Neighbourhood Plan Update Report –September 2025
Background
A Neighbourhood Plan is a robust and statutory planning policy tool shaped by residents and stakeholders. Once adopted, it helps guide development while preserving the town’s heritage, identity, and sense of place. In 2021, New Alresford Town Council (NATC) had their application to initiate the Neighbourhood Plan process approved by Winchester City Council (WCC).
Phase 1
NATC engaged Troy Planning in July 2021 to support the development of the plan (Resolution 21/159).

The proposal for £39,437.50 was approved (Resolution 21/160) and a Neighbourhood Plan Advisory Group was formed, comprising three councillors and five residents. The inception meeting and the first community consultation identified key areas of interest for residents, including:

• Heritage
• Public realm
• Local green spaces
• Views
• Design
• Transport
To support the project, NATC applied for grants from Locality/Ministry of Housing, Communities and Local Government (MHCLG), and successfully secured funding of £17,187.10. In addition to grant funding, NATC successfully applied for several free technical support packages, delivered by AECOM:
In September 2024, the Council undertook a review of the project’s progress, and funding. Net expenditure on Phase 1 was £17,417.08 representing an under spend of £22,020.
Phase 2
In September 2024, the Council requested a revised project forecast which was considered and approved by the Council. This proposal was for £41,500 to complete Stages 1 to 4 (Resolution 24/061) plus an estimated cost of £5,950 for Examination Support. The expenditure at the end of Q1 FY 2025/26 was £20,806. The Council holds £26,644 in the Neighbourhood Plan earmarked reserve.
Throughout the process, NATC has prioritised alignment with WCC’s Local Plan, which itself underwent independent examination in 2025. This has contributed to the delay in reaching Regulation 14, which is now anticipated in spring/summer 2026.
Due to the environmental sensitivity of several proposed sites, statutory consultees - including AECOM, the Environment Agency, WCC Landscape, English Heritage, and the South Downs National Park - have all emphasised the critical importance of obtaining a Habitats Regulations Assessment. Also Hampshire Highways has advised that it will not provide transport comments on development proposals until Regulation 14 is reached. WCC faced a similar issue with its Local Plan and commissioned a separate access report to address transport concerns.
Both documents are essential to ensure that informed decisions can be made about site allocations at Regulation 14. Along with the reports already completed by AECOM and Troy Planning, they will form a robust evidence base for the Neighbourhood Plan's independent examination.
On 19th September 2025, the council agreed to proceed with the Transport Review of Potential Development Sites and the Habitats Regulation Assessments.

Accessible autumn – experience one of the most magical times of the year in South Downs National Park
“Delicious autumn! My very soul is wedded to it, and if I were a bird I would fly about the Earth seeking the successive autumns.”
The famous writer George Eliot knew there was something very special about autumn and many would agree it’s one of the best times of the year to see the South Downs National Park.
It’s a season of morning mists and sensational sunsets, where a stroll with crunchy leaves underfoot followed by a hot chocolate can bring a warming sense of comfort and reflection that only the “fall” season can inspire.
With a quarter of the National Park covered in woodland – a bigger area than any other National Park in England – there’s plenty of leaves to change colour and eventually fall. Did you know that the phrase “fall of the leaf” was very common up until the 17th century and the French “automne” only became common in the 18th century?
Those looking to explore the wonders of autumn will find one of the most accessible protected landscapes in the UK. With over 3,600km of Rights of Way (2,200 miles… around the same distance from here to Cyprus!), the famous 100-mile long South Downs Way, and a large network of railway and bus connections across market towns and chocolate-box villages, you can experience tranquil nature while only being a stone’s throw from a pub or shop.
Andy Gattiker, who leads access in the National Park, said: “Autumn is such a wonderful time to explore the South Downs, especially the later sunrises and earlier sunsets which mean the ‘golden hour’ for photography often occurs when you’re out and about on a walk.
“The tree cover in the National Park is about the same size as the Isle of Wight, so you’re never far away from a lovely woodland walk to see all the vibrant shades of yellow, red and orange in the treescape.
“Not everyone loves mud and negotiating stiles, so autumn is a good time to try out one of our Miles Without Stiles routes. There’s seven across the National Park and they are gentle walks on solid ground that the whole family can enjoy, regardless of their fitness or mobility levels. We also have offroad mobility scooters for hire at Queen Elizabeth Country Park and Seven Sisters Country Park.

Try a Miles Without Stiles walk Miles Without Stiles are routes that are suitable for people with limited mobility. Wheelchair users, families with pushchairs, dog walkers and less agile walkers can choose from a list of routes from across the South Downs.

Search for some spooky surprises With humans inhabiting the South Downs for
five millennia, it’s no wonder this rolling landscape is a swirling cauldron of myths, legends, folklore and ghost stories.
There are a few spots that are particularly spooky. Chanctonbury Ring, Devil’s Dyke, Racton Ruins, the Devil’s Humps of Kingley Vale – all are wrapped up in stories of mystery and intrigue. Add a morning mist, or an evening fog, and you have the perfect recipe for spookiness!
There’s an action-packed line-up of Halloweeninspired events throughout October at various venues across the National Park, including “Fearsome Folktales” at Butser Ancient Farm and an arts session at the Weald and Downland Living Museum exploring the ancient legend of Knucker, the Sussex Water Dragon. A “Science Spooktacular”, with a monster mini disco and trick or treat trail, will be running at Winchester Science Centre from 7 to 30 October. At Seven Sisters Country Park there will be the Errie the Owl’s Creepy Trail from 21 to 29 October. People can explore the Cuckmere River while learning about the eerie history and wildlife.
Throughout October, the National Park will also be running a “Spooky South Downs” photo competition on Instagram. Whether it be a spider’s web, a gnarly tree, a fearsome fungus or a castle shrouded in mist, people are being invited to share their spooky moments on the South Downs. The winner with the best image will receive a guided bat walk with Sussex Bat Group for up to four people. Simply snap away and #SpookySouthDowns. The deadline for entries is 31 October. Food waste Collection Update
Residents will be receiving very soon, if they haven’t already, a letter, about the new food waste recycling. You will receive everything you need, to start recycling your food waste in the three weeks before your collections start. These include:
• a small kitchen caddy (5L) to collect your food waste in
• some compostable caddy liners to get you started
• a leaflet with information on how to recycle food waste
• a small grey (23L) outdoor bin for each private household, or larger (140L) shared wheelie bin for communal properties.
There will be a staggered start for the collections. If you go to Winchester.gov.uk/foodwaste and put in your post code you can find out when the food waste collection will start where you live. There will be no change to your other collections.
So why bother?
Unused food and food leftovers currently make up about 30% of each household’s black bin and being able to recycle this will significantly reduce the amount of waste sent for incineration. Instead, it will be used to generate clean, green energy and nutrient-rich soil improver for our farmers. Recycling food waste will have a big impact on our carbon emissions across the district – saving about 1900 tonnes of CO2e per year. That’s about the same emissions as driving around the world in a petrol-powered car 190 times!
There is a tendency for us all to see others as the problem and failing to recognise that we all are
the problem. The majority of people care very deeply about the state of our rivers, but fail to recognise our own contribution to the poor state of our waterways.
Recent research by Dr Ros Robinson at the University of Portsmouth found 121 chemicals in the Test and Itchen rivers. Of these 61 were from pharmaceuticals and personal care products and 60 from plant protection products. Thus, just over 50% of all the chemicals detected originated from households, with a significant proportion coming from household cleaning products including soap, shampoo, washing-up liquid, dishwasher tablets, laundry detergent, fabric softeners, surface cleaners, oven cleaners, drain cleaners and the like. Some of these products are actually labelled as being “Harmful to the aquatic environment with long lasting effects”
Wastewater from houses, either from baths, showers, toilet, washing machines, dishwashers or sinks with traces of household chemicals goes down the house drain, either to a septic tank in rural areas or to a wastewater treatment works if there is mains drainage. The cleaning process in these systems is much the same, with the treated wastewater being discharged to a river, watercourse or a drainage field. It is very hard to remove the many household chemicals which pass readily through the system largely untreated. Some of these chemicals can be harmful to both aquatic organisms and humans. So if taking them out is largely impossible, we need to avoid putting them in!
Which cleaning products should I use?
It is difficult to be definitive on which products to use but those least likely to be harmful to our aquatic environments, and to ourselves, are products made from natural ingredients. Manufacturers that use natural ingredients include Ecover, Method, Bio-D, Smol, Muck Munchers, Miniml, Ecozone, Tru Earth, Almat (Aldi) and The Greeb Co. Waitrose sell their own range of ECOlogical range products which are labelled as safe for septic tanks.
Avoid products with phosphate, parabens (anti-fungal and preservative agents), triclosan (anti-bacterial agent), synthetic fragrances, PFAS, ammonia, phthalates, stilbenes (whiteners), liquid polymers, chlorine or bleach, and those much-advertised products which actually state that they are harmful to the aquatic environment. The Upper Itchen Restoration Group is also studying the effect of micro-particulates about which little is known, so far study has concentrated on marine environments (including the Lower Itchen and Langstone Harbour. The potential impact of micro-particulates on the Upper Itchen has not been considered previously. Most work on micro-particulates has focussed on marine (including the Lower Itchen and Langstone Harbour), not freshwater environments, and no published research is known from the Upper Itchen or on chalk streams in general. It is known that microplastics pose a threat to aquatic ecosystems, through entry into the food chain, as synthetic polymer fragments <1mm in diameter are in the size range of basal planktonic food items for invertebrates and other consumers, leading to trophic transfer.

St Swithun’s students celebrate a record-breaking year for A-Levels and top GCSE results
Students at St Swithun’s School in Winchester were celebrating during the summer holidays after the school equalled their best-ever year for A-level grades. 35% of all grades were A*, which is the school's highest ever amount of A*s.
70% of the grades were A*/A while 91% received A*-B. Just under two-thirds of the year (65%) earned grades AAA and above, while 17% of the year group achieved three or more A* grades.
Students have been accepted into some of the most prestigious universities in the UK including Durham, Edinburgh, Exeter, Imperial College, King’s College, LSE, St Andrews, York and UCL. For a fourth year in a row 10% of students have earned places at the universities of Cambridge or Oxford, a school achievement not matched for at least 20 years.
Head of sixth form, Nick Fyfe commented, “We are incredibly proud of all of our sixth form students, for what they have achieved today and for the skills they have built to help them thrive in the next stage of their lives and we wish them the best of luck for the future.”
Students in science were celebrating extraordinary results with 53% obtaining A* in biology and 50% in chemistry.
Over half of the year studied maths, with over a third (35%) achieving A* and 84% A*/A. There were also high performers in several subjects with 100% A*/A grades in French, German, Latin, music and the extended project qualification (EPQ), as well as history, where students achieved 88% A*/A.
Jane Gandee, headmistress at St Swithun’s said, “We are delighted that our students have achieved results that reflect their two years of consistent commitment, critical thinking and intellectual
playfulness. Their teachers have relished working with such an independent-minded cohort.”
St Swithun’s students have also surpassed previous top GCSE grades, with the exception of pandemic years. 36% of grades were Grade 9, an uplift of 6% on the previous year and 60% of grades were 9/8/A* with 77% being 7/A and above.
This year saw St Swithun’s students take an average of 9.7 GCSEs each. 56% of the cohort earned six or more 9/8/A* grades and over a quarter of the year group gained nine or more 9/8/A* grades. 11 students achieved straight 9/8/A* grades, three of whom gained all 9s.
A large number of students achieved outstanding results including boarder Julia C, who obtained 12 grade 9s including Chinese and Spanish which she took in year 9 and year 10 respectively. She plays both the cello and piano and is a key member of the String and Symphony Orchestras at school. Day students Freya W also received 12 grade 9s while Ankara P received 11 grade 9s.
Music scholar Emma P received 10 grade 9s at GCSE. An accomplished pianist, flautist and violinist, she is currently studying piano and flute in the junior department at Royal College of Music in London. Emma also received a gold award in the Junior Chemistry Challenge as well as achieving the gold/kangaroo award in the Intermediate Maths Challenge.
Boarder Ingrid L obtained straight 9 and 8 grades in the 11 GCSEs that she completed. Alongside her academic commitments Ingrid has played lead roles in a variety of drama productions and represented Hong Kong in the U20s Lacrosse World Championships as well as being in the school’s U15A National Lacrosse Championship winning team.

St. John the Baptist in New Alresford, St. Mary the Virgin in Old Alresford, St. Peter's in Ovington, and All Saints in Bighton. I am writing on behalf of the Friends of St John’s but these other parishes will be equally sad to see Rev’d Brearey go.
St John’s is valued by the community, whether church-goers or not. It ceremonially marks local families’ passage through life, and moments of national celebration and remembrance. Together with the John Pearson Hall and surrounding church yard, St John’s provides a tranquil haven for quiet contemplation as well as hosting artistic, cultural and social events. In medieval times, churches were
often used for community activities, so such pursuits are not ‘new’ (although somewhat frowned upon in Victorian times).
The Friends role, since setting up in 2018, has been to support the community value of St John’s, the adjoining John Pearson Hall and churchyard, by maintaining and improving them. We represent people of all faiths or none, who are interested in preserving and improving it as a centrepiece of the town and for historical and heritage reasons. We have no religious purpose but recognise its importance in this role for many local people.
The current church dates to the late 19th century; some parts are much older. Not surprisingly, it needs occasional repairs - some minor, some major – and ongoing improvements. To provide the funds for this, we operate the monthly Alresford Community Cinema. Proceeds from this have financed the costly restoration of the handsome clock on the church tower in 2020-21, creation of the new interment area on the eastern side of the church, and refurbishment of what was, in reality, a cluttered junk room in the ‘JP Hall’, now a useful small meeting room.
Multiple demands on Heather’s time meant she was always very busy, juggling numerous responsibilities and deadlines. We all wish her the very, very best for a more peaceful future.

Alresford Town Football Club, known as The Magpies, has been an integral part of our local history since 1898, and it’s more than just a football club - it's a vital part of our community.
While football in Alresford can be traced back to the late 19th century, the current club was officially formed in 1989. Starting in the nowdefunct North Hants League, they quickly moved into the Hampshire League. After a brief withdrawal in 1996, they returned in 2000. Since 2004, the club has been a proud member of the Wessex League, competing in the top tier.

Over the years, Alresford Town has established itself as a respected name in local football. One that was recently quoted on a football podcast as being “everyone's most supported second team after their own”.
The 2025/26 season is now underway, with a new manager, Ashley Clarke. Previously at Worthing Town, Ash brings fresh energy and a clear vision. He has also spent time at AFC Portchester and Moneyfields and has experience in youth coaching at Portsmouth and Brighton & Hove Albion.
“I'm thrilled to have joined Alresford,” said Ash. “This is a club I’ve followed for years. The support I’ve had from the committee and the fans has been incredible. Like any club, we’ve had changes, but the players have adapted fast. They’re ready to perform and aim high each week. We’ve got a strong winning mentality.” Ash’s high-energy approach is already making an impact. In just a few weeks, he’s built a brand-new squad, featuring many local players and creating opportunities for talent
starting with a torchlight procession leaving the West Street/ East Street / Broad Street junction at 7pm proceeding to Arlebury Park where the bonfire will be lit at about 7.45pm followed shortly by a spectacular firework display. For public safety, road closures will be enforced in the centre of town from about 6.55pm until about 7.30pm and Alresford Rotary apologises for any inconvenience or delay caused.

Please ensure you wear loose fitting or short sleeves, as the flu & covid vaccination is usually injected into the deltoid muscle of the upper arm. Please remove as many layers of clothing as possible, ahead of coming into your appointment so that we can carry out your vaccination in the most efficient way possible.
NHS Cervical Screening Programme – Digital results launching September 2025
The NHS plans to start sending results from the NHS Cervical Screening Programme, utilising the NHS App. In September, those who have a negative test result will be notified of this by an NHS App message. It will also appear as an NHS App notification. If the NHS App message isn’t read within 72 hours, a letter will be sent as a failsafe. Abnormal result letters will continue for the time being to be delivered by post. This change follows the successful rollout of digital invitations and reminders in June 2025, where since the launch, 9 out of every 10 invitations are being sent digitally, with the remainder being sent by post.

Preston Candover Post Office: Final delivery date 24th October. Please note all medications to be collected by 2pm on 31st October. Any remaining medications will then be collected and returned to the surgery. We would like to inform our patients that The Alresford Surgery is unable to continue to provide a medication delivery service beyond Friday, 31st October 2025.
We have proudly provided this service for many years, and the decision to discontinue it has been made with great care and consideration. A number of factors, including financial challenges, have led us to this difficult conclusion. Regrettably, it is no longer sustainable for the practice to continue offering this service.
Alternative Options Available
• Collect from the surgery dispensary - You are welcome to collect your medication in person from our dispensary.
• Nominate someone to collect on your behalf - A trusted friend, family member or carer can collect prescriptions on your behalf.
• Use a local pharmacy - Many local pharmacies offer their own delivery services. Please contact your preferred pharmacy to check availability.
• Use an online pharmacy - There are a range of NHS-approved online pharmacy services that offer convenient home delivery.

BUS SERVICES ARE A LIFELINE FOR RURAL COMMUNITIES
This past month, Stagecoach made a swathe of cuts to bus services including many serving rural communities across Hampshire. Most of these relied on subsidies from Hampshire County Council which has now withdrawn funding. Without that public sector support, Stagecoach as expected, quickly dropped the routes to maximise their profit.
I recently joined a protest in Colden Common to back the 61 busdespite the rain, over a hundred local people gathered to make their voices heard - proof of the strength of feeling for this vital service which has been axed entirely. Hampshire County Council and Stagecoach are making a huge mistake cutting communities like this off. People rely on buses to live independently, reach hospital appointments and to stay connected. I joined the final journey on the 61 from Winchester to Eastleigh where the bus driver told me a service had been running on that route for over 100 years. To cut it now is a disgrace.
The same is true for other services like the number 4 and 69 busesservices which took people from the surrounding towns and villages right into the heart of Winchester. Many routes like these have been cut entirely or reduced so much they lose most of the benefit they provided to the communities they served.
I couldn't disagree more with these short-sighted cuts by the County Council. Reliable and regular transport is not only a lifeline for rural people who need to get to healthcare services and stay connected with friends and family, but also a lifeline for the whole economy. I fear that these short-term cost savings will only lead to greater costs later. Without buses serving rural communities, there’ll be a knockon impact on businesses whose customers and staff relied on those transport links; with people forced to use their cars more, congestion will increase; whole communities will decline as people are left with no choice but to move away.
The Conservative County Council has handed Stagecoach the gift of taking all the profit from the busiest most popular journeys, even putting more public money into those routes, and has given them a free pass to abandon everything else. We simply cannot have a situation where the company takes all the profit and the people pay all the costs.
The government has been of little help to alleviate the situation which is repeated across the country. Central government funding to support bus services in Hampshire is a mere £10 per person each year. It seems every year there are more cuts and so often it’s those with the least power who bear the brunt of it. We desperately need to end this cycle of degrading services the Conservatives started. Rather than perpetuating their legacy, this government needs to start bringing the change people have been waiting for by restoring local government funding to reconnect our communities with regular, reliable transport for all.

Since the introduction of pension freedoms in April 2015, you have a lot more choice about what you can do with your pension pot. You no longer have to buy an annuity and income drawdown is available to everyone. But all this choice means making the right decision has become more difficult.
More choice, more considerations
With greater flexibility in accessing your pension comes the possibility of making the wrong decisions. Under income drawdown, there’s a risk that drawing too much income each year could see you using up all your pension fund within your lifetime, leaving you short of the income you need.
Many retirees opt to buy an annuity to get a guaranteed retirement income. Figures show someone with £500,000 in pension savings who buys an annuity at age 66 could expect annual retirement income of nearly £31,500 a year1. This is less than the £43,100 net annual income which the Pensions and Lifetime Savings Association says is required to fund a ‘comfortable’ retirement for the average single person2. You may also be entitled to the full state pension, which is currently £221.20 per week (just over £11,500 per year).
Some avoid annuities to leave their pension pot as an inheritance, yet this can backfire if they live longer than expected, leaving little or even nothing behind. Note that it was announced in the 2024 Autumn Budget that the value of unused pension funds and death benefits will be included in a person’s estate for inheritance tax purposes from April 2027. This could significantly affect how you wish to structure your retirement income to make sure it’s withdrawn as tax efficiently as possible.
So, if you have a £500,000 pension pot, what could you do with it? First of all, you need to think about more than just your pension savings. A financial adviser will look at your personal and financial circumstances to ensure your retirement income strategy meets your needs and that all the risks are fully considered.
Best to consider all your finances
Planning your retirement income should consider all assets, not just your pension. If you have other investments, accessing them first could be more tax efficient.
Meanwhile, if your pension is your main income, relying solely on income drawdown might risk depleting your funds. Buying an annuity with at least part of your fund could still be a good option.
If we assume for the sake of income drawdown that the £500,000 pension fund grows at 5% a year after charges and that the income increases annually with inflation, then that fund could provide annual income of around £31,500 from age 66 until age 86. For those with more modest needs, the fund could provide a £25,000 annual income until age 95.
Next steps
Income drawdown suits some, while others might benefit from using other assets and leaving their pension alone. Buying an annuity with part of your pot is another option.

SOUTHERN VOICES REMEMBRANCE CONCERT
Songs of Farewell – is the title of Southern Voices’ autumn concert on Saturday 8 November, 7.30pm in St Paul’s Church, Winchester. This popular, local chamber choir will present a poignant and beautiful programme on the eve of Remembrance Sunday, featuring Hubert Parry’s Songs of Farewell mixed with a selection of movements from Ian Venables’ Requiem (2018).
Parry composed the Songs of Farewell between 1908 and 1918 as a focus for his immense, personal grief from the loss of so many of his pupils in the First World War. The Songs are setting of texts, all but one from the British Isles, and are a musical treasure from this period.
HOPE is at the heart of this concert, as part of Southern Voices’ current concert season entitled HOPE, FAITH, LIFE, LOVE. The evening will also include Thomas Tomkins’ exquisite When David Heard, and Robert Ramsey How are the mighty fallen, two of our finest madrigals from the 17th century, along with a very moving anthem from David Briggs and Holy is the true light by William Harris.
The programme is intentionally contemplative and moving at this time of year, but the choir and their Musical Director: Jamal Sutton sincerely hope that the evening will also deliver HOPE and OPTIMISM.

I was not sure about upgrading this year as the standard iPhone 17 is very similar to last year’s iPhone 16. However, this year Apple introduced the iPhone 17 Air. At the time of writing it has not been delivered but I am looking forward to using this new slim iPhone. Watch this space for a full review in the next edition.

Pumpkin & Lentil Curry
Makes 4 Servings INGREDIENTS
• 650G PUMPKIN, PEELED & CHOPPED INTO 2CM CUBES
• 300G RED LENTILS, RINSED AND DRAINED
• 2 RED CHILLIES
• 2 CLOVES GARLIC, PEELED AND ROUGHLY CHOPPED
• 3CM PIECE OF FRESH GINGER, PEELED & CHOPPED
• 2 ONIONS, FINELY CHOPPED
• 1 TSP OF MUSTARD SEEDS & CUMIN SEEDS
• PINCH ASAFOETIDA
• 1 TSP TURMERIC
• 1 TSP GROUND CUMIN
• 1 TSP GARAM MASALA
• 1 TSP SEA SALT
• 10 DRIED CURRY LEAVES
• 400 ML CAN ORGANIC COCONUT MILK
• 400 ML CAN ORGANIC CHOPPED TOMATOES
• 2 TBSP GROUNDNUT OIL
• 20G FRESH CORIANDER LEAVES
• 300G BOILED BASMATI RICE
METHOD
Chop the chillies roughly (if you prefer your curry mild, remove the seeds first). Place the chopped chilli, with the garlic and ginger, in a food processor or pestle and mortar and grind down to a rough paste. Set to one side.
Heat the groundnut oil over a high heat. Once the oil is hot, add the mustard seeds and cumin seeds and cook for 30 seconds, by which time they will have started to brown and give off a lovely aroma. Add the asafoetida and stir, then add the onions. Reduce the heat and stir until the onions have become soft and translucent. Add the garlic, chilli and ginger paste, sea salt, cubed pumpkin, lentils, ground cumin and turmeric. Stir to combine, making sure all the pumpkin and lentils are exposed to the oil. Now add the chopped tomatoes, curry leaves and 500ml fresh water. Stir, bring to the boil, then reduce the heat to a simmer.
Cook for a further 20 minutes, or until the lentils are soft and the pumpkin is just tender. Stir in the coconut milk and bring back to simmer, then add the garam masala and half of the chopped coriander. Remove from the heat.
Serve the curry hot, sprinkled with the remaining chopped coriander and accompanied by plain basmati rice and naan breads if desired.

Unitaries - what happens next?
Hampshire’s final proposals for the new Unitary Authority boundaries were discussed at the September County Council meeting, and these have now been submitted to the Government for consideration, alongside those from every district, Portsmouth and Southampton, and the Isle of Wight. The next step is that the Government considers those options put forward by every authority in Hampshire, decides which are the best options, and sends those options back out to you, Hampshire’s residents and organisations, for another consultation.
Many people ask what happens next? There will be elections for Mayor of the combined authorities of Hampshire, and for county councillors and city councillors in May 2026, but Councillors for Unitary authorities will not be elected until 2027.
Bus route changes
When the county council received Bus Service Improvement Funding from central Government, the Executive councillors at Hampshire County Council chose to fund improvements to the bus services to achieve increased uptake on the major bus routes.
But as a result, we have seen a number of bus routes disappear completely. Thankfully most buses in this division have remained, some even improved, but I am continuing to canvass views (with a new route or extra stops?) for the 67 and what buses could work for the Micheldever area: if you have any views, please let me know.
It begins to feel that Hampshire is starting to draw to a close as an authority
Costs of statutory services such as SEND education and transport and older persons’ care are high, and there is evidence that the county is gradually dropping all but essential services.
• I am sorry to say that new requests to support No Cold Calling Zones have been refused: this HCC service has now closed. There is a ‘Buy with confidence’ scheme. If a company ignores a request not to call, you can report it to the Citizens Advice Consumer Service. Call 0808 223 1133
ALRESFORD MOTOR SERVICES
• Similarly, traffic regulation orders for yellow lines etc are regularly taking well over 12 months to process. I know that this is frustrating for residents and businesses alike.
• I was appalled to hear from a resident that ‘no parking white lines’ on the road outside their drive could only be considered if a nonrefundable fee request for over £100 was submitted. Has this affected you too?
• Unfortunately, the popular HCC Members Grants Scheme for charities was stopped for this 25/26 year, and seems unlikely to be reinstated. Some have already asked me about this, but I’m dreadfully sorry; I will not be able to help small charities at this time.
• All road works seem to be on a long wait time - whether to fix a pothole or install a new crossing.
• There is no longer a Zero Carbon team. This is such a sad state of affairs; thank goodness for local highlights such as the Alresford show!
