‘People can change’

From high school fights to patrolling streets, female officers in West Fargo share their stories

When West Fargo School Resource Officer Rhonda Jorgensen was in the hallway of Sheyenne High School, she heard a thump against the bathroom wall. Jorgensen immediately looked inside and saw a small girl standing over another with her arm drawn back, preparing to throw a punch.

Rather than immediately sending the girl, Irankunda Adel, for discipline, Jorgensen took the time to chat and eventually get to know her. Jorgensen was in the right place at the right time. She didn’t just break up a fight that day — Jorgensen broke through to a young girl who was uncertain of her future.

Adel would go on to join the West Fargo Police Department as an officer, and she credits Jorgensen for the encouragement. This month, as Jorgensen celebrates 25 years with the department, she is doing so with Adel and more than half a dozen female officers by her side, including the department’s first female K-9 Unit Officer Bobbi Jo Nobles.

‘I absolutely loved my time on patrol’

Jorgensen, who grew up in Mandan, started as a West Fargo police officer in 1999 after graduating from Bismarck State College and attending the Lake Region State College police academy training program.

West Fargo has grown exponentially since then. Jorgensen remembers when there was “nothing south of 16th Avenue South.”

”I look back at my crazy career, and all the development has just been unbelievable,” Jorgensen said.

She spent 14 years as a patrol officer, followed by nine years as a school resource officer at Sheyenne High School and, later, at Liberty Middle School.

”I absolutely loved my time on patrol,” Jorgensen said, “and I just loved being a school resource officer.”

She said she especially enjoyed helping teach students about safety and law enforcement. She often incorporates true stories former students or families have experienced to drive home her points. Jorgensen not only helps educate students but also routinely leads active shooter training for churches and businesses.

She fell in love with more than her career — Rhonda and her husband met while both were on the job.

”I didn’t know a soul when I first came here,” Jorgensen said.

Rory Jorgensen is a former firefighter with the West Fargo Fire Department and served as the fire chief for the West Fargo Rural Fire Department. The two met when responding to a house fire, and Rhonda Jorgensen later reached out to Rory Jorgenson for help with an upcoming Citizen’s Academy class.

Shortly after starting in West Fargo, Rhonda Jorgensen became the master organizer of the West Fargo Police Citizen’s Academy, which allows residents of West Fargo to get hands-on experience in the many facets of police work, from working with the K-9 units to watching how

investigative tools and SWAT Team vehicles operate.

In 2021, Rhonda Jorgensen was named the department’s community engagement officer. This position draws on her plethora of experience and talent for bringing the community together.

”When Chief (Denis) Otterness offered me the position, he really

gave me a blank slate and let me run with whatever I wanted to do,” she said.

While recovering from her first of two knee replacements in as many years, Rhonda Jorgensen spent time with the Bloomington Police Department to get ideas from their established

community engagement program. Her position now involves organizing events and programs such as Coffee With A Cop and the Hometown Heroes Camp.

The third camp for students will be held this summer. It incorporates other agencies in the metro, such as the West Fargo Fire Department and SWAT Team, to provide educational and fun events for students over three days. Kids can sign up for the afternoon or summer session. Events include a bike rodeo and presentations on bullying and social media safety.

”This has been a pretty popular program,” Rhonda Jorgensen said.

She also leads an ice cream program, offering ice cream to neighborhoods during the summer or popping around to area parks with frozen treats on hot days.

As she weathered the department’s changes over the years, she enjoyed getting to know additional staff while watching the success of her comrades, such as current Police Chief Pete Nielsen and Assistant Police Chief Jason Anderson, who started around the same time as her.

”There’s the core group of us that kind of grew up together,” Rhonda Jorgensen said. “We all started young.”

While she could have sought to rise to the top of the ranks given her depth of experience, she is happy as the community engagement officer — or CEO, as she and others jokingly call it.

‘A little bit of everything’ Nobles didn’t plan on becoming a police officer, and she definitely did not want to become a K-9 handler. But, like many accomplishments in Nobles’ life, once she set her sights on the goal, she accomplished it quickly.

Although she was a part of her high school’s Explorer program, her family initially talked her out of becoming a police officer. So, Nobles decided to pursue a music education career. While in school, the pull to law enforcement got stronger, and Nobles decided to follow the path to become a police officer, instead.

She came to West Fargo in 2020, shortly after graduating from the Grand Forks Academy and checking out the department.

”This looks like a nice department,” she said of her West Fargo choice.

Nobles grew up in Karlstad, Minnesota, graduated from the University of North Dakota with a degree in criminal justice and served for six years in the military.

She initially wanted to serve as a school resource officer but later changed her mind.

”I came into law enforcement and said, ‘I’m never going to be a K-9

handler.’ I wanted to be an SRO,” Nobles said.

As she served on patrol and worked with the department’s other K-9 units, her interest in being a handler grew. So, when the department decided to expand its K-9 unit with another dog, Nobles signed up.

Her partner is Hondo, a 3-year-old Belgian Malinois who keeps her company on and off duty.

”He has a great personality,” Nobles said. “He’s a very fun dog; a very, very good dog.”

Her family also changed their minds and now fully support her career choice.

”They’re very supportive,” Nobles said. “My family is very proud of what I do. Of course, they’re always worried, and I always make sure I text them to say that I’m OK.”

Nobles and Hondo often work 3 p.m. to 3 a.m., a shift she has grown to love.

”It’s a little bit of everything,” Nobles said. “It stays busy, but you can also have somewhat of a normal life on days off.”

‘People can change’ Adel remembers the first time she met Rhonda Jorgensen with a giggle. She isn’t shy about how she became acquainted with the West Fargo Police Department. But, after getting to know Jorgensen and others in the West Fargo community, Adel decided to take her energy in a different direction.

While she was always interested in law enforcement, Adel didn’t always believe she would join the force. Early in life, the run-ins she had with police were not under great circumstances, but officers still made a great impression on her.

”I wasn’t very sure about it. Growing up, I wasn’t the perfect kid. I always got in trouble. I had a lot of run-ins with the police as a teenager,” Adel said. “Based on my run-ins, the police were always nice to me and very respectful. Even though I was in

trouble, they didn’t make me feel any less than; they encouraged me to do better.”

While her attitudes toward a future in law enforcement evolved, so did her relationship with Rhonda Jorgensen.

”Even though I didn’t like her, every day at school she would stop by to speak to me and ask me how I was doing,” Adel said. “She kind of built a rapport with me, which I really liked because, in the end, I really liked her, and we actually became friends. It shows how important it is to have SROs, because they do a lot for students.”

Eventually, Adel would call Rhonda Jorgensen and inform her of her intent to become a cop and enter the Lake Region Training Academy in West Fargo. Rhonda Jorgensen was surprised to learn of Adel’s wishes but happy to help.

”I was so surprised,” Rhonda Jorgensen said of the call from Adel. “I was honored. It was really special.”

Adel completed the Lake Region Academy in West Fargo in 2021 and then served as a West Fargo community service officer before she was sworn in as a patrol officer on Feb. 5.

”I showed them people can change and do good,” Adel said.

Adel was born in a refugee camp in Tanzania. She and her family moved to West Fargo in 2007, where she attended West Fargo Public Schools and graduated from West Fargo Sheyenne High School in 2019. While the career choice surprised her family, they were supportive of Adel, the first person in her family to work in law enforcement.

”My family has been very supportive,” she said. “They’re so happy for me. My nieces are even looking into it (a career in law enforcement) now.”

Adel’s worldly experience also helps her on the job. For example, she recently met another Tanzanian in

West Fargo. She also helps with translation across the department, as she speaks Kirundi, the language of Burundi, where her parents are originally from.

It’s hard for Adel to pinpoint the best parts of her job these days. “It’s everything,” she said. “Every day, I just never know what will happen.”

From the routine calls to interacting with the community and the family atmosphere of the department, family is a big part of Adel’s life. She has six sisters and two brothers. The third youngest in her family, Adel is an aunt to 16 nieces and two nephews.

”It’s a big family, a mostly womenrun family,” Adel said.

Meeting new people and hearing their stories is one of her favorite parts of the job.

”Even though they’re not meeting the police for a good reason, mostly they’re going through something,” she said. “For me, I still like those encounters because I’m helping them, getting to know them, and I’m getting to meet new people.”

Adel is still working on her goals for the future and modeling a career after Rhonda Jorgensen with plans to become a school resource officer in the next few years. Adel is attending Minnesota State University Moorhead, finishing a bachelor’s degree in criminal justice.

When Rhonda Jorgensen first started in West Fargo, she was one of just two female officers. Now, the department has nine female officers, a second family within the family of West Fargo, something all three women have come to appreciate.

”I think it’s great,” Jorgensen said of the growing female team. “I’m their biggest cheerleader.”

”I can always call on any of them,” Adel said. “Being able to have a good team to work with is great.”

”They’ve never treated me any differently,” Nobles said of her fellow male and female officers. “It sounds cliche, but it really is a family here.”

City of West Fargo Sanitation Division announces new residential collection routes and schedule

Changes to take effect Monday, July 1

The City of West Fargo’s Sanitation Division releases its new residential collection routes and schedule to take effect Monday, July 1, 2024. The operational changes approved will move the City of West Fargo from a five-day residential sanitation and recycling collection schedule to a four day a week pickup schedule.

The Friday residential route will be split and added to Wednesday and Thursday collection days. All residential recycling routes have been updated with adjusted zones. There will be no changes

to the annual Spring Cleanup Week. The full residential sanitation and recycling collection schedule, including holiday changes, is available on the City of West Fargo’s website.

Bulky item collection:

Bulky item collection will need to be scheduled through the City of West Fargo’s website or by calling the Sanitation Division at 701-515-5400. When scheduled, bulky item pick up does not need to align with the resident’s garbage collection day. There will be no charge for

bulky item collection unless it is a previously identified specialty item. Excess bagged residential trash, including items not listed on the approved bulky item pick up list, will not be collected curbside beginning July 1, 2024.

The West Fargo Police Department’s Coffee with a Cop will be at 10 a.m. Wednesday, May 15, at the Rustad Recreation Center in West Fargo (601 26th Ave. E.) with guest speakers from the West Fargo Police Department’s Bike Patrol Unit. The Coffee with a Cop program is designed to increase understanding between residents and the police. At these events residents learn about law enforcement and can interact with officers.

This event is sponsored by the Community Outreach Programs and Services (COPS) Unit. The COPS Unit organizes the department’s continued efforts to recognize West Fargo’s changing demographics and strengthen relationships with all members of the community. These efforts include community events, officers dedicated to the COPS Unit, and the completion of cultural awareness and diversity training for staff.

The Coffee with a Cop program will pause following the May event until the fall to allow for additional summer programming by the COPS Unit.

My name is Tyler Erickson, and I’m running for one of two open seats on the West Fargo City Commission during the June 11 primary election!

I am 31 years old, have two kids with my wife of six years, and work as an attorney with the state of North Dakota, practicing in the field of insurance regulation. I also serve as one of eleven fiduciaries on the North Dakota Public Employees Retirement System Board of Trustees. From my perspective, the core duty of a city commissioner can be summarized in one phrase: thoughtful decisionmaking. If elected, I pledge to center my efforts on remaining resident-focused, making well-reasoned decisions, and addressing the following:

(1) Special Assessments: these are seemingly neccessary financing tools the city uses to implement resident cost-sharing in the infrastructure we use every day - I will endeavor to meaningfully contribute my state level government perspective to the commission, which in turn will enable it to more fairly and effectively assess these costs.

(2) Staff Recruitment and Retention: hiring city employees with a long-term outlook and taking proactive measures to retain those individuals is not only fiscally prudent, but also imperative to the proper function of a municipal government – I will strive to make this a priority for the commission, as I believe an effective and accountable government body is one in which its team is engaged and invested in the purpose and outcome of the organization;

(3) Cross-Government Agency Collaboration: the city commission actions and decisions do not exist in a vacuum. Instead, its relationship with other governmental entities, such as the county and public school district, assists the city commission in forming policy that is inclusive of all stakeholders – I will work to enhance these partnerships so that we are all rowing in the same direction; and

(4) Transparency and Integrity: these principles should be the cornerstone of any governing body - I believe the private and public sectors have fundamentally different objectives. While the former is typically focused on generating profit, the latter’s purpose is solely to serve the public at large and its common best interest. A governmental entity’s ability to effectively serve the public relies on a strong foundation of trust between the governing body and the individuals it serves. Perhaps unsurprisingly, I also plan to leverage the legal knowledge and experience I’ve obtained at the state level to identify potential efficiencies at the local level in public spending, staff retention, and planning and development. My service to the public in other areas of my life is what I believe distinguishes me from my peers and will serve well the residents of West Fargo. Rest assured that a vote for Tyler Erickson on June 11, 2024 is a vote for responsible decision making, fiscal prudence, and progress.

City of West Fargo Cleanup Week to take place May 6-10

Cleanup Week, the annual citywide event to clear properties of unwanted items will take place Monday, May 6, through Friday, May 10. All items should be placed curbside at 4 p.m. the day before garbage collection. Household items should be bagged and tied. All containers must be disposable. Items that are too large to fit in standard bags will still be accepted curbside.

During Cleanup Week, there will be no branch collection, as the truck is utilized to haul large, curbside items. Branch and curbside brush collection begins Monday, May 13. Renovation debris and building materials will be permitted curbside during Cleanup Week only.

There are a few items that can never be disposed of curbside. Household hazardous wastes such as

televisions, paints, oils and varnishes must be brought to the Household Hazardous Waste Facility at 606 43 1/2 St N, Fargo. Grass clippings, compost materials and other organic materials must be brought to one of the three yard waste disposal sites in West Fargo.

The Transfer Station, located at 1620 Main Ave. W., is open Monday through Saturday to accept West Fargo residents’ extra garbage, recycling, yard waste, branches and large items free of charge. After Monday, May 6, residents can continue to dispose of appliances at the Transfer Station for a fee.

CITY INFORMATION

City of West Fargo names Dan Hanson as Senior Director of Community and Development Services

The City of West Fargo has promoted Dan Hanson to Senior Director of Community and Development Services. Hanson has served as West Fargo’s City Engineer since 2022. In this new role, which will take effect April 1, Hanson will serve in an administrative capacity overseeing the Engineering, Planning and Inspections, Economic Development, Communication, and Infrastructure Funding Departments.

“Mr. Hanson has been a great asset to the City of West Fargo in his time as City Engineer, and I believe he will be incredibly successful in this expanded role,” said City Administrator Dustin Scott. “Dan will

provide excellent leadership to the departments he will oversee and will be instrumental in the planning and implementation of future growth for the City of West Fargo.”

The roles of Senior Director of Community and Development Services and Senior Director of Administrative Services have been added to improve efficiency and support to departments and project teams and to allow for more effective performance management and distribution of responsibilities.

Hanson is a 1997 Civil Engineering Graduate of North Dakota State University and holds a Professional

Engineer license in both North Dakota and Minnesota. Hanson began his engineering career in the twin-cities area and spent 11 years as a Municipal Engineer with Moore Engineering before coming to the City of West Fargo. Hanson will continue to fulfill the duties of City Engineer in addition to his new role through the end of 2024.

“I am excited to take on this new role as part of the City of West Fargo’s Administration,” said Hanson. “I look forward to continuing working with a great team who are each experts in their fields to shape the vision of growth and development in West Fargo.”
