Wahkiakum County Seeks Legislation for Timber Transfer

In early January, Wahkiakum County commissioners signed a letter to Governor Jay Inslee asking him to upgrade the county’s trust timberlands, reported the Wahkiakum County Eagle.

Prior to 1999, the county derived substantial revenue from state-managed timberland. However, since 1999, approximately 3,000 of the county’s 12,600 acres have been set aside as habitat for endangered species, which has reduced the base for revenue.

A forestry consultant valued the timber on the 3,000 acres at $30 million, and the county has received only $800,000. Over the years, county officials have sought compensation for the 3,000 acres and had some success.

The proposed two-part plan would have encumbered county trust land exchanged for harvestable Common School Trust Land.

The encumbered lands would then be placed into the Trust Land Transfer Program to compensate Common School Trust. In the end, the encumbered lands would be preserved as habitat for the endangered species.

Senate Agriculture Committee Launches Updated Website

The U.S. Senate Committee on Agriculture, Nutrition, and Forestry launched a redesigned website to help folks stay up to date with the important work happening in the committee.

The site, which remains located at www. agriculture.senate.gov, will be a one-stop shop for information ranging from past and upcoming hearings to legislation before the committee, as well as press releases and social media accounts for both Chairman Pat Roberts, R-Kan., and Ranking Member Debbie Stabenow, D-Mich. The site will also host an enhanced live-streaming feature, making it easier to watch hearings no matter your location. Be sure to check the site regularly for updated photos reflecting all sectors of American agriculture, nutrition, and forestry.

Climate Change Increases Stress on Pacific Northwest Forests

Oregon State University reported that rising temperatures and late summer dryness are pushing some types of forests beyond their ability to cope with stress, according to a new analysis of forest response to climate change across the Pacific Northwest.

Particularly vulnerable forests include those in drier areas such as the east side of the Cascade Range, the Blue Mountains, and the Rocky Mountains of northeast Washington.

High-elevation forests in these areas are poorly adapted to increasingly hot, dry conditions. Sensitive species include lodgepole pine, subalpine fir, spruce, and mountain hemlock.

Over the last decade, increasing stress has peaked in August and September as greater water deficits and rising temperatures combined to affect forests across the region. This has created conditions potentially lethal to trees in some highly vulnerable areas, according to a report published this week in the journal Remote Sensing of Environment.

In those two months, the region’s extensive Douglas-fir forests saw an increase in response to stressful conditions, from about one percent in August to almost eight percent in September, said David Mildrexler, a doctoral student in the Oregon State University College of Forestry and lead author of the report. Areas of high Douglasfir vulnerability were largely concentrated in the southern portion of the Oregon Coast Range and western Cascade Range.

Linn County Plans to Sue State over Forestland Management

The Associated Press reported that Linn County claims the state has mismanaged Oregon Forest Trust Lands and has cost it and others millions of dollars in lost revenue for schools and public safety. The county is threatening to file a class-action lawsuit seeking $1.4 billion.

The county told the governor and state forester that it intended to sue on behalf of 14 other counties over breach of contract. It says Oregon has failed to live up to decadesold contracts that allow counties to receive payments based on annual timber harvests on state-managed lands.

Goldmark Asks For More State Wildfire Funding

Commissioner of Public Lands Peter Goldmark heads the Washington state Department of Natural Resources. This January, he made an appeal for more state wildlfire funding in the Seattle Times.

“I’m asking the Legislature now for $24 million to prepare our state for this fire season and beyond. This is roughly twice what Gov. Inslee proposed in his budget.

We need more firefighters. We need them positioned in the most fire-prone areas of the state. We need to provide grants to local fire districts to boost their capabilities. We need to train volunteers, National Guard troops, and local firefighters alongside professional Department of Natural Resource firefighters. We need experienced fire commanders to lead them, using modern radio equipment.

We need to thin and maintain our forests, and help homeowners and communities clear vegetation to protect themselves from fire.” TW

OLC Expands Meet & Greet

The Oregon Logging Conference board is excited to see the 2016 OLC expand substantially from 2015 conference.

Thomas Maness, Dean of the College of Forestry and Director of the Oregon Forest Research Laboratory

Maness is the Cheryl Ramberg-Ford and Allyn C. Ford Dean of the College of Forestry and Director of the Oregon Forest

Research Laboratory. Thomas earned his Bachelor’s degree in Forest Management from West Virginia University, a Master’s in Forest Operations from Virginia Tech, and a Doctorate in Forest Economics from the University of Washington.

Maness has worked in the private industry for a decade as a forest engineer, forest planning researcher, and manufacturing optimization engineer. In 1994, he founded the Canadian National Centre of Excellence in Advanced Wood Processing at the University of British Columbia, and led the design and implementation of an award winning undergraduate manufacturing technology program.

Working closely with industry, he conducted research in sawmill optimization and real time quality control systems. In 2004, he founded the British Columbia Forum on Forest Economics and Policy, and over the last decade has conducted research in forest policy, land use planning, and sustainable forest management. He joined OSU’s College of Forestry in 2009 as Department Head, and was named Dean of the College in 2012.

Michael Green is an architect known for his research, leadership and advocacy in promoting the use of wood in the built environment. Green is author of The Case for Tall Wood Buildings, which introduces wood as a major opportunity for systematic change in the building industry. Brian graduated from OSU in 2003 earning a B.S. in Forest Engineering. Prior to graduating, he operated logging equipment and worked as an intern for Willamette Industries. Since graduation he has worked for a handful of timber companies in Oregon and Washington gaining experience in forest engineering, forest policy, and timber buying.

His current responsibilities include buying logs and timber sales needed to supply Boise Cascade’s veneer mill in Willamina, Ore.

Jayme Dumford, Timber Manager Swanson Brothers Lumber Co.

Jayme has worked for Swanson Brothers for the past eight years and in the timber industry for 20+ years, starting in High School at Montgomery Tree Farms. He graduated from Oregon State University with a Bachelor’s degree in forest management and has worked as a silvicultural forester, forest engineer, timber sale appraiser, contract administrator and log buyer. He is currently responsible for managing timberlands and log supply for Swanson Brothers’ large log mill at Noti.

C & C has four cut-to-length sides and four cable sides as well as multiple ground based sides. Frank graduated from Central Washington University in 1991, with a degree in flight technology.

Dzhamal earned a B.Sc in Forestry from University of Forestry in Sofia Bulgarian, a M.Sc. in Sivilculture from Virginia Tech, and a PhD in Forest Engineering form OSU in 2008. Prior to his present position he worked in New Zealand as researcher for Forest Operations and as a Forest Transportation Planner/Dispatcher.

His interests are primarily in steep slope harvesting operations efficiency and innovation, winch-assist harvesting systems, tech transfer in forest operations, improve safety, increase efficiency, reduce costs of steep slope forest operations, and the use of modern technology for robust intensive forest management.

In 1984 George launched T-Mar Industries with partner Gordon Olafsen. One of the company’s first jobs was the rebuilding and converting to water-cooled brakes of an American 7220 grapple yarder.

This began a 33-year career developing expertise in rebuilding, converting and manufacturing logging machinery.

In 2007 George’s partner retired and George became the sole owner of the company. In 2009, at the depth of the forestry downturn, George and the two lead engineers Jim Mantle and Ed Hughes undertook the development of a new swing yarder. The development spanned 4 years and the construction of the prototype was commissioned in 2013.

George is active in the TLA as a director and is a 20-year member of Campbell River Rotary.

Tyson Lambert, Customer Support and Design T-MAR Industries

Tyson began his career working for his father sweeping floors and working in T-MAR’s original machine shop. There he gained his superior knowledge of logging equipment. He also credits this on-the-job training for building his character and work ethic.

Today, Tyson works in a customer support role as well as designing electronic control systems for the next generation of steep slope harvesters and rock drills.

The role gives him a unique opportunity to understand the needs of forestry customers and to supply them with the tools to succeed.

Prior to joining ODF in 2013, Jay worked on the forest practices compliance audit team with forestry consultant Barnes & Associates. Jay previously worked for the Cow Creek Umpqua Indians in forestry and GIS, and began his career as a forester with International Paper in western Oregon and southwest Washington.

Seth has experience in multiple facets of field forestry—from harvest layout and design to silviculture—as well as forest policy.

Prior to coming to OFIC, Seth served as the Operations Manager for Washington States Forest Practices Program. Seth has worked for private landowners and state agencies, and he has also participated for many years as a wild land firefighter on an Incident Management Team. Kyle Williams, Senior Environmental Forester Plum Creek Timber

Kyle has been with Plum Creek since June of 2015 and prior to that worked for the ODF from 2011 in a variety of roles, including as a Wildland Fire Protection Supervisor, Stewardship Forester and most recently as the Unit Forester in Toledo.

Tony started his career as a heavy diesel mechanic apprentice with Gough, Gough and Hamer, the Cat dealer in NZ. He completed his apprenticeship and went onto being their sole field service agent in the Gisborne region until 1982.

He gained more experience going into agricultural contracting for ten years becoming one of the major contractors, then launching a clear-fell bush crew, which went onto becoming three crews. From there Tony was Product Support for Timberjack in NZ and progressed into the Product Support for Waratah NZ Ltd. When he started a mechanical repair business, Active Equipment Ltd in 2006, he never looked back. The operation today employs 23 staff with additional sub contractors and plans to expand.

Nathan Reynolds, Ecologist Cowlitz Indian Tribe

Nathan has been employed with the Natural Resources Department of the Cowlitz Indian Tribe since 2005. As an ecologist, he studies prehistoric and historic interactions between humans, the physical landscape and natural resources in southwest Washington State.

Ryan Anderson

Ryan started his chainsaw carving career in June of 2005 after being apprenticed by Tracie Brittenfeld of Packwood, Wash.

Since that time, Ryan has been participating and receiving awards throughout the country and internationally.

While representing America in Europe to compete in the English Open, Ryan took both second and third place, and he has also traveled to compete in Scotland and Canada.

Oregon Department of Forestry Offers Training to Operators In conjunction with its outreach to the logging industry at the Oregon Logging Conference, the Oregon Department of Forestry (ODF) will have staff and materials available on-site to provide two types of training that are fundamental to contractors who would provide services with heavy equipment or timber falling during the course of the 2016 fire season. The training involves some video instruction and a bit of hands-on activity with fire shelters.

Basic Fire Suppression Techniques and the New Generation Fire Shelter trainings will be offered at the Department of Forestry site on the grounds of the Conference.

All persons who are provide services (such as dozers, tenders fallers) on a contractual basis to the ODF on the fire line are required to take the training that will be offered.

The Department will provide the training only.

Operators interested in participating in fire suppression efforts should check with local ODF offices with respect to their availability and capability to serve in suppression efforts. The training is also commonly provided throughout the state by local Department offices.

Look for signage at the ODF tent regarding times the training will be offered.

Attendees will receive certification of training and OPL credits for attendance.

Department of Forestry’s 2015 Operators of the Year On March 9, the Oregon Department of Forestry will recognize the 2015 Operators of the Year for responsible, innovative, proactive work that protects natural resources. The winners are WyEast Timber Services LLC of Hood River, Giustina Land & Timber Co. of Eugene, Hull-Oakes Lumber Co. of Monroe, and R&R King Logging Inc. of Florence.

To encourage this work, the Board of Forestry annually recognizes people and entities that consistently meet or exceed the Forest Practices Act requirements to: replant forests; harvest responsibly; reduce landslide risks to improve public safety; protect stream buffers; build and maintain roads to protect streams; preserve and protect water quality; and protect and enhance wildlife and fish habitat.

Regional Forest Practices Committees select the Operators of the Year and Merit Award recipients. Acting Private Forests Division Chief Lena Tucker said, “These are the best of the many operators who regularly perform above what the law requires to protect natural resources. Giustina Land & Timber and Hull-Oakes Lumber

Giustina Land & Timber and HullOakes Lumber Companies earned the Northwest Oregon Area Operator of the Year award for two stream improvement projects. The Long Tom Watershed Council determined that replacing multiple culverts throughout the South Fork Ferguson basin could open it for fish passage.

The companies learned of the opportunity and voluntarily joined efforts to install two larger culverts for improving stream quality and fish passage. Giustina and HullOakes helped open five miles of stream for coastal cutthroat trout to spawn and access cold water habitat. WyEast Timber Services

WyEast Timber Services earned the Eastern Oregon Area Operator of the Year award for improving two parks, Rock Creek and Punch Bowl Falls. WyEast and Mosier city officials created a strategic plan to help prevent bark beetles from damaging more trees.

In Rock Creek Park, WyEast removed specific trees and navigated complex urban issues like powerlines, traffic and hiking trails to meet city goals and create a healthier forest. On the Punch Bowl Falls project, Western Rivers Conservancy hired WyEast to promote forest health by removing damaged and diseased trees and create space for growing larger trees while protecting Hood River’s west and middle forks, which contain 48

R&R King Logging

R&R King Logging earned the Southern Oregon Area Operator of the Year award for protecting the streamside buffer along Little Paradise Creek, a large fish-bearing stream with salmon, steelhead and trout. The creek runs south, bisecting the harvest unit. R&R King needed to move the logs from the creek’s east side to the west for processing.

The team used a suspended cable system to move the logs along 1,500- to 4,000-foot spans over the creek to protect its buffer trees. R&R King went above and beyond the Forest Practices Act minimum requirements to better protect natural resources at the expense of lost production. The committees issued Merit Awards for excellent work to Melcher Logging of Sweet Home and J.M. Browning Logging of Astoria.

OLC’s seventh annual Log Loader Competition will be sponsored again by Triad Machinery and Link-Belt, and held Friday, from 12:30 p.m. to 3:30 p.m. and on Saturday from 10 a.m. to noon in the display area.

To win the competition, the professional operators will have to demonstrate speed, skill, and efficiency in handling a hydraulic log loader.

The Rules

The event starts with nine wood blocks scattered randomly on the ground. Operating a new Link-Belt log loader, contestants will have to stack the blocks end to end, starting at three predetermined marks on the ground, matching numbers or colors within 7 minutes.

When complete, each stack will be three blocks high with colors and numbers matched. Colors and numbers not matching will result in a disqualification.

Each Stack must remain standing for 5 seconds after the heeling rack contacts the Stop / Start point, signaling completion of the event run. All three stacks must remain standing for the 5 seconds or the competitor will be disqualified.

BY THE OREGON LOGGING CONFERENCE FEBRUARY 25, 2016 WHEREAS, the Pacific Northwest has a natural advantage when it comes to growing forests. Deep soil, temperate climate and an abundance of rain make this one of the best places in the world to cultivate trees, especially the sturdy evergreens we use to build our homes and office buildings, and WHEREAS, the Pacific Northwest is one of the few places on Earth where this can be done with fast growing forest plantations consisting of native species. It is the job of professional foresters and loggers to ensure that we grow and harvest these trees in a responsible manner, respecting the ecological niche in which we live and the needs of society, and WHEREAS, controlling weeds and unwanted vegetation reduces competition with young trees. Professionally trained and licensed applicators use herbicides to control invasive plants in a legal, responsible manner to protect young forests, to promote healthy forest growth, and to help control invasive species such as ivy, blackberry and Scotch broom that rob nutrients and sunlight from native trees, and WHEREAS, young trees are the most vulnerable to competition from unwanted vegetation, and without herbicide use they take much longer to grow. Foresters and loggers use herbicides sparingly in the first few years of tree growth to give seedlings the best chance to thrive, and then not again until the next generation of forest is planted, and WHEREAS, The Oregon Forest Practices Act governs the use of forest herbicides at the state­wide level across all private forestland ownerships, and requires protecting water quality by buffering all forest streams and domestic water sources. And, with the recent passage of HB 3549 by the 2015 Legislative Assembly, schools and dwellings in a forest setting are protected by a 60 foot buffer during aerial application of herbicides.

THEREFORE BE IT RESOLVED that the Oregon Logging Conference go on record in support of state-wide laws that govern the legal and responsible use of forest herbicides for sustainable forest management in Oregon’s forests.

A RESOLUTION CONCERNING THE BUREAU OF LAND MANAGEMENT’S RESOURCE MANAGEMENT PLAN FOR WESTERN OREGON

BY THE OREGON LOGGING CONFERENCE FEBRUARY 25, 2016 WHEREAS, the Bureau of Land Management has released a draft Resource Management Plan (RMP) for managing 2.5 million acres of forestland in Western Oregon, including over 2 million acres of “O&C” lands that will be in effect for the next 20 years, and

THEREFORE BE IT RESOLVED that the Oregon Logging Conference (OLC) go on record in strong opposition to the Bureau of Land Management’s draft Resource Management Plan for western Oregon and request that the agency go back to the drawing board to redraft a plan that truly considers the true capacity of the O&C forests to produce timber in a sustainable manner to benefit rural counties.

BE IT FURTHER RESOLVED that the OLC believes the entire range of alternatives addressed in the draft RMP are illegal and in clear violation of the O&C mandate identifying timber production as the dominant use of the forests under its jurisdiction.

A RESOLUTION OPPOSING IP-28 IMPOSING A GROSS SALES TAX ON OREGON BUSINESSES WITH GROSS SALES EXCEEDING $25 MILLION

BY THE OREGON LOGGING CONFERENCE FEBRUARY 25, 2016

WHEREAS, the O&C Act of 1937 requires that the BLM’s forest land in western Oregon be managed predominantly for timber production to sustain and grow the economies of the counties where the land occurs and that 75 percent of the proceeds of timber sales be shared with the counties to finance important government services, and

WHEREAS, Initiative Petition 28 is currently scheduled to appear on the November 2016 ballot to ask voters to impose a 2.5 percent tax on the gross sales of Ccorporations with sales in excess of $25 million and an additional minimum tax of $30,001, and

WHEREAS, in spite of this legal mandate to manage the land for sustained timber harvests to benefit rural counties, the draft RMP alternatives range from having a maximum of 32 percent of the land managed for timber to a low of just 14 percent, all in clear violation of the O&C Act of 1937, and WHEREAS, the preferred alternative would allocate just 24 percent of the land to sustained timber production and authorize timber harvest levels equal to just 20 percent of the annual timber growth on the O&C forest lands in clear violation of the law’s sustained yield mandate, and WHEREAS, the O&C forest lands grow in excess of one billion board feet of timber per year and timber inventories have increased during the imposition of the Northwest Forest Plan as considerably less timber has been harvested than grown, setting up a possibly disastrous forest health crisis as insects and disease invade the forest and catastrophic wildfire risks increase, and WHEREAS, while the regional timber harvest levels are woefully inadequate to sustain neither the forest industry nor the counties, to make matters worse, the harvest is geographically allocated to harm the southwest Oregon counties disproportionately, in an area where federal timber is in the highest demand.

WHEREAS, the gross receipts tax is based on total value of sales, with no regard to profitability. Firms involved in low margin businesses with high sales volumes, such as automobiles, will be unfairly disadvantaged as opposed to those involved in high profit businesses with lower sales volumes, and WHEREAS, IP-28 would raise $5.3 billion each biennium from a select group of Oregon businesses, a fivefold increase, and would increase the state’s $18.8 billion general fund budget by 30 percent making it the largest tax increase in Oregon history, and WHEREAS, the petitioners largely represent public employee labor unions who are seeking to bolster the state’s budget and the Public Employee Retirement System (PERS) that is driving many local governments toward insolvency, and WHEREAS, the very same proponents of IP-28 have filed IP-24 and IP-26 to raise taxes on S-Corps, LLCs, partnerships and individuals making more than $125,000 per year, and WHEREAS, these new tax measures could not come at a worse time as the State of Oregon is struggling to emerge from one of the worst recessionary periods in modern times, unemployment rates are still unacceptably high and the growth of new jobs is sporadic, and WHEREAS, Initiative Petitions 24, 26 and 28 could very likely drive businesses out of the State of Oregon to relocate elsewhere.

THEREFORE BE IT RESOLVED that the Oregon Logging Conference (OLC) go on record in strong opposition to Initiative Petitions 24, 26 and 28 and urge the State Legislature to take control of the State of Oregon’s financial affairs.

-------------------------------------------------------A RESOLUTION ENCOURAGING FLEXIBLE AND CLEAR IMPLEMENTATION OF NEW OREGON STREAM RULES

BY THE OREGON LOGGING CONFERENCE FEBRUARY 25, 2016 WHEREAS, on November 5, 2015 the Oregon State Board of Forestry adopted new stream protection rules for all small and medium salmon, steelhead and bull trout (SSBT) streams, and

WHEREAS, buffers along these streams will be increased to 60 feet for small streams and 80 feet for medium streams. A 20 foot no cut buffer will be included for both stream classes and 110 square feet of basal area must be preserved for small streams and 184 square feet for medium streams in the expanded buffer, and WHEREAS, the alleged reason for the expanded buffers is to maintain water temperatures at threshold levels established by the Oregon Department of Environmental quality and to enhance fish spawning habitat, and WHEREAS, the rule as adopted includes language that will be subject to interpretation by enforcement officers including requirements that the retained basal area be “well-distributed” and that “minimum tree counts” per 1,000 foot stretches of streams also be “well-distributed” creating operational challenges for logging operations, and

has never motivated workers on the receiving end of such tactics to perform at a level higher than expected from managers utilizing such draconian motivational methods, and WHEREAS, profanity, verbal abuse, demeaning remarks, threats, and other unprofessional methods intended to motivate workers to perform in a desired way have no place in modern business interactions, and WHEREAS, such methods do nothing more than destroy the morale of workers and company owners and does nothing to encourage or motivate them to perform at a higher level.

THEREFORE BE IT RESOLVED that the Oregon Logging Conference go on record in support of civility and respect in the workplace between the various employment sectors that comprise Oregon’s forest products industry and, most pointedly, between contract loggers and those landowner representatives who supervise their work.

BE IT FURTHER RESOLVED that the Oregon Logging Conference reject and not tolerate the use of fear, intimidation, humiliation and retaliation as methods of motivating logging contractors to comply with the policies and management objectives of forest landowners.

WHEREAS, how these subjective interpretations are made could pose serious safety issues for loggers and other forest contractors as they attempt to comply with the complicated prescriptions required by the new stream rules, and WHEREAS, the Oregon Department of Forestry will spend much of the next year adding precision to the rule adopted by the Board of Forestry, interpreting the intent of the expanded buffers and establishing terms for implementation. How the agency makes its final decision will have a profound impact on forest landowners and logging contractors charged with complying with the new rules.

THEREFORE BE IT RESLOVED that the Oregon Logging Conference (OLC) go on record to encourage the Department of Forestry to finalize the new stream rules in a manner that affords flexibility for landowners and clarity for forest operators and recognize that not all landscapes will be able to safely accommodate the rule as currently written.

BE IT FURTHER RESOLVED that the Oregon Department of Forestry recognize the added burdens on both landowners and operators in terms of value depletion and increased complexity of compliance, and thus resolve to adopt the least burdensome methods of implementing the new rules.

They include contract loggers, contract supervisors, timber procurement professionals, land managers, mill managers and senior executives all of whom perform essential functions in delivering finished goods to the marketplace, and WHEREAS, each category of employees is comprised of professional and trained people who deserve respect and cordial interaction within their particular sector and with those from other sectors that make up an efficient supply chain to deliver wood fiber to the market, and WHEREAS, the safety of workers is a core objective of all employers and employees in the forest products industry and suggestions that any particular sector of the industry is not concerned about the safety of forest workers has no place in the discourse between the various sectors, and WHEREAS, history has demonstrated that management by fear, intimidation, humiliation and retaliation

Ponsse Wins Swedish Steel Prize 2015 for Harvester

The 2015 winner of the international Swedish Steel Prize is Finland’s Ponsse. The prize was awarded for the company’s new generation of forest harvester, the Scorpion. Using high-strength steel, Ponsse realized a revolutionary design on the Scorpion, which improves both performance and comfort.

“Ponsse has not only significantly improved operator ergonomics, but also enhanced functionality and safety and increased productivity with this new design,” said Gregoire Parenty, chairman of the jury and executive vice president and head of market development at steel manufacturer SSAB. Port of Longview Terminates CEO Kalhagen

In January, Geir-Eilif Kalhagen was terminated without cause from his position as CEO at the Port of Longview.

The board of commissioners reached this decision based on its differing vision of growth and development for the Port of

Longview. The commissioners announced that they are exploring all options for interim and long-term succession plans. They expressed confidence in the port’s current senior leadership to oversee all operations while the board of commissioners evaluates its options.

RUNNING STRONG

hether it’s a small logging contractor working a crew of five and one ground side, or a large operator managing several sides and employees, the everyday challenges of running a successful business are the same. Taxes. Fuel. Health insurance.

State Industrial. Equipment. Maintenance.

People. They all come with the territory.

Jerry DeBriae, owner and founder of Jerry DeBriae Logging Inc. of Cathlamet, Washington, has over five decades of experience tackling just about every challenge a logging contractor will face.

Graduating to the Woods

“I went straight to the woods right after I graduated from high school. I guess I wasn’t college material,” Jerry says with a chuckle. After working for other loggers, he went into partnership with his brother-inlaw for a few years before going it alone and forming DeBriae Logging in 1967. Since then, DeBriae has applied his substantial business acumen, while cutting through the tumultuous weather of the logging industry, growing into one of the largest operations in the Northwest.

“I didn’t have a big plan to grow into a big company. It sort of happened. There was no design for growth. I just did it.”

At one point, DeBriae ran ten sides but has scaled back in recent years to seven. Currently, he’s operating two tower sides, two shovel sides, and a yoder side on Washington State land. He also runs a tower and shovel side on land owned by Greenwood Resources. In addition, DeBriae Logging does its own cutting, utilizing a three-person hand crew and three Timbco feller bunchers and contracting out when the need arises. The company hauls, builds roads, and does most of its own maintenance.

DeBriae has passed the everyday responsibilities of running the company to his son, Jerry DeBriae Jr., but he still runs the road building operation and continues to bid on timber jobs.

The Right Iron for the Job

In his fifty plus years in the woods, DeBriae has seen a lot of equipment come and go. It’s no wonder he has a few preferences and strong opinions of what type of iron works best for his companies.

While the Caterpillar brand stands out at most DeBriae sides, John Deere and Madill are favored log loaders.

“I bought the first 568 CAT shovel that came out,” DeBriae said. “Now we have five.

They’re by far the best shovel out there.”

The company utilizes several CAT 324s paired with Denharco stroke delimbers.

According to DeBriae, the Denharcos are faster and more reliable than others. “The strokers are cable driven rather then chain driven. We like them a lot.”

DeBriae is also impressed with the new Southstar processors, a Canadian- manufactured processor head fitted with titanium blades. “We bought our first one this year and put it on a 568 CAT. It really cuts a lot of wood.”

On the cable sides, DeBriae fields four Thunderbird TBY 90s and one Berger. The company specializes in slack line yarding.

“We were one of the first companies to do slack line yarding using a three-drum machine. The wood today is a lot smaller, and I think it’s a lot safer,” he says. “You’re picking

the logs up and not dragging them.” In most cases, Boman motorized carriages are paired with the yarders.

DeBriae does most of its own hauling and runs a fleet of twenty-eight Kenworth trucks with the CAT brand favored as the engine of choice.

“We like to stick with one brand,” DeBriae says “That way we’ve got parts, even though we stock just about every part in our shop.”

Keeping and Leasing Machines

An integral part of the company’s equipment philosophy has changed in recent years.

“I used to trade machines at around 8,000 hours, but now I keep them until they’re worn out,” DeBriae says. “We’ll keep them for 20,000 hours now. Can’t afford not to.

ContractorProfile There are no trade-ins these days, and everything you look at costs half a million dollars.”

DeBriae is also trying out leasing equipment for the first time. “We leased a Denharco delimber. I lease it for five years and get 12,500 hours. The residual is almost $200,000, so I can just turn around and lease another one. Not everybody can do it, but we’re trying it out,” he said.

One downside to leasing is, “If you beat it up, the lease won’t do you any good.”

Fire Trucks

DeBriae has also converted several used Military Medium Duty 6X6 vehicles into rugged fire trucks. The company buys the trucks and manufactures the tank, refitting the vehicle as a fire truck.

“Six wheel drive, they go anywhere,” DeBriae says. “Run down the highway at fifty miles per hour. One of our old ones could make it down the hill. We’ve got six of them, and we’re going to build six more this winter.”

To keep their machines in top condition, DeBriae deploys a field maintenance crew of four woods mechanics to work the sides, and five others work at night at the company shop. “We rebuild some engines but mostly send them out along with transmissions and rear-ends. All the rest, we do it.”

People—an Everyday Challenge.

The lack of qualified prospects weighs heavy on most logging operations and DeBriae Logging is not alone. With millions of dollars in equipment and 100 employees, DeBriae is quick to acknowledge that the major challenge his company faces today is people.

“Getting the right people that want to

work is difficult,” he says. “Ten years ago it was different. There were twice as many people looking, and they were twice as good.

We didn’t have a problem getting them.”

In the woods, at the maintenance shop, and on the road, the problem shows up in all aspects of DeBriae’s company.

ContractorProfile Logging Inc. is drug free. “We drug test everybody,” DeBriae says, while acknowledging the down side. “You have a guy come in and wants to work. You ask if they can pass a drug test and they say yes. And then they never show up again.” On the trucking side of the business, the company also adheres to Federal Motor Carrier regulations.

Ten trucks out of Debriae’s fleet of Kenworths are parked because he doesn’t have enough drivers.

“We’ve only got seventeen trucks on the road. There are no drivers out there. Getting to a point where we might have to start training them,” DeBriae says. “That’s what we did on our road crew. A young kid comes around; we put him in a dump truck. Try to train him. That’s all you can do.”

The company also strives to attract and keep employees by paying a good family wage backed with a 401K program and insurance. Along with annual bonuses, everyone gets a company pickup. “Everybody gets to drive a rig home,” DeBriae says.

Despite the challenges, DeBriae logging is in it for the long haul. The challenges . . . well, they just come with the territory.

A Road Well Traveled

R D Reeves Construction finds the solutions to stay diversified and local

Inc. has been able to stay within 50 miles of home and on the same tree farm for over 40 years.

Located in Rainier, Oregon, R D Reeves is operated and managed by Roy Reeves, Roy’s daughter Robin, and his sonin-law, Marc Clarke.

The company originally worked for Longview Fibre Company, which transitioned to Longview Timber, owned by Brookfield Management, and now the tree farm is owned and managed by Weyerhaeuser’s Columbia Timberlands.

Reeves adds that most of the roads in the tree farm were constructed by his company. “I’ve built all the roads we’re logging on, every one of them. Built hundreds and hundreds of miles in those days.”

Reeves, like many other logging company operators, started in the woods right out of high school. After several years working and honing his road building skills for someone else, he opened his own doors as a road building company in 1969 (hence the name

The Move to Logging

“We didn’t move into heavy logging until the 90s,” Reeves says. “I got out of road building as a primary function, and we sold our last machine in 2012. “I had pretty much ‘roaded’ everything up by then.” The company still maintains the ability to build roads, just on a smaller scale from the days when the activity was the main focus.

The company operates two groundbased sides on the Weyerhaeuser Columbia Timberlands tree farm.

“Our niche has been centered on yoder logging,” says Clarke. “We bought our first double-drum yoder in the 90s. It’s one of the first two used in this application in the area, and we have owned several over the years.” However, Clarke notes that they have observed a decrease in the use of the drums over recent years. He says there has been concerted effort by the industry to reduce the exposure on the ground and a trend toward the use of innovative logging techniques, like cable assist and self-leveling logging shovels.

Versatility

R D Reeves subcontracts out the cutting to Pellham Cutting Inc. Most of the log hauling is provided through their other company, Reeves Trucking Inc. The company runs one Peterbilt and three Kenworths. One of the Kenworth trucks is a quick-change long to short logger.

For many years Reeves has operated two shovel sides on one logging unit. This approach, when applicable and if managed correctly, offers many advantages. Operating seven machines on an 80+ acre unit offers a lot of versatility.

“We can maintain an average of twentyfour loads per day in plantation type stands,”

The Right Tools

“One of our major challenges is to boost production levels to accommodate the increase in average piece count per load. The introduction of the plantation units into the system has forced us to adapt and to make our operation as efficient as possible,” says Clarke.

To increase the efficiency factor, Reeves and Clarke identified log processing as the

weakest link. They had to have something that would address the piece count issue and decided on the addition of a second dangle head.

“We have a 2014 Link-Belt 290/Waratah 624C processor combination, and it has been a reliable workhorse for us,” Clarke says. “We were going to standardize and get another 290/Waratah combo right when the 4040 was introduced. The 4040 boasted many advantages over the 290, and advantage is what we needed.”

Very stable, thanks to a bigger counterweight and the fuel tank in the rear.”

The company has had more than twenty Link-Belt machines over the years. “They’ve been good for us,” Clarke says. “The motors are fuel efficient and reliable, the undercarriages provide excellent life. We have a good relationship with the dealership, which has always provided outstanding service.”

Currently, R D Reeves operates the Link-Belt 4040 and 290 with a Waratah 624C dangleheads as processors. The company also uses a 2007 Link-Belt 240 LXT and a 2011 Link-Belt 240 X2 as log loaders.

While the Link-Belt brand has always been a consistent partner for R D Reeves, the company also relies on Caterpillar and John Deere to help meet their production goals.

A 2013 CAT 568 with a twin drum system does double duty as a shovel and a yoder. The power of the 568 is evident when shovel logging uphill or for cable logging turns on the landing. The company’s other shovel is a 2011 CAT 325DFM log loader.

Reeves fields two track-based ground skidders. One is a 1997 factory certified 2013 rebuilt CAT 527 with a swing grapple.

The other skidder is a 1996 CAT D5H also equipped with a swing grapple.

The company utilizes a John Deere 2454D with a Denharco stroke delimber as a processor and a John Deere 650J with a winch for road maintenance and scarifying duties.

Core Values and Commitment

The fact that R D Reeves has been working the same ground for over 40 years is quite unique. Clarke says the company’s longevity in the area is primarily due to the core values of the company.

“Safety, quality, and production, in that order, are what we strive for,” he says. “These are core values for all of us, as a company and as individuals. We’ve always done business this way, and it aligns well with the companies that hire us.”

The Crew

Reeves and Clarke both feel that the most challenging aspect of running a logging company is constantly adapting to changes in the industry and maintaining a skilled workforce, but success is defined by providing a good quality of life for the employees.

“Our crew is the most important part of the company. We’ve managed to assemble a very conscientious group of individuals who enjoy their career choice and who want to work in the woods,” Clarke says.

The company also believes in taking the time to invest in a new generation of loggers. “Currently we have a young crew member that has advanced from a chaser/ choker setter to a machine operator in less than a year. With the correct instruction and supervision, as well as his enthusiasm, he should do well.” Clarke adds, “If we don’t take the time to educate and train the next generation then we can’t complain about not having an available or skilled workforce in the industry.”

That commitment to their employees and to the future is a responsibility welcomed by Reeves and Clarke.

Stripping Fact from Fiction

n this fever-pitched political

season, watching one campaign spout off inaccuracies about a topic, daring another candidate to respond, is sometimes like watching a one-sided mud wrestling match. One side flings the mud, and the other side just ducks and runs for cover. The worst of it is the stated inaccuracies often stay out there, unchallenged, masquerading as fact.

In the world of woody biomass energy, this is often the case.

People grab the microphone, act official, and pass off as fact things that are often just activist sound bites. Happily, however, there’s a new presence on the scene, waiting to take on the activists conspiring to defeat woody biomass power as a viable green energy

Here’s a sample of the group’s opening salvo: We’ve started Biomass101 because we can’t sit idly by and watch the debate distorted by activists who, while they may have good intentions, are misguided and misinformed. That’s a part of responsible stewardship too—making sure people know the truth about the hands-on work we are doing each day. So we intend to monitor the

coverage closely and hold the press accountable when they get it wrong. As the leading coalition of people who care for and depend upon our forests, we offer a unique, firsthand perspective on these issues. And so we have a responsibility to add our voice to this conversation. Balanced coverage ought to mean scrutiny on the assumptions and motives of biomass critics too. If they are pushing unrealistic, impractical, and harmful policies, then the press ought to be pointing that out.

Biomass101 was developed by a coalition of forest owners, pulp and paper manufacturers, professional foresters, and others involved in the real world of forestry. Anticipating the argument that such groups have a vested interest in spinning the woody biomass story one way, one can’t help but reply, “Well, duh.”

WoodyBiomass Yes, these people do have a vested interest, but lest we assume this is all a deceitful plan to cut or sell more timber, it’s worth remembering that the timber industry is also interested in sustainability and stewardship.

By contrast, those in the organic food movement seldom get questioned as growers hire their own certification teams to gain organic certification. There are very few accusations of complicity there, nor maybe should there be if all people involved are professional at what they do. Thus, it might be okay to assume that Biomass101 and its sponsoring groups can actually provide real facts. They can also distribute rebuttals to some of the wild accusations posing as facts.

Here’s a brief example of the spunk writers use in Biomass101 to debunk some of the propaganda peddled by Climate Central, an activist group routinely challenging woody biomass as “not green.” This excerpt takes on the myth that woody biomass spews out more pollutants than coal: The report falls for the unscientific and shortsighted claim that biomass puts more carbon into the atmosphere than fossil fuels like coal. That’s just not true. And if you don’t want to take a hundred forest scientists’ word for it, use your common sense: When you mine a pound of coal, can you plant a coal seed to replace it? Or grow a coal tree that

pulls in CO2 from the atmosphere?

As anyone who has passed Biology 101 can attest, woody biomass represents a unique case in which there are carbon tradeoffs when more trees are planted to offset the utilization of the wood in making energy.

Here’s another witty comeback to Climate Central’s packaged biases against woody biomass energy: Climate Central’s report puts “renewable” in scare quotes when discussing forest biomass. But their mockery meters may be malfunctioning. The strong markets for forest products stimulate forestland ownership and incentivize planting trees—one of the most recyclable, reusable, and renewable materials on the planet, not to mention the greatest natural carbon capture technology that exists.

Of course Climate Central and its website can draw readers into the whole subject of climate change, provoking arguments pro and con over whether humans cause climate change. The issue of climate change is touchy and very politically charged, not a subject to wade into lightly. What is known by the timber industry, however, is just how often the industry is bludgeoned by scientific facts that later undergo a quiet shift. The whole spotted owl controversy comes to mind, and the controversial science there nearly killed

off an entire industry in the West. Perhaps lessons learned from the spotted owl era are now spawning new talk-back sites like Biomass101.

With colleges and universities, think tanks, and federal agencies all putting woody biomass energy under the microscope, it would seem there are actual facts out there that should be brought to light. In the world of newspapers and journalism, however, it’s sometimes not convenient to find a full range of experts to interview when you’re faced with a tight deadline. Actual reporters might often rely on finding some of their sources at the food co-op or tavern, not out in the woods with a logging contractor or mill worker. Reporters are people too and will sometimes congregate with others in the same social circle, because it’s not always appealing to go outside one’s comfort zone.

Readers of this column are encouraged to get familiar with the content on the Biomass101 website and read it critically with the BS meter always turned on. Having well-reasoned defense of woody biomass ultimately requires discernment no matter who writes the column or website. But some of us sincerely applaud the Biomass101 creators for taking on sound bites that have passed for truth far too many times.

Miller Timber Services and Wildland Firefighting Crews

In 1986, Oregon needed help fighting forest fires and called upon reforestation contractors for assistance. Because Miller Timber Services had experience doing slash burning in conjunction with reforestation projects, it had the personnel to fight fires and the equipment to handle the job.

hen fire season starts, it’s

all hands on deck for the wildland firefighting crews at Miller Timber Services Inc. Located in Philomath, Oregon, Miller Timber Services is one of a few logging companies in the Northwest that deploys multiple wildland fire fighting crews throughout the U.S. Founded by Lee Miller in 1981, Miller Timber Services began as a reforestation operation and has grown to be one of the largest, most diverse timber services companies in the Northwest. Currently, Miller Timber Services and its sister company, L & B Reforestation Inc., provide a wide array of services including logging, cut-to-length thinning, reforestation, fuels management, and wildland firefighting.

Called to Action

In 1986, the State of Oregon needed help fighting forest fires and called upon reforestation contractors to assist in their efforts.

Because of the experience gained doing slash burning in conjunction with reforestation projects, Miller had the personnel to fight fires and the equipment to handle the job.

the first logging operations to contract with the state to provide fire labor crews.

Prior to enlisting private companies to fight fires, the state would query logging companies for individuals with fire experience. Those people would be hired directly by the state and covered by the state’s benefits policies including worker’s compensation.

This practice soon became too expensive.

The final straw was when a National Guard unit returned from a fire with over thirty percent of its members injured. They were all covered under the state’s worker’s comp, which was hugely expensive.

“The worker’s comp cost the state more money than the labor crews. That’s when they realized it was easier to hire contractors because we had everything in place. The first year there were five contract crews signed up,” Miller says. “We were one of the originals, and we’ve been fighting fires ever since.”

Currently, Miller’s fire fighting division has multiple wildland fire suppression crews available for initial attack, fire suppression, mop-up, stand-by preparedness, and all-hazard incidents. The company also has a diverse fleet of wildland engines ranging from Type 4 engines with 1000 gal. water tanks to multiple Type 6 engines with 200-250 gal. capacity. 3200 gallons of water for suppression activities. The Miller team can provide strike team leaders with overhead experience to manage and coordinate efficient use of resources.

Additionally, single fallers and faller modules can be rapidly deployed to incidents requiring hazardous tree falling and snag removal.

Hands-On Training Counts

It’s no secret fighting wildland fires is a tough, often dangerous job, not suited for the faint of heart. The work is physically hard and intense. At Miller Timber Services, the physical fitness and training requirements are as rigorous as the job at hand.

The first step in the process for new firefighters is an orientation session that covers the basics of the job, fitness requirements, and training agenda. The company’s standard operating procedures, drug-free workplace policy, and wildland fire suppression program code of ethics are also discussed.

At that point, the applicants who return the next day must pass the physical fitness test to continue the 40-hour training course.

Heidi Cleveland, Miller’s fire operations manager, explained that the company goes over and above regular fitness guidelines.

“The physical fitness test is competitive and used as a baseline for evaluating individual fitness levels for field deployment readiness.

It consists of a three-mile hike with a 45pound pack done in under 45 minutes, a minute of push-ups, and a minute of sit-ups.

Similar to a hotshot crew, we also add a mile and a half run,” she says.

Applicants who have passed the physical fitness test return to the classroom and begin the 40-hour training academy. The course work will prepare them to qualify for the National Wildfire Coordinating Group certifications necessary to become a wildland firefighter.

The first course is the S-190 Introduction to Wildland Fire Behavior. This course covers

the basic factors of fire behavior, fuel types, and other conditions such as terrain and how wind affects fire. “We simulate fire behavior with a metal fire table, adjusting the table to show how the fire reacts to different fuel types, uphill, and downhill. We use a blow dryer to simulate wind. This visual simulation allows them to better grasp concepts and safety factors,” Cleveland added.

About mid-week the training moves into the S-130 Firefighter Training course.

WildlandFirefighting Cleveland says they like to have candidates outside each day to use the hand tools, learn how to sharpen the tools, and actually perform the tasks they are learning.

“We have changed the course to be as “hands-on, real world” as possible. So when they are deployed on their first assignment, they feel comfortable. They’re prepared, and the supervisors know they understand what they will be required to do,” she added.

Two other certifications, the L-180 Human Factors in the Wildland Fire Service and I-100 Introduction to ICS (Incident Command System) are included within the standard course work.

Firefighters are also required by the NWCG PMS 310-1 to take the online independent study exam FEMA IS-700, a National Incident Management System (NIMS) course administered by FEMA. “Most of our firefighters, especially with our national crew agreement, can help with any all-hazard events. We can provide firefighting resources in response to natural disasters like Hurricane Katrina.” Cleveland says.

The Operational Challenges

Miller’s wildland firefighting division, like all businesses, has its own special challenges. According to Cleveland, one of the biggest tests they face is staffing.

It’s an ongoing challenge to keep a “call when needed” pool available throughout the season.

At the peak of fire season, the company has over 150 individuals on the fire line.

“We have to hire a large number of folks, train them to our high standards, and set them up for success in a short period of time.

We’ll influx 100 to 150 seasonal hires, and we have to on-board all of those folks in a six-month time period. Training is based on the calendar year, and we are quick to begin in January. From January 1 until the first fire dispatch of the season, you need to have everyone trained, certified, and ready for deployment in the field.” Cleveland says.

In addition, each firefighter needs the appropriate certifications and incident qualification card to be accepted on a fire. All crew fire records have to be updated and inspected.

“All of these steps must be completed prior to the first call out to make sure we have crews prepared at all times,” Cleveland adds.

Another ongoing challenge is keeping a “call when needed” pool available throughout the season. At the peak of fire season, the company has over 150 individuals on the fire line. However, they train between 200 and 250 firefighters to ensure they can mobilize a crew within two hours, 24-7. “We need extra personnel trained in order to effectively coordinate the mobilization of 20-person crews at any hour of the day,” Cleveland says.

Equipment and their operators are pulled from the company’s full-time logging operations and are posted to fires on an individual basis depending upon need and availability. It becomes a balancing act between the commitments of the company.

“It’s a fluid dynamic,” Cleveland says. “During fire season, it can change hour by hour.

In 2015, firefighting crews and equipment from Miller Timber Services fought some of the biggest fires in Oregon, Washington, Montana, California, and Alaska.

Tire Evaluations Test to Get the Best

hen it comes to tires, the

only way to determine what’s best for you is to test them yourself. That means developing an ongoing tire evaluation program—an extra step that can end up saving you significant dollars.

At Cooper Tire & Rubber Company, when we test new tires for our Roadmaster brand commercial lines, we benchmark against tier 1 and tier 2 brands. Our tests are macro in scale, and we run the same test with multiple fleets. We then compare the data to see how our tires stack up to the competition.

Most fleets do not have the capability or bandwidth to conduct exhaustive testing, yet you can still do a valid evaluation within a fleet and get results that give you confidence in what to expect from selected tire brands.

Steer Tire Evaluation

To conduct an apples-to-apples comparison, you need to keep all unnecessary variables out of the equation, which may not be easy in an operation with some off-highway elements. You should run like-brand and like-model tractors or trucks, and they should be the same age with the same specs.

In addition, drivers comparable in skill level should run the trucks. Drivers can impact tire performance in subtle ways. Routes and loads should be identical or as similar as possible.

Once proper “like” equipment is identified, you’ll want to outfit four of the trucks with your new evaluation steer tire and outfit another four with the steer tire you’re currently running. You’ll be doing a head-tohead analysis. There are two reasons to run at least four vehicles: 1. To get a good average wear rate considering any variation in vehicles, routes, or driver.

2. If you lose a tire due to a road hazard, you will still have three vehicles left running.

Drive Tire Evaluation

Drive tires are somewhat easier to evaluate. Instead of pitting vehicles against each other, you can use one vehicle to test two brands of tires. The only caveat is that their diameters need to be within 1⁄4 inch of each other. To put that into perspective, you can run one drive tire with 30/32nds of tread depth and have the competing drive tire within plus or minus 4/32nds of that figure.

Any larger variances will cause tire scrubbing and inaccurate results.

With this evaluation, you can run two trucks with eight wheel positions. The key is doing an X-pattern (or cross-axle) on the two rear axles. However, don’t run the tires identically on the two trucks as different positions tend to have different wear rates.

For example, tires on the trailing axle typically wear faster than the forward axle, and

Spotlight there can be side-to-side differences. Be sure to reverse the X pattern from one evaluation truck to the next truck.

Trailer Tire Evaluation

To evaluate trailer tires, follow the same procedure as for drive tires. In order to effectively track trailer mileages, install hubometers on the trailers being used for the evaluation. Even in a fleet where trailers typically stay with a given tractor, there is a chance that tractor and trailer could get separated from each other, and you would lose track of trailer mileages.

Maintenance Practices

After the tires are mounted, start the evaluation off properly by having each vehicle undergo a total vehicle alignment on the front and rear axles. Once that’s done, you should not have to do a re-alignment during the evaluation period unless you detect irregular wear or have a suspension issue with a vehicle.

It’s important to have the drivers conduct proper pre-and post-trip inspections. That means tire inflation needs to be checked properly — not with a tire thumper. Tires need to be gauged to ensure tire inflation pressure is at the predefined level for the specific position. To make it easy on your drivers, install flow-through valve caps, so they don’t have to spend time taking off valve caps.

What’s more, drivers must keep their eyes (and fingers) on the tires to inspect for wear; a weekly fingertip diagnostic (simply running a hand over the tread) can detect signs of irregular wear. Should toe or feather wear be found, for example, it could mean an alignment problem, suspension problem, or bent tie rod.

If drivers detect early signs of irregular wear, your fleet can fix the underlying problem and continue with the evaluation. Be sure to keep a record of any wear issues and vehicle adjustments.

Evaluation Periods

Evaluation units should be checked at

intervals that correspond to about 20 percent of typical tire life. The main item to analyze is tread wear, and for this you need a quality tread depth gauge that measures to 1/32nd or 1mm. Electronic gauges with digital readouts are easiest to read. When checking the tire, you should have three points for gauging across the tread face—the outside, middle, and inside of the tread.

Again, a fingertip diagnostic should be conducted as well and any signs of irregular wear reported. Irregular wear could indicate a problem with the vehicle, as mentioned earlier. If the irregular wear is found to be severe, in the drive or trailer position, rotate the tires in cross-axle design (for example, LRI & O to RFI & O). However, don’t rotate side to side.

Since deeper tread squirms, wear rates will be faster at the start of the evaluation when the tread is near full depth, then level out toward the end.

Projecting Tread Wear

After two or three checks, you should have solid wear data on your tires. With this wear data in hand, you can now make projections

on how many more miles the tires will last before they’re pulled for retreading. This will give you an apples-to-apples mileage comparison and provide the basis for your first cost-per-mile figure on virgin rubber, once you factor in the purchase price.

Spotlight First, calculate tread wear rate in miles per 1/32nd of tread — miles traveled divided by tread consumed. Tread wear rate = (current mileage – installation mileage)/ (original tread depth – current tread depth).

Following is an example: A truck’s current mileage is 124,000 miles and tires were installed at 100,000 miles. The original tread depth was 30/32nds and the current depth is 24/32nds, which means 6/32nds were worn off. The wear rate is 24,000 miles divided by six, thus 4,000 miles per 1/32nd of tread.

Next, calculate projected miles to removal. You’ll need the original tread depth of the tire and the pull tread depth. For drive positions, a typical pull depth might be 4/32nds and in our example, the evaluation drive had 30/32nds of tread. Projected total miles to removal = wear rate x (original tread depth – pull point tread depth). In our example: 4,000 x (30 - 4) = 4,000 x 26 = 104,000 miles.

Provided that your operation is not so severe that you lose many tires to damage, the projections give a good measure of relative performance and a good basis for calculating cost per mile.

Casings and Retreads

With projected mileage in hand, the next step is to understand and get a feel for the tire’s next life — retreading.

If time weren’t a factor, you could run a full-blown evaluation getting true mileage figures on your evaluation tires, plus the number of times the tire could be retreaded.

This is cradle-to-grave documentation, which is good to maintain as part of normal operations. But that could mean years to accumulate quantifiable data.

Instead, we recommend two things: First: Look at the warranty on your

evaluation tire and compare it against the tire you’re currently running. The manufacturer should offer a casing warranty in the event that the tire is not retreadable for certain reasons (but not for damage caused by severe operations). The warranties typically range from four to seven years from the date of

manufacture, and casing credits range from about $40 to $130 on the first retread. Most manufacturers also offer a reduced casing credit for the second retread. This warranty comparison should give you a feel for how well the manufacturers back their products.

Second: Talk with your tire dealer or retreader and ask about retreadability of the evaluation tires compared to your current tires. The retreader may give you actual rejection rates for the two brands (also known as RAR or “returned as received”), but be sure the information relates to operations similar to yours. Also, ask them what they will pay for a virgin casing of each brand.

Your tire dealer may also be able to refer you to other fleets that are running the tires you are considering. You could ask them what they’re experiencing in retreadability.

Determining Cost-Per-Mile

You have your data, now you can crunch some numbers. The original tire cost-permile is a simple calculation. Take the purchase price of your evaluation tire and divide by your projected mileage. As an example, you may be paying $400 for your evaluation drive tire and your projected mileage is 104,000 miles. Divide your cost by the mileage and you come up with $0.003846 per mile ($3.85 per 1,000 miles).

If your current tire costs $600 and is projected to deliver 10 percent more mileage or 114,000 miles, you’d be at $0.005263per mile ($5.26 per 1,000 miles). Even if your evaluation tire didn’t outperform the incumbent tire in mileage, it had a better cost-per-mile, and that’s the metric that’s most important.

If you expect to sell the casing and not retread it for your own use, then there is another step in the calculation to account for the casing re-sale. (This example assumes that 100% of casings are retreadable.) Take your purchase price and subtract the retread casing re-sale value to determine the net cost of the tire, then divide the result by your mileage. For example, if you paid $400 for the tire and expect to sell the casing for $90, your net cost would be $310. If you received 104,000 miles on that drive tire, your cost-per-mile of tread would be $0.002981 ($2.98 per 1,000 miles).

After the Evaluation

If your evaluation tire outperformed the incumbent, as in our example above, do you make a wholesale change in up-fitting your equipment? Our recommendation is to move forward to confirm your findings, but not all the way forward.

If you have followed through properly, you have completed a very important evaluation, which now gives you confidence in the new tire and how it should outperform the incumbent. It won’t take long to see the proof on a grander scale. China Amping up Imports China aims to increase the volume of timber imports from the U.S. despite stagnant economy.

D

espite the current economic stagnation, China plans to significantly increase the volume of timber imports from the U.S. during the next several years, according to recent statements by a spokesman of the Chinese Ministry of Forestry and Natural Resources.

Changes in China

This will be due primarily to several factors: modification of the Chinese export/ import policy with regard to timber; a significant decline of further imports from tropical countries; and the recently announced plans of the Chinese government to have more than 30 percent of the buildings in the country environmentally-friendly by 2020.

At present, China consumes more than 169 billion board feet of timber annually, and it is predicted that these figures will remain at least the same level, despite the country’s economic downturn.

In recent years, China has been considered the largest global consumer of tropical timber, importing around 42 billion board feet of timber annually, mostly from the Amazon and Congo basins and other emerging regions of Southeast Asia. However, due

to fierce criticism from numerous environmental organizations and ecologists against the deforestation of these regions, the Chinese government has decided to changes its suppliers, in favor of further imports from the U.S., Canada, and Russia.

U.S. Ramifications

According to the U.S. Forest Service, China currently remains the world’s largest export market for U.S. hardwood (with a 43 percent share in 2014) and, according to its forecasts, this figure will continue to grow in the overall structure of U.S. hardwood exports between 2016-2017.

In 2014, imports of U.S. hardwoods to China increased by 34 percent up to $1.53 billion, and there is a possibility that the growth will continue during the next several years.

Chinese Ministry of Forestry and Natural Resources experts also predict that imports of U.S. hardwood to China will continue to grow due to the ever-increasing demand for raw materials from the Chinese paper and other related industries. According to Chinese Ministry of Forestry data, the production of paper products in China during the period of 2002 to 2014 has increased by almost 180 percent, and there is a possibility that despite general stagnation of the

Chinese economy, the growth will continue.

In addition, China is deficient in forest resources given its large land area and population exceeding 1.3 billion. (Per capita forest coverage in China is estimated at only 0.12 hectares, about one fifth of the global average, one fourth of the U.S. level.)

China’s total forest product imports significantly increased between 1997 and 2005, more than tripled in volume from 17 billion to 56.7 billion board feet, and more than doubled in value. The increase in imports can be explained by the fact that domestic supply of industrial wood has failed to keep up with China’s growing demand; therefore, a large part has to be imported to meet the demand.

Even though China will increase its logging quota from a previous 94 billion board feet to 105 billion board feet—the number has increased every year for the past 15 years—the huge gap between supply and demand of timber products still exists.

In the meantime, according to U.S. Forest Service analysts, there is a possibility that a portion of U.S. hardwood supplies are illegal, taking into account the status of China as the world’s top importer of illegal timber, with the trade worth about $4 billion a year.

Foresters Face Paradigm Shift for Logging Steep Slopes Technology from New Zealand is set to create a whole new — and safer — way of logging

I

n recent years, New Zealand loggers faced safety challenges in tree falling, especially on steep slopes. They turned to mechanized harvesters and saw safety and productivity improve.

In 2012, New Zealand’s Nigel Kelly pioneered the unique ClimbMAX harvester, a tracked directional harvester incorporating a cable winch into the car body. His new machine removed many risks in tree felling, and its innovative computer-controlled cable tensioning system took the industry by storm there. Other forest managers and contractors quickly followed suit. Working with dedicated engineers, designers, and logging contractors, they introduced at least five other types of traction-assist systems, which are now commonplace there.

Engineered for Safety

“We were impressed with the integrity and professionalism of the systems. They ticked all of the boxes,” says a leading forest operations manager. “Safety was clearly engineered into them from the outset.

As people integrate tethered machines into their harvesting planning and risk assessments, for some steep forests, they can be a much better way to go”.

At the Pacific Logging Congress and Olympic Logging Conference in 2015 and now at the Truck Loggers Association convention in B.C. this January, attendees have been introduced to new disruptive steep slope technology and were impressed. And now others will have a chance to take in the technology at the Steep Slope Logging Conference event March 2, 2016. The one-day conference will be followed by a day-long field tour on March 3, organized by FPInnovations.

“The lineup of speakers from New Zealand, Canada, and USA are key industry leaders and will be focused on the solutions the new technology harvesters offer,” says conference co-organizer Rob Stanhope of Logging and Sawmilling Journal.

Introduction into the Northwest

Stanhope says Northwest forest leaders can take comfort in introducing the new technology, knowing that the loggers from New Zealand have been well supported by both engineers and their forest managers. “It’s been through constant communication that the loggers and foresters have come to grips with the [steep slope] issues they needed to overcome — and they did it.”

he 27-year-old owners of Vancouver Urban Timberworks, Eric Savics and Danny Hagge, first started hanging out together, doing skateboarding in their teenage years.

Hagge explains that the woodworking bug had already bit, back then in middle school.

“I would be trading in all my breaks for woodworking classes—I had a huge interest in woodworking.” The interest seemed to be natural, especially since Hagge’s dad had a boatbuilding shop for 25 years.

After high school, Hagge did carpentry for four years and along the way, bought a Granberg twin-engine, diesel-powered Alaskan Chainsaw Mill. “It was all supposed to be a hobby; it was never my intention to have a sawmilling business,” explains Hagge.

Up and Running

The startup of Vancouver Urban Timberworks came in 2009.

“That was really the first time I heard Danny talking about salvaging urban logs,” says Savics. “Danny pointed to a construction site where hardwood trees were being taken down and told me that this was happening every day all around Vancouver. That really got my interest.

“The next thing I know, the driveway of the house we were in is stacked with slabs and lumber from this urban wood. With the Alaskan Chainsaw, we were cutting wood non-stop, filling the yard of the house up. It looked like a lumber sales yard in this North Vancouver neighborhood.”

They decided to do a feasibility study to get the big picture story on what was being done with urban timber.

Eric Savics and Danny Hagge say the industry was excited when the WM1000 came out. “It is an affordable, quality, great production mill for a mediumvolume business.”

California Offers Inspiration

California Urban Lumber is a longestablished custom sawmilling operation that utilizes urban timber and has a good equipment and tool setup. “We knew that we would be a long ways away from having a business of that size, but it was really the final inspiration we needed to move forward,” says Savics.

Move forward they did, and Vancouver Urban Timberworks was set up in a small shop in an industrial area of North Vancouver.

“When we were operating the mill from the house, we were getting sales from Craigslist. We had inquiries from furniture

manufacturing people that wanted high quality, large slab, large diameter soft and hardwoods. They were asking about the moisture content of the wood, and we were selling wet slabs—and that prompted the move to the shop too, because we needed a dry place to store the wood,” says Savics.

They quickly had their 2,000 square foot shop full of dry timber from their first big kiln load, dried at kiln operation FraserWood Industries in Squamish, B.C.

“When we had a fully stocked shop of dry materials, that’s when the furniture inquiries really started coming in,” explains

“We went to the forestry department at UBC and got some more information about what was coming down in terms of urban timber,” says Savics. “Next we went to retailers and looked at what they were getting per board foot. At each step along the way, we were getting more excited about the potential.”

The two young men were truly on a mission. The last piece of fact finding was a visit to California Urban Lumber, in the San Francisco Bay area.

“We were trying to see if there were other companies out there already, if there was a business model based on urban lumber we could look at,” says Hagge. “We had pages of questions for them. They were really helpful and politely answered our questions. I think they were intrigued by two 20-year-old guys from Canada coming all that way to talk with them.”

With the WM1000, Vancouver Urban Timberworks has been cutting a lot of customer wood, and are now looking to cut more of the urban wood they source, and building up their inventory.

“Danny and I looked at each other, and we said, ‘well, let’s just do any project that comes in the door; let’s just try it.’ We weren’t hesitant—we jumped on it.”

So in addition to offering hardwood and softwood cut from urban timber, Vancouver Urban Timberworks also offers customers help with the design/build side and have since done a broad range of furniture designs for customers.

Moving to a Wood-Mizer WM1000

Vancouver Urban Timberworks is working on setting up its own kiln operation, but the really big news for the company is the new sawmill it has set up at its satellite facility in Squamish—the Wood-Mizer WM1000.

The Wood-Mizer WM1000 is designed specifically to saw large hardwood and softwood logs. Durable and said to be easy to use, the mill features a saw head with a massive throat opening that moves along a twin-rail frame.

The WM1000 breaks down large logs with a capacity center cut of 67” and uses thin-kerf narrow band blades that measure 2” to 3” wide, providing more material recovery. Hagge and Savics find that using a 2” blade on their WM1000 works best for the wood they are handling.

The oversize blade wheels on the WM1000 reduce stress on the blade, and the long blade length gives longer cutting time between sharpenings. Logs can be sawed in half or into quarters or cut into manageable cants for resawing. And the operator safely controls all cutting functions while standing on a platform that moves with the head and includes computerized setworks.

The WM1000 was a good step forward for the business. “We really needed to move on in terms of equipment. With the Alaskan Chainsaw Mill, we were running every

Wood-Mizer’s long history and its record of supporting customers were also convincing factors in their choice—as were the capabilities of the WM1000. “We need a mill that can cut on the smaller end at 36 inches to the wide end, 66 inches,” says Hagge.

Checking out U.S. Operations

Hagge and Savics travelled to a few places in the U.S. that are using the WM1000 and received good reports on its performance.

“Before the WM1000, it seems that a lot of companies were refurbishing really old saws and old carriage mills, with some interesting equipment fabrications being done,” says Hagge. Interesting is probably an understatement.

“So, when the WM1000 came out, everyone in the slab industry was really excited—it

is an affordable, quality, great production mill for a medium-volume business.”

Working with the WM1000

Since they’ve had the WM1000, they’ve been cutting a lot of customer wood, but they are working to achieve more of a balance and cut more of the urban wood they source to build up their inventory.

The two partners report that the WM1000 has worked out very well. The experience they had running the smaller Wood-Mizer mill made a difference. “It has helped, having that experience running the smaller bandsaw mill,” says Hagge. “That was a big help—the WM1000 is basically a much larger bandsaw mill.”

Based on the research they’ve done, they don’t expect the WM1000 to require much in the way of maintenance. “From what we’ve heard from other people running the equipment, such as Goby Walnut in Portland, Oregon, the saw is almost maintenance-free.”

ContractorProfile Most of the time, the maintenance is focused on the bandsaw blades, which is so important, says Hagge. “If you maintain a sharp blade with a proper set, you’re going to cut straight.”

In the past, they’ve often used their CNC equipment in North Vancouver to level material. “But with the cutting we’re doing now, the wood looks like it has come out of a planer,” says Savics.

“It’s all about a sharp blade and the set.If you have anything mixed up with your blade sharpening, you’ll get a wandering cut. And if you are cutting 60–plus inches, your blade has to be perfect,” says Hagge.

“It’s quite the art,” he adds, noting they have set up their own sharpening and setting equipment. “The sharpening is easy— making sure we maintain a proper set is going to be a learning curve for us.”

With the hardwood cellular structure, the drying process is so intricate. Slow, slow drying is the only way to deal with hardwoods.”

Sometimes there might be imperfections in the wood, but that is often welcomed by the woodworkers who are buying it. As far as they’re concerned, twists and cracks add character to the wood.

With the new sawmilling equipment in place and working well, Savics and Hagge are starting to think about the next step for the business, which would likely be setting up a larger woodworking shop and showroom. They’d also like to expand the online sales component of the business.

“We always thought that people would want to physically see the material they are buying, but that is not necessarily so,” says Savics. “That could definitely open up a new revenue avenue for us.”

Building on Their Strengths

Hagge takes care of the technical saw aspects, such as the sharpening and setting.

The two partners balance each other remarkably well in the business.

“We’re both capable of doing the other person’s work, but we’re almost polar opposites in what we bring to the business,” says Savics. “We really know what our strengths are, and I think that’s why our business partnership is so strong.

“Danny is the hands-on equipment guy,” adds Savics. “We’re lucky to have his skills and ingenuity because despite upkeep and maintenance, breakdowns still happen with sawmill equipment.”

Savics focuses more on the sales and service side, though he is also learning more about trees and the milling side. “We’re still learning every day on the best way to deal with our product, from log to lumber,” he says.

Hagge says the two partners offer complementary business skills. “We used to run everything together,” he says. “But Eric always leaned towards wanting to deal with sales and customers. And I always liked the production work. We easily agreed on where we were strong and where we wanted to go.

“I like to see a log opened up and turned into eight slabs,” says Hagge. “My idea of production is to see four logs cut a day, sticked, stacked, and stickered and ready for the kiln.”

“We’re not talking about drying 2 x 4s or large timbers and beams. The science of drying that type of wood has been figured out pretty well,” says Hagge. “We’re dealing with drying wide diameter hardwoods and

Wood Supply Research Institute Selects New Executive Director

Crad Jaynes, Board Chair of the Wood Supply Research Institute (WSRI), announced that Steve Carruth has been selected to replace retiring WSRI Executive Director Jim Fendig. The official appointment will be made at the May 2016 WSRI Annual Meeting. In making this announcement, Jaynes noted, “We carefully reviewed the applications of the top five candidates for this position, and the Search Committee was unanimous in its selection of Steve. He will bring excellent forest industry knowledge and association management skills to WSRI. New Year Brings Mixed Outlooks for Agriculture and Forest Products

The Northwest agriculture, forest products, and fisheries industries enter 2016 with different outlooks, according to industry analysts at Northwest Farm Credit Services.

“The economy and strong dollar overseas, carryover effects from drought and summer fires, El Niño, global production, ending stocks, and import/export activity are all influencing the markets for Northwest products,” said Michael Stolp, Northwest FCS vice president – Customer Insights. “These external factors are impacting the profitability of Northwest producers.”

The forest products industry continues to experience a lethargic, but sustained, recovery as demand improves, supported by employment and household formation increases. Demand improvements are met with increasing lumber supplies from the U.S. and Canadian imports. Overall, results for forest products companies in 2015 are below 2014 performances.

Can Drones Provide a Critical Edge in Forestry Asset and Risk Management

F

orestry owners in the United States face a multitude of challenges with regard to the management of their risks and assets. Often their forest areas are too large to manage safely and accurately with traditional “boots on the ground” methods.

In this conversation, Paivi Yuval, senior forester at Intelescope Solutions, answers key questions regarding drone technology and how unmanned aircraft systems (UAS) can assist in—and perhaps revolutionize— forestry asset and risk management.

How well do American forestry owners and managers maintain forest assets and risks? What mistakes do they make regarding the management of their forestry risks and assets?

Decisions made in forestry are all about timing: knowing the right time to harvest, perform thinning or any other silvicultural operation, or sell or buy timberland. The information these determinations are based upon is very often incomplete. This creates the potential for a high level of unknown risk, and therefore, a suboptimal environment for decision-making.

The risks are particularly high when purchasing timberlands, which are very longterm and financially large-scale investments.

How are forestry owners/managers currently controlling their forestry risks and assets?

They collect a plethora of information regarding their assets, most of which is done in a traditional fashion: boots on the ground sampling. This expensive, time consuming, and risky approach includes assessing a portion of the forest area (a designated percentage) and making generalized assumptions about the forest as a whole based on those results.

How widely used are drones in the management of forestry risks and assets?

In the U.S., drones are on the verge of revolutionizing the industry. The FAA has approved over 700 exemptions for commercial drone operations in the U.S. under Part 333 and continues to receive about 50 applications per month, according to the Bard College Center for the Study of the Drone.

While drones are not currently widely used in the U.S., that could change very soon.

What are the risks associated with forestry ownership/ management?

Typically there are three risk areas: • Natural phenomena: pests, storms, wildfires, and more. With the world in the midst of global climate change, the role these risks play can be expected to increase.

• Incomplete data and ill-informed decisions: making determinations based on inaccurate information can lead to silvicultural operations taking place in the wrong place, at the wrong time.

• Wood market prices: The market price of timber depends on the global economy and the market price of wood products.

There is some flexibility here since forest managers can opt to delay a harvest until wood prices are more favorable.

How do drones help with forestry risk and asset management?

Drones assist in three different spheres: Accuracy: drones can mitigate the risks related to natural phenomena and incomplete information.

Monitoring is the most crucial way to manage these risks. For example, drone technology allows the entire forest area to be sampled and assessed for different kinds of pathogens (ones that cause discoloration or defoliation) and wind or fire damage. These risks can also be managed by silvicultural operations, so having access to accurate data that supports better decision-making is invaluable.

Sample-based decision-making in forest management and forestry asset management can be replaced by more reliable, censusbased decision-making, because the whole forest area is assessed. This can be done by using imagery from a new high-resolution drone or satellite (or a combination of both).

The cost of this technology continues to decrease while the accuracy is ever increasing.

This alone is not enough; automatic image analysis algorithms to process this immense amount of data are also necessary.

Safety: Drones also allow access to areas that have been too difficult or dangerous to reach by foot due to rough terrain.

Speed: Drones (and especially satellites) can capture images over extensive areas very quickly, whereas collecting data using traditional methods can take days or weeks.

How can the return on investment from the utilization of drones in forestry asset and risk management be determined?

Drone technology can reduce or even replace the need for traditional forest inventory methodologies. This will be reflected in the cost of data collection from the forest. The indirect benefit (not as easily quantifiable) is better—more accurate and real-time—data on the forests, which allows improved decisionmaking and more efficient use of resources.

Where do you see drone-led forestry asset and risk management going?

Technology — both in drones and cameras — is continually getting more advanced and cost efficient. Drones will be able to capture bigger areas during a single flight mission, thereby reducing costs, and camera resolution will have ever-advancing spectral properties allowing for a more sophisticated analysis. This could enable further analysis of forest structure, detection of very young trees for survivability analysis after forest establishment, early detection of disease, or big data analysis on forest dynamics.

The use of drones in forestry management has the potential to enhance the cost effectiveness, safety, quality, and timeliness of many data gathering and image acquisition missions.
