Supreme Court Rules Critical Habitat to Be “Habitat”

AFRC reported that on November 27, in a unanimous 8-0 opinion authored by Chief Justice Roberts, the Supreme Court reversed a decision upholding the designation of timberland in Louisiana as unoccupied “critical habitat” for the dusky gopher frog. The economic impact of the designation was substantial, limiting the development options in a rapidly growing area of Louisiana and lowering the land value by over $30 million.

This landmark decision will likely allow further challenges of critical habitat designations, particularly where the designation is in unoccupied area or would cause significant economic harm.

Fires and Farm Bill

On a sobering note, analysis from the U.S. Geological Survey states that forest fires in California this year released carbon emissions equivalent to the amount produced by powering the state’s electricity for one year.

“We know that wildfires can be deadly and cost billions of dollars, but this analysis from the U.S. Geological Survey also shows just how bad catastrophic fires are for the environment and for the public’s health,” said Interior Secretary Ryan Zinke.

On November 29, Farm Bill negotiators announced that they had reached agreement, but the bill will not be released until it is scored by the Congressional Budget Office.

The bill is not expected to include significant new forest management provisions.

Seeking SRS Funding

The Curry Coastal Pilot reported that both Oregon Sen. Ron Wyden and Idaho Sen. Mike Crappo have called for their colleagues to extend the Secure Rural Schools and Community Self-Determination Act for at least one year in its year-end funding measures.

“Congress has an obligation to ensure that counties can adequately provide essential services for their residents,” the senators’ letter reads. “Without the certainty of these critical safety-net payments, schools, libraries, and jails are closing. Schools that remain open will see a reduction of teachers. Roads go unpaved and become unsafe. Mental and physical health services are scaled back or even ended.

forced to patrol larger and larger areas.”

SRS funding, they said, has been critical for more than 775 counties in 40 states.

The letter is also signed by senators from Idaho, Oregon, Wisconsin, Colorado, New Jersey, Arkansas, Washington, West Virginia, Montana, California, New Hampshire, New Mexico, Minnesota, Michigan, South Dakota, New Hampshire, Alaska, and Mississippi.

Humboldt State University Study Shows Promising Results for Biochar

After a years-long, $5.88 million biomass study entitled Waste to Wisdom, researchers at Humboldt State University (HSU) show that biochar production for use as a soil amendment provides more near-term promise than conversion of forest waste into biomass energy products.

The team worked on developing three different products from forest residues: briquettes, torrefaction, and biochar. Schatz Energy Research Center Director and project co-lead Arne Jacobson said biochar seemed the most promising to become a marketable product.

Jacobson said there is already interest in the results from Waste to Wisdom, including from Northern California timber companies, and the state of California is interested in biochar from the perspective of forest fire management.

Freres Makes Final Shipment to OSU

Freres Lumber Company announced the final shipment of its new, patented Mass Plywood Panel (MPP) to Oregon State University (OSU) for use in the construction of the new A.A. “Red” Emmerson Advanced Wood Products Laboratory (AWP). MPP is being used for both interior and exterior walls of the AWP as well as roofing in the George W. Peavy Forest Science Center.

The two buildings, which form the Oregon Forest Science Center, are incorporating innovative uses of advanced wood products made in Oregon.

Freres Lumber’s MPP is a new entrant in the mass timber market. It is the first and only mass timber panel constructed entirely out of Structural Composite Lumber (SCL), which means it uses 20 to 30 percent less wood, costs less, and is as strong or stronger and lighter weight than lumber-based CrossLaminated Timbers (CLTs). MPP also supports ecofriendly building practices without compromising stability, produces fewer CO2 emissions than other building materials, and is renewable, unlike concrete and steel. TW

any thought the final ep-

itaph had been written for the historic sawmill site in Emmett, Idaho, when the Boise Cascade sawmill closed in 2011. A string of new owners came and went after that — but uncertainty seems to be in the rear-view mirror these days since Woodgrain Millwork purchased the site in 2016.

Eager to outfit the dormant facility with a major high-tech makeover, the mill is now up and running the latest in sawmill equipment, indicating that the new owners see an optimistic future in southern Idaho.

“It’s been quite a journey over the last couple of years,” says Emmett Woodgrain mill manager Bob Shaw, a hometown boy who began his wood products career at the old Boise Cascade mill. When Boise Cascade left town, Shaw moved over to Woodgrain, managing the company’s door plant at nearby Nampa, before being tapped for the manager slot at Emmett.

The home office for Woodgrain Millworks is just miles away in Fruitland, with other manufacturing plants across the U.S. and in Chile. The company churns out doors, mouldings, and some 60 other secondary wood products, with Home Depot featuring Woodgrain as its largest moulding supplier.

between cost, efficiency, and reliability. They need usable technology that enhances their sawmill’s productivity without unnecessarily adding to its complexity.”

For Delicaet, the Emmett facility is all about practical innovation, with HewSaw pulling together a tried-and-true group of equipment suppliers that has fine-tuned its team after years of working together. He touts the whole installation as a turnkey approach, reducing risks to the owners. “We tend to see ourselves more as partners than suppliers,” he adds.

Installing ProLogic+

The basic needs of the new small log side were met with the flexibility of the HewSaw itself, allowing Woodgrain to mill Ponderosa pine, Douglas fir, and white fir, always being nimble to changing markets and manufacturing needs. For example, the saw’s chipper canter can maneuver to take five boards off the cant, then turn 90 degrees to re-scan, sending the products on to the bull edger, again maximizing every log for full value. Rattling off a long list of mill upgrades and improvements, Shaw notes that the new HewSaw SL250 2.2 multi-side breakdown line is the star of the show, now handling up to 16-foot logs compared to the past 12-foot log length. The mill’s older large log side has seen some upgrades, as well, but the small log side is all new.

“We’ve changed the layout of the mill drastically and improved the flow,” he points out. “We looked over where we could change things for better efficiency. It’s not up to full production yet, but we’re getting close.”

The choice of HewSaw evolved after Woodgrain researched equipment and booked a trip to Finland. “We liked the logsto-lumber line,” Shaw says of the HewSaw. “One pass and you’re done. We’re still not up to full volume and are at 1,500 logs per shift.

But we hope to be up to 2,000 logs per shift before too long.”

Bosch Rexroth came in with sophisticated Sytronix hydraulic drives, and as Bosch’s Rodney Trail notes, “It’s the most advanced system we’ve done to date for HewSaw. This machine is so advanced that it has a mind of its own, so the information going back and forth is really mind blowing. The HPU can actually tell the operator what’s wrong with itself. It is very intelligent.”

Trail defines the hydraulics as the heartbeat of the system. “Hydraulics get the tools in position fast, and they have to be reliable.

It’s all done with hydraulics and if the hydraulics stop, it all stops. Motioning pulls it all together. It’s how a machine motions.

That’s where it all starts.”

While Trail can give a good primer on the importance of hydraulics, he’s more enthused to talk about the forward thinking that has come into the field. He’s especially impressed with the freedom he and others had in designing the system for Woodgrain.

“The owners were open to all forward thinking, and they really took advantage of that forward thinking, which will save them buckets full of energy,” says Trail.

“That HPU is so smart in terms of positioning of tools, and positioning of controls and flow. It is excellent because of pressure control and the whole positioning loop.

There is more velocity and more gap control.

There is so much accuracy. It’s just a finely tuned ballet.” And that ballet, it turns out, is designed to operate with far less power being pulled from the power grid. The savings in energy costs for Woodgrain will be substantial.

“The Emmett system is the most advanced Smart System we’ve produced,” Trail says. “It was a joy to build, and it’s the crown jewel for us.”

High Marks in Technology

With “Industry 4.0” the new measuring stick for manufacturing perfection these days, Trail feels the Emmett facility definitely earns high marks. Citing the fact that humans, machines, sensors, and devices all connect and communicate with one another, Trail notes that the automated systems also create a data history, putting that data in context. between machines and people, as well, with machines taking on tasks too difficult or unsafe for humans. Ultimately, the machines are also capable of functioning in an autonomous manner in more routine situations.

Another advantage of this technology is that it allows mill staff to call upon the expertise of off-site specialists for technical assistance any time of the day. Here Delicaet weighs in on the importance of having smart technology that allows troubleshooting from afar. An equipment expert from Canada might be working in collaboration with a European specialist to help identify and correct an issue with a system located in Idaho, thanks to the commonality of supply and the worldwide cyber highways.

“We deliver an integrated package that is tried and true,” says Delicaet. “Our belief is this level of technology is not only functional but helps to mitigate the customer’s overall risk during the life of the sawline. Our customers don’t need added risk — they have enough without their suppliers adding to it,” Delicaet emphasizes.

Signode Industrial Group Strapping System

Placing the new Emmett mill in the bigger context for Woodgrain, there’s much to be said for having the primary breakdown facility just miles from other processing plants at Nampa and Fruitland. Because the boards from Emmett are destined to become appearance-based products, they need careful handling and packaging. Here Woodgrain looked to the Signode Industrial Group. “The company’s BPX strapping system really caught Woodgrain’s eye, with its top edge protectors, independent side compression units, and other features promising efficient and protective packaging and shipping,” says Dave Rentz, Signode Equipment Project Manager.

Additionally, the strapping equipment features easy-to-use modules, making the changing of strapping heads much simpler and eliminating the need for fork trucks or cranes. Signode furnished training for the fully automatic system, including equipment maintenance training.

Human Safety Vital

Meanwhile, as technology fine tunes in the sawmill, it definitely has its strong points for Bob Shaw, who cut his teeth on sawmilling in an entirely different era. He has seen the human labor associated with the old green chain and other manual chores, and the eventual upgrades to scanners and computerization.

MillProfile efficiency, but human safety is one of the biggest selling points to the new technology. “Woodgrain doesn’t just look at safety as a priority, it’s a corporate value,” he says.

“Priorities change, values do not. We want to make this mill as much hands-off as possible.

For example, we have fences around the mill, and if a gate opens, the mill shuts off.”

Economic Driver

Beyond the safety of his current 50 employees, Shaw is tasked with finding the new wave of mill workers, the ones who embrace technology and are tech savvy.

“It’s one of my biggest challenges, finding the right people. We held over some of the old employees, but this is knowledge work, not the old style labor work. We have to have some training for the new ways of doing things.”

For Shaw, the look backward to the old heyday of sawmilling in the region has been replaced with an excitement about Emmett’s and Woodgrain’s future.

“The owners, I believe, have built something special here. It’s good for the employees, it’s good for the customers, and it’s good for the community. The equipment and technology are so amazing.

“For a while, I have been focused on the

Managing the Unmanageable Lane Parry Forestry Consulting, Baker City, Oregon

O

n the afternoon of August 10, 2015, Lane Parry, president of Lane Parry Forestry Consulting of Baker City, Oregon, was visiting one of his contracted logging crews working a thinning project on the north side of Little Baldy Mountain, when he noticed smoke on the south side of the mountain. At first, he didn’t think too much of it.

A dry lightning storm had moved through overnight, and there had been several lightning strikes in the area — he knew fire crews were nearby.

“I putted around for a while looking at their job, checking the job, and the smoke was looking bigger,” Lane said. “I ended up going up on the ridge for a better look, thinking that it wasn’t that bad. About ten minutes later, the wind kicked up. I was like, ‘Oh! Yeah! It’s coming fast.’”

Lane then alerted the logging crew, and the race was on to get men and machines to a safe place as the fire devoured acres at about 20 miles per hour.

What Lane had observed was the beginning of the Cornet Fire, which eventually joined with the Windy Ridge Fire to become what is known as the Cornet/ Windy Ridge Fire. It devastated over 100,000 acres of private and public range and forest land in eastern Oregon, until it was contained in October of that year.

Little did he know that he would soon be contracted to manage the salvage and reforestation operation after the fire was out.

Tackling a Unique Challenge

Along with federal lands, the fire impacted 14 different landowners, including several of Lane’s consulting clients.

One of the biggest challenges to salvage logging in Oregon is the fact that if you salvage log, you are also responsible for reforestation. Large, corporate landowners know this and are accustomed to it. In the case of smaller, private landowners, it’s a whole other story.

Most of the private landowners had no experience with salvage logging or reforestation, nor contracting with logging outfits or tree selection. Before one tree was cut, Lane took the extra effort and educated the landowners about the reforestation issue.

Another challenge was mitigating the financial risk involved with the project.

“We were a depressed timber market salvage logging low-value pine. So you’re (continued on page 16)

The first thing Lane did was contact the Farm Services Agency to see if they had any disaster recovery grants. Fortunately, they did. The grants are designed to cover 75 percent of disaster recovery costs. “We got 75 percent of the planting costs covered, and then we started to salvage log. Didn’t take very long to get an answer. The fire was

still smoking by the time we heard from them,” Lane explained.

Securing Seedlings

The final hurdle was securing the seedlings necessary to reforest the burn, but because clear cutting is rare in eastern Oregon, an adequate supply of seedlings was not available. Lane sought the help of Private Lands Forest Network, nonprofit group in La Grande, Oregon.

“They’re usually here for non-industrial private ground with, maybe, 20,000 trees.

All of a sudden, we had a need for 400,000 seedlings,” Lane said. “Luckily, they knew what to do. The first year, spring of 2016, we could only round up 24,000 trees. But thanks to the efforts of Jamie Knight at Private Lands Forest Network, who got to working with nurseries, got them sowing a lot of seeds, last year we had 210,000. Lane contracted C&H to do the planting, who brought 17 tree planters and three supervisors to the job. On average, each planter will do about 1200 trees per day.

A Small Company Multi-tasking

“We do a lot of the same things that a

private industry forester or even a government forester would do, but as a small company we do it all instead of being compartmentalized like the forest service or state would be,” Lane said, describing the scope of his company.

Typically, Lane will sit down with a timber landowner and tour their ground with them to identify goals and objectives.

Then he will explain what he sees from a silviculture standpoint.

At that point, if the landowner decides to go forward, Lane will write a management plan.

READY FOR WORK.

Part of the management plan is a timber cruise to inventory the volume the landowner has. It also serves to separate the healthy from the unhealthy trees, so they have an idea of where each tree stands in terms of health and vigor. “The cruise helps us make our management decisions,” Lane added. “We’ll do regeneration surveys at that time too. It helps us get a picture together of what needs to be done.”

If the client then wants to commercial log, Lane will lay out the units and mark the timber accordingly for forest health and the landowner’s objectives. Lane will also contract loggers, negotiate, and sell the logs. “We used to have five or six mills we could shop around, but now we’ve got one or two. I still try to get the best price I can for the landowner,” Lane said.

In addition, Lane said he deals with the state as far as permits and any other issues or challenges that come with the project. “If we have a tricky creek crossing or logging near a waterway or fish stream, I deal with those issues and get permits.”

Currently, Lane Parry Forestry Consulting employs two full-time employees during the slow seasons of winter and spring. During the summer, Lane employs six total and contracts operators to handle the other various parts of his projects.

Lane’s two sons also work for the company during college breaks.

Coming out of Oregon State University in 1988 with a degree in Forestry, Lane went to work for Rogge Forest Products in the fall of that year. A few years later, the mill was bought out and new owners came aboard. Shortly afterward, Lane and Dick Tienhaara, his boss at the time, left to start their own consulting business.

“A lot of private ground wasn’t managed like the big companies manage,” Lane said. “It was logger’s choice, but were they making the best subcultural forestry decisions? We felt that there was a need for consulting.”

“It was right in the early 90s,” Lane recalled. “The log markets were going sky high crazy, and mills were buying everything they could find. As a result, good timber cruisers were in extremely high demand. We mainly just cruised timber.”

After five years of working together, Lane and Dick split the business up, with Dick moving to Roseburg and Lane staying in Baker and Union counties. The skills acquired over those 30 years allowed him to tackle big projects and earn the Eastern Oregon Operator of the Year Award.

Northwest native Erin LaVoie excels at 2018 Lumberjack World Championships

born. Others say champions are made. In the case of Erin LaVoie, it would seem both are true. A competitive spirit became evident during her formative years, but it was the combination of “will to win” and “ability to win” that has defined her exceptional career.

Born in Spokane, Washington, LaVoie’s outdoor inclinations led her to enroll in the forestry programs at Spokane Community College and Eastern Washington University. Schools that have forestry programs often field interscholastic teams in lumberjack sports. Just one year of competing as an amateur was all that was needed to convince Erin she wanted to expand her

involvement — to compete as a professional. She wanted to explore the world, not just the world of sawing and chopping but the planet, as well.

Mission accomplished. Foreign competitions and demonstrations have taken LaVoie to Canada, Australia, New Zealand, China, and Germany. Travel-related expenses are a significant obstacle for competitors so securing sponsors is a must.

As in logging, planning the work and working the plan are very important — the location, angle, and order of the axe blows, as well as placement of the feet on the logs and hands on the axe handle. The position of the head and the feet in crosscut sawing, movement of the arms, angles of the thrust, and withdrawal are all reviewed over and over in Erin’s head with the intensity of the review increasing as the moment of competition approaches.

LaVoie’s favorite event is the Underhand Chop. Standing atop a horizontal log, Erin is its master in the truest sense, for the log is totally at her mercy. And ‘mercy’ is in short supply when the timer says, “GO!” The axe head whistles through its arc. The log groans.

Chips the size of saucers fly. Erin’s feet swap positions. The backside of the log is attacked.

The two ends of the log move independently.

And LaVoie steps down. Smiling. Sweating.

2018 Results

All of that work, that planning, that conditioning came together this summer at the 2018 Lumberjack World Championships held in Hayward, Wisconsin. LaVoie won the Underhand Chop championship but finished seventh in the Women’s Single Buck, a second and a quarter behind Kate Witkowski (WI).

Those two women teamed up in the Jill & Jill Double Buck and took top honors.

As did Matt Cogar (WV) and Jason Lentz (WV) in the Men’s Double Buck. That pairing is of significance as Lentz is LaVoie’s Jack & Jill partner, while Cogar matches up with Witkowski. Although neither woman was part of the winning Jack & Jill team LaVoie/Lentz took second place and, less than one second behind, Witkowski/Cogar placed third.

When the last chip had fallen, LaVoie was declared All Around Lady Jill with Witkowski holding second place. Lentz took the equivalent honors for the men with Cogar close behind. With a spring in her step, Erin mounted the chopping/sawing deck one more time to accept her award.

Smiling. Appreciative. Gracious. And knowing that all the work was worth it.

n an attempt to recruit and

engage the next generation of natural resource professionals, more than 200 high school students, teachers, and chaperones attended the Third Annual Redwood Region Resource Rally held in late September in northern California. Students from six California counties (Humboldt, Del Norte, Mendocino, Trinity, Lake, and Sonoma) attended the day-long gathering to learn about forestry and natural resources, as well as agriculture and related career opportunities.

Visiting Various Stations

The forestry and natural resource students were divided into groups of approximately 30 students and rotated through six stations in the small town of Scotia. Students met with industry professionals and observed live demonstrations while learning about forestry and logging, fish and wildlife, operating heavy equipment, diesel mechanics, and sawmill operations.

At the forestry and logging station located in Humboldt Redwood Company’s (HRC) Scotia Tree Farm, students heard from professional foresters and loggers, and they observed a tree felled, bucked, and skidded. The timber faller was David Walters, and HRC employee Scotty Fowler was the operator of the Caterpillar D7HXR grapple machine.

Both talked to the students about their jobs and how much they enjoy their work.

The Scotia Tree Farm was planted in the early 1980s and supports a healthy growing redwood forest with trees more than 35 years old.

Motivating for Future Careers

When students visited the heavy equipment shop in Scotia, they learned about diesel mechanics and how to become an equipment operator. To demonstrate the value of the Redwood Region Resources Rally and to highlight current employment opportunities in the industry, the students were told that two participants in a previous year’s Rally are now employed at the shop in Scotia.

To encourage students to become involved in the industry, CAT representatives were on hand at the shop to talk to the students about training programs offered by the construction, logging, and mining equipment manufacturer. Cat offers both online and in-classroom training.

Students are getting to have real conversations with industry professionals in small group settings,” she added, “and it is very rewarding to see students excited about their career goals and making plans to achieve them.”

A guided tour of HRC’s Scotia sawmill showed students the many components of the milling operations. And wildlife and fisheries biologists educated students about career opportunities in those career fields.

New Technology and Education

Educational outreach continued when all participating students, tour guides, presenters, and volunteers gathered for lunch at Fireman’s Park in Scotia. College of the Redwoods (CR) Forestry Department presented a drone demonstration and the latest application of the technology in the logging and forestry industries. A representative of the Humboldt State University forestry program also gave a presentation, the Humboldt County Office of Education’s Building Trades Trailer was on site, and students talked oneon-one with a logging truck driver.

“We could not be more proud of the opportunities that this day offered our students,” Dale said. “The commitment and enthusiasm shown by the industry folks are a testament to the industry as a whole,” she added.

The agricultural branch of the Redwood Region Resource Rally was added to the focus of the annual gathering, to give local students information about local career opportunities in that industry. The students visited three Humboldt County businesses during their day of study: the Alexandre Eco Dairy in Ferndale, the Humboldt Auction

Yard in Fortuna, and Sarvinski Organic Farm in Pepperwood. There was also information presented about the College of the Redwoods agriculture program and the school’s Shively Sustainable Farm.

The rally was successful due in part to the sponsors of the annual in-the-field, career day event: Redwood Region Logging Conference, North Coast Ag Partners, Humboldt County Farm Bureau, Humboldt Redwood Company, and Green Diamond Resource Company.

AFRC Intervenes in Northwest Litigation

Region 1 Salvage Success

AFRC recently held its fall Region 1 monitoring meetings. Topics covered included updates from the regional office regarding direction from the Washington Office, budgets, long-term timber targets, staffing, and litigation. In FY18, the region’s timber target was 390 mmbf. Region 1 sold 355 mmbf or 91% of its target, the shortfall was due to some sales that were sold in FY18 but cannot be recorded until FY19. The FY19 target is 420 mmbf, and the region will ramp up yearly until it hits a long-term goal of 500 mmbf. The region currently has 246 mmbf tied up in litigation.

The forests are attempting to ramp up their timber sale programs from FY18. The Kootenai and Lolo sold larger volumes of salvage timber in FY18 and will ramp up from where they were in recent years. On October 30, Judge Christensen of the United States District Court, District of Montana, granted AFRC’s motion to intervene on behalf of AFRC member Sun Mountain Inc. in the North Hebgen Project litigation.

The North Hebgen Project is located on the Gallatin portion of the Custer-Gallatin National Forest and abuts the western edge of Yellowstone National Park. The project allows for 5,670 acres of commercial and non-commercial harvest and has three sales associated with the project: Teepee Stewardship, Whits Red, and Hebgen Flats.

On November 15, Judge Mosman, of the United States District Court, District of Oregon, also granted AFRC’s motion to intervene on behalf of AFRC member High Cascade Inc., in the Crystal Clear Restoration Project (CCR Project) litigation.

High Cascade is the purchaser of the Ahoy Stewardship Contract, the first sale from the CCR Project. The CCR Project is located on the Barlow and Hood River Ranger Districts of the Mt. Hood National Forest. The project’s purpose and need is to provide a sustainable supply of forest products, as directed by the Northwest Forest Plan, and address concerns related to high-intensity wildfires, specifically in the dry mixed-conifer ecosystem next to the Juniper Flats Wildland Urban Interface.

Restoring Forest Health, One Neighbor at a Time

Washington State’s healthy forests are vital to clean water and air, the economy, carbon sequestration, fish and wildlife habitat, and recreational opportunities. However, insects, disease, invasive plants, etc., continue to expand.

To restore health to our forests, DNR has developed a 20-year Strategic Forest Health Plan committed to treat 1.25 million acres of unhealthy forestland in Central and Eastern Washington by 2037.

The plan is unprecedented in its scope and application.

It embraces an all-lands, allhands approach, recognizing that solutions for improving forest health must span property lines and government jurisdictions. Coordinating forest health treatment efforts with all willing forest landowners in high-priority watersheds is a key part of the forest health plan. DNR worked on the plan with more than 30 agencies, interest groups, and organizations, representing private, state, and federal forest landowners, state agencies, tribes, the forest industry, universities, and conservation groups.

One of DNR’s key landowner groups is the small private forest landowner. The agency has foresters on staff to provide forest health evaluations, technical assistance, and cost-share programs to help offset the expense of forest health treatments.

Paradise Lost

T

he rains finally arrived in Northern California, with enough precipitation to help 1,000 firefighters battling the Camp Fire bring the blaze under control. Now the once-raging vortex that wiped Paradise, California, off the map, displaced nearly 15,000 inhabitants, and killed more than 88 people has left nothing but a slurry of ash and broken dreams.

The Camp Fire started on November 8 at 6:29 a.m. Critical fire weather conditions pushed the blaze to over 100,000 acres in two days. As of November 25, the fire had destroyed more than 153,000 acres. As of December 1, 25 people remain missing and unaccounted for, which really means presumed dead.

screens to sift through the grit and ash for miniscule human remains. DNA matching will take months to accomplish. It is California’s deadliest fire. A nightmare tragedy.

The Camp Fire was contained shortly after Thanksgiving Day, but the blathering, divisive dialog from county, state, and national leaders continues, whipped by windbags more concerned about the next election cycle than doing something positive and necessary.

President Trump has criticized California for poor forest management. Governor Jerry Brown countered with climate change.

Zinke blamed “environmental terrorists.”

And so on.

The incredible thing is both sides agree on the problems. Too much fuel in the forests.

Unfortunately, they can’t get close to a mutual agreement without drawing blood.

Last year, the major fires in Oregon and Washington seemed to wake up and prod the respective legislative gangs into action.

Hopefully, California doesn’t throw away its “don’t waste a crisis” moment. If not, it will truly be Paradise Lost.

The Farm Bill. Maybe?

As of this writing, the House-approved 2018 Farm Bill is still being bounced around the Senate. New forestry provisions in the bill feature significant forest management reforms that would protect communities and help reduce the risks of catastrophic wildfires like Oregon’s Chetco Bar fire, Washington’s Range 12 fire, and California’s Carr and Camp fires. The bill would expedite logging, thinning, and burning (as appropriate) on forests and watersheds at immediate risk; remove “hazard (continued on page 34)

Sounds all fine and dandy, doesn’t it?

Makes sense too. Should be bipartisan. Ha! Don’t kid yourself. When you have the opposition believing that any attempt to change how we approach managing our forests with thinning and fuels reduction is just another way of filling the timber industry’s coffers, you’ve got a problem.

I hope the Senate gets off the dime and the 2018 Farm Bill gets inked before our esteemed senators and representatives take a month off to press the flesh. If it doesn’t happen, I doubt anything close will pass muster once the new legislative bodies return to work in January.

Some Good News

As we come to the end of 2018, the devastation of this year’s 7,778 wildfires has been estimated to be more than 1.8 million acres, and the bickering and frivolous lawsuits continue.

However, there is good news. In March, Congress passed the $1.3 trillion omnibus budget. It stopped a government shutdown and funded our military. In addition, it solved the “fire borrowing” conundrum that has plagued the Forest Service for years.

The bill funds a contingency account for wildfire fighting with up to $2 billion a year for a decade. It will prop up the Forest Service’s management budget when suppression costs exceed the regular fire budget, and wildfire fighting costs will be paid for much like other disasters.

The spending bill also increases to 20

years the top-end length of wildland stewardship contracts for areas of high fire risk and reduces some environmental review requirements, including a 3,000-acre categorical exclusion provision that streamlines approval for logging and fuels reduction efforts on federal land parcels under 3,000 acres. This provision of the bill has lawsuithappy environmental groups whining.

The takeaway is the bill doesn’t get fully active until 2020. This year, the feds forked over $500 million for wildfire fighting and another $40 million for management costs.

The reason the big bill didn’t come into play is that the Republican majority wanted to stay within 2018-2019 discretionary spending caps.

Even with all its flaws, the bill has the

potential to make a huge difference in how the Forest Service manages the forests.

Diamond Mowers Acquires AborWolf

Diamond Mowers, LLC has purchased the ArborWolf brand skid-steer and tractor-mounted stump grinding product assets from the Minnesota-based manufacturer, WolfDesign.

Diamond Mowers will leverage its dealer network, comprised of more than 350 locations throughout the United States, Canada, Brazil, and Australia, to distribute the stump grinding products.

Diamond Mowers will rebrand the ArborWolf stump grinders and is expected to release products under the Diamond brand beginning in 2019.

New Regional Forester for Alaska Region

USDA Forest Service Chief Vicki Christiansen announced the appointment of David Schmid as regional forester for the Forest Service’s Alaska Region. As regional forester, Schmid will oversee management of more than 22 million acres of National Forest System lands in Southcentral and Southeast Alaska.

Schmid has been acting regional forester in Alaska for the last eight months filling in behind Beth Pendleton who retired in April.

“David’s more than 30 years of experience and his commitment to maintaining strong relationships with people, stakeholders, and communities make him exceptionally well qualified for this job,” Christiansen said. “I’m also pleased that he’s bringing both his leadership skills and 23 years of experience on the Chugach and Tongass National Forests to this role.”

81st Oregon Logging Conference Announces Keynote Speaker

Secretary Ryan Zinke, U.S. Secretary of Interior, has been invited to deliver the keynote address at the 81st Oregon Logging Conference, on Thursday, February 21st, 2019, in the Wheeler Pavilion, Lane Events Center and Fairgrounds, Eugene, Oregon.

Zinke was sworn in as the 52nd Secretary of the Interior on March 1, 2017. He is a fifth-generation Montanan and former U.S. Navy SEAL Ryan Zinke Commander and built one of the strongest track records in the 114th Congress on championing sportsmen’s access, conservation, regulatory relief, forest management, responsible energy development, and smart management of federal lands.

Growing up in a logging and rail town near Glacier National Park, Ryan has had a lifelong appreciation for conserving America’s natural beauty while honoring Teddy Roosevelt’s vision of multiple-use on our public lands. He has consistently led the efforts to renew the Land and Water Conservation Fund in Congress, and has also been a firm advocate for our nation’s sportsmen to gain access to our public lands with the SCORE Act and SHARE Act. Zinke also coauthored the Resilient Federal Forest Act, which initiated new reforms for revitalizing America’s timber towns and preventing wildfires by emphasizing the collaborative process.

Cutting Edge Technology Defining Tomorrow

ccording to Matthew Flood,

John Deere’s ForestSight product manager, “Successful businesses in the future will truly be defined by how well technology and telematics capabilities are leveraged by customers and integrated into day-to-day decisions in the business.”

Flood works at the cutting edge of what he calls, “a new era” in machine operations in the forest, an era enabled by telematics.

Telematics involves the gathering of machine information, data, and metrics and the sharing of that information to a central location for viewing and analysis. Flood points out that analysis, when leveraged and followed by appropriate action, can result in significantly reduced machine downtime, reductions in non-productive run time on the machine, diminished fuel burn, decreased maintenance costs, and more efficiently accomplished harvests; in general, an enhanced ability for machine owners to fine tune an entire operation with a view towards the optimization of the potential for profitability.

In the recent past, Flood puts forward, “A person might have perceived machine telematics as simply providing critical feedback about machine locations, working hours, and fuel burn.” Today, he continues, “Our machines are doing more than just sending information to a remote server, they are truly becoming ‘connected’ to our world. A customer can view information about the machines available at his or her fingertips from a location on the opposite side of the world. Dealers and technicians can remotely monitor and connect to machines and initiate data collection on demand, based on triggers such as machine alerts or fault codes.” Analysis of the data can then be utilized to reduce costs by avoiding unnecessary expensive repairs, multiple trips by a service technician who can remotely diagnose machines before leaving for an on-site visit, or any one of a variety of other problems capable of eating up cash.

The Key Is Leveraging

Telematics is not just for the large-scale

operator according to Flood. “All contractor sizes can benefit from the information provided through telematics whether that business has two or three machines or 30plus machines,” he contends. “The key is leveraging telematics’ capabilities to increase your bottom dollar.”

By way of example, Flood mentions, “One of the best ways to leverage telematics is to increase your bottom dollar through managing or limiting idle time on the machines.

Traditionally, a machine could idle between 10-20 percent of the hours that it’s utilized through a given week/month/year. Now one could argue that the savings in fuel alone is quite minimal. However, look at the larger picture: a machine that idles 20 percent of an annual accumulation of 1,000 hours just spent 200 hours sitting at idle rather than being productive. Those 200 hours not only resulted in a loss of production but also contributed to a faster degradation of both warranty and, potentially, resale value. Tracking

of fuel burn and machine utilization metrics could also point to training requirements, improper operation by an operator, or potential machine maintenance requirements.”

Minimal Training

Telematics does not, Flood says, generally require much in the way of operator training. “From the telematics standpoint,” he comments, “an operator is basically hands-off, and the data flow is autonomous. I would say, however, it is important for an operator to understand that some of the metrics about the machine could be monitored by a business owner or job site foreman.”

Machine operators can also benefit from the use of telematics. According to Flood,

He explains, “As we team [with owners and operators] and gather more information from our machines, we are developing and finding new ways to help operators be more productive through the long days.”

Communication Is Key

Flood contends that the most important factor in successfully utilizing telematics to best benefit an operation is the building of a strong relationship between the contractor and the dealership.

“The strategic part, and really the key [of introducing telematics to an operation] is to leverage and discuss the machine information after a demo of an appropriate duration,” Flood comments.

Working with the dealership’s experts, the contractor can directly relate to the information provided through telematics that is appropriate to his or her specific application; the dealership and the contractor thus learn together how telematics can best be utilized to the fullest extent in the contractor’s own specific operation.

Flood’s best piece of advice to a contractor either using, or considering the use of, telematics? Build those strong partnerships with your dealership around telematicsenabled features.

“Experts at dealers are on staff and are trained to monitor machine information and trends necessary for troubleshooting long before a customer knows there could be an issue with the machine. This leads to preventative maintenance potential and the reduction of machine downtime through proactive decision making.”
