What makes us safe? A safe community is not hungry, its members receive care when they are sick, older adults don’t worry about surviving summers without air-conditioning or support, young people are loved and cared for, and transportation is not a barrier.

We don’t have to look far to see safer communities. In Fort Worth and across the country, safer communities have valued members, strong social bonds, and more resources.

A strong public safety budget should support all of these things, but the reality is that Fort Worth gives police and fire departments the majority of our city’s general fund. What we fund says a lot about what we believe. When our money is so tied up in crime reaction and control, we are not addressing the root causes of violence or investing in building safer communities.

The city’s Crime Control and Prevention District (CCPD) is on the ballot right now, and with it comes an opportunity to put our morals on paper. Fort Worth spends nearly $1 million per day on policing, with a combined $267 million from the city’s general fund and $80 million annually from the CCPD. Prop A would renew CCPD funding for another 10 years, creating a $1 billion tax burden in addition to a very large annual police budget.

Only 6% of CCPD funds go toward community programs. By voting against Prop A, we can create some space in our

METROPOLIS budget for the things that truly make safer and stronger communities.

Fort Worth’s police budget continues to grow year after year, despite cuts to other critical areas and claims that there is no money to invest in improving food security, access to health care, and other basic needs.

As we invest less in our communities, our demand for policing increases and cycles of violence are perpetuated.

Disrupting harm and violence requires investing in alternatives to policing that actually make us safer, like mental health care, community de-escalation, and transformative justice.

In the wake of the murders of Atatiana Jefferson, George Floyd, Breonna Taylor, and many more minorities, we have to ask if police are keeping us safe.

We know policing costs Fort Worth close to $350 million every year. What else is it costing us? What aren’t we investing in? What kinds of safety are we ignoring?

To build toward a future free from violence together, we need real input in our city spending, investment in programs that nurture and support our neighborhoods, and alternatives to policing that strengthen community bonds and facilitate accountability.

Vote against Prop A on July 14 to defund CCPD. Picture a future Fort Worth with us where everyone has what they need. Imagine a future in which policing is unnecessary. Kurt Vonnegut has been dead for 13 years, but he’s not done with us yet. I’m not real sure he ever will be. And I keep thinking back to a first chapter exchange in Slaughterhouse Five.

A character based on Vonnegut tells a filmmaker that the book he has written is an antiwar novel, and the filmmaker mocks him. “Why don’t you write an antiglacier book instead?” the filmmaker says.

The implication, of course, is that wars are as inevitable as glaciers. Which seemed clever in 1969, the year Slaughterhouse Five was released. Maybe even edgy.

Glaciers were still a constant in 1969.

But things have changed.

Today, wars go on endlessly, and glaciers disappear. Today, the oceans warm, acidify, and rise, and the American military-industrial complex sinks to all new lows. And the United States, once looked upon as a beacon of light, is increasingly viewed as a harbinger of darkness.

The American response to the COVID-19 pandemic hasn’t given anyone who’s been paying attention much hope that things are going to get better, but they have to. We must make sure of it for ours and our neighbors’ sakes, for our species’ sake, and all the other species’ sakes. Selfdestruction is not Holy Writ. We’re on the precipice of what comes next — the last next, if we’re not careful. And there’s the rub.

When so many things can no longer go on, the irony of Vonnegut’s “So it goes” is as biting and incisive as ever and as deadly as, dare I say, war. Because it’s become a war for those who embrace consciousness.

A war for sustainability and survival.

For the latter half of the last century, Vonnegut’s “So it goes” was a taunt to consider and weigh for anybody with a conscience. Today, it’s a dire challenge that demands rebuke from everyone who remains sentient. “So it goes” is no longer an acceptable quip. Things can no longer go on as they have. The old rules and the old rulers must be cast aside.

The horrors Vonnegut witnessed during the firebombing of Dresden are tame compared to what the future may hold for us. We’re on a path toward extinction, not distinction. — E.R. Chesapeake Files for Bankruptcy — Good Riddance On Sunday, June 28, Chesapeake Energy filed for bankruptcy. The restructuring comes at the end of a long fall for the second largest producer of natural gas in the country for years. It is a fall that a lot of people in Fort Worth — and elsewhere — are celebrating.

When the shale drilling boom began in Colorado, it didn’t take long to inch its way east, toward Texas. Chesapeake, Devon, XTO, and others scrambled to lease land on which to drill. By 2006, Fort Worth already had 440 producing gas wells, mostly on public lands or on the edge of town.

Mayor Mike Moncrief was all for it. He said the money from gas leases on city land and the revenue from monthly royalties on every well in the city would bring us untold wealth. We’d be rich as a city, and the people who participated would receive mailbox money every month.

Landmen, whose job it was to secure leases on land that could then be sold to a gas company, promised regular checks.

They were careful not to promise specific amounts but always suggested that there was nothing like going to your mailbox to find a check in there.

Initially, several companies vied for the rights to drill Fort Worth’s Barnett Shale, but Chesapeake’s co-founder and CEO, Aubrey McClendon, won the day, and by 2008, his company was doing the majority of gas drilling here. His plan was ambitious: The company could envision more than 4,000 wells beneath city streets and parks, golf courses, and supermarkets.

The vision sold to homeowners included mailbox money that would be arriving for 30 — maybe even 50! — years, leasesigning bonuses, and clean, natural gas.

The company would help pay for a revamp of the Fort Worth Museum of Science and History (much of which turned out to be a shale-drilling exhibit), contribute monies to the library system (which largely went toward shale exhibits), and a host of other things. Best of all, the drilling would hardly be noticeable. In and out in a jiffy.

And then the drilling began in earnest, and it turned out that everything promised was a lie. Trucks hauling drilling

rigs tore up city roads, and trucks carrying water into drilling sites — to which things to help open up the layers of shale beneath were added — came out of those sites loaded with extremely carcinogenic water that seemed to splash from the tops of every damned truck onto the road behind them.

The rigs were loud and lit up like the Empire State Building on New Year’s Eve. Property values near wells dropped. People began to get sick. Kids by the thousands suddenly developed asthma. The air around rigs and finished wells was acrid. It later came as no surprise to activists using FLIR cameras — which detect gasses invisible to the human eye — that finished wells were producing miles-long plumes of gasses filled with poisonous chemicals that were released with the shale gas. Chesapeake could have used equipment that would have caught those gasses, but the company was moving too fast to bother slowing down for people’s health.

Once enough wells were drilled, the pipelines came. They were considered a public utility, so Chesapeake, and what remained of the other companies in Fort Worth, were able to take the land via eminent domain. Pipelines were run near apartment buildings, homes, old folks’ homes — pretty much wherever Chesapeake wanted them. Properties with pipelines running beneath them saw their values drop again, as the potential danger of a gas explosion was a great incentive not to buy.

Even the mailbox money — which for some people with small properties amounted to a single $100 check every couple of years — was a lie. Most of the wells saw their production drop by half in less than a year, and the production steadily declined from there.

With its wells drying up and the price of natural gas dismal because of a national glut, Chesapeake sold its wells in Fort Worth and other parts of North Texas in 2016. Two years earlier, McClendon had died when his car ran into a concrete viaduct under a bridge in Oklahoma City, Chesapeake’s headquarters.

People in Fort Worth suffered a great deal at the hands of gas companies, particularly Chesapeake. The payoff wasn’t worth it, and most people didn’t even have a say or stake in the game except for the trashed roads, the poisons in the air, and the declining property values. In the end, Fort Worth was just an experiment in urban drilling for a company that was flying high and living large. If they fade away with this bankruptcy, that’s OK. I won’t be bleeding for them. — Peter Gorman

Criminal justice reformers call for the abolition of Texas’ cash and bail bond systems.

amela Young remembers the smiles, tears, and stories that accompanied the recent release of 16 Black and Latinx inmates from the Tarrant County Jail.

Earlier that day, Young and members of United Fort Worth, a grassroots minority rights advocacy group, paid the inmates’ cash bonds as part of a new initiative: the Tarrant County Community Bail Fund.

Young said she was unable to directly call the inmates due to jail policy, so United Fort Worth’s Criminal Justice Action Team couldn’t notify the men and women of their pending release.

“They were hugging us and were very thankful and grateful,” Young recalled.

“Many said they had just prayed that they would be freed the night before, and today they were being bailed out. We had a lot of stories like that.”

The day was especially poignant given that it fell on Juneteenth — the date of June 19 that commemorates the emancipation of enslaved Black Americans following the end of the Civil War. As the United Fort Worth team chatted with the individuals who were released that day, they heard personal stories that recounted poverty and actions that Young called “crimes of survival.”

Young said one released inmate said he is homeless and would do “certain things” to be put in jail to avoid being on the streets during winter. Petty theft and criminal trespassing were the most common crimes the individuals reported as their cause of arrest and subsequent jailing.

The bond system is intended to incentivize defendants to show up to court.

Bonds can basically be classified into two groups: monetary bonds and personal bonds. The former requires some type of payment (either upfront cash or a bail bond

Criminalizing Poverty or Ensuring Justice? loan), while the latter requires no payment and simply relies on the presumed interest of the defendant to show up to court so that his or her criminal charges may be dismissed or plea bargained to a lower offense. Once a defendant’s case has been settled, he or she can often recoup the full amount of their cash bond.

“Money bonds tear families apart,” she said. “They criminalize being poor.

This is something that our team is addressing as part of our effort to end mass incarceration.”

Proponents of the monetary bond system say it offers a legal mechanism to release defendants while holding them accountable for showing at future court dates. Critics of the practice note that bonds feed a $14 billion bail bond industry that creates a two-tier criminal justice system — one for rich defendants and one for poor ones.

Tarrant County has taken significant steps in recent years to speed up the process of issuing bonds as means of avoiding the types of litigation that have found the monetary bond system to be unconstitutional in other counties.

Those efforts, according to one county official, have included increasing the use of personal bonds.

Ken Good said the state’s bond program ensures accountability on the part of defendants.

“If bail was eliminated, the criminal justice system would collapse,” said the attorney and board member for Professional Bondsman of Texas. Without a system in place to bring defendants to court, “victims would never have closure, and career criminals would see this as a green light to commit more crime.”

Around three-fourths of men and women held in Texas county jails have not been convicted of the crime they

have been charged with yet remain in jail because they cannot afford to post bond, according to Texas Appleseed, a volunteer and lawyer-led nonprofit that focuses on social and economic justice issues. In most counties, Texas Appleseed reports, risk assessment tools are not used to determine the likelihood that a defendant would commit a new crime or fail to appear in court if released. Personal bonds are rarely used, the nonprofit added.

Young and members of her nonprofit are calling for the abolition of cash and bail bonds in Tarrant County. Defendants have a vested interest in clearing their name of criminal charges by showing up to court, with or without the threat of losing bond money, Young said. Criminal justice reformers have won major legal battles recently in the battle to end Texas’ bond system. Fort Worth protest leaders want to build on that success by ending the bail bond system locally and redistributing law enforcement funds toward jail diversion programs that would better serve the community.

The country’s third-largest criminal justice system was recently at the center of historic bail reform. Last July, Harris County officials voted to settle a lawsuit that argued that indigent defendants were denied basic Constitutional freedoms due to longstanding bail practices in Harris County, whose largest city is Houston.

Following news of the settlement, litigants Civil Rights Corps (a nonprofit that fights systemic injustice) said, “We believe the agreement lays the groundwork for a system that will recognize the humanity of the people who pass through it, treat them with dignity, and value their freedom.”

Commissioners worked to reform the county’s bond system by implementing policies that ensured misdemeanor arrestees were promptly released after booking and defendants had access to public defenders, among other reforms.

Chief U.S. District Judge Lee H. Rosenthal approved the reforms last November, stating that “no system can guarantee that all those accused of misdemeanors who are released on personal bonds — rich or poor — will appear for hearings or trial or that they will commit no crimes on release. But Harris County can stop systematically depriving indigent misdemeanor defendants of their Constitutionally protected rights by detaining them simply because they cannot afford to post money bail.”

Dallas County has similarly faced a recent lawsuit that has targeted the disparities caused by cash and bail bond systems. In 2018, U.S. District Judge David Godbey ruled that Dallas County had to dismantle its bail system after a lawsuit brought to light gross disparities in who could afford to bond out of county jail and who couldn’t. The lawsuit is currently tied up in the 5th U.S. Circuit Court of Appeals.

David Villalobos, whose Texas Organizing Project is a lead plaintiff in the legal battle, said delays at the Court of Appeals haven’t stopped his community organizing group from pushing forward with bail reform efforts in Dallas County and elsewhere.

“We’ve identified judges as being able to reform the cash bail system,” he said.

Texas Organizing Project members have taken to speaking out during courtroom sessions, holding rallies just outside courtrooms, and livestreaming protests to raise public awareness of the role judges play in giving indigent defendants unaffordable bail amounts.

that bonds target the poor makes for good headlines but simply isn’t true. The problem, he said, deals with the “process of moving large numbers of people efficiently and cost-effectively through the jails of our largest counties without taking advantage or losing track of anyone, including poor people,” he said. “Therefore, we need to set up procedures that will address the problem and at the same time protect the rights of the poor. I do not believe that the issue is first-time offenders who are indigent who are being kept in jail, but it is individuals who have been arrested and who are repeat offenders. Denying these people a [personal bond] is not an issue of poverty. It is an issue of accountability and public safety.”

Being a repeat offender is one factor that is commonly considered by judges when choosing bond amounts, according to common legal practice.

The legal and ethical arguments against monetary bail go well beyond the constitutionality of the system. Conviction rates are the prosecutorial system’s raison d’être, and the monetary bond system is seen by many as a tool that prosecutors can use to pressure defendants into pleading guilty. Brooklyn public defender Scott Hechinger told the online media outlet Mic in 2017 that he came into his role as a public defender with an idealistic outlook on how he could help local defendants.

“But no matter how hard I tried, no matter how solid my legal theories were,

no matter how much investigation I did, bail determined outcomes,” he said.

Hechinger, as many in the criminal legal profession know, was referring to the emotional stress and trauma that occur when a man or woman is jailed.

Conditions inside Tarrant County Jail are squalid. Putrid odors from stagnant toilets fill cramped, filthy holding cells, based on conditions that I have observed and documented. Any reasonable person would desire to be free of those conditions. That’s

just human nature. If bond conditions cannot be met, Tarrant County District Attorney (TCDA) prosecutors offer a way out: a guilty plea.

The TCDA’s conviction rate is partly based on their plea bargaining system, one former inmate told me. By phone, Kevin Jones described how countylevel prosecutors use the dangling carrot of freedom to pressure Black men like himself into signing off on crimes they either did not commit or committed under

mitigating circumstances that could lead a jury toward bestowing exoneration. Jones, who said he had served time for attempted murder, currently faces two separate charges of possession of under one gram of a controlled substance. A Tarrant County magistrate judge set his bail for the second possession charge at $20,000 on February 2, 2018.

The convictions are based on “bail that you cannot make,” he said. “You begin to get weary of the food and the nonvisitations. Now, here comes the district attorney’s office, and they offer you a plea bargain deal. There are a lot of cards to be considered. If you do not take the offer, you could be facing a two- to 20-year sentence.

They offer 18 months of state jail. If you take this to trial, they will push for 20 years. If you take the plea bargain, you get 18 months. You may not be guilty of this charge, but 18 months sounds a lot better.

They get their conviction, and you get the lesser sentence. Everybody is happy with that, supposedly. Well, I’m not happy with that. This district attorney threatened me with 20 years for possession of a controlled substance under one gram. That’s unheard of.”

50s was described by his defense lawyer as having tested positive for COVID-19, Young said. The defendant, along with his lawyer, was asking the judge for a reduced bond that would allow the inmate to leave Tarrant County Jail. TCDA prosecutors allegedly began digging into the man’s criminal records.

“They start bringing up this man’s records,” Young said. “What broke my heart was his response.”

Yes, I was convicted of that, but I didn’t do it, the man allegedly said. I just pled to get out of jail.

“You have folks walking around with these long rap sheets,” Young said, “people of color often times, for things that they

did not do, but they felt they had no other choice but to plead out so they could get home and not lose their job, or maybe they just didn’t want to be in a cage anymore.

They pled out, and now it’s on their record. Many of them didn’t know what the consequences would be for pleading out.”

I asked the local district attorney’s office if its members were aware of incidents when the monetary bond system pressured indigent inmates to plead guilty.

A spokesperson for the DA said in an email that “plea paperwork states that the defendant agrees he/she is ‘mentally competent and my plea is knowingly, freely, and voluntarily entered. No one has

threatened, coerced, forced, persuaded, or promised me anything in exchange for my plea.’ When pleading in front of a judge, the defendant must also confirm that he/she is pleading guilty because he/she is guilty and for no other reason.

It is the duty of the defense attorney to communicate these requirements clearly to the defendant.”

Being able to bond out can determine a defendant’s ability to win a case. In a 2019 article, Prison Policy Initiative said, “Being jailed before trial … can throw a defendant’s life into disarray and make it more likely that they will plead guilty just to get out of jail.”

Statistics and other sources, the criminal justice think tank found that young Black men are 50% more likely to be detained pretrial than white defendants due to the higher bond amounts that are often levied against Black men and the lack of financial resources Black men have compared to white defendants.

Bonds are also more expensive, by an average of $10,000, for Black men compared to white men across the United States criminal justice system, the Prison Policy Initiative found. The think tank called for greater record-keeping and access to jail records so “local advocates and future researchers [can] find the data they need to measure racial disparities in pretrial justice processes and work to eliminate them.”

Defendants can’t “prepare for a trial from a jail cell,” Young said. “The conviction rate goes way up for people who are not released pretrial. What are you going to do inside a jail cell? The jury sees them in a much different light when they come to court. They are coming out in shackles instead of as a free person. That also plays into the higher conviction rate of people who are not released pretrial.”

Bail bond companies are typically adorned with few frills. Throughout Tarrant County, you’d be hard-pressed to find one that features anything but a modest storefront and low-key furniture.

Funding the industry are 10 insurers who underwrite around $14 billion in bonds each year while earning around $2 billion in annual profits, according to a 2017 study by the nonprofit civil rights advocacy group Color of Change and the American Civil Liberties Union (ACLU).

Bail supporter Good said the majority of bondsmen in Texas do not charge interest, nor do they give into predatory lending practices.

“The bail bond industry is made up of small business owners across the state,” he said. “Some of our members are secondand third-generation bondsmen. The amount that they charge is something that is competitive, and defendants and their families are very adept at comparing what one company will charge versus another company.”

As far as reforms go, Good said his organization supports the use of reasonable bail schedules coupled with procedures to protect the poor.

“We also support legislation that mandates that courts are required to remagistrate anyone still in the jail 72 hours after bail is set to ensure that they are not lost or forgotten,” he added.

In the wake of the Harris County and Dallas lawsuits, Tarrant County commissioners and Sheriff Bill Waybourn took steps to ward off potentially expensive litigation and embarrassing national

in the Lone Star State. Bond reform is just one component of comprehensive criminal justice reform, he added.

“There should be a category or arrest where [defendants] are automatically released” on a personal bond after being processed, he said, “whether it’s for marijuana possession or criminal trespassing not connected to domestic violence. We also would like to see legal counsel present for people going through a magistrate hearing.”

Young said funding of the criminal justice system is linked to criminal justice reform.

“You hear people talk about defunding the police,” she said. “That is tied to this issue. When we say defund the police, we are talking about funding programs that actually keep us safe. The police do not keep us safe. Resources do. A fully resourced community would have something in place for a young man who has nothing. They would have something in place for a person who has a substance addiction.”

Young sees an opportunity to provide greater community resources to jail diversion programs by reallocating a portion of the Fort Worth police department’s budget toward community programs and mental health treatment centers. The projected budget for the Fort Worth police department this year is $352,893,268, according to the city.

County jails should be reserved for inmates who are a danger to society, she added.

“If there is probable cause to believe that someone is going to hurt people and there is evidence, that should definitely be taken into account before you release someone to possibly victimize more people,” she said. “Outside of that, folks need to get the court date and go home and prepare for their trial. They need to get with their attorney, keep working, and keep taking care of their families. They should not be sitting in a cage simply because they do not have $500.” l

On January 1, 2018, two additional full-time magistrates and two full-time support staff began working at Tarrant County Jail. The revamped system now allows for 11 magistrations a day, seven days a week — up from two magistrations per weekday and one per weekend. The annual cost for the revamped system, according the most recent data available, is $520,148.

Gregory Shugart, Tarrant County Criminal Courts administrator, said the county recently implemented a new remote magistration program for Arlington. The new setup allows detainees to post bail in Arlington without the need of being transported to downtown Fort Worth, he said.

“It has taken a while to get here,” he said. “COVID probably accelerated the process. We have a long-term vision of [offering more] magistrating remotely so the defendants who would normally get out [of jail] downtown can get out locally.

The longer you stay in jail, the more likely you are to recommit a crime or lose a job.

All these things create a domino effect.

Personal bonds have been available in Tarrant County since 1965. Shugart said they were historically underutilized by local courts. As part of its efforts to reduce the burden that bonds can pose on indigent inmates, Tarrant County began increasing the percentage of personal bonds issued to detainees. Shugart said that around 40% of individuals who are charged with misdemeanors and 20% of the overall intake population are issued personal bonds.

The court appearance rate for individuals who were issued personal bonds was higher than that of defendants who were issued monetary bonds, he said.

attention. During a November 2017 commissioners court meeting, elected officials weighed the costs and benefits of hiring additional criminal judges and staff to speed the release of prisoners from the Tarrant County Jail.

“Harris County is not the end of these lawsuits,” commissioner Roy Charles Brooks said. “They will soon come after Tarrant County on those same issues.

It could easily cost us more than a half million in court costs and fines.”

The commissioners were being briefed on a two-pronged approach to hasten the processing of inmates. One overhaul involved creating a centralized system that could set bond amounts on perceived risks of meeting court dates and recommended guidelines.

“Constitutional rights exist seven days a week, not just five,” one county official said, describing the need for the revamped services.

Waybourn spoke about changes he was preparing to make regarding who was accepted into Tarrant County Jail and when. Previously, the county jail accepted individuals only after their criminal case was accepted by the district attorney’s office. In effect, individuals being detained in Tarrant County cities, such as Arlington or White Settlement, were having to wait in those municipalities’ jails until paperwork was completed for the inmates then to be transferred to the Tarrant County Jail, where bond would be assessed.

That practice also violated Article 2.18 of the Code of Criminal Procedure that states, “When a prisoner is committed to jail by warrant from a magistrate or court, he shall be placed in jail by the sheriff.”

Waybourn said that bringing arrested persons directly to the county jail allows county magistrate judges to assess a bond amount more quickly and gives inmates faster access to support services by MHMR of Tarrant County, the state agency that provides mental health and addiction

Weeks after the Juneteenth release of the 16 Tarrant County Jail inmates, their stories continue to haunt Young. The lowlevel crimes committed by the released defendants coupled with the fact that many languished in jail because they could not afford a $100 bond has highlighted failures at all levels of society in Fort Worth, she said. Jailers informed Young that day that one inmate whose bond had been paid by United Fort Worth had declined to leave his cell.

“In Tarrant County, there is such a lack of a safety net and support for disenfranchised poor people and people of color who have been disproportionately railroaded by every institution and system,” she said. “Some folks find it safer to be in a jail. I wasn’t able to talk to him, but maybe he needed to stay there so he could have medication and shelter. It is a sad situation being at the jail all day, watching folks come out, and hearing their stories about how this city and society has utterly failed them.”

California’s legislature and governor signed a law that abolished monetary bonds in mid-2019, but bail bond companies subsequently petitioned for a statewide referendum on the law. If California voters choose to eliminate monetary bonds this November, the state will become the first to eliminate the requirement to post bail for release after arrest.

The arrests of protesters across the United States have led to a surge of bail fund donations, and many civil rights groups believe the effects could be longlasting. Reporting by NPR found that, following the killing of George Floyd, a Minneapolis Black man, by a white police officer as three other officers watched, more than 900,000 individuals donated to the Minnesota Freedom Fund, which bails low-income people out of jail or immigration detention. In 2018, the fund reported a total budget of $150,000. Just weeks after Floyd’s killing, the group said it had received $31 million.

“Low-level and first-time offenders are more apt to follow the rules and procedures” of the court system, he said.

“I would wager that if you were put in jail [for the first time in your life], you would do everything you could to make sure that issue was behind you so you can continue to do what you enjoy in life.”

Tarrant County defendants now have access to text and email reminders about court appearances.

“That wasn’t an option before central magistration,” he said. “Your doctor texts you appointment reminders. I don’t see why our courts can’t.”

ART Light crowds offer a unique viewing experience at reopened exhibits in the Cultural District.

Certain experiences cannot be fully appreciated online. All three of the Cultural District’s major museums have recently reopened under stringent sanitation protocols. My first visit on a recent morning was to the Modern Art Museum of Fort Worth, which offers half-price tickets on Sundays and free admission on Fridays. Before I entered, two large signs near the entrance reminded visitors to wear face masks and refrain from entering if exhibiting symptoms of a cold or flu.

The top floor houses Mark Bradford: End Papers (through January 10, 2021), Ruckus Rodeo (through August 16), and FOCUS: Hrair Sarkissian (through November 6). As I stepped into Red Grooms’ Ruckus Rodeo, which was originally slated to coincide with the 2020 Southwestern Exposition and Livestock Show in Fort Worth, I found myself in a phantasmagorical world of sculptures.

The cartoonish canvas- and burlap-based works are bright, cartoonish, and a little eerie.

Nearby, I caught Bradford’s popular show. Bradford’s humor was evident in titles like “Jheri Now, Curl Later” and “High Roller Cats Gonna Pay for That.”

End papers, as I had to look up, are the thin sheets that protect hair strands during salon treatments. His use of end papers adds a sense of fragility to many of the works. Bradford uses his unique language of squares to convey themes by playing

Exploring the Reopened Museums

with color, base materials, and inferred outlines that result from the layering of paper sheets.

Two contrasting works caught my attention. “Leucosia” was a lovely bluehued work that invites the viewer to plumb the depths of black horizontal valleys or skim lighter peaks. The experience of being lost in an abyss of indigo was oddly comforting. Nearby “Los Moscos” had a violent temperament. Fissures jutted outward from four epicenters, like a sheet of ice giving under the forces of oppressive weight and revealing a partially hidden neon background.

The ongoing war and sectarian strife in Syria is brought to life through Sarkissian’s photos and videos. One videobased piece, “Homesick,” powerfully portrays the forces of erasure. “Homesick” consists of two screens: one showing the slow demolition of the artist’s home in Damascus and one featuring the artist hammering at an offscreen object. The two videos are synchronized to tie Sarkissian’s labored blows with the slow but steady destruction of his home.

by Pablo Picasso, Andy Warhol, Mark Rothko, and other leading artists of the 20th century. Café Modern, the Modern’s popular restaurant and bar, remains closed indefinitely, as I was told.

As I walked to nearby Kimbell Art Museum, I prepared for a wholly different experience. The Kimbell’s special exhibit, Flesh and Blood, features nearly 40 masterpieces from the Capodimonte

Museum in Naples that will remain on display through July. Kimbell staff had carefully cordoned off entrances to ensure social distancing, and, as with the Modern, hand sanitizer abounded. Across the lawn, the Renzo Piano Pavilion affords plenty of space to take in art without having to bump elbows with fellow visitors.

The large oil paintings cover the Renaissance and Baroque eras and largely feature Biblical themes — no surprise given the Catholic Church’s role as a leading commissioner of the arts at the time. Artemisia Gentileschi’s “Judith and Holofernes” was lovely and gory.

The setting depicts the Jewish heroine Judith beheading the Assyrian general Holofernes. Judith appears at ease as she severs the general’s head using a golden sword. Pools of blood spill down the bed that Holofernes is being held down against.

Another powerful moment came from the viewing of “Saint Jerome” by Jusepe de Ribera. The scale of the work and the careful placement of the large oil painting lend the viewer a sense of Saint Jerome’s peril. He stood near my eye level as we both gazed upward to a black cloud.

Breaking through the darkness, an angel emerged with horn in hand to announce the imminent death of the saint.

The Amon Carter Museum of American Art recently closed The Perilous Texas Adventures of Mark Dion, a show that tied past and present together through the genius of its curatorial layout and the guiding story of New York-based artist Dion. As the show demonstrated, the lines between artists and historians are often

blurred, especially in 19th-century Texas, where explorers turned to art to document scenes and artists became inadvertent recorders of history.

The “artist explorer,” one display explained, was critical to the commercial and scientific enterprises of 19th-century Texas. The first room of the show featured historic artist materials like watercolors, rulers, brushes, pigments, and sketchbooks. Dion stepped in as the modern artist explorer in the final gallery room that featured the tools he used to document and record Texas’ vast landscapes.

On view through September 6, you can still see Culture Shock: American Artists from Europe, the show of nearly 40 prints and drawings by European artists who emigrated to the United States in the first half of the 20th century, and “Puente Nuevo,” Justin Favela’s vibrant mural that is made from the same materials used to construct piñatas.

Fort Worth’s fourth museum, the Sid Richardson Museum, remains closed at its Sundance Square location. The National Cowgirl Museum and Hall of Fame opened June 25 under new sanitation guidelines.

The one thing my household agrees on at this moment is that banana pudding, in whatever form, is good eats. There’s a subset of people who like the flavor of banana but not the actual fruit in the home-style dish –– if you’re one of those people, you’ll like this version because it’s banana-less. But be warned: This is not your Nanna’s ’nana pudding. It’s more of a cheesecake. Rich with mascarpone cheese and whipped cream, it was delicious and inventive with vanilla wafers subbing in for a formal crust.

The menu is far broader than the brief sampling described here. Breakfast tacos, biscuits, a home-style breakfast plate with an option of a salmon croquette, quiche, smoked turkey, and fancy avocado toast with truffle oil on gluten-free bread all beckon. Carpenter’s Café had just transitioned out of their food truck into their current location at the beginning of March. Despite the pandemic, Carpenter’s rolls on with both their storefront and a catering business. The restaurant does an episodic Sunday dinner for four (pre-orders are recommended –– check the Facebook page for details). If you’re working near the Hospital District, this should be your goto place for Friday lunch, both for the firstrate food and the excellent price points. l

Some artists are a little P.O.’d. They don’t think of musicmaking as a smackdown-able thing. It’s more like a higher calling. To them, asking musicians to stand at the same urinal and compare songs is just gross.

Other artists may be thinking, “Hmm, a grant of up to $5,000 for writing a tune about being resilient in troubled times?

Count me in.”

I’m just joshing. Our awards are perfect.

Absolutely no musicians are harmed in the process. Don’t know about Idol, having watched only one episode 200 years ago, when the mean British guy told some performer they were “dreadful.” Anyway, the grant we’re talking about is different. It’s a Bass production.

Coming from the giving hands of Sasha and Edward P. Bass’ Fine Line Group along with Fort Works Art’s Gallery of Dreams nonprofit, Sounds of Resilience is a $100,000 initiative to “get the city’s musicians back into the studio and up on the stage,” Fine Line says in a statement. To apply, musicians must submit a live performance video of two original songs along with a personal statement about life during lockdown and civil unrest and how music will unite people “around the theme of resilience,” says Fine Line. Applications can be made at SoundsofResilience.com/apply.

There is no application fee.

The selection process will be “managed,” according to Fine Line –– don’t say “judged” –– by R&B singer-songwriter Abraham Alexander, Grammy legend T Bone Burnett, Fort Worth Symphony Orchestra conductor Miguel Harth-Bedoya, House of Songs’ Troy Campbell, UNT’s Rosana Eckert, and KXT’s Amy Miller. The judges (oops –– the “managers”) will award $2,000 grants to 35 applicants and $5,000 grants to the top six strongest artists, who will be paired together to create and produce an original song about resilience. They will be recorded live at Bass Performance Hall.

“Music is part of Fort Worth’s soul,” the Basses say in the statement. “By putting this city’s stories into song, artists have the power to help our community process and heal from the unprecedented events we have all watched unfold over the last several months. As our city battles a pandemic and reckons with

the legacy of prejudice, Sounds of Resilience delivers not just highly focused financial support to Fort Worth-area musicians but also helps to create an audio record of our town’s unique perspective on all that has occurred and all that we hope to see in the future.”

Jordan Richardson was not enthused.

In a post, the Grammy-winning Fort Worth producer and mastermind behind popsters Son of Stan said, “I’m going to submit a cell phone recording of fart noises and call it ‘resilience.’ Or maybe just a bad mp3 rip of a Bachman Turner Overdrive album. Who’s with me? Also I say we boycott this panel of judges. #werenotworthy Here’s a great alternative. Go to sba.com and apply for a $1000 grant and you don’t have to prove your musical worth to anyone.”

While he went on to say he’s thrilled people in need may benefit, he added, “I just think a singing competition during a crisis is not a good way to go about helping people.”

Roots rocker Jacob Furr was less than not enthused. “This sort of Hunger Gamesstyle bullshit enrages me,” he posted.

Same goes for Quaker City Night Hawks’ Sam Anderson, who said, “Very cool. Like battle of the bands but with a forced theme.”

And Americana singer-songwriter Kevin Aldridge said, “Tell me how resilient you are. Sorry, not resilient enough.”

Judge Alexander is all onboard. He actually helped formulate the program after being approached by Sasha and Gallery of Dreams founder Lauren Saba Childs.

“Moving forward at this unprecedented and challenging time is about so much more than just finding work,” Alexander says in the statement. “It’s about reviving the spirit and soul so we can make music again. This model does both, and that’s what makes it so powerful.

“This program,” he continues, “is a lifeline for the musicians of our city. It’s a life vest for the dreams our musicians are fighting to keep afloat in the midst of two life-threatening viruses: one new, and the other –– systemic racism –– an old and deadly plague. Sounds of Resilience makes it possible for them to focus on doing what they do best –– creating. Musicians will not have to worry about their next bill or what equipment they will need to sell in order to put food on the table. It makes me proud of our city and honored to know its citizens. Individuals from all walks of life are coming together around this program. Sounds of Resilience will rekindle hope, fuel collaboration, and change the fabric of our music scene for the better.”

Sounds of Resilience follows The New Normal: An Artist’s Response to COVID-19, a similar grant offered to Fort Worth visual artists.

“Within hours of launching that program,” Sasha says in the statement, “submissions from our city’s most talented artists poured in. The need for a program like this was clear. Visual art is but one segment of our city’s creative economy, there are so many powerful and accessible mediums through which our experiences in history are recorded. We knew music would be next.”

The goal of the music grant, Fine Line says, is to “fuel the city’s creative economy and to help drive community healing and positive change.”

Good luck to all of the participants, and carry on, everyone else. Sounds of Resilience may not be very rock ’n’ roll. You can’t imagine Fugazi submitting anything but a sarcastic take. However, if the point is to inspire artists, to turn their attention back toward making music instead of worrying about catching a deadly illness or losing a loved one to it or marching for civil justice, there’s nothing wrong with a themed competition. It happens in other artistic disciplines all the time (especially writing). The theme allows the artist to focus his or her anxiety and maybe drag himself or herself into a new, non-competition project.

Even if nothing comes from it for some artists, it at least may have gotten them writing again, which is always a plus.

Grant applications are open now through August 2. The grantees will be announced on August 31 via social media.

Off the Rail

We dig The Rail. It’s a high-quality, greatsounding venue and frequently a home for hard rockers and metalheads, who have been reduced over the years to seeing or playing shows at restaurants or bowling alleys. We agree with the spirit of The Rail’s recent protest if not wholly with the form of the protest itself.

For Independence Day, Rail owner Chris Polone had invited a bunch of people to his Westside bar/venue to protest Gov. Greg Abbott’s recent order to re-close bars/ venues. The problem is that while bars/ venues are dying, just about every other kind of place is allowed to stay open, including churches, gyms, and nail salons and, at half capacity, restaurants –– places that also, y’know, serve booze.

The point of the Rail party, Polone later said in a comment on his own postparty post, was to ask why churches and restaurants (and gyms and nail salons) can be open but not bars/venues.

“Why are we different?” he said. “You can go to [permanently closed] Gas Monkey [in Dallas] and get wasted, but just because you can order a burger with your buzz, they are allowed to operate.”

You don’t even have to order a burger at a place like Gas Monkey, Polone correctly said.

You can just sit at the bar and drink for as long as you like –– just as you would at a bar/venue.

Even with 20 food trucks outside The Rail, the venue is still classified as a bar for generating 51% or more of its revenue from the sale of alcohol. The Rail’s fight, Polone said, is “either shut [all places] down, or allow us all to open. We will gladly abide by the safety regulations set forth, but at least give us a chance to do so. That’s all we ask.”

Not meaning to offend anyone, but I’d take my chances at a bar before a gym, where you’re touching the same equipment as a bunch of other people, or a church, where you’re breathing a lot of the same, stuffy air as

dozens of other folks. Clearly, bar/venue owners like Polone may believe that Abbott is engaging in some kind of vendetta against bars/venues.

God forbid people sit at a bar, nurse a beer, and watch TV or talk to a friend or *clutches pearls* listen to live rock ’n’ roll. Sataaaan!

The Texas Alcoholic Beverage Commission (TABC) “showed up and were very respectful of our stance,” Polone said, offering him the chance to either shut down on the spot or risk a possible 30-day shutdown later. Polone chose to stay open.

“Although there was not a single drop of booze in our bar,” he posted, “we [were] still in violation because we are a 51% bar.”

Since The Rail did not charge admission or sell booze, Polone said, the gathering was more of a protest than a party. “The fight is just now beginning. We now have further grounds to pursue this to the full extent of the law. Our rights were clearly violated, including our right to assemble (even in the building we pay for) as well as multiple other violations of the U.S. Constitution.”

Understanding that The Rail took a lot of safety precautions, I can’t say I 100% agree with calling people together at a time like this. Yes, I also think the hundreds of Fort Worthians protesting racial injustice need to do a much better job of social distancing and wearing masks. COVID-19 is no joke. As the majority of the rest of the world is now returning to normal, the United States is still battling the first wave. There are a lot of obvious reasons, starting with the fact that national and local leadership did not take the threat seriously from China late last year. There’s also a segment of the population who thinks COVID-19 is just the flu and that wearing a mask in public is un-American or something. (But you wear seatbelts when you’re in the car and pants when you go outside. Is that un-American, too?) For one thing, I had the flu a couple of years ago, and I would not wish it on anyone. It totally sucked. I’d keep wearing a mask if I knew it could ward off the flu alone. Two, COVID-19 is the worst virus we’ve faced in a long time. Since it’s new, we don’t have any antibodies to fight it, and unlike the flu, it doesn’t have a vaccine.

“Additionally,” the CDC says, “the case fatality rate is estimated to be 10 times higher for COVID-19 than the flu.”

Nothing will stop the conspiracy theorists from continuing to gather and continuing to shun face masks, much in the same way that nothing will stop civil justice warriors from getting together and marching. The rest of us need to do the best we can to stay indoors and away from others.

At least the marches serve a purpose other than “I need my nails did!”

Based on his post-party post, Polone believes shutting down The Rail for 30 days would be worth it.

“That was the most rock ’n’ roll thing we have ever done in our lives,” he wrote. “We will continue to update and stand up for all 51% bars/venues until this unjust shutdown is over or until all places of gathering are asked to close. This is unfair, and we will continue to stand up for what we believe in.” l
