£20 MILLION TO IMPROVE ROADSIDE FACILITIES FOR HGV DRIVERS

H

GV drivers will benefit from £20 million to improve roadside facilities, as part of continued government action with industry to boost driver welfare and tackle the effects of the global driver shortage in the UK. The funding is part of National Highways’ existing £169 million Users and Communities Fund, and will go specifically towards improving security, showers and eating facilities as well as exploring increasing parking spaces for lorry drivers.

Roadside service operators are being encouraged to apply for the multimillion-pound fund immediately. It means the government has now taken 33 actions to support the sector and address a shortage of HGV drivers affecting countries around the world.

The funding takes the total government investment in driver facilities to £52.5 million since last year. £32.5 million was previously committed in the Chancellor’s budget to provide better facilities right across the country for HGV drivers, to drive up standards and further safeguard driver comfort and safety.

Roads Minister Baroness Vere said: “HGV drivers play a key role in keeping our nation running and contributing to the economy, and it is vital they feel safe and comfortable wherever they stop. That’s why we’re allocating £20 million to ramp up security and

improve amenities for drivers – building on the raft of measures we’ve already taken to support the industry. We’ll continue to work closely with the sector to boost professional driver numbers even further.”

Nick Harris, National Highways Chief Executive, said: “We are dedicated to improving the experience of everyone using our roads and remain committed to working closely with operators of roadside facilities to help improve the standard of parking and other amenities they provide on motorways and major A-roads.

We are hopeful that the £20 million being announced today will go some way towards achieving this goal.”

A Logistics UK Skills Report 2021 revealed significant steps have been taken by both government and industry to help address recruitment issues that have plagued the sector for years.

Among other measures already taken to support the haulage industry: •

£34 million was invested by government to create new HGV Skills Bootcamps to train just over 11,000 more people to become HGV drivers in England The number of HGV driving tests available increased by 90% compared to prepandemic levels through measures including overtime and allocating

additional employees into testing The processing of provisional HGV driving licences was prioritised at the DVLA Plans were set out to widen the pool of registered healthcare professionals authorised to complete DVLA medical questionnaires, reducing administrative burdens on general practitioners (GPs)

Thanks to the measures taken, over the last 6 months DVLA processed more than 240,000 vocational (bus and lorry) licence applications, and in December 2021 they issued 150% more provisional vocational driving licences (14,210 in total) than in the equivalent pre-pandemic month in December 2019.

There are also no delays in the processing of vocational driving licences, with routine applications being processed within normal turnaround times of 5 working days.

Meanwhile, DVSA carried out an unprecedented 27,144 HGV driving tests between October and December last year compared to the same period in 2019 when 17,685 HGV tests were carried out.

“Moto continually invests in refurbishing and cleaning the services we provide for HGV drivers and has been investing £12.5 million in upgrading all our showers and toilet facilities.

We look forward to making an application to this £20 million fund, which would allow us to accelerate our plans for enhanced security and increase the physical number of showers we can offer.”

Mags Simpson, Logistics UK’s Head of Policy Engagement: “The additional £20 million is a positive step forward and Logistics UK is now calling on roadside service operators to urgently apply for funding.

Logistics UK members have previously cited the lack of available lorry parking and suitable roadside facilities as one of the main barriers to recruitment and as a result, an increase in funding for this vital sector of the economy is much welcomed news. Lorry drivers are required by law to take regular rest periods, including overnight mandated rest breaks.

It is vital that these key workers, who are charged with keeping the nation stocked with all its required goods, have a safe place to take these breaks, where they are also able to make use of much needed bathroom and catering facilities.” www.gov.uk

TEMPORARY RELAXATION OF DRIVERS’ HOURS CEASE

T

he Department for Transport (DfT) announced a temporary relaxation of drivers’ hours rules in England, Scotland and Wales from 9 April 2022 until 8 May 2022. This was in response to urgent situations arising from the cancellation of P&O Ferries services and the congestion of international freight traffic.

In light of the improvement of the situation, DfT terminated

the relaxation early at 11:59pm on 22 April 2022.

Those who have made use of the relaxation (except for international transport and transport between Great Britain and Northern Ireland) should send a completed follow-up notification of relaxation form within 7 days of the relaxation ending and no later than 29 April 2022. www.gov.uk

BRITAIN MOVES CLOSER TO A SELF-DRIVING REVOLUTION

T

he government has confirmed planned changes to The Highway Code to continuing paving the way for safer, more efficient travel. The changes to the code will help ensure the first wave of technology will be used safely, explaining clearly that while travelling in self-driving mode, motorists must be ready to resume control in a timely way if they are prompted to – such as when they approach motorway exits.

The plans also include a change to current regulation, allowing drivers to view content that is not related to driving on builtin display screens, while the self-driving vehicle is in control.

It will, however, still be illegal to use mobile phones in selfdriving mode, given the greater

risk they pose in distracting drivers as shown in research.

With self-driving technology rapidly developing across the globe, Britain’s first vehicles approved for self-driving could be ready for use later this year.

Vehicles will undergo rigorous testing and only be approved as self-driving when they have met stringent standards.

The development of self-driving vehicles could create around 38,000 new, high-skilled jobs within Britain’s industry that would be worth £41.7 billion by 2035. The introduction of the technology is likely to begin with vehicles travelling at slow speeds on motorways, such as in congested traffic. www.gov.uk

NEW FASSI F1750R-HXP TECHNO

L

ess than a year on from the launch of the first new TECHNO range model, the F1450R-HXP crane, a further step has been taken in expanding the range, one that has come well ahead of schedule; the new Fassi F1750RHXP is ready for production.

The main characteristics of the new Fassi F1750R-HXP TECHNO are: • The X-Design decagonal section of the booms and secondary arm allows for better distribution of forces between the guide shoe and the chassis beam, reducing the thickness of the latter and, therefore, the overall weight. The section also improves load capacity, particularly when in vertical configuration, gaining a 57% increase in performance over the traditional hexagonal arm design.

The FX990 is the new electronic control system, connected to a series of significant hardware and software innovations; a new control unit, the new FX901 touchscreen display, new firmware for the limiter and dynamic controller, a new FSC/TECHNO stability system and new FassiLim software.

Class: HC1 HD5 S2.

The new L826 hydraulic extension, which is already available for the Fassi F1450RHXP Techno, is also compatible with the new F1750R-HXP Techno. The system has been designed to facilitate the use of the crane in combination with the winch. This solution responds to the need to simplify

closing the crane when a winch and extension are being used but is not available if the hydraulic extension is equipped with additional functions that require cabling systems. In this case, the pulleys need to be dismantled after the crane is closed.

To make the standard version of the winch easier to use (without a hydraulic extension), new permanent pulleys are also available for the .7 and .8 versions and for manual extensions. These can be left in place, even in transport mode. www.fassi.com

SERVICE CENTRE GROWTH PLANS STEP UP A GEAR FOR HIAB IN THE UK

H

iab is pushing ahead with plans to expand its Authorised Service Centre (ASC) network through closer working relationships with strategic partners across the UK.

Hydraulic Fleet Solutions (HFS) in Croydon is the newest addition to the official ASC list, much to the benefit of owners, operators and dealerships in

South London. The launch means Hiab is the only company to offer two ASCs within the M25, and the only ASCs North and South of the River Thames.

The latest venture in Croydon forms part of ambitious plans to open service centres in all key locations across the UK with further expansion plans to be revealed in the coming months.

In addition to access to genuine Hiab parts, support for partners comes in many forms including compliance, auditing, training

A special highlight of the HeavyGoods platform are video simulations from a bird’s eye view, which are calculated completely automatically. GOVERNMENT DRIVES EV REVOLUTION

T

he UK’s charging network has been given a huge boost, as the government unveils plans to support the UK market to reach 300,000 public electric vehicle (EV) chargepoints by 2030 – equivalent to almost 5 times the number of fuel pumps on our roads today.

Backed by £1.6 billion, under the Electric Vehicle Infrastructure Strategy, charging will become easier and cheaper than refuelling a petrol or diesel car, while new legal requirements on operators will see drivers of EVs able to pay by contactless, compare charging prices and find nearby chargepoints via apps.

The new strategy sets out the government’s aim to expand the UK’s charging network, so that it is robust, fair and covers the entire country – as well as improving the consumer experience at all chargepoints, with significant support focused on those without access to off-street parking, and on fast charging for longer journeys. £500 million will be invested to bring high quality, competitively priced public chargepoints to communities across the UK. This includes a £450 million Local Electric Vehicle Infrastructure (LEVI) fund, which will boost projects such as EV hubs and innovative on-street charging, so those without driveways don’t miss out on cleaner transport.

A pilot scheme

for the LEVI fund will see local authorities bid for a share of £10 million in funding, allowing selected areas to work with industry and boost public charging opportunities.

Meanwhile, the LEVI funding includes up to £50 million to fund staff to work on local challenges and public chargepoint planning – ensuring that any development complements all other zero emission forms of travel, such as walking and cycling.

The existing £950 million Rapid Charging Fund will support the roll-out of at least 6,000 high powered super-fast chargepoints across England’s motorways by 2035, ensuring the UK continues to lead the Western world in the provision of rapid and ultra-rapid public chargers. This comes on top of ministers’ pledges to continue addressing any barriers to private sector roll-out of chargepoints, such as local councils delaying planning permission and high connection costs.

Ambitious and innovative chargepoint operators are already committed to installing an additional 15,000 rapid chargepoints across England’s entire road network – a quadrupling of the current offer – and over 100,000 on-street chargepoints by 2025.

Drivers are at the heart of the revolutionary plan, with rigorous new standards and

legislation being introduced to improve people’s experience of using public chargepoints.

The government is mandating that operators provide real-time data about chargepoints. It is ensuring that consumers can compare prices and seamlessly pay for their charging using contactless cards. They will also be able to use apps to find their nearest available chargepoint.

These plans will also require a 99% reliability rate at rapid chargepoints to ensure they are world-class and give consumers confidence in finding chargepoints that work wherever they travel – helping eradicate so-called ‘range anxiety’.

Even with recent trends in electricity prices, EVs still benefit from lower fuel, running and maintenance costs than their petrol and diesel equivalents and the strategy hopes to encourage drivers across the nation to make the switch.

Production costs also continue to fall and some analysts expect purchase price parity with petrol and diesel cars to be reached well within the 2020s.

This forms part of wider government plans to reduce the UK’s reliance on imports of foreign oil, improving the security of our energy supply and reducing the country’s vulnerability to volatility in global energy prices. www.gov.uk

ATLAS-L4 FUNDING PROJECT: SELFDRIVING FROM HUB TO HUB

M

AN Truck & Bus, Knorr-Bremse, Leoni and Bosch are joining forces for greater safety, flexibility and efficiency in logistics. Together with automated logistics provider Fernride and test tool manufacturer BTC Embedded Systems, they aim to have autonomously driving trucks on the highway for the first time by the middle of this decade in the ATLAS-L4 project. The Fraunhofer-Gesellschaft, the Technical University of Munich (TUM) and the Technische Universität Braunschweig are providing scientific support for the project, while TÜV SÜD and Autobahn GmbH are contributing their expertise with regard to practical feasibility and the approval process.

Worldwide, trucks are indispensable for transporting goods, but in Germany alone, traffic jams cause billions of Euros in economic damage every year, around 90 percent of accidents on the roads are the result of human error, and a lack of drivers is slowing down growth at many companies.

The ATLAS-L4 (Automated Transport between Logistics centres on highways, Level 4) research and development project focuses on the operation of autonomous trucks on public motorways and highways, contributing towards lessening congestion and accidents, reducing fuel consumption and

CO2 emissions, increasing the flexibility of vehicle use and demonstrating concepts to counter the driver shortage.

At the heart of the holistic approach to the project, with partners from the automotive industry, software development, scientific research and administration, is the development of an autonomous truck that meets the requirements for future driverless operation between logistics nodes, on defined public highways and expressways, in terms of operational safety, remote monitoring and data transmission. The project, funded by the Federal Ministry for Economic Affairs and Climate Action, is already specifically targeting the opportunities opened up by the legislation on autonomous driving passed in 2021, in which Germany is set to hold a worldwide pioneering position. ATLAS-L4 therefore contributes towards shaping the

future of road freight transport, but also strengthens Germany as a business location. By the middle of the decade, the project should have produced a concept for the operation of automated trucks on the motorways ready to enter production.

“For MAN, ATLAS-L4 is an important step on the path towards hub-to-hub automation, with which we are already looking towards future series applications for Logistics 4.0. HAULAGE IN THE BLACK FOREST

C

arolin Baumeister has everything firmly under control at Baumeister Transporte GmbH. Together with her father and her boyfriend, the young entrepreneur runs a successful family business, which was founded in 2011. The company is based in Bösingen near Rottweil in the German state of Baden-Württemberg.

“Every day, we transport several truckloads of logs measuring two to six meters in length. We either drive the timber from the forests to nearby sawmills and paper mills, or we load the wood directly onto railroad wagons,” says Carolin.

On this particular sunny day, several truckloads of logs need to be transported from Seedorf, in the Black Forest, to a sawmill in Offenburg, approximately 70 km away. Carolin climbs onto the EPSILON top seat and starts operating the

crane with ease. You can feel the passion and immediately realize that this young woman has been working with cranes since childhood. She knows exactly which levers she needs to operate to make her work effortless. Operating cranes used to be a hobby for Carolin and initially a part-time job. “I often helped my father and brother in the woods in the evening or on weekends. I originally trained as a technical product designer, but soon realized that I enjoyed working with cranes much more than doing my office job”.

“Hikers often stop to admire my work in the forest because they are surprised to see a girl operate such a large unit,” says the likeable young crane operator. But she’s become used to that. Working at the limit is easy for her, especially

with the EPSILON Q150Z, which the company has had in operation for two years. “Before we had the Q150Z, we often needed two cranes to handle the work that this crane now manages easily on its own,” says Carolin while she reaches over to grab the next log. Working with precision, she lifts the thick logs that are between 2.5 and 3 meters long and places them neatly on the trailer.

The young crane specialist sits majestically on the top seat of her timber crane, which offers protection even in adverse weather conditions thanks to its pneumatically folding EPSHOOD weather protection roof. “The heated seat and the weather protection roof are handy in harsh weather. That is ideal if you often spend the entire day working with the crane,” says Carolin while

The truck and trailer are loaded very quickly, and she then folds the crane into its compact transport position across the direction of travel, so that the truck’s loading volume can be optimally used. At the sawmill in Offenburg, she unloads the heavy logs again. You can see that the young crane operator really enjoys her work and the rugged construction of the EPSILON Q150Z enables efficient and easy working. It is particularly important to have a reliable crane that can handle heavy loads,” says Carolin as she sweeps up and cleans her truck. Even after a gruelling day at work, she still has a smile on her face. BEDFORD TK

T

he Bedford TK was launched in 1960 to replace the Bedford S type. The TK was scheduled to be replaced by the Bedford TL in 1981, but manufacturing continued as it was a cheaper alternative. A military 4x4 version, the Bedford MK (later MJ), was also produced. After Bedford’s Dunstable factory was sold in 1987 to AWD, the TK restarted production for military only use until 1992 when AWD was placed in receivership.

The company also installed the aluminium subframe manufactured by Metsatec along with EXTE aluminium bolsters, a VGB under run bar and VBG towing hitch. The hydraulic tank for the crane is made of aluminium and has a stainless-steel toolbox.

NOOTEBOOM SEMI LOW-LOADER WITH HYDRAULIC WIDENING

T

he latest addition to the Nooteboom range is the OSD-73-04 semi lowloader with hydraulic widening for the European market. This semi low-loader has been specially developed for the transport of machines weighing up to approximately 47 tons.

Even tracked excavators with a track width of up to 2,900mm and a track length of at least 5,000mm can be transported efficiently and safely.

The robust design, the user friendliness and the simple solution with a minimum of moving parts are important features of this latest OSD73-04(S) semi low-loader. The 4-axle trailer is available with a single extendible loading floor and has two self-steering axles.

INFINITELY ADJUSTABLE LOADING FLOOR WIDENING With the new OSD-73-04(S), the loading area can be quickly and easily widened from 2,540mm to 3,210mm. This saves time and effort, is optimally ergonomic and results in increased efficiency. At the push of a button, the width of the loading floor can be adjusted infinitely, with the left and right sides separately adjustable. For extra grip, the sliding parts are fitted with a rubber top layer as standard. The increase in deadweight of the semi lowloader with hydraulic widening is minimal compared to a semi low-loader with manual loading floor widening.

The Forestry Haulier = LEGAL DIMENSION With the widening retracted, the vehicle remains within the legal dimensions of 2,550mm width and may also transport divisible cargo. With the widening fully extended, the same trailer is suitable for the transport of large excavators.

The step from 2,540mm to 3,210mm wide is not achievable with a manual widening. In this case, you start with a semi low-loader with a width of 2,720 mm to get to 3240 with widening. The big disadvantage is that you cannot, except for some European countries, transport a divisible load. A 2,520mm wide semi low-loader with manual widening does not exceed a width of 3,020mm.

So the semi low-loader with hydraulic widening achieves the best of both worlds.

SAFE LOADING AND UNLOADING For safe and efficient loading and unloading of machines, the semi low-loader is equipped with automatic hydraulically folding ramps of four meters in length. These are suitable for a maximum wheel pressure of 15 tons per ramp. With an inclination angle of only 11 degrees, machines can be easily driven on and off the semi low-loader. The steel ramps are fitted with wooden parts. At the rear, the vehicle is equipped as standard with manual drop down support legs for safely driving on and off machines.

Hydraulic rear support legs are optional. These are infinitely adjustable on the left and right and are ideal for uneven surfaces. www.nooteboom.com

HIDING BEHIND ANOTHER LICENCE – FRONT GETS FOUND OUT

I

n a recent case, Nick Denton, Traffic Commissioner for the West Midlands, was faced with a case of fronting, where a revoked operator uses another company to hide the fact that they are continuing to operate illegally.

In this case, the operator at public inquiry, Wayne Wood trading as Woodys Haulage had effectively lent his licence to Slumberdreams (UK) a company controlled by Sharez Hussain which does not have an operator’s licence. Mr Hussain has been associated with multiple revoked licences, held by Slumberdream Ltd, Slumberzone Beds Ltd, Health Therapy Ltd and Midlands Logistics UK Ltd amongst others.

Originally disqualified from holding a licence in 2012 as a result of serious non-

compliance, Mr Hussain has since sought to operate through a number of other companies.

The commissioner found that there was no sense in which Mr Wood was the operator of the three vehicles in question.

The work of the three vehicles (bed delivery) was assigned by Slumberdream, the operating cost of the vehicles was borne entirely by Slumberdream and the drivers were instructed and paid by Slumberdream and Mr Wood bore no financial risk from the operation of the vehicles: he simply collected £425 per week for the use of his operator licence.

The commissioner said “Whether Mr Wood entered into an arrangement which he knew was illegal, or whether he was so naïve and incompetent

that he failed to realise that the arrangements amounted to lending his licence, scarcely matters. Neither possibility reflects any credit on Mr Wood.

I find that either through deliberate illegal action or through an unconscionable degree of ignorance and negligence, he has lost his good repute. His actions have enabled a long-standing rogue operator to continue to operate HGVs over a significant period of time.”

Mr Wood lost both his operator’s licence and his good repute as a transport manager.

As a consequence of this, he is no longer able to be nominated as the transport manager for Woody1991 Ltd, his son’s company, calling into question the future of a second business. www.gov.uk

WHAT ARE CLEAN AIR ZONES AND HOW WILL THEY AFFECT TRUCK DRIVING?

lean Air Zones are areas in which a local authority has brought measures into place to reduce harmful emissions.

Initially, it was thought that only buses, taxis, and HGVs would be affected. However, following a legal challenge, this was widened to include private motorists whose vehicles are older or have more harmful emissions. But what does all this mean for truck drivers, and how will it affect your

route?

WHAT IS A CLEAN AIR ZONE? Clean Air Zones are the regional branch of the government’s broader Air Quality Plan, which aims to improve air quality and address sources of pollution.

Essentially, it puts power into regional authorities’ hands to regulate pollution levels through the best measures for the local area.

There are two types of Clean

Air Zone: non-charging and charging. These names refer to whether or not drivers will be charged a fee to enter the area if their vehicle fails to meet the required environmental standards. So far, Clean Air Zones can be found in Bath, Birmingham, Bristol, Derby, Leeds, Manchester, Nottingham, and Southampton, with more on the horizon.

UKRAINE WAR MASSIVELY RESTRICTS TRUCK PRODUCTION

he war in Ukraine is leading to massive supply gaps for truck wiring harnesses at MAN Truck & Bus. As a result, since March 14 there has been a standstill in the truck plants in Munich and Krakow as well as significant production downtimes at the Nuremberg, Salzgitter and Wittlich plants. Suppliers of truck wiring harnesses cannot produce at their Ukrainian sites or can only produce to a very limited extent. This threatens a loss of truck production for several weeks and a massive reduction in production in the second quarter. MAN’s bus production is not significantly affected.
