PRESIDING OFFICER U.S. Navy Rear Admiral Anne Swap

Rear Admiral Anne Swap is a native of Fort Ord, California. She earned a Bachelor of Science from James Madison University and a Master of Public Health in Health Services Administration from San Diego State University.

She was commissioned and reported to Naval Hospital, Yokosuka, Japan, as an AssistantDepartment Head, Patient Administration in December 1990. In 1993, she was assigned to Naval Hospital, Twenty-Nine Palms, California, as the Department Head, Patient Administration. In 1996, she served as the Executive Assistant to the Director, Medical Service Corps at the Bureau of Medicine and Surgery, Washington, D.C. In May 1998, Swap reported to Navy Personnel Command as the Medical Service Corps, Junior Healthcare Administrator Assignments officer. In June 2000, she served as the Department Head, Health Services, Navy Support Facility, Diego Garcia, British Indian Ocean Territories.

Following that tour in July 2001, she was assigned as Officer In Charge, Boone Branch Medical Clinic, Little Creek, Northwest Branch Medical Clinic, and TRICARE Prime Clinic Chesapeake, Virginia. In June 2003, she reported as the Assistant Branch Head, Medical Assignments and Placement, PERS-4415A, Navy Personnel Command, Millington, Tennessee. In September 2005, she reported to Naval Hospital Pensacola as both the Director For Administration, and as the Executive Officer, Fleet Hospital Pensacola.

From April 2007 to April 2008, she deployed as an individual augmentee to the Combined Security Transition Command in Kabul, Afghanistan, as the Senior Healthcare Administrator-mentor for the Afghanistan National Army. In June 2008, she was assigned as Director, Special Assistant for Health Affairs, Assistant Secretary of the Navy, Manpower and Reserve Affairs, Washington, D.C. In April 2010, she served as the Deputy Commander For Administration at the National Naval Medical Center, Bethesda, Maryland. From July 2011 to May 2013, she was assigned as the Executive Officer at Naval Hospital Camp Lejeune, North Carolina. From July 2013 to June 2015, she assumed command of U.S. Naval Hospital Okinawa, Japan. In June 2015, she reported to the Bureau of Medicine and Surgery, Washington, D.C., as the Liaison Officer to the Defense Health Agency. In January 2016, she reported to the Office of the Chief of Naval Operations staff to serve as the Director, Medical Resources, Plans and Policy. From November 2016 to July 2020, she served as Commander, Naval Medical Forces Atlantic and as the Senior Market Manager of the Tidewater Military Health System. She is currently serving as the Director, National Capital Region Market.

Rear Admiral Swap is a Fellow in the American College of Healthcare Executives. Her personal awards include a Distinguished Service Medal, Legion of Merit (two awards), Bronze Star, Meritorious Service Medal (seven awards), Navy Commendation Medal (three awards), and Navy Achievement Medal (two awards).

GUEST SPEAKER

U.S. Navy Rear Admiral Darin Via Rear Admiral Darin K. Via is a native of Illinois. He holds a Bachelor of Science in Biology from Millikin University. Via enlisted in the U. S. Navy Reserve in 1985 as a Hospital Corpsman. In 1987 he entered active duty as an Ensign at the Uniformed Services University of the Health Science, where he earned a Doctor of Medicine in 1991. Via completed a Master of Health Care Delivery Science from Dartmouth College in 2014.

Via’s professional training includes a transitional internship and anesthesiology residency at the National Naval Medical Center and a trauma anesthesia fellowship at the R. Adams Cowley Shock Trauma Center, University of Maryland. He is qualified as an Undersea And Diving Medical Officer.

He has served in various positions throughout Navy Medicine to include staff anesthesiologist, National Naval Medical Center and Naval Medical Center Portsmouth (NMCP); vice chairman, Uniformed Services University; Chairman, Department of Anesthesiology, NMCP; Operative Support Service Line Leader, NMCP; director for Surgical Services, NMCP; deputy commander, NMCP; and commanding officer, NMCP. Operationally, he served as department head, Mobile Diving and Salvage Unit Two; command surgeon, Combat Support Squadron Eight; department head USNS Comfort (TAH-20) during Operation Noble Eagle; department head, Fleet Hospital Three, 1st Force Service Support Group (1st FSSG), Camp Viper, Iraq during Operation Iraqi Freedom; and commanding officer, NATO Role Three, Multi-national Medical Unit and Commander, Task Force Medical South, Kandahar, Afghanistan during Operation Enduring Freedom. Via also served as the command surgeon, U.S. Pacific Fleet, where he directed and oversaw all Force Health Protection, warfighter mission medical readiness, and strategic medical efforts in the Pacific.

Via was selected the first Navy medical officer to serve as U.S. Central Command surgeon responsible for all Health Services Support in theater as the sole advisor to the Commander on all medical matters in the most kinetic combatant command.

Via’s Flag tours include serving as deputy chief, Bureau of Medicine and Surgery for Operations, Plans and Readiness and he was appointed as the first medical flag officer to stand up Chief of Naval Operations (OPNAV) N44 as the single resource sponsor for expeditionary medical capabilities. He currently serves as commander, Naval Medical Forces Atlantic and as the senior market manager of the Tidewater Military Health System.

His professional activities include being a certified physician executive and associate professor, Uniformed Services University. He has prior service as an American Board of Anesthesiology Oral Board examiner and has held numerous leadership positions within the American Society of Anesthesiologists and the Uniformed Services Society of Anesthesiologists.

OUTGOING DIRECTOR U.S. Navy Captain Cynthia L. Judy

Captain Judy is a native of Colorado and the granddaughter of a retired Senior Chief Engineman, whose sea stories led to her career choice of the Navy. She attended the University of Northern Colorado earning a Bachelor’s of Science degree in Nursing in 1992. Commissioned as an Ensign, she attended Officer Indoctrination School in Newport, Rhode Island.

Her initial orders were to Naval Hospital, Orlando, Florida, where she served as a staff nurse on the Medical Ward and in the Emergency Room. In 1994, she transferred to U.S. Naval Hospital Rota, Spain and was assigned to the Multiservice Ward, Emergency Room, and Surgical Services.

In addition, she served as the Lead Nurse for the Space Shuttle Support Team, where she coordinated and participated in missions and training exercises throughout Spain and Africa.

Her next assignment took her to the Pacific Northwest, where she served as the Quality Manager for Naval Hospital Oak Harbor, Washington focusing on accreditation, quality care and patient safety. In 2002, she reported to Naval Medical Center Portsmouth, Virginia where she first served as the Division Officer of the Internal Medicine Unit before her selection as the Flag Aide to the Commander. In 2005, she attended Eastern Virginia Medical School in Norfolk, Virginia completing two tracks of study in Epidemiology and Health Management, and earning a Master of Public Health degree. In 2007, she returned to Naval Medical Center Portsmouth where she served as the Head of Health Promotion, as well as the Associate Director for Surgical Services.

She was appointed as the Director, Healthcare Business Operations and Tidewater Multi Service Market in April 2010, where she led the local TRICARE contract transition, providing oversight of managed care for 411,000 eligible beneficiaries and 107,000 enrollees with a prospective payment system value of 265 million dollars. In July 2012, she reported to Naval Branch Health Clinic Groton as the Officer in Charge, ensuring optimal support of the Submarine Force and its families. In July 2015, she was appointed as Executive Officer of the Captain James A. Lovell Federal Health Care Center in North Chicago, Illinois, which is the nation’s first fully integrated federal health care center between the Departments of Defense and Veterans Affairs. She served as Commanding Officer of U.S. Naval Hospital Rota, Spain from August 2017 through April 2019.

Captain Judy currently serves as the Director of Fort Belvoir Community Hospital. Belvoir Hospital is a 120-bed, 1.3 million-square-foot military community hospital that serves a regional population of 250,000 personnel with over 100,000 enrollees receiving inpatient and specialty care services supported by 55 specialty clinics, a Warrior Pavilion (for combat injured/wounded/ ill), Inpatient Addictions Program, DiLorenzo Pentagon Health Clinic, and two satellite family health centers at Dumfries and Fairfax, Va. Captain Judy’s military decorations include a Legion of Merit, four Meritorious Service Medals, Joint Service Commendation Medal, Navy Commendation Medal, three Navy Achievement Medals and various service related awards and campaign ribbons. She is a member of the American Public Health Association and the Honor Society of Public Health, Delta Omega.

INCOMING DIRECTOR U.S. Army Colonel Kathy Spangler

Colonel Kathy Spangler was born into an Air Force Family. In 1996, she earned her Bachelor of Science in Nursing from Bellarmine College in Louisville, KY, receiving her ROTC commission in the Army Nurse Corps.

She most recently served as the Commander of SHAPE and Brussels Healthcare Facilities from June 2019 - June 2021. Previous assignments were Director for Patient Care Integration, G-3/5/7, Office of the Surgeon General from July 2018 - June 2019, Commander of Andrew Rader Army Health Clinic, Fort Myer, VA from July 2016 - July 2018 and the Director for Nursing of the DiLorenzo TRICARE Health Clinic, Pentagon, Washington, D.C. from August 2014 - June 2016. Her other military assignments include: Chief, Inpatient Nursing Services and Clinical Nurse Officer in Charge of the Family Care Ward at Evans Army Community Hospital, Fort Carson, CO; Clinical Nurse Officer in Charge of the ICU, 10th Combat Support Hospital, Camp Bastion, Afghanistan; Chief, Nursing Performance Improvement, Womack Army Medical Center, Fort Bragg, N.C.; Head Nurse for a MultiSpecialty Inpatient Unit (Ward 65), Walter Reed Army Medical Center, Washington D.C.; transitioned between Company Command, Chief, Community Health Nursing, and Nurse Educator at the Wellness Center, U.S. Army MEDDAC, Heidelberg, GE; Chief, Community Health Nursing at Bayne Jones Army Community Hospital and FORSCOM Clinical Staff Nurse with the 115th Field Hospital, Fort Polk, L.A.; Staff Community Health Nurse, Walter Reed Army Medical Center, Washington D.C.; Staff Nurse, Medical Surgical Unit, Evans Army Community Hospital, Fort Carson, CO. Colonel Spangler earned a Master of Science from University of Maryland with an emphasis in Health Services Leadership/Management and Nursing Education and a Masters in Strategic Studies from the U.S. Army War College. Her military education includes the AMEDD Basic and Advanced Courses, U.S. Army Command and General Staff College Intermediate Level Education and the U.S. Army War College.

Her awards and decorations include the Defense Superior Service Medal, Legion of Merit, Bronze Star Medal, Defense Meritorious Service Medal, Army Meritorious Service Medal (5 OLC), Joint Service Commendation Medal, Army Commendation Medal (1 OLC), Army Achievement Medal (2 OLC), National Defense Service Medal, Afghanistan Campaign Medal, Global War on Terrorism Medal, Armed Forces Service Medal, Army Service Ribbon, Overseas Service Ribbon, and NATO Medal. She also earned the German Armed Forces Proficiency Badge (Silver), a proud member of the Official Order of Military Medical Merit and the recipient of the Supreme Allied Commander of Europe Recognition Award. COL Kathy Spangler is married to her amazing husband of 22 years, Colonel Brian Spangler.

They have three incredible children, Connor (23), Mary (20), and Jenna (18).
