Founded in 1940, Pantex Federal Credit Union began with a simple, but powerful mission: to provide reliable, community-focused financial services for local families. More than 85 years later, that mission continues—stronger than ever.
As a cooperative financial institution, Pantex FCU is owned by the very people we serve. Our members aren’t just account holders—they are stakeholders. Guided by a volunteer Board of Directors elected by the membership, we operate with one purpose: to put members first.
Unlike traditional financial institutions, earnings at Pantex FCU are reinvested directly back into the membership through lower fees, higher savings rates, and competitive loan rates. This cooperative model has been the foundation of our success for more than eight decades.

On behalf of the Pantex Federal Credit Union Board of Directors, Supervisory Committee Members, and staff, I welcome you to our 85th Annual Membership Meeting.

As you will see, 2025 continued our positive trend of successful outcomes. I am pleased to report that Pantex Federal Credit Union has maintained a strong financial position while offering competitive interest rates to our members. This achievement is particularly noteworthy given the economic uncertainties experienced throughout the past year. Our enhancements to products and services are designed to meet the evolving needs of our membership and to provide the best possible financial experience.

As members of your volunteer Board of Directors, we have the responsibility of ensuring that the credit union maintains a solid financial foundation and operates in a safe and sound manner. 2025 was a strong year in terms of building our financial strength. Steady interest income and controlled expenses contributed to strong earnings. We are proud of our operations and remain incredibly grateful to our staff for their dedication to our members. Despite moderate inflation and higher interest rates, our team successfully navigated the year. We continue to provide excellent service and competitively priced products to our members.
We ended 2025 with over $236 million in assets, $66 million in loans, and more than $186 million in shares. After paying dividends, we were able to positively contribute to our capital account.
Financially, 2025 was a very successful year. The credit union was both profitable and efficient, ending the year with over $2.9 million in net income and a 21.5% capital ratio.
Share dividends totaled $3,012,712.38, representing a return to our membership of 23.27% of total operating income earned by the credit union in 2025.
Of the remaining income, 53.51% was used for the normal operating expenses of the credit union, and 23.22% was allocated to statutory reserves to maintain strong capital levels.
Pantex Federal Credit Union’s financial goals are simple: we strive to remain a strong, safe, and sound financial institution while ensuring a stable path for the future.

The Lending Team at Pantex Federal Credit Union is committed to supporting the financial needs of its membership. Loan Officers are responsible for objectively evaluating members’ credit needs while safeguarding the interests of depositors and shareholders through prudent, safe, and sound lending practices.
During 2025, Pantex Federal Credit Union originated 1,709 loans totaling $29,855,109.31 in new loan funding. Total loans outstanding increased by 2.76% compared to the prior year.
The credit union maintained strong credit quality throughout the year, reinforcing Pantex Federal Credit Union’s position as a safe and sound financial institution.
It is a privilege to serve the membership by providing attentive, responsible, and personalized lending solutions. As we look ahead to 2026, Management remains optimistic and committed to maintaining sound underwriting standards while continuing to meet the evolving financial needs of our members.
Pantex Federal Credit Union offers a variety of consumer loan products to support members’ financial goals, including vehicle purchases, home improvements, and personal financing needs. Loan Officers remain available to assist members in making informed borrowing decisions appropriate to their individual circumstances.

The Supervisory Committee, appointed annually by the Board of Directors, serves as your representative to ensure that Pantex Federal Credit Union operates safely, securely, and in compliance with all regulations.
To help fulfill this role, we work with the auditing firm Waypoint Advisory Services, Inc., to perform quarterly audits and annual reviews of key operations, including BSA/AML compliance and ACH procedures. We are pleased to report that all records and financial operations for 2025 were accurate, complete, and in balance.
The credit union is also regularly reviewed by our federal regulator, the National Credit Union Administration (NCUA). The last review in 2024 found no significant issues and confirmed that Pantex Federal Credit Union maintains strong internal controls, a solid capital position, and sound financial operations.
We want to recognize and thank the credit union staff for their efficient, courteous, and attentive service to members. Their support makes our work possible and ensures your experience at the credit union remains excellent.

In accordance with Pantex Federal Credit Union policy, to be nominated for a position as a Board Member or Committee Member, a person must meet certain qualifications. Candidates must possess knowledge, experience, or interest pertinent to the Credit Union’s future; have good credit standing and no criminal convictions; have been a member of the Credit Union for at least two years; be willing to accept the responsibilities of the position; be objective and independent; not be an employee of this or a competing institution; and be at least 18 years of age.
Two three-year terms are available for re-election on the Pantex FCU Board of Directors, for the term 2026–2029. The positions currently held by Ralph Pumphrey and C.W. Massengale are up for election. C.W. Massengale is running for the seat previously held by Fran Braden.
The Nominating Committee, composed of three Board members, met to discuss potential candidates and has recommended Ralph Pumphrey and C.W. Massengale for election to the Board of Directors based on their past service, knowledge, and experience.
After posting these names in the Credit Union lobby and receiving no petitions for nomination prior to the deadline, the Nominating Committee recommends that the individuals named above be accepted by the membership.
