The Time is Ripe for New Sweeping Regs

ot many businesses or organizations want to see government institute new regulations, but the World Sweeping Association (WSA) is probably on to something when it calls for new EPA regulations requiring parking lot sweeping on a regular basis.

The reason for such new regulations is to help communities and properties achieve the stormwater runoff quality targets they’re responsible for – without having to break the bank to do it.

And just like 25 years ago when the Americans with Disabilities Act resulted in more and more-frequent work for pavement marking contractors, federal

regulations requiring regular parking lot sweeping would be a boon to the sweeping industry.

Few people would oppose a goal of improving water quality. The issue, then, is not what to do but how to do it. The EPA has already identified pavement sweeping as a “best management practice” to improve the quality of the water that runs off pavement into storm systems and eventually into rivers, streams and lakes.

(And as WSA points out, recent Seattle data confirms that sweeping can reduce pollutants at a cost “4 to 10 times less than end-of-pipe solutions.”)

So in a time when communities are

trying to do more with less, requiring minimum levels of parking lot sweeping is the easiest and most cost-effective method to use. It would require no modification or improvement in infrastructure and would in fact rely on companies, systems and equipment that is already readily available. As WSA points out, requiring sweeping of parking lots is the “low-hanging fruit” of the effort to improve the quality of stormwater runoff.

Time to pick it. ■

The current headquarters — built in 2000 — houses individuals within several departments of business administration, as well as product development and marketing communications for Bobcat Company and Doosan, a heavy equipment brand. The expansion will double square footage and employee capacity, and Bobcat and Doosan will pursue LEED certification for the facility in both design and construction.

Last year, Bobcat and Doosan opened the Acceleration Center in Bismarck, ND, a facility focused on engineering, R&D, training and product testing. Other North Dakota Bobcat and Doosan facilities have undergone renovations over the last two years as well.

The expansion also fits with Bobcat Company’s commitment to fields related to STEM (science, technology, engineering and math), which has been a major initiative for Bobcat and Doosan, the state of North Dakota and the region.

“We plan to create an environment that helps us attract and retain talented team members focused on helping to move our company forward,” Goldsbury said.

“The building will offer state-of-the art facilities for collaboration and independent working, similar to what we’ve done at the Acceleration Center in Bismarck.” The $28 million Acceleration Center project last year involved expansion of an existing building in Bismarck to include office and lab space, classrooms and demonstration areas, and both indoor and outdoor machine operating areas.

The expansion is slated for completion in late summer 2016.

United Rotary Acquires Three B Brush Road, Gutter Broom Assets

United Rotary Brush, Lenexa, KS, announced in September it had acquired the road and gutter broom assets from Hurley Brush Company Inc., d/b/a Three B Brush Corp., a family-owned business in Lubbock, TX. Three B Brush manufactures aftermarket street sweeping brooms in the Southwest.

The acquisition follows United Rotary Brush’s 2010 purchase of American Rotary Broom and last year’s acquisition of West Coast Equipment,

Glendale, AZ. Asaf Salama, president of United Rotary Brush, said Three B Brush Corp. has built a strong regional business in the aftermarket sweeping broom market. United Rotary Brush is excited about the acquisition and looks forward to working with and supporting Three B Brush’s customers.

United Rotary Brush Corp. manufactures rotary brooms for street sweeping, road maintenance, facilities management and airport runway maintenance at seven locations throughout the United States and Canada.

Mastry provides Yanmar Tier 4 for Schwarze Storm When Schwarze Industries, Huntsville, AL, was ready to switch to Tier 4 engines for its A4 Storm regenerative air street sweeper, it selected Yanmar engines supplied by Mastry Engine Center, St. Petersburg, FL. “Every salesman we went to told us we’d have to redesign our truck to fit their engine,” said Brian Giles, Schwarze Industries product manager. “Mastry was the only one to work around us. They took the Storm and sent us a complete, turnkey package. That really set them apart.” Built for a variety of municipal and contractor sweeping applications, the A4 Storm is a heavy-duty, chassis-mounted, regenerative air street sweeper with a 4.5-cu.-yd. hopper. It features a hydraulic system designed to ensure clean, fresh fittings.

ew topics and new speakers will highlight the conference program of the 31st annual National Pavement Expo, Jan. 27-30, 2016 in Charlotte, NC. Allan Heydorn, NPE conference manager, said the four-day program features 53 seminars and workshops, 13 of which focus on paving and five of those are firsttime sessions at NPE. “We update the entire program every year and for 2016 we will offer 41 new technical and management sessions,” Heydorn says.

“We are bringing back nine additional paving-related sessions from 2015 because they attracted a high level of interest and received extremely high ratings.”

New paving sessions are: The Truth about Intelligent Compaction, which will not only outline the benefits of this new technology but discuss the technology’s limitations and where it should and shouldn’t be used. Presented by John Hood, Bomag Americas.

Solving the Paving Puzzle: Video Solutions Show How a Job Fits Together will cover each phase of the paving process and show how they all need to fit together for an efficient, safe, successful job. Presenter John Ball, Top Quality Paving, will use his library of on-the-job videos to take apart an entire

Your Crew is Key Your crew is the beginning and end of everything. Finding and cultivating good operators is imperative to the success of your business.

“Start training the day you hire them,” Jim Blackerby, owner of Lexington Pavement Sweep says. “I let new hires ride with me so they can see where the jobs are located and I talk to them about each place.”

Next, Blackerby has another team member take the new hire under his wing to shadow him in the passenger seat of the sweeper for a few nights.

Once the new hire sees what needs to be done, he’ll get out of the truck a few nights later and assist in the sweep by blowing out the sidewalks and completing other tasks for the driver.

Then the roles will reverse so the new hire gets the driver training before he’s sent out on his own.

Gas & Go One thing that has saved Jim Blackerby and his company, Lexington Pavement Sweep, significant time is a simple change of routine.

“I used to have the trucks fill up at night when the shifts started and we’d all go to the gas station as a group,” Blackerby says.

What he found was that there was a lot of wasted time during these fill ups.

“One truck would be full, but the driver would stand around and chat with the other guys until their trucks were full, when he could have been out completing a job,” Blackerby says.

Now Blackerby fills the trucks up himself in the morning once the shifts are done. Not only does this get guys out on their routes sooner, it also allows them to go home a few minutes earlier since they don’t have to gas up at the end of their shifts either.

“This has saved us at least 20 minutes a night, per truck,” Blackerby says.

“When you have multiple trucks, like the seven we have, this wins you an hour or two of work each night.”

As with other types of equipment that require only one onboard operator, (airplanes for example) beginners benefit greatly from watching a skilled professional before they are allowed to drive solo. This also applies to mechanics responsible for maintenance and adjustments to the machine.

“When an operator is learning, he’s going to realize right away if what he’s doing is right or wrong,” he says. “Maybe he realizes he’s blowing into the wind and he can’t get everything off the sidewalk.

He’ll only make that mistake one time.

Next time, he’ll check the wind first.

Each night he’s getting more efficient.”

When it comes to sweeper operation, Blackerby is clear on what he expects in terms of driver behavior.

“You don’t sweep a parking lot like you’re mowing grass,” Blackerby says.

“Not every inch of the pavement needs the sweeper to drive over it, but you

do need to cover all areas to make sure there’s nothing there.

“One thing I always tell the guys in regards to operation, is that driving faster does not speed things up. Driving slow can lead to a driver being more efficient. If you’re going too fast past one area, you may not be able to get to all the debris. This means you have to circle around to pick it back up. I tell them to drive around 5 mph and swerve back and forth to get everything in one pass without having to come back to get something they missed.”

Blackerby also tells his crew to turn their trucks off and reduce idling time to increase fuel efficiency.

Giving your crew something to work for can also lead to a more efficient operator. For each sweeping machine you own, there should be a primary person assigned to operate it. The benefit of this arrangement is that operators feel both pride in, and responsibility for, the expensive piece of equipment they are assigned to use and the jobs they complete with their machine. Also, by working in one machine exclusively, the operator becomes familiar with its personality and quirks, and can develop skills that get the most efficiency from the machine.

Sweeping Make a Plan Having your routes planned out is a no-brainer in this industry. Finding the fastest routes to each location and grouping jobs based on proximity to each other is something contractors have been doing for years. Some software companies have even developed routing software that helps contractors to better optimize their sweeping routes.

“Most all of your routes will already be set,” Blackerby says. “The contract work is set and done week after week.

Once the schedules are made, they pretty much stay the same. Using a GPS, you can see on the map how efficient the routes are for your crew.

You want to minimize excessive drive time and never want your operator to have to double back on a route.”

Blackerby says that by studying the GPS, he’s been able to create more efficient routes. “You may have a route that you think is full, but by studying the GPS you can tell if there is wasted drive time. That is 100% profit to the bottom line.

Blackerby says that excessive drive time is downtime, which might cause you to charge a much higher rate to cover your expenses. But if you’re efficient and you keep the trucks working, you can be more flexible with the price you charge.

“The whole business is based on time.

You buy the sweeper and then you’re basically just selling time in the truck.

The more efficient the route, the more places you can sweep. And the more places you can sweep in a night, the more competitive you can be with your price.”

night, everything is out the window,” Blackerby says. “If a truck goes down, there is no efficiency. Maintain the trucks during the day for successful sweeps at night.”

One thing most contractors agree on that helps in sweeper maintenance is the installation of an automatic greasing system on the sweeper. This lowers daily maintenance time, and ensures immediate and frequent lubrication for machines that work in dusty conditions. It also reduces premature wear on critical parts, which can reduce unscheduled maintenance and might reduce the need to have more back-up machines available.

An automatic greasing system uses a large reservoir of grease and numerous lines that feed the grease to critical

moving parts of the machine--those places that would normally be greased by the operator or mechanic on a daily basis. These parts are greased on a regular time interval (2 to 3 minutes) while the machine is operating. The system costs an estimated $1,800 installed, and based on a 10-year life expectancy at 350 hours per year, adds $0.50 per operating hour.

Two for the Money One thing that might be surprising on sweeping routes, is that two people in a truck can actually lead to a more efficient sweep than just having the one driver.

After getting a college degree, Blackerby’s son Jimmy opened his own business, Louisville Pavement Sweep, and operates under this premise.

“Using two people in a truck really speeds up the process of cleaning a place,” Jimmy says. “You have one

person on the ground blowing the sidewalks, emptying the garbage cans and cleaning up the gutters while the driver is sweeping. This way the driver doesn’t have to park the sweeper and do that work himself while the truck sits. You can get more places done in a night by having two people work this way.”

Jimmy says this allows him to offer a more competitive price to his customers as well. “I’m able to offer a lower price knowing that it’s going to take me less time to get the parking lot clean. The more efficient you are, the more places you’re able to sweep in a night and doing it faster means you can bid the job at a lower price to your customer.”

Both father and son agree that it is considerably less costly to use a twoman crew. “You already own the truck, it costs less to clean additional parking lots than it does to buy a new sweeper to clean those additional lots.” ■

D

epending on how many drivers you have traversing public roads, utilizing technology to track their driving behavior can prove an important component of your overall safety program. Many different systems are available to track driver behavior and record unsafe practices.

This data can then form the basis of a training program to reduce risks.

Some of the systems are dedicated to monitoring driver behavior, while others provide a full spectrum of telematic data. The type and amount of data you can monitor really depends upon the individual system being utilized.

For instance, Telogis has partnered with Ford, General Motors, Hino, Isuzu, Mack and Volvo to provide very specific data related to driver and operator behavior, such as seat-belt use, hard

braking, hard acceleration and many others. Further, the Telogis platform can look at behavior on different road types and match that data to the driver data.

“Our ability to take the unique data elements from the vehicle and combine it with the underlying mapping data, such as posted speed limits or offhighway usage, provides actionable information with little analysis required to make operational decisions,” says Jeff Cohen, vice president of asset & security systems at Telogis.

You choose which data to include on the scorecard and how it should be weighted. For example, you may place more emphasis on speeding than harsh acceleration. This allows the owner or fleet manager to run a report on a daily, weekly or monthly basis and show the drivers where they rank, which gets the drivers involved. The ranking comes in the form of a mobile app called Telogis Coach, where the information can be delivered to the driver in real time.

“Inherently, no one wants to be at the bottom; I sure don’t,” Cohen says.

“By showing drivers where they rank and how they are trending, you subconsciously mitigate the severity of the accidents that are happening. You can take that a step further by providing incentives to the safest drivers.” By tracking performance, you can also identify areas where they need further training.

Once a baseline and measurement criteria are established, monitoring behavior often leads to drastic improvements. “Whatever the key component is that we want to measure, and once we know the baseline, implementing those changes can reduce incidents significantly in the first 90 days,” Cohen says.

Establish a Driver’s Scorecard Before you can determine corrective actions, it’s useful to get a baseline of what your drivers are doing today and then establish a driver scorecard. “A driver scorecard and driver dashboard allow you to pull out the metrics that

An added benefit of video is that it can help prove a driver’s innocence if there is an accident. “Many clients use our service to exonerate drivers,” Lund says. “Often, the truck driver is the first one blamed for a collision. Our video

provides an impartial look at what occurred.”

Opportunity to Cut Insurance Costs No matter what type of driver monitoring system or program you put into place, be sure to check with your

insurance company on any potential savings on premiums.

Many insurance carriers work with select providers of driver monitoring tools. “We have relationships with nearly 20 insurance brokers, companies and captives who see the benefits in reduced collisions and subsidize the DriveCam Program for their clients,” Lund says.

Telogis also touts its partnerships with several insurance companies. “But it is very individualized to the companies you are insuring with,” Cohen says.

“There are some companies that will provide automatic discounts for monitoring certain fleets and for them getting that data, as well.” Others may not raise rates for a specified time period as long as you are monitoring the fleet.

Even a small percentage saved through a driver monitoring program can add up to large savings long term. “We have seen between 5% and 10% reductions in insurance premiums,” Cohen says.

Weigh the Cost-Benefit Equation Most driver monitoring systems require a monthly fee. For instance, with the DriveCam, a client typically agrees to use the program for a period of time, usually three to five years.

“We can structure agreements to fit the client’s needs,” Lund says. “The greatest opportunity for clients comes from a quick reduction in collision costs. Typically, that goes right to their bottom line in fewer trucks out of service, a reduction in claims costs, better driver behavior and safer drivers.”

In the case of telematic systems, driver monitoring is only one factor in the overall decision. There are also additional benefits in terms of fuel mileage, maintenance, idle time, theft prevention, utilization, etc. For instance, the Telogis system also allows electronic hours of service (HOS) or inspection reports to be interfaced via a tablet.

But no matter if you choose a full telematics system or an event recorder, monitoring and then coaching drivers based on the feedback generated has proven successful in limiting risky behavior. ■

oesn’t it always seem that in the fall you spend more time dumping and less time sweeping? Those leaves and other yard debris can really add up when you’re trying to get your jobs done on time.

Luckily, there are a few things you can do to prepare your operators and your sweeper for this time of year, and stay productive while you’re at it.

Know What to Expect In the fall, street gutters fill with leaves, pine cones, pine needles and more.

Along with that, the large pile of leaves

may contain other foreign objects, such as branches, that are often buried under the leaves and can cause hazards to vehicles. Therefore, fall sweeping is an extremely essential service. Leaf removal helps improve drainage and reduce catch basin blockages that may cause flooding during the spring snowmelt.

“Never lose sight of the fact that street sweepers are designed to effectively clean streets and highways of normal road debris. They were never designed as high capacity leaf suckers, clam/bucket trucks or front end loaders,” says John Paraschak, vice president of sales and

This is what presents the largest challenge in the fall as sweepers are expected to be miracle workers with the large amounts of debris that is out there.

Operators should know what they’re up against and how to make the most out of a difficult situation.

“It’s important to increase the sweeping schedule in the fall when leaves are at their peak to maximize payload capacity,” says James Crockett, sweeper

As with any sweeping job, it’s always important to match the right sweeper with the right application.

“Air sweepers are more effective at leaf pickup than mechanical broom sweepers, which tend to mulch the leaves,” Crockett says. “These machines are ideal for removing leaves, pine cones

and pine needles from street gutters.”

Tom Rokas with Tymco Sweepers agrees. “A regenerative air street sweeper is the most effective type of sweeper to tackle typical fall cleanup,” Rokas says.

“Fall is a good time for a regenerative air sweeper to show off, as residents really appreciate the sweeper in the fall season when trees tend to drop the most leaves.”

Prepare Your Sweeper While educating yourself and your operators on what to expect during the heavy fall cleanup is important, preparing your equipment for this type of work is essential to productivity and the health of the equipment as well.

■ Always make sure that both the hopper and hopper screen are clean before heading out to sweep. Starting out with a dirty sweeper will only slow you down as the day wears on.

So the more frequently you can sweep, the better.

Fall Sweeping Check your sweeper manual to see if there is a leaf sweeping setting for the pick-up head on your unit. These settings may not always be enough to handle heavy amounts of leaves. In this case, you can drop the skid plates all the way down in their slots; thereby, raising the pick-up head. Remember to adjust the flotation springs as needed, and keep the pressure bleeder door wide open.

“If the pick-up head is still lacking in the desired performance, the pressure slot openings can be manipulated as a trial-and-error process to maximize the blast air’s performance,” Crockett says.

Set broom contact patterns for proper flicking to increase broom life and ensure a clean, superior sweep, without any debris left behind. Crockett says this is generally, five degrees forward and five degrees left and right. “This is referred to as the 3 o’clock and 10 o’clock positions on the curb side,” he says. “The broom bristles should start out about 12-13 inches long. For optimal flicking action, Elgin Sweeper recommends broom replacement at about 6.5 inches long – about the length of a dollar bill.”

Occasionally the pick-up head should be removed to perform a thorough inspection of the pick-up head curtains.

“Curtains are vital to the sweeper’s ability to seal the pick-up head to the sweeping surface, ensuring the debris under the head will remain there to be conveyed to the hopper,” Crockett says. “Once the head is out from under the sweeper, turn it over and take note of the condition of the curtains. Any rips, tears, holes, missing sections or deformations will require replacement.

Any discrepancies in the curtaining will allow the blast air from a pressure slot to blow material out from under the head, creating a dust cloud as the sweeper travels down the road sweeping.”

It’s also a good idea to make sure these rubber flaps or curtains on your sweeping head are not too short. “With leaves, the longer the flaps, the better,” says Jim Adair, director of product management at Schwarze Industries Inc. “This allows the lightweight material to pass into the sweeping head without bunching up or bulldozing in front of the sweep head. Also be sure to open the leaf bleeder just enough to pull the front curtain back, this vacuum keeps the leaves picked up as soon as they come in contact with the head,” Adair says.

Tymco recommends that you always make sure that both the hopper and hopper screen are clean before heading out to sweep. “Starting out with a dirty sweeper will only slow you down as the day wears on,” Rokas says.

“Always start with a clean machine,” Adair echos. “Air sweepers need to have a clean intake screen and dust separator.

All ducting and passages should be clear of debris, and all fan, intake and door seals intact and making good contact.”

Also make sure your hopper water is working properly. This will help the leaves to fall from the air stream and be less likely to stick to the screen.

Optimize Productivity You can also manage your machine during operation to ensure you’re picking up the most debris possible during your sweep.

“Air sweepers have dampers to exhaust air and inches the vacuum keeping the leaves moving,” Adair says.

“Mechanical sweepers are not always the best machine for large amounts of leaves, but you can adjust the main broom to a lighter pattern, one to two inches, so that the broom flicks the debris into the conveyor and doesn’t pick up and carry it over.

“Some of our customers recommend using a strip main broom for leaves and some have even gone as far as removing every other strip to prevent the leaves from getting trapped in the broom bristles.”

Elgin also recommends that while sweeping the pressure bleeder door should be wide open during operation.

Fully opening the pressure bleeder door will allow the front seal curtain to draw up, allowing the leaves to go under the pick-up head much easier.

If the leaves are in large piles, you may have to use the ‘Pac Man” trick, recommended by Elgin. Gobble up leaves by raising the pick-up head enough to allow the leaves to pass under, and then lower the head back down on top of the leaves. Repeat as needed. Remember, the pressure bleeder needs to be wide open.

“For best sweeping results any time of the year (but most especially in the fall) ... Slow down!” Paraschak says. “Give your sweeper sufficient time to sweep or vacuum up heavy leaves and bulky debris. Where is the value/increased productivity associated with sweeping fast if you leave a mess or have to sweep the same street three or four times to get it clean?”

Reducing ground speed also prevents overloading. “Don’t be aggressive

and ‘bulldoze’ through a large pile of leaves in a single pass,” Crockett recommends. “Instead, use a ‘scalping’ method – make two passes with the sweeper instead of one – to help improve productivity.”

Adjusting the sweeper blower RPM accordingly to the debris being swept is also beneficial to the sweep. “Typically with lighter debris such as leaves, you don’t need to run the engine RPM as high as when sweeping heavier

debris,” Rokas says. “If your sweeper is equipped, adjusting the gutter broom tilt with the in-cab controls can be helpful as the correct pitch can be manipulated by the operator to allow the gutter broom to throw the leaves in front of the pick-up head.”

Dialing in the gutter broom variable speed can also help ensure a clean sweep when trying to clean up leaves in the fall. Also, using a gutter broom with reduced wire count can ensure a better “bite” on leaf piles when sweeping.

“Never try to sweep a pile higher than your bumper,” Paraschak says.

“Begin by nibbling away at the pile with your gutter broom and sweep up smaller, more manageable amounts at a time. It may take more passes, but you will get the job done without unnecessary clogging and spreading unsightly debris around.

“When sweeping light leaves turn on the front spray bar to increase the mass of the leaves,” Paraschak continues.

“If you are operating a regenerative air sweeper, install a pick-up head camera. This camera allows an operator to monitor (in real time) vacuuming performance, spot tiny issues before they become big problems and take corrective action (from the cab) to keep moving forward.”

Leaves will blind the screen over once the hopper is full or near full.

Sometimes you can shut down the auxiliary engine, wait a moment, then restart the engine; some of the leaves should fall from the screen. If you sweep a little ways and this happens again, it’s time to dump.

“Don’t forget safety,” Adair says “While sweeping large amounts of dry foliage, you’re bound to get some where it shouldn’t be ‒ mainly the hot parts of the engine(s). Be aware of low branches, that when brushed, will leave a deposit of dry leaves sucked into a radiator, oil cooler or atop an exhaust manifold. Keep you machines clean, If you’re encountering these conditions, periodically stop and inspect.” ■

How to Succeed with

Cold Weather Paving When it comes to HMA, effective compaction is key

ooler weather is on its way.

Successful contractors know how to make sure their operations are successful when that cold weather arrives — and how to ensure quality continues.

In the context of this article, quality refers to the degree of compaction achieved. It’s generally recognized that effective compaction is the single most critical variable in placing a quality asphalt pavement that will perform well for many years.

Field experience confirms that paving can be done under adverse weather conditions. However, the key to success is recognizing that paving practices that are successful in the warm summer months will not produce the same quality results in October through April.

Background on compacting hot mix asphalt Above all else, the temperature of hot mix asphalt (HMA) during the rolling operation is what will determine how successful the compaction operation will be. It’s important to have an understanding of how mix temperature is related to the compaction of HMA. HMA is composed of aggregate (rock and sand) and asphalt cement (binder).

Asphalt cement is the glue that holds together the rocks that make up hot mix asphalt.

Asphalt cement has different viscous behavior at different temperatures.

Higher viscosity means that it’s “thicker,” whereas lower viscosity means it’s

Equipment questions to keep in mind When it comes to cold weather paving, consider the equipment that you have available. Here are some questions you might ask as you plan your work: • Can we reasonably expect to roll this mix before it cools too much? Do we need more rollers, or a wider roller to get coverage faster?

• Based on the job conditions of lift thickness and expected air and base temperatures, what will be our time available for compaction? Use charts, past experience or software programs to estimate a starting point. Always verify results in the field by measuring temperatures.

• What mix temperature should we ask the production facility to load trucks?

• Do we need to tarp trucks?

• How should we modify our rolling pattern based on the expected cooling rate?

How much do we need to shorten the length of roller passes to cover the mat before it cools?

You will also need to pay more attention to the base temperature if you are placing a thinner lift.

Viscosity is a property that is unique to each grade and source of asphalt cement.

For all paving applications, it’s critical that the asphalt cement be above a minimum temperature at which it will flow sufficiently for compaction to be obtained. Maintaining mix temperature from the plant to the rollers is especially challenging in cold weather.

As long as the asphalt cement can flow, the compactive effort of the rollers can force the mix into a compacted, stable configuration with good aggregate interlock. When asphalt cement becomes more viscous (“thicker”) as the temperature of the mix drops, it behaves more glue-like and the aggregate in the hot mix cannot be manipulated into a dense configuration by the force of the rollers.

Thus mix temperature, as it relates to ability of the mix to “flow” into a compacted configuration under the weight of the rollers, is the single most critical factor to achieving sufficient compaction.

Primary factors affecting temperature loss in HMA mats The time available for compaction (TAC) defines the total amount of time that roller operators have to compact the mix before it loses too much heat and becomes too stiff to compact. The following list summarizes the primary factors influencing the rate of heat loss in HMA. • Lift thickness • Base temperature • Mix delivery temperature • Ambient air temperature • Wind speed • Solar-radiant flux

Thicker lifts hold temperature much longer than thinner lifts. The heat retained in asphalt lifts is not a linear relationship, but rather an exponential one. For example, a 75 mm (3-inch) lift will retain heat for approximately four times as long as a 40 mm (1.5-inch) lift of the same mix placed under the same conditions.

Base temperature also plays a significant role in how much time is available for compaction. This is especially true for thin lifts in cool weather. Heat transfer generally occurs more quickly through more dense media. For example, a glass of water will freeze much more quickly by placing it in contact with ice in a bucket than by setting it on the middle shelf of a freezer and forcing cold air around it.

Since the base material on which the asphalt is being placed is essentially an infinite mass when compared to the thin lift of HMA on top, the base will absorb large quantities of heat very quickly.

Laws of heat transfer tell us that when two surfaces of different temperatures are in contact, the resulting system will tend toward reaching a state of thermal equilibrium at which both materials in contact eventually reach the same temperature.

This phenomenon is observed when hot asphalt is placed on a cold base.

The heat, or thermal energy stored in the HMA, quickly transfers to the cold base as the system tends toward thermal equilibrium.

A greater temperature differential between the two materials means that the rate of heat transfer will occur faster.

For thin lifts, because there is relatively little mass of HMA, heat transfer from

the asphalt mat to the base occurs quickly. Heat transfer is primarily a function of mass, temperature differential and thermal conductivity.

Mix delivery temperatures are critical, as they provide a starting point for the cooling process after the HMA comes in contact with the aggregate base. Lower mix delivery temperatures mean it will take less time for the mix to cool.

The ambient air temperature has a relatively minor influence on the cooling rate of HMA. However, if the ambient air temperature is combined with wind, a condition of both conductive and convective heat transfer occurs. Heat is now being lost to the base through conduction and to the air

through convection. The greater the wind speed, the more quickly it will remove heat from the HMA. Finally, solar-radiant flux refers to the effect of the sun on HMA temperatures. This effect is minor in most circumstances.

Solar-radiant flux refers to the net heat loss from the pavement that is the difference between the heat absorbed by the pavement from the sun’s rays and the heat that radiates off the mat into the air. Simply stated, this means that sunshine will help reduce the rate of cooling of the placed HMA. When placing hot-mix asphalt (HMA), ensure that the mix temperature is a minimum of 290°F at the mid-depth of the mat behind the

Suggested practices for ensuring compaction in cold weather • Mix production temperatures can be increased within limits. Asphalt cement can be damaged if the mix is too hot. Generally request that plants load trucks up to 330°F maximum, depending on haul distance and other factors that affect mix temperature at the jobsite. Communicate with the plant operator.

• Mix should be a minimum of 290°F at the time breakdown rolling begins.

• Tarp loads when necessary. For short hauls, the crust that develops maintains internal heat and is readily re-mixed with hot asphalt upon unloading and transfer to and through the paver.

• Unload the third and fourth trucks first, then the first and second trucks. The first couple of truckloads are generally cooler from plant startup and/or the cooler cone of silos. Hotter mix will heat up the paver screed faster and avoid tearing the mat at the start of paving.

• Avoid using a pickup machine. Approximately 10° to 20°F heat is lost from the delivery temperature to the paver hopper. End dumping into the paver results in only about 5°F heat loss. Another 10° to 20°F is lost from the paver hopper to behind the screed. When pickup machines are used, avoid long windrows. Do not string out windrows until they are ready to be picked up.

• Keep the paver hopper near full when waiting 15 minutes or less for trucks. The mix will retain heat better in a large mass and keep the hopper hot. Communicate with the plant to ensure good truck spacing and minimal waiting periods.

• Remove cold chunks that form due to cold truck boxes – usually only a problem in the first round of trucks. If cold chunks are not removed or thoroughly broken up and remixed, these will not compact and will pop out of the mat prematurely.

• Keep handwork and raking to a minimum. Every time the mix is “fluffed,” it loses considerable heat.

• Longitudinal joints require particular attention in cold weather. Roll from the hot side as soon as possible.

• Rubber tire rollers are more effective in kneading the cool surface of the mix together to reduce permeability. Since cold weather paving is done in the typically wet winter months, it may be several months before the pavement is compacted and the surface kneaded tight from traffic. This, combined with moisture, leaves a mix that doesn’t have a tight surface and is much more susceptible to raveling.

The ideal mix temperature will vary depending on the binder type used in the mix, lift thickness and the time available for compaction under given ambient conditions. Many charts and computer software tools are available for free distribution to provide good estimates of the rate of HMA cooling.

The most efficient breakdown rolling should always begin at temperatures above 290°F. When breakdown rolling begins at temperatures lower than 290°F, the risk of not achieving sufficient compaction is greatly increased.

It’s almost impossible to achieve maximum compaction if breakdown rolling is not started before the mix cools to 280°F behind the screed.

Understanding that compaction is directly related to the mix temperature, it’s necessary to maintain a high mix temperature during production, transportation and placement of the hot-mix asphalt.

The main thing to remember in cold weather paving is that the TAC is dramatically reduced. In planning for your project, consider all the factors that will contribute to cooling of the mix.

There are several questions that can be asked and several variables to consider in order to be successful in cold weather paving. Know that mix temperature is critical to achieving compaction. Know that you will have less time to compact the mix in cold weather, as the mix will cool more quickly. Understand the factors that affect the cooling rate of the mix.

Decide what variables you are willing and able to control, such as type of equipment used and requested mix delivery temperature.

Take time to develop and review a cold weather-paving plan with your crew and enjoy the success that comes with working as a team and taking pride in your work.

How to Survive End-of-Season Sealcoating You can’t manage the weather so manage what you can: your process, your sealer, your equipment…and expectations

hether you’re using coal tar or asphalt emulsion sealer, sealcoating is weather dependent,” says Tony Heffernan, Neyra Industries.

And that’s true especially on the fringe parts of the season – the early spring and late fall. Because you can’t manage the weather, it’s important to manage expectations – yours and your customers. Manage your expectations by recognizing sealcoating too long into the season can cause serious problems; manage your customers’ expectations so they realize what their risks are should they demand you sealcoat after the point when you shouldn’t.

“You have to be aware of the weather because eventually you’re going to run into a frost and that’s really the end.”

Heffernan says. “You don’t want to have fresh sealer down or be putting it down in frost conditions. The cooler temperatures can negatively affect the performance of the sealer, unless you are using a cool weather formula sealer.”

But there’s more to the end-of-season sealcoating than getting the work and trying to keep the customer happy.

“Contractors need to make sure that they will get paid for doing the job,” says Heffernan, who with Neyra’s Jeff Cayton will present “Basic Sealcoating Principles” at the 2016 National Pavement Expo, Jan. 27-30 in Charlotte, NC. “Don’t let someone talk you into doing a job just so you can get the money. Sealer is temperamental, and if it’s not applied in the right weather conditions, then it’s going to fail and you’re not going to get paid.”

Brent Loutzenhiser, president of Seal-Rite, manufacturer of sealcoating equipment, recommends working with the customer to get the job and then do what can safely be done in the fall.

“I’d caution them to be careful with sealcoating down to the wire,” Loutzenhiser says. “If you have a job that you want, go ahead and bid it to get it, but once you’ve got it, do crackfilling in the fall, postpone the sealcoating until the spring and don’t bill the client until the job is done. That way you get the job so no one else can get it and you give yourself a start in the spring. But don’t bill the client until the work is done.”

Asking for a waiver is another approach.

“If a customer insists you do the work, and you know that weather could be an issue and affect the quality or longevity of the job, have the client sign a waiver that you’re going to get paid whether the product performs as promised or not,” Heffernan says. “If I asked

Some possible options: • Crackseal the pavement and wait until spring to sealcoat • Crackseal initially, remove and replace repairs as needed; offer to provide infrared repair where possible and crackseal throughout the winter as needed; sealcoat in spring • For spray sealcoaters, spray a thin coat of sealer – enough to blacken the surface for aesthetics and to provide some degree of protection – just to get the client through the winter • Don’t bill the client until spring when all work is completed The idea is to satisfy your client while protecting yourself. Of course there are additional factors that might affect this – for example the cost of going out more than once to a jobsite – but some of these might help keep your customer happy.

for a waiver and didn’t get it, I wouldn’t do the job. You’ve got to make sure you’re going to get paid and if you’re doing a job that’s inferior you’re not going to get paid.”

Matt Purdy, SealMaster marketing services, says fall weather doesn’t permit the efficiencies of the sealcoating business that summer affords, so profits are generally lower at this time of year.

“It’s much more difficult to apply two coats in one day due to fewer hours of daylight and longer curing time due to cooler conditions. In the height of fall, in much of the United States it’s almost impossible to apply two coats of sealer on the same day, so the second coat will require another day of work,” Purdy says, adding that one coat alone is not recommended because of decreased longevity and aesthetics.

“The cost of doing business rises due to the decreased square footage that can be applied daily and the additional move-ins that are required when work has to be stretched out over several days,” Purdy says. He says that in addition to often having a second movein day for a second coat, striping often has to be done on another day which also increases costs.

Manage Your Sealcoating Process Purdy says contractors really need to pay attention to the weather and atmospheric conditions and only apply during ideal conditions. “The minimum temperature must be at least 50°F and rising within 24 hours of application for optimal curing,” Purdy says. “The presence of dew within 24 hours of application can also hinder the curing process, which brings with it the threat of tracking.”

Heffernan recommends contractors establish a “drop dead” date after which they won’t apply sealer. The “drop dead” date depends on where you are. For example, in some areas of New England contractors target Nov. 1 as the last day they’ll put down sealer – and they manage crews, marketing and sealer purchasing accordingly. Other places try sealcoating until Thanksgiving or even December 1.

“You need to know the weather in your area and at some point make the call just so you avoid problems,” Heffernan says. “You know that if you put sealer down in adverse conditions, jobs are going to fail, whether that means discoloration or tracking.”

“If temperatures fall below 40°F at night, you also should stop sealcoating because the pavement won’t warm to the point where sealer will dry and cure.

You aren’t going to be able to get it to set up,” Heffernan says.

the pavement. “Contractors who think one heavy coat of sealer is the way to go may be able to get away with that in the summer, but in cooler weather you need to put down two even coats.” He says that by spraying two light coats you’ll get a good sense from the reaction of the first coat how the sealer is going to dry and if and when a second coat should be applied.

Heffernan says squeegee and brush applications tend to dry faster because “you’re actually touching the sealer,

Purdy says falling leaves can impede the application process, adding that, “older asphalt with increased voids will cure slower due to the additional sealer that gets deposited into the voids.”

Given that contractors like to squeeze in as much late-season work as possible, there are a number of ways to improve your chances of success on a late-season sealcoating job.

First, consider shortening your work day – or at least change the hours you sealcoat. For example, start sealcoating at 9:00 a.m. and stop at 2:00 p.m.

“Outside those main hours, the sun is not producing the amount of heat you need for the sealer to cure and dry,” Heffernan says. “As you move toward winter you lose the angle of the sun, so you lose the heat to the pavement, which prevents it from drying properly.”

Heffernan, who was a contractor for over 25 years before joining Neyra, says contractors also should consider altering the way they apply sealer to

In fact, he recommends doing more sealcoating by hand as the weather cools. “It does require more labor and there are other issues you need to be aware of, but you can help it along as far as drying goes if you apply it by hand,” Heffernan says.

He says he knows many contractors don’t know how to use a squeegee or are uncomfortable doing a large job by hand, but he says all contractors should learn how to squeegee by hand because it can come in handy. “And this is one of the situations where that’s true,” Heffernan says.

Some sealer manufacturers recommend additional sand and an additive designed to speed the drying process for “less than ideal” weather conditions when drying takes longer.

Fall Sealcoating Heffernan, though, says those additives are not designed for cooler fall weather and aren’t very effective under late-season conditions. He says those additives should be used when the temperature is in the 60-75°F range, but they should not be used when the temperature is higher or much lower. “When used at higher temperatures, these additives can create problems by forcing the sealer to dry too fast, and when the temperature is lower, additives won’t speed the drying enough to make an impact on the final sealcoat,” Heffernan says.

Use of spray tips also should be examined as the end of the season nears.

Heffernan says most contractors use a 30 or 40 tip on driveways and a 50 or 70 tip on parking lots (the number refers to the degree of spray fan: a 30 tip has a 30° fan spray, for example). But he says whatever size tips you use it’s important never to use a worn-out tip – and that’s especially true as the season nears its end.

“If you’re using a worn-out tip, you’re putting down too much spray and you’re making it harder for the sealer to dry,” he says. “You may be able to get away with that in the summer because of the sun, but you can’t get away with it in the fall.”

He cited a recent example of a contractor in Delaware who called and said he was having trouble getting sealer to dry and was using a 30 tip. But when Heffernan went to visit one of the contractor’s jobs, he could see right away the material was not being put down like a 30 tip. “It was a 30 alright but it was so worn it was putting material down like a 70, so he ended up putting way too much material down and it wouldn’t dry.”

Heffernan says tracking and discoloration are the primary problems that will arise right away if sealer doesn’t dry properly, and he says sealer applied incorrectly will peel in the spring. He adds tracking generally doesn’t occur across the entire pavement but instead is from isolated areas where the sealer didn’t dry, often because they were shaded for some or all 38 October/November 2015

of the day. Identifying those areas enables you to prevent tracking by spreading sand or an absorbent on the damp sealer, then vacuuming it up or sweeping it off. Then you have to go back the next spring and fix it up for nothing.

“If you encounter tracking make sure to put rugs at the entry ways to the building to minimize the issues and get it absorbed before people take it into the building,” he says.

As for discoloration, “You’ll see it the next day. The surface will be either whitish or a milky brown,” Heffernan says.

“Unfortunately, if you experience this, you have to redo the areas affected.”

He says that if the sealer doesn’t perform as promised, it becomes a question of “fix it now or wait until spring?” And Heffernan recommends waiting until spring. “If it didn’t set up the first time, don’t think the next day or two is going to be any better, typically it’s not.”

Manage Your Sealer In addition to managing your sealcoating process, it’s important that you also manage the sealer itself. That starts with

buying only the amount of sealer you know you’re going to use.

“Carefully evaluate how much sealer they need and purchase only what’s necessary so they don’t have to worry about managing a surplus over the winter,” says Bob Wallace, SealMaster field representative.

Heffernan agrees. “Buy only the sealer you need. Don’t buy 500 gallons in your applicator just because you can hold it or because it’s cheaper if you only have work for 350 gallons,” he says.

If you have extra sealer, find someone who has an indoor tank to suck the material out of your tank and store it indoors for the winter. Neyra, for example, has an indoor tank at many of its distribution locations and will take back extra sealer to assist contractor customers.

“If a contractor has a surplus of sealer when weather no longer permits proper application and curing, it should be stored in a tank in a heated building and agitated daily,” Wallace says.

Heffernan says that as long as the sealer doesn’t freeze, it can last through the winter and be used next spring and requires only warmth and a little agitation once a week. “Sealer is easy to handle as long as you do the right thing and handle and store it properly. As long as it doesn’t freeze, you really don’t have to worry about it,” Heffernan says.

Manage Your Equipment Loutzenhiser says that just like cold weather can affect sealer, it can affect sealcoating equipment, too. “On any system that relies on compressed air, such as any air-operated dual diaphragm pumps, the air moves through narrow orifices. And if it’s cold, that air can freeze up the muffler,” he says. “What happens is you can get frost on the outside of the muffler and if that happens the unit is not able to exhaust the air, which could damage the pump.”

He says should that happen, contractors should remove the muffler from the unit. “The muffler is there for hearing protection, not performance, so you won’t cause a problem with the equipment.”

He says it’s difficult to say at what temperature the problem occurs, but contractors should just be aware when temperatures are cooler. He adds that it’s not only the air temperature that’s important, if there’s a breeze that’s cold, that can add to the problem as well Loutzenhiser says that when the temperature drops, especially if it drops unexpectedly, sealer can freeze in the plumbing. “That’s a $3,000 repair with a lot of elbow grease,” he says. “We see

five or more instances of that every year and it’s usually because contractors are pushing the edge a little too much.”

He says that even a strong wind blowing on that machine can freeze it.

“But, really, once it’s that cold you really need to throw in the towel and stop sealcoating for the season,” Loutzenhiser says. “If I was worried about the cold I’d finish whatever job I was on and find a place to donate the remaining sealer to and just sealcoat their pavement for them for free – a church parking lot for example. Then I’d be done with the season.”

Loutzenhiser says that when it’s so cold contractors can’t sealcoat, many contractors decide to work on their equipment while waiting for a warmer day. But Loutzenhiser recommends avoiding that temptation.

“Even if you want to work on your machine on a cold day – say when you’re still in season and think you’ll be able to work in few days – it’s not necessarily a good idea because this equipment is designed to operate in the peak of summer when temperatures can reach 100°F,” Loutzenhiser says. “The machine’s oils aren’t intended to work in 20°F weather and if you try to run it in those types of conditions, that’s not necessarily a good idea, partly because of the heavy oils in the hydraulics.

That’s true of most of the equipment contractors use – it’s not designed to be run in cold weather and it’s best not to work on it in cold weather.”

Loutzenhiser says another reason not to be stuck with sealer is it often is left in the tank over the winter. “If you leave sealer in tank over the winter it will dry out and freeze. The sealer becomes a solid and you end up having to get inside the tanks and shovel it out in buckets,” he says. “That’s a real problem because most contractors don’t want to put someone into the tank anymore because of liability issues and because nobody likes the work. So make sure you don’t leave sealer in your machine during the offseason because to fix that is very costly.”

Fall Sealcoating Loutzenhiser says contractors have become much better about cleaning their tanks in preparation for winter – and that includes removing the plumbing off the truck and bringing it indoors and cleaning it up so it’s ready for spring. “It’s not realistic to get every last gallon of sealer out of your equipment, so you just need to manage your sealer properly so you don’t have a problem.”

Managing Risk vs. Reward Loutzenhiser says that dealing with leftover sealer is another reason to “cash in your chips and get out before the weather changes. Who needs that problem of having to tell a client he has to keep his lot closed for 48 hours because you can’t get the sealer to dry?

I just would do what I could to avoid those problems,” Loutzenhiser says.

Loutzenhiser says sealcoating too late in the season is very risky. “It’s a double-edged sword because on the one hand you want the work and you want the profit, but on the other hand the work is risky because of temperature and dampness. By doing the work you might only be giving yourself a problem of one kind or another—which could easily cost you more than the job is worth.”

While Loutzenhiser understands the desire for contractors to get the work – and to satisfy the customer once they have the job – he says it’s just not worth it over the long run. “Way too many customers wait until the very last minute – or the first frost – to get their sealcoating done, but those are jobs that often aren’t worth taking.” ■

From those just starting to learn the striping trade, to industry veterans, many contractors still prefer the ease of operation and comfort factor these walk-behind units offer.

“Seventy-five percent of all guys out there still walk,” says Tim Wehner, global product marketing manager with Graco. “It’s our job to come up with ways for them to do it better.”

Why Walk?

Like many contractors out there, your company has probably agreed to do work on a job that you’ve never tried before. You still want the business, so you say “Yes” to the work and figure it out later. Striping is notoriously known as one of those services and a walkbehind unit is a great starting point for contractors just getting to know the business.

“The choice of using a walk-behind unit has a lot to do with the striper’s experience level,” says Tom Heine,

specialty business sales manager at Titan Tool. “The succession of using a walkbehind striper first and graduating to a ride-on system makes sense.”

“Typically the guy just getting into the business won’t be comfortable with a ride-on unit because he’s still learning how to stripe,” Wehner says. “What he’ll do is get a comfort level of walking and then, if he’s able to get exposure with a ride-on, he may upgrade later.”

Also if cost is a concern, walk-behind units are substantially less expensive than their ride-on counterparts.

Best Applications “The size of pavement marking equipment is defined by the size of the job and the amount of time that is allowed to finish the job,” says Denny Tooker with EZ-Liner. “Parking lots can typically be done at night with no traffic to deal with. Beyond a parking lot many

Knowing When to Change Although you and your crew may be comfortable with your walk-behind unit, the time may come when you have too much work for that piece of equipment to keep up. Manufacturers then recommend a conversion unit that turns your walk-behind striper into a piece of equipment you can ride on to complete the same work.

“A walk-behind with a pusher unit is needed when the contractor has a limited amount of time to complete the work he has to do,” says Denny Tooker, EZ-Liner. “You can use the same walkbehind unit and cover a lot more area in less time with a conversion unit. Plus, efficiencies increase dramatically once the contractor becomes mobile.”

“If a contractor wakes up in the morning and his job is to put down lines 3-5 days a week, he needs a ride-on driver and striper combo,” Titan Tool’s Tom Heine says. “The ride-on portion detaches, which is great for going back and forth between the two applications if need be.”

The cost of these can range from $4,000-$10,000, possibly equal to the cost of your striping unit, but manufacturers say they are well worth the price tag. Be sure to speak with your walkbehind manufacturer before making any kind of purchase. “Some smaller units are not compatible with a pusher unit,” says Tim Wehner, Graco. “The small walk-behind units are optimized to be lighter for the contractor to push, therefore they are just too light for a conversion unit.”

Many contractors will buy a walkbehind unit and plan to use it for every job they do. However, just like most equipment, there are some best applications for these units and some places they shouldn’t be used.

“Walk-behinds are great for singleline striping, smaller lots, intersection work and sport courts,” Wehner says.

“These units are super maneuverable so they can get into tight spaces. On a sports court, these units are great for creating shapes like a circle, where you need to lock in the front caster and just walk it around for the perfect arc.”

Wehner says another benefit to a walk-behind unit is the advantage gained from placing the gun in the rear position.

“Putting a gun in the rear position, closer to the rear axle, gives guys more control on long-line work like on bike paths,” he

says. “There will be fewer irregularities along a long line when you place the gun in the rear position on these units.”

Heine says walk-behind units are also great for small school building and grounds personnel, property managers, athletic clubs, asphalt/sealcoating contractors, maintenance personnel, golf courses and retail parking lots.

“Some contractors don’t have the physical space to haul a large striping unit,” Wehner says. “Most walk-behind units can be moved by two workers and placed in the back of a pickup truck.

That’s a huge advantage.”

What’s New? Technology is the main factor keeping these walk -units competitive. Upgrades are helping contractors complete more jobs faster, with both a better quality result and more comfortable experience.

“One of the most recent upgrades to these units are auto-layout features,” Wehner says. “This feature helps contractors layout their job using on-board smarts instead of a man with tape and chalk. We call it the Johnny Cash factor, you no longer have to ‘Walk the Line’.”

“The machine does the thinking for you,” Wehner says. “Guys absolutely hate doing layout jobs; they are an absolute hassle, so we developed an on-board solution for them.”

Graco says this feature will allow contractors to complete a layout 30% faster.

Another new development in technology is the use of lasers on striping machines for layout purposes. Lasers also eliminate chalk and string lines, as an attachment with a laser is placed on your machine. The laser projects a line straight out in front of your striping gun. All you need to do is follow it.

On-board information is also critical to users. They want immediate feedback as to what their units are laying down and at what rates.

“We call these SmartControls,” Wehner says. “These controls tell contractors exactly what’s going on the ground so he can dial it in to get the exact build he wants and then be able to repeat that on the next job. How your stripes go down today is exactly how they will go down tomorrow.”

Operator comfort is another big thing manufacturers are looking to improve on these units.

“Titan has updated their machines with a new swing-back stem design which places the handles at 65° versus 80°,” Heine says. “That angle increases a contractors leverage, making the striper easier to push and easy to lift.”

Electric key start engines, cup holders, cell phone chargers and adjustable swing arms are all newer features being installed on walk-behind units that can make a striper’s job easier and more enjoyable. Even something as small as multi-position handlebar adjustment systems are being installed that make the units more comfortable for operators of all sizes to use.

“A lot of things come down to ergonomics,” Wehner says. “You want a contractor to want to do his job and we want to make a unit he wants to use.” ■

Are You DOT Compliant?

Here’s how to check and update SMS and MCS-150 to protect your company

T

he Federal Motor Carrier Safety Administration (FMCSA) has gone through numerous changes over the past few years in how they do business. The implementation of the Compliance, Safety, Accountability (CSA) Program was the most comprehensive change in the history for the Dept. of Transportation.

The fact is that the program is serving its primary purpose: Companies that obtain a new DOT number to avoid their poor SMS scores are classified as a “chameleon carrier” by FMCSA and are investigated. Bad companies can no longer hide and are being shut down daily. We will address what CSA is and how to establish a cost effective program with comprehensive countermeasures in the future.

Many contractors are surprised when they are having DOT Compliance Reviews (audits) as a result of violations involving not only CDL drivers, but also DOT non-CDL drivers. DOT non-CDL drivers operate trucks 10,001 lbs. up to 26,000 lbs. in interstate commerce. For example, an equipment mechanic driving a Ford F450 truck falls under FMCSA regulations as tools are considered laden. Even job superintendents driving crew cab pickups 10,001 lbs. or more are being cited for not having a DOT Medical Examiner’s Certificate in their possession.

The number one unsafe driving violation prompting compliance reviews is a driver failing to wear a seat belt. Another common violation in the industry includes a driver under 21 years of age operating a commercial motor vehicle 10,001 lbs. or more across a state line (which is interstate commerce).

Do you have a U.S. DOT Number?

You fall under the jurisdiction of the FMCSA enforcement if you do. You should view your Safety Measurement

System (SMS) scores at least once a month. I suggest to log you’re your carrier profile at www.safersys.org. This will bring up your MCS-150, which lists vehicles, drivers and Haz Mat inspections. It also lists mileage traveled, number of vehicles and drivers.

You are required to update this form every two years (or whenever changes occur) in order to remain compliant.

Failure to do so can be punishable by up to $10,000-per-day fine for non-compliance and prompt a Compliance Review.

Make sure it is up to date and accurate.

After checking your Carrier Snapshot, click on “SMS Results” in the top right corner in the blue box and review your Carrier Safety Management System. Half way down the page click on “Complete SMS” to view the entire profile. You can also go to the right side of the page and click on “History” to view monthly results for the past two years.

Contractors must implement an effective countermeasures program to deal with violations. They are on your record for two years and on your CDL Driver’s DSMS (Driver Safety Management System) for three years.

The point here is it does not take long to get into trouble with CSA, but it takes a long time to get out of trouble. High BASIC (Behavioral Analysis and Safety Improvement Categories) scores result in increased inspections, focused or comprehensive Compliance Reviews and exposure to heavy fines and penalties.

Advanced Paving Technologies to Develop “3D Paver” Crowdfunding campaign hopes to raise $60,000 for R&D

n October15th, Advanced Paving Technologies Inc. (APT) launched a crowdfunding campaign to generate $60,000 for what it expects to be the first step in bringing what they call a “3D asphalt paver” to the market.

Still in the research phase, the paver is called the Multi-dimensional Asphalt Delivery and Compaction System (MADCS) and will be intended for paving overlays, not for new construction.

John Smith, CEO, said the $60,000 will fund core research and development on MADCS. APT is working in conjunction with Dr. John Harvey and his team at the University of CaliforniaDavis, where research funded by crowdfunding will be performed.

“Our goal is to do the mechanical engineering for the 3D paver and the final design for a prototype,” Smith said.

“Once we get positive results from our research, we can reach out to investors to finance and build a prototype.”

What 3D Paving is Trying to Solve According to APT, current pavers rely on screeds that have only a single flat surface, which can’t compensate for the bumps, dips, depressions and ruts found in most roads. For example, if used to overlay an existing surface that has typical depressions or ruts, and without any preparation work, APT says current pavers deliver too much material over the bumps and not enough material over the depressions, resulting in what is referred to as differential compaction.

“When the heavy roller comes along, the material around the depression compacts first, causing the heavy roller with its flat compacting surface to bridge over the depression and the asphalt material doesn’t fully compact,” according to APT. Smith says that to compensate for this, the industry currently has no choice but to turn to pavement milling, which evens out the surface to be paved.

“Unfortunately, this method reprocesses 100% of the road surface to address a much smaller problem area.

Structurally, nothing is wrong with the majority of asphalt that is reprocessed in this manner. This process is time consuming and costly as well as greatly contributes to the carbon output of the project. Often it is milled for no other reason than to provide a uniform surface for 2D asphalt paving machines to be effective.” The industry rightly calls this practice a “recycling” effort, however it is anything but a green process.

How the 3D Paver Works The MADCS uses a remote sensing technology (LIDAR) that essentially bounces a laser off a target (in this case

the pavement) and analyzes the reflected light. Smith says this scanner, when combined with APT’s new asphalt paver design, will be able to scan a surface, map out its defects, and then design and deliver “on the move” a shaped asphalt mat that provides a smooth and longlasting pavement surface.

“Mapping the surface is only part of the solution. The other part is using a multi-segmented variable screed that incrementally delivers asphalt material across the entire paving pass,” Smith said.

“The variable screed works different from current screeds that measure and provide initial compaction of the asphalt at the same time. Instead we form an overly thick uncompacted layer of asphalt that is introduced to the variable screed, which incrementally strikes off the unneeded material, leaving only the asphalt required to form the 3D-shaped asphalt layer.”

B

ruce and Jason Hake are just like most entrepreneurs. They worked at 9-5 jobs as welders at Harley Davidson, but dreamed of owning their own business one day.

For 10 years, the brothers tried and failed at several different businesses while still keeping their day jobs.

They decided in order to be successful, they had to go “all in.”

“In 2006, with an income tax check and not much more, we set out to start Just Seal It LLC,” says Bruce Hake, co-owner of the company. “We had no work lined up prior to leaving, also we had never sealcoated before, so we had to figure it out on the fly with everything riding on our success.

“It was very challenging in the beginning and we definitely learned by trial and error. At the end of our first year we received a contract to seal, crack seal, and stripe a large apartment complex, which saved our season financially.”

In doing that job, the company purchased a Graco 3900 line painter to accomplish the work and, like most diversification ventures, stumbled upon starting in the pavement marking business too.

The company services central Pennsylvania to Washington D.C., from Philadelphia to Pittsburgh. Hake says his crew of 12 completes about 50% sealcoating, 40% pavement marking and 10% cracksealing.

“We have contracts with Rite Aids and Lowes in New York, Pennsylvania and New Jersey,” Hake says. “We do work from small residential driveways to runway crack sealing/pavement marking at the Baltimore-Washington International Airport.”

Their work is about 70% commercial and 30% residential.

sealing jobs. In pavement marking, we fix any lines that had variations due to un-level asphalt. Basically we train our employees to do the work right and expect nothing less than that. Every time a crew goes out to perform work, Just Seal It's name is on the line. Our reputation as a quality contractor is very important to us.”

Just Seal It continues to grow that reputation through the use of their website.

“We discovered how to market our business on the internet through organic search engine optimization,” Hake says. “We are ranked high on major search engines in a wide operation market. We also do mail-outs to major commercial property managers as well as to our previous customers.”

Their website also features an education center where customers can read facts about sealcoating, crack sealing and line painting, along with a section where potential customers can view photos of recent jobs.

However, Hake says that growth in their business has been their biggest challenge.

“It was difficult finding the right mix of employees to handle the day to day increase in work in the office and the field,” Hake says.

“We had to revamp our hiring process to select better candidates. We did this by being very specific to what we were looking for in our job advertising.

“In the interview process we are always very up front about the demands of working in our fast past environment. We also have to understand what each employee brings to the table in regards to talents and deficiencies to best align them with the right responsibilities to ensure their success and ours.”

With the proper employees on staff moving forward, Just Seal It hopes to grow their business into more commercial property management services, as well continued growth in the airport asphalt maintenance and pavement marking sectors.

“When the time is right, we plan on entering the rubber removal business through water jetting at the airports,” Hake says. ■

Driving Teamwork

W

ith the start of another football season, it’s only a matter of time before we read or hear about how important teamwork is to the success of the team. The same is obviously true for any pavement maintenance contractor.

But who drives…teamwork?

You do! Teamwork doesn’t just happen…heck; it doesn’t even always happen if you have a leader who drives it. However, you will seldom experience a crew working in a teamwork fashion without the leader driving the process.

So, what can a contractor do to drive healthy teamwork without being manipulative or dictatorial? Consider a few observations I’ve made that might make you more effective at realizing the benefits of teamwork.

1. Cast the Vision & Expectation for Teamwork. This cannot be a subtle cast but really lean back and “let ‘er fly.”

If the owner, and his or her leaders, do not clearly state, and keep stating, that teamwork is not a suggestion but how we do business, the full impact needed will not be made. Make teamwork your company’s primary mode of delivery.

2. Communicate Interest, Trust, & Often. The contractor wanting teamwork as a normal practice must be consistent on communicating their interest in their workers’ lives and needs.

Every time a contractor engages their workers trust takes one more step in the right direction. Even if the conversation is not positive, if the exchange is honest and empty of any cheap shots, the worker learns to take the contractor at his word. Often simply adds insurance to this entire process by making communication less formal and userfriendlier. Building greater interest and trust drives teamwork every time.

3. Connect with Your Workers.

Connecting is not merely communicating but instead, it’s touching your workers in such a way that relationship is created and sustained. You might do this via communication for sure, however

you also connect with your workers by just spending time with them, taking some ice-cold drinks on the hottest day of the year, bringing out some coffee and doughnuts on that tough project that suddenly takes a turn for the worse.

Connecting with your workers separates you from contractors who are treating their workers like a number. You want to really drive teamwork? Start deliberately connecting with your workers… individually…don’t leave anyone out!

4. Caring for Your Workers. OK, call me sappy, but just remember the old adage, “People do not care what you know until they know how much you care.” When your workers observe you doing some of the little things for them such as: running forgotten tools to their sites, stepping in periodically to help them close out a project, or even attending the ballgame of one of their employee’s sons football game, you prove that you do care for your people.

I’ve heard many times through the years from employees about their choice to remain with their contractor because they knew the contractor cared for them

and the other workers. Come on; are you really serious about great teamwork?

Have you ever watched how past players for Coach “K,” of Duke, almost fawn over their coach. Even Coach K’s wife is called “mom” by past players. Care for your workers.

Look, not every suggestion shared earlier will work in every case with every worker. Yet, the four items tend to reinforce that team is important because teams are made up of people, people who work for you and don’t work for someone else.
