Financial planning tips for parents
Parenthood comes with so many responsibilities that juggling them all can be overwhelming. It’s no wonder long-term financial planning often takes a back seat. Here are five ways to get started.
1. Build a rainy-day fund You should typically have at least six months’ worth of essential expenditure in an easy-access savings account to help pay the bills if you suffer a period of unemployment or cover unexpected emergencies.
2. Create a financial safety net Income protection pays out a proportion of your salary if you suffer from a long-term illness and are unable to work. It’s also worth considering life insurance, which pays out a lump sum if you pass away during the policy term. You should also check you have an up-to-date will.
3. Invest in your kids’ future While you may wish to keep your money in a savings account because investing tends to involve more risk than holding cash, history shows that over long periods, the stock market tends to perform better. A great way to invest for children is through a Junior Individual Savings Account (JISA). Investment gains are tax free, and your child won’t be able to access the money until they reach age 18.
4. Focus on your pension and savings If you’ve taken time off work to look after your children, it’s important to look for ways to top up your pension savings. The first step is to protect your state pension. To qualify for the maximum amount, you need to have paid national insurance (NI) contributions for 35 years.
If you’re not working, you’ll get NI credits automatically as long as you claim child benefit and your child is under 12. You can still receive these credits if you’ve claimed child benefit but have opted out of receiving payments.1 You should also consider topping up your workplace or private pensions. Pensions are a cost-effective way of saving for retirement because of the tax relief you receive on personal pension contributions.

The silt-free riverbeds are vital for freshwater fish species like brown trout as the gaps in the gravel are perfect for fertilised eggs to develop. Despite being rare and precious, many chalk streams are in poor condition thanks to over abstraction – the removal of water from a natural source for a variety of uses such as drinking water. When too much water is removed from a river the flow rate slows leading to more silt building up and degrading vital habitats for species, pollutants become more concentrated and when combined with the effects of climate change water temperatures increase and become unsuitable for the wildlife in the water. National Parks should offer the highest level of protection to rivers however water companies and regulators have largely neglected and ignored National Park status, and it is time that they recognise this international nature designation. At Campaign for National Parks we’re calling for strong clean water protections, establish legally binding water quality standards, improve storm overflow management, and set high ecological targets for all freshwater within National Parks.
The chalk streams in the South Downs National Park are a clear example of iconic waterways. The chalk streams here are varied, ranging from the River Itchen flowing through Winchester all the way to the most natural and undisturbed small chalk scarp streams. They all share the common characteristics of a low and constant flow which rarely deviates from 10°C, creating the perfect environment

REJOICE! - SACRED MUSIC AT ITS BOLDEST - SOUTHERN VOICES AUTUMN CONCERT
THE HAMPSHIRE FAIR AT THE GRANGE, NORTHINGTON
A rare chance to experience two towering and rarely performed, choral works on 24 October in St Paul’s, Winchester at 7.30pm. Rejoice! will showcase Benjamin Britten's Rejoice in the Lamb, a truly unique work paired with Leonard Bernstein's declamatory Chichester Psalms alongside William Walton’s dramatic Chichester Service and works by Elgar, Stanford, Rubbra and Berkeley. The programme is built around some of the most visionary and musically important commissions made by the Dean of Chichester, Walter Hussey, in the mid-twentieth century.
The Hampshire Fair runs an annual series of events and talks to raise money for three local grassroots charities. Its main event is a shopping fair, held this year at The Grange in Northington on Wednesday 23 September. In a large marquee set in The Grange’s beautiful parkland over 70 handpicked stalls, 20 of them new to the fair this year, will sell fashion, food, homewares and jewellery. Sustenance will be in the form of a café, run by Becka Cooper, along with Grange vineyard wine from their vintage Land Rover. Parking is free and plentiful, and the views are outstanding – perhaps factor in a parkland walk before or after shopping.
Winchester-based chamber choir, Southern Voices have a longestablished reputation for performing a wide variety of choral music and styles to a very high standard. The programme has been put together by the choir’s Musical Director: Jamal Sutton whose flair for choosing imaginative, exciting and inspiring music continues. They will be joined by former royal harpist: Alis Huws and percussionist George English bringing vibrant colour and energy to what promises to be a scintillating concert.

Money raised at all Hampshire Fair events goes to three small charities, each of which is supported for a minimum of two years. Current charities are The Royal Southampton Yacht Club Trust, which gets young people, principally young carers, out on the water and to social events. Kids on Track Andover empowers young people through activity camps, mentoring, trips and visits. The Grange Festival: Illuminating Creative Pathways brings hundreds of schoolchildren to live opera each year, as well as providing paid roles both on stage and behind the scenes. The Hampshire Fair at The Grange, Northington will take place on Wednesday 23 September from 9.30am–4pm. There will be plentiful free parking, food and drink will be available from a vintage Grange Vineyard Land Rover and in a cafe run by infamous local caterer Becka Cooper. St Swithun’s celebrates another excellent year of A-Level results
S
tudents at St Swithun’s School in Winchester are celebrating after the school enjoyed another stellar year of results.
literature (92% A*/A, including 39% A*); further mathematics (78% A*/A); mathematics (77% A*/A, including 43% A*); French (75% A*/A); and German (75% A*).
94% of all grades were A*-B, the highest (in a non-pandemic year) since 2013.
Jane Gandee, headmistress at St Swithun’s said, “The hard work and resilience of our sixth-formers never fails to impress. We are proud of each and every one of them and are equally pleased to see their hard work pay off in another impressive year of results.”
27% of grades were A* and 68% were A*/A. Three-quarters of the U6 year group gained grades AAB or better, with 62% earning AAA and above and 57% achieving at least one A* grade. Just under a fifth of the year group achieved two or more A* grades. Students have been accepted into some of the most prestigious universities in the UK and abroad including Chicago, Durham, Edinburgh, Imperial College, King's College, LSE, St Andrews, UCL and Warwick. For a record-breaking fifth year in a row over 10% of students have earned places at the universities of Cambridge and Oxford. Five subjects had all grades A*/A: drama & theatre, history, history of art, Latin and music. In addition, there were particularly strong performances for the top grades in English

Claire is heading to the United States to study at the University of Chicago. Miya is heading to the University of Cambridge to study natural sciences after achieving four A*s in biology, chemistry, English literature and mathematics, plus A* in her extended project qualification. Away from the classroom, Miya introduced the
Pachamama Project to St Swithun’s — a volunteer-run initiative tackling period poverty in refugee crises. Lauren earned four A*s in biology, chemistry, mathematics and further mathematics. She is going to Imperial College London to read chemical engineering. Another of the deputy head girls, Hattie, collected straight A*s in economics, Latin and mathematics. She is heading to Edinburgh University to study economics. After joining St Swithun’s in the prep school, fellow deputy head girl Amy is now preparing to read history at the University of Oxford after achieving A*AA. Head girl Lois, who joined St Swithun’s at the age of three, is going to study medicine at University College London.

THE POLSTER PROJECT TRADITIONAL MODERN BESPOKE UPHOLSTERY In an age of disposable furniture and fast interiors, upholsterer Katrin Penzkofer of The Polster Project, is passionate about preserving craftsmanship, restoring quality furniture, and helping others discover the satisfaction of creating something with their own hands. Based at her workshop between Alresford and Cheriton, just outside Winchester, Katrin
specialises in both traditional and modern upholstery. She works on a wide range of commission projects, from restoring treasured antiques and family heirlooms to reupholstering contemporary furniture, helping clients transform well-made pieces into something beautiful and functional for modern living.
As an AMUSF-accredited upholsterer, Katrin combines traditional craftsmanship with modern upholstery techniques, selecting the most appropriate methods for each individual piece. FAREHAM & DISTRICT MODEL RAILWAY CLUB CELEBRATES 60 YEARS WITH ITS LARGEST RAILWAY EXHIBITION YET More than 30 layouts and an additional exhibition room will make RailEx Fareham 2026 the largest to date, which will be held at Fareham Leisure Centre on Saturday 3 and Sunday 4 October 2026. The exhibition will expand into an additional room for the first time in at least seven years, alongside specialist traders and visiting railway societies. Around 1,500 people attended last year, and the club hopes to welcome even more visitors in 2026. “This is a landmark year for the club. We are celebrating our 60th anniversary by staging the largest RailEx Fareham to date, with more than 30 layouts and an additional exhibition room. Autumn Foraging:
Discovering Nature's Seasonal Harvest
A
s the days grow shorter and the air takes on a crisp edge, autumn offers one of the most rewarding seasons for foraging. Hedgerows, woodland edges, and country lanes become rich with wild foods that have sustained people for generations. From juicy blackberries to vibrant rosehips, the countryside provides an abundance of nutritious ingredients waiting to be discovered. Foraging is not only a wonderful way to connect with nature but also an opportunity to appreciate the changing seasons while gathering fresh, free produce. One of autumn's most familiar treasures is the blackberry. Found in hedgerows, woodland clearings, and along footpaths, blackberries are usually at their best from late August through September, although the season can extend into October depending on the weather. The deep purple fruits are packed with vitamin C, fibre, and antioxidants. Sweet with a slight tartness, they are perfect for pies, crumbles, jams, syrups, and homemade cordials. Many experienced foragers follow the old tradition of avoiding blackberries after Michaelmas, as folklore suggests the devil cursed them after this date. In reality, later berries are often overripe or affected by mould and insects, making earlier harvests the better choice. Elderberries are another valuable autumn crop. These small, dark berries grow in large clusters on elder trees and ripen during late summer and early autumn. Unlike blackberries, elderberries should never be eaten raw in large quantities, as they contain compounds that can cause stomach upset. Cooking removes these compounds, making the berries ideal for syrups, jams, wines, and traditional remedies. Elderberry syrup has long been used as a comforting winter drink and is

valued for its rich flavour and high levels of antioxidants and vitamin C. As autumn progresses, hazelnuts begin to ripen beneath deciduous trees and within hedgerows. The nuts are ready when their green outer husks begin to split and the shells turn brown. Fresh hazelnuts have a mild, creamy flavour, while drying them for several weeks develops a richer taste. Hazelnuts are an excellent source of healthy fats, protein, vitamin E, and minerals such as magnesium. They can be roasted for snacks, added to baking, blended into nut butter, or sprinkled over salads and desserts. When collecting hazelnuts, it is important to leave plenty behind for wildlife, particularly squirrels, dormice, and woodland birds that rely on them as a vital food source. Sloes, the small blue-black fruits of the blackthorn bush, are another classic autumn find. They resemble tiny plums and are famously sharp and astringent when freshly picked. Traditionally, sloes are harvested after the first frost, although many modern foragers freeze them overnight to achieve the same effect. Their intense flavour softens during steeping, making them the key ingredient in the much-loved homemade sloe gin. They can also be transformed into jams, chutneys, and fruit preserves that balance their tartness with sugar and spices.
Bright red rosehips add vivid colour to hedgerows long after summer flowers have faded. These fruits develop on wild roses and are usually ready from September onwards. Rosehips are exceptionally rich in vitamin C and have been used for centuries in syrups, teas, and preserves. During the Second World War, rosehip syrup became an important nutritional supplement in Britain when citrus fruits were scarce. When preparing rosehips, care must be taken to remove the fine hairs surrounding the seeds, as they can irritate the mouth and digestive system. Once prepared, rosehips produce delicious jellies and warming herbal infusions. Responsible foraging is essential to protect both wildlife and the environment. Always make certain that you have correctly identified any plant before harvesting, and never eat anything unless you are completely confident of its identity. Only collect from areas free from pollution, avoid private land without permission, and harvest sustainably by taking only what you need. Leaving plenty behind ensures that birds, mammals, and insects can continue to benefit from nature's seasonal bounty. Autumn foraging is about far more than collecting food. It encourages people to slow down, observe the landscape, and develop a deeper appreciation for the natural world. Whether filling a basket with blackberries for a family crumble, gathering elderberries for winter syrup, cracking freshly roasted hazelnuts, infusing sloes for festive drinks, or making fragrant rosehip jelly, every harvest reflects the richness of the season. FOR THE CHICKEN:

• 8 Chicken Thighs, Deboned & Skinned • 400g Buttermilk • 4 Tbsp Garlic Powder • 4 Tbsp Dried Mixed Herbs • 400g Gluten-Free Flour • 100g Gluten-Free • Breadcrumbs
For The Sauce:
• 5 Roasted Red Peppers • 10 Red Chillies • 2 Tbsp Paprika • 1 Tbsp Chilli Powder • 100ml Red Wine Vinegar • 4 Garlic Cloves • 3 Shallots (Echalion) • 300ml Veg Oil • Juice Of 2 Lemons • Salt/Pepper
Peel the shallots and garlic, then blend all the remaining ingredients together to make a rough pulp. Place into a pan and cook on a low heat for 20-30 min. Once cooked re-blend the pulp into a smooth sauce and pass through a fine sieve. Season with salt and pepper as required.
FOR THE CHICKEN:
Mix the buttermilk, garlic and herbs together in a bowl, place the chicken in the mix and leave in a fridge overnight. In a separate bowl mix together the gluten-free flour and glutenfree breadcrumbs. Remove the chicken from the butter milk mixture and cover with the flour, making sure it is really roughed up to make extra crispy. Fry the chicken in a deep fat fryer at 180c for 5 mins. Lift from the oil for 2 min and repeat this process 3-4 times. The coating will go crispy and golden brown. Temperature probe the centre of the chicken and check it is above 75�c to be cooked through. Place the prepared sauce on the bottom of a serving bowl and top with the chicken.

In June we joined with our neighbouring Club, Hamble Valley Rotary once again, to support the Annual Young Carers Festival held at the YMCA Fairthorne Manor. It was a wonderful day for the community! Hamble Valley members joined our meeting after the event and as a thank you, provided delightful desserts after dinner! One of our many speakers throughout the year was the local MP, Danny Chambers. He gave an interesting talk on three subjects which were: his trip to Ukraine, life as a Vet and becoming a Parliamentarian, closing with a Q and A session which was much appreciated by all. Rotary is always ready to welcome new members. Within our club, we are pleased to announce that we have welcomed our new members that have joined us this year. It is great to have you on board. THE WEST MEON MUSIC FESTIVAL 2026 - A CHANCE TO HEAR ONE THE WORLD’S TEN BEST This year’s West Meon Music Festival (10 – 13 September) will give concert-goers the opportunity to hear one of the “ten most exciting young musicians in the world” according to the Daily Telegraph’s classical music critic, Ivan Hewitt. Hewitt singled out British pianist Amiri Harewood in his top ten for the “huge variety of colours he conjures from the piano, and a sheer delight in music-making”. Amiri will be performing at this year’s festival on Friday 11 September with a programme that includes works by Bach, Schumann and Shostakovich. Certainly a rising star not to be missed. On Saturday 12th September the festival will also be marking the 50th anniversary of the death of Benjamin Britten – one of the twentieth century's greatest composers. The morning coffee concert will feature works by Britten and his mentor and composition teacher, Frank Bridge. It will include both Bridge’s Phantasy Piano Quartet, written in 1910, and Britten’s first Suite for Solo Cello, dedicated to the great Russian cellist Mstislav Rostropovich, who gave its first performance in 1965. This year’s four-day festival, founded by the Primrose Piano Quartet in 2011, will hold eight concerts in Meon Valley churches with works by composers from Dufay to Dohnányi. The festival finale on Sunday 13 September will be a “Schubertiade” with the great song cycle Winterreise, with renowned tenor James Gilchrist, followed by Schubert’s much loved final chamber work: the String Quintet in C major. Raising young children can be one of life’s greatest joys, but it can also feel incredibly tough at times. From sleepless nights and isolation to illness, mental health struggles, multiple births, or the everyday pressures of family life, many parents can find themselves feeling overwhelmed and in need of a little extra support. That’s where Home-Start Hampshire comes in. We are a local community charity built on a simple idea: local people supporting local families. We match compassionate, trained volunteers with families who are going through a difficult patch, offering free, confidential and nonjudgmental support in their own homes. Sometimes, a friendly ear, a shared cup of tea, or an extra pair of hands is all it takes to help a parent feel more connected, confident and able to cope.
Ask anyone who grew up in Britain in the 1970s, and they'll remember her. The home help. She let herself in with a borrowed key, put the kettle on, hoovered the front room, and had a natter. She worked for the council, she'd known the family for years, and nobody would've dreamt of calling what she did "regulated personal care."
To keep this vital service running across the Meon Valley, we are looking for local volunteers to join our team and would love to welcome some new faces. You don’t need any formal qualifications - just kindness, life experience, warmth and a little time to spare, usually around 2–3 hours a week or fortnight. We provide full training, friendly ongoing support and travel expenses, so you will feel supported every step of the way. By giving just, a small amount of your time, you can make a lasting difference to a parent and child living right on your doorstep. 40 YEARS WAITING FOR THE BUS On 17 July the Meon Valley Bus stopped in Kilmeston to pick up passengers. It was greeted by 10 eager villagers and several local councillers. It was reportedly the first scheduled bus to stop in Kilmeston for 40 years! The Meon Valley Bus is running a trial diversion from its usual route to Winchester, for around 6 weeks, calling every Friday. If it proves popular, the new route will be made permanent. Passengers are taken to Winchester, and returned later, after enjoying 2 hours shopping or visiting friends. The bus drops off and picks up opposite the bus station and will take passengers to the railway station if requested. The Meon Valley Bus is a community service, a registered charity, and run entirely by volunteers. It operates throughout the Meon Valley and adjoining villages, running 3 days a week to Fareham, Petersfield and Winchester. Half a century on, the woman who lets herself in wears a lanyard, arrives in a slot timed to the minute, logs in on an app, signs a medication record, and works for an agency inspected by the Care Quality Commission. So what happened? Through the 1980s and 1990s, councils outsourced the work, and clients grew older and frailer. Help with the hoovering became help with hoisting someone from bed, managing a catheter, spotting a stroke. Strangers were doing clinical tasks in living rooms, and scandals made clear nobody was watching. The Care Standards Act 2000 changed that. For the first time, home-care agencies had to register and meet national minimum standards on training, records and safeguarding. The principle held: provide personal care in someone's home, and you are inspected. The regulation exists because the stakes changed. The home is now where serious care happens, often for people who can't speak up, delivered by a workforce sent in alone. For a long stretch, that door stood open. It hasn't stood still since. Care in the home grows more complex every year, the rules keep changing, and with the Casey Commission underway, more is coming. Warmth was never the thing regulation took away. What the old home help had was time. She wasn't on a stopwatch, and the relationship mattered as much as the chores. It hasn't gone. For us, the relationship is paramount. At Lapis, the same friendly faces turn up each week: people who have time to sit and listen, share a laugh, remember a birthday, feed the cat or walk the dog, or bring in fish and chips on a Friday. We keep things open and approachable: families can pick up the phone, and we sort things out together. And we look after our carers too (everyone gets their birthday off) because staff who feel valued build better relationships. The training and inspections matter, of course. But the point is the person, and having the time to care about them. That's how we work.

South Downs National Park’s new Local Plan moves another step forward More than 2,700 representations on the South Downs National Park’s new Local Plan are currently being analysed in preparation for the next important stages of the planning process. The latest consultation on the new South Downs Local Plan closed on 23 June, with 2,700 comments submitted from around 1,300 people and organisations. All representations received during the consultation, together with supporting evidence and submission documents, have been registered and are now being reviewed by officers at the National Park Authority. The new Local Plan will guide how and where development takes place in the National Park over the next two decades, replacing the current Local Plan adopted in 2019. The goal of the Local Plan is to address vital issues such as the need for affordable housing, quality development, restoring nature, climate action, a flourishing rural economy and helping local communities thrive. In November and December this year, the National Park’s Planning Committee and the Full Authority will consider the outcomes of the consultation, including any proposed modifications to address the representations and any other changes since the Local Plan was agreed last March. Subject to this consideration, the new Local Plan, together with any proposed modifications and the latest consultation representations, will then be submitted to the Planning Inspectorate for independent examination and published on the National Park Authority’s website. Claire Tester, Head of Strategic Planning for the South Downs National Park Authority, said:

“This is such an important plan for the future of this wonderful National Park and I’d like to thank each and every person who has responded so far to the consultations. “One of the key concerns from the community that came up in our latest consultation was that the South Downs Local Plan includes more proposed housing and other development given that this is a National Park. “We have statutory purposes to conserve and enhance the natural beauty, wildlife and cultural heritage of the area, and to help people understand and appreciate those assets. However, we also have a statutory duty to foster the economic and social wellbeing of our communities. “The South Downs is Britain’s most populated National Park with more than 113,000 residents, living in one of the four towns and smaller villages and settlements, and we have nearly 6,000 businesses. “Therefore, it’s important we plan for the future and the continued vitality of these towns and villages, supporting local facilities and ensuring there are suitable homes, particularly affordable homes for local communities. “This is a plan about innovative and diligent placemaking, so with appropriate, sustainable growth comes significant wider benefits for people, including health and wellbeing, habitat creation for wildlife, community infrastructure, jobs and climate action.” During the latest consultation, concerns were also raised about the addition of new sites for potential development, as well as questions over significant changes to sites that were previously consulted on. Claire said: “It’s important that we listen to the feedback received at each consultation stage. This includes feedback from some of our partner councils that the Local Plan should do more to address housing needs in the area. Following
a consultation in early 2025 the National Park Authority reviewed all the existing sites and additional ones submitted during that consultation and this led to new sites being added to the Local Plan consulted on this spring. “The submission of new sites at all stages of plan preparation is a recognised part of the planmaking process. “Comments made on all these proposed sites will be considered by the Authority prior to submission of the Local Plan and by the Inspector during the examination.” The Planning Inspectorate are expecting around 100 Local Plans from across the country to be submitted for independent examination before 31 December 2026. This means there may be a delay before the examination hearings can take place. By January next year, the National Park Authority expects to receive confirmation of the appointed Inspector(s) and dates for examination hearings. Claire added: “All those who told us that they wanted to be heard at the examination hearings will be contacted in advance of these hearing dates and given further guidance on how to participate. Should the Inspector be minded to recommend modifications to the Local Plan, there will be a further six-week consultation on these modifications during the examination.” After completing all the required stages, it’s hoped that the new Local Plan will be adopted in 2027. From then on, all planning applications will be considered against policies in the new Local Plan.
