AI Fraud Detection Software: What fraud teams should compare
F
raud prevention has always involved identifying patterns. What has changed is the scale, speed and complexity of the information available to fraud teams, and the ability of artificial intelligence and machine learning to analyse those signals in real time. A digital interaction might generate information about a customer’s device, location, identity, transaction history and behaviour. Examining each signal manually would be impractical, particularly when thousands or millions of interactions are taking place. AI fraud detection software can analyse combinations of signals to identify relationships, anomalies and behaviours associated with fraud, helping organisations make faster risk decisions. But AI is not a magic fraud detector. Models depend on appropriate data, require monitoring and can generate false positives. Fraud teams also need to understand how automated decisions fit alongside existing rules, manual investigations and customer-experience requirements. This guide examines what fraud and risk professionals should compare when evaluating AI fraud prevention platforms and specialist technology providers. What Is AI Fraud Detection? AI fraud detection uses technologies including machine learning to analyse data and identify activity that may indicate fraud. Traditional fraud systems frequently rely heavily on predefined rules.
8
Rules remain extremely useful because they allow fraud teams to encode known risks and business policies. But criminals adapt. Machine-learning models can analyse larger combinations of signals and identify relationships that may be difficult to express through individual rules. A transaction might appear ordinary when assessed against any single factor, but become suspicious when several characteristics are considered together. The aim is therefore not necessarily to replace rules with AI. It is to create a more sophisticated decisioning environment combining: Rules + machine learning + contextual data + human expertise AI Fraud Detection Software Modern AI fraud detection software can operate at multiple stages of the customer journey: Account creation > login > transaction > account change > withdrawal > account recovery Potential capabilities include: • Machine-learning risk scoring • Anomaly detection • Device intelligence • Behavioural analysis • Identity verification • Biometrics • Network analysis • Digital footprint analysis • Automated decisioning • Case prioritisation AI vs Rules-Based Fraud Detection Rules and machine learning solve different problems.
Rules are particularly useful when the organisation knows precisely what it wants to detect. Examples might include: • Transactions above a threshold • Activity from prohibited locations • Excessive login attempts • Known compromised credentials • Policy violations They are transparent and relatively easy to understand. But large rule libraries can become difficult to maintain, while new fraud patterns may not match existing conditions. Machine learning Machine-learning models can analyse complex combinations of data and identify patterns based on previous examples. They can potentially identify activity that does not trigger any single predefined rule. However, models require suitable data, monitoring and governance. Fraud Prevention Principle The choice does not have to be: Rules OR AI A stronger question is: “Which decisions should be deterministic, which benefit from machine learning, and where should human judgement remain involved?”

“From Bad Romance to Bad Investments: When fraud gets personal” A look at the victim impact of emotional frauds, the future of fraud and what we should be doing differently. • • • • •
Becky Holmes Communications Expert & Speaker
09.30 – 10.00
Introduction to me and my Twitter exploits Why emotional fraud happens The link between romance fraud and domestic abuse The future of fraud Why changing language matters
In 2020, having been on the receiving end of an annoying number of direct messages from online romance scammers, Becky Holmes started to enjoy wasting their time and publicly ‘outing’ their accounts. Six years later she is now a well-known expert on romance fraud, called upon by both professionals and the media. Her first book, Keanu Reeves Is Not in Love with You, received outstanding reviews from critics, journalists, counter-fraud professionals, comedians andeveryday readers. Her second book, The Future of Fraud, which examines AI, cryptocurrency, social media and the dark web, comes out in April 2026. She alsooccasionally writes for The Times about fraud.
“It’s Only Fraud If You Think It Is” The psychology behind how we excuse, justify and normalise fraud with a view of how decision making, risk perception and increasing accepting is shaping societies view of crime. • • •
Paul Maskall Head of Policy & Strategic Engagement CIFAS

Decision making in an isolated environment Risk perception and Cognitive Heuristics Acceptance and legislation
Paul Maskall believes that technology isn’t the enemy—our relationship with it is. In a world where fraud increasingly exploits human behaviour rather than technical vulnerabilities, his work focuses on understanding the psychology behind trust, deception and decisionmaking, and translating those insights into practical action for industry, government and law enforcement. As Head of Policy and Strategic Engagement at Cifas, Paul works across industry, government and law enforcement to strengthen the UK’s response to fraud and economic crime, championing collaboration and the sharing of data and intelligence to help protect people and organisations from harm.
Seminars 13.55 - 14.15
“When Fraud Funds Harm: Micro-Financing, Digital Assets and Terrorism Financing Risk” This presentation will examine how terrorism financing is increasingly sustained through small-scale, fragmented and difficult-to-detect financial activity, rather than only through large, centralised funding networks. It will explore the relationship between fraud, charitable diversion, online platforms and digital assets, showing how relatively modest sums can still support serious security threats. The session will consider how financial institutions, compliance professionals and fraud prevention teams can better identify overlapping indicators of fraud, money laundering and terrorism financing, particularly in cases where transactions appear low-value, routine or commercially insignificant. • • •
Selcan Tufan Fraud Specialist Cardiff Univeristy
• • •
How fraud can operate as an enabling mechanism for terrorism financing. Why low-value transactions should not always be treated as low-risk. The role of charities, informal value transfer systems and online platforms in moving or concealing funds. Emerging risks linked to crypto-assets, stablecoins and digital payment channels. The difficulty of distinguishing between ordinary fraud, money laundering and terrorism financing indicators. The importance of proportionate, intelligence-led controls that avoid unnecessary over-reporting while still capturing serious risk.
Selcan Tufan is a PhD candidate at Cardiff University, specialising financial crime regulations with a focus on asset forfeiture and terrorism financing in the United Kingdom, Türkiye, and Russia. Her research explores the intersection of law, financial stability, and regulatory enforcement. With a background in law and financial crime analysis, she has expertise in AML/CFT frameworks, risk-based compliance strategies, and regulatory policy.
14.20 – 14.40
“The Work AI Revealed: Integration, Headcount and Accountability, From Inside the Rollout” Nearly every fraud team now runs AI in production. Fewer can say it made the job simpler. SEON’s survey of 1,010 fraud and AML leaders found that 98% have integrated AI into daily workflows, yet 94% plan to hire in 2026 and 80% still struggle to see their data in one place. In this fireside chat, Paul Sullivan, Solutions Engineer at SEON interviews Miklos Kiss, SEON’s Head of Product for Fraud Solutions, to incover who works inside customer implementations [add number or range if approved]. They examine what changes after adoption: where AI earns its keep, why integration decides its value and how teams answer for decisions a model helped make. • •
Paul Sullivan Solutions Engineer Miklos Kiss VP of Product (Fraud Solutions) SEON Technologies
•
Why AI adoption has pushed fraud headcount up rather than down, and how to plan roles around model oversight, complex investigations and exception handling. Why integration determines what AI delivers more than model quality does, and how to make that case internally before the next implementation stalls. How to explain, audit and own an AI-assisted decision when a customer, regulator or internal risk team challenges it, including specific governance practices and accountability frameworks.
Paul Sullivan is a senior solutions engineer at SEON. He works with enterprises across EMEA on fraud prevention programs and helps them weigh growth against risk. Paul has more than a decade of experience in identity verification, anti-money laundering and digital risk management. Before SEON, he built and managed the EMEA solutions consulting team at Trulioo. He previously spent over six years at GBG, where he led pre-sales for identity and worked with clients in financial services, fintech, retail banking and online gaming. Miklos Kiss is the VP of Product at SEON, responsible for fraud solutions, including data enrichment, device intelligence, decisioning and the full investigation platform. Now leading core AI initiatives and agentic product lines. One of SEON’s earliest employees and a core member of its founding team.

Chargeback Management Solutions: What fraud prevention teams should compare
A
chargeback may appear to begin when a customer disputes a card transaction. For the merchant, however, the circumstances that created it may have begun considerably earlier. A fraudulent customer might have used stolen payment credentials. A legitimate customer may not recognise the merchant name appearing on their statement. An order may have arrived late, a subscription cancellation may have been handled poorly or somebody may claim that a genuine purchase was unauthorised. By the time the dispute reaches the fraud or payments team, the merchant may already be dealing with lost revenue, operational cost and the administrative burden of deciding whether to accept or challenge the claim. That makes effective chargeback management much broader than responding to disputes. The strongest approach connects fraud prevention, customer experience, payment data and dispute management across the transaction lifecycle. The buyer’s starting question should therefore be: where are our chargebacks actually coming from, and which of them could have been prevented before they became disputes? Understand Why Chargebacks Are Happening Not all chargebacks are fraud. GOV.UK notes that customers can seek a chargeback when goods do not arrive, are not as described or when their card has been used fraudulently without permission.
12
Card-not-present transactions such as online purchases carry greater chargeback risk. Other disputes can result from duplicated payments, cancelled subscriptions, unprocessed refunds or transactions customers simply do not recognise. GOV.UK Pay’s dispute documentation illustrates the breadth of reasons that can sit behind a disputed transaction. That distinction matters because different causes require different interventions. Fraudulent transactions may require stronger fraud detection. Unrecognised transactions might be reduced through clearer billing descriptors. Delivery-related disputes may indicate an operational problem. Subscription chargebacks could point towards cancellation or customer-service processes. A business that treats every chargeback as the same problem is unlikely to solve the underlying causes. Look Beyond Dispute Management Traditional chargeback management often concentrates on what happens after the dispute has been filed. That remains important. Teams need to receive the dispute, understand its reason, gather evidence and respond within the required timeframe. But modern chargeback strategy can operate across three stages: prevention > pre-dispute resolution > dispute management Prevention aims to stop problematic transactions or customer experiences before a dispute arises.
Pre-dispute resolution attempts to resolve potential disputes before they progress into formal chargebacks. Dispute management handles those cases that still reach the formal process. Checkout.com, for example, offers fraud detection, authentication, pre-dispute tools and post-dispute management. Its guidance describes pre-dispute resolution as addressing a potential issue before a customer formally raises a dispute, while its Disputes proposition includes management, resolution and reconciliation capabilities. Buyers should establish which stages a prospective solution actually supports. Stop Fraudulent Transactions Upstream One of the most effective ways to reduce fraud-related chargebacks is to stop the fraudulent payment before it succeeds. That requires enough context to distinguish suspicious transactions from genuine customers. Useful signals might include: • Device • IP address • Location • Transaction velocity • Account history • Behaviour • Email and phone intelligence • Previous fraud associations You can read the complete article in the Fraud Prevention Briefing newsletter by scanning or clicking this QR code.

Fraud Detection with Machine Learning: How AI helps prevent fraud
F
16
raud detection has always depended on identifying signals that something isn’t quite right. What has changed is the volume of information businesses can analyse, and the speed at which suspicious behaviour can now be identified. Traditional fraud controls typically rely heavily on predefined rules: block a transaction above a particular value, challenge a login from an unusual location or flag repeated payment attempts. Those controls remain useful, but fraudsters adapt. Fraud detection with machine learning allows businesses to analyse much larger combinations of behavioural, device and transactional signals, identifying relationships that static rules may miss. For merchants, banks, payment providers and digital businesses, that creates an important opportunity: detect more genuine fraud while reducing unnecessary friction for legitimate customers. But successful implementation requires more than buying a platform labelled ‘AI-powered’. Buyers need to understand the data being analysed, how decisions are explained, how models are monitored and where human fraud specialists remain involved. This guide explains how machine learning is being applied to fraud prevention and what organisations should compare when evaluating AI-enabled platforms.
and real-time data and identify patterns associated with fraudulent behaviour. Instead of relying entirely on manually programmed rules, a machine learning model can analyse relationships across many different variables. Depending on the use case, these could include: • Transaction value • Purchase frequency • Device characteristics • IP address • Location • Account history • Login behaviour • Email characteristics • Payment method • Previous fraud outcomes The system can then generate a risk score or classification that helps determine whether an activity should be approved, challenged, declined or sent for manual review. The UK’s National Cyber Security Centre (NCSC) explains that modern AI is generally built around machine learning algorithms capable of identifying complex patterns within data.
What Is Fraud Detection Machine Learning? Fraud detection machine learning uses algorithms to analyse historical
How Does AI Detect Fraud? So, how does AI detect fraud? In simplified terms, a fraud platform gathers signals associated
Fraud Prevention Insight Rules and machine learning don’t need to be competing approaches. Many effective fraud platforms combine deterministic rules with machine-learning risk scoring, allowing fraud teams to retain control while benefiting from more sophisticated pattern analysis.
with an interaction and compares them with patterns learned from previous data. Imagine an established customer making an online purchase. The platform might consider: Device: Is this their usual device? Location: Is the login geographically unusual? Behaviour: Is navigation consistent with previous sessions? Transaction: Is the value typical? Velocity: Have several transactions occurred rapidly? Identity: Are customer details consistent? Network: Are there connections with previously suspicious accounts? Rather than treating each signal independently, machine learning can assess how they relate to one another. The resulting risk score can then trigger different actions. Low risk approve Medium risk request additional authentication Higher risk manual review Very high risk decline or block This risk-based approach can help organisations apply additional friction selectively rather than treating every customer as suspicious.
