See page 7 forresidents details on Village In November 2018, of Fair/ Plaza OaksRenovations Recreation & Park District (FORPD) passed Measure J, a $26.9 Million Dollar General Obligation Bond which will help fund major projects that will improve and expand the services provided by FORPD.

COMPLETED PROJECTS Playground Surface Replacement $461,232 project cost

Security Cameras at Fair Oaks Park Community Gardens - $22,866.34

The safety surfacing at six playground locations was replaced using Measure J funds, as they were well past the regular lifespan of the product. Safety surfacing, otherwise known as poured-in-place rubber or PIP, is a granular rubber product that is troweled in with a binding agent that creates a single, resilient, cohesive surface. This surface is safety tested and rated for each individual playground component so that any potential falls are much safer than otherwise would be. The locations at which the PIP was replaced are Montview Park, the Fair Oaks Preschool, Fair Oaks Park, Miller Park, Little Phoenix Park, and the back playground of Phoenix Park.

Measure J funds were expended to install security cameras in the Community Gardens at Fair Oaks Park with the goal of deterring thefts and vandalism. The cameras take high-quality still shots in response to movement and heat signatures.

Portable Stage - $21,181 Measure J funds were utilized in order to purchase an outdoor, portable stage in order to continue to offer events such as Concerts in the Park, Comedy Under the Stars, Kid's Art Festival, Fair Oaks Tree Lighting, and the Fair Oaks Chicken Festival while the village is closed due to construction.

In addition, the incredibly damaged PIP surfacing was torn out at the front playground of Phoenix and replaced with engineered wood fiber (EWF). EWF is another type of rated safety surfacing that can be used for fall protection on playgrounds. This EWF product was chosen for this specific playground rather than PIP surfacing due to this location's status as a potential future project site, which would likely see the playground removed and replaced.

This saved Measure J funds for another project while also meeting the safety needs of kids using the playground.

Fair Oaks Bike Park $30,000 allocated from Measure J The District utilized Measure J funds to expand the Fair Oaks Bike Park at Phoenix Park. Originally a small agility bike course for the very young on strider bikes, the bike park now contains a pump track that older children, and adults, can use to practice their trail riding skills. Additional funds were tapped in order to install an irrigation system for the ongoing maintenance of the track and a rolling gate with which the District can control access during maintenance periods or at times when the track is unsafe to ride due to being too wet.

Jim Streng Park $200,000 allocated from Measure J, $953,000 total project cost Measure J funds were used to aid in the construction of Jim Streng Park. This park is a neighborhood park meeting the needs of residents living on the eastern edge of the District. The playground has an active, “free play” area where the ground is lava, and kids can leap from logs to boulders and back again. This section of the park is good for engaging both the body and the imagination. On the other end of the park, there are several full playground features including a mini ropes course, balance bars and pillars, a rock climbing wall, a three seater spinning feature, and a full climbing structure made from ropes. The park was designed to be as low impact as possible; the lighting and irrigation are solar-powered, the plants are low water use, and the landscape is designed to retain groundwater rather than send it into the stormwater drainage system.

The District saved Measure J funds by also utilizing grant monies to pay for portions of this project.

Veteran's Memorial Amphitheatre A large portion of Measure J funds will be utilized as a part of the District’s master plan to renovate the “downtown” area. The changes will include enhanced seating and performance spaces within Plaza Park, a completely new Amphitheatre building that will enable the Veteran’s Memorial Amphitheatre to be utilized year-round by way of a black box theater, classroom and performance spaces, a lobby, and ADA seating is also being improved within the outdoor amphitheatre section. The Community Clubhouse is seeing renovations both inside and outside with accessibility updates for the upstairs auditorium, audio-visual upgrades for presentations and performances, safety upgrades to many of the building’s elements, and various other aesthetic improvements. Village Park is being enhanced with updated seating and public spaces, a brand new playground including hill-side slides and a greater footprint, and a new restroom building. In addition, parking is being re-organized in order to increase the number of parking spaces available throughout the entire site.

Finally, the project will see the roads surrounding the park site completely re-paved.

The Village / Plaza renovation project has begun in earnest! The District selected the general contractor Bobo Construction to perform the work in the village and they have recently broken ground. The overall contract amount is $21,750,000 which will cover the construction and renovations throughout the project site including Village Park, Plaza Park, the Community Clubhouse, and the Veteran’s Memorial Amphitheatre. The project timeline is still scheduled for 18-24 months, but Bobo Construction has been granted a clause in our contract that enables a bonus if the project is completed successfully at the lower end of that timeframe.

Phoenix Park Open Space

The projects listed are just some of the expenditures that have been paid with Measure J Bond Funds. Each month the Fair Oaks Recreation & Park District's Board of Directors approves Bond Fund expenditures at their regular meetings.

The District has plans to renovate the open space in the center of Phoenix Park; however, plans are currently on hold until the District creates a master plan for the whole park. Staff will be meeting with the community-at-large as well as Phoenix Park stakeholders such as little league, soccer, lacrosse, bike park users, and dog park patrons. It is the District’s intent to provide renovations which will serve the greater part of the community. One thing that is high on the District’s priority list for Phoenix Park is enhancing access and parking.

La Vista Site The District is in the process of leasing the open space property at 4501 Bannister Road, which currently holds the ballfields of La Vista School, in order to perform renovations on those fields. The project at La Vista will see renovated ball fields for use by girls softball players of the area.

SMUD Shine Grant

$5,000 SMUD Shine Grant for the Fair Oaks Community Gardens cameras. $560,929 grant for the Fair Oaks Community Clubhouse was secured by Representative Ami Bera as part of the 2022 Appropriations Package. $250,000 for general project work from the California Drought, Water, Parks, Climate, Coastal Protection, and Outdoor Access for All Act of 2018-Recreational Infrastructure Revenue Enhancement (RIRE) Grant Program. $50,000 from CALeVIP-State of California Energy Commission and Sacramento Municipal Utility District for Electric Vehicle Charging Stations.

Board of Director Meetings

Bond Oversight Committee (BOC)

The FORPD Board meets on the 3rd Wednesday of every month at 6 PM. Beginning June 2021, Board meetings will be held in a hybrid format - in-person at the Fair Oaks Water District (10326 Fair Oaks Blvd.) and via Zoom.

The BOC is responsible for the overview of bond expenditures and certifies that all bond funds will only be spent on allowable bond projects as identified in the ballot language of Measure J. Members provide a valuable link between FORPD and the citizens of Fair Oaks in regard to the bond projects.
