Pop into the cathedral to marvel at its beauty or join one of the many events and activities that will be taking place in the moonlight, from pilates to silent discos. This is a touring artwork by talented UK artist Luke Jerram. This large-scale installation has been circling the globe, lighting up spaces from Bilbao to Beijing, including abbeys and swimming pools, exciting and inspiring visitors along the way. Already experienced by over 20 million people worldwide, the moon will finally arrive in Winchester for the very first time in February 2024. Fertilising in the autumn will help to strengthen the grass and make it more resilient to cold temperatures and the rigours of darker, wetter days. Aerating the soil will also help to relieve compaction, reduce waterlogging, and ensure that water and oxygen can reach the roots of the grass. Proper winter lawn maintenance not only protects the lawn from damage caused by winter weather, but it also promotes healthy growth in the spring. A well-cared-for lawn in the winter will be better equipped to bounce back in the spring and recover more quickly from any damage that may have occurred due to poor weather. Five ways to reduce your CGT liability Cuts to the capital gains tax (CGT) exemption mean that arranging your investments as tax efficiently as possible is more important than ever. However, CGT can be highly complex, so it’s important to seek expert advice to avoid paying it unnecessarily. Here are some ways to reduce CGT: 1. Use your CGT exemption Your annual CGT exemption enables you to make tax-free gains of up to £6,000 in the 2023/24 tax year; this is due to be cut to £3,000 in 2024/25. This can’t be carried forward into the next tax year, so making full use of it each year could reduce the risk of incurring a significant CGT liability in the future.

2. Transfer assets to your spouse or civil partner Transfers between spouses and civil partners are exempt from CGT, so assets can be transferred from one partner to the other to use each person’s annual CGT exemption. The transfer must be a genuine, outright gift.

3. Invest in an ISA / bed and ISA Gains (and losses) made on investments held in an ISA are exempt from CGT. In the 2023/24 tax year, you can invest up to £20,000 in an ISA. The tactic ‘bed and ISA’ involves selling investments to realise a capital gain and then immediately buying back the same investments inside an ISA. This enables all future gains on the investment to be CGT free.

4. Invest in an Enterprise Investment Scheme Any gains made on investments in an EIS (Enterprise Investment Scheme) are free from CGT if held for three or more years. In certain circumstances, you may be able to defer a capital gain by investing that gain in an EIS qualifying company.

5. Contribute to a pension Making a pension contribution from relevant earnings could help you save on CGT because it effectively increases the upper limit of your income tax band. If your capital gain plus other taxable income fell within this extended basic-rate income tax band, CGT would be payable at 10% instead of 20%.

Call to action over threat to Alresford Recycling Centre Hampshire County Council is launching a public consultation on future services between Monday 8th January to 31st March 2024. The consultation outlines proposals to meet a £132m budget shortfall by April 2025 whilst continuing to keep our most vulnerable residents safe. It is really important to hear your views on the range of proposals and particularly those most likely to affect us here in Alresford and Itchen Valley, such as the future of our local waste recycling centre. Many residents know I fought hard for pedestrian access and I am a regular user of the service. I believe in positive action, I know we have many residents with fabulous ideas on this and like me, value this site. So let's get together and see what we could potentially do with some teamwork and community spirit. Is

Vehicles driving the wrong way on A31 Residents initially contacted me about these issues, and I and others reported these issues. I personally contacted Cllr Nick Adams-King, lead portfolio holder for Hampshire Highways and asked him if the team could do an urgent review of the entire road from Winchester to Alresford to identify any possible issues that could have been causing this. The review was carried out and I posted their findings via social media on 11th December. I emailed many Parish councils for the first time about this issue and have put their responses into my report. These problem areas are: ∙ Rodfield Lane appears to be a key location for vehicles entering the A31 incorrectly. To mitigate this a directional sign will be

Supporting residents with noise from the glass recycling

For months now I have been assisting residents with addressing the issues relating to noise from the glass recycling site in Alresford. This resulted in a question to full Council at Winchester City Council. Sadly the response from the cabinet was lacking at best. No further action taken and sadly taking no responsibility of alternatives. The issue continues and I will continue to support the residents through this. Venison Casserole with Brown Ale INGREDIENTS

METHOD

900g 2 tbsp 2 150g 1 tbsp 300ml 300ml 2tsp 2 1-2 2

1. Preheat the oven to 130C/Gas Mark 2. Cut the venison into 3cm/1½” cubes, discarding any gristle and sinew. Heat 1 tbsp oil in a flameproof casserole dish. Fry the venison in batches for 5-6 mins until browned on all sides, adding a little extra oil as necessary. Transfer to a plate with a slotted spoon. 2. Add onions to the casserole and fry for 2-3 mins, stirring occasionally until lightly browned, add the bacon and fry for a further 2 mins. Return all the meat and any accumulated juices to the pan. Add the garlic then stir in the flour. Gradually stir in the stock and ale scraping up any juices stuck to the bottom of the pan. Heat, stirring until the casserole begins to simmer. 3. Add in the sugar, bay leaves, thyme and season with freshly ground black pepper. Cover the casserole with a tight-fitting lid or foil and cook in the oven for at least 2 hours or until the meat is tender.

In 2007 Stephen’s daughter Emily, then 16, was diagnosed with bone cancer and started an eight month programme of chemotherapy intravenously into her heart. The next year she underwent surgery to replace her left knee and part of her femur. In the summer of 2008 the chemotherapy was completed but the powerful drugs had damaged her heart and Emily suffered a stroke and almost died and after another extensive period of hospitalisation she was discharged with a severely damaged heart function. Defying medical advice and showing great courage Emily travelled to Uganda and spent four months as a volunteer to help improve the lives of street children in Jinja, returning later for a further 5 months where she met Martin Duhimbaze, a social worker in Rukungiri with a vision to save orphaned children from the terrors of living on the streets without provision or protection. On returning to England Emily promoted Martin’s endeavours. Martin initially rescued eight children and tried to start a school with accommodation to remove them from danger and now there are over one hundred and fifty children, many of whom are sponsored through Emily’s efforts. Martin’s endeavours are now undertaken within the framework of an internationally recognised charity, Our Father’s House Ministries (https://our-fathershouse-ministries.org) (OFHM). Emily’s heart was slowly becoming weaker but that did not deter her from living live to the full but very sadly she died just after her 26th birthday Street. In 2024 we’re planning a French market on Easter Sunday, and the popular Brocante Art & Antiques markets in May and September. And after the success of the Christmas Market that accompanied the Arrival of Father Christmas in December, we’ll do something even bigger and better for Santa in 2024!

Heritage Open Days

Every year, we welcome hundreds of visitors to the Eel House, Museum and Medieval Bridge, which each tell a story about what makes Alresford the town it is – the role of chalk streams and fishing, the way the town has developed and survived several huge fires, and the role of the Bridge in creating New Alresford as a town in the first place. We meet many locals who’ve been walking past these places for years and are excited to see inside, as well as people from around the area who have come to Alresford for a day out.

New Alresford Town Council New Alresford Town Councillor Vacancy Hampshire County Council Future Services Consultation Hampshire County Council is asking for people’s views on the future of some local services in a public consultation on options to help the Authority meet a £132 million budget shortfall by April 2025. Hampshire County Council delivers most of Hampshire’s public services, to 1.4 million residents, and we are responsible for around 80% of all spending on council services in the county. Despite their strong financial management, costs continue to rise, alongside growing demand for vital local services like social care for children and adults, and the budgets remain under immense pressure. They have almost exhausted the unallocated reserves that usually provide us with a financial safety net, and very soon there simply will not be enough money to go around. This is a problem faced by councils across the country, and one which local government cannot address on its own. we are pressing for a better, long-term national funding solution from central Government, but we cannot sit back and wait for that to happen. In this context, all areas of the County Council have been asked to consider what savings could be achieved from only providing the legal minimum of services that we are required to deliver. HCC will not go below the legal minimum and will continue to prioritise essential areas such as protecting children from harm, social care for older people, and supporting adults and children with disabilities and additional needs.

Reflecting the views of residents, HCC have first looked to make savings through working more efficiently, by streamlining our organisation, by reducing bureaucracy and duplication, and by making the most of our buildings and office space, technology, and contracts.

Winchester Councillors February Report 2024 has started with a lot of work to be done!

In February we set the budget for 2024-25. In the face of continuing uncertainty about the level of funding from government we continue to plug the hole in the finances. At a mere £3.5 million, this is dwarfed by the economies to be made at Hampshire. Despite promises to set longer term budgets, funding is done annually by the Government, making it hard for example to plan the finances of, for example, new council housing programmes that run for thirty years.

Carbon Reduction and Winchester City Council

At a planning meeting in December a large electric vehicle charging facility was approved, on a site at Three Maids Hill that had been ear marked for waste transfer. The charging site is supplied only by solar panels. As it is close to the A34, it will attract passing traffic as well as benefitting local residents. One of the reasons for people not buying electric cars is the lack of a good widespread charging infrastructure. Widespread charging facilities like this are needed to allow EV to be used for long journeys with the knowledge they can be easily re-charged en route.

Water Supplies

Following the lack of water from Southern Water in the Itchen valley in Mid-January could anybody with any vulnerability please register as such at Priority Services Register (southernwater.co.uk) or call 0330 303 0368. The criteria are very generous, including anybody with children under five years of age. The distribution to these users was a good deal more efficient than the setting up of bottled water collection services.

Demolition of the Friars Gate Surgery

In June last year the demolition of the old Friars Gate surgery in Winchester was approved. The site will have a meanwhile use as a temporary pocket park for about two years and as a site for an archaeological dig. Most of the site is now cleared.

Sun Hill A31 Access

The new access route and roundabout onto the A31 is a planning condition before construction can start to build the employment units and housing. The selection of the best route to allow this is between Whitehill Lane and Tichborne Down. Neither of these is very good, it has been a matter of selecting the least damaging. The development of the construction management plan has been a very difficult process, administered by Hampshire County Council as the Highways Authority. Taylor Wimpey (TW) have re-submitted this plan for approval. TW favour the Tichborne Down and New Farm Road route. There is a need to provide a footpath for pedestrians using Appledown Lane, as well as St Swithun’s Way throughout all phases of the construction process.

Sun Hill Employment Zone (23/02845/REM)

The details planning application for the Sun Hill Employment Zone have been submitted for comment, following the outline planning consent (17/1528/OUT). It is useful to compare the size of the units with those in Prospect Road. The eight smallest units of the total of twenty two, have a footprint of 108m2 which is very close in size to the units in the Prospect Business centre which are of 102m2. The Covers building is 1265m2. The three largest units are 2167, 2230 and 2413 m2. Shelf House, in Prospect Road, composed albeit of different businesses has a floor area of 2043m2. The Co-op distribution warehouse in Andover, at 44,300m2 is larger than the entire site. Topics for comment might usefully include, siting of the different building units, reducing visual impact of buildings by colour, detailing and site levels. The relationship to footpaths, landscape, and boundary treatments (particularly screening) could be improved. There are existing planning conditions governing external lighting, working hours, and prohibiting working outside the buildings.

The much used tip in Alresford is yet again under threat of closure. HCC are casting about for means of saving money. Closing the tip means a long car journey to Winchester or Alton. The needs of those who do not have a

Get Poetic

H

ampshire’s chalk streams are some of its most precious wild places. These globally rare habitats are home to iconic species like the otter, water vole, brown trout, and kingfisher. With their serene beauty and vibrant wildlife, it’s no surprise that chalk streams have inspired authors like Jane Austen, Thomas Hardy, Richard Adams (Watership Down), and Charles Kingsley (The Water Babies). This year, there are several exciting new ways to discover our chalk streams. The Watercress and Winterbournes Landscape Partnership Scheme is teaming up with Hampshire Library Service to continue a literary tradition that spans centuries. We’ll be sharing our favourite river-focused books, and

celebrating creativity through a poetry competition and literature festival.

events will be held this June in Andover, Whitchurch, Overton, and Alresford.

The poetry competition which is free to enter, asks 7-18 year olds to write a short poem inspired by the wonderful world of chalk streams. Winners will receive National Book Tokens worth up to £75, and have their poems published in a special commemorative booklet. Entrants must live within the Watercress and Winterbournes scheme area and submit their poem by midnight on 31st July 2024.

Alresford Twinning Association

when they come to visit us in Alresford. So even if you do not want to venture to France you do have the opportunity of meeting people from across the Channel. The Twinning Association also has an annual programme of social events for members. We have just had our January soirée which celebrates the New Year with a gathering of members and friends to enjoy some food, wine and good company. There will be a Spring Walk and pub lunch in April. Our friends from Bricquebec will be visiting for the weekend of 17th-19th May. In June we will have our pétanque picnic in Alrebury Park and in July we will have our Summer Wine Evening in a lovely garden. In October we normally have a fundraising event and our AGM and dinner takes place in November. We always welcome new members.

Alresford has been twinned with Bricquebec since 1982 and there is still a strong link between the two towns. We alternate annual exchange visits, going off for a weekend on the ferry and being hosted by our French friends. We are always well entertained, taken on a group visit to local places of interest as well as a having a celebratory dinner. Bricquebec is not far from Cherbourg so the journey is not too arduous and our hosts meet us from the ferry. We provide similar entertainment

These are gardens which open exclusively for groups of people - be it an organised club (Garden Club, u3a etc.) or simply a groups of friends. These visits are arranged directly with the garden owner on a date and time which suits both parties, and the opening will be exclusively for your group, giving you a much more personal and leisurely visit, with time to chat to the garden owners. The gardens have been built incrementally over 30 yrs with extensive bulb planting; herbaceous and Mediterranean borders with magnolia, irises, and tree peonies; summer and autumn borders; a traditional orchard and two small arboretums, one specialising in Japanese shrubs and trees. The mill buildings were the original location of Portals who first sold banknote paper to the Bank of England from the mill in 1724 and there are interesting industrial and agricultural archaeological remains, including reconstructed water meadow structures.
