COUNCIL WRAP-UP MEETING DATE: DECEMBER 16TH, 2025
EMERGENCY MEDICAL SERVICES CONTRACT UPDATE
City Council approved a motion, by a 5–1 vote, to reject the bids submitted in response to the Request for Proposals for emergency medical services for the City of Forney and Emergency Services District No. 6. Council directed Fire Chief Holcomb and the City Manager to pursue contract negotiations with CareFlite for the provision of emergency medical transport services.
MUNICIPAL HOUSING AUTHORITY DISCUSSION
City Council discussed the potential activation of a municipal housing authority as authorized under Chapter 392 of the Texas Local Government Code and authorized the City Manager to engage a consulting firm to prepare information related to the possible creation of a housing authority. A municipal housing authority is an independent public entity that can support the development and operation of affordable housing for low-income residents within the city and surrounding area. The selected consultant will present additional information at a future City Council meeting.
SINGLE-FAMILY ZONING LOT SIZE AMENDMENT DIRECTION
City Council discussed the initiation of a text amendment to the City of Forney Zoning Ordinance related to single-family residential lot sizes and approved a motion directing the Planning and Zoning Commission to establish a minimum lot size of one acre for all single-family zoning classifications. Zoning regulations set standards for how land is used and developed to promote public health, safety, and general welfare. The proposed amendment will be reviewed by the Planning and Zoning Commission, which is required to hold a public hearing and provide a recommendation to City Council. City Council will then hold its own public hearing before considering any ordinance related to the amendment, in accordance with state law.
CAREFLITE MEMBERSHIP PROGRAM APPROVED
City Council approved a Water System Agreement between CareFlite and the City of Forney for CareFlite’s optional membership program, effective January 1, 2026. The program allows participating households to avoid balance billing for eligible ground or air ambulance transports after insurance payment. The City will collect the membership fee through monthly utility bills and remit the funds to CareFlite. The monthly fee will increase from $1.00 to $2.00 per household beginning in 2026.
