ICHCA INTERNATIONAL TECHNOLOGY CAN DRIVE PORT SAFETY BUT STAFF TRAINING AND BUY-IN ARE CRITICAL TO SAFE WORKING PRACTICES

Advances in technology, such as in drivers’ cabs has improved port worker safety substantially according to speakers on the port safety webinar jointly hosted by the International Cargo Handling Coordination Association (ICHCA) and Port Technology International.

The webinar, entitled How to Innovate for Workplace Safety in Ports and Terminals discussed key issues around workforce safety. The industry figures speaking where in agreement that technological innovation must be accompanied with buy-in from all port users and stakeholders is critical to keep all users safe.

ICHCA CEO Richard Steele told attendees that there had been 354 shore-based fatalities, including 349 port workers and 20 truckers globally since the year 2000. This made it essential for the cargo industry to keep on proactively searching for ways to improve health and safety; building on what has worked and looking for new ways to address risks.

Steele commented: “The key thing that industry can do is to agree common good practice and then act as champions, role modelling those good values and creating expectation of standards across the industry.”

Safety and sustainability advisors Rombit CEO Evert Bulcke explained that technology in a driver’s cab that acts as a constant remainder to drivers to perform their tasks safely can result in a significant decline in accidents, by as much as 80%.

“To be successful you need training and procedures, supported by continuous training and alerting through digital tools,” said Mr Bulcke.

Bulcke pointed out that maintenance, energy and repair costs were reduced by around $5,000 per vehicle, per year, from such innovations as the real time digital coach, while the US Occupational Safety and Health Administration (OSHA) estimates that around 70% of all lift and crane accidents could be prevented through training and the application of digital tools.

Steve Biggs, a senior assistant for the International Transport Workers’ Federation (ITF) also emphasised the importance of making sure that changes to work practices were agreed with staff, getting their “buyin”. Only then could new technological fixes and innovations in work practices be successfully applied.

Steele agreed, pointing out that the IMO provides excellent international regulations but once national borders are crossed the regulatory

frameworks are individual and it becomes more complex to try to get uniform application of procedures. Industry itself has an ongoing responsibility to all of its stakeholders to continue to show health and safety leadership.

The consensus was that all stakeholders, both inside the terminal gates and those coming into the port from outside should be aware of and actively included in safe working practices. Health and safety manager Lee James, who works at DP World’s terminal in Southampton stressed the need to explain why changes were being made to prevent the often-strong resistance to what might otherwise be seen as unnecessary change.

“You hear people say if it’s not broken why fix it, but in my opinion, you have to ask why wait until something breaks before you fix it?”

Safety rules need to be reiterated constantly, but that must be combined with visible and felt health and safety leadership from management to the shop floor. All of which can then be supplemented by tech that produces data and can monitor safety performance. In its continued campaign to encourage such innovation ICHCA will once more launch the annual TT Club Innovation in Safety awards on September 4th this year. Further announcements on entry criteria will be made.

DIGITALISATION AND DATA

reight, logistics, digitalisation and data were discussed during the fourth and final ERTICO-ITS Europe webinar ahead of this year’s ITS European Congress at Lisbon Congress Centre, 22-24 May.

Recent trends in Transport & Logistics include electrification, paperless vehicle and load tracking, and the increasing use of data and analytics, as well as integrating port areas and cities, truck platooning, the greening of the sector, synchromodality as a route to decarbonisation, and a focus on last-mile deliveries. Markets and consumers have also changed, from expectations for impeccable green credentials to changes in retail and a massive increase in home delivery.

“Transport & Logistics is a critical focus area for ERTICO and its partners”, says Joost Vantomme, CEO, ERTICO-ITS Europe. “Everything involving this sector is about connecting the dots: the truck that drives to a port, its path smoothed by e-documents, transferring a cargo container to a ship, which sails to another port, freight is unloaded and travels onwards, perhaps via various distribution hubs, to its final destination. We work with partners, technologists, researchers, policymakers, and other stakeholders to deliver innovation in all aspects of that journey”. Freight and logistics are a core theme at the Congress, in key areas such as digitalisation, CCAM, decarbonisation, multimodality, and how we manage urban spaces.

“We’re seeing the radical transformation of the sector”, says Dr Nikolaos Tsampieris, Senior Manager, ERTICO-ITS Europe. Ultimately, he says, silos will be eliminated, and goods transported in seamless multimodal ways from point A to point B, based on robust digital solutions and services. “Freight and logistics of course benefit from the interconnected world we now live in, drawing innovations from other areas”. He points to enablers like 5G, Internet of Things, big data, AI, and cloud computing. “Data has become a critical asset, with the data value chain playing a pivotal role in future success.”

Improving connectivity and increasing interoperability are key to helping optimise cargo flows and enabling more agile supply chain management. To support such activities, ERTICO and its partners have been involved role in high-profile projects including FENIX (Europe’s first federated architecture for data sharing, designed for shippers, logistics service providers, mobility infrastructure providers, cities and authorities) and STORM (making freight transport greener, based on zero emission vehicles).

Mega-trends: digitalisation, decarbonisation and globalisation

When the Fraunhofer Institute for Systems and Innovation Research ISI carried out surveys and workshops in freight transport, part of the STORM project, digitalisation and decarbonisation (climate change) emerged as the two biggest issues facing the logistics industry. “In addition, two major events changed how people look at logistics and transport: the Covid pandemic, in particular the acceleration of home shopping and deliveries, and the war in Ukraine, which raises concerns around the security of transportation systems and questions around globalisation”, says Dr Jonathan Koehler, Research Scientist.

He says a number of important questions need to be answered around the future of logistics, not least to ensure greater resilience and continuing decarbonisation. “There are signs that customers are willing to pay more for decarbonisation. How can we accelerate the transition towards zero carbon logistics? How can we change behaviours? How can digital technologies be used to decarbonise logistics, extending beyond vehicles alone? How can policies steer the impacts of technological development to support digitalisation and decarbonisation, and how can they be assessed?”

Driven by data?

“Big data can clearly improve road freight transport and solve problems by enabling the discovery of patterns, trends and differences it’s not possible to reveal using traditional data”, says Dr Wasim Shoman, Researcher

at Chalmers University of Technology, also involved in STORM. With freight systems already complex and evolving rapidly, accurate modelling, predictive capabilities, and analytics-driven decision making are required to increase understanding and inform new solutions. For example, to correctly allocate freight infrastructure for different charging technologies, big data analytics can provide detailed insights into new vehicles and emerging fleets, which have diverse requirements and limitations.

Building a European Mobility Data Space is a critical requirement: PrepDSpace4Mobility is the 12-month Coordination and Support Action funded by the European Commission to lay the foundations for pooling and sharing mobility data. “The logistics industry is characterised by a large number of local data islands, the use of the proprietary systems and standards, and lots of sensitive data being exchanged”, says Lucie Kirstein, EU Project Coordinator at the National Academy of Science and Engineering (acatech). She says secured data spaces will allow stakeholders to share data without surrendering sovereignty, working towards a federation of mobility and logistics data ecosystems while applying common principles and European values.

Exploiting 5G provides additional opportunities for innovation in ITS for freight. The 5GMETA project, coordinated by ERTICO partner Vicomtech, looks to expand 5G network functions for the deployment of CCAM applications. “5GMETA focuses on making infrastructure and vehicle data accessible to third parties, and acts as broker between data producers and data consumers,” says Dr Gorka Vélez Isasmendi, Senior Researcher, Vicomtech. With the 5GMETAPlatform becoming Open Source from February 2024, attendees at the European Congress in Lisbon can experience it during the 5GMETA Hackathon, with the winners receiving a total of 6,500 euros, and at Special Session 68.

E-documents ‘reduce administrative labour by up 75%’

Replacing physical documents and handling with electronic versions is yet another way to improve transport and logistics: a clear example of how digitalisation and automation can streamline and enhance the sector. “With initial adoption slow, we built a flexible data sharing platform that uses existing systems and platforms, providing a generic solution to digitally sign any kind of document, including eCMR, e-waste, POD, and so on”, says Barry van

“Freight, logistics and digitalisation are highly important themes at the Congress, featuring in four plenaries, 25 special interest sessions, and around 40 technical presentations”, says Lisa Boch-Andersen, ERTICO’s Director of Communications, Congresses & Events. “These elements are part of a super-strong high-level programme and technical programme, which feature more than 500 speakers in total, together with the exhibition area, and demonstrations of ITS technology currently being deployed in Europe. HAMBURGER HAFEN UND LOGISTIK AG ENVIRONMENTALLY FRIENDLY STORAGE CRANES OPTIMISE TERMINAL OPERATIONS AT CTB

The ongoing electrification of the storage area at Hamburger Hafen und Logistik Aktiengesellschaft (HHLA)’s Container Terminal Burchardkai continues with the start of operations of four new modern storage blocks. The switch will drive forward the decarbonisation of workflows as well as the reduction of emissions at the Port of Hamburg. The transition to the new technology was subsidised by the environmental authority with special funds from the European Regional Development Fund as part of the REACT-EU initiative, with a total of ten million euros.

HHLA Executive Board member Jens Hansen: “By using new technologies, we want to fully electrify the container handling process at CTB, our largest terminal in Hamburg, while significantly improving our energy efficiency. Using electricity from renewable sources will allow us to continue decarbonising our workflows at the port. We previously demonstrated how this can

work at the neighbouring Container Terminal Altenwerder. The switch to environmentally friendly storage crane systems will bring us a big step closer to this goal”.

Dr. Melanie Leonhard, Senator for Economic Affairs: “Burchardkai is Hamburg’s largest and oldest container terminal. This is where the container era began for the Port of Hamburg. The image of large vessels being unloaded at the container gantry cranes

characterises our port. Burchardkai represents the global exchange of goods and the internationally connected global economy like no other place in Hamburg. With the commissioning of the modern storage crane systems, the terminal will become even more energy efficient and thus further optimised. New technologies make a decisive contribution towards creating sustainable value for our port based on innovation and quality, as formulated in the mission statement of the Port of Hamburg’s development plan”.

Jens Kerstan, Minister for Environment, Climate, Energy and Agriculture: “Climate protection begins locally. With the start-up of the fourth automated storage crane system, we have achieved a milestone on our path towards decarbonising Container Terminal Burchardkai. This project will save almost five and a half million litres of diesel and 11,000 tonnes of CO2 every year. And there’s more: electrified storage cranes are not only significantly quieter; they allow a considerable amount of soot, particulate matter and nitrogen to be avoided. This directly improves the quality of life of Hamburg’s residents, especially in areas close to the port. The ten million euros from the European Regional Development Fund were optimally invested here. The project gives considerable momentum to the modernisation of container handling, makes a longterm contribution to climate protection and demonstrates impressively that increased capacities can be achieved with lower emissions. In Hamburg, we want to live and do business in a carbon-neutral manner by 2045. It is essential that everyone in politics, the scientific community, business and the general public pull together with all our strength. Projects with charisma, such as this one, are particularly motivating.”

The four new storage blocks, which were gradually put into operation over the first half of 2023, complement the electric container storage at CTB by an additional 8,500 standard containers (TEU). All in all, the automated container yard at CTB thus has a capacity of almost 39,000 TEU spread across a total of 19 storage blocks. The gradual switch of the energy-intensive process of moving goods in and out of storage using diesel-powered straddle carriers in favour of electric storage crane systems will lead to the further reduction of carbon and harmful emissions at the terminal.

The automated container storage at CTB consists of storage blocks that are each 42 metres wide and 375 metres long and arranged side by side, with a capacity between 1,980 and 2,130 TEU depending on their type.

The automated storage crane systems that store and prepare containers for onward transport run on green electricity. The switch also creates the conditions for the conversion of horizontal transport to fully automated container transport (Automated Guided Vehicles), which are batteryoperated and thus also climate-neutral.

The CTB has been further developed on an ongoing basis during operations since 2006. The storage blocks with state-of-the-art storage crane systems have been fully automated at the terminal since 2010. With the commissioning of the four additional blocks, the terminal’s efficient use of space has increased by more than 30 percent. Due to the fact that the port is so close to the city, it is very important to use the space efficiently and to keep the emissions generated at the Port of Hamburg as low as possible. This includes noise and light emissions. Three additional storage blocks are currently being built at CTB, which will expand storage capacity to a total of 22 blocks starting in 2024. In this way, HHLA continues to drive its “balanced logistics” sustainability strategy consistently forward and is one step closer to its goal of achieving climate-neutral production across the entire Group by 2040.

How storage crane systems work:

The automated container storage at CTB consists of storage blocks that are each 42 metres wide and 375 metres long and arranged side by side, with a capacity between 1,980 and 2,130 TEU depending on their type. CTB stands out because its storage crane system consists of three portal cranes that can drive over each other. This is globally unique and increases productivity: crane operation is optimised and the cranes’ traversability results in a more efficient path through the aisles (roadway diagram). Depending on requirements, one side of the block storage can also be used more intensively. The storage crane system’s high-performance IT system is integrated into the terminal’s overall control system and has been supported by a specially developed AI module for several years. This helps it find optimal storage locations for the stored steel boxes, which can reduce the energy-consuming restacking of containers.

DE-RISKING

BATTERIES

THE CARRIAGE OF LITHIUM-ION

At the heart of efforts to draw attention to the hazards inherent in transporting lithium-ion batteries, specialist freight insurer TT Club now urges debate leading to a balanced, yet realistic awareness of the dangers, and a united approach to enhancing their safe carriage. Improved regulatory clarity is required and auto manufacturers need to address transport safety issues more thoroughly.

Rapid development of battery technology and the uncertainties created by these developments, particularly concerning safety when the energy packs are being transported require the logistics industry to have a clear understanding of the dangers which can include fire, explosions, and toxic gas emissions. Moreover, there needs to be increased efforts to minimise the risks, and if necessary, make sure there is an effective response to any catastrophic event.

Alarmist reports in the media can overstate the number of incidents involving electric vehicles. Indeed Peregrine Storrs-Fox, Risk Management Director at insurance mutual TT Club points out that “Lithium-ion (li-ion) battery fires are not an everyday occurrence. But when thermal runaway does happen, the result is release of toxic gases such as carbon monoxide and hydrogen cyanide, a very high temperature fire and can spread very fast.”

The release of toxic fumes may be the first alert, but fire with temperatures higher than 1,000degs centigrade can be reached in a matter of seconds and, as the mix of chemicals and metals ignites, devastation can ensue.

In keeping with its mission to extend awareness and achieve a united front, TT Club was delighted to be part of a forum of interested parties which was held recently in London. Much was revealed by the speakers and valuable debate ensued. “Supply chain players including ship owners, carriers, forwarders, terminal and port operators and insurers are engaged with these debates. Indeed, the maritime regulator IMO (International Maritime Organization) has its guidance for carriage of these batteries under serious review”, says Storrs-Fox. “But we need to bring manufacturers of EVs and the batteries that power them actively into the debate. Their ambitions for the development of more powerful, lighter and diverse battery

cells must not be allowed to outstrip prioritising safety concerns surrounding their future transportation around the globe.”

Such concerns regarding the battery packs within electric vehicles (EVs) have been raised in the US and the National Transportation Safety Board (NTSB) has carried out a study. The forum heard that EVs were reported to have incurred fewer fire incidents than internal combustion engine (ICE) cars. However, there are a few provisos to be highlighted here – not least that there are far fewer electric cars on the road than ICE vehicles.

Secondly it is understood that newer batteries are less likely to ignite or explode than used batteries, effectively the older the li-ion unit, the greater the chance of an incident. As a result, it is not clear how the batteries will perform through the intended life, given that the switch to EV’s is only now gathering pace and most battery packs are new.

Of course, EVs are just one use for li-ion batteries, which can be found in a variety of goods including e-bikes and scooters, as well as computers and mobile phones. All of these goods are transported with batteries in containers. Whilst transported as new, it may be reasonable to expect appropriate packaging, although state of charge is variable, used and damaged batteries present considerable uncertainty for the transport supply chain.

This raises concern that li-ion batteries are not classified as sufficiently hazardous, and the range of potential Special Provisions increases complexity and uncertainty. All this may have serious ramifications when a container is being accepted for shipment or a ship stowage plan is being compiled. Storrs-Fox concludes, “In addressing the commercial opportunity in the answering the agenda to move away from fossil fuels, there needs to be urgent engagement from manufacturers and OEMs to resolve the justifiable concerns of the logistics industry – ahead of regulatory strengthening”.
