Springfield Mill Burns

Although more than 100 firefighters battled the fire at the Springfield Plywood and Veneer mill in Springfield, Ore., they were unable to save it.

The 33-acre mill is one of four wood products mills in Oregon owned by Swanson Group Mfg LLC, a family-owned business based in Glendale.

The fire put 250 employees out of work.

Some will find work within the Swanson Group Mfg. company. A week after the fire, Chuck Wert, the chief operating officer of Swanson Group, stated, “As I understand it, we spoke with around 60 employees today, and about 40 of them say they are interested in looking at the other job opportunities we have for them in Roseburg and Glendale.”

Current reports estimate it will be approximately a year before the mill is back in operation.

Trees Save 850 Lives Per Year

The Daily Digest News reported that trees are saving lives.

When researchers estimated the direct impact tress have on air pollution and human health in the U.S., the results were startling. Trees improved air quality in the states by one percent. According to the study, that one percent improvement prevents 850 premature deaths and 670,000 incidents of acute respiratory symptoms while saving $7 billion in health care spending.

New Idaho Forest Practices Rule

The new shade rule, approved by the Idaho House and Senate Natural Resource Committees in January 2014, was signed by

the governor and went into effect on July 1, 2014. The new rule is based on actual Idaho riparian data and allows landowners and managers the flexibility to choose from two defined options.

One option allows some harvesting throughout the 75-foot (each side) Stream Protection Zone (SPZ), while the other option allows greater harvests in the outer 25 feet of the SPZ if more trees are left next to the stream. The Idaho Reporter

USFS Awards Nearly $2.3 in Grants to Help Community Forests

The U.S. Forest Service announced nearly $2.3 million in grants to help communities in eight states secure community forests.

The Community Forest Program (CFP) provides many benefits such as places to recreate and enjoy nature and environmental benefits such asprotectinghabitats and water quality. The CFP can also provide economic benefits through timber resources.

The grants will be matched with an additional $4.9 million in funding from other partners on the projects.

The projects funded in the West included: $400,000 to Humboldt Community Forest in California. Humboldt County will acquire a 400-acre redwood community forest in Northern California. $400,000 to Alvord Lake Community Forest in Montana. The Vital Ground Foundation will create a community forest that will protect 142 acres of forested land located approximately two miles from the City of Troy in Lincoln County, Mont. This project will build upon existing educational and recreational opportunities and will guarantee public access while providing demonstration projects for forest management.

The in-depth, scientific report on the causes of the OSO mudslide, which took place in March 2014, is now available.

The report comes from a team of university and private-sector researchers as part of GEER (Geotechnical Extreme Events Reconnaissance), a National Science Foundation-funded initiative to quickly dispatch scientists to evaluate natural disasters.

The report doesn’t provide a reason why the landslide happened that particular day, but it does describe the chain reaction that took place to create it.

understanding of the forest products industry along with the men and women who work in it.

With today’s social media sites, we can learn many things about the world around us. We can learn how to change the oil in our car or truck. We can research where to spend our next vacation. The problem is we don’t always know how the story may have been embellished to reinforce the author’s political position or personal beliefs.

The “In the Woods Show” gives the forest products industry an opportunity to get individuals involved. Through involvement, we create possibilities for education and understanding. The industry needs a venue like this to tell our story along the guided interpretative trail.

During our three-day event, visitors will have opportunities to gain a better understanding of new technologies and how they are applied throughout the forest products industry. Visitors will also witness these technologies in action, as a variety of forest management activities will be in progress.

Our goal is to provide a safe, fun, and educational experience for the thousands of children, teachers, logging contractors, and land managers in attendance. With the arena style format, visitors will be able to view multiple manufacturers from a single viewpoint.

The Pacific Logging Congress’ mandate of education will be on full display at this event. Our tour guides will cover several aspects of forest management including the protection of water, air, wildlife habitat, and

recreation enhancement. Logging contractors will also have an opportunity to earn professional logger credits by attending onsite seminars.

As planning initiated for this event, we realized adjustments were needed to make this year’s show another success. Therefore, a new layout was formulated and presented to several manufacturers and distributers. They quickly expressed their support and eagerness to get started. PLC — Yesterday and Today

T

he 2014 Pacific

Logging Congress’ live In the Woods Show is just around the corner. While the demos are always captivating and entertaining, they are only one facet of the organization’s repertoire.

History

PLC was established in 1909 with a membership drawn from loggers, mill owners, manufacturers, and equipment dealers representing 250 companies throughout the western United States and British Columbia.

Many non-members also participate in its programs showcasing both equipment displays and conventions where the newest machinery and supplies have been exhibited and demonstrated.

Conference topics have historically covered subjects ranging from safety and political issues impacting today’s harvest, to the utilization of new methods, sound forest management, and the latest techniques for increased productivity.

Focus on Education

A major focus of today’s PLC is education, not only of our logging community but school children and instructors as well.

It Takes a Tree. There has been resounding success with the introduction of the It Takes a Tree curriculum that includes a full-color, 32-page brochure about forestry and logging. Accompanied by a 17-minute video, this well rounded production is now in the hands of more than 15,000 science educators in the Northwest, with separate versions distributed in British Columbia and the U.S. Following close on the heels of the video, a DVD series was co-produced by PLC, Washington Contract Loggers, and Interactive Training Media, Inc. The DVD is customized for each venue of distribution.

Logger Credits

This year, loggers will have the opportunity to earn up to eight professional logging credits. Topics cover family succession planning, safety, sedimentation control, and more.

This steam donkey was on display at the 2001 PLC. It was manufactured by Willamette Iron & Steel Works of Portland, Ore, serial number 1463, was sold to Dover Lumber Co. in 1917 and was designed for road building.

Educational Tours

PLC will host 2,500 Portland and Southwest Washington teachers, students, and parents on September 25 and 26. Since its first show in 1989, PLC has hosted 14,000 students. Teachers, students, and parents will once again have a first-hand opportunity to see the value of our industry.

Career DVD

The Pacific Forest Foundation (PLC’s education wing) produced a much needed “careers” DVD titled “This Is My Office.” The DVD was unveiled at the 100th Celebration of the PLC in November 2009. Not only has it been well received by colleges and high school career counselors, it recently received the Silver Telly, which is the highest level you can receive — an international competition that recognizes the work of media professionals in the Advertising, Broadcast, Online, and Multimedia fields.

PFF Scholarship Program

In 2012, PFF established a scholarship program. Scholarships are awarded to students who are studying in the forest products industry or related areas of study. To date, PFF has awarded $25,000 in scholarships.

The Ultimate Reality Show — Live Demo

In addition to regular conventions or congresses, the Pacific Logging Congress holds an In the Woods Show every four to five years. This provides an opportunity for equipment manufacturers and dealers to not only exhibit their machinery, but also present an on-the-ground, working retrospective on hand-selected sites (five to seven acres), allowing attendees to witness actual operations under real working conditions.

In addition to the logging operations, there are also static displays and booths to view state-of-the-art technology throughout the industry.

During this three-and-a-half-day event, Congress attendees will be transported by bus to the logging sites to view the safest, most effective, and environmentally advanced techniques available.

Food and refreshments will be available, as will literature covering every aspect of this grand display. With over 100 years under our belts, PLC is confident that the In the Woods Show will be an unforgettable experience for everyone.

In the Woods Education Day

S

tudents in grades four through 12 will have the experience of a lifetime when they attend the educational In the Woods field trip, September 25 and 26, at the Port Blakely Tree Farms’ site in Molalla, Ore. A volunteer tour guide will lead classes of students along the trail through the education stations. These stations include: • The Wildlife Station. Will allow students to see how managed forests benefit wildlife and protect habitat.

• The STEM (Science, Technology, Engineering, and Math) Station. Focuses on the skills used to actively manage a forest before harvesting occurs. Class groups will be seeing an active harvest operation. This station will give students insight into the choices and careers that are part of the growing and planning that takes place before a harvest.

• The Trees 101 & Oregon Wood Products Station. Will help connect students with Oregon tree species and products. Handson manipulation activities featuring forest products and wood species/tree identification will help students establish a relationship between the trees in the forest and the products they use in their daily lives.

• The Logging Sports Station. Will provide an opportunity for high school

forestry programs and College of Forestry students to be an active part of PLC and showcase these sports to a wide variety of audiences.

• The Forest Recreation & Fire Safety station. Will promote stewardship and fire safety when students are in Oregon’s forests. A mock campsite will be set up featuring a variety of recreational activities that take place in the woods.

• The Tree Planting & Protecting Oregon Forests Station. Provides exposure to Oregon Forest Protection Laws and the people who enforce them. Reforestation is a key message, and the primary activity will be for each class to plant one tree.

• The Bus Loading Area. Will be staged with equipment to give the students an up close look and a final hands-on experience.

Port Blakely Celebrates 150th Anniversary

T

his is a big year for Port Blakely.

It’s the company’s 150th anniversary.

The company got its start in 1864, the same year Abraham Lincoln was re-elected President. That year Captain William Renton purchased land on Bainbridge Island, Wash., and founded the Port Blakely Mill Company.

Over the next several decades the company experienced both booms and busts.

Captain Renton took on new partners,

upgraded the mill and added a railroad to haul the huge logs from Mason County. The early years were not without a fair number of setbacks, too. The mill was burned and rebuilt several times and the company weathered sharp downturns in the economy. However, with perseverance, an entrepreneurial spirit, and a bit of luck, the company adapted and survived.

In 1903, Port Blakely was purchased by two partners, Ned Skinner and John W. Eddy. Skinner and Eddy saw the need for ships during WWI and expanded the company into manufacturing steel-hulled ships. Eventually, the partnership dissolved with Skinner taking over the ship building business and Eddy, along with his brothers,

James G. and Robert B. Eddy taking over the timber business.

Today Port Blakely Companies is a family-owned, diversified forest products company. While the company is no longer in the mill business, the fourth-generation of Eddys are committed to exceptional stewardship of their forestlands and businesses: Port Blakely Tree Farms, Pacific Lumber & Shipping and Blakely Pacific Limited.

ot one to shy away from a challenge, Ted Hufford, owner of Timberline Logging Inc. of Sweet Home, Ore., always knew going in it wasn’t going to be easy.

The First Truck

“I started logging with my dad right out of high school, but didn’t stay in it,” Hufford says. “I drove log truck for a small operation and then I got hired on by a big fleet but they didn’t have a truck for me. They said the new rig wasn’t going to be in for two or three months.”

Undeterred by the strange twist in circumstance, Hufford took a bold step toward the future. He bought his own truck. “I had to do something, so I created my own job,” he says.

A few years later, Hufford bought another rig to keep up with increased production. “I 36

even put my dad to work driving that truck.

He worked for us until he was two weeks shy of his 88th birthday,” Hufford adds with a chuckle.

The Move to Logging

Hufford kept on trucking until he partnered with Butch Watkins to form Ridgetree Logging in 1988. “We used to meet at our son’s basketball games. He was logging; I was trucking. We decided to go together and buy a yarder. We ran a skid side and a tower side.”

The partnership ended in 1995 and Hufford kept the tower side and founded TimberLine Logging Inc. Since then he’s bobbed, weaved and ducked nearly all the wild haymakers an entrepreneur and small businessman has to endure to survive in a rapidly changing economic environment.

Gearing Up for the Long Haul

Staying a contender in the rollercoaster timber industry means keeping equipment

in top form and on the job. It also means being adaptable to the work at hand.

The company has invested in machinery to work skid sides as well as tower sides.

“We do combination units where we run two sides but we’re beginning to run out of flat ground for our ground skid operations. I expect we’ll be tower logging from here on,” Hufford says.

TimberLine runs two log loaders, an older Kobelco 290 and a 2013 Kobelco 350.

The workhorse of the crew is the 172 Madill yarder brought on board in 2007.

Hufford said he opted for the 72-foot Madill tower because he needed something bigger and a little stronger to handle his production.

“When I started out, I had older machines. As we went along we got newer iron so they weren’t in repair all the time,” Hufford says.

Then the recession hit. “Never kept a

machine longer than 7000 hours. When the bottom dropped out I had to keep stuff around 10,000 to 12,000 hours. In 25 years I’d never kept equipment that long. We needed to hang on to it longer to bring the debt load down and survive. I always felt like you could pay for anything as long as you were working.

When you’re not working, all those payments and fixed expenses don’t go away.”

At present, TimberLine Logging contracts out for cutting, however that may change in the coming future. “My contract cutter is 67 years old and when he decides to retire I told him I’d probably take over the

cutting myself. This whole recession thing hit him pretty hard too, it was costing him money to keep his crew.”

When Hufford started out he had a number of older machines. “As we went along we got newer iron so they weren’t in repair all the time.” into the business is another challenge that must be met and overcome for success.

“Good, experienced employees are rare,” Hufford says. “Not many younger people are coming into the business either. It’s tough to find qualified people.”

Hufford fields a crew of ten, including truck drivers. They are considered TimberLine Logging’s most valuable asset.

He also believes crew experience and adaptability are just as important as machine versatility. To make sure the operation keeps rolling, most of the crew has been crosstrained to operate different machines. “The shovel operator can run the Log Max or operate the stroker,” Hufford explains.

Most of the crew has worked for the company over ten years or more. Benefits include health insurance and a 401K program.

It’s All About the Work

“The biggest hurdles we face are market variables that will keep us from being able to continue working,” Hufford says.

When the housing bubble blew up in 2008/09, Hufford was affected like every other logging operation across the country.

“When the crash hit and the housing market tanked we were told the market wasn’t strong enough. We ended up working about six months a year. It’s different now.”

In 2013, Hufford logged over 9 million board feet and hopes to boost production to over 11 million this year. Whether that goal can or can’t be met depends on several outside factors. “We work on a sustained yield.

If we get close to our quota we might have to back off and slow down,” Hufford says.

He’s relieved the recession is over, but he still sees market conditions as one of the biggest challenges his company will have to face, now and in the future.

Last year was a good year for TimberLine and this year there’s a lot more work waiting out in front. Economic indicators point to a strong recovery of the U.S. timber market thanks to the increased construction and remodeling of single-family housing. Mills have reopened and are investing to improve efficiency to boost production to meet domestic demands as well as blossoming export orders. Industry confidence is gathering strength. Still, Hufford remains cautiously optimistic. “Business looks good down the road, but I don’t think we’re out of the woods yet,” he says.

Adding Family to the Crew

To ensure the company’s management keeps a keen edge and continues to push forward, Hufford brought in his son Lucas to help manage the business, with an eye on eventually taking over.

Right after he’d graduated from high school, Lucas told his dad he wanted to come logging fulltime. “ I said that would be okay” Hufford says, “but he had to go to go to college first. At least a couple of years.”

Lucas took a couple years off to go to college at Linn Benton C.C. while working part time for TimberLine. He came back to the business full time in 2001 and became a partner in 2012.

Both men are on the job on a daily basis, with Ted operating one of the log loaders and Lucas multi-tasking where needed.

“Lucas is our number one hook tender, but when I have to be gone, he does double duty.

He can run dangle head, operate the stroker or run the yarder. He’s pretty much an all-around good hand. I call him my Vice President of Operations,” Hufford says with a slight smile. “He can pretty much do it all.”

like those faced in recent years, there are those willing to take a risk and approach a challenge in a new way. They “go for it” — establishing the new businesses needed to preserve the future of the industry.

Barnes and Sons Logging LLC, a newly formed company that logs tracts defined by the Forest Service as being at the urban public forest lands interface or “Forests at the Edge.”

Two-Man Team

Barnes and Sons Logging is a father and son team. Don Barnes, Mike says of his dad, logged from about the mid-1980s through the mid-90’s and enjoyed the experience. “I have always wanted to log. I have a small construction side, Barnes Trucking, and I thought the more diversified we could be, the better off we would be. My dad and I thought that if we could get into logging it would help fill the voids when construction gets slow.”

According to Don, Mother Nature also played a hand in the decision to start a new business. Don and Mike co-own 25 acres of timber near Centralia; acres that had been hit by an ice storm a few years ago. “If you look around, you’ll see a lot of trees with the tops busted out of them, so we thought it would make sense to log the stand before the bugs and rot got to it,” Don says.

ContractorProfile Staying Small

The Barnes’ approach to harvest is the opposite of the “Go big or go home” philosophy often prevalent in the latter years of the last century. “Our long-term plans are to keep it small; maybe eventually get a little bigger with a couple more guys but for now, the way we are doing it is working good,” Mike comments. “We do all the work ourselves but we will have subs come in if we need the help.”

A second approach to keeping it simple is explained by Don. “Modern equipment is tremendously expensive. If you buy something like a feller buncher, you are looking at hundreds of thousands of dollars of investment, and that means you have to keep the machinery running all the time.”

Pointing to a Komatsu XT445 L feller buncher equipped with a Quadco 22” hot saw that is owned by Don Fudge Contract Cutting, Don continues, “An experienced contract cutter can come in and get the job done quickly and well, and then they’re gone.

Once we’ve paid them for the job, we’re done. No machine payments and no need to go out and make sure the machine is kept busy. They move on to the next job, and we get on with our job.”

Mike adds, “It was really nice to have the

feller buncher on this job., He stacked all the butts so they’re pointing the right way; the smaller trees like what were on that job are easier for a buncher to control rather than having them hand felled.”

Once trees are on the ground, the stems are shovel logged to landings and prepared for hauling. A Danzco pull-through delimber is used in tandem with a Doosan 225LL log loader to prep stems and load them onto trucks.

“The trucking so far has been pretty easy to arrange,” Mike says. “Between the two of us we know of quite a few trucks around so finding trucks has not been an issue.”

Flexibility

The interaction between Mike’s construction company and the logging effort provides for a considerable amount of flexibility in prepping and accomplishing a harvest. A Caterpillar D5 dozer, a Kenworth T800 dump truck, and a Link-Belt 160 excavator are used for road building and other tasks.

Even when Barnes and Sons has equipment available, Don and Mike stay open to opportunity. While harvesting their own 25-acre parcel, for example, the fir market began to soften so Horsley Timber and Construction was called in to process some

of the timber with a dangle head delimber owned by that company.

“That was an advantage for us because we were able to process and ship the logs faster than we could on our own,” says Mike.

Past investments in land with timber have allowed Don and Mike to shape their business for success on their own terms rather than forcing them to go in directions they prefer not to go.

For the future, Mike says, “We plan on doing a lot of our own timber but will look at jobs that come our way. For now we just keep our heads down and keep moving forward. We are learning new things all of the time.”

Mark Twain once responded to newspaper reports pertaining to his death claiming that, “The report of my death was an exaggeration.” In 2014 the forest products industry can say the same to those who believed the industry would roll over and die in the face of the on-going recession. The key to the future, as Barnes and Sons Logging demonstrates, is maintaining a flexible operation capable of adjusting to take advantage of opportunities.

The College Crowd Takes on Woody Biomass

f you are flying out of a Pacific Northwest airport, chances are that you might soon be seated in a jet powered by woody biomass. In fact, it might already be happening.

The sophisticated woody biomass jet fuels of today – and tomorrow – are the product of years of testing and many trial runs. After the woody biomass is transformed from its crude beginnings to a highly refined biofuel, it is run through engines, and the engines are deconstructed and studied for corrosion, as well as overall performance.

Northwest Advanced Renewable Alliance

Behind some of these intense studies is a group known as NARA, or Northwest Advanced Renewables Alliance, which is composed of university scholars and scientists. The Department of Agriculture provided seed money of $40 million to Washington State University and another $40 million to the University of Washington in 2011, making it one of the largest USDA grants ever handed out. The grants cover a five-year period.

For the logging contractors working in the remote western woods, such well-funded

academic research is a million miles away. Yet in reading the NARA publications online, it is clear that the link between academics and producers is vital. Moreover, researchers are challenging high school students to delve into woody biomass power too.

Students are sinking their teeth into theories and scientific experiments, giving presentations at regional gatherings, vying for who can come up with the best ideas.

This is just one way that young people can be invited to learn about forestry cycles and the contributions of loggers in producing alternative and renewable energy sources. (Read more about NARA’s Imagine Tomorrow Competition at http://nararenewables.org/ feature/newsletter-17.)

Beyond the emerging educational opportunities, there is the woody biomass research itself. For example, the Western Montana Corridor study (http://nararenewables.org/feature/newsletter-17#story2) is an in-depth section on potential sites for the production and storage of woody biomass.

As the study lays it out, biomass is brought to a conversion facility where residuals are converted into carbohydrates, which are then processed into isobutanol, or biojet fuel. The conversion process is similar to the long-practiced method of sulfite pulping, making an old pulp mill facility a perfect conversion site.

So where are some good potential sites?

Many might be right in your own backyard.

In fact, a vacant millsite near my Princeton, Idaho, home turns out to be a feasible site, not because it’s a pulp mill, but rather because it has other attributes such as central location, railroad access, and several useable outbuildings. The study considers this site a

WoodyBiomassColumn possible feeder location that could serve a hub facility at the now defunct pulp mill in Frenchtown, Mont., 223 miles away.

Montana Corridor Study

The Montana Corridor study by NARA lists an industrial site at Libby as a potential conversion hub, with Idaho depot sites at Bonners Ferry, Priest River, and Athol, and Montana sites at Noxon, Fortine, and Thompson Falls. The study delves into the pros and cons of each site. For example, the Bonners Ferry site was previously a Louisiana Pacific mill site, with rail connections, sewer, water, outbuildings, and commercial zoning all working in its favor; not to mention abundant vacant land for biomass storage. Such a feeder system has to be part of the equation if costs are to be kept down, and Bonners Ferry fills the bill. By contrast, Noxon and Priest River are not conveniently located near rail lines, making the shipping of materials more costly.

The old Smurfit-Stone pulp mill site at Frenchtown also comes under the microscope in the NARA Western Montana Corridor study. The mill closed in 2010, but the location remains prime, being at the junction of I-90 and highways 200 and 93.

With 3,200 acres, wastewater ponds, and railroad spurs coming into the grounds, the site would make a feasible conversion hub.

As for the feeder sites, the study lists the old Plum Creek sawmill grounds at Pablo, Mont., along with the Anaconda Smelter superfund site near Deer Lodge, the old mill grounds at Princeton, eight acres at Darby, Mont., spare land around a still-operating mill at Kamiah, Idaho, and the abandoned mill operation at Bonner, Mont. In each instance, researchers have evaluated these potential depot sites as possibly advantageous because of existing rail lines, good location, remaining outbuildings, or any number of other attributes. Such attributes have to be considered, given the low commercial value of woody biomass.

the research, there is likely a new awareness about woody biomass by a part of the public that might have had little knowledge of such wood products potential.

A member of the NARA Outreach Team, Craig Rawlings of the Forest Business Network, sums up the in-depth studies this way: “Whether or not an ounce of jet fuel comes out of this project, this is very solid research that will benefit any industry that utilizes logging slash. No matter what you use this stuff for, the value is low, and the cost of collecting, processing, and transporting is

high. A major component of this project focuses on lowering these costs and improving efficiency.”

These are but some of the examples of research being churned out by NARA participants. No doubt pinpointing actual locations and the advantages of each processing site can help woody biomass processors get real about the end game. After all, biomass storage, convenience of location, connectivity to rail lines, and existing infrastructure are all vital components for turning wood waste into jet fuel.

The steady stream of residuals has to be handled efficiently and economically in order to get investors and the public to buy into the plan. An added bonus is that with college students now doing some of

ning in an ecological reserve—for Greg Pulley, owner and founder of Pulley Corp., the question isn’t what logging jobs has his company taken on, but rather, what jobs hasn’t he taken on.

Pulley became a logger because, at 23, his father called him and said, “If you have a big tower, we have lots of old growth timber to log for Barbee Mill.” That decision more than 30 years ago created a company that has survived the timber industry’s booms and busts by adapting to changing silviculture prescription practices.

Busy Days

The day I tagged along with Pulley to visit his job sites, he had a full day planned after 48

our 5:30 a.m. departure from Mountlake Terrace, a city 10 miles north of Seattle. First a visit to the city of Tacoma’s Green River Watershed where one crew was working on a Washington State Department of Natural Resources (DNR) thinning operation; over to Belfair to inspect another DNR thinning operation; and then to the coast to observe a tower logging clear-cut operation on the Quinault Indian Nation.

For Pulley, this amount of traveling isn’t out of the ordinary; the previous day had him down in the Battle Ground area overseeing a helicopter logging operation.

Running multiple jobs sites throughout western Washington is a business model that sets Pulley Corp. apart from other logging companies. Though potential jobs are a distance from the company’s base of operations in Sedro Woolley, if the calculations done by

ContractorProfile his timber manager, Don Anderson, demonstrate the jobs are profitable, Pulley won’t hesitate to bid. This means that his company has worked at sites that include Fort Lewis and the Cedar River Watershed but also over in Yakima (in eastern Washington) for an agricultural district’s thinning job, which Pulley described as being a blast.

A Forte for Thinning

Thinning operations are my company’s forte, and “the larger the project, the better it is for us,” he says. Sales can range up to eight million board feet.

Pulley began thinning almost by accident. In the early 90s, when the spotted owl issue halted federal logging operations, Pulley was working at a site that was blocked during the controversy. He had to look elsewhere for work. “I kept seeing DNR putting up thinning sales, and they weren’t selling, so after acquiring a loan from Skagit Bank, I had the funds to bid on the jobs, and I have taken them on ever since. [These jobs are] a strong meal ticket for us to keep everyone employed.”

Thinning operations can be challenging. They require good fallers (especially on tower sites) who can fall the trees in a way that not only minimizes damage to the surrounding trees but also makes it easier for crews to yard the trees. And while it is also challenging to work with the foresters assigned to oversee the operations, Pulley says, “At the end of the day, we’re here to make the prescription work.”

Flexibility

Pulley’s company purchases timber sales and contracts logs, and he says this flexibility works well for the crews. Purchasing the timber sales that can be logged over the course of several years allows him to schedule work to take advantage of the market when it is good, or in the case during the recession, keep his crews working. And his experience logging with various equipment setups, whether shovel, tower, or helicopter, means Pulley can adapt to any site condition.

Helicopter logging came about on a job Pulley did with Brian Jorgenson’s Timberline Helicopter in Port Angeles in 2006. Due to the additional costs associated with using helicopters, Pulley only considers the jobs if there is a reasonable margin of profit. At the time of the article, he had a helicopter logging job down in Battle Ground and had recently done some work in the Gifford Pinchot National Forest near Yacolt.

Of Anderson, the company’s third timber manager and former faller, Pulley says, “I couldn’t function without him.”

“My reason for treating my guys well is simple,” explains Pulley. “In this business, if you take the fun out of it, the guys will go away.”

Pulley’s crew consists of 38 dependable employees, including Pulley’s wife Katie (the office accountant) and Melissa Anderson, who handles log and trucking accountability, L&I compliance, and assists Katie and Don

—the company couldn’t operate without her, according to Pulley.

Pulley also relies on partnerships to complete jobs, and he enjoys this side of the business. “I meet the neatest people in this industry,” he says.

His company doesn’t handle the hauling; instead that is contracted out to Bob Hillier, owner of Hire Trucking, whom Pulley has worked with for many years. Pulley Corp. runs 12-16 trucks on any given day throughout western Washington, and Pulley says Hillier always comes through.

Keeping Up with Equipment

These much-needed partnerships are also found in the financing side of the business.

“When we started the business, it was with a few old pieces of equipment, and we grew very slow, saving up a bit as we went along,” Katie says.

Pulley Corp.’s first piece was a Skagit Tower, and the equipment portfolio has expanded substantially over the years. As my dad said, “‘If you have the gear, you have the job,’’ Pulley says.

To pull him through the recession, Pulley relied on the 071 Madill Yarder, 830L Tigercat with a Waratah processing head, and a 320 CAT log loader and D5H grapple CAT with a swing boom.

Pulley’s current equipment is primarily CAT because of a rent-to-purchase program offered through NC Machinery. He praises the branch manager for giving his company a “great [financing] tool” that allows him to invest in new, efficient equipment. He

also credits Skagit Bank, especially Kirk Hereford, his banker, as “always be[ing] right beside me” when it comes to lines of credit.

Out on the Green River Watershed job site we visited, Parker was running a CAT 320D, and Scott Radder was operating a Tigercat with the Waratah 622B head.

Ever Evolving

Throughout his 30-year career, Pulley has witnessed many changes, including the end of logging operations in the city of Seattle’s Cedar River Watershed. Pulley worked there during his company’s first nine

ContractorProfile years, contributing to the 200 loads a day that came out of the watershed. But logging operations ceased after the public voted to place the entire area into a habitat conservation plan.

Pulley remembers the watershed’s director vowing logging would never happen again. Twenty years later, logging did happen again, albeit as thinning operations, and Pulley found himself back working in the watershed.

Because the Cedar River Municipal Watershed is considered an ecological reserve with the goal of creating an old growth forest, silviculturist Rolf Gersonde‘s prescription called for selective thinning.

Pulley’s crew had to work slower and adapt their traditional yarding techniques to minimize the damage to the surrounding trees.

As an example, instead of yarding trees uphill, they were yarded downhill.

In reflecting on the job, Pulley said the relationship with Gersonde and his company worked really well, and he is proud of the work they accomplished. With the Cedar River Municipal Watershed also being FSC certified, Gersonde asked if Pulley would be interested in obtaining FSC certification

to keep the chain of custody intact. Though earning FSC certification wasn’t a requirement of being awarded the job, Anderson said becoming certified made sense, and Pulley Corp. is the only logging company they know of that has this certification. He worked with Sustainable Northwest to earn the certification and described the process as pretty straight forward.

“Although the certification doesn’t necessarily always yield a higher price at the mill, it just gives us an upper hand on certain sales,” says Anderson.

Looking Ahead

Pulley is optimistic about the future, yet he also sees the reality of fewer younger people entering the workforce, the high L&I rates, increasing operating costs, and a public that doesn’t fully understand the complexities of logging or realize that loggers are conservationists at heart.

“The people I know, we want to protect the resource the best we can,” Pulley says.

“We need to protect what we do…so it can continue in the future.”

ftentimes, loggers are

challenged with tight landings. This creates several hazardous conditions: losing logs out the chute, having machines hold logs in place, logs sliding while chokers are being un-belled, and limited decking room. Over the past few years,

there have been hospitalizations of chasers and rigging crews from logs being lost out of the chute in tight landings. In some instances, landings cannot be made large enough and other mitigations need to occur, such as machine assist, but that should be a last resort.

Tips for small landings:

• Look at each job before moving in and have a plan.

• If the landing is going to be too small, work with the landowner.

• Have a jump-up landing, work with landowner or increase size, or change landing if possible.

• Do not place yarder at edge of landing (if avoidable) to give more room.

• Go over the landing at the pre-job safety meeting.

• If the landing is too small and a machine must be used to hold logs in place, be cautious and: - Do not allow rigging crew to set chokers until there is no danger of logs being lost.

- Ensure crew clears out far enough that if a log is lost they won’t be struck.

- Keep good communication with the chaser and operator and do not allow them in until all logs are secured.

- Keep turns smaller so the machine can grab all logs.

- Processors and strokers can secure logs, but they are not designed to and logs can be lost easier.

The Montana Logger reported that Montana’s Legislature established the third week in October as Montana Forest Products Week, appreciating the locallymade wood products, forest stewardship, employment in the forest products industry, and access to public and private forests.

This year’s events will run October 17-25.

The kickoff event will be a three-day Habitat

for Humanity Blitz Build in Stevensville organized by the Society of American Foresters (SAF). The SAF is currently looking for volunteers to work the event — from swinging hammers to donating logs.

There will be mill tours and open houses in St. Regis, Seeley Lake, Clancy, Deer Lodge, Missoula, Reid Point, Ashland, and Stevensville. There will be also be Chamber of Commerce Timber Tours in Kalispell and Missoula. Other events include a Walk in the Forest in Anaconda with the Deer Lodge High School and Walk in the Woods for 4th-8th graders from Ashland School.

In 2003, Oregon OSHA adopted Division 7 safety and health rules for forest activities, which included new requirements for all operator protective structures (cabs) on machines manufactured on or after July 1, 2004. The requirements incorporated ISO and SAE standards to help ensure operator protection from materials handled and rollover/tip-over hazards.

Oregon OSHA later extended the 2009 compliance deadline to July 1, 2014 to give companies more time to cycle out their older machines.

As of July 1, 2014, machines with 360degree, upper-structure rotation manufactured before July 2004 must have the same level of protection that 437-007-0775 requires for newer machines or they must be limited to: • Surfaces that are prepared, excavated, or constructed of solid materials with a slope less than 20 percent when handling logs or other materials • Use as an anchor for a cable-yarding system where there is a clear path of travel and slopes are 40 percent or less. www. orosha.org TW

Time for Congress to Improve the Health of Forests, Rural Communities

or too long, our elected officials in Washington, D.C., have avoided finding real solutions to the growing problems in our federal forests and local communities. As federal timber harvests have declined more than 75 percent since the 1990s, our forests have become more vulnerable to wildfire, insects, and disease. As logging and mill companies have closed, many of our communities have suffered from high unemployment and poverty.

Fortunately, more of our elected officials are getting the message and are supporting permanent and comprehensive solutions for our federal forestlands. The increasing intensity of catastrophic wildfires has brought national attention to current federal land management policies. While we’ve seen some positive legislation pass in the current Congress, we have more work to do to increase timber harvests, increase the pace and scale of critical forest restoration projects, and put more people back to work.

Farm Bill

Bipartisan passage of the 2014 Farm Bill represents a positive step toward improving the health of our federal forests and rural communities. Among several provisions, the Farm Bill requires the Department of Agriculture to designate treatment areas on at least one national forest in each state (if requested by the Governor) that the department determines are experiencing declining forest health due to insect or disease infestation. If certain conditions are met, projects would be eligible for a 3,000-acre categorical exclusion for qualifying projects. Thirty-six states have requested designations thus far, totaling 45 million acres of at-risk federal forest lands.

Though the Farm Bill offers many benefits for our forests and rural communities, it does not make significant changes to a system that promotes obstruction, delay, and constant litigation in federal timber sales and other forest health projects. Many in Congress recognize the need for solutions that ease the “analysis paralysis” and endless environmental lawsuits that prevent the active management of federal lands.

Reforming Federal Forest Management

In the current Congress, two bills have been introduced to reform federal forest management on a national level. H.R. 1526, known as the “Restoring Healthy Forests for Healthy Communities Act,” re-establishes the priority of actively managing our forests and promotes timber production on Forest Service commercial timber lands – areas that were specifically identified by the Forest Service for timber harvests. It requires the Forest Service to produce at least half of the sustainable yield of timber each year and, as required by law since 1908, share 25% of receipts with the counties to help fund schools and infrastructure projects. H.R. 1526 also includes provisions to restore management to much of western Oregon’s “O&C” lands administered by the Bureau of Land Management. The bipartisan provision would increase timber harvests while offering legal certainty against lawsuits.

H.R. 1526 was approved by the U.S. House of Representatives on a bipartisan vote in September, 2013.

National forestry legislation has also been introduced in the Senate. Wyoming Sen. John Barrasso introduced the National Forest Jobs and Management Act (S. 1966), which requires the U.S. Forest Service to implement commercial timber harvest projects on 7.5 million acres already deemed suitable for timber management over 15 years.

It also tries to prevent delays due to litigation by requiring that lawsuits be resolved

through arbitration. Though it has received a hearing, S. 1966 is pending further action in the Senate Energy and Natural Resources Committee.

No effective measure to restore management on O&C lands (including H.R. 1526 and S. 1966) has advanced through the Senate Energy and Natural Resources Committee in the current Congress. There appears to be little momentum in the Senate to address comprehensive federal forest reforms. Since Louisiana Sen. Mary Landrieu took control over the committee, it has taken no action on any measures that would meaningfully reform the management of federal forests.

Getting Legislation through Congress

Passing effective national forestry legislation through the U.S. Congress is difficult.

Extreme environmentalists are well-funded, well-organized, and well-represented on Capitol Hill. To match the environmental lobby’s influence on our elected officials, it is important for everyone who supports active management of our federal forests to get involved.

To express your support to your senators, call their offices, send them an e-mail, or attend a town hall. With the 2014 midterm election coming up, ask candidates at all levels of government where they stand on public land management and whether they’re willing to vote for the meaningful reforms we need to improve the health of our forests and rural communities.
