Why The Skilled Labor Shortage Isn’t What You Think It Is

The gap between available skilled workers and the demand for them persists.

The COVID-19 pandemic is still interesting as a marker, representing one of the largest inflection points for labor in history. And while I have read more articles and opinions about how to solve it, adapt to it, or even ignore it, the reality is that no broad answers have materialzed.

I have seen small pockets of good news, of contractors moving in the right direction, finding solutions that fit their situation. So far, all these solutions have been isolated events. So, it’s important to understand what the problem is, as well as what it isn’t.

Here’s the facts: The construction industry’s workforce fully rebounded to pre-pandemic levels by February 2022. As of the end of 2024, construction sector employment is actual 9% greater than it was before the pandemic. More people are working in the construction field than before COVID.

According to the National Asphalt Pavement Association (NAPA), the core asphalt workforce is about 150,000 strong, and hires workers at a faster rate than other sectors.

The American Road & Transportation Builders Association (ARTBA) reported that transportation construction firms expanded their workforce each quarter in 2023, and by Q1 2024 the number of employees on road project sites was 11% higher than a year prior. Eight out of every ten workers hired into our industry are specifically “craft” employees, indicating a strong demand for field labor.

Despite all of this positive news, the Association of Builders and Contractors (ABC) published a report saying that ~439,000 new workers in 2025, and ~499,000 in 2026, are needed to keep up with demand. What is causing this huge gap if it isn’t due to people not wanting to work, as a lot of media suggest?

Roughly 80% of heavy civil contracting firms report difficulty in hiring these craft workers, and that statistic is virtually THE SAME as it was BEFORE the pandemic.

COVID only served to highlight a multi-generational failure to invest in our country’s trades education while we over-emphasized college based academic careers. These factors were compounded atop decades of politocs that eroded union power and membership.

So, when the massive spending behind the IIJA and the IRA hit the market, infrastructure spending dramatically increased. The demand for heavy civil engineering firms jumped, as well as the need for skilled workers. When combined with the pre-pandemic workforce landscape, it was a perfect storm.

Competition for quality labor is incredibly fierce, and skilled laborers have the ability to shop themselves around for higher wages.

Amidst all the doom and gloom surrounding AI taking people’s jobs, contractors should be actively reframing how they market themselves to employees. Construction is more secure than many of the college-certified jobs and office gigs.

LeeBoy LB5013 Plate Compactor

This single-direction compactor is powered by a 5.5-hp Honda GX160 engine with recoil starter. During use, the machine provides a travel speed of 96 ft. per minute and 5,500 vibrations per minute. Operators can access a heavy-duty handle for positioning when guiding the cast iron baseplate. The baseplate features rounded edges for smooth finishes on surfaces. A shock-mount system minimizes hand-arm vibration, enabling control from the handle. The handle can be flipped over to switch positions as needed. An integrated water tank with 13.7-qt. capacity helps control dust and prevents asphalt from sticking during operation by pushing water under the compactor. Optional equipment includes a wheel transport kit and a polyurethane paver stone pad kit.

JCB CT160& CT260 Tandem Rollers

JCB has introduced two new tandem roller compaction machines, the CT160 and CT260, to the North American market. At 3,770 to 6,041 lbs., these machines can be trailered for transportation. The CT160 offers a choice of either a 31.5-in. (800 mm) or a 39.3-in. (1000 mm) drum. The CT260 comes with a 47.2-in. (1200 mm) drum. The machines will be branded once again with ‘Vibromax,’ after the German company JCB acquired in 2005. On both machines, the responsive directional drive lever enables fore and aft movements. From a bird’s eye view the CT160 and CT260 have an hourglass profile, a shape that enables operators to see the drum edges. On the CTs’ control panels, work modes are visible and the switches are sized to create tactile feedback even with gloved hands. Antivibration mounts isolate the operator from drum vibrations.

Dynapac CC2200 VI with SEISMIC Technology

SEISMIC Asphalt technology automatically detects the natural resonance frequency of the asphalt, works together with it, and applies the correct amount of energy exactly when required. While conventional vibratory compactors deliver a rapid succession of impacts to the soil surface at a frequency that is either pre-set at a high or low amplitude or at a frequency that is adjusted manually, Dynapac SEISMIC Asphalt does it differently. Leica Ground-Penetrating Radar System

Leica Geosystems has introduced the Leica DS4000, an underground utility detection system designed to identify buried infrastructure with improved depth and clarity. Capable of detecting underground assets up to 60% deeper than traditional methods, the system aims to enhance safety and efficiency in subsurface mapping. The DS4000 integrates Equalised Scrambling Technology (EsT), developed by IDS GeoRadar, which enhances the visibility of both shallow and deeply buried utilities. It also increases the chances of detecting smaller or more elusive items like fiber optic cables, which are often missed by older systems. With urban environments growing increasingly dense, the need for accurate underground utility mapping is becoming more urgent. The DS4000 is intended to help reduce the risk of damaging critical infrastructure during excavation or construction. Key features include a lightweight, portable design suitable for single-person operation.
