Nearly New Sales are open to everyone, and offer high-quality secondhand baby and children’s clothes, toys and equipment at a fraction of the high street cost. How to protect your family’s financial future
The abolition of the lifetime allowance could make pensions an even more attractive way of passing on wealth to the next generation.
Protecting your family from financial difficulties isn’t just about having money to provide for the long term. It’s also about ensuring your loved ones are provided for should the worst happen.
When it comes to financial protection, the options can seem overwhelming. However, consulting a financial adviser can help you choose the right cover for your personal circumstances.
Pensions can usually be passed on to your loved ones free from inheritance tax (IHT). Now that there is effectively no limit on the amount of money you can tax-efficiently build up in pensions over your lifetime, considering your estate plan could allow you to make a bigger difference to your family’s financial future.
Life insurance
A financial adviser can create an estate plan that suits your needs and maximises money. In the meantime, here are some points to consider.
How are pensions taxed on death?
Life insurance pays out a lump sum on death, which could be used to pay off the mortgage and provide a cash buffer. The cost of the cover will depend on factors like your age and health.
Pensions are tax-efficient for passing wealth to beneficiaries.
If you have children or an outstanding mortgage, you should consider a life insurance policy. There are several different types of policy to choose from: whole of life insurance, level term insurance, and decreasing term insurance. An adviser can help you decide on the right one for you.
If you die before age 75, benefits can usually be paid taxfree from a defined contribution pension. If you die after age 75, they will be taxed at the beneficiaries’ marginal rate of income tax. As long as the funds stay in drawdown, they will also remain IHT free.
Income protection
It’s really important to understand what your annual allowance is and whether you’re at risk of breaching it.
You might want to consider this cover if you don’t have enough savings to cover you if you were to become seriously ill, or you don’t have an employee benefits package.
For this tax year, the maximum tax-free lump sum (known as the Lump Sum Allowance) that you can draw from pensions is capped at £268,275 (unless you have lifetime allowance protection).
Family income benefit
What else do I need to consider?
Maxing out your annual allowance may not be right for you.
Instead of paying out a single lump sum, this policy provides a regular, tax-free income for a set period, such as 20 years. It’s considered a relatively inexpensive form of life cover.
Private medical insurance
You can’t access money in DC pensions until age 55 (57 from April 2028). If you need money before then, ISAs or other savings may be a better option. ISAs can also be a useful way of building tax-efficient income in retirement. Other investment options could be worth considering, such as venture capital trusts (VCTs) or Enterprise Investment Schemes (EISs). For some, lifetime gifting could be preferable to see loved ones benefit during your lifetime.
Private medical insurance (PMI) will pay for the cost of private healthcare and could enable you to see a specialist more quickly than under the NHS. If you don’t have PMI through work, you can pay monthly or annual premiums for a policy.

6 April 2024 saw the introduction of the Lump Sum and Death Benefit Allowance (LSDBA) which limits the amount of tax-free lump sum that can be paid in your lifetime and on death. For this tax year, this is £1,073,100, but could be higher if you have a form of Lifetime Allowance protection. If the limit is breached, the excess lump sum is taxable at the beneficiary’s marginal income tax rate.
Income protection can provide a tax-free income if you are unable to work because of an accident or illness.
You can choose when the payments start, such as six or 12 months, with longer deferral periods resulting in lower premiums.
Income protection can be particularly valuable for the selfemployed who do not have any cover through an employer.
How could the LTA abolition affect estate planning?
You can choose from short-term cover to pay an income over one or two years and long-term cover to run until retirement, or when the policy ends, whichever is sooner.
Critical illness
In March 2023, the government announced that the lifetime allowance (LTA) was being scrapped. This was a cap on the amount of money you could save in pensions over your lifetime without triggering a tax charge. The LTA was abolished on 6 April 2024.
Any other limits to be aware of?
Critical illness cover pays out a lump sum on diagnosis of critical illnesses covered by the policy, such as heart attack, stroke and cancer. The sum could be used to pay off debts, cover outgoings such as school fees, or to adapt living arrangements.
The pension annual allowance is £60,000 (2024/25 tax year), or 100% of UK relevant earnings for most people, whichever is lower. If you exceed the annual allowance, you’ll have to pay a tax charge.

But the debate dominating Parliament returned was the government’s plans to cut the Winter Fuel Allowance for most pensioners. Pensioners receiving as little as £11,500 a year will lose their £300 payment. This is despite the average energy bill being set to rise by £149 a year from October.
This is the issue about which I’ve received the most correspondence from residents. People are incredibly anxious. Age UK has estimated that two million pensioners across England now risk fuel poverty this winter, including thousands here in Hampshire.
While I totally understand that there are many wealthy pensioners who don’t rely on the Winter Fuel Allowance to heat their homes, there are many who live on or near the poverty line who will be plunged into crisis this winter. In Parliament, I challenged the Chancellor directly about the impacts on the most vulnerable and I voted to protect these payments.
It is without question that the state of the country’s finances left by the previous Conservative government will lead to difficult choices. But the emails and letters I have been

And it was a real treat to attend the marvellous Alresford Show over the weekend. I enjoyed a cracking breakfast with local members of the NFU there, before spending the morning watching the classes and talking to many of you.
Much of our constituency is rural, and farming is a way of life for so many people in our community. Both as a vet and while running for Parliament, I met many of our area’s farmers and heard their stories. I grew up on our family farm, so I fully understand the challenges farmers are facing right now. Too often, I hear stories of poor mental health, financial strain, worry about the undercutting of our food standards through bad trade deals. As your MP, I will always be a champion for British farmers and stand up for our high animal welfare and environmental standards.

A Hint of Mint
As the seasons change, the vibrant colours of summer give way to the rich russet hues of autumn. Along the edges of our chalk streams, water mint plants are displaying their last splashes of pinkish purple. From July to October, this native plant brightens up riverbanks with its dense clusters of tiny flowers. Even in the colder months, you can still spot its square stems and oval, hairy, jagged-edged leaves.
Water mint is one of about 15 mint species that grow in the UK, although many of these are hybrids. Did you know, for example, that peppermint is a cross between water mint and spearmint –another of our native mint species? In fact, peppermint plants can sometimes be found growing in the wild near their parents.
As its name suggests, water mint loves to grow in damp places. It favours ponds, bog gardens, marshes, floodplain meadows, wet woodlands, and the margins of rivers. In an ideal habitat,
it can grow to over 50cm tall and spread sideways through rhizomes (thick stems that grow underground) and runners (thin stems that grow on or close to the ground).
Like other plants that grow in and around our chalk streams, water mint plays a key role in protecting the habitat. It offers shelter to animals that frequent the margins, like juvenile fish, small mammals, and emerging riverflies. Its root system helps to stabilise the bank and shield it from erosion, which saves fish eggs from being smothered by sediment. Its flowers provide nectar to peacock, comma, and small tortoiseshell butterflies, while its leaves are a favourite food of mint leaf and green tortoise beetles.
As with the kind you can buy from the supermarket (which is usually spearmint or peppermint), water mint has aromatic leaves that can be used to make flavourful drinks and meals. But it’s best not to use wild water mint for this purpose, because there may be pesticides, herbicides, or pollution in the area. Instead, see if you can safely get close enough to detect its bright
and refreshing scent – a real treat on an autumn walk!

I’m a pensioner and am really worried about how I’m going to pay my energy bills this winter, especially now the Winter Fuel Payment is only going to people on certain benefits. I don’t currently receive any benefits, but my income is limited and I’m wondering if there’s anything I can do.
Previously the Winter Fuel Payment, which is worth up to £300, has been given to all pensioners regardless of income. However, this winter you’ll now only get the payment if you or your partner get certain benefits, including Pension Credit.
Pension Credit is one of the most underclaimed benefits there is – in Hampshire alone an estimated £2.5million of Pension Credit goes unclaimed each year. If you’re of pension age and on a low income, then it’s worth applying for Pension Credit even if you don’t receive any other benefits.
If your application for Pension Credit is successful, then as well as receiving a monthly boost to your income, you’ll also be able to access other support including making a claim for the Winter Fuel Payment.
You have until the 21 December to apply for Pension Credit and still receive the Winter Fuel Payment if successful. To find out more about the eligibility for Pension Credit and how to apply you can go to the national Citizens Advice website.

Changes to waste and recycling: cutting carbon, increasing recycling, improving efficiency.
Winchester City Council and their waste partner Biffa have undertaken a review of waste and recycling collection routes. As a result, from 7 October, there will be some changes to bin collections for residents, which could mean their bins are collected on different days.
The route changes coincide with the issue of the new bin calendar to every household across the district and are part of preparations for increasing recycling in the district, such as the introduction of a food waste collection. With 35,000 fewer miles needing to be driven each year the new routes are more efficient and cut carbon emissions.
Residents in the Winchester district will receive their new waste and recycling bin calendar through the post before the end of September, along with a letter highlighting any changes in their area.
Improving air quality across the district
Winchester City Council has a new strategy for improving air quality and they are asking for people across the district to have their say.
The strategy outlines an approach to improving air quality which, if agreed, will then be used as a basis for a detailed action plan to improve air quality across the district. It outlines the need to work collaboratively across the district and the wider region, to achieve cleaner air by 2030, making a commitment to go above and beyond UK national air quality targets.
The Winchester district is considered to be a green, clean and healthy part of the county but air quality is an invisible problem that can affect the health of residents. Policies which reduce air pollution will not only help
The new waste and recycling rounds start on 7 October and there is a one-week gap between the end of the existing bin calendar and the start of the new one. During that time, the existing calendar schedule will be extended, so residents should continue to put their bins out for collection as usual until 7 October.
In line with the council’s ambition of being a carbon neutral district by 2030 the new routes will include the council’s first fully electric waste and recycling vehicle. All existing vehicles have already been switched from diesel to hydrotreated vegetable oil (HVO) – cutting emissions by up to 94%
Councillor Kelsie Learney, Cabinet Member for Climate Emergency, said:
“We know that residents want to be able to recycle more and these changes ensure we can seamlessly introduce wider recycling collections in the future, including food waste recycling. At the same time, we are improving the efficiency of our service and cutting carbon emissions as we do so. I’m particularly looking forward to seeing our first fully electric waste and recycling vehicle on the road this autumn!”

The strategy aims to increase awareness of air pollution and its causes, as well as defining the council’s commitment to improve air quality and identifying air quality challenges across the district.

Hyde900 is the name initially given to a programme of community-led events designed to mark the 900th anniversary of the foundation of Hyde Abbey, the burial place of King Alfred the Great.
The festival, designed to commemorate Alfred and the Abbey’s place in English history, celebrated the history of Hyde, explored the locality and environment, and showcased the wide variety of talents of the people who live in the area..
Since the anniversary in 2010, Hyde900 has continued as a community organisation, organising social and cultural events and supporting research into the history of the Hyde area. It also supports other events in and around Hyde.

A History of Hyde Abbey
In 1110AD the Benedictine monks of New Minister moved their library, relics and the bodies of King Alfred, his wife Alswitha and son, Edward the Elder to the newly built Hyde Abbey to the north of the city of Winchester. Their bodies were laid to rest before the high altar of the great stone church and the Abbey became a popular pilgrimage destination.
In 1539 the abbey was surrendered to Henry VIII’s commissioners as part of the king’s programme to dissolve the monasteries. The Hyde Abbey monks were pensioned off, its treasures were destroyed or dispersed and the buildings were reduced to rubble.
All that remains of the abbey today are a magnificent stone gateway, an arch that used to span the abbey millstream and the church built for the pilgrims and laybrothers, now the nave and chancel of St Bartholomew’s Parish Church.
Why was Alfred Buried at Hyde Abbey?
When Alfred took the throne in 871,
Winchester became the capital city of Wessex and a part of his series of fortified towns built to withstand Viking invaders. The cathedral and royal palace stood at the heart of the city and in the last year of Alfred’s reign additional land was bought as the demand for space increased. When Alfred died he was buried in Old Minster and when the work on New Minster, undertaken by his son Edward, was complete his body was moved. In 1109 Henry I ordered the New Minster to be removed to the suburb of Hyde Mead, to the north of the city walls, just outside the gate. Alfred’s body and that of his wife and son were moved to the new abbey in 1110 and remained there until 1788 when some convicts, building their own prison on the site of the old abbey, chanced upon his grave, stole the lead from his coffin and dispersed his bones.
Hyde900s mission
To bring to light the rich heritage of Hyde as well as its contemporary talents, in an entertaining and informative way, including exhibitions, displays, talks, music series, poetry readings and commemorations, as well as social and sporting events. It has an ongoing research project into the site and remains of Hyde Abbey, has published books, and has been involved in TV programs. It holds an annual festival – the King Alfred Weekend – at the end of October each year. Overall, Hyde900 aims to give residents and visitors a better understanding and appreciation of this area of Winchester where so much of interest lies just below the surface.

St Swithun’s School celebrates an impressive year of academic success
St Swithun’s School in Winchester is celebrating an impressive year of academic success, with outstanding A-Level and GCSE results. The school achieved its strongest set of A-Level results in a non-pandemic year since 2015, with 92% of grades at A* to B and over two-thirds at A*/A. Half of the year group earned grades of AAA or higher, with 40% achieving at least one A*. This academic excellence has led students to secure places at prestigious universities including Cambridge, Oxford, Imperial College, LSE, Durham, and St Andrews.
In the two largest A-Level subjects, nearly 80% of students in mathematics and 83% in chemistry achieved A*/A grades, far surpassing national averages. The students also excelled in subjects such as French, German, history, politics, and psychology, with a high percentage earning top grades.
Academic, Music and Sport scholar Louisa will be heading to Cambridge University to study Modern and Medieval Languages
after obtaining three A*s. She will be joined by Esther who achieved four A*s and will be studying Natural Sciences at Cambridge.
Eunice also achieved an incredible A*A*A*A and will be reading Accounting & Finance at London School of Economics and Political Science (LSE).
Rhiannon excelled in her exams and obtained four A*s. She will head to Exeter University to study Natural Sciences.
Head girl Alice and Deputy Head girl Annabel (both pictured) are both off to Oxford University to read History after achieving A*A*A and A*A*A* respectively.
Meanwhile, the school’s 2024 GCSE results were equally impressive, with 80% of grades at 7/A or above and 30% at the highest grade 9. Over half of the year group achieved six or more grades at 9/8/A*, with a quarter gaining nine or more top grades. There were particularly strong performances in subjects like history, biology, modern languages, and further mathematics, where 88% of students earned 9/8 grades.
Among the year’s top performers was Chloe, who earned nine grade 9s and one grade 8, and plans to pursue A-Levels in biology, English literature, history, and mathematics at St Swithun's. Boarder
Claire from Beijing excelled with 11 grade 9s and one grade 8 while contributing to the school’s musical productions and mathematics competitions. Marharyta, a student from Ukraine, achieved a remarkable six grade 9s, three grade 8s, and one grade 7, and will continue her musical studies at the Royal College of Music alongside her A-Levels.
Headmistress Jane Gandee commented, “Our results reflect the energy and curiosity our students bring to their studies. Winchester Bonfire and Fireworks has been run by volunteers who have given up their free time to stage the event since 1958. All profits are donated to selected charities in the city and district. When you buy a ticket, you’re supporting amazing good causes.
Winchester Round Table is a charity and social group for men aged 18-45 in the city. We’re part of the international Round Table movement where members can participate actively in their community. As well as Bonfire and Fireworks, we stage the annual summer Pedal Paddle Pace triathlon and the famous Santa Sleigh at Christmas.
The Torchlit procession is from 6pm (starting from Broadway) and the Bonfire will be lit at approximately 7.15pm, followed by the Fireworks at approximately 7.45pm. Buy your tickets at www.winchesterbonfire. co.uk
The display will be held at North Walls Recreation Ground, Winchester, Hampshire, SO23 8DJ there will be limited parking near the display and nearby roads will be closed. Halloween Guided Walking Tour of Winchester
Join one of Winchesters professional guides for a 90 minute walking tour, starting at Winchester Visitor Information Centre. A night-time meander around the backstreets and alleyways of old Winchester including the Cathedral precinct and the ancient High Street.
Wizard Week 2024 at the Watercress Line
The Watercress Line transforms into a place of magic and mischief for Halloween! We have lots of spooky activities to keep the kids entertained. Our spook-tacular Wizard Week returns!
Children of all ages are invited to dress up as their favourite scary character – little monsters, ghosts, witches and wizards are welcome. There are prizes to be won at the fancy dress competition, to be held each day – with three age categories:
Under 4s – ‘Brand New Wizards’ 4 to 8 year olds – ‘Emerging Wand Talent’ Overs 8s – ‘Potion Masters’.
Spine-tingling treats are in store – including terrific rides on the Wizard Express heritage train and the thrill of walking in Harry Potter’s footsteps over the famous railway footbridge where Harry received his Hogwarts Express ticket in the film.
Ghouls and ghosts can ride the steam trains throughout the day and hop on and off as they wish to explore the four heritage stations. Get stuck into our brand new
A mix of well-researched, age-old tales of local supernatural activity from Winchesters rich history and lore together with some of Winchesters contemporary ghostly goingson. Suitable for visitors to Winchester as well as locals who would like to experience their city in a different way. For adults only. Autumnal Apple & Celeriac Soup
INGREDIENTS
4 tbsp rapeseed oil*
2 onions*, sliced
1 celery stalk*, roughly chopped
1 celeriac*, chopped
4 seasonal apples* (Cox’s/Orange Pippin), cored and quartered
2 litres vegetable or chicken stock
200ml crème fraiche
A few sprigs of thyme
A few sage leaves
Toasted hazelnuts, parsley or grated fresh horseradish to serve

METHOD
Heat half the oil in a large pan. Add the onions and celery and cook over a medium heat for 10 minutes until soft.
Add the celeriac, apples and thyme and cook for 2–3 minutes. Add the stock, then season, and simmer over a low heat for 30 minutes until the celeriac is tender.
Remove from the heat and blitz with a hand blender until smooth. Stir in half the crème fraîche. Heat the remaining oil in a pan and fry the sage until crispy.
Spoon the soup into bowls and top with the remaining crème fraîche . To serve, drizzle with extra-virgin olive oil and sprinkle with the crispy sage leaves and hazelnuts or grated horseradish.
