FAIR OAKS PRESCHOOL 2022-2023 SCHOOL YEAR Fair Oaks Preschool’s focus is on the social development of children ages three and a half through five years old. Children will benefit by developing their social skills through art, projects, stories, songs, games, and outside play. Children will also have the opportunity to develop their independence, selfhelp, and sharing skills and learn to follow directions. Our free-flow structure and developmentally appropriate curriculum provide an environment where each unique child can learn and grow, and where parents can learn more about their children. Teachers are experienced instructors committed to offering your preschooler a positive experience and providing support for your child’s first school years. Fair Oaks Preschool is a parent participation run program.

"When Summer is HOT, we make Camp COOL!" Our fully inclusive summer day camp offers a wide variety of activities, programming, arts and crafts, guest speakers/experiences, and games. With our fun-loving staff, your child will have the opportunity to make friends, discover new interests, and share memories that will last a lifetime. Enrollment starts at one (1) week sessions, Monday through Friday. Enroll for as many weeks as you'd like!.
Counselors in Training (CIT) have an essential role in helping run our CFO Childcare program. Children will look up to you for support and guidance, which will teach you leadership skills as you act as a role model for them. Working alongside our welcoming and encouraging staff, you can expect to learn a lot this summer and grow in confidence as you move into a new phase of your life and education. CFO has a proven track record of developing youth to become bright, successful young adults! Registration is open until filled. 2 spots per week available. Our skilled guide will show you how to rig up for dry fishing and nymph fishing using actual on-the-water techniques. Learn the basic techniques that will give you the confidence to catch fish wherever you go. The goal is to shorten the learning curve and improve your odds of catching fish on the fly. No equipment is necessary. Waders, boots, rod, reel, and line are provided ($50 rental value). Flies, Tippet, Strike indicators, and splitshot are not provided.

In November 2018 residents of Fair Oaks Recreation & Park District (FORPD) passed Measure J, a $29.5 Million Dollar General Obligation Bond which will help fund major projects that will improve and expand the services provided by FORPD.
BOND OVERSIGHT COMMITTEE (BOC) The BOC is responsible for the overview of bond expenditures and certify that all bond funds will only be spent on allowable bond projects as identified in the ballot language of Measure J. Members provide a valuable link between FORPD and the citizens of Fair Oaks in regard to the bond projects.
COMPLETED PROJECTS Playground Surface Replacement The safety surfacing for the playgrounds at the Fair Oaks Preschool, Fair Oaks Park, Little Phoenix, Montview, and Phoenix Park were replaced. These surfaces were well past the regular lifespan of the product, and the District chose to utilize Measure J funds to completely repair the unsafe conditions. Safety surfacing, otherwise known as poured-in-place rubber or PIP, is a granular rubber product that is troweled in with a binding agent that creates a single, resilient, cohesive surface. This surface is safety tested and rated for each individual playground component so that any potential falls are much safer than otherwise would be.

Fair Oaks Bike Park The District utilized Measure J funds to expand the Fair Oaks Bike Park at Phoenix Park. Originally a small agility bike course for the very young on strider bikes, the bike park now contains a pump track which older children, and adults, can use to practice their trail riding skills. Additional funds were tapped in order to install an irrigation system for the on-going maintenance of the track and a rolling gate with which the District can control access during maintenance periods or at times when the track is unsafe to ride due to being too wet.
Jim Streng Park Measure J funds were used to aid in the construction of Jim Streng Park. This park is a neighborhood park meeting the needs of residents living on the eastern edge of the District. The playground has an active, “free play” area where the ground is lava, and kids can leap from logs to boulders and back again. This section of the park is good for engaging both the body and the imagination. On the other end of the park, there are several full playground features including a mini ropes course, balance bars and pillars, a rock climbing wall, a threeseater spinning feature, and a full climbing structure made from ropes. The park was designed to be as low impact as possible; the lighting and irrigation are solar-powered, the plants are low-water-use, and the landscape is designed to retain groundwater rather than send it into the stormwater drainage system. The District saved Measure J funds by also utilizing grant money to pay for portions of this project.

CURRENT ROJECTS Village / Plaza Renovations A large portion of Measure J funds will be utilized as a part of the District’s master plan to renovate the “downtown” area. The changes will include enhanced seating and performance spaces within Plaza Park, a completely new Amphitheatre building which will enable the Veterans Memorial Amphitheatre to be utilized year-round by way of a black box theater, classroom and performance spaces, a lobby, and ADA seating is also being improved within the outdoor amphitheater section. The Community Clubhouse is seeing renovations both inside and outside with accessibility updates for the upstairs auditorium, audio-visual upgrades for presentations and performances, safety upgrades to many of the building’s elements, and various other aesthetic improvements. Village Park is being enhanced with updated seating and public spaces, a brand new playground including hill-side slides and a greater footprint, and a new restroom building. In addition, parking is being re-organized in order to increase the number of parking spaces available throughout the entire site. Finally, the project will see the roads surrounding the park site completely repaved. This project has been in the permitting process with the County for some time. The District is nearing the goal of starting construction on this project. Our current schedule has us beginning the bidding process, a legal requirement that aids the District in choosing an effective contractor to hire for the construction, on Tuesday the 22nd of February, 2022. Construction is currently scheduled to begin the end of April, 2022.
La Vista Site
Phoenix Park Open Space
The District is in the process of leasing the open space property at 4501 Bannister Road, which currently holds the ballfields of La Vista School, in order to perform renovations on those fields. Fair Oaks Recreation & Park District strives to provide equal opportunities for all of the residents of Fair Oaks, and the project at La Vista will see renovated ball fields for use by girls softball players of the area. This project is also awaiting an accurate expenditure report from the Village/Plaza Renovations before moving further along in the planning stages of development.
The District has plans to renovate the open space in the center of Phoenix Park; however, plans are currently on hold until an accurate assessment of the costs associated with the Village/Plaza Renovation are in staff’s hands.

RISING PROFESSIONAL Katy Coss, Fair Oaks Recreation Superintendent was awarded the Professional & Service Award - Rising Professional this March 2022 at the 2022 California Park & Recreation Society (CPRS) conference held at the SAFE Credit Union Convention Center in Sacramento. Katy Coss has provided outstanding service to CPRS in a number of different capacities. She has served District 2 in the Presidential Series and as the Administrators Section Representative. Katy has also served as the CPRS Conference Volunteer Coordinator among other roles. Katy is dedicated to CPRS and its members. She has so much passion and energy for our profession and is often the first person to jump in to help. She is a tremendous resource, helps others learn, and wants everyone to succeed. Representative Ami Bera, M.D. (CA-07) has secured over $3.76 million in funding to directly support nine community funding projects in California’s 7th Congressional District. The funding was secured through H.R. 2471, the 2022 Fiscal Year government funding package, which passed the House of Representatives on March 9, 2022. $560,929 of the $3.76 million in funding will go to Fair Oaks Recreation and Park District's Fair Oaks Community Clubhouse Facility Renovation project. The funding will be used to renovate the Fair Oaks Community Clubhouse which serves as an important gathering place for the community and would make it accessible for all ages. In particular, the funds will support accessibility upgrades for the clubhouse by building a new ADA-accessible ramp for the main entry of the facility and installing a new lift for the facility stage. “I’m incredibly proud to secure over $3.76 million in funding to directly support nine projects throughout Sacramento County,” said Representative Bera. “These investments will support vital water infrastructure projects in our region, will improve public safety, and will fund the construction of important youth and recreation centers. This funding will go a long way in making Sacramento County healthier, safer, and stronger for generations to come.” Funding secured by Representative Bera will support projects in Citrus Heights, Elk Grove, Fair Oaks, Folsom, and Rancho Cordova.

SCHOLARSHIPS RACHEL ANNE GRAY MEMORIAL SCHOLARSHIPS The Rachel Anne Gray scholarship was established in honor of Rachel Anne Gray who passed away at the age of 21 on September 2, 2012. Rachel was a member of the Fair Oaks Youth Advisory Board, graduated from Bella Vista, received her degree from CSU, Sacramento, and was a valued member of the Fair Oaks community. Scholarships in the amounts of $250-$1,500 are awarded annually to deserving high school seniors.

FIVE WAYS TO REGISTER Don’t risk a class or league getting canceled due to low enrollment. Register today! 1. Online Registration: Visit forpd.org to register online with Visa, MC, or American Express. 2. Walk-in Registration: Fill out the registration form at the District Office, Monday-Friday 9:00am-5:00pm. Cash, Check, or Credit cards accepted. Checks should be made out to FORPD 3. Mail-In Registration: Accepted with a complete registration form and correct fees. Please do not mail cash. Mail registration to FORPD District Office 4. Drop-box Registration: Accepted with a complete registration form and correct fees. Please do not drop cash. Drop-box is located at the District Office to the left of the front door for after-hours drop-off. 5. Phone-in Registration: Register over the phone for select events/programs/classes. Must be in our system as a previous customer.
GENERAL INFORMATION 1. The District reserves the right to cancel or modify any class and/or program. Classes may be canceled three (3) days prior to the start date if minimum enrollment is not met. 2. Resident/Non-Resident: Residents are those who live within the Fair Oaks area. Residents receive a resident discount in most, but not all programs and classes. 3. If paying at class, you may only pay with a check made out to FORPD or with a credit card.
EMERGENCY REPORTING IN YOUR PARK, DIAL 9-1-1 For non-emergencies regarding park security, vandalism, suspicious persons, or suspicious activities in your parks, call the District Office at 916-966-1036 Monday through Friday during business hours. After business hours or on weekends, call 916-240-3651. If you need immediate law enforcement assistance or to report illegal activity, please call the Sheriff’s Department at 916-874-5115.
REFUND POLICY 1. A full refund will be given if the Fair Oaks Recreation & Park District cancels the program or for medical reasons. 2. The online convenience fee is non-refundable. 3. No refund will be issued after the class or program has had its second meeting. 4. All refund requests will be approved or denied by the Fair Oaks Recreation & Park District. All refund checks will be processed through the County of Sacramento and mailed to you within 4-6 weeks. 5. The Fair Oaks Recreation & Park District reserves the right to adjust the refund policy, depending upon the circumstances and the severity of the situation. All refunds are required to submit a refund/transfer request form to be approved by District Staff. 6. The policy does not apply to events and vendors. Email events@forpd.org for clarification.

In consideration for being permitted by the District to participate in the above-referenced activity, I hereby waive, release, and discharge any and all claims for damages for personal injury, death, or property damage which I may have, or which may hereafter accrue to me, as a result of participation in said activity.
