Housing Market Predictions for 2022

The National Association of Home Builders and other experts predict that home prices will continue to rise, though at a slower rate than last year. For those looking to sell, new technologies like iBuying will continue to streamline real estate transactions. And current homeowners will likely have another year to capitalize on rising property values by refinancing if they haven’t already.

Experts also predict an extension of two major 2021 trends: low housing inventory and supply chain issues, both of which will continue to hamstring construction and renovations. Meanwhile, two new issues, inflation and rising interest rates, will contribute to another challenging year.

Biochar Potentially a Cheap Material for Energy Storage Devices

Due to increasing population and industrial energy demand, as well as the depletion of conventional fossil fuels and the declining surroundings, companies are motivated to find sustainable energy and storage solutions.

Therefore, manufacturing profitable and high-performance materials utilizing a simple synthesis approach that can be applied on a wide scale is an emerging subject of supercapacitor research, reports Shaheer Rehan of Azonono.com.

Many nanomaterials have been looked at to increase the efficiency of supercapacitors.

Due to expensive production and manufacturing of nanomaterials, the progress has not been successful. However, researchers hope that a final solution can be found in nano-sized Mesoporous biochar. An article recently published in the journal, Material Science for Energy Technologies, explores just that possibility.

Biochar made from the pyrolysis (chemical change brought about by the action of

heat) of inexpensive biomass precursors has a hierarchical porous structure. According to the study, there is “great promise of porous biochar derived from biomass pellets as a low-cost electrode material for high-performance energy storage devices.”

FWS Publishes Replacement Rule for Northern Spotted Owl Critical Habitat

Recently the U.S. Fish and Wildlife Service (FWS) published a final rule (replacement rule) that effectively designates more than 9 million acres of critical habitat for the northern spotted owl (NSO). This rule is the product of a process that began in 2012 when FWS added over 4 million acres to the previous critical habitat designation.

A legal challenge to that revision resulted in a settlement agreement where FWS agreed to reconsider the critical habitat designation and revise the rule or withdraw its proposed rule by a certain date. That revision was finalized in January 2021 with a 6-million-acre critical habitat designation. The agency then delayed the effective date of the rule and reinitiated the revision process with a proposed rule released this summer.

Franz Announces Keep Washington Evergreen Legislation

Washington Commissioner of Public Lands Hilary Franz announced a new legislative initiative to conserve one million acres of working forestland at risk of conversion and replant one million acres of forest following recent losses to catastrophic wildfire and decades of urban development.

AFRC joined Commissioner Franz, State Representative Kirsten Harris-Tally (D-Seattle), and representatives from the Colville Tribes, the Nature Conservancy, and the Build Back Black Alliance at a press

conference in Olympia to announce the legislation. At the Department of Natural Resources’ (DNR) Webster nursery, 250,000 Douglas fir seedlings provided the backdrop for the announcement. Commissioner Franz spoke about the importance of maintaining Washington’s working forests and the many benefits they provide as they face increasing development pressure. The legislation, which hasn’t been formally introduced, will seek to recognize the importance of working forests and explore voluntary, non-regulatory approaches to keep them in forestry. The legislation will also focus on opportunities to replant following wildfires and plant more trees in urban areas. BLM to Reduce Fuels on 36K Acres in Tuolumne County

The Union Democrat reported that the federal Bureau of Land Management (BLM) is planning fuels reduction projects on 900,000 acres in high-risk areas throughout California and northwest Nevada over the next 10 years, including 36,000 of the 46,000 acres the agency oversees in Tuolumne County.

Dore Bietz, Tuolumne County Office of Emergency Services coordinator, brought BLM’s plans to the county board of supervisors.

Bietz said she was speaking for the county’s Natural Resources Committee and Fire Safety Advisory Committee work groups.

Nick Casci, chief of Cal Fire’s TuolumneCalaveras Unit and the Tuolumne County Fire Department, told the board that BLM’s efforts will potentially help reduce fuels on lands that have not yet been treated.

The American Wood Council (AWC) announced the election of PotlatchDeltic President and CEO Eric Cremers as the chairman of the AWC Board of Directors for a twoyear term, effective January 1, 2022.

With extensive timber and real estate interests in Arkansas, PotlatchDeltic operates a sawmill in Waldo and maintains a regional headquarters in El Dorado.

Ricky Stanley, president and CEO of TR Miller Mill Company was elected the first vice chairman, and Sean Eric Cremers McLaren, president of West Fraser, Solid Wood, will be the second vice chairman. Duane Vaagen, president of Vaagen Brothers Lumber Company, was elected as a new member of the board.

Matt McCombs to Lead Colorado State Forest Service

The Daily Sentinel reported that Matt McCombs, currently Gunnison district ranger for the U.S. Forest Service, is leaving that job in early January for his new position as state forester, leading the Colorado State Forest Service. There, he is looking forward to expanding on his previous work doing shared stewardship projects on forests to address threats such as beetle and disease infestation and wildfires. He will be able to take advantage of new state and federal funding being made available for such work.

“Between the investments the [state] legislature had made and the investments Congress has recently made, this is an extremely exciting time [for forest management],” McCombs said.

President’s Message

W

elcome, everyone, to the 84th Annual Oregon Logging Conference!

It is my privilege to preside over the OLC and extend this welcome for the second time. We all know about the challenges we faced over the last year, and it is exciting to be planning for our traditional conference February 24–26 at the Lane County Events Center and Fairgrounds. You can expect to see the familiar dealer equipment displays, numerous vendor product displays, and opportunities for continued education. Above all and eagerly anticipated, is meeting face to face with the people of our industry and those who support it.

Like myself, the theme for this year is making the rounds for a second time— with a slight variation. Family, Friends and Forestry 2.0 will carry us through the conference this year and has carried us as we navigated through the many uncertainties that we faced.

This year’s keynote speaker, Blake Manley, the creator of the YouTube series Manley Jobs, will talk about the methods he is using to reach out to high school students and increase their awareness of jobs and careers in the forest products and natural resource industries.

On a personal note, I would like to say again what an honor and privilege it is to serve as the president of the 84th Oregon Logging Conference. The theme, Family Friends and Forestry 2.0, is representative of most of the true constants in my life. My family has been in the logging contracting business for nearly 70 years. As a thirdgeneration logging contractor, I am proud to have been able to bring my two sons into the business, as my dad did nearly 30 years ago and his dad before that. One of the greatest privileges of being raised and working in this industry are the “characters” and people of character I know or have known and been able to call my friends. Forestry is simply the bond that ties us all together. It is the

Scott Melcher strength of all the elements of this theme that will lead us through the current challenges we face and the ones we will continue to face in the future.

I speak for myself and all the directors of the Oregon Logging Conference by saying we hope you find value in the programs and events that we are providing for you, and we are looking forward to restoring the conference to its full content this year. We appreciate your support and joining us in our celebration.

Registering and attending the Oregon Logging Conference will not only connect you with others in the industry and provide an opportunity to learn about current issues facing the logging industry, but you could

also earn a total of up to 15 Professional Logger credits.

The logging industry depends on a workforce that is highly skilled and up to date on current regulations and techniques,

Turn to page 32 and 33 of this show guide and see what seminars and workshops are offered and then choose a combination for earning the credits. With a little planning the OLC can provide some of the Pro Logger credits needed to ensure that everyone in the industry is the best they can be.

Here’s one way to get the most credits.

If a company sends two representatives to separate seminars and workshops on both Thursday and Friday, a total of 15 Pro Logger credits could be earned, which includes the two credits awarded for registering and attending the OLC. All credits earned are applicable toward Professional Logger certification and fulfilling the requirements in the Sustainable Forestry Initiative.

As in prior years, a punch card system will be used to document attendance for earning credits. The punch card is included in the OLC registration packet and will be punched at the end of each seminar and workshop that is attended.

Manley is extremely proud of his background as a logger and working in the family business, Manley Brothers Logging, based in Cove, Oregon. His father Kevin Manley has been a logger for 50 years, learning the business from his grandfather, logging in northern California.

Jay Peppard

With more than six years of experience, Peppard is considered a semi-professional wood carver. He creates unique chainsaw art for home and garden, as well as for businesses. He often carves bears, birds of prey, owls, wolves, and fish. One of his earlier creations, a giant bee, can be seen at the McKenzie Lavender Farm. Peppard sources the local cedar he uses for his art pieces from Oregon, and has also in the past, worked with stumps onsite. Peppard lives in Cottage Grove, Oregon and has been a regular participant at the Oregon Logging Conference.

Nick Myers

Myers learned his carving skills from his father, chainsaw artist Chris Myers, while he was growing up in Newport, Oregon. He and his father work together to create their own works of art. Nick has more than eight years of experience and is considered a semi-professional wood carver. Bear carvings are Myers’ favorite chainsaw art pieces.

Wayne Lyon

Lyon studied under another well-known chainsaw carving artist, Mark Colp. Originally from northern California, Lyon now resides in Ocean City, Washington. He has been carving for 25 years and his specialties are bears and trees. He’s also known for his water fountain benches.

Each of these carvers will donate one of their carvings to the Oregon Logging Conference Foundation Auction.

Log Loader Competition Watch as skilled log loader operators demonstrate their abilities in the Oregon Logging Conference’s 12th Annual Log Loader Competition. This two-day competition determines who is the best at the speed, skill, and efficiency of operating a large hydraulic log loader. This is an interesting and popular event at the OLC.

The Certified Foresters® program is offered through the Society of American Foresters (SAF) and provides a consistent, national credential for a professional forester. Future Forestry Workers Career Day

To celebrate the 5th Annual Future Forestry Workers Career Day this year, the plan is to have as many as 900 high school students participate in an in-person, interactive and hands-on career day. This will take place Friday, February 25 at the Livestock Arena on the Lane County Fairgrounds.

This popular event will give students an opportunity to talk to resource professionals and take part in hands-on activities as they learn about current career opportunities in logging, forestry, and other natural resource industries.

New this year for the career day event will be a harvest simulator competition, where high school students will compete with industry teams. The Oregon State University College of Forestry is hosting this event to promote an initiative to supply Oregon high school CTE (Career and Technical Education) programs with harvest simulators and training.

Specific topics will include forestry, reforestation, mill and forest production, logging, trucking, diesel mechanics and welding, operating heavy equipment, and wildland firefighting. Students will also take a selfguided tour of the equipment on display at the Oregon Logging Conference “Students will have the opportunity to see today’s state-of-the-art and technologically advanced logging and forestry equipment,” said 2018 OLC President and Career

Day Co-Chair Rick Kriege. “The students can find equipment and other displays both inside and outside, and booths with information about various aspects of the logging and forestry industries,” Kriege added.

This event takes place during the Oregon Logging Conference and is sponsored by the Oregon Logging Conference Foundation, a non-profit organization dedicated to educational outreach.

High School Forestry Skills Competition

Students attending the Future Forestry Workers Career Day will also get to observe a logging and forestry skills competition by high school students from Natural Resource clubs. These young men and women will demonstrate skills including cable splicing,

choker setting, crosscut and single buck sawing, compass and pacing, tool identification, log scaling, and axe throwing.

High School Forestry Skills Competition Chair Jeff Plikat said, “This event was incorporated into the Future Forestry Workers Career Day so that all students could watch peers practicing their hands-on skills. Since we’ve focused our efforts on building this program,” he added, “it has only continued to grow and expose more kids to the industry.”

As efforts continue to attract the next generation workforce to the logging industry, over the past several years, this Career Day event has reached nearly 1,200 high school students.

east bank, Hauth had to install two temporary crossings by placing a 36-inch-high culvert and covering it with logs. Timber from the east side of the stream was felled and then passed by a mechanical arm across the stream to minimize any impact to the stream or vegetation along it. Access on the west bank required rebuilding a disused old road close to the stream. Large rocks and several logs were used to armor the bank to prevent sediment from entering the stream. All streamside vegetation was protected from damage through the course of the harvest.

Of the Operators of the Year, ODF Forest Resources Division Interim Chief Josh Barnard said, “This year’s honorees represent innovation to protect water quality, care in harvesting that leaves an overcrowded forest in a safer, healthier state, and helping others begin to recover in the wake of devastating wildfire. They have shown an outstanding ability to meet landowner objectives while exercising extraordinary care and diligence in challenging harvesting situations,” he added. “We’re pleased to recognize the leadership and community spirit these operators have shown,” Barnard said.

Regional Forest Practices committees select the operators of the year and merit award recipients from among nominees sent in by landowners, ODF staff and others. The award recognizes forest operators who, while harvesting timber or doing other forestry work, protect natural resources at a level that goes above and beyond requirements of the Oregon Forest Practices Act. All Around Logging, LLC owner Aaron Silbernagel was recognized for his work helping numerous small landowners devastated by the Beachie Fire, which burned 193,000 acres in eastern Marion and Linn Counties in September of 2020. Silbernagel helped landowners access what timber could be salvaged after the fire. He not only harvested the trees but worked to find mills that would take the scorched logs. He also worked with the North Santiam Watershed Council and Marion County Soil and Water Conservation District to find native seedlings to help reforest the burned areas up and down the Santiam Canyon.

Owned by Wally Plikat, this company took on a difficult operation on a unit in Douglas County that bordered a busy state highway, had two different utility powerlines running through it, and a fish-bearing stream and wetlands. Plikat Logging Supervisor and Wally’s son Jeff explained that excellent communication and coordination with utilities during logging prevented any damage to powerlines, avoiding disruptions to customers. Thoughtful selection of access roads and timing more logging at night also avoided traffic delays on the bordering highway.

Felling parallel to the stream and choosing landing sites carefully also helped preserve intact the buffer zone protecting the stream and wetlands.

OLC Repair & Recovery Fire Relief Fund More than $200,000 has been donated to the Oregon Logging Conference (OLC) Repair & Recovery Fire Relief Fund since September 2020 when the fund was established, and the majority of that money has been distributed to businesses impacted by recent wildfires.

Assistance provided by the OLC Repair & Recovery Fire Relief Fund is under the guidance of a separate committee, chaired

by OLC Board Member Heidi Leib. "It was Leib’s idea to explore creating the program to provide financial support to timber-related contractors impacted by the fires, as they struggle to get back on their feet," said 84th Annual OLC President Scott Melcher.

“These are the same people we rely on for forest salvage and restoration efforts,” Leib said of those who have received assistance.

The Fire Relief Fund targets businesses that lost equipment, tools, and supplies in the wildfires. Assistance has been given to help with insurance deductibles, cover the costs of moving and repairing equipment, and replacing equipment and supplies.

A fundraiser for the OLC Repair & Recovery Fire Relief Fund held in March 2021 raised more than $83,000 for financial assistance. “I would like to say a huge thank you to all who stepped up to support this

very worthy cause,” Leib said, and expressed her appreciation to everyone who has generously donated and supported this program.

Kevin graduated from Oregon State University in 1997 with a Wildlife and Forestry degree. He worked in California for eight years contracting with Sierra Pacific Industries before returning to Oregon where he has been with Seneca for the last 16 years, primarily as a GIS Inventory Forester among other duties, and is now in the log procurement department. Kevin is a 6th-generation Oregonian with roots in the timber and timber products industry. He has a passion for the outdoors mainly focused on hunting, fishing, and hiking.

Ted was the Director of Timberlands at Seneca Sawmill in Eugene when the company merged with Sierra Pacific Industries in 2021. He was hired by the Seneca Jones Timber Company as a silvicultural forester in 1998 to work at the company’s tree farm in Roseburg.

Ted was recognized by the Society of American Foresters as the 2021 Oregon Forester of the Year. At that time, he was involved with Oregonians for Food and Shelter and was a member of the Eastern Lane Forest Protective Association. He is the company’s representative with the Center for Intensive Planted-Forest Silviculture.

Matt is a 1995 graduate of Oregon State University where he earned a BS in Forest Management with a business minor. Following eight years as a forester for Willamette Industries in both Oregon and Washington, he worked three years as a commodity buyer for Jeld-Wen in Bend, Oregon, and later for his family’s construction business. Matt has been with Miller Timber Services since 2010 as a forester and manager of Cut-to-Length harvesting systems. Today, Matt is Vice President of CTL Systems and is the company’s Chief Forester, working for private and public 36

Since 2018, Preston has held the position of Cut-to-Length Operations Specialist and Director of University Outreach with Miller Timber Services. He oversees harvesting operations for the Cut-to-Length Division and specializes in harvesting productivity analysis through the onboard Ponsse computer software. This analysis has led to more efficient operations and best management practices. Preston is passionate about research and development and oversees implementation of software and technological programs and tools such as electronic log-ticketing, equipment modifications, and software testing.

Preston graduated from Oregon State University in 2016 with a BS in Forest Engineering and a minor in Business & Entrepreneurship, and in June 2019 with a Master of Science in Sustainable Forest Management and a Master of Business Administration in Supply Chain & Logistics Management.

Matt Hill is the Executive Director of Douglas Timber Operators based in Roseburg. He was born and raised in Douglas County, where his family homesteaded six generations earlier.

Hill earned a bachelor of science degree from Georgetown University’s School of Foreign Service in Washington, D.C. For ten years following college, Hill advised U.S. Senator Gordon Smith (R-OR) on forestry, natural resources, and Indian affairs. In 2007, he was bestowed an “Honorary Fernhopper” award from Oregon State University’s College of Forestry. In 2011, Hill launched a federal policy consulting business and continues to represent various clients from the Pacific Northwest.

2022 RESOLUTION OPPOSING S. 192- RIVER DEMOCRACY ACT

A resolution by the Oregon Logging Conference Opposing S. 192, the River Democracy Act WHEREAS, on February 3, 2021, United States Senators Ron Wyden and Jeff Merkley introduced S. 192, known as the “Rivers Democracy Act” to designate specified river segments in Oregon, as components of the National Wild and Scenic Rivers System; and WHEREAS, S. 192, as introduced, would apply Wild & Scenic River designations to nearly 4,700 miles of Oregon rivers, streams, creeks, gulches, draws and unnamed tributaries, many of which are not rivers, are not free-flowing and do not carry water year-round; and WHEREAS, S. 192, as introduced, would apply halfmile buffer restrictions to waterways designated as Wild & Scenic under the Act, affecting economic development, public access, water resource management, forest and vegetation management, ranching and grazing, mining and other responsible multiple use activities on an estimated three million acres of public lands in Oregon – a land mass nearly twice the size of the state of Delaware; and WHEREAS, arbitrary land designations, including those lands designated under the Wild & Scenic Rivers Act of 1968, impose restrictions and additional federal bureaucracy on multiple-use land management activities, and federal courts have upheld legal challenges to those activities on the basis of these designations; and WHEREAS, Oregon has experienced severe wildfires that have threatened and displaced our citizens, damaged private properties, affected water resources, impacted recreational opportunities, wildlife habitat and other natural resource values, and affected the state’s economy; and WHEREAS, severe wildfires have ignited and/or spread on unnaturally overgrown and fire-prone lands administered by federal land management agencies, and those agencies have failed to adequately mitigate the risks to Oregon’s rural communities and natural resources; and WHEREAS, S. 192, as introduced, does not direct or authorize federal agencies to utilize available and 44

land management tools- including mechanical treatments- to reduce the risk of severe wildfires, nor does it explicitly permit post-fire restoration work, such as the removal of dead and dying trees, to maintain public access on impacted lands; and

WHEREAS, These are extraordinary times having an unusual abundance of policy challenges and public policymaker opposition to forest management, business, employers, taxpayers, property owners, and professional operations.

WHEREAS, S. 192 was introduced without the consultation of rural county governments, local businesses and landowners, and its development was limited to a select few individuals and anti-forestry organizations.

WHEREAS OLC is proud that the Oregon forest is a great place to work and make a livelihood. We support cooperative efforts among partnerships, coalitions, educators, K-12, agencies, state agencies, and the private sector that would expand career pathways, occupations, and employment in rewarding forest careers.

THEREFORE, BE IT RESOLVED, that the Oregon Logging Conference go on record in opposition to S. 192, known as the “Rivers Democracy Act” as the expansion of Wild & Scenic designations and halfmile buffers under the Act will add new layers of bureaucracy, increase costs to agencies and taxpayers, and further deepen the urban-rural divide by encouraging more land use litigation and conflict between Oregonians.

Be it further resolved that copies of this resolution be provided to Oregon’s congressional delegation.

This resolution will be presented by Casey Roscoe who worked for Congressman Bob Smith who represented Oregon’s 2nd Congressional District until he retired, and then had a career in the media, working for the Associated Press, Comcast, WDCW TV and the Washington Post.

Casey went to work in the family business, Seneca in 2016 as Senior Vice President, Marketing & Communications. Seneca was recently sold (in 2021) to Sierra Pacific Industries.

She currently serves on the board of GreenLane Sustainable Business Network, the Oregon State University Forestry Education council, and the Summit Bank Advisory Board. Previously she was on the board of the Oregon Forest Resources Institute (OFRI).

2022 RESOLUTION SUPPORTING THE ACTIVE ENGAGEMENT OF MEMBERS OF THE OREGON LOGGING CONFERENCE IN THE POLITICAL PROCESS A resolution by the Oregon Logging Conference supporting and encouraging the active engagement of members of the Oregon Logging Confer-

WHEREAS profession forest and natural resource managers and their experienced businesses are superior stewards of Oregon forestlands. Whether during policymaking, public involvement, education, or occupational development -- professional forest managers are leaders in informed decisions and actions.

WHEREAS, There is a federal forest health crisis, where forest management by natural resource professionals is urgently needed to quickly reduce the impacts of wildfires, pest, disease, storms, and overcrowding. Urgent triage is necessary to codify new tools for expedited mitigations conducted by the private forest sector, under the coordination by the US Congress, federal forest agencies, and federal regulatory agencies.

THEREFORE, BE IT RESOLVED, that during the 2022 Oregon General Election, OLC members support the election of responsible public officials who are advocates of sustainable forestry by professional forest managers at all levels of elected office. We also support elected officials demonstrating trust in the expertise and decisions of forest businesspeople, contract operators, employers, forest property owners, working families, and vibrant self-sufficient “forest producing communities.”

Be it further resolved that the OLC members engage in the lawmaking process at the state and federal level to ensure that there is prudent lawmaking surrounding the effective forest management by professional forest and natural resource managers and their experienced businesses. We must urge the Legislature’s work to be inclusive of the rural “forest producing communities” in its lawmaking concerning rural employers, forest business, forest property owners, small forest contractors, and working forest families.

WHEREAS, the current Oregon Forest Practice rules are already progressive and some of the strongest laws on timberlands in the world; and

WHEREAS, the Governor, environmental groups and some timber industry representatives met behind closed doors as part of the Private Forest Accord to make changes to the Oregon Forest Practices Act; and

WHEREAS, the agreed-upon changes will need to be codified in law during the next legislative session followed by a rule making process through the Board of Forestry

She has spent the last twelve years alongside her parents and siblings, helping grow the family farm and trucking business. Today, the farm has a global reach, shipping Oregon agricultural products to farmers as far as Japan and South Korea.

WHEREAS, the resulting PFA is not a balanced plan that benefits all parties and the timber industry perspective is not well represented; and

Shelly advocates for her community and industry as an active volunteer. She serves on the Government Affairs Committee for the Albany Chamber of Commerce, and previously sat on the local United Way board. In 2016, she was appointed to the Linn County Budget Committee.

She is involved with the Linn County Farm Bureau, Oregon Women for Agriculture, Oregon Trucking Association, and Oregon Seed Council. Nationally, she has served as president for the U.S. Forage Export Council, and she sits on the advisory committee for the Agriculture Transportation Coalition.

Shelly is passionate about agricultural education, sitting on the board for the nonprofit association, Oregon Aglink, and volunteering with three local schools through the Adopt-A-Farmer program.

WHEREAS, private timberland owners in Oregon would be devastated by the PFA proposed changes; and WHEREAS, the current PFA would increase no harvest buffers, increase small non fish stream buffers, and includes buffers for seeps and springs, wetlands and other critical location associated with streams for amphibians and frogs which were not before buffered; and WHEREAS, the current PFA would increase requirements for forest roads including a requirement to conduct Forest Road Inventory Assessments identifying problem areas and sediment and fish passages, and submit assessments to the ODFW, and would also provide new rules for increasing culvert sizes; and WHEREAS, the current PFA includes an unstable slopes management plan that utilizes modeling based on the likelihood of delivering sediment and

Milt is the current chair of the Oregon Forest Protective Association and committee chair for the Oregon Forest Industries Council. He is a past president of the Oregon Logging Conference, Linn Forest Protective Association board, the Northwest Log Rules Group, and the Columbia River Log Scaling and Grading Bureau board.

Milt is currently the treasurer of the Oregon Logging Conference, chair of the Linn County Parks Commission and board chair of the Samaritan Health System. He also served eight years on the Sweet Home School District board.

he National Interagency

Fire Center (NIFC) reports that 58,288 wildfires burned 7,819,070 acres across the United States in 2021.

The number of acres burned is slightly above the 10-year average of 7,410,408 acres.

California’s Dixie fire — the largest wildfire of 2021 — burned more than 960,000 acres before being contained.

There’s no doubt that wildfire activity is becoming more extreme. Wildfire season is starting earlier in the spring and lasting longer into the fall. Fire season is now a year-round designation. Above-normal fire activity periods last about 75 days longer than 40 years ago.

Most agencies are working to shift away from a predominantly seasonal firefighting force to fulltime crews. With the increased funding for wildfire in the new legislation, firefighters will be actual employees and afforded a good bump to a living wage, benefits, and health insurance.

There were 24 unmanned aerial vehicle (drone) incursions in 2021. Firefighting efforts were shut down or delayed 17 times in 2021.

Nationwide, sadly, more than 40 wildland firefighters died in 2021, including 15 who were on duty.

Finally, Some Good News

As 2021 fades into the distance, we are now learning what slices of the massive bipartisan $3 billion infrastructure pie will be applied to combating the nation’s wildfire crisis and improving resilience across America’s landscape.

To begin with, the Bureau of Reclamation released the spending plan for the $210 million provided in the Extending Government Funding and Delivering Emergency Assistance Act (P.L. 117-43). The legislation provides the Bureau of Reclamation with $200 million to address drought conditions throughout the West, as well as $10 million for fire remediation and suppression emergency assistance related to wildfires.

The Klamath Basin in Oregon/ California, along with California’s Central

Valley and the Colorado River Basin, will take the biggest bite. This round of funding will help protect those communities and ecosystems in the short term, while the bureaucrats leverage the resources in the Bipartisan Infrastructure Law to build long-term water resilience in the backdrop of climate change across the entire West.

While most of the cash goes to hydrologic activities, $10 million is set aside for fire remediation and suppression emergency assistance activities related to wildfires. The Bureau of Reclamation’s fire remediation and suppression activities include infrastructure repairs, debris removal, fire suppression, and water quality efforts, as well as risk prevention and future fire mitigation efforts such as fuels reduction and cleanup activities.

Show Me the Money

Oregon U.S. Senators Wyden and Merkley have nabbed $50 million in funds from FEMA for debris removal and powerline repair in the Santiam Canyon for recovery from the devastating 2020 Labor Day fires. An estimated 24,000 acres were within the perimeters of the Beachie Creek, Lionshead, and Riverside fires, three massive blazes that tore through the Santiam Canyon last year. Of those 24,000 acres, a little more than 16,000 acres actually burned in the fires, according to ODF. Oregon Department of Transportation (ODOT) will receive $44.68 million for

FireColumn commercial property debris removal from the Labor Day wildfires. The wildfires damaged an estimated 1,536 commercial properties in the fires. The structures include commercial mobile home parks, rental properties, recreational vehicle parks, and local business properties that ODOT will continue working to clear of debris and ash.

Consumers Power Inc., which provides electric services to the Santiam Canyon, will receive $4.68 million for repairing powerlines damaged in the Labor Day Fires of 2020, including replacing wooden poles with fiberglass, replacing damaged transformers, and undergrounding powerlines where possible.

The commission will also outline a strategy to cost effectively meet aerial firefighting equipment needs through 2030.

Hopefully this gig will get off the ground and not get mired in the all too regular nitpicks and ankle biting commonly seen in government at every level.

the dime and passed an infrastructure bill that four different administrations couldn’t get done. It offers many solutions to the problems we have facing us across the nation.

Whether they can get legs under it and get moving in 2022 remains to be seen.

More on Santiam

Seems like the environmental factions that circle the Oregon Department of Forestry (ODF) and the Forest Service like vultures begin to foam at the mouth whenever they hear a chainsaw start up.

In April 2021, seven environmental groups filed a lawsuit to stop post-fire logging in the Santiam Canyon. The suit asked the circuit court to stop ODF from current logging and bar it from moving forward with timber sales and hazard tree removal across 3,000 acres of state forest torched by the fires around the Santiam Canyon.

Fortunately, in May, the judge tossed the suit because he found that it was unlikely to prevail in court.

State forestry officials hailed the decision. “ODF’s balanced approach will provide much-needed revenue for the communities hit hardest by 2020’s fires and keep the Santiam State Forest on track towards longterm recovery,” the agency said in a statement.

Unfortunately, as we rumble into 2022, frivolous lawsuits by the greenies are not going to go away. Salvage logging projects make sense for forest health and safety.

However, slugging it out with every Tom, Dick, and Harry environmental group is a waste of precious time and only adds insult to injury.

Wildland Fire Mitigation and Management Commission

In other good news, the Big Three — the Departments of the Interior, Agriculture, and Homeland Security Federal Emergency Management Agency (FEMA) — have jointly established a new Wildland Fire Mitigation and Management Commission.

The basic task of the commission is to recommend federal policies and strategies to effectively prevent, mitigate, suppress, and manage wildland fires, including rehabilitation of land affected by wildfires. Finding a Niche

in Southwest Washington Pacific Logging and Processing Aberdeen, Washington

n a Pacific Logging and Processing

job site outside of Raymond, Washington, Floyd Livingston mans the cab of a Skagit yarder, hauling logs at a steady clip up the landing where they’re handed off to Steve Tobin who runs a Link-Belt 4040. The third member of the team is Louie Lebon in the John Deere 2656G, loading the logs onto the waiting Peterbilt log truck driven by Jon Litlecoon.

Hard to believe that in 2014 the company’s crew numbered less than five employees before owner Darren Hall decided to expand his one-side, shovel-based logging company into tower logging. The gamble paid off, and six years later, Pacific Logging and Processing is a multi-side, ground-based and tower-based logging outfit.

Growing Pains

For his first tower job, Darren and his crew traded the green timber of western Washington for blackened timber outside of Leavenworth, where they did salvage logging following a wildfire. Darren credits Don VonMoos, a Weyerhaeuser contract representative, for connecting him with the job opportunity, and he describes the job as a “learning experience,” because compared to working in green timber, “we weren’t nearly as productive [working] in a burn.”

Once the salvage was finished, Darren and the crew returned to western Washington where they found steady work with Hancock. Over the next four years they worked throughout southwest Washington in the Ashford area. While Darren appreciated the steady work, the higher elevations meant shutting down in the winter when the snow arrived.

ContractorProfile a job with Rayonier,” he says. After purchasing a second yarder, Darren could run two sides. He also found work with American Forest Management, and in hindsight, Darren says the logistics were difficult with the job sites three-and-a-half hours apart, which provided challenges for the mechanic when machinery broke down.

For the past three years, Darren and his crew have worked for Sierra Pacific, a partnership he appreciates. “They keep us very steady in nice timber,” he says. And with logs going to the company’s Shelton, Aberdeen, or Centralia mills, the drivers average three trips a day and appreciate the local hauls.

Building and Maintaining Capacity Running a multi-side logging operation requires the capacity to pair machines with the job, and Darren has built an equipment portfolio of around 25 pieces of equipment that provides him flexibility.

For the jobs that require towers, “I have four yarders depending on what’s needed,” he says. His options are a 100-foot 1978 Skagit yarder, which provides him with the line size and horsepower needed on large jobs. He also runs a Skagit BU-737 and a Thunderbird Tsy-155 swing yarder purchased from Weyerhaeuser, and a West Coast Falcon. In the near future, another yarder will be added to the roster. Darren is partnering with DC Equipment in New Zealand to build a yarder prototype that will be completely automated, and he is looking forward to testing it out.

For jobs that require tethered logging, Darren has a DC Falcon winch on a Tigercat85e. Darren praises Tigercat equipment as being “very nimble and well built.”

Darren also credits Martin Hinderlie, a mechanic with Triad Machinery, for handling any mechanical issues that arise.

Darren comments that Triad has been good to them, and he has purchased five shovels, three processors, and a handful of motorized carriages from the dealership over the years. All the major companies — Link-Belt, Tigercat, Southstar, and Waratah — are represented in his equipment roster. When the machines aren’t at a job site, you’ll find them staged at Pacific Logging and Processing’s shop, a three-acre facility, located in south Aberdeen.

Close-Knit Crew

A crucial reason why Darren can run multiple sides is because of the 18 employees who work for Pacific Logging and Processing. much less stress in running the business by having a core group of guys he can depend on. Those who do cycle through the company are generally the rigging crew.

What keeps the guys on his crew is that Darren pays far above the industry standard and offers different perks from the standard benefits. One of those perks: Darren purchased all the pickups driven to the job site, and he invests in new equipment.

A result of having a close-knit, experienced crew is meeting production goals.

Darren estimates the average production is 20-30 loads a day, moving 25-27 million board feet a year.

“Honestly, I wouldn’t do it if it weren’t for these guys,” Darren says. Louie Lebon, the lead shovel operator, “can never get enough log trucks. He loves to load them.” Floyd Livingston is a yarder engineer who brings 40 years of experience to the landing. The site supervisor is Chance Allen, who has worked for Darren for nearly five years. Lonnie Hovren and Joe Flores are the hook tenders, and Nick Strachota is the rigging slinger. “Nick had a passion to come out to the Pacific Northwest and log,” Darren says. “He’s also an excellent climber.” Other crew members are drivers Mike Bragg, Dan Febreche, and Jeff Stevens, and mechanic Aaron Frizell who keeps all the machinery working.

“These guys are all hand selected not just a spot to fill,” he explains. “I will work shorthanded if the person is not the right one.”

Another member of his crew who keeps everything running is Darren’s girlfriend Mandy. “She’s instrumental in all the clerical work and is very proactive in filing applications and paperwork,” he says. “Really, I’ve got the easiest job out here.”

The summer of 2021 presented Darren and his crew with circumstances they hadn’t worked in before: the heat dome that drove temperatures into the 90s even along the coast. “I didn’t run the sites for the health of the crews and machines,” he explains, “Humidity was in our favor, but it was hot.”

Looking ahead

For the foreseeable future, Darren expects to continue working in southwest Washington in the second-growth timber, which he appreciates. “It’s nice working with larger logs” because it makes the crew happy, he says. After the Raymond job, the crew headed to eastern Grays Harbor County for a job on the Washington Department of Natural Resources’ Capitol Forest. “We’ve found our niche with tower logging out here,” he explains.

AFRC, Kootenai Forest Stakeholders Coalition, and Lincoln County Intervene to Defend Ripley Project

Magistrate Judge Kathleen L. DeSoto granted AFRC, Kootenai Forest Stakeholders Coalition (KFSC), and Lincoln County’s joint motion to intervene in defense of the Ripley Project on the Kootenai National Forest.

The Ripley Project area is in very close proximity to Libby, Montana, just east of U.S. Highway 2 and south of the Kootenai River. The project area is roughly 29,180 acres, with approximately 7,680 privately owned acres and 2,690 acres managed by federal or state agencies. The purpose and needs of the project include promoting resilient vegetation conditions and reducing the potential for high intensity wildfire, while promoting desirable fire behavior characteristics and fuel conditions.

About 40 percent of the project is in the Wildland Urban Interface, where people and their property are in close contact with wildlands. Reducing fuel loads is critical to the safety of the people who live and work in Libby, and it will also help decrease the risk of fire escaping the Kootenai National Forest onto adjacent private timberlands, which are intermingled within the project area and

Lincoln County property. Lincoln County has more acres at risk from catastrophic wildfire events than any other county in Montana.

The project is comprised of two Good Neighbor Authority (GNA) timber sales that are administered by the Montana Department of Natural Resources and Conservation (Montana-DNRC): 1) Clay Day timber sale, which will generate 8.4 mmbf and was awarded to AFRC member Stimson Lumber, and 2) McMillian timber sale, which will generate 6.3 mmbf and has not been offered yet. These GNA sales are part of a joint commitment between the Forest Service and Montana-DNRC to work together to reduce wildfire risk and increase resiliency within the Kootenai National Forest. The Forest Service has also awarded the Bullseye timber sale to Thompson River Lumber. One final timber sale “Believe IT” will be sold in FY 2023.

Now that intervention has been granted, the parties will brief the merits of this case in early 2022, with a hearing hopefully scheduled in the spring of 2022.

2022: What to Watch for in Washington D.C.

fter a year of political change, devastating wildfires, volatile wood markets, and a continued pandemic, 2021 was a wild and unpredictable year for the timber industry. For better or worse, 2022 could offer much of the same. When it comes to forestry and public lands management, here’s a look at some key issues to watch for in Washington D.C. in the new year.

It’s All about the Upcoming Election

When it comes to politics and policy in Washington D.C., the 2022 mid-term elections will loom large. Currently Democrats have a razor-thin margin in the U.S. House of Representatives as well as a 50-50 tie in the U.S. Senate, with Vice President Kamala Harris providing the tie-breaker. Thanks to President Joe Biden’s sagging approval numbers, Democratic retirements, and new congressional maps from redistricting, Republicans are expecting to win a majority in the U.S. House, and perhaps recapture the U.S. Senate.

Against this political backdrop, the Democrats are feeling pressure to deliver on campaign promises and preserve their political power. Will Democrats move to the center, or will they move further to the left and pass Green New Deal-style policies to satisfy their base voters? The answer to this question will determine how the timber industry fares in 2022. It is up to us to be active members of the political process.

More Regulations

The Biden Administration spent much of 2021 reversing Trump-era rules aimed at streamlining federal environmental regulations. These include reforms to the National Environmental Policy Act and Endangered Species Act that would have helped accelerate forest management projects throughout the west. Expect the Biden Administration to continue this course. When federal agencies such as the Department of the Interior release proposed rules for public comment on Regulations.gov, it’s important for our forestry community to understand the impacts and submit comments. Otherwise the Administration will only hear from anti-forestry special interests. One way to stay up to date is to subscribe to the American Forest 62

Billions in New Federal Funding for Forest Management

On the positive side, after years of chronic budget shortfalls and spiraling wildfire suppression costs, the U.S. Forest Service will receive billions of dollars in new federal funding for forest management, climate change mitigation, hazardous fuels reduction, and other land management programs.

Since timber is often a product of these efforts, this new funding has the potential to support additional forest management and timber outputs this year and into the future.

In total, the $1.2 trillion Infrastructure Bill passed in early November directs about $6 billion to the Forest Service and the Department of the Interior, along with some modest new legal authorities to streamline forest management.

After years of steadily increasing timber outputs, the U.S. Forest Service sold just more than 2.844 Billion Board Feet in Fiscal Year 2021, which was down 11.5 percent from the previous fiscal year. Outputs in USFS Region 6 (Oregon, Washington) dropped 24 percent from the previous year, largely due to disruptions caused by the 2020 and 2021 wildfires, and subsequently, a disappointing lack of post-fire timber salvage on fire-damaged national forests. With the renewed focus on accelerating active forest management, the Forest Service will hopefully look to rebound from 2021’s anemic results. The agency can no longer blame a lack of funding for its failure to implement forest management projects, especially as wildfires threaten national forests and communities throughout the west.

Watch Out for New Wilderness and Land Set-Asides in Congress

Despite increased funding for federal land management, Democrats will feel

added pressure to pass new wilderness bills and other land set-asides that prevent timber sales, fuels reduction, and other activities that promote wildfire mitigation and multipleuse of public lands. At the top of the agenda, Democrats are seeking to pass a 126,000acre “Wild Olympics” wilderness bill on Washington’s Olympic Peninsula. They are also seeking to pass a massive 257,000-acre wilderness and 730,000-acre “Restoration Area” bill in Northwest California — a region that has experienced massive wildfires.

Not to be outdone, some Democrats in Oregon’s congressional delegation will seek to pass new land set-asides. This includes Sen. Ron Wyden’s “River Democracy Act” that would designate 4,700 miles of waterways — mostly small creeks — as Wild & Scenic and add new restrictions to 3 million acres of federal lands. Sen. Wyden has also introduced legislation to expand the Wild Rogue Wilderness and create new set-asides in Southwest Oregon. There is also an effort to create new wilderness areas on the Mt. Hood National Forest. Anyone who cares about responsible, multiple-use land management should keep a close eye on all of these proposals in 2022. Make your voice heard.

Other Key Issues to Watch

There are numerous other issues that could affect the business of logging, trucking, and wood products manufacturing.

Climate change will continue to be high on the agenda under current leadership in Washington D.C., and it is essential that we educate our federal lawmakers on the carbon sequestration and storage benefits of active management and wood products. If we’re not at the table, we’re on the menu as anti-forestry groups press for reduced harvest levels.

Tariffs on Canadian softwood lumber will also continue to receive attention as inflation affects homebuilding and the economy at large. With the COVID-19 pandemic still ongoing, we must also keep a close eye on workforce mandates and potential aid to industries. Though we’ll see many of the same opportunities and challenges in 2022, the new year promises many surprises. Stay informed, get involved, and make your voice heard.
