Looking for Firefighters

DNR is looking for courageous, motivated men and women to join us in our efforts to protect 13 million acres of Washington lands from wildfires this coming summer.

You must be 18 years old, have a high school diploma and a driver’s license, and be able to purchase lace boots with Vibram soles.

The application that you fill out on DNR’s jobs webpage will ask for basic information such as education, past work history, and references, and it will include a simple questionnaire. For more information, visit http://www.dnr.wa.gov/employment/jobs.

Port of Longview Expansion

The Port of Longview has big plans for improving vital assets this year, including continued work on both the Industrial Rail Corridor (IRC) expansion and Berth 4 redevelopment.

This year the Port allocated $570,000 toward the expansion of the Industrial Rail Corridor, the main rail artery serving port facilities. Adding additional through-track and sidings allows the Port to better serve existing customers and increases the appeal of doing business for future customers. The IRC was originally constructed in the early 2000s and was vital in securing EGT as an anchor tenant at the Port of Longview.

In addition to the IRC expansion, redevelopment continues at Berth 4. The Port began the redevelopment project in 2012, completing demolition of the old dock and construction of a new layberth. This year kicks off Phase II of the redevelopment, including a full-site hazard assessment and estimate for upland demolition of the silos and adjacent facilities.

Will GOP End Fire Borrowing

“It’s easy to throw resources at a big, massive fire, but it’s not a smart way to use resources,” said outgoing Interior Secretary Sally Jewell, at the National Interagency Fire Center in Boise. She said she finds it “very frustrating” that Congress still hasn’t found a way to stabilize wildfire prevention programs despite years of pressure and bipartisan agreement.

“I will remain optimistic that when we have full control by one party, that there’s no one to blame but themselves for not moving forward on this issue,” Jewell told reporters.

She noted that the issue “has been bipartisan, but very much impacts people in the West—and the Republican Party is wellrepresented in the West, so perhaps we’ll see some movement.”

To date there is no fire budget for 2017.

She added, “We have a continuing resolution, which is the 2016 budget going forward. So 4

we can do what we do every year, which is pray that the fire season won’t be so bad, and that we’ll be able to continue our work on prevention, which of course stops this spiral from escalating.”

West Coast Leads the Top U.S. Housing Markets

The latest predictions by Veros Real Estate Solutions dovetail other recent forecasts, that home price appreciation will be heavily led by the West, along with smaller markets away from the coasts.

Seattle seems to consistently appear near or at the top of everyone’s list as the hottest market for the year ahead as the city swells in size, driven by solid employment opportunities and wage growth, which is squeezing supplies and forcing prices upward.

U.S. International Trade Commission Continues Investigation

In January, the U.S. International Trade Commission (ITC) decided there was a reasonable indication that the U.S. domestic industry was being materially injured by imports of softwood lumber products from Canada that are allegedly subsidized and sold in the United States at less than fair value.

As a result of the ITC’s affirmative determinations, the Department of Commerce will continue to conduct its antidumping duty (AD) and anti-subsidy countervailing duty (CVD) investigations on the imports, with its CVD decision due on February 20, 2017, and its preliminary AD margin determination due on May 4, 2017.

Loan from New Fund to Support Oregon Mills

Oregon Business reported that the first loan from a new fund designed to speed the harvesting and processing of Western Juniper has been issued to a wood processor — Jim Epley of Spray, Oregon.

The Western Juniper Industry Fund was established by the Oregon Legislature in 2015 to provide economic assistance to wood processors in Central and Eastern Oregon in order to speed the harvesting and processing of Western Juniper. A native tree east of the Cascades, Western Juniper has overtaken rangeland and critical habitat in recent decades due to fire suppression efforts.

Because each Western Juniper tree can absorb up to 35 gallons of water a day, harvesting the tree provides both environmental benefits and also creates much-needed jobs in rural communities.

Jeff Wimer I am honored to extend an invitation to attend the 79th annual Oregon Logging Conference, which will run February 23 – 25, 2017. The year’s conference will kick off on February 22 with a hosted Meet and Greet sponsored by Wilcox and Flegel at the Eugene Hilton, immediately followed by the Oregon Women in Timber Annual Auction and Dinner.

The theme this year is Growing the Future Today. Over the next several years, we will see changes to some of the traditional ways in which we have logged. Like any technology, it will take many years to fully develop a safe and productive system. But the work we do today provides for the future of our industry.

Thank You to the OLC Board of Directors, past presidents, and staff for their support, hard work, and leadership.

They have done an outstanding job putting together a program to make the OLC the premier equipment show in the west.

This year, as always, we will have a traditional full equipment show with the newest technology in logging, construction, trucking, heavy equipment, and biomass processing. You will have an opportunity to visit with equipment dealers and manufacturers to learn about the latest technology in equipment, and attend valuable panels and seminar

sessions where you can earn Professional Logger Credits — all in one location.

The OLC Foundation has awarded numerous scholarships to worthy students within forestry related education. Many of the young people who have received the OLC Foundation scholarships continue to work in the logging/timber industry today.

Please join me on the morning of February 23 for the loggers’ breakfast, sponsored by Peterson Cat and Caterpillar. This is a great opportunity to catch up with old friends and acquaintances. This year I have invited Merv George of the USFS Six Rivers National Forest in northern California to give the keynote address. Merv has a very interesting perspective on our land management activities, a perspective that has made inroads into moving his district forward in their forest management goals. I think all will enjoy his fresh perspective and insights into how he views our responsibility for proper land management.

Following the morning session, it will be time for all to get out and enjoy the many and varied equipment displays. In the afternoon, come and participate in our afternoon meeting where we will introduce the ODF Operators of the Year and present the Better Ideas/New Technology panel.

To finish off the day, come and join us for a beer and good conversation at the Sawdust

Bowl. This fun social event will be held in the Performance Hall at the Fairgrounds both Thursday and Friday evenings at 5:00 p.m.

Friday morning, February 24, we will start with the loggers’ breakfast, sponsored by the Papé Group. Oregon Women in Timber (OWIT) will be hosting their 26th Annual Auction, the dinner and auction event that raises funds to educate youth about forests through the Talk About Trees program. OWIT will be joining forces with the Oregon Logging Conference’s Meet and Greet festivities to help kick off OLC’s 79th Anniversary event.

OREGON LOGGING CONFERENCE

Keynote Speaker Merv George Jr. Oregon Logging Conference’s 2017 Keynote Speaker will be Merv George Jr., the Forest Supervisor for the Six Rivers National Forest in northern California. He will address attendees at the opening breakfast, Thursday, February 23, at 8:30 a.m. in the Wheeler Pavilion at the Lane Events Center and Fairgrounds.

George has also served the U.S. Forest Service at both the regional and forest levels. His first assignment was serving the Pacific Southwest Region as the Regional Tribal Relations Program Manager, a position he held from 2008 to 2011.

Background

Touching on Collaboration

George was born and raised in Humboldt County, California, and has been a lifelong resident of the Hoopa Valley Indian Reservation and Eureka, California. He served four years on the Hoopa Valley Tribal Council, including two years (1998 and 1999) as Tribal Chairman.

George has worked for the U.S. Forest Service since 2008 and has served as Forest Supervisor for more than two years. Prior to his position as Forest Supervisor, he was Acting Forest Supervisor in early 2014.

One of the topics that George will be touching on is ecological restoration through the use of community collaboration.

“We are putting it in practice right now here in the forest,” says George.

He says one recent success is a salvage timber sale, which took place after the 2015 fire season. “We were able to plan and successfully implement the timber sale on Mad River Ranger District within one year.”

The SafeHaven Humane Society’s goal is to find permanent, loving homes for all animals entrusted to their care. The organization believes that no adoptable or treatable companion animal should be unnecessarily euthanized due to space, time, appearance, or treatable conditions.

SafeHaven is committed to the philosophy of avoiding euthanasia to control population. Once an animal is accepted at SafeHaven, there is no limit to the amount of time the animal can spend there.

Once the shelter is full, however, no new animals can be accepted, thus preventing

current residents from being euthanized to make room for newcomers. It is this policy, which differentiates privately owned SafeHaven from publicly funded “open admission” facilities. Public shelters receive their funding from government agencies at a county or city level through animal control contracts, which require them to accept all animals presented to the shelter within their contractual agreement.

Prior to coming to work for Campbell Global in 2012, he spent ten years working for a small, private forestry consulting firm, Pacific Forest Management, Inc., in Forks, Washington.

In 2003, Wes graduated from the University of Idaho with a BS in Forest Resources.

Link began his career with the California Dept. of Forestry and Fire Protection (CAL FIRE) in 1985 and spent seven seasons with CDF including three seasons on a 9-person Helitack crew. In 1992, he moved to Oregon and has spent 24 years with ODF. He has held a variety of positions and currently oversees a district that provides fire protection on 755,000 acres of private, BLM and state-owned lands. The district also actively manages nearly 26,000 acres of state timberlands and regulates forest operations on private lands in western Lane County. He is also the Incident Commander on ODF’s Incident Management Team 3.

Chris Cline, District Forester Eastern Lane District Office

Chris began in 1988 as a firefighter for the Douglas Forest Protective Association. Over the years, he has worked in the ODF Protection from Fire Program primarily in Coos, Curry and Douglas Counties. In 2014, Chris moved to Springfield where he currently serves as District Forester for the South Cascade District. He has been working as a fulltime employee with Weyerhaeuser in Longview since 2010 as a Forest Engineer and now manages the Longview Tree Farm road maintenance and construction operations.

Arboriculture climbing

Jay Peppard

Jay lives is Vida, Oregon, and is a semi-pro wood carver with three-and-a-half years of experience. He participates in the McKenzie River Chainsaw Art Festival, where he sometimes carves with his father, Mark Peppard.

Jay carves Bigfoot, fish, bears, birds, bees, and other animals out of local cedar on the McKenzie River in southern Oregon.

His chainsaw carvings can be seen along the McKenzie, at the McKenzie Feed & Pet Supply (on Main St. in Springfield), and annually at the Chainsaw Art Festival up in Blue River.

You may also have seen Jay’s Bigfoot and bear featured at the Blue Sky Market or his giant bee at the McKenzie Lavender farm.

Ryan started his chainsaw carving career in June of 2005 after being apprenticed by Tracie Brittenfeld of Packwood, Washington.

Since that time, Ryan has been competing and receiving awards throughout the country. He has also participated in international competitions. While representing America in Europe at the English Open, Ryan took both second and third place, and he has traveled to competitions in Scotland and Canada.

Revisiting Logging Communities

Lost Towns Exhibit at Lane County Historical Museum A special treat is in store for historic logging enthusiasts attending the 79th Oregon Logging Conference. During the OLC, the Lane County Historical Museum will present Lost Towns: Revisiting Logging Communities, a one-of-a-kind exhibit featuring photos and oral histories from workers and families who lived in historic logging communities.

A must-see for anyone with an interest in logging history, this is an experience not to

be missed. OLC attendees will receive free admission to the museum, which is located at the Lane Events center (on the fairgrounds), close to the OLC headquarters. Public hours are 10:00 a.m. to 4:00 p.m., Tuesday through Saturday. The exhibit opened October 21, 2016 and will be on display until September 1, 2017.

Oregon Department of Forestry Offers Training to Operators In conjunction with its outreach to the logging industry at the Oregon Logging Conference, the Oregon Department of Forestry (ODF) will have staff and materials available on-site to provide training that is fundamental to contractors who would

provide services with industrial operations during the course of the 2017 fire season.

State of Oregon Fire Prevention and Suppression Requirement for Industrial Operations during the Fire Season will be offered at the Department of Forestry site

on the grounds of the conference. State Forestry representatives will review what is required of industrial operations during the fire season; tools, personnel and practices.

Private Forests Division Staff will be on hand to discuss the proposed changes in standards for stream protection and other aspects of the Oregon Forest Practices Act. Department folks look forward to hearing from timber harvest professionals.

Look for signage at the ODF tent regarding times the training will be offered.

Attendees will receive certification of training and OPL credits for attendance.

On Saturday there will be a focus on wildfire prevention. Bring the kids! Smokey Bear, always a favorite, will be seen from time to time.

2016 ODF Operators of the Year The 2016 Oregon Department of Forestry Operators of the Year are B&C Logging of Baker City, Wayne Stone Logging, Inc. of Sandy, and Plikat Logging, Inc. of Camas Valley. Operator of the Year Awards are given by the Board of Forestry to recognize forestry operators for responsible, innovative, proactive work that protects natural resources.

To encourage sound forestry, board honors operators who consistently meet or exceed the Forest Practices Act law. The law requires people to: replant forests; harvest responsibly; protect and enhance habitat; reduce landslide risks; and protect streams and water quality.

Regional committees select operators of the year and merit award recipients.

Private Forests Division Chief Lena Tucker said, “These operators set the example. They show how operators can both manage forests and protect natural resources. We’re pleased to honor their exemplary work.”

B&C Logging

B&C Logging earned the Eastern Oregon Area Operator of the Year award for helping landowners after the Stices Gulch wildfire and protecting fish streams. B&C’s work also improved public safety, because they removed trees damaged by the wildfire from urban areas.

Plikat Logging

Plikat Logging earned the Southern Oregon Area Operator of the Year award for protecting a fish-bearing stream and its buffer while using a suspended cable system to move logs and minimize ground impact.

Plikat’s planning and careful work left the land ready for replanting.

Wayne Stone Logging

Wayne Stone Logging earned the Northwest Oregon Area Operator of the Year award for protecting water quality and taking extra efforts to prevent fires. Stone safely completed a difficult downhill harvest.

Merit Awards

All nominees exceeded the Forest Practices requirements to help improve Oregon’s forests. The committees issued Merit Awards for excellent work to Mike Pihl Logging Company, Inc. of Veronia, Western Helicopter Services, Inc. of Newberg and Starker Forests, Inc. of Corvallis and B&M Timber of Burns.

The Board of Forestry will present the Operator of the Year Awards at its March 8 meeting. The Associated Oregon Loggers, the Oregon Logging Conference and the Oregon Small Woodland Association will also provide special recognition.

Come watch your favorite log loader operators compete for the title of Best in the West at the Oregon Logging Conference eighth annual Log Loader Competition.

The Log Loader Competition, once again sponsored by Triad Machinery and Link-Belt, will be held in the display area

on Friday, from 12:30 p.m. to 3:30 p.m. and Saturday from 10:00 a.m. to noon.

To win the competition, the professional operators must demonstrate speed, skill, and efficiency in handling a hydraulic log loader.

The Rules

The event starts with nine wood blocks scattered randomly on the ground. Operating a new Link-Belt log loader, contestants will have seven minutes to stack the blocks end to end, starting at three predetermined marks on the ground, matching numbers or colors.

When complete, each stack will be three blocks high with colors and numbers matched. Colors and numbers not matching will result in a disqualification.

Each stack must remain standing for five seconds after the heeling rack contacts the Stop/ Stop/Start point, signaling completion of the event run. All three stacks must remain standing for the full five seconds or the competitor will be disqualified.

A RESOLUTION CALLING ON THE TRUMP ADMINISTRATION TO TAKE IMMEDIATE ACTION ON FOREST MANAGEMENT ISSUES

BY THE OREGON LOGGING CONFERENCE FEBRUARY 23, 2017

WHEREAS, negotiations are on-going to settle a longstanding dispute over subsidized softwood lumber imports from Canada that has crippled U.S. producers’ ability to remain competitive and resulted in tremendous loss of market share.

WHEREAS, the Farm Bill also gave the States new authority, called the Good Neighbor Authority (GNA), to engage with the U.S. Forest Service in funding, planning, preparing and executing forest management activities, including timber sales, on national forest lands in the respective states, and

WHEREAS, newly elected President Donald Trump and his Administration have inherited an unprecedented number of forest resource management issues critical to the future of Oregon’s forest products industry and for the health of our federal forests, and

THEREFORE BE IT RESOLVED, that the Oregon Logging Conference (OLC) go on record in urging President Trump to work collaboratively with Congress and the agencies under his Administration’s jurisdiction to take immediate corrective action on these issues critical to Oregon’s forest products industry, the economic viability of rural communities and the health of our federal forests.

WHEREAS, while the State of Oregon and the U.S. Forest Service entered into a GNA Master Agreement in March of 2016, the pace and scale of its implementation has lagged far behind other states like Wisconsin, Michigan and Idaho where significant volumes of timber are being sold in partnership between the U.S. Forest Service and the states utilizing the GNA, and

BE IT FURTHER RESOLVED, that these efforts include as a minimum, the withdrawal of the BLM’s plan for the O&C Lands and direction to draft a replacement that complies with the law; a legislative solution to funding fire suppression that prevents agencies from taking money from accounts intended for forest management; withdrawal of the Forest Service’s draft forest planning rule and a rewrite that complies with the National Forest Management Act of 1976; a comprehensive review of regulations promulgated under environmental laws to determine consistency with legislative intent; and leadership in bringing the negotiations over softwood lumber trade to a fair conclusion.

WHEREAS, the Oregon State Legislature authorized $2.88 million for the 2013-15 biennium; $5 million for the 2015-17 biennium; and will consider a $7 million budget request for the 2017-19 biennium for the Oregon Department of Forestry to assist the U.S. Forest Service in planning and implementing forest management activities including those authorized by the Good Neighbor Authority of the 1014 Farm Bill.

WHEREAS, how these issues are addressed and resolved will have a profound impact on restoring jobs in Oregon’s rural communities, providing essential government services and maintaining Oregon’s status as the top softwood lumber producing state in the country, and WHEREAS, The Bureau of Land Management (BLM) has proposed a new management plan for the western Oregon O&C Lands that would preclude sustainable timber production activities on 80 percent of the land under its jurisdiction in clear violation of the O&C Act of 1936, and WHEREAS, catastrophic wildfires have increased in frequency over the past two decades, burning millions of acres of forest land, draining government agencies’ budgets and forcing them to “borrow” funds from accounts intended to prevent wildfires for fire suppression purposes resulting in lost opportunities to restore the health of federal forests, and WHEREAS, the U.S. Forest Service has proposed regulations for preparing new management plans for the nation’s forests that are in clear violation of the National Forest Management Act of 1976 and depart from the traditional sustained yield/multiple use mandate Congress intended for the long-term management of the forests, and WHEREAS, the impact of regulations promulgated under well-intended laws such as the Endangered Species Act, the National Environmental Policy Act and the Clean Water Act have hamstrung land management agencies by requiring onerous procedural and administrative requirements never intended by the plain language of these laws, and

BY THE OREGON LOGGING CONFERENCE FEBRUARY 23, 2017 WHEREAS, 60 percent of Oregon’s forest lands are owned by the federal government and have become extremely prone to catastrophic wildfire due to the absence of active management, insect and disease infestations, agency budget cuts, and environmental litigation over the past two decades, and WHEREAS, Congress gave federal land management agencies new authorities and incentives for expediting forest restoration projects in the 2014 Farm Bill that

THEREFORE BE IT RESOLVED, that the Oregon Logging Conference go on record in support of the U.S. Forest Service utilizing to the fullest extent practicable the authorities in the 2014 Farm Bill to expedite forest health restoration projects on federal forest lands with emphasis on utilizing Categorical Exclusions to streamline environmental analyses and to improve the legal sufficiency of planning documents.

BE IT FURTHER RESOLVED, that any future funds authorized by the Oregon State Legislature for use by the Oregon Department of Forestry in assisting federal forest management agencies be invested in Good Neighbor Authority projects to provide additional timber supply for Oregon mills.

———————————————————– A RESOLUTION OPPOSING THE PROPOSED CRATER LAKE WILDERNESS AREA

BY THE OREGON LOGGING CONFERENCE FEBRUARY 23, 2017 WHEREAS, Oregon has 50 federally protected Wilderness Areas spanning more than 2.9 million acres in addition to millions of additional acres off limits to active forest management practices, and WHEREAS, a proposal has been advanced by environmental organizations to add another 500,000 acres of public land to the federal Wilderness System, including the Crater Lake National Park, and WHEREAS, the Wilderness Act of 1964 defines such areas as land “where man himself is a visitor who does not remain” and was intended to preclude motorized and other forms of developed recreation, and WHEREAS, the Crater Lake National Park is one of Oregon’s most popular recreational destinations, including an extensive paved road system, developed lodging facilities and commercial concessions which are clearly inconsistent with the intent of the Wilderness Act of 1964, and WHEREAS, the land proposed for Wilderness designation is currently open to all forms of forest recreation that generates substantial economic benefits for local communities much of which would be precluded by a Wilderness designation, and

WHEREAS, the forest land surrounding the park is at high risk of catastrophic wildfire due to the absence of active management, unnatural accumulation of forest fuels and insect and disease infestations, and WHEREAS, a Wilderness designation would put the Crater Lake National Park at risk of destruction should uncontrollable wildfire occur in an area “where man himself is a visitor who does not remain” and where fire suppression activities would be precluded.

THEREFORE BE IT RESOLVED that the Oregon Logging Conference (OLC) go on record in strong opposition to the creation of a Crater Lake Wilderness Area.

BE IT FURTHERE RESOLVED that the OLC urge the Oregon congressional delegation to oppose efforts to legislate the creation of this Wilderness Area proposal.

BY THE OREGON LOGGING CONFERENCE FEBRUARY 23, 2017 WHEREAS, The Oregon Forest Practices Act (the Act) was passed by the Oregon Legislature in 1971 establishing rules and regulations for managing and protecting forest resources on all state and private forestlands, and WHEREAS, in the four decades since the law was enacted, the rules have been updated and modernized numerous times as science and empirical experience have improved the professional understanding of forest ecosystems and effective management practices, and WHEREAS, the Oregon State Board of Forestry is responsible for adopting the rules that govern how the Oregon Forest Practices Act is implemented and for evaluating, and changing the rules as needed, and WHEREAS, current rules address reforestation requirements after harvesting; regulate silvicultural practices such as clearcutting and herbicide application; requirements for protecting wildlife and sensitive habitats; rules for protecting fish habitat including buffer requirements along fish bearing streams; and protecting water quality with strict rules for constructing and maintaining roads, stream crossings and rules restricting hauling logs in wet weather, and

Hull-Oakes Lumber Company, Monroe, Oregon

ucked in a 28-acre valley at the end of Dawson Road, six miles from Monroe, Oregon, a rare piece of American history thrives. Listed in the National Register of Historic Places, Hull-Oakes Lumber Company continues to produce lumber using equipment and techniques much like it did when the mill opened in 1937.

Recent Centenarian

According to Todd Nystrom, HullOakes president and owner, his grandfather’s uncle, Wes Miller, was the first of the family to start the mill. “The mill’s been in place since 1917. After it burned down in 1936, my grandfather, Ralph Hull, leased the site from Miller and built the mill. We’ve been running ever since.”

Hull-Oakes was the last American sawmill to use steam to power its operation. The 70

last day of steam was in June 2013. “We’re still able to run steam, but to stay competitive, we went to electricity. Everything’s still in place, intact, ready to go. If we wanted to run steam, we could but choose not to. Day-to-day maintenance is too much. Some of the machinery is over 100 years old. No one makes parts for these things anymore,” Todd says.

The mill is also registered with the Historic American Engineering Record and the U.S. Park Service. Original photos, drawings, and Ralph Hull’s biography are recorded in the Library of Congress.

Adapting to the Specialty Challenge

Known for being able to mill large and long Douglas fir logs, Hull-Oakes has cut deep into the dimensional lumber and specialty products niche. Although the specialty business is not without challenges, HullOakes’ flexibility and versatility keep their saws hard at work.

“The challenge is finding the right logs for specialty orders,” Todd says. “In the 80s, we got eighty percent of our logs from BLM and Forest Service. Now we don’t — maybe three to five percent. All the rest is from private landowners, the state, and BIA [Bureau of Indian Affairs].”

Nystrom explains that older logs have a better chance of having something wrong with them. You can buy two or three logs and none of them make the grade. “It’s tough to get everything absolutely perfect.”

Don Wagner, the company’s recently retired forester, still plays an active role as the company historian and ambassador. He explains that the company doesn’t care much for old growth timber, preferring second growth Doug Fir. “Old growth is like a 95-year-old man. Might look good on the outside, but you know something is haywire on the inside.” (continued on page 72)

MillProfile (continued from page 70) Todd’s son Nathan, the company’s log buyer and forester, explained that most mills have downsized to handle the smaller logs coming out of tree farms. “They can’t handle the oversized logs, so they put them out to bid. That’s how we keep in business,” he says.

Hull-Oakes has the capacity to cut logs nine feet in diameter and over 85 feet long. “There are some other mills that cut bigger logs. It can be very competitive, but they don’t cut as long or as large as we do,” Nathan adds.

Versatility

The company also has other attributes “We’re very versatile. We can change on a dime if we have to. If somebody needed an order within two or three days, say a weird piece 2 3/8 by 4 3/8. It might be just one piece or a hundred. Our customers like that we work to try and get the lumber they need.

It’s a challenge, because it’s difficult to get the right logs. They want it now, but sometimes they have to wait.” Todd says.

One of the company’s recent special projects was the Arc Encounter, a one-ofa-kind, historically themed attraction in Williamstown, Kentucky. The amusement park features the largest timber frame structure in the U.S., a 510-foot- long replica of

Constitution, bridge stringers, gold dredge beams, and a custom-milled mast to rebuild the 1895 lumber schooner C.A. Thayer, which is on display at the San Francisco Maritime Museum.

In 2015, Giustina Land & Timber, along with Hull-Oakes Lumber Company, earned the Northwest Oregon Area Operator of the Year award for two stream improvement projects.

“We were contacted by the Long Tom Watershed about their project to open fish passage on Ferguson creek. They had a couple of culverts that were in pretty good shape but weren’t fish-passable. One culvert was on our property and another on Giustina land,” Nathan says.

Together, the companies volunteered labor and equipment to open five miles of stream for coastal cutthroat trout to spawn and access cold water habitat.

“Long Tom would provide the pipe, rock, and other materials if we would provide all the labor. We have done some watershed work in the past for critical species like steelhead and salmon, but this was our first project with the Long Tom Watershed. We then talked with Giustina. They had a specified road crew and a pretty good system to get the job done,” says Nathan. “They had done quite a few big culvert jobs in the past. Their road crew supervisor oversaw the day-to-day tasks of the project, and we provided labor, a dump truck, and some other equipment needed.”

Since 1937, Hull-Oakes has continuously produced around 18 MMBF annually and expects to keep putting up those numbers in the future. “We’re tied to construction but not tied tight. A lot of our product goes to bridges, highways, oil fields, railroads, road building in North Slope—wood plank roads, even barn boards. Nobody can take the time to do that anymore,” Todd says.

According to Wagner, Hull-Oakes is also unique in the way it goes about its business.

“A traditional mill manufactures their materials, tells the salesmen what they have, and then the sales force sells the product. We’re 180 out from that. What happens here is the customer calls our salesman and tells him what he wants or needs. If the salesman takes that order, it goes right to Nathan.

From there, Nathan goes to the logging contractors or to whatever site he thinks he can get that log. In some cases, Nathan has to hand that order to the timber faller to get the right log. In fact, most of the lumber in the yard had been sold and waiting to get shipped out.”

Another non-conforming aspect of

Hull-Oakes is they field their own logging crew. While logging contractors cut most of the timber coming into the mill, the company operates a small shovel logging side to pick up the slack and handle smaller tracts.

“We ran our own log crews until 2004,” Todd says. “But we drastically reduced. We

run a small crew now, operating a 2014 John Deere 3754D along with a CAT D7.

We didn’t have enough of our own land and timber sales were tight, so I decided to go with contract loggers while keeping a small crew to fill in when needed.”

Currently, Hull-Oakes employs about 65 people, but like most timber industry jobs, finding the right employee can be difficult.

“We’re kinda out in the sticks, so it’s hard to get people from town,” Todd says. “When we hire someone, everyone starts out on the green chain. We take our time with new hires and move them up through the ranks when we’re pretty sure they’re going to stay.

The plant is not automated, so the employees, in many cases, do more than one job, rather than sit around computers and push buttons. It’s labor intensive work.”

One of the primary pieces of equipment is this John Deere 3754D. invested in the employees rather than in equipment like larger, high-tech mills. “Sure, we have a laser that measures the saw lines, but the decisions that our people make are made between the ears. There’s no scanners or optimizers to tell the operator what they should be doing. Jobs are very labor intensive compared to modern mills, so it can be challenging finding workers with the right skill

set. We have to take new people and raise them up.”

Hull-Oakes offers a good wage scale along with a 401K, paid vacation, health insurance, and company bonuses in their benefit package.

“We also have a benefit that no one else ever talks about,” Wagner adds. “As the economy goes up and down, so do sawmills.

Hull-Oakes has never lost a day because of the economy since 1937. Eight hours a day, five days a week. No matter what’s going on, they’re going to have a paycheck.”

Hitting the Ground at a Gallop

W

hen a logger decides to take

up the challenge and start his own business, the road can be littered with a myriad of fears and obstacles, all seemingly impossible to conquer.

Of the many who have attempted and succeeded, few have seen their company expand as fast as Glenn Bottensek, owneroperator of Iron Horse Logging.

Raised in a logging community, Glenn graduated from high school and went right to work in the woods. “I graduated on Friday and was setting chokers on Monday,” he says. From there, Bottensek spent nearly 30 years working for other logging outfits until 2004 when he decided to go it alone.

Charging Forward

Bottensek named his company Iron Horse Logging to reflect his wife’s passion for horses and his own passion for logging iron. “My biggest problem when I started out was financing. We (my wife Tina and our boys, Chris, Adam, and Ryan) bought an old log loader, and from there we went. And we just kept going,” he says.

And “kept going” he did. In the 12 years Iron Horse Logging has been in business, the company has literally galloped from one small side to currently running eight tower and two ground-based sides.

Bottensek attributes the rapid growth of his company to having good employees and good management. “Our growth has been fast, almost unheard of. Sure, I’ve taken big gambles, but we’ve got good employees and good management. A lot of our guys are very good friends. Guys I’ve grown up with, people I’ve worked with for 20 plus years.

My three boys are also active in the company.

I couldn’t get by with anything less.”

The Challenge of Growth

Iron Horse Logging Inc. employs over 80 people, but Bottensek says his biggest challenge now is what they have coming up for employees. “We run a pretty smooth operation with good people, but I’m really concerned about replacements. Not a lot of young people are interested. The average age of our employees is mid-to-late 40s. We’ve 76

got several guys that are well past retirement age. We’re all getting old.”

Bottensek explains that the company strives to take good care of employees by offering a family wage, a 401k, and sick leave.

In addition, the company provides health, dental, and optical insurance for employees with provisions for family if desired.

Still, like many other logging operations, Iron Horse has found that finding qualified applicants or the “right” guy is a major obstacle.

The Trainee

In an effort to alleviate the problem, the company has taken on several new employees who have no real experience and trained them to be part of the operation. However, the trainee needs to have certain native skills to succeed.

“A kid has got to show interest. We put them with someone with good training skills. Put them under the wing and keep them out of harm’s way,” Bottensek says.

“You can usually tell the first day or two if they’re going to make it. Can’t be afraid of getting a few bruises and scrapes. Those guys start out setting chokers in the brush. Before they get their rigging legs, they spend a lot of time on their stomach and back. It’s hard work.”

Bottensek places a lot of blame for the lack of qualified applicants on environmental/societal issues and the lack of understanding in the high schools, in that teachers don’t reinforce a kid’s desire to be in the timber business or become a logger.

“Kids need to realize that they don’t have to go to college and create a bunch of debt (continued on page 78)

No Shortage of Work

are working for NW Hardwoods, Roseburg Forest Products, Guistina, Roseboro, Seneca, Weyco, Boise Cascade, and Swanson Superior. Bottensek says he could field even more sides if he could find the help. “We log for just about everybody. The work is here.

Cutting is contracted out. Iron Horse

provides its own lowboy hauling while contracting with PER Trucking LLC to handle its log hauling duties.

The company’s scope of work deploys crews to high production jobs and low production thinning sides in the coast range and the Willamette Valley.

“At times, we’ve had half of our sides on low volume thinning jobs, and then at other times, we’ve had two-thirds of our crews on high-production clearcut jobs,” Bottensek says.

Iron Horse runs a variety of big towers for long-span sides running skylines out to over a mile. It also has shovel-logging sides and ground based thinning sides using grapple skidders and track skidders.

While the company doesn’t do cut-tolength, it does tackle government sale cable thinning jobs where a cable is centered in the 12-foot wide corridors spaced 150 feet apart, and they go in and thin to the corridor edge.

A slack pulling carriage pulls the turns to the corridor where they are then yarded to the landing.

To handle the work, Bottensek relies on several different manufacturers and forest machines. The equipment stable features CAT, Madill, and Doosan machines, but Link-Belt log loaders and processors are the preferred and predominant brand.

“Link-Belt products are excellent. Their service is excellent, there’s nothing like it,” he says, noting that the customer commitment of Triad Machinery of Eugene, Oregon, is second to none.

The equipment roster features 14 shovels and 14 processors, which make up 10 complete yarder sides and two ground-based sides. The mix includes Link-Belt 240s, 210s, (continued on page 80)

Most of the towers are Thunderbirds, including a TMY 50, two TTY 50 towers, a TTY 70, and two TY 90 yarders. The company also uses four Berger towers and a 3800 Madill yoder. ACME and Boman carriages are preferred.

The company does not have a particular equipment philosophy when it comes to how long a piece of iron should remain in their stable. “We base that on the condition of the machine,” Bottensek says. “If it’s still running good and is productive, we stay with it. If we start having issues, we get rid of it.”

To help keep the company keeping on, Iron Horse also has four full-time mechanics tending the machines. Usually two stay in the field, while the other two occupy the shop.

The Drive to Succeed

“We’re a proud company,” Bottensek says. “We take a lot of pride in our work. We took a lot of chances to get here, but success means to be able to provide jobs for our

employees. Success also means to be able to provide a future for my boys and their families. My wife works in the office and so do my daughters-in-law. I feel blessed to have them.”

He adds, “We have done more in the

past, but now we’ve leveled out. We found the fine line where we want to be. I work with my boys every day. There’s no slowing them down. They go full steam ahead.

Better Keep Your Hardhat On! Lindsay Mohlere fires torched over 4.8 million acres of wildland. In 2015, a record breaking 68,151 wildfires burned more than 10 million acres. Hundreds of homes and several lives have been lost.

For years, our national forests have been in trouble. There are tens of millions of dead or dying trees just waiting for a spark. Over the past 25 years, fires have grown in size and ferocity, while the firefighting budget has grown to more than 50 percent of the Forest Service’s entire budget. Funds for active land management programs such as fuels reduction, land restoration, and thinning/salvage projects, which could help diminish the devastation, have been severely limited. In addition, “obstructionist litigation” by environmental groups has also contributed to the dilemma.

Unfortunately, proposed legislation like the Resilient Federal Forests Act of 2015 (H.R. 2647), the Wildfire Disaster Funding Act of 2015 (H.R. 167 and S. 235), and draft legislation called the Wildfire Budgeting, Response, and Forest Management Act are still gathering dust sitting on the shelf in various congressional committee rooms.

Radical environmental groups like the John Muir Project, Alliance of Wild Rockies, Friends of the Wild Swan, the Swan View Coalition, the Blue Mountain Biodiversity Project, and several others are not happy with any of the proposed the legislation.

They believe the draft bills are taking the wrong approach, and any wildfire-funding bill, which has an increase in fuels reduction activities, will benefit their arch nemesis “Evil

FireColumn Timber.” They believe the Forest Service should be focused on “reforming when, whether, where, and how we fight wildfire and what can be done to create fire adapted/ fire permeable communities.”

These groups also believe any acceleration of the current review process and any limitation of litigation would rewrite and dismantle the National Environmental Policy Act. The environmental groups’ lawyers, law firms, and benefactors are also concerned.

Millions of dollars are paid each year in plaintiff attorney fees. Any change in the status quo promises to microwave their cash cow.

Let’s face it. There will always be fire. But the pretzel logic of environmental groups is no solution. We need to do more about saving our forests through active forest management by removing fuel loads, overlycrowded tree stands, and trees weakened by drought, insects, and disease.

Of course the lawsuit doesn’t take into account the fact that, in Chelan County alone, wildfire has devoured more than 330,000 acres since 2000. My guess is that nobody from FSEEE was onsite eating smoke and spitting hot embers when the decision was made. The people on the ground, working the fire and living in the communities that may have been threatened, made the decision to build the line. They didn’t have time to ask for permission.

Speaking of Pretzel Logic

The Eugene-based Forest Service Employees for Environmental Ethics (FSEEE) is suing the U.S. Forest Service for breaking the law. (FSEEE is a non-governmental group made up of present, former, and retired Forest Service personnel on their board of directors.)

The lawsuit contends that the U.S. Forest Service took destructive emergency action in 2015 during Washington’s 65,000-acre Wolverine Fire in Chelan County, by building a 50-mile long, 30-foot wide firebreak to protect rural areas in the county. The suit states that the community protection line was “unnecessary, destructive, and violated the National Environmental Policy Act’s requirement to assess beforehand the impact of federal actions.”

The Forest Service used an administrative rule to declare an emergency and cut the line. Saying the firebreak was miles from the fire, the FSEEE blames Forest Service policy that gives incident commanders great latitude to proceed with emergency actions. The lawsuit argues the Forest Service

What’s the Impact upon Jobs and Timber Sales?

MATTIODA: Steep slope logging is going to open up opportunities for areas that couldn’t be ground-based logged before. As a result, it will be possible to harvest more acres that wouldn’t be economically viable with a cable-based system. For example; we can now thin small-diameter trees cost effectively using harvesters and forwarders, where we could not do it manually with a chainsaw. Therefore, we have created new jobs. Mechanization on the slopes will bring about a reduction in the number of people working directly on the ground but will increase the number of highly skilled personnel needed to operate technical equipment.

CHANDLER: Although we have fewer people on the ground, we’re getting more done, so generally steep slope logging (if managed correctly) will reduce exposure/risk and generally reduce harvesting cost. Steep slope logging will put more employees in the safety of a cab and most likely result in better compensation and better jobs.

question is how the potential gains from this new technology will be distributed along the supply chain. Logging contractors take the business and operational risks, and the landowners are seeking lower costs, but there are a lot of stakeholders—like the workers themselves, safety regulators, environmental regulators, logging planners, manufacturers, and others.

KRUME: I think steep slope logging is going to end up being mandatory, because I don’t think you can compete without it. I think there will be a select few tower loggers who do very specific things the oldfashioned way, and the competition in that arena will become challenging because there will be many people looking for work. That will make the actual economics worse than it already is now. The efficiency of what we’re doing is going to lower the price—there’s just no two ways about it. It’s going to happen.

If we can’t get more dollars for a 2x4, we have to find a way to make that 2x4 cheaper and have imbedded profits in there somewhere. The mills have come a long way, you walk into a modern mill today and they’re

doing the work that 110 people used to do. And they’ve made it more economical.

I think that is spreading into the woods.

We’re definitely the last industry to embrace technology.

SHAY: Many of our sales are typically on steep ground, which would be a 50 percent plus slope, and are designed for cable logging. Most of these sites are evaluated by licensed geology staff to ensure public and environmental safety. Currently we’re designing settings for traditional cable systems but are encouraged by the potential that cable assist may present for the future. If someone wants to do something other than that, they currently need to come to DNR to ask permission to use other equipment.

We would like to see [steep slope logging] grow a bit and become more mature as far as the systems go before we start appraising sales or putting in roads specifically engineered for that kind of equipment. Are Regulations Necessary?

MATTIODA: Steep slope groundbased logging is very new to California, but Oregon and Washington are much further along in accepting this new technology. I believe regulators and operators will continue to make positive forward momentum, and by working together with the manufacturers, we will be able to increase the safety, productivity, and effectiveness of logging.

CHANDLER: I’d rather see the industry making an effort to provide standards, but that doesn’t appear to be happening. That would be my preference, but we’ll probably see regulators set the standards, and unfortunately, regulators tend to step in after something happens.

WIMER: One part of our research will be advisement to the regulatory agencies and ensuring that the rules written are usable and they’re not beyond the limits. I know that can always be a constraint, having worked in the industry myself for quite a while, and making sure that they’re usable codes.

Garland: One of the problems is that the current Oregon Forest Activities Code references slope steepness measured in percent.

Now with tethered-logging, machines are operating on slopes at 100 percent, sometimes greater. The Forest Activities Code needs to revise that standard because it’s not

the slope’s steepness that is important—it’s the condition of the soil itself and the ability of the machine to have traction on the soils. And that could be an issue on slopes less steep than the ones that are being logged now without the tethered assistance.

BERNATH: We at Washington State DNR are not necessarily focused on the equipment being used for an operation— that’s really up to the landowner and operator to decide how they’re going to do the harvest. They do have to tell us how they’re going to harvest, but it’s more about the outcome of protecting public resources, such as fish-bearing streams or unstable slopes, than the equipment they’re using.

Do We Need Certification/ Code Compliance?

KRUME: I’ve always thought from the very beginning that we should go through a certification process. We certify pilots, and we certify racecar drivers. I don’t believe in just throwing someone in a machine and sending them over a steep hill. I’ve trained six or eight operators, and some of them were very reluctant, but they all adapted quite rapidly, and they all like it better in the end by far. It’s really making them aware of how the system works or what we’re trying to do.

GARLAND: When our research is fully completed, we will have a basis for providing

a selection of training guidelines for logging contractors as they’re moving into steep slope logging and trying to find operators, because this type of work requires a particular type of individual. We might be able to prescribe a sort of training period that would help operators. We want to be able to help the operators with a checklist of what to watch for as they’re watching an operator perform their activities.

SHAY: From DNR’s standpoint, it is a safer way to go to as opposed to having three or four cutters out there and a rigging crew working on the ground where there’s always a chance of injury due to getting hit by a log or not being in the clear. That’s definitely a safety factor we’d like to support, and it would lower the logger’s L&I rates if they were working in a cab.

Is Education Necessary?

MATTIODA: Whatever you do on a slope is magnified as compared to flat ground.

Therefore the need for an operator to be educated as it relates to steep slope operations increases the chances for a safe, successful operation. People should not lump all cable assist machines into the same box, because there are strengths and weaknesses inherent in each type of machine. While they are all cable assist, they’re all different in terms of every factor you can think of from safety to productivity. We should acknowledge and

respect those differences. I do believe that education and training are definitely keys to successful steep slope operations.

CHANDLER: I think the manufacturer of the system should provide a certain amount of training and work with the owner to understand the limitations of their specific product. And that’s a challenge, because the manufacturer wants to sell them so they don’t want to discuss the limitations.

LESHCHINSKY: One of the components of using this equipment safely on steep slopes is understanding the soils. Every site has different soils . . . and some soils change from season to season because of weather.

That plays a big role in how to operate this equipment safely. We hope to distill our soils

research into educational materials that can inform operators about the best ways to use this equipment safely and how to do it with minimal soil issues. The research we’re looking at is essentially stability. How stable is the machine? There’s the question of reducing soil disturbance, but more importantly, the safety of the operators.

BERNATH: I think it’s important for our staff at DNR to understand how the different pieces of equipment work and what they’re capable of to understand how they might react to a particular landscape.

Future Innovations?

KRUME: As a landowner, if I wanted to log 100 acres, and it was tower ground, I would hire somebody with the latest, greatest machinery that was more productive, would take better care of my timber, and do it at a cheaper price. Steep slope logging is a much better way. I remember when they first started with feller bunchers and processors.

Nobody thought there would be a processor on every landing, but now we can’t operate without it. We’re not going back. There’s no way to reel in. My company moves more wood with fewer people, less fuel consumption, and we’re covering a lot more acres. I haven’t grown my company, I’ve changed my company.

MATTIODA: [It is here to stay because] the cost, safety, and utilization advantages associated with cable assist technology will render other harvesting systems obsolete in situations where cable assist technology can be utilized.

CHANDLER: Bottom line, risk and cost reduction. Large landowners are very excited generally about steep slope logging, so they’re definitely encouraging folks to purchase the equipment. They’re seeing a safety benefit, as well as a financial benefit.

It is getting harder to hire good help to work in the industry, and this could be a game changer.

Before joining AFRC, Scott worked for (and recently retired from) the Forest Service.

European Union Aims to Increase Softwood Log Imports from U.S. in 2017

T

he European Union plans to significantly increase the volume of imports of wood and wood products from the U.S. during the next several years, according to recent statements by an official spokesman of the European Commission.

That will be mainly due to the evergrowing volumes of housing construction in the EU and the early confirmed plans of the Union to derive up to 20 percent of its energy needs from renewables by 2020.

To date, the EU has been one of the largest suppliers of softwood lumber to the U.S., which is reflected by statistics that show the U.S. significantly increased its imports of European softwood lumber in 2015. The volume was up by 67 percent, compared to 2014, while the value of exports increased by 70 percent (116.9 million EUR). However these figures will significantly decline this year, due to a significant growth of the demand for softwood within the EU. EU Challenges

In recent years, wood production in the EU has faced serious challenges, which were reflected in the tightening of the local legislation in the field of forestry and the introduction of a complete ban on the cutting of old growth and wetland forests within the territory of the European Union.

This has posed the threat of a lumber shortage in the EU in the coming years and forced the European Commission to activate

negotiations with potential suppliers.

As part of these plans, negotiations have started with the U.S. government and the largest U.S. lumber producers, regarding the possibility of a significant increase of their supplies to the EU. According to European media reports, a particular interest of European customers is related to the supplies of softwood lumber and logs from the U.S.

Housing Industry Plays a Role

The growth of the European demand is driven by the ongoing recovery of the housing industry in the EU, which has been stagnant since 2012. The decline in housing construction in the European Union resulted in a significant reduction in the consumption of softwood lumber within the territory.

According to statistics recently published by the European Commission, the consumption of softwood lumber in the EU has declined by almost 35 percent since 2010; however, there is a possibility that the situation will start to improve in the coming months.

Canadian and Chinese Markets

Prior to 2014-2015, a significant part of the EU annual demand in lumber was met by the exports from Canada; however, due 94

to re-orientation of the Canadian producers to Asian markets in recent years, the EU has started to pay more attention to the supplies from the U.S. In recent years, China has become one of the largest destinations for U.S. exports of softwood logs; however, according to predictions by analysts of the Russian Association of Wood Producers, the EU may take the lead next year.

At present the annual value of exports of U.S. softwood logs to China is estimated at about $1 billion, and there is a possibility that part of this volume may be re-oriented to the EU by the beginning of next year, as the Europeans are ready to pay more.

Due to all these factors, the forecast is that the demand for U.S. softwood lumber will continue to grow in the EU, with the biggest increase expected in the UK and Germany.

According to predictions by analysts of the Russian Association of Wood Producers, the UK economy will be actively recovering from the consequences of BREXIT (British exit from European Union) in 2017, which will contribute to the increase of housing construction volume in the country.
