A

t this time of year, it’s always fun to reflect back on where we’ve been as well as look forward to the next chapter.

First, a look at how far we’ve come in the asphalt road building industry when it comes to sustainability.

According to a survey of asphalt mix producers conducted by the National Asphalt Pavement Association (NAPA) in partnership with the Federal Highway Administration (FHWA), more than 75 million tons of recycled materials — primarily asphalt material reclaimed from old roads and parking lots and recycled asphalt roofing shingles — was put to use in new asphalt pavement mixtures during the 2014 construction season.

The survey also found that nearly 72 million tons of reclaimed asphalt pavement (RAP) and 1.9 million tons of recycled asphalt shingles (RAS) were used in new asphalt pavement mixes in the U.S. in 2014. An additional 9 million tons of RAP were used as aggregate, cold mix and other road building activities.

Reclaiming and reusing the asphalt cement and aggregate in RAP and RAS saved about $2.8 billion in 2014 compared to the use of virgin asphalt binder and aggregates.

According to the survey, energy-saving warm mix asphalt (WMA) technologies are also continuing their ascent in popularity. In 2014, 113.8 million tons of WMA was produced — about a third of

all asphalt pavement mix production.

This marks a greater than 577% increase in the use of warm mix since 2009, the first year the survey was conducted.

“In 15 states, more than half of all asphalt pavement mixtures were produced as WMA, and in six of them, more than 75% was produced as warm mix. This is an incredible rate of adoption for a technology introduced just a decade ago,” says NAPA President Mike Acott.

Cracking the Code to Compaction

Density Direct brings real-time density values to intelligent compaction

By Becky Schultz, Contributing Editor n March, Volvo Construction Equipment launched its first offering in intelligent compaction (IC) for select asphalt compactor models. Its base Volvo IC system provides pass mapping and temperature mapping.

Volvo IC with Density Direct adds what is touted as the industry’s first real-time density mapping technology.

“For years, contractors have relied on IC systems with stiffness calculations

DENSITY instead of density, which is not the true metric by which contractors are evaluated and paid,” says Dr. Fares Beainy, research engineer at Volvo Construction Equipment. “With Density Direct, operators have real-time access to the metric that ultimately determines the success of their work — density.”

Development process Density Direct was developed and tested as part of the FHWA Highways for LIFE Technology Partnerships Program. From 2003 to 2015, Dr. Sesh Commuri, a Gerald Tuma Presidential Professor at the University of Oklahoma School of Electrical Engineering, worked with Volvo to develop Density Direct (formerly known as the

Intelligent Asphalt Compaction Analyzer), a device that can estimate the density and stiffness of asphalt pavements during construction.

“Volvo partnered with us and [in 2008] we took the proof of concept design and developed a rugged commercial prototype that we tested at several sites around the country in about nine different states and on different types of construction,” Commuri says.

The technology was used on various full-depth and overlay asphalt pavement projects and later evaluated by independent users at sites across the country. The results, which were overseen

by University of Oklahoma researchers, showed that Density Direct calculations

were within 1.5% of core samples every time at 180 test locations.

Once the project was completed, the technology was transitioned over to Volvo, which has exclusive rights to commercialize it. The density algorithm and its use on the compaction of flexible pavement continues to be patented by the University of Oklahoma.

The density difference Volvo IC with Density Direct incorporates an 8” x 10” intuitive, touch-screen digital display, accelerometer, infrared mat temperature sensors on the front and rear, a GPS antenna and base station with optional GPS rover.

The significant difference between Volvo IC with Density Direct and other IC systems is its ability to provide a density value rather than a Compaction Measurement Value (CMV) based on material stiffness.

Stiffness measures the rigidity of the asphalt surface, and provides an output in CMV. While it can have a correlation to pavement core density values, this measurement is open to interpretation.

During the development of Density Direct, test results showed the efficiency of calculating density levels compared to rolling data related to stiffness.

Density Direct is also able to provide density values in real time over 100% of the mat.

“At the heart of our system is an artificial neural network that can generalize and learn as the machine is doing the compaction,” Commuri explains. “What we’re doing is measuring the vibrations of the roller while the pavement is being

Based on those vibrations, the artificial neural network can be trained to convert the vibrations into a number that is indicative of the density of the pavement during construction.

“The number that you see is a direct indication of the density that you’re getting,” he continues. “It’s a fantastic development from the contractor point of view because now you take all of the guesswork out of paving jobs. You see what density you’re getting and you don’t have to perform a number of tests that are either time consuming or destructive.”

Set it & get it done Both Volvo IC and Volvo IC with Density Direct offer real-time temperature and pass mapping data. Using the onboard color monitor, the pass mapping function captures and displays each compactor pass and drum overlap with an individual color so the operator can easily see gaps and work to maintain uniform coverage. Temperature mapping shows the path of the compactor overlaid with the last recorded surface temperature.

Within the Density Direct system is a calibration screen where the user sets the target density for the project. Once fully calibrated with data specific to the application, the map shows each square foot of rolled asphalt in a color representing density, and provides a real-time numerical density reading in the corner of the screen.

necessary adjustments while asphalt is being paved.

This not only reduces the occurrence of inadequate densities that drive up project costs, but reduces time spent taking core samples, improves quality and leads to greater uniformity than nuclear gauge testing.

Calibrations are also saved, so operators can assign them to certain elements of a job and quickly switch back and forth between calibrations to meet the demands of specific job elements.

Data gathered from pass, temperature and density mapping is stored on the IC system’s internal 14 GB hard drive, which provides enough space for approximately seven months of data logging.

The data collected can be used as evidence if compaction performance is called into question.

“The general specifications [for IC technology] are developed by the Federal Highway Administration, then each state is required to make those specifications more relevant to their conditions,” Commuri says. “What is going to be required soon is a complete database of as-built quality so that the agency can have a record of what was constructed and what the quality was. At a time in the future, if there are premature failures, they can go back and do forensic analysis to determine what was the cause of those failures.”

While the ability to quantify compaction quality is one objective, the ultimate goal of technology such as Density Direct is to enable contractors to build roads capable of lasting their expected lifetime.

“That way, all of the money we are spending [to repair roads] can be used more efficiently, and also it will help with the quality of roads over time,” Commuri adds.

As the highway trust fund continues to be in limbo, the transportation sector is seeking more and more sustainable solutions for pavement infrastructure, yet there seems to

be limited guidance currently available to them.

The Federal Highway Administration (FHWA) launched its Sustainable Pavements Program in 2010 to advance the knowledge and practice of sustainability related to pavements. The overall objective is to establish a program that considers asphalt, concrete, granular and other materials in pavement systems including new and emerging materials.

A critical outcome of the program is to increase the awareness, visibility and the body of knowledge of sustainability considerations in all the life cycle phases of pavement systems.

According to the FHWA’s guide, Toward Sustainable Pavement Systems: A Reference Document, there are things that can be done at every stage of the pavement life cycle that can help contractors improve their sustainability efforts and add to the life of the pavement, thus saving money. There are opportunities at each stage of the road building effort to assess and improve on the carbon footprint of the process. Here are the considerations at each stage from the FHWA to improve sustainability.

Sustainable Highways & the Triple Bottom Line So, just what is a sustainable highway? According to the FHWA, sustainability is necessarily the highest-level consideration for an infrastructure system and not just an added feature. Simply put, sustainability means “consider everything.”

In the transportation industry, projects and systems serve many different and sometimes competing objectives, including safety, mobility, environmental protection, livability and asset management. A sustainable approach seeks to meet all of these needs while hitting economic targets for cost-effectiveness throughout a highway’s life cycle.

For the FHWA, a sustainable approach to highways means helping decision makers make balanced choices among environmental, economic and social values — the triple bottom line of sustainability — that will benefit current and future road users.

A sustainable approach looks at access (not just mobility), movement of people and goods (not just vehicles), and provision of transportation choices, such as safe and comfortable routes for walking, bicycling and transit. Sustainability encapsulates a diversity of concepts as well, including efficient use of funding, incentives for construction quality, regional air quality, climate change considerations, livability and environmental management systems.

The Sustainable Highways Initiative is a combination of the FHWA’s INVEST selfevaluation tool, a sustainability working group, and the creation of a Sustainable Pavements Program. These efforts are underway to help state and local agencies document and improve the sustainability of the Nation’s roadways.

For years, FHWA has supported research, development and implementation efforts at the forefront of the sustainability movement. The sustainable highways initiative supports the various activities conducted across FHWA to facilitate balanced decision-making among environmental, economic and social values.

Material considerations For aggregates, there are several strategies: • Reduce amount of virgin aggregate used • Reduce impact of virgin aggregate acquisition and processing • Reduce impact of transporting aggregate For asphalt: • Reduce virgin binder content (increase RAP, RAS and GTR) • Reduce energy consumed and emissions generated during production • Extend service life (compaction, polymers, improved designs) • Use locally available materials

Pavement design considerations There are several strategies to consider when it comes to pavement design to improve sustainability.

Consider robust pavement design for optimization, long-life designs, enhanced pavement smoothness over the life cycle of the pavement, noise

reducing surfaces and pervious pavements to name a few.

Construction considerations Construction considerations would include equipment operation and quality of construction.

For asphalt construction, items such as effective construction planning and sequencing, achieving target density, preventing segregation, proper construction of longitudinal joints and achieving initial smoothness all lend themselves to a more sustainable pavement.

Use phase considerations Vehicle-pavement interaction, tire-pavement noise, stormwater management, urban heat island, safety and lighting all fall under the “use phase” of a pavement’s life.

Some general strategies to optimize sustainability during this phase include: • Maintain smoothness • Avoid utility cuts • Effective surface textures for noise control

• Pervious pavements for stormwater runoff • Surface friction for safety

Pavement maintenance & preservation considerations When it comes to the pavement maintenance and preservation stage, there are several items to consider.

These include limited new material use, thinner cross sections, maintaining a high level of smoothness, an increased construction quality, and lower life cycle costs correlated with lower environmental burden, which is affected by treatment, materials, and timing of the maintenance and preservation.

End of life considerations When it’s time to replace the pavement, where possible, one should work with the pavement in-place, such as in-place recycling with HMA or on-site recycling with PCC. Other considerations for the end-of-life phase include increasing the use of recycled materials (RAP, RAS, RCA) and reducing the use of virgin materials.

No single activity makes a pavement more sustainable. Some of these best practices however can result in large changes in environmental, social and economic impact factors. In general, most organizational approaches to sustainability involve rethinking priorities and ultimately placing more emphasis on the social and especially the environmental components of sustainability.

An increasing number of agencies, companies, organizations, institutes, and governing bodies, however, are embracing principles of sustainability in managing their activities and conducting business.

Whether it’s with legislation or through public opinion, sustainable efforts are going to become the norm. It’s a good idea to familiarize yourself with the FHWA Sustainable Pavements Program now and be a step ahead of your competition for when it’s a requirement and not just a consideration.

How to Work with Thinlays

Thin asphalt overlays, designed specifically for preservation of existing pavements, are gaining momentum in the industry and need to be treated differently than typical overlays

A

s agencies are continually trying to do more with less money, contractors are faced with the challenge to move away from new construction and shift toward cost-effective pavement preservation.

This is not a new phenomenon: pavement preservation is a proven way to extend the life of asphalt roads.

Preservation treatments should correct cracking, rutting and raveling.

These treatments should also seal the surface to prevent intrusion of water and air.

But the most important quality of a preservation treatment is that it needs to last. Long life helps lower life cycle costs and optimizes the performance of the entire pavement network.

However, most preservation treatments can only do so much. They do not add structural life to the pavement and once the pavement begins to fail beneath the surface, the road can be in trouble.

Enter the thinlay: placing a thin lift of asphalt over what’s already on the ground to correct surface problems, add structural life and preserve the pavement.

“Pavements often fail because of cracking that starts at the bottom of the pavement layer,” says John Hickey executive director of the Asphalt Pavement Association of Oregon. “That cracking works its way to the surface over time,

which results in structural failure.

“If you increase the thickness of the pavement layer, the stresses at the bottom of the layer will be less. Increase the thickness enough and the stresses will be small enough that they won’t cause cracking at the bottom,” he continues.

“The result is a perpetual pavement that will never fail from the bottom up.”

Thin asphalt overlays designed specifically for preservation, better known in the industry as thinlays, can be used to build a perpetual pavement 1 inch at a time, adding structural life with each inch.

Some agencies saw overlays as too costly of a pavement preservation treatment, so the industry began developing overlays that were thinner and more economical.

When to use a thinlay Thinlay treatments are meant to preserve pavements in fair to good condition, and timely application is the key to optimal success.

According to pavement design principles, adding a 1-inch overlay on an existing 4-inch pavement designed for 20 years, can double the fatigue life.

The principles also show that a second 1-inch overlay placed on top of the first can double the fatigue life again, extending the fatigue life of the pavement to significantly more than 50 years.

“This holds true only IF the overlay is done IN TIME, meaning the structural integrity of the pavement has not reached a point where it is compromised beyond help,” Hickey says.

This means there are certain situations that prove better for thinlays than others. A pavement is a candidate for a thinlay if it has: • A raveling chip or seal or a worn slurry seal

• Minor longitudinal/transverse cracking • Shallow rutting of less than 0.5-inches • Top-down cracking • Block cracking (must seal first) • Less than 20% moderate fatigue cracking (spot repair prior to thinlay) • Limited vertical clearance or curb reveal

Before beginning Before beginning a thinlay, the area must have a stable foundation.

If there is poor drainage, those areas need to be addressed before paving.

As with any preservation treatment, the surface must be clear of dirt and silt before application. A uniform tack coat must also be applied as it is essential for helping to create a bond between the existing surface and the newly applied asphalt surface.

If the existing surface is near the upper limits for cracking and rutting, milling may be required to achieve

a uniform surface for the thinlay to be placed on.

Paving a thinlay can also be tricky as cooling is an issue. Pavements become more difficult to compact as they cool and the paver can move quicker with thinner lifts.

According to NAPA, 1-inch of asphalt cools two times faster than a lift that’s 1.5-inches. For thinner lifts, they

They should also be avoided when these circumstances are present: • Widespread deep rutting > 0.5 in. deep • Surface cracks wider than 3/8 in.

• Areas of extensive, deep (> 4 in.) patching (at > 20% the pavement is probably structurally inadequate) • More than 20% by area of the section has moderate to severe alligator cracking • Areas where layer debonding or subsurface stripping is suspected • Areas of severe bleeding/flushing (these need to be milled first) While thinlays can be a great tool for extending the life of a pavement, there are times when they should not be used.

recommend making sure the contractor has enough rollers to keep up with the paver.

“Thinlays will cool faster than a thick pavement layer, which means you need to have rollers right behind the paver,” Hickey says. “The bottom line is that once the pavement is on the ground, there needs to be enough rollers to keep up with the paver.”

Hickey says warm mix technology can also be used to help with compaction.

During compaction, do not use your roller on vibratory mode if the lift is less than 1 inch.

NAPA cautions that customers should have realistic expectations when it comes to thinlays. Only a 40% to 60% improvement in ride-quality can be expected.

“Thinlays may provide only a 40% to 60% improvement in ride quality, but that is compared to a zero percent improvement in ride quality with other

preservation treatments,” Hickey says.

“Although not as perfect as a complete reconstruction, these treatments are much better than other preservation treatments,” he adds.

What’s in the mix The mix designs for thinlay applications are made specifically for pavement preservation. Aggregate gradations allow placement as thin as ¾-in. in these applications. Binders and gradations are

selected to optimize flexibility, durability and rut resistance.

The thinlay mix design criteria for preservation are generally: • Nominal max aggregate design =/< 1/3 lift thickness (for ¾-in. lift use ¼-in. or smaller mix) • Binder selected to optimize crack resistance (softest binder that passes rut test), polymers for highest demand areas • RAP and RAS combined with softer base binders to provide optimum value

to develop high performance and high recycle content thinlay mixes. These mixes were designed to be placed as thin as ¾-inches, provide excellent crack resistance and maximize recycle content.

Softer binders were used to improve crack resistance and to offset the stiffening effects of the RAP/RAS. They found that softer binders in conjunction with higher RAP/RAS ensures rut resistance and durability.

“In fact, using the softer binders with higher RAP/RAS contents produced mixes with better durability in lab tests than the control mixes,” Hickey says.

Thinlays share many of the benefits seen in overlays and inlays: extended pavement life, smooth ride, an improvement in pavement strength, enhanced safety and responsible use of natural resources through reuse and recycling.

Be sure to evaluate the pavement at hand, however, prior to recommending a thinlay to an agency or customer. As with any preservation treatment, be sure they understand what a realistic result will be for the pavement.

ince its inception in 1985, U.S. Pavement Services Inc., Woburn, MA, has experienced significant business milestones that occur at 10year intervals.

“We were given a two-week schedule to mill and pave 11,200-square-yards of parking surface,” says Bill Garvey, director of construction with U.S. Pavement Services. “We created a strict production schedule to complete the project in four phases, making sure we did not impede customer access to the store. We did not want to be the cause of any decline in their daily sales.”

1995, U.S. Pavement added asphalt paving to its services leading to a move into heavier paving work.

In 2005, the company created a network of other paving companies to provide participants with a powerful marketing tool as well as greater business depth and buying power. Collectively there are currently 220 members, representing more than 4,000 employees and combined sales of approximately $850 million.

The most recent milestone, in 2015, the company has added milling to its menu of services. With the addition of milling in-house, the company estimates it will increase its bottom-line significantly and provide 25% to 35% more capacity in production.

“Adding milling capabilities makes good logistical and economic sense,” states Andrew Musto, chief operating officer with U.S. Pavement Services. “We keep all services in house and we’re not dependent on a subcontractor’s availability or schedule.”

Tackling Target The addition of asphalt milling has helped U.S. Pavement to be more competitive. With 135 employees at peak season, the company is considered to be mid-size in its market. U.S. Pavement won the bid to refurbish the parking lot surfaces for five Target stores in the Boston metro area — a $2.25 million project.

the contractor tackled. The busy store opens daily at 8 a.m. and closes at 11 p.m., except Saturdays when it remains open an extra hour, closing at midnight.

Most of the asphalt parking-surface requires 2-inch-depth milling, while approximately 10% of the project requires full-depth 4-inch milling.

The milling was performed with U.S. Pavement Services’ new Roadtec RX600e half-lane cold planer. Roadtec New England sales representative Rick Pare helped the company in selecting the 600hp, four-track milling machine, which they first saw at the World of Asphalt industry trade show.

“It was easy to switch the Roadtec machine from 2-inch to full-depth milling,” states Garvey. “There was no hesitation or adjusting, which is good because we can maintain our tight schedule.”

The worn asphalt and binder was removed and trucked off site. Most of the old asphalt is being converted to reclaimed asphalt pavement (RAP).

Overcoming challenges The challenge for the three-person milling crew was to quickly complete its task in each production phase so that asphalt paving crew could follow.

“The milling results needed to be on grade and high quality because we couldn’t afford any extra time for rework,” Garvey says. “Because we needed to complete the Somerville lot in four sections in order to keep the store’s customers happy, we realized how beneficial it is to have milling in house and under our control.”

Andrew Musto estimates that the costs of the milling portion of the Somerville Target parking lot rehab would be 20% higher if they had subcontracted the milling like they have in the past.

Additionally, “it would have been a scheduling headache with the sub because of the mill-pave-mill-pave production flow we needed to accommodate the store and its customers,” he says.

U.S. Pavement Services attributes much of the ease in which they have adopted asphalt milling has a new profitable service to several things: • New, state-of-the-art equipment, which has the technology making it easy to learn and operate.

• Attentive training and support from the equipment manufacturer and its field rep.

• The Roadtec RX-600e controls are designed to be operated with one hand from either side of the platform, simplifying operation.

• And, of course, they have some smart employees who can flatten the learning curve and quickly become comfortable with a new machine and service.

As the Target stores project comes close to completion, Andrew Musto reflects: “I’ll remember the Somerville Target project as being a great well-oiled machine with our crews milling and paving simultaneously and shoppers coming in and leaving the store without a problem. It was like watching a championship team execute that perfect, game-winning play.”

Going Green Keeps Commercial Asphalt Company

in the BLACK This asphalt production company upgraded its Blaine, MN facility with the environment and its community in mind and increased efficiency as well as its bottom line

ommercial Asphalt Co. has 10 plants located strategically throughout the Twin Cities in Minnesota. The company produces high quality mixes designed for residential driveway customers to mixes necessary to pave state highway systems.

Last year, Commercial Asphalt Co. decided to upgrade its Blaine, MN, facility from a 500-tph to a 600-tph plant, and in the process, made ecological choices to increase its economic benefits.

All of Commercial Asphalt Co.’s plants are recipients of the Diamond Achievement Award from the National Asphalt Pavement Association (NAPA).

Recipients of this award are assessed in six separate categories including: appearance, operations, environmental, safety, community relations and permitting and compliance. Only those sites that excel against each of the standards are granted this recognition.

“We are very pleased to have received these awards,” says Christina Morrison, land use and permitting coordinator with Commercial Asphalt Co. “Our goal is to be a leader when it comes to demonstrating safe and responsible environmental practices. We recognize that we are part of a larger community and with that comes a level of responsibility to perform at a higher standard.”

Ecological upgrades Added capacity wasn’t the only goal for the upgrade at the Blaine plant. More efficient technologies were implemented as well, including a warm mix foaming system, two new recycle bins, one shingle bin and a “smart” capacitor bank to help keep the power factor above 90%.

Todd Laubis, vice president of asphalt operations, notes that there was a reason for each ecological choice that was made.

Last year, Commercial Asphalt Co. decided to upgrade its Blaine, MN, facility from a 500-tph to a 600-tph plant.

Being part of the community Commercial Asphalt Co. recognizes its unique responsibility to the environment and the communities in which it operates. “We do this by implementing environmentally sustainable technologies, being a good neighbor beyond the fence line and maintaining best management practices,” Morrison says.

Examples of best management practices include controlling fugitive dust, lowering operation noise and storm water management.

To control fugitive dust at the facility, the plant area and all traffic and parking areas have been hard surfaced or paved.

Why customers care washed on a regular basis. Unpaved portions of the facility in the stockpiling area are watered or may receive dust control applications as necessary to control fugitive dust.

As far as noise reduction, the Blaine facility was strategically planned to include berms and/or distance to separate the plant from neighboring land uses, says Laubis. Therefore, the potential for noise impacts on sensitive receptors is greatly reduced.

“Neighbors can appreciate the use of broadband backup alarms on company equipment, which effectively reduces noise levels,” he explains. “The technology behind the broadband backup alarms allows us to maintain a high level of safety on-site, while reducing potential noise impacts off-site.

“In addition, we implement the use of mufflers on all of our compressed air cylinders and the burner associated with the counterflow drum,” he adds.

Storm water is also contained on-site in designated storm water ponds. Inspections are conducted on a regular basis as part of its Storm Water Pollution Prevention Plan (SWPPP).

Last but not least, Commercial Asphalt Co. pays special attention to its landscaping and its outward appearance to the community in which it resides.

“Neighbors and customers of our facility appreciate the well-maintained landscape that provides a welcoming introduction to our facility,” Morrison says.

“A variety of trees, shrubs and flowers

are featured along the entrance as well as aesthetic signage clearly indicating the facility, company name and logo.”

Going beyond the fence line Commercial Asphalt Co. takes its role as a good neighbor very seriously. In addition to its best management practices, it employs a full-time staff of environmental, regulatory and land use specialists.

“Community relations are encouraged company-wide with a group of 10 to 15 employees regularly participating in outreach activities and engagement,” says Morrison.

The Blaine facility also features a 4,200 square-foot design laboratory and quality assessment/quality control (QA/ QC) building that provides Commercial Asphalt Co. with a great opportunity to showcase the unique dual usage facility to various government agencies and local academic institutions.

“Tours are regularly provided to state, county and local officials including the Minnesota Department of Transportation,” says Morrison. “Academic institutions such as local universities, technical colleges and high schools visit the facility to engage students in civil engineering, civil technology applications and materials education.

“Being recognized as a leader in our industry, the facility has had the opportunity to host a group sponsored by the U.S. Department of Commerce for a number of years,” she continues. “Special American Business Internship Training

INDUSTRY FORECAST: Is Uncertainty the New Normal?

Industry experts gather to predict what 2016 holds for the asphalt road building industry

A

t the time of this writing, Congress was sending a measure to President Obama to extend federal transportation funding for two weeks to prevent a highway-funding shutdown.

The measure was to extend federal

transportation spending until Dec. 4.

Lawmakers were hoping the latest temporary highway funding patch would provide time for them to finish work on a long-sought multiyear infrastructure bill.

While the latest patch was being secured, the Senate was in conference with the House trying to compromise on a long-term highway funding measure.

Both chambers had passed bills that would guarantee at least three years of highway and transit spending.

The highway bill approved by the House, the Surface Transportation Reauthorization and Reform (STRR) Act, called for spending $261 billion on highways over six years, but only if Congress can come up with a way to pay for the final three years.

The Senate passed similar legislation, the DRIVE Act, in July that contained three years’ worth of guaranteed highway funding. Lawmakers in both chambers were eager to conference and iron out their differences.

Congress has not passed a transportation funding bill lasting longer than two years since 2005.

Will we have a long-term funding bill in 2016? Will it be funded for longer than three years? Again, those of us in the asphalt road building business are faced with a cloudy crystal ball. In light of all this uncertainty, what will 2016 hold? We’ve gathered our experts together and asked them to peer into the future to give us an idea of what might lie ahead in the next year.

Q:

In an ideal world, what would a long-term highway funding bill look like? What would it contain?

Congress’ inability to provide an adequate, predictable source of funding for the Highway Trust Fund has made it impossible for federal, state and local agencies to ensure the performance and drivability the public expects and depends upon from our roads.

The gas tax was set at 18.4 cents per gallon in 1993, but inflation, rising construction costs, and improved vehicle fuel economy mean that same 18.4 cents pays for about 35% less road work in 2015.

Absent a long-term solution, the Congressional Budget Office estimates the Highway Trust Fund Highway Account will experience a shortfall in funding of $125 billion over the next decade.

In an ideal world, the highway bill would contain at least a 25 cents per gallon gas tax increase, indexed to inflation, along with provisions that lay the groundwork for new funding mechanisms that provide guaranteed, reliable funding sources for the federal-aid highway program.

With gas prices close to $2 per gallon, this would be the perfect time to increase the user fee to revitalize America’s roads, highways and bridges.

This may be accomplished with less federal oversight and environmental regulation as it is currently estimated that the costs of federal funded projects are 40% higher due to regulations imposed.

Unfortunately, these short-term patches (and the political impasses that typically precede them) create a great deal of uncertainty for state departments of transportation and other agencies, which leads them to hold back on letting necessary work out, less they cannot afford to complete projects.

A fully funded, multiyear highway bill with guaranteed funding provides states the ability to plan, budget and manage their highway program beyond the fitsand-starts of temporary patches.

In addition, a long-term highway bill with increased federal investments will allow states to begin work on large-scale projects that could significantly reduce congestion, improving pavement performance, economic output and air quality in addition to creating millions of new jobs in America.

Premo Black, ARTBA: More than 30 short-term funding patches is no way to build a railroad, pun intended, or to build a 21st century U.S. transportation network. A long-term bill would provide funding stability for state programs, but increased investment at the federal level is critical to supporting real market growth in 2016 and beyond.

Although there have been positive developments in recent years at the state and local level, such as 15 states raising their gas taxes and sluggish improvement in the U.S. economy, this has not been enough to spur overall market growth for highway construction.

The real value of pavement and related work, adjusted for material prices and inflation, is on track to be down over 20% in 2015 compared to investment levels in 2009. It once again underscores the importance of the federalaid surface transportation program to jumpstarting long-term market growth.

Essex, ARRA: Long-term transportation funding — that is dedicated funds that all levels of government can depend

on, can plan on having ever y year — helps the entire industry, the public and the nation’s overall quality of life. This certainty allows for improved planning and overall better maintenance and preservation of the transportation network.

Price, ISSA: The U.S. has a strong network of interstates and highways. It’s obvious that many important transportation infrastructure projects are in urgent need of repair. The situation is not good for developing budgets and planning projects that are needed.

A long-term authorization highway bill would allow states to plan highway, bridge preservation and construction projects with certainty. This would benefit and support the construction industry.

The Highway Trust Fund means real jobs with real money for real families and the economy with growth while retaining and creating jobs. The lack of long-term highway funding policy creates uncertainty for construction companies and material suppliers and this uncertainty makes it difficult for affected businesses to make hiring decisions.

Ishee, AEMA: Among the many casualties of continual funding patches are research, development and innovation. Industry can’t evolve without the prospect of return on investment. An uncertain funding environment stunts the willingness and the ability to improve the materials, processes and equipment used by industry.

Additionally, patchwork funding by extension typically doesn’t account for annual increases in the cost of doing business. Stagnant funding in the face of rising costs means less work can be accomplished assuring an associated decrease in the network’s overall health.

Q:

If a long-term highway funding bill is actually passed by the end of 2015, what impact would it have on our industry?

Acott, NAPA: In 2014 we saw for the very first time since 2006 an uptick in asphalt pavement tons produced nationally. For 2016, I think you will see another slight year-over-year increase

in the production of asphalt pavement tons, mainly in the private sector.

If Congress is able to pass a long-term highway bill this year, it will certainly make for a more robust bidletting season and increased work for all highway contractors next year. The scope of the impact on the asphalt pavement industry really relates to funding issues.

The 3% per year funding increase in the Senate-passed DRIVE Act is barely enough to address well-documented needs to modernize the nation’s roads, highways, and bridges. Congress can and should do better than simply maintaining the status quo with respect to highway funding.

Premo Black, ARTBA: The market impact of a long-term highway and transit funding bill will depend on the investment levels in the final legislation.

Although the stability of the program would help state programs, the impact will be minimal if there is not an increase in overall funding.

Essex, ARRA: The single biggest challenge facing our industry in the upcoming year is the lack of certainty in funding. At all levels of government it is unclear what their transportation budgets will be for 2016 and beyond and this makes it very difficult to plan and forecast what we can expect in 2016 — except to say we are certain that 2016 will be uncertain.

Price, ISSA: That would depend on the details of a long-term bill. A long-term bill would definitely be better than short term extensions, however if a new bill does not have a mechanism for increased funding, it will not have a big impact on the industry. It also puts agencies in a difficult situation, not knowing if, when and how much dedicated funding is available, projects still need to be designed, advertised and contracted. This may help in future years, but may be a challenge for growth in the industry for 2016.

Ishee, AEMA: It would depend on what the actual bill looked like when passed. The amount funded, the duration of funding and the allocation mechanisms would be evaluated by industry participants. Both potential and existing companies would likely assess their ability

A Look Ahead: Technology to be involved in the industry considering both their current position and that of an elevated position. For those who recognize the bill as an opportunity to expand, they will begin doing so. Labor and equipment are likely areas to see an immediate, positive impact. Increased productivity in the construction and maintenance industry affect numerous segments of our economy, all of which would benefit in a relatively short time.

Q:

What is the outlook for the industry if there is no long-term bill passed?

Acott, NAPA: The lack of a fully funded six-year highway bill will make it harder for asphalt pavement contractors to make necessary investments in equipment and manage the work force efficiently given the fits-and-starts nature of the current federal-aid highway program.

Having said that, the fact is most of the highway dollars spent today are on the type of projects that have high asphalt intensities and that would likely continue. Barring a complete meltdown in Washington, I would expect the market to increase slightly in most areas of the country in 2016.

Premo Black, ARTBA: That’s a pretty easy answer. Without a long-term federal highway and transit bill, it is likely that pavement investment levels will continue to show minimal growth in 2016.

Price, ISSA: More of what we have been going through, extensions or shortterm patches are not the right solution.

There have been 32 extensions and five revenue shortfalls in transportation funding in the past eight years. The nation’s infrastructure will continue to deteriorate and our quality of life will be affected.

Ishee, AEMA: Most importantly, our industry will continue to serve the taxpayers, but kicking the can down the road is a costly strategy. There are consequences to what equates to a long term reduction in funding in any industry and ours is no different.

The number of participants will likely dwindle in direct proportion to the prospect of participation. Individuals as well as companies will focus available capital

By Kevin Garcia, Business Area Manager – Paving and Specialty Construction for Trimble’s Heavy Civil Construction Division In 2016, I anticipate that we will continue to see increasing use of intelligent compaction (IC) nationally, especially as the Veta software from The Transtec Group continues to develop and add functionality that makes IC data analysis easier and more robust.

There’s no question that contractors are seeing the benefits of IC within their workflows, especially when it comes to helping inexperienced roller operators and minimizing uncompacted areas.

However, the big driver is — and will continue to be — various authorities mandating the use of IC on their projects.

IC technology provides owners the verification of proper work practices that they’re looking for these days, and regardless of whether it is mandated on a specific project, contractors that are using intelligent compaction technology have a distinct competitive advantage over those that are not.

Tracking the entire process

We are also starting to see a lot more interest around tracking the entire asphalt paving process, from plant production through final compaction. The technology now exists to know exactly what’s happening on the paving train at any given point to improve logistics, efficiency and quality of paved surfaces.

I anticipate that we’ll see increasing demand for end-to-end technology solutions that help track and manage the full project lifecycle. This can include everything from tracking delivery trucks and plant tonnage produced; to loaded, delivered and placed temperatures; to planning and scheduling.

We are also seeing increasing demand for managing digital construction sites.

More and more, contractors are moving their project plans to the cloud and are gaining approvals, building models, sharing files and moving jobs through the system electronically from beginning to end. Paperless projects are the way of the future.

Connected worksites

In 2016 and beyond, we will continue to see a move toward more visibility and connectivity across a project. The “connected” worksite continues to develop throughout the entire construction workflow. We now have the power to process construction models digitally and in real time, update the office and project managers, make on the fly adjustments and deliver “just in time” materials.

This is all due to the ever-growing capabilities of connecting the office and the field. This technology gets more powerful and faster every year, and it will become the way we do work in the future. The days of paper plans and grade stakes are coming to an end. We’ll soon have a total picture of what’s happening on a project, no matter where we are in the world.

I also think we will start to see more education and training on construction technology earlier in the career path. Construction management programs are starting to become more involved in technology training and education, technology manufacturers are implementing educational outreach programs, and people entering the construction industry at all levels are more aware of the impact of technology on their jobs than ever before.

Highway funding and its affect

I predict that some contractors will cut back on technology spending while highway funding is reduced and jobs are fewer and further between, but I think many will see this as the perfect time to invest in technology to maximize efficiency, production and profit margin. Those who are willing to take a hard look at their business and apply technology to address shortcomings will gain a competitive edge and end up ahead.

A Look Ahead: Mix Design

By Heather Dolan, Global Product Manager, Asphalt, Ingevity, makers of Evotherm There are three predictions when it comes to where mix design will be trending in 2016.

More utilization of recycled materials:

Contractors look to maximize the value of their mix designs by using an assortment of recycled materials in a sustainable manner. These include reclaimed asphalt pavement (RAP), recycled asphalt shingles (RAS) and crumb rubber.

Why is this happening? We’re seeing both a mandate by governments and local agencies exploring cost-effective mix designs as the reason.

Agencies are encouraging this by drafting specifications that allow higher recycled binder contents. In some states, such as Florida and Pennsylvania, agencies are either mandating

in other areas where opportunities to succeed are more attainable. Of greater overall significance is the continued decline of the overall condition of the transportation infrastructure which ultimately results in much higher cost per mile to repair or reconstruct in the future.

Q:

What do you think the key is to getting a long-term bill passed?

Acott, NAPA: Preserving and improving the investments made by previous generations in America’s transportation infrastructure appears to have declined as a national priority. In addition, many congressional lawmakers fear losing their next election if they vote to raise any tax, even one as narrowly crafted and dedicated as the fuel taxes that support the highway program. This fear is unfounded.

State legislators who have supported such legislation have met little to no pushback at the polls. In fact, in the most

Will the amount of recycled materials increase in mix designs? There is a lot of research being conducted to determine how much recycled content can be used. Roads with high recycled content must meet the performance requirements desired. This means that one size doesn’t fit all. A low-traffic, residential road may be able to incorporate higher amounts of recycled material that a high-ESAL interstate.

There are also new additives coming out, such as our Evoflex products, that can assist contractors in using more recycled content for both types of roadways.

There has also been significant new focus on utilizing crumb rubber/rubberized asphalt. While commonplace in California and Arizona, this year Florida and Pennsylvania have launched their own strategic efforts.

Improved industry understanding of performance of additives: This will be achieved through collaborations between research institutions such as NCAT, national and

local contractor associations, and additive suppliers. Contractors learn about performance characteristics from asphalt and additive suppliers as well as through industry resources such as the Asphalt Institute and trade publications.

Contractors can work to educate their customers to the financial and environmental benefits that additives can offer by sharing performance testing data and case study successes.

Warm mix implementation:

Warm mix asphalt (WMA) has certainly come a long way. We’re losing track of how many times Evotherm has “paved around the world!” We see it as evolution of asphalt paving technology.

There are virtually no limits on WMA. Some aggregates can be more challenging for WMA, although new chemistries are being created to meet these demands. As those get addressed, there really isn’t any reason for every ton of asphalt to not be warm mix.

With adoption happening so rapidly now, WMA could dominate the industry within 5 years.

Premo Black, ARTBA: Two words: political courage. We need the President and Congress to stop dithering and do their jobs.

Essex, ARRA: We remain hopeful that a long-term solution to sustainable transportation funding can be found. It should be a real focus of any solution as it allows industry to plan for the future, to invest for the future and allow employees within the industry to have a more secure future. More funding emphasis needs to be placed on maintenancetype projects to take care of the existing infrastructure system.

The future of highway funding requires a long-term commitment by the federal government to sustainable transportation funding.

Patch work bills do not allow for

long-term planning by agencies, industry participants or employees within the industry.

Price, ISSA: Taxpayers, industry and agencies communicating to elected officials that the situation is dire; the need to work together and find a solution to pass a long term highway bill with increased funding is the responsible decision to make.

Preserving, maintaining and rehabilitating our ability to move services, feel safe and sustain the best transportation system in the world will create jobs, add tax revenue and be money well spent.

Ishee, AEMA: Education of the voting public who can then hold their elected representatives responsible is the ultimate leverage.

Increasing public discussion and thereby awareness of the importance and impact that our transportation system has on the individual citizen’s daily life can result in powerful changes.

Q:

Some argue the federal gas tax doesn’t provide enough funding … what are some solutions that could fix our funding issues? What do you see as the future of highway funding?

Acott, NAPA: I agree the federal gas tax does not provide enough funding to meet our needs. Unfortunately, America may not be ready for a vehicle-mile tax, and there is really no other source of revenue that is easy to administer, tied to the usage of the roads, and raises the monies needed to maintain our highway network.

Once we get past this legislative cycle, I think it will be necessary for policymakers and stakeholder groups like NAPA to sit down and develop a plan — with funding — to make America’s highways great again. The cost of neglecting American infrastructure is too high, especially in a global economy, and the benefits are huge if we can get our act together and focus on this problem.

We need to remember the analogy of fixing a roof — it you don’t fix it, you risk the structure and contents. If you don’t preserve, maintain, resurface and rehabilitate our pavements, it will be too late to prevent reconstruction.

Premo Black, ARTBA: The federal motor fuels user fee works just fine. The problem is that it has not been increased since 1993 and has not kept up with changes in the price of material, project costs, wages and other factors. Gas prices have dropped dramatically in the last year. It’s like a Christmas gift waiting under the tree.

Congress and the President could increase the federal gas tax now and the impacts on motorists would be minimal.

Other solutions policymakers could implement include tolling, congestionpricing, public-private partnership and new freight-related user fees to help goods movement.

Essex, ARRA: A federal user-pay model could be supported to ensure that users are contributing to the networks they use to a scale relative to the required maintenance and operating costs of the network. There is a role for P3s as it has been proven to be a very successful model in parts of the world and can be utilized to fund and build projects ahead of conventional schedules.

Tolling is part of the user pay model that with the right “scale” applied can be a sustainable resource for additional funds. Alternative sources could be pension funds and wealth management groups that are looking for stable longterm returns on their investment that could align with long-term government commitment and funding.

Price, ISSA: There is broad agreement from politicians regarding the importance of infrastructure and the Highway Trust Fund, but little consensus on how to pay for it. This political gridlock, and overall federal and state belttightening, means there’s a need for new ways to pay for our transportation infrastructure. The 18.4 cents-per-gallon gas tax has been the main source of federal transportation funding since 1956.

The gas tax has not been increased since 1993, however, and it has lagged behind construction expenses as cars have become more fuel efficient.

Currently the federal government typically spends about $50 billion per year on roads and transit, but the gas tax only brings in $34 billion annually at its current rate. The time has come to change the status quo, look outside the box and figure out innovated alternatives for the additional revenue needed to maintain and preserve our infrastructure.

That’s where the private sector could support the increased funding needed.

They have the resources to help fill this gap and modernize America’s infrastructure. The highway bill could propose reauthorization plans that include a greater role for the private sector in surface transportation.

States not waiting for long term increased federal funding and creating voting propositions or other methods of funding for highways voted on by tax payers.

Another consideration could be shifting responsibility for the provision of transportation infrastructure back to cities and states.

Local DOTs and government municipalities are more in tune with the needs and possible resolution. A one-size-fitsall approach is not going to bring the change and solutions needed to solve the ongoing problem.

Ishee, AEMA: Prioritizing the distribution of current tax revenues with a greater understanding of, and emphasis on, the importance that the transportation system has on the economic well being would help.

What better way to spend revenue than in a manner that assures future revenue? With a decrease in our ability to efficiently move our citizens and our products from point A to B, tax revenues fall with measurable certainty.

TRENDS TO WATCH IN 2016

Q:

What will the asphalt road building market be talking about in 2016? What are some important trends that asphalt contractors need to be aware of?

Acott, NAPA: Quality and performance are likely to be leading topics for 2016. As an industry, we invest heavily in research and education to improve our materials, practices and products. With DOTs facing a backlog of projects and tight budgets, ensuring value and performance are going to be a top priority for road owners and builders alike.

We are also likely to see continued growth in the use of recycled materials in asphalt pavements with new focus and attention on ensuring mix designs are optimized to perform well with higher levels of recycled materials.

You will also see the introduction of an environmental product declaration (EPD) program for asphalt pavements, which is something our industry needs to meet the demands of green construction codes like LEED. At the state level, asphalt contractors should watch for materials and pavement-type selection issues being pushed by competing materials. In our view, these are engineering decisions that are best left to professional engineers at the state DOTs.

Q:

What will pavement preservation contractors be talking about in 2016?

Essex, ARRA: That there are time proven and innovative engineering processes available that can preserve and

SPECIAL REPORT 2016 INDUSTRY FORECAST extend the life of the nations’ pavement infrastructure. It is paramount that they become commonplace to ensure the most efficient spend of limited infrastructure dollars.

There are both positive and negative trends affecting ARRA contractors. On a positive note there remains growth in innovative thinking amongst owner agencies that see the incredible benefit of using an asset that they have already bought and paid for: their road.

This simple approach is not as common as we would like after the years and years and miles and miles of successfully built roads using recycled processes, but it is still trending to the positive.

The room for growth in use of cold and hot in-place recycling, full depth reclamation and recycled asphalt from cold planing is almost exponential, and each and every process will help stretch transportation budgets across the nation.

The negative trend that is affecting our entire industry is still contending with the lack of a long-term transportation plan, funding and commitment.

Price, ISSA: Contractors will be discussing innovated methods to produce quality projects and satisfy customers with the process and preservation products being specified.

With budget constraints, agencies are looking to do more with less. Contractors will need to focus on meeting performance expectations, best practices and attention to detail in a competitive environment.

Lack of quantity and quality employees to build the work is also an issue. The construction industry has been hit hard with lack of consistent work opportunities. This isn’t a sexy field to recruit and retain employees in the first place.

Lack of consistent and stable funding is a key hurdle to overcome for hiring and retention of qualified employees that are the foundation to building safe, quality and successful projects.

Pavement preservation stakeholders in the U.S. are being affected by the reinterpretation of the Americans with Disabilities Act (ADA) last year by the U.S. Department of Justice (DOJ) and U.S. DOT as well. This may lead to disruption

of low-cost pavement preservation programs in this country. Projects now deemed to be alterations must include curb ramps within the scope of a project versus projects deemed to be maintenance and exempt from curb ramps needs to be reevaluated.

Education, training and building awareness that preserving what we have is smart business. The condition of the nation’s roadways should be kept at a safe and acceptable level. This infrastructure is a valuable asset and should be preserved. This will give taxpayers the best bang for their buck.

Ishee, AEMA: Funding, as is always the case, but there are changes already underway affecting the preservation industry. Recycling on multiple levels, from the materials used to processes employed, indicate “sustainability” has become more than a buzzword.

Technology is advancing at an astounding rate, contractors looking to become more efficient at providing quality work will be looking in this area for an edge.

2016 OUTLOOK

Q:

Generally speaking, what will 2016 look like for asphalt highway contractors and producers?

Acott, NAPA: Much depends upon the fate of the highway bill. If a fully funded, multiyear bill does pass, I think we can expect a very positive year. If not, improving economic conditions and the need to fix and repair older roads will support some growth in the asphalt pavement industry.

The housing sector will continue to grow and demand for asphalt pavements should rise; the commercial sector is also rebounding strongly, which should continue in 2016.

I think the biggest surprise will be the number of states that will increase funding for their highway programs. Since 2012, 21 states have done their part and increased investments in the infrastructure programs. State funding for highways will continue to grow in 2016.

Premo Black, ARTBA: There will be continued opportunities in some states,

but overall market challenges will continue to temper any significant real growth in the asphalt highway market.

Ishee, AEMA: Regionally, some areas will see better growth than others, but there is optimism for passage of a longterm bill. Assuming this happens, the second half of 2016 could begin to reflect the positive impacts that a securely funded program provides.

Q:

What do see you as the biggest hurdles impacting the road building industry as we move into 2016?

Acott, NAPA: Again, the biggest hurdle facing the road building industry is funding. Interest rates remain extremely low, which will sustain continued growth in the housing market. The commercial market is growing as the economy continues to expand.

The key will be whether or not we can break the gridlock in Washington and pass a fully funded, multiyear highway bill. If Congress fails to do its job, growth will be limited due to reluctance by state and local agencies to commit funds for large-scale highway projects.

That is the biggest hurdle facing the industry and is why we need the industry to keep the pressure on lawmakers to do the right thing and pass a fully funded, multiyear highway bill.

Premo Black, ARTBA: Politicians unwilling to do what they were elected to do, and that’s to make tough policy choices when it comes to transportation investment.

Continued uncertainty over the federal aid highway program, state and local finances and sluggish growth in the U.S. economy are also additional hurdles.

Essex, ARRA: Long-term transportation funding. Dedicated funds that all levels of government can depend on, can plan on having every year. This certainty allows for improved planning and overall better maintenance and preservation of the transportation network.

Ishee, AEMA: The failure to pass a long-term funding bill would be by far the biggest hurdle the industry will face.

Safer Work Zones a Reality with Driverless Vehicle Technology Autonomous attenuator trucks hit the road to improve safety in work zones

I

f there was a way to cut construction work zone injuries and fatalities in half, would your company make the investment? According to the Journal of the Transportation Research Board, this autonomous attenuator can do just that.

Today, your company probably has a specialized truck onsite, outfitted with a crash barrier, to keep oncoming traffic away from your workers. These crash trucks, fitted with a device called a truckmounted attenuator (TMA), have been credited with saving lives.

Attenuator technology has been around for 30 years. These TMAs are built to absorb the impact of a high (or low) speed crash, decrease damage made to each vehicle involved, and most importantly, save people’s lives.

However, the founder of Royal Truck & Equipment Inc., Rob Roy, saw a hole in the market for a quality TMA Truck.

“There are many trucks on the market today that are meant to act as a crash truck, but are built so poorly that the drivers and workers were still getting injured, or worse, killed,” says Samantha Schwartz, marketing & business development manager at Royal Truck & Equipment.

However, since a TMA Truck is meant to act as a crash cushion between a distracted driver coming into a work zone, and the construction workers that are in the work zone doing their job, there is no true purpose of the vehicle except to be hit. This means your workers who drive these vehicles are inevitably placed in harm’s way and “literally waiting to be struck,” Roy says.

Driverless vehicles are the solution to danger Keeping your driver safe from this danger has always been the challenge. However, with the development of driverless vehicle technology, along with an attenuator, the game has been changed.

“If you can remove the driver of the TMA Truck, you are removing someone from an inevitable situation,” Schwartz says. “Roy asked: why have a sitting duck in a crash truck?

“Our partners in this technology, Micro Systems Inc., approached us when they found out the purpose of a TMA Truck, to keep drivers safe,” Schwarz continues. “They thought this same autonomous technology that is used to remove our armed men and women out of dangerous war zones (military drone technology), would do the same in our dangerous work zones.”

Unmanned Ground Vehicles (UGVs), developed by Micro Systems Inc., are

playing an increasingly important role in commercial and military applications.

These robotic and autonomous systems are improving safety and significantly reducing the number of dangerous tasks performed by humans.

“Automating a TMA truck and transforming it into a UGV enables autonomous driving capability,” Schwartz says.

“The Autonomous TMA (ATMA) will maintain the safety of the work zone without putting the driver’s life in a high-risk and dangerous situation.“ Schwartz says that the pilot program will yield a significant amount of neverbefore-captured data regarding the automation of road construction vehicles and the utilization of these vehicles in work zones.

Two of the autonomous vehicles will begin work on highway construction sites in Florida by the end of the year under a state Department of Transportation demonstration program. We can only hope more state DOTs start having these vehicles show up on work zones across the country.
