New Litter Picking Club –

Volunteers wanted

Our annual community litter picks are always enthusiastically attended, and following chats with participants, we would now love to set up a litter pickers club for those residents who would like to do a little bit more to spruce up our town.

The club would probably meet several times a year (more if desired) to pick litter and enjoy a social refreshment. Members would be supplied with all litter picking equipment along with a voucher for refreshments as a thank you. We are looking to hold the first session on Saturday 28th September 9.30-11.30am, focusing on the town centre on this occasion. Please can we give a warm welcome to our newest member of the council, Cllr Guy Jones. Guy took early retirement 3 years ago and prior to this, worked in several senior roles with a number of large corporations in the IT industry. Guy also likes all sports and outdoor pursuits. He likes to do a lot of hiking with his wife, now that they've both retired. For the last 2 years, Guy has worked as an Exams Invigilator at Perins MAT and has also helped with the Estates team when they are shorthanded. Welcome Guy...

Thanks to the kindness of one of the Alresford Pigs’ clients who we had supported with mobility aids, and who has now received a special chair from the NHS, we have the returned Power chair with joystick control and several other features, to offer to any local resident in need of such an aid.

Alresford Rugby Football Club

The summer is nearly over (what there was of it!!), the Olympics have finished, which means for all of us at Alresford Rugby Club, the new season is nearly upon us.

A new season, a new league, a new First team captain, but the same resolve to play to the best of our cumulative abilities, to win as many games as possible, and to attract more people to the best game in the world. By the time you

The chair is an Invacare TDX XP power chair, which has six wheels, two main drive wheels with independent motors, and four stabilising wheels. The occupant can control speed and direction, and other functions, by using the joystick controller, currently positioned for use by the left arm, but this is reversible. Separately a carer can operate the chair using a separate joystick controller on the rear side of the seat, which can take over the control from the occupant’s controller. These power chairs can give some independence to those in care homes and similar, but also allow the carer to take their patients outdoors, into the fresh air, for a ‘walk’ outside, and a break from living indoors. The equipment is fitted with relatively new batteries, which makes the chair itself very heavy. These are easily

Training has gone very well, and there is a sense of optimism as we approach our first games of the season, with the First team away to Southsea Nomads, and the Second team at home to Winchester Knights, both on 21st September.

On 28th September, in a double header, the First team welcome Alton to the Arlebury for a no doubt fiercely contested local derby, whilst the Second team welcome Andover 3rds. As ever, we would love to see as many of you as possible at these games, with all games this

The Alresford Pigs recycling service also offers conventional scooters, non-powered walking aids and wheelchairs, and also power-assisted wheelchairs and mobility scooters. We currently also have a riser/recliner chair available, if you know of anyone who might have need of one. All such items are regularly recycled amongst the community, as they become available. When our current storage facility, in a disused factory in the Dean, is closed for redevelopment, the stored equipment will be recycled from our garages and sheds at various points around the town. When that time comes, we will let everyone know where our new location for mobility aids can be found.

A Coat of Many Colours

“Another one?” Himself stood looking over her shoulder at the wall. She daubed on a little more paint and stepped back to admire her handiwork.

The wall bore the marks of many attempts to find a perfect shade of cream.

“Yes, another one.” She tried and failed to keep the testy tone from her voice as she elaborated, “That,” she flicked a finger dismissively at an innocuous-looking sample, “reminds me of our first home. Magnolia. Magnolia everywhere. And that unmistakable stench of something that died in the walls whilst we were in the Isle of Wight on a mini-break. I couldn’t get the smell of magnolia paint and the odour of death out of my nostrils for weeks.”

“Not that one then..” Himself too was having nasal flashbacks.

“No.” She said firmly. “And that,” she pointed again, “is too blue. That one’s too white and that’s too pink.” She was jabbing her finger at the patches that bedecked the conservatory. “I feel like Goldilocks; I need one that’s just right.”

“Probably best you leave them all to dry and come back to it with fresh eyes tomorrow. In the meantime, and same-same-butdifferent, what coats did you anticipate taking on holiday?” he asked with some trepidation.

Himself cast his mind back to the same time the year before; she’d emerged from the house at the last moment with armfuls of coats for which he’d had to make room in the car. He’d decided to find out early to plan his packing - this year they were taking the dogs and space in the vehicle would be at a premium.

“No idea,” she said breezily, putting down her brush. “But actually, I’ve just had a thought…” She disappeared back into the house and emerged with a new-ish acquisition. A cross between a bathrobe and a waterproof coat, it belonged to a genre that had been both the darling of lockdown and the object of some ridicule. It had inspired hashtags of the slightly offensive variety and (apparently) in places some signage of the ‘people wearing these types of coats need not tarry here’ kind.

When she’d expressed an interest in buying one for dog-walking purposes, Himself had been mildly amused and read to her the mocking articles from the internet. As a consequence, she’d promised most solemnly never to wear it in Chelsea, Kensington –anywhere in London in fact, or to Waitrose. As she frequented none of the above, this was not a hardship.

“This is exactly the cream I’m looking for!” She announced triumphantly, holding up her robe coat to the backdrop of the patchy wall.

With that, she twirled it like a matador and threw it over her

shoulders. Himself watched her march away with a sigh – and returned to his time-sensitive list of jobs on the countdown to France. The dogs had already received their rabies jabs and it now remained for them to get their Animal Health Certificates. She’d had to remind Himself to renew his own ‘pet passport’ too and he was anxiously awaiting its return as he crossed off the squares on his calendar.

It almost made him long for the good old days when they’d all jumped in the car on a whim and driven to a B&B in Paignton with nylon sheets and a Goblin Teasmade.

But then he pictured the oyster sheds, the seafood restaurants, the market stalls groaning with sun-ripened produce and artisanal bread. And himself on a sandy beach, cold beer in hand, watching the dogs swimming around his wife in a sewage-free sea. A sea from which she would emerge and don her robe coat before a saunter through the sand dunes back to their cabin for a long, lazy repas of fromage, charcuterie, pain et vin.

Aaah, c’est si bon!

Presently, she returned with paint that perfectly matched the colour of aforementioned robe coat. Himself looked at the unfamiliar label and asked the price – he being of a mindset that paint shouldn’t cost more than a tenner a tin. With due concern for his dicky heart, she mumbled something incoherently, before passing comment that it would be so great to get the conservatory freshened up before they went away. Himself’s dicky heart sank as he added it to ‘the list’.

Having streamlined the packing so she would be able to bring all of her coats of many colours and genres on holiday if she so desired (and she might), no one was more surprised than he when he found time in his busy and ever-demanding schedule to both start the painting - and finish it.

Much to her delight and praise. “That’s fantastic darling. I was only joking when I said it’d be nice to get it done before the holiday…”

‘Now she tells me’, he thought. But Himself was magnanimous and modest. “Of course, good quality paint will justify its cost and pay for itself, I say!” She looked at his happy face and thought, on balance, it was still just as well he didn’t know the eye-watering price, as he went on to announce, “It only took the one coat.”

She smiled to herself and said, “I was just about to say something similar. You know my robe’s so versatile – it’s waterproof and it’s warm if it gets chilly – and it goes with so many colours…” She paused. Perins Educational Foundation

If you are an ex-student of Perin’s School, this will be of interest to you. The Foundation was set up in 1961 from money provided by Henry Perin. The purpose of the Charity is to promote the education of ex-students who have attended the school for at least 2 years. PEF is a registered Charity which gives financial support to ex-students of Perin’s who are entering into an apprenticeships or further education. For example, we have recently given grants to cover the cost of tools, instruments, and protective clothing to those on apprenticeships, help with the cost of course books for those studying at university, college or on day release courses. We have also helped students who are travelling overseas on educational and social programmes. Grants are not means tested. However, to be considered, you need to have attended Perin’s School, be under 25, live locally, be in or starting further education or on an apprenticeship scheme. The Trustee will ask for receipts for any goods purchased.

The Trustees are appointed by Hampshire County Council, the Governors of Perins School, or Co-opted. We meet twice a year, in May and November, to consider applications from eligible applicants.

Bumper Alresford Art Show

Alresford Art Society organisers are delighted with their 2024 exhibition which notched up artwork sales of over £3,200. Some 625 visitors took part in the People’s Choice competition, voting for their favourite exhibit, and Richard Cox of Old Alresford, not only scooped this top prize with his delightful Bridge at Ovington but also won Best Acrylic with his painting of the Itchen at Itchen Stoke. Other exhibition winners were Best Floral - Snowdrops by Clifford S’Souza, Best Oil - Caracoli Coffee by Jacky Snowdon, Best Mixed Media - Mackerel by Emma Barker, Best 3D - Robin by Jen Boardman and Best Watercolour - A Mother’s Love by Cat Mills. The exhibition, supported by Hellards estate agents, was opened by past Mayor Cllr Angela Clear, who was impressed by the artwork on display, declaring that she “couldn’t draw a straight line with a ruler”. Angela had stepped into the breach as the General Election had wreaked havoc on the Society’s plans over the weekend, and Mayor Russell GordonSmith was unable to open the exhibition because of the change of day.

“We had to set up in record time too,” said Society President Sue Gentry. “We couldn’t get into the building until early morning with opening scheduled at 10am. However, our new hanging team, headed by Charly Savory, rose to the occasion and we were able to open the doors with minutes to spare.”

This month I thought that I would feature one of our lesser known charities, but nevertheless the funds we donate are vital to them.

Carers Trust has been supported by The National Garden Scheme since 1996 - close to thirty years. In that time the NGS has donated almost £6 million to help the charity raise the profile of carers’ issues and enable them to further their reach and support even more unpaid carers. In 2023 we donated £350,000 to Carers Trust.

There are around seven million unpaid carers in the UK - this a staggering figure. Through the NGS donations The Carers Trust are able to provide support, advice, respite and grants, but unpaid carers themselves love visiting the scheme’s gardens. The opportunity to enjoy beautiful surroundings, to relax and share stories with other carers is invaluable and provides them with a much needed break from the stresses of day-to-day life. So you see - your visits, support and donations really make a difference.

A group of young carers enjoying a fantastic day out at Arundel Wetlands Centre. Yes it rained, but were they bothered… of course not - they're kids!! They enjoyed a boat safari and were spotting the ducks and geese. Then the sun came out and they were able to walk around the Wetlandsfascinated by the Willow Structures, and laughing at the diving ducks and bowled over by the pelicans.

Funding success for the Allen Gallery

Announcement from Hampshire Cultural Trust - We’re thrilled that the second phase of our ambitious project to transform the Allen Gallery into a thriving community, heritage and cultural hub can now forge ahead this autumn, after we successfully secured £1.78 million from The National Lottery Heritage Fund, as well as an additional £85,000 from East Hampshire District Council’s Community Infrastructure Levy. This project has been in the making since 2018, and six years later, thanks to the hard work of volunteers and staff from across the trust, and with the backing of our fantastic funders, our plans will soon be turned into reality – we can’t wait to get started!

Funny how thirty eight years ago I couldn’t get away fast enough and yet now… Escaping to London and later Hertfordshire, I formed a rock band, CAT. We travelled the UK and Europe, performing our album, a mesmerising, awakening experience.

The bright lights and constant pulse of a multifaceted life were far removed from the dark, silent village I’d left behind. When I had my daughter, I decided to focus on another dream, of becoming an author. My over active imagination finally found its voice. Life became exciting. I had three books published and several others written, waiting for editing.

Book signings and events were in place when lockdown hit. Like many others, my whole life turned upside down. I did not fair well in lockdown, anxiety stifled my creativity. It seemed no sooner were we out of lockdown when my father died, suddenly drawing me back to Hampshire.

As I negotiated my way through this new reality, I kept trying to figure out where I fitted in. After all I’d been gone so long. I was grieving, I was missing Hertfordshire, my home, my friends and daughter. I was lost and craved solace. Half written songs, unfinished novels and the show I’d written, now seemed to taunt me. Each creation fighting for it’s time to shine.

Then something remarkable happened. I’ve never really believed in fate and yet people gathered me up. Introductions were made and then unexpectedly, I found my mojo in the last place I’d thought I’d find it. Old friends and family welcomed me with open arms,. New friends and acquaintances were made, suddenly the dark, silent village was set ablaze by the love, light and laughter that these people put in my heart. Opportunities arose. I met some incredible musicians and a producer who I’ve been writing new songs with. We had our debut gig recently and are about to release our first single.

My father's friend introduced me to a talented composer who I shall be working with to get the show completed next year. Much like me, Hampshire has changed a lot! Stockbridge has become a fascinating little town with a collection of unique pubs and shops, one could quite easily lose themselves for days exploring. As for our village, Houghton. The fabulous eclectic people who live here often share my love of it’s Anchor, our fabulous local Pub which has doubled up as my second office when needed.

I am currently writing a romantic novel set in Stockbridge and a journal of my life getting reacquainted with Hampshire. So yes, all roads have led me back to Hampshire and when I do have to venture beyond, I can’t wait to get back.Please do come along to one of our gigs or my book signings, all details to be found on my website.

Bailey House Alresford

Set in the heart of Alresford, Bailey House provides accommodation for Seniors who need support to maintain their independent living. Close to shops, Church and Surgery it is ideally placed for those who wish to maintain their independence but are finding day-to-day life a challenge.

Bailey House was purpose built in 1988. The main objective was to support residents to live independently, whilst providing meals and freedom from life admin. Loneliness and isolation can be very difficult for those living alone, this is relieved by the companionship and family atmosphere at Bailey House.

The house is managed by a team of dedicated Trustees all of whom live locally and strive to make Bailey House a homely, happy place to live. It is affiliated to the Abbeyfield Society, who are a charity providing safe, welcoming homes for older people.

Ten rooms provide comfortable accommodation, which residents can furnish with their own belongings. Each room has a kitchenette area with fridge and kettle where breakfast, snacks and drinks can be made. Every room has an ensuite shower and there is a larger bathroom on each floor available for all residents to make use of. Personal care is not

provided, but carers can be employed privately to visit residents if needed.

The newly refurbished lounge/dining area, along with the conservatory and garden, offer comfortable areas for residents to socialise or entertain friends and family. Residents enjoy eating together and socialising. Delicious, home cooked, lunches and teas are served in the dining area.

Rent is paid monthly, and there are no additional costs. Utilities, Council Tax etc. are included in the rent.

Welcome to out new GP trainee

As many of you will know, we are a training practice which means we regularly host doctors who are undergoing their specialist GP training. Prior to starting the GP Specialist Training Programme a doctor will usually have worked in a number of different hospital departments gaining skills, knowledge and experience. The GP training programme takes 3 years and during the first two years of this a GP trainee will undertake placements in a number of different medical specialties including a six month placement in a GP surgery. The final year of the training programme takes place in a different practice where the trainee (or Registrar as they are known) will use the knowledge and experience they have already have to gain the particular skills of a GP.

We are very pleased to introduce Dr. Louisa Povey who is an ST3 and will be with us for 12 months.

Online programme resumes in the Winchester/Alresford area to provide girls from 8- 18 with essential ‘tools for their toolboxes - for life’

“The Girls’ Net programme is designed to offer fun and support for your daughter as she grows up and manages the challenges of preteen and teen life.” Kim McCabe, founder of Rites for Girls CIC and author of best-selling book, ‘From Daughter to Woman, Parenting Girls Safely Through Their Teens’ (Robinson, 2018).

Local Girls’ Net Mentor, ex-teacher and mum of three, Tracy Spring, stated, “When I read about this programme in the Sunday Times two years ago, something inside me clicked: it’s an easy, innovative and safe opportunity for growing girls to have some space and time to just beand discover more about - themselves; so I trained and qualified to be a part of its delivery!

“We see and hear about the struggles and pressures our girls are facing – from what they see on social media; with their bodies changing; with friendship challenges and managing the transition to secondary school. Chicken, Bacon & Mushroom Pie

INGREDIENTS

1 packet of ready rolled puff pastry or short crust if you prefer.

1/2* cooked chicken (or turkey)

1 * leek, chopped (or onion)

1/2 * packet of smoked streaky bacon cut into little pieces

25g* sliced mushrooms

1 vegetable stock cube dissolved in 1 cup of water

1/2 cup milk

28g* plain flour

15g butter and a little oil (vegetable or olive)

*available from Hampshire Farmers’ Markets

METHOD

Strip carcass of chicken, cutting meat into large pieces. If you prefer you can buy uncooked boneless chicken but you would need to pre cook it at this stage.

Saute leek (or onion), bacon and mushrooms in the butter and oil. When soft, add the flour. Next, add stock, stirring continuously then add the milk so that the sauce is rich and creamy. If the sauce is a little thick, add more liquid.

Add the pre cooked chicken, and stir carefully until meat is completed coated and empty contents into a large pie dish. Again if you prefer to make this like a more traditional pie you can line the pie dish with the rolled out short crust pastry before putting in the filling.

Cover with pastry, making a vent in the pie top, and brush with milk. Bake in oven on a high temperature (200C/400F/gas 6) for around 25mins or until golden.

Tip: With the stockcube and bacon, there is no need for extra seasoning however, you could substitute some of the stock with a little leftover white wine.

Winchester City Council September 2024

Local Plan 2025-2040

The proposed change to the national Planning Policy Framework (NPPF), and the probable implementation schedule has meant that we need to bring forward submission of the Reg 19 Local Plan for Winchester. The original timetable allowed for this to be submitted by June 2025. However, while the timing of the deadline is not quite certain yet, the plan has now to be submitted by more or less Christmas this year.

There is a Council meeting on 28th August to approve the plan to move to the next stage. If the new deadline is not met, it will probably mean having to find space for an extra 466 houses every year in the district. It would also require expensive revisions to the Local Plan carried out to date.

Planning Policy Framework (NPPF)

Please do comment on the national Consultation at Proposed reforms to the National Planning Policy Framework and other changes to the planning system - GOV. UK (www.gov.uk).

A major defect from our point of view is that it takes no accounts of the 40% of the district given over to the South Downs National Park and its restrictions on development, or the way in which the sea is a barrier to new development in areas south of the district.

Alresford Parking Enforcement

Traders have produced a consensus of how they would like the parking restrictions to operate in Alresford: a major achievement. However, there remains the risk that if we ask for a review of parking restrictions, Hampshire may implement a far more restrictive regime for us, though much more profitable regime for Hampshire County Council. This has already happened in other areas of the county, despite vocal opposition. We need to be careful what we wish for!

Water Quality

For residents on private waste-water treatment plants, there is the prospect of a replacement system funded by nutrient credits from developers. Although the net improvement in the Solent would be negligible, the improvement in the headwaters of the Itchen would be significant – if enough upgrades are installed.

There has been a delay in approving a scheme for use in Winchester due to the need to cover the cost of monitoring; we expect that to be approved this week and we are talking to installers to understand the implications.

Nursery Road Flooding

storm bought a mixture of clay and chalk to flood Nursery Road; thankfully no houses were affected this time, but gardens, garages and sheds were covered. Taylor Wimpey has been helpful in providing contractors to clear the mess, but prevention is key. Some of you will remember the far worse flooding that resulted from bad farming practice about 24 years ago. Usefully, this meant that Sustainable Urban Drainage Systems (SUDS) are in the planning consent for Sun Lane, but the sequence of conditions meant that work could not be started on these. We are in contact with Planning to make sure this work can be bought forward, but the archaeological remains are a complication.

Changes to Bin Collection days

A new bin collection calendar is being prepared for October, simpler than the old one. Due to the increasing number of houses in the district, an additional bin collection round has been slotted in. There is a need to create some increased vehicle/time capacity for collection. This will allow for the collection of more types of waste (such as food and also plastic pots and trays) in the future. It is felt to be more sensible to bring in these changes in two stages: first a new calendar and then a new system of extended waste collection for recycling as capital costs are covered, and the disposal routes become available. All the bin

trucks are now running on biofuel and WCC has also purchased one electric bin truck as part of a pilot study for introducing more.

vans bring council closer to carbon neutrality

The last two petrol vehicles in Winchester City Council’s fleet of housing services vehicle have gone fully electric, bringing the local authority closer to its ambition of becoming carbon neutral by the end of 2024. The replacement of the 5 petrol vehicles will result in an estimated total saving of 6 tonnes of carbon emissions per year – the equivalent of boiling a kettle around 85,000 times.

The vans are charged using 100% renewable energy, either at the council's City Offices, or at Barfield Park and Ride car park.

Two local screenings of British Documentary Six Inches of Soil to be shown during Winchester Green Week in September

Towards the end of September there will be two screenings of the film ‘Six Inches of Soil’, as part of Winchester Green Week activities - to celebrate and promote sustainable living – one in Alresford and one in Avington.

The film tells the inspiring story of British farmers challenging the industrial food system and transforming the way they produce foodto heal the soil, benefit our health and provide for local communities.

Six Inches of Soil follows three new farmers on the first year of their regenerative journey - Anna Jackson, a Lincolnshire 11th generation arable and sheep farmer; Adrienne Gordon, a Cambridgeshire smallscale vegetable farmer; and Ben Thomas, who rears pasture fed beef cattle in Cornwall. As the trio strive to adopt regenerative practices and create viable businesses, they meet seasoned mentors who help them on their journey. They’re joined by other experts providing wisdom and solutions from a growing movement of people who are dedicated to changing the trajectory for food, farming and the planet.

Claire Mackenzie, Six Inches of Soil Producer says: “Community screenings are a hugely important part of our impact campaign. We’re so excited that Alresford and Avington are hosting this event - it’s really important that people have discussions at a local level to find ways to create profitable food systems that benefit the community, whilst looking after our soil and the environment in the best possible way.”

The two screenings will bookend the working week, with one hosted by New Leaf in Alresford on Monday 23rd September at 7pm in the Main Hall of Perins School, and the second hosted by Winchester Downs Cluster on Friday 27th at 6.30pm in The Barn at Avington (Park Farm). Both will feature a discussion and Q&A session with two different expert panels of speakers.

Last autumn local schools, churches and many other individuals and organisations made a great contribution towards Alresford Rotary’s support of the Rotary Wessex Christmas shoebox scheme for disadvantaged and displaced children in eastern Europe. Alresford Rotary hopes there will be even greater support this year! Because the current conflicts in eastern Europe bring increased logistical problems all boxes will need to be packed and collected locally by 25th October, some two weeks sooner than in recent years and before the schools’ half term break. There are restrictions on what may be included in the boxes (e.g. no sweets/food, liquids or sharp items). The relevant information and flatpack boxes (which are mandatory this year) are available NOW if you wish to be involved. This is a project for the whole community, not just for Rotary, the schools and churches – can you think of a reason not to be involved? Everyone can take part and provide some happiness for a child who may never in their life have previously received a present! Last year Alresford and the surrounding villages contributed more than 400 boxes of gifts towards a regional total of more than 18,000. Let’s see if we can brighten up more children’s lives this year!

Shelterbox

In June’s Itchen Valley Forum Alresford Rotary highlighted the work ShelterBox (https://shelterbox.org/) has been contributing to help the need that has arisen in the current conflict in Gaza. We recently learned that ShelterBox has given Alresford Rotary its Partner Club Gold Award “in recognition of your outstanding support during 2023/24 to help ensure no-one is left without shelter after disaster”. Such award is recognition of the support the local community gives Alresford Rotary enabling it to support ShelterBox and other good causes both internationally and locally, and we are very grateful for that.

Jackie's County Corner

As your councillor, I often hear, “it took four of them came to fill the hole!” In July, Councillors visited the Bishop’s Waltham depot to see some of the innovations in road maintenance, and to discover why it needs four operatives and a few hours to fill a hole! The permanently repaired holes are now finished with a heat sealed strip - the missing link that many of you have commented in the past. The strip includes tiny (recycled) glass particles to ensure the slip resistance is good for bikes and motorbikes too.

Following agreement to do so, the Minerals and Waste (M&W) plan, which covers Hampshire, SDNPA, and other local authorities in the region, is now going forward for examination to the Inspectorate. There are several points relevant to our division more details of which are on my website:

1. A number of us appealed for carbon offsetting of oil and gas extraction if a licence is granted. The M&W plan will be changed to reflect that.

2. Micheldever Station is no longer a ‘saved site’ for a wharf.

3. The impact of heavy traffic on rural sites will be considered over a wider area. Unfortunately, too late for some of our sites, but important for the future.

HCC has received an ‘outstanding‘ grading for Children Services. It was good to hear this because the staff work hard and are highly committed, but this result is no consolation for the residents who battle for funding for transport and SEND places. There is a working party being formed to look at School transport. I’d like councillors to hear the ‘parent voice’ in this, so if you’d like to give input, please let me know, putting ‘school transport’ in the subject line. Thank you. The service also cares for children who move in and out of care as family circumstances change and at any one time, over 1500 children are living away from their parents. There is a full training programme and with the ‘hub’ scheme in place, foster families are linked to other families for additional support and respite.

The dramatic rainfall on Thursday 1st August brought flash flooding to some areas, but no rain at all for others. Silt from fields was dragged into the highways drainage, and maybe the sewage pipes too, so I have asked for these to be flushed out in affected areas. Even if the drains were perfectly clear, we would have needed storm drains to cope with around 75mm of rain in such a short time, and unsurprisingly, water always flows downhill through gardens and drives. Rainwater landing on the ground needs to find a natural way back into the ground. It’s worth asking: is your garden sealed like a bath or a leaky sieve?

All this rain is making hedges and verges grow faster. If you cannot see road signage or your view at a junction is unsafe because of high vegetation please use the ‘report it’ tab on the front page of the www. hants.gov.uk website. Please retain the reference number for tracking purposes. These reports are usually dealt with quickly, but I can chase up if they are not done within a week.

IThe Boatman's Bubble

n the margins and meanders of our chalk streams, where there is a slower flow, amazing insects swim across the surface. Lesser water boatmen may be small – up to 1.5cm long – but their unique characteristics make them a memorable sighting. There are actually several species in their family (Corixidae), and while they are hard to tell apart with the naked eye, their common features can help you to spot them.

The first thing to look for is a brown, boat-shaped body, although a close look at most lesser water boatmen will reveal golden yellow stripes. Another clue is a pair of long legs; their oar shape and ‘fringe’ of hairs are handy for both swimming and floating on the surface. Then there are the large, reddish-brown eyes, which have a compound structure that combines many tiny lenses to create a wide view.

Despite living in ponds, lakes, and rivers, lesser water boatmen don’t have gills. Instead, they employ a clever trick for taking longer dives: their undersides are covered in water-repelling hairs, which

trap a bubble of air against their bodies. This bubble acts like the tank of a scuba diver, feeding the insects oxygen through small holes – or ‘spiracles’ – in their exoskeletons. This comes in handy when foraging for food, which for most species will be algae and dead organic material.

You may be wondering… are there greater water boatmen? Indeed there are, although they are actually a different group of insects (Notonecta) and are usually referred to as ‘backswimmers’. As the name suggests, these species swim upside down, so their air bubbles are more visible from above. This can make them appear silver in colour, but they are actually light brown with reddish eyes. Unlike most of their ‘lesser’ relatives, backswimmers eat small insects, fish, and crustaceans.

There is also the lesser or pygmy backswimmer (Plea minutissima) and several pygmy water boatmen (Micronecta). Despite being just 2-3mm long, one of the latter is famously noisy. The males of many water boatmen species ‘sing’ by stridulating, which means rubbing their legs along ridges on their bodies. Micronecta scholtzi has been recorded at

99.2 decibels – that’s as loud as a car horn! Thankfully, water absorbs most of the sound, but you may still hear it if you listen carefully.

Insects like water boatmen are a key part of our chalk stream ecosystems. As food for fish, bats, birds, and amphibians, these small creatures are crucial to the health of many other animals. Parliament may be in Summer recess as I’m writing this, but as a newly elected MP, my team and I are working hard to serve our community.

My dedicated volunteers, who played a pivotal role in the general election campaign, are now assisting me in setting up a Constituency office and recruiting staff. Together, we've already responded to hundreds of emails, letters and phone calls addressing a wide range of concerns and queries from local residents.

The recent floods have once again caused significant disruption across the District. I visited Alresford, where homeowners faced the worst flooding they’d seen in over 20 years. On Winchester High Street I met with the staff and owners of Wellbeing Pharmacy and Char Teas, where I witnessed firsthand the damage caused by the floods.

Healthcare remains my top priority. But the Chancellor’s revelation that the Conservatives had hidden an extra £22bn hole in public finances means the Government will be looking hard at how we can reform and improve healthcare to be more cost effective. House of Commons about the importance of investing in GPs, dental care, mental health care and public health in order to keep people healthy in the community rather than treating them in hospital when they get sick. Investing in primary care results in better outcomes for patients and for taxpayers.

We all know how difficult it can be to get an appointment with a GP and at a recent meeting in Parliament with the Royal College of General Practitioners, we discussed the shortage of GPs and how this can be rectified. I’ve met with the Integrated Care Board recently where we discussed health services, including mental health care, throughout Hampshire. We also discussed the urgent concerns raised by residents and local healthcare professionals regarding the proposed reduction of services at Winchester's A&E and consultant-led maternity services. Let me be clear: I am ensuring the voices of our residents are being heard. Access to acute care is not merely a matter of convenience - it is a matter of life and death. Despite claims by the Conservatives during the general election that they were going to deliver a new hospital for Hampshire, it has come as no surprise to hear Luke Murphy, the new Labour MP for Basingstoke, reveal that ‘the funding was never there.’ We are currently awaiting the Government’s review of the new hospital programme, and I will be pushing for the best outcome for Winchester.

I had an insightful meeting with Jo Cruse from the pressure group “Delivering Better” regarding the state of maternity services. As a trustee of a mental health charity, I was deeply shocked to learn from Jo that suicide is the leading cause of death among mothers from six weeks to one year after giving birth.

Inflation Up But Remains Close To Target

Reacting to the latest ONS data on inflation, Stuart Morris, Research Manager at the British Chamber of Commerce, said:

Indeed, maternity services are under significant pressure nationwide. The Care Quality Commission’s ‘Maternity Survey 2022’ revealed a deterioration in maternity care experiences over the previous five years. Additionally, the CQC’s ‘State of Care 2022/23’ report indicated that the percentage of maternity services rated ‘inadequate’ increased from 6% in 2022 to 10% in 2023, signalling that these problems are worsening.

Delivering Better is advocating for several policy changes, particularly concerning maternal mental health, and is calling for a statutory inquiry into the state of maternity services across the nation.

I’m also working hard on the many other issues aside from healthcare the people in Winchester feel strongly about - I’ve joined the All Party Parliamentary Group on Climate, and have met with the police to discuss everything from rural crime to the riots that have been seen in our cities. This was a good reminder that elected politicians need to be very careful with our choice of words - legitimising and emboldening thugs and hooligans by claiming they are standing up for British Values makes the job of our fantastic but over-stretched police force so much harder.

On a personal note - it’s taken a month to recover fully from Covid, but I’m finally back running around the paths and trails of our beautiful countryside. This latest strain of Covid really knocked me for six, so it’s a good reminder to keep up to date with our vaccines before the double whammy of the winter flu arrives.
