PROPOSED REGISTRATION NUMBER: 142657 APPLICATION AND PRELIMINARY DECISION. JLB Contracting, LLC, P.O. Box 24131, Fort Worth, Texas 76124-1131, has applied to the Texas Commission on Environmental Quality (TCEQ) for an Air Quality Standard Permit for a Concrete Batch Plant Registration Number 142657, which would authorize construction of a permanent concrete batch plant under Title 30 Texas Administrative Code § 116.611 (30 TAC § 116.611) at 7151 Randol Mill Road, Fort Worth, Tarrant County, Texas 76120. This application was submitted to the TCEQ on September 1, 2016.

The proposed facility will emit the following air contaminants: particulate matter including (but not limited to) aggregate, cement, road dust, and particulate matter with diameters of 10 microns or less and 2.5 microns or less.

The executive director has completed the technical review of the application and determined that the application meets all of the requirements of a Standard Permit authorized by 30 TAC § 116.611 which would establish the conditions under which the facility must operate. The executive director has made a preliminary decision to issue the registration because it meets all rules and regulations. PERMIT NO. WQ0013457001 APPLICATION AND PRELIMINARY DECISION. Trinity River Authority of Texas, P.O. Box 240, Arlington, Texas 76004, has applied to the Texas Commission on Environmental Quality (TCEQ) for a major amendment to Texas Pollutant Discharge Elimination System (TPDES) Permit No. WQ0013457001 to authorize an increase in the two-hour peak flow from 28 million gallons per day (MGD) to 34 MGD at Outfall 001, and an increase in the two-hour peak flow from 20 MGD to 25 MGD at Outfall 002. TCEQ received this application on March 4, 2016.

The facility is located at 1687 North U.S. Highway 377, Roanoke, in Denton County, Texas 76262. The treated effluent is discharged via Outfall 001 to Cade Branch; thence to Denton Creek; thence to Grapevine Lake, and via Outfall 002 to an unnamed tributary of Whites Branch; thence to Grapevine Lake in Segment No. 0826 of the Trinity River Basin. The unclassified receiving water uses are minimal aquatic life use for Cade Branch and the unnamed tributary of Whites Branch, and high aquatic life use for Denton Creek. The designated uses for Segment No. 0826 are high aquatic life use, public water supply, and primary contact recreation. In accordance with Title 30 Texas Administrative Code Section 307.5 and the TCEQ implementation procedures for the Texas Surface Water Quality Standards, an antidegradation review of the receiving waters was performed. A Tier 1 antidegradation review has preliminarily determined that existing water quality uses will not be impaired by this permit action. Numerical and narrative criteria to protect existing uses will be maintained.

A Tier 2 review has preliminarily determined that no significant degradation of water quality is expected in Denton Creek, which has been identified as having high aquatic life uses. Existing uses will be maintained and protected. The preliminary determination can be reexamined and may be modified if new information is received.

The TCEQ Executive Director has completed the technical review of the application and prepared a draft permit. The draft permit, if approved, would establish the conditions under which the facility must operate. The Executive Director has made a preliminary decision that this permit, if issued, meets all statutory and regulatory requirements.
