserving their unity as a whole.
The design shows the separation of the two states, but the love that still exists between them,” Dybala said. “The piece is for the people. It’s to make you smile and feel good about where you are around it.

However, if there’s still something you need, we’re always happy to be of assistance! Oh, and please tell our wonderful advertisers where you saw their ads! We are so pleased they continue to support Main Street Texarkana (MST) year after year.
One of the first things people notice while visiting Downtown Texarkana are many original old buildings. Instead of tearing them down and starting over, we have chosen to preserve the beginnings and invest in renewal of the cities’ origin (1873) using the National Main Street Four Point Approach™. Downtown is where Texarkana all began; activities and businesses stayed bustling in downtown until the urban sprawl of the 1950s and 1960s as well as the malls of the 1980s. In the last decade, though, there has been a resurgence of interest in the history, architecture, and beauty of a well-planned and revitalized downtown Texarkana. Main Street Texarkana actively supports preserving and re-purposing the past while leading a charge into a brighter and economically stronger future!
Texarkana – Texas and Arkansas – grew from humble buildings around the railroads into towering structures of commerce and industry. The buildings that still remain boast visible architectural embellishments, and some façades have been returned to their early 20th century appearance. Even a few of the “aluminum façades” of the ’50s are now historic.
Drive down I-30, and you could be in any city in the country. However, if you get off at State Line Avenue and drive south for a few miles, you will drive into Historic Downtown Texarkana with its one-of-a-kind U.S. Federal Courthouse and Downtown Post Office – the second-most photographed federal building in the country (second only to the Supreme Court). A must-do for any visitor is to stand in two states at the same time. How often can you say you have one foot in Arkansas and the other in Texas?
While you are downtown, you should check out several true historical treasures: the Perot Theatre, a 1924 fully-restored performing arts jewel; and the Regional Arts Center, the original location of the U.S. Federal Courthouse, developed by the Texarkana Regional Arts & Humanities Council into a premier art gallery, with the Women for the Arts “For Arts’ Sake” Gift Shop. A great piece of history, the Arkansas Municipal Auditorium was built as a multi-purpose center in 1928, and Johnny Cash and Elvis Presley played there. The Four States Auto Museum and its rotating selection of vintage vehicles is a tourist and local favorite, hosting group tours and annual car shows.
The Museum of Regional History is the oldest brick building in Texarkana, now owned and preserved with regional artifacts by the Texarkana Museums System (and a genealogist’s dream). The one-of-a-kind Draughon/Moore Ace of Clubs House is a site to see; built from the winnings of a card game, according to legend, the house
photos by lauren simmons and kayleigh morelandis shaped like a club from a deck of playing cards. The Patrick J. Ahern House represents the best example of the Classical Revival style and is also part of the Museums System. The preservation of the house has allowed it to remain much as it was in 1905.
Other historical elements can be found outside of the museums. A multitude of beautiful historic churches, homes, and monuments make downtown walks perfect for any day. Broad Street offers something for everyone with retail shops, restaurants, and a multitude of wonderful “self-care” salons that offer relaxing experiences anytime you desire! Front Street Festival Plaza is the perfect location for outdoor special events, including food fests, music concerts, art shows, and parades including the ever-growing Main Street Christmas Parade.
For play, check out our parks downtown: Kidtopia and Skatetopia for youngsters (of all ages), the ever-changing ArtSpark, and the Kress Gap, full of locally-painted murals. The Scott Joplin mural, representing the Ragtime genius and Pulitzer Prize winner who hailed from Texarkana, is displayed across from the Perot Theatre. A beautiful mural painted on the side of TLC Burgers and Fries at East Broad and Olive Streets resembles a vintage Dr. Pepper advertisement and features a portrait of Corinne Griffith, the silent-era movie star of the 1920s who was born in Texarkana. Numerous new murals throughout the area make great stops for memorable photos of fun. For the athletes, check out Southern Athletic Baseball Academy, located on Texas Boulevard, offering an elite baseball training facility, and Wacha Resolution, a new specialized workout facility.
For shopping, there is truly something for everyone in downtown Texarkana! With some of the oldest continuously operating businesses in town – Ragland Piano Co.; GQ Look men’s store; and Logan Electric, a lighting fixture retailer that has been located in the same block of downtown for over 100 years and houses unique fixtures, lamps, and fans that you won’t find elsewhere – the personal service can’t be beat.
Living in downtown Texarkana is easy ... with its beautiful (plus some funky) loft apartments. With historic building projects ongoing, there will soon be more living spaces in the former Texarkana National Bank building, the Hotel Grim, and 2nd floor lofts. Attorneys, engineers, realty companies, banks,
architects, CPAs, auto repair shops, insurance agencies, employment agencies, and specialty stores have found that working and living downtown is convenient with friendly faces around every day. On weekends, it’s not out of the ordinary to see races, walks, bicycling, festivals, car shows, and parades, all within the entertainment districts.
The Silvermoon on Broad is a multi-million-dollar events complex including a state-of-the-art theatre/conference space that saved almost an entire block of historic structures with loft apartments on the upper floors. Silvermoon Children’s Theatre camps and productions are hosted at this complex regularly. Crossties Event & Wedding Venue offers a multi-level event venue that hosts concerts/events and provides space for most crowds.
The Texarkana Gazette, the Texarkana Public Library, Wadley Regional Medical Center, and UAMS’s Texarkana All For Kids Pediatric Clinic are part of the downtown fabric, as well as both city halls. Of course, there’s the massive Bi-State Justice Center with law enforcement and courts representing both sides of Texarkana, too. The Texarkana Chamber of Commerce can be found on State Line Avenue, just before you get to the U.S. Federal Courthouse. The historic Miller County Courthouse is a few blocks from that on Laurel Street.
As we publish this 21st edition of the Texarkana City Guide, there are plans being made, buildings being bought, and dreams being imagined. Everyone is welcome. Join us downtown to see what is happening. The changes are as exciting as the history.
As you can see, live, eat and play, change is happening every day!

When we started our restaurant company, Willrestco LLC, it was with the plan to open several restaurant concepts in and around the Four States Area.
Why did you choose downtown Texarkana as the location for Café Lucille? What are the benefits of the location?
Jason has always wanted to open a restaurant downtown; he, along with many others in Texarkana, is passionate about the restoration and future of our downtown area.
To be immersed in the arts and theater side of a growing downtown will allow us to be directly involved in the growing arts district, as well as the future of our beautiful city.
How do you see your restaurants expanding in the next five years?
We are focused on success and would like to see our restaurants not only thrive in Texarkana but maybe grow into other cities. And maybe our third concept can find its home downtown as well.
What is your personal mission or inspiration for your restaurants?
To keep growing and improving, striving to be the best.
Is there anything I haven’t asked that you would like the public to know about?
Restaurants are not the only part of the industry that we are working on; we have multiple concepts on the horizon. Follow us on Facebook and Instagram to stay updated!
Painters, sculptors, musicians, seamstresses, you name it. Artists of all mediums fill the streets of Downtown Texarkana on the second Friday of each month. Called Downtown Live!, this event lasts from 6-9 p.m., mostly along Broad Street. On the sidewalks, artists create art out in the open for all to see and maybe even purchase. Walking down the street, you not only see art but smell delicious food saturating the air from a variety of food trucks dotting the way. To make the event even better, there is live music from different local musicians each month.
Downtown Live! was initiated and is supported by community members Ina McDowell and Joseph Raymond among many others. “Downtown Live! began as an opportunity to showcase our local talent with the gathering of artists on Broad Street. It now serves as a showcase for our downtown retail, local restaurants, and beautiful historic landscape that can only be seen in our downtown area,” Ina says. As several buildings are being restored, like the famous Grim Hotel, these structures provide an all-too-fitting backdrop for such an event where people can admire the architectural work in the historic Entertainment District.
With the large number of people filling the downtown area, it becomes congested really quickly everywhere. This means parking can be rather difficult and getting a table at a restaurant like Verona for example can lead to a rather long wait. To counteract this, there is plenty to walk around and see in the meantime. During the event, local businesses open their doors to artists from the area, giving exposure to the artists and strengthening community bonds. Local businesses like Silvermoon on Broad, The Gallery at 1894, and the Joseph Raymond Fine Art Gallery host local artists for all to come and visit during the event. On top of just watching the artistic process, visitors can interact with the artists. “Families love the chance to watch artists work and be able to ask questions about their work. The artists love being able to talk about their work in a casual setting,” Ina said.
The Gallery at 1894 on Olive Street holds its feature artist gallery opening to coincide with each Downtown Live! every month. In the Joseph Raymond Fine Art Gallery, there is a variety of different artists, but there are always new pieces and features with the event. These shared spaces give room for art and other attractions. “There is live music, public art, bike tours, pop-up artists, gallery openings, and tours of the buildings. We’ve even had the author Karla Moore introduce her new mystery, The Hotel Grim, with a book signing,” Ina says. Over the years, Downtown Texarkana was almost forgotten by the majority. In response now, many are constantly working to restore the once bustling downtown Texarkana to its past self. Events like Downtown Live! work to include as many members of the community as possible, while also bringing in outside talent along the way. “I believe we may have discovered some aspiring new artists while continuing to add new professional artists with each monthly event,” Ina says. Downtown Live! is building a community within Texarkana through art. As each month passes with a new event, more people attend and learn.
“There is talent in all of us, and Downtown Live! brings many forms of art. You just might discover the artist in you by attending the event and seeing the many forms of art,” Ina concludes.
There is talent in all of us and Downtown Live! brings many forms of art.
Texarkana’s many resources include companies, corporations, and colleges, which provide needed assets for the community. We applaud these establishments for providing first-class industries which enable the community to grow.

In the next five years, I see Texarkana becoming a top destination to live, work, and play. The growth potential for Texarkana is enormous, and with the continued support of our municipal and economic development partners, entrepreneurs, innovators, and incredible business leaders in our community, I am confident the region is poised to attract additional talent and experience more growth. Additionally, I am extremely excited to see how the development of a creator space named “The Assembly Line” downtown—which will be a home for many of the region’s entrepreneurs, start-ups, and small businesses—will power the next big idea.
While I’m a fairly new resident of Texarkana who relocated here in 2010, I’m proud to share with others how my company, SWEPCO, has roots as deep as Texarkana itself. At one time, our business included ice, streetcars, water, and gas. That’s part of our rich history spanning more than a century of service. We’re built on the combination of three companies—Shreveport Gas, Electric Light and Power Company; Caddo Gas and Oil Company; and Texarkana Gas and Electric Company—owned by a trio of brothers: Rufus, Henry, and Charles Dawes. The three combined their holdings in 1912, and Southwestern Gas and Electric Company (SWEPCO) was born. Texarkana remains an important part of SWEPCO’s story.
I love watching downtown return to life and flourish with the many opportunities it provides for everyone. For downtown to be celebrated and serve as a hub for activity is critical for our businesses, community, and industry. An active and engaging downtown draws prospective talent, welcomes families, attracts new businesses, assists in retaining the businesses located in this area, and encourages others to expand. With
the addition of Texarkana Entertainment Districts and other downtown attractions, we are building a downtown destination, which is a must for a vibrant community. Texarkana has a unique past and a promising future that includes so many interesting people and spaces. I believe it’s time to engage those resources and shine a bright light that celebrates what makes Texarkana special.
Through Leadership Texarkana, I have been introduced to the proven process of “Strategic Doing,” which has been woven into the fabric of Texarkana. As a Strategic Doing practitioner, I have had the opportunity to be involved in several downtown community projects. The federal courthouse downtown was one of those projects. Strategic Doing is an effective way to get things done in our community and allows teams to work collectively to launch innovation and tackle common goals.
Where have you seen the most growth in Texarkana in recent years?
As a community and economic developer, our community’s collective desire to work collaboratively to increase our economic prosperity and grow jobs has really grown in recent years. We are very fortunate to have generous community leaders who have provided time, talent, and resources to create the Arkansas Manufacturing Center and the East Texas Logistics Center. It’s exciting to see our government and business leaders position the region for growth and showcase our talent, industrial parks, TexAmericas Center, and new world-class airport. In my view, this region, our region, our community is on the cusp of something very big.
What words or advice do you have for the citizens of Texarkana? Offer your support wherever you can, and help others, whether that is with your time, talent, or resources. Find a community passion, and get involved. Keep Texarkana clean and green; litter reflects poorly on our community and our people.
Why have you chosen to take part in shaping Texarkana’s future? What has motivated you?
Texarkana is my forever home! I feel an emotional connection to Texarkana, my friends, co-workers, church home, and other community leaders, and I want to do my part to see our community prosper. The first thing I did when I moved to Texarkana was to apply for Leadership Texarkana, where I learned that Texarkana is a community of excellence powered by engaged and equipped leaders. I knew I wanted to take part and make a difference in this community. Leadership Texarkana and my roles with local organizations keep me motivated to work together for community excellence, pride, and progress. #goTXK

How long has your business been located in downtown Txk?
Going on 3 years
What motivated you to choose downtown as your location?
I have always liked the historic sections of towns. To me, it’s so sad when you see them disappear and waste away. There was the beginning of a resurgence of our downtown, and I wanted to be a part of that. Plus, there is a different atmosphere in a downtown area versus a strip mall.
What do you enjoy most about being downtown?
I like the sense of community. All of the other business owners downtown all work together, support one another, and promote one another. And I don’t feel like you get that everywhere.
What makes you the most proud of your business?
I like that customers seem to feel welcome. We do get a lot of returning customers, and we actually get a lot of women who say they hate to shop. They keep coming back because they hate going anywhere else, and that makes me feel like we do our job well. We’re not pushy, and we won’t talk somebody into something just for a sale.
How have you seen Moonstone and Moss grow over the years?
We recently have been able to expand and add another room onto our shop. For me, it’s been a slow and steady process. We get a lot of returning customers, and every bit of growth we get is from word of mouth.
What are your future plans for M/M?
My future plans are to continue to keep what we have going and prioritize growing our online presence.

The center of the landscaped area boasts a timeline of historical events and era-appropriate items that trace the history of Texarkana from the Caddo Indian era, 1000 B.C., up to 2003. Students from area schools selected events from different eras for the timeline. In the front stands a 140-foot mosaic strip created by artist Sheila Keever with the assistance of children participating in TRAHC’s “Color Texarkana” program. The lengthy mosaic depicts recognizable aspects and buildings that are unique to the Twin Cities. The park is a popular space for photographs and picnics.

Owners at Hart’s on Broad
223 East Broad Street
Texarkana, Arkansas 71854
Describe your business.
We are two businesses under one roof. My daughter, Natalie Liles Durham, is the owner of NaTally’s Salon, and I am the owner of Let There Be Design Floral & Gifts. Our building is called Hart’s on Broad. We are home to five hair stylists as well as an expert stylist who offers lash extensions, brow laminations, body waxing, facials, and makeup.
How long has your business been located in downtown Texarkana? Our business has been downtown on Broad Street for two and a half years. I’ve had a gift shop since 2012, and Natalie has been a hair stylist for 25 years. This is the gift shop’s third location, and it has done better on Broad Street than in any other location.
What motivated you to choose downtown Texarkana for your location? About 13 years ago, I had a friend that rented this building. I fell in love with it then and told the Lord I would one day like to have a gift shop in this very building. As time went on my vision grew and I asked Him to let my daughter and I be in business together. It has been His doings to bring our hearts’ desires to pass.
What do you enjoy the most about being in downtown Texarkana?
I love most the beauty of the old buildings in downtown Texarkana. Having been born and raised here, I have many childhood memories of downtown when it was a bustling area, and I would love to see that again, along with the restoration of the beautiful buildings.
What makes you the most proud about your business?
The thing that makes me the most proud of our businesses are all the wonderful comments we hear from our customers. They love what we’ve done to this old historic building.
What are your future plans for your business?
We have remodeled the back room in Harts to accommodate more stylists and nail techs. We have been advertising that we have spaces for rent and would love to have some new additions.
Is there anything you would like the public to know about your business or anything I haven’t asked that you would like to mention?
Let There Be Design Floral & Gifts services five cemeteries in Texarkana. We offer cemetery plans of two, three, four, and five changes per year, all of which include weeding around the markers, cleaning the markers, spraying for ants, and placing new bouquets.
NaTally’s Salon tries to keep their prices affordable for all walks of life so that everyone who desires can feel special and beautiful.

In your words, what is TRAHC and what is its mission?
TRAHC’s mission is, “Growing people and community through the arts.” At TRAHC, we believe that the arts are for everyone! As a regional arts council, TRAHC plays a vital role in the overall cultural, social, and economic development of our community. We respond to the unique cultural and educational needs of our region.
What does TRAHC offer the community? How have you seen change in the community since its opening?
TRAHC offers a variety of programs to meet the evolving cultural and educational needs of the community. Our education programs work with our area schools to develop residencies and performances that align with curriculum. Performances are offered at the historic Perot Theatre as well as the Regional Arts Center. Community arts classes in a variety of art mediums are available for all ages. Visual art exhibitions at the Regional Arts Center highlight not only regional artists but national and international artists and are always free to the public.
TRAHC has always had a strong education program, and in the past few years, it has expanded its reach across the nation, with teaching artists providing workshops to teachers and students.
What is the historical significance of having TRAHC in the former federal courthouse?
Housed in the former 1909 U.S. federal courthouse, TRAHC is proud to preserve and protect the beautiful Regional Arts Center. Not only do we showcase the beauty of the building through our programs, but the RAC is available for rental for weddings and special events.
What are the benefits of the location being downtown?
Downtown is vibrant and growing. The Texarkana Arts & Historic District’s recent economic impact study found that arts and culture in Texarkana had a $9.1 million economic impact. TRAHC is a vibrant part of the synergy of our growing downtown.
What would a visitor to downtown Txk experience as they go through the Regional Arts Center?
The Regional Arts Center is an architectural work of art with beautiful ornamentation and design. Housed within the RAC are galleries displaying regional and national artists. The For Arts’ Sake Gift Shop offers a variety of unique cards, gifts, and art.
What are your future plans for TRAHC and the community?
TRAHC is being gifted the former downtown Offenhauser offices at 518 Pine Street. We are renovating the space to serve as a community arts space. The classes we currently hold—such as mosaics, pottery, painting, and camps for kids—will have studio space distinctly designed for each class. We will also expand our offerings to include technology, design, and other hands-on experiences for all ages.
Is there anything else you would like the public to know about TRAHC that I haven’t asked?
Along with participating in classes and performances, the community can be involved with TRAHC through becoming a volunteer or joining as a member of TRAHC. Supporting the arts through your generous gifts keeps the arts alive and vibrant in our region.
