The Possibility of Real Change What stands in the way of transformative shifts for the industry? Mostly, the same barriers as everywhere else.

I

got the chance to travel to New York City in October, which was special for two big reasons. This was my very first official trip to an asphalt plant with a full tour, courtesy of Jim McMurray (VP/GM, Green Asphalt), and it is the only asphalt plant in the country that currently centers its production on mixes made from 100% RAP. Next month’s cover story will feature what I saw during my visit.

What they do isn’t some magic novelty, and it’s not as hard to make the change-over as I thought it would be. The bigger challenges they’ve faced aren’t so much on the technical or performance side, but on the “red-tape” side.

In the face of a year that saw an incredible amount of ecological turmoil, both at home and abroad, it made me consider our industry’s stated collective objectives: the transition to a net-zero carbon emission paradigm by 2050.

That level of change may require some real upheaval to the way things are currently done. We know what the goal is, and it can’t be understated how important things like NAPA’s The Road Forward inniative is in leading the way. There’s a fair amount of consensus about what needs to happen, but the sticking point lies in how. If the how impacts profitability, is there enough collective willpower or courage to follow through? Time will tell, of course, and the clock is ticking.

IN THIS ISSUE In this month’s issue, things kick off with an insightful look into paving-specific business software by IronPros Senior Editor of Technology Charles Rathmann. He’s been hopping from one big tech event to the next, and has his fingers on the pulse of what’s next.

Our new Junior Editor Merina Shriver plants her flag in Asphalt Contractor with an excellent piece about how the Buy Clean federal supply policies are impacting the asphalt industry. I look forward to what she will continue to bring to our team heading into 2024.

Each November is, also, our annual Paver Spec Guide, which is full of all the latest and up-to-date data on the biggest names in the paving industry. Following this, we have an interesting jobsite case study from the big island of Hawaii, where some quality control engineers utilized data analysis to improve pavement smoothness while using the same tools and materials they already had on hand.

Since it’s college football season, we check in with a preservation study at the Iowa State University, specifically how they saved big on some of their large scale upgrades by utilizing unique recycling/rejuvenation methodologies.

XL Specialized Trailers New Options for Guardian Trailer XL Specialized Trailers has introduced new options for the XL Guardian 110 Hydraulic Detachable Gooseneck (HDG) trailer, a standardized construction trailer. The new line of options includes an 18-in. loaded deck height version and 60-in. axle spacing option. In addition to the 22-in. loaded deck height option for the main bed, XL now offers an 18-in. loaded deck height option. Operators can adjust the height of the deck for diverse loads with a five-position variable ride height in the neck and manual ride height in the rear.

Earthwave has introduced the Dynamic Yield Calculator (DYC) to the FleetWatcher platform, which automatically determines mat thickness and project yield. This new functionality accounts for materials on hand and in transport, paver speed and more. The feature is also integrated with data from scale tickets, KPIs and other project information to determine when the project will be completed and how much material is needed to do so. Variables such as material density, width and length can be adjusted to reflect actual project parameters. Users can see tons laid, linear feet paved, square yards paved and mat thickness. The program also shows tons in transport, projected linear feet, projected square yards and projected mat thickness of inbound materials.

Caterpillar 255 and 265 Compact Track Loaders

The CCS9 is a 9-metric-ton vibratory combination compactor that combines the smooth front drum of a soil compactor, with smooth rear tires similar to a pneumatic compactor.

In addition, the water spray system utilized on Cat Asphalt Compactors keeps the drum and tires wet for performance on asphalt. It offers operator comfort and touch pad machine functions enable the operator to fine tune engine speed control, travel speed, and water spray intervals.

The new 255 and 265 loaders are powered by Cat C2.8T and Cat C2.8TA engines respectively, which offer 74.3 hp (55.4 kW). The new engines maintain horsepower across a wider rpm range and feature torque increases – gains of 13% for the 255 and 43% for the 265 for working performance. A redesigned engine compartment mounts the engine and cooling package lower into the frame for stability when handling heavy loads.

Infinity Lube Tar-minator An industrial strength, plant-based asphalt and tar remover designed to clean and protect truck beds, rims, shovels and rakes. Tar-minator, fortified with Infinity Lube HDI 2500, is completely unique in the marketplace. It treats the metal directly through a microscopic chemical reaction, making the metal less susceptible to reattachment of asphalt and other tars and adhesives, making subsequent cleanups much easier – if not completely unnecessary. To activate Tar-minator to treat metal, unpainted surfaces, it is best to lightly scrub the surface with a wire brush or 0000 steel wool first. This will help initiate the chemical reaction between the HDI-2500 and the metal surface, which will smooth and harden the microscopic interfaces. Infinity Lube is the only 100%.

MB Crusher BF70.2 Bucket Attachment MB Crusher offers the BF70.2 bucket crusher attachment for large-scale projects, including construction, road works, forest maintenance, recycling aggregate, demolition and urban sites. This attachment features a 29-in. wide mouth opening. The BF70.2 can be installed on heavy equipment and can crush materials during use. Furthermore, the crushed materials from the bucket can be recycled and used for many purposes and applications, including asphalt production. Teleo Autonomous Hauling Technology Teleo has launched new autonomous technology for construction vehicles and work areas. The autonomous capability is tramming, or autonomously hauling materials from one point to another. Operators driving dump trucks spend the majority of their time tramming from one point to another.

By automating the tramming portion, one operator can run multiple machines simultaneously. The physical dumping of materials will be handled remotely by one operator controlling multiple machines from a command center.

Kleemann presents the first family member of the new NEO line with the launch of the MOBIREX MR 100(i) NEO/NEOe Mobile Impact Crusher.

Two versions of the new impact crusher are available. Depending on the application area, it can be run all-electrically with the drive concept E-DRIVE, as well as locally, free of CO2 emissions [MR 100(i) NEOe]. The new Cat 988 GC Wheel Loader delivers reliable operation, allowing customers to move material and large loads on the jobsite. The new loader offers up to 5% less fuel consumption and up to 15% lower maintenance costs than the Cat 988K. Designed to maximize life-cycle value in moderate production applications up to 2,000 hours per year, the 988 GC is capable of delivering production within 6% of the 988K in truck loading applications.

This wheel loader is optimized as a 45-tonne (50-ton) truck match loader.

Its 3,909-mm (12.8-ft.) dump clearance delivers loading up to the Cat 775G truck. With bucket payload matched to the 988K, the new 988 GC offers up to 670 tonnes/hour (740 tons/hour).

Wirtgen’s W 150 F(i) compact milling machine features a milling width of 1.80 m (6 ft.) and is designed for use on major construction sites with restricted space. The intuitive operating design, digital assistance systems and the LEVEL PRO ACTIVE leveling system allow for one-man operation. The agile front loader with a standard working width of 1.50 m (5 ft.) features eco-friendly engine technology compliant with EU Stage 5/U.S. Tier 4 Final exhaust emission standards. The 9L John Deere engine offers a maximum rated output of 315 kW and has been specially adapted to meet the needs of cold milling applications. It offers high torque and simultaneously low noise emissions.

Attentive Automated Blueprint Takeoffs Attentive.ai has announced the launch of its automated blueprint takeoff software for general construction disciplines. Attentive.ai’s construction takeoff software enables users to upload design blueprints and receive autogenerated takeoffs. This update minimizes the manual effort required for takeoffs, accelerating the estimating process and allowing businesses to submit more bids and refine their estimates.

A

sphalt pavement contractors can be small mom-and-pop shops or multi-location enterprises.

While the larger contractors may have resources to stitch together multiple construction software products to address the unique way value flows through the business, smaller players may struggle.

Paving is a difficult process to address because many construction management software tools focus on projects with multiple subcontractors, phases and dependencies, while asphalt paving is more of a process. That process may include origination of the project from estimating, material ticketing, job ticketing, capturing production and securing revenue at close-out.

software products optimized for both large and small contractors. These products may be strong in a specific part of the pavement workflow, but can encompass the entire quote-to-cash value stream, becoming almost like an enterprise resource planning (ERP) for the paving sector.

PAVEMENTSOFT As of our last briefing, one of these solutions is bringing customers on in smaller numbers through a waiting list system. PavementSoft is a paving industry-specific ERP application from a company that actually shares ownership and personnel with a national paving contractor—Manassas, Va.-based Brothers Paving and Concrete. Shawn Boyce serves as secretary of PavementSoft and chief revenue officer for Brothers.

“We have designed and built out PavementSoft really to meet our own needs,” Boyce said. “That is what we use to run our field, for our crews and sales—everything runs through PavementSoft.”

PavementSoft can be considered ERP because it gives contractors a single, digital workflow for the full value lifecycle from lead to bid to project and crew management to invoicing—from quote to cash. This supports more accurate estimating by exposing actuals. It also delivers control and the ability to modify invoices before they go out. There are integrations with both Quickbooks Desktop and Quickbooks Online. An integration with Netsuite is coming, according to Boyce.

PITTBOS FOR TAKEOFF TO INVOICE We first debriefed Pittbos CEO Mark Peach in April of 2023. Peach has been ramping up the company since 2020 after long experience in heavy construction materials. At that time, Pittbos was delivering a broad spectrum of functionality to 100 customers, including contractors and materials suppliers. By our second call in July 0f 2023, the customer count had increased to 150 with only two churning off the software.

Pittbos Contractor will handle the takeoff-to-quote-to cash processes of pavers while Pittbos Supplier streamlines plant management and the revenue lifecycle for materials businesses. The company early on took a high-touch approach to customer success, which was important as they built the two products around the needs of and incorporating feedback from the market.

“Our product is getting pretty mature on the contractor side, but our followup and feedback are praised by customers,” Peach said.

The focus on both contractors and materials suppliers delivers strategic advantages in growing the customer footprint—something that should make cagey paving executives more confident in the startup.

“We are working on some strategic partnerships with well-established players in the construction software industry,” Peach said. “With my network, asphalt manufacturing companies have been referring us to contractors. And now we have our first materials provider on the supplier product.”

“This materials provider called me and said it was refreshing to sit with us because you are not trying to offload the software to us,” Peach said. “You have done what we do, and have experienced our pain points.”

They can do takeoffs and use our document storage where each project gets its own folder of documents and pictures.

The software creates proposals by using a library of actual costs, labor, equipment, crew cost, mobilization costs and materials costs. All goes into templated bid items. This means our customers can build bit items once and fly through estimates very accurately, boiling each into a proposal they can send digitally.”

Tracking communications and statuses around proposals can be handled in Pittbos, and customers can rely on the software as a customer relationship management system with scheduled follow-ups and notes on each discussion.

“We can serve anybody that owns an asphalt plant,” Peach said.

Asphalt contractors were the first priority for Pittbos, but with the contractor functionality finding product-market fit, the team is now focusing more on materials providers.

“The software captures the constituent parts of the plants and builds out each plant’s location and materials lists consumed including liquid asphalt, crushed aggregate—plus fixed costs, utilization, labor, equipment and maintenance cost,” Peach said. “For each individual plant, we create the mixes you sell at that plant so we can get an accurate mix cost based on all the factors at that plant.”

The software can then set retail prices for each mix and to deliver freight onboard (FOB) sales quotes, even making available a portal where customers can access their quotes and pricing.

“Customers can request future project pricing from their portal,” Peach said.

“We have integrations for their ticketing software in Pittbos so as the orders are fulfilled, the tickets get pushed into Pittbos and into their accounting software

PITTBOS TECH STACK Pittbos is a multi-tenant software-as-aservice (SaaS) product provisioned on Amazon Web Services (WAS). It is one of a few emerging construction software products built on Go, a programming language from Google. While Pittbos goes from quote to cash, an application programming interface (API) enables integration with financial software where the general ledger and overall company financials live. There is a standard integration with Quickbooks Online. Pittbos also offers an integrated a customer service portal and integration with Stripe to accept payments.

Using Pittbos, an asphalt contractor can track projects they are pursuing.

“If a client wanted us to push into another software product, we certainly could do that,” Peach said. “We have cost codes and individual customer ID numbers that can index against another system.”

Bootstrapped startups like Pittbos and Pavesmart may address core functionality first, and Pittbos has done an admirable job of addressing core needs and building a customer base.

Because these companies can only get so far out in front of revenue with research and development, things like mobile apps can come out later. PavementSoft lacks one, and by the time of our second

call with Pittbos in July of 2023, they were making investments that will extend the product onto native apps for Android and iOS. “We just hired a head of product engineering, and this had been a big goal—to get a quality engineer to look after the whole tech side,” Peach said from the cab of his truck as he onboarded a large multi-location pavement company. “We had been using offshore coders and a product manager in the states. Our new hire has had his own startup, sold that, was available and his involvement is already paying huge dividends. I have an eye for designing product but don’t know the technical side at all.”

While web interfaces from PavementSoft and Pittbos may be responsive enough to work on a smaller screen size, native apps will provide a more performant experience with greater usability.

“We want to create a native app so you can download it and use the software in locations where you might not have internet access,” Peach said. “When it synchs back up to the internet, it can be represented in the database.”

PAVING SOFTWARE PRICING AND MARKET Pittbos charges $200 per month per user for a full license to complete any processes or transactions in the system.

Limited users, for those in clerical or operations roles, are $50 per month.

Pricing gets to be negotiable as the number of full users increases, likely kicking in around 10 or 12 full users.

Products like Pittbos and Pavementsoft can go substantially down market, but currently PavementSoft was still picking and choosing customers from a waiting list.

According to Peach, Pittbos will be a fit for contractors with as little as $3 million in annual revenue, with $50 million being the sweet spot where contractors can maximize value.

“We look at our competition as being pen and paper,” Peach said. “Above that $50 million line, you see big heavy highway contractors bidding airports and infrastructure. Other players like B2W and HCSS are well established for that

work for these contractors, and it is hard to displace them. We are trying to provide software for people who don’t have it. We do this by distilling it down to an easier platform to use. As you look at the smallest contractors, guys are going to homeowners, getting a check and getting a quote in their mailbox. Those owneroperators have been doing it a long time, and it is very hard for them to change.”

There will be an internal cost for adopting any of these technologies, and contractors in particular may want to time their purchase to ensure they have capacity to assault a shallow learning curve. Contractors in regions where seasonality should look at adoption between September and May, depending on their climate and typical workload.

This will enable them to build up there bid item libraries in a product like Pittbos so they are not focused on that when the rush hits.

A FUTURE FOR PAVING SOFTWARE Peach said the company will grow its footprint among asphalt paving contractors and materials suppliers, and then branch out to aligned industries.

“Right now, our total attainable market is 100,000 asphalt-related contractors and 4,000 asphalt plants,” Peach said. “We think we can spin this off into concrete finishers, any hardscape type contractors, utility contractors and site others.”

But there is more innovation coming, even for asphalt contractors.

“Our next steps on the product will be building a calendar view schedule, so our customers can put projects into the calendar and from that can order materials and drag and drop them around calendar. When an invoice is created for that day’s production, we will also provide tools to make it create a comparison to the estimate itself. Over time, we would like to incorporate more job costing systems. People have asked for trucking integration. As time goes on, we will have more and more of those API integrations.”

The Buy Clean legislation has been put in place to not only help the environment, but to aid construction companies’ efforts toward reducing their carbon footprint.

T

here are many global efforts actively attempting to improve the environment, by using cleaner, more eco-friendly products in every area of life and business. This includes the construction industry, whcih has been urged to move toward environmentally positive methods.

However, these changes can’t be reasonably made without a significant amount of incentive. This is where the government and its funding comes into play.

Buy Clean is a federally established initiative that urges change in the construction industry and provides incentives for companies to participate through positive reinforcement.

WHAT IS “BUY CLEAN” The federal initiative was placed

by President Biden in Executive Order 14057, and issued at the end of December 2021. This program intended to promote and incentivize the use of lower embodied carbon emission construction materials.

With the initiative pushing for lowercarbon materials, the government is offering federal funding in order

for manufacturers and construction companies to access this kind of material while reducing the potential increase in material costs. Some states have partnered with the federal government to support the progressive legislation.

When a construction company decides to use low-carbon materials, it has the opportunity apply for assistance grants.

Joseph Shacat, director of sustainable pavements at NAPA, said, “‘Buy Clean’ is a catch-all phrase for a number of federal, state, and local policies related to management and reduction of embodied carbon emissions.”

He discussed the varying degrees to which these policies are focused, and suggested that some are centered on transparency while others, “affect procurement decisions through incentives or requirements related to the carbon footprint of asphalt mixtures and other construction materials.”

WHO DOES THIS IMPACT This legislation primarily affects manufacturers of materials, asphalt being just one of many.

As Shacat mentioned, some policies under Buy Clean focus on the transparency of companies’ Environmental Product Declarations (EPDs). An EPD essentially gives a breakdown of the energy used.

PRODUCTION NOTES Not only does the government want to keep track of the carbon emissions from the manufacturing process, but also takes the whole life cycle of emissions into consideration.

The Buy Clean policies apply to any and all projects that are federally subsidized. Shacat said that while a company might not be part of the chunk of states that are participating in the initiative alongside the federal government, it is still likely to face Federal agencies that have their own policies. The company may also run into private developers who will request EPDs and possibly ask what that company can do to reduce the carbon used.

Buy Clean affects a larger pool of construction people than it may initially seem. The general idea is to extend this policy to as many people as possible in order to get the best positive change and results.

Other than the manufacturers, the legislation intends to make a positive impact on the environment. In return, the goal is an overall net-positive impact on communities where these projects are built.

THE SHIFTS The Buy Clean policy makes it clear that agencies are willing to pay more for products with lower carbon emissions.

“This is changing the market from a strictly low-bid environment to one in which greenhouse gas emissions at the asphalt plant, and up the supply chain, will have an effect on procurement and project delivery,” said Shacat.

The legislation aims to change the way that companies operate and think.

Before the policies, it would have been easier to not bother with low embodied carbon emissions materials. With the policies in place, it should encourage companies to make the transition to materials with lower emissions. Thus creating the shift in market demands.

THE FUTURE These policies aren’t going to change any time soon. While some tweaks to overall guidance may be made, the core values of the Buy Clean policy will remain.

Nile Elam, vice president of government affairs at NAPA, said, “Regardless of the political headwinds in Washington during the next presidential election, or the makeup of Congress in the years ahead, these policies will be present in varying capacities.”

“Just like we anticipate some states adopting their own policies through their legislatures and governors, we expect the same at the federal level, regardless of who is in charge,” Elam continued.

Elam suggested that an increasing number of companies will become preemptive in their methods to avoid the risk of their materials losing prominence or getting left behind. Companies will want to stay relevant and ensure their materials are a good option for infrastructure jobs. In order to stay competitive, it will be key to stay current on all the changes happening in the industry.

Even though the policies are already in place, and will remain for years to come, the journey won’t be short and it won’t be easy. These first steps are will improve transparency about the level of carbon emissions that companies are putting out.

WHAT THIS MEANS FOR THE ASPHALT INDUSTRY Asphalt is one of the most targeted materials in the Buy Clean Initiative.

Shacat acknowledged that there are concerns circulating in the industry about the quality of mixes and questioning if it’s really worthwhile.

“The reality is that agency specifications are not going away. So, in the near term, the rules by which we design and produce asphalt mixtures are not going to change,” Shacat said.

While the industry hasn’t yet had time to perfect the quality of its lowcarbon mixes, there will be plenty of time for it to catch up and produce better materials.

“As agencies move toward Balanced Mix Design (BMD), ... there will be an opportunity for [the] industry to innovate and further reduce emissions if agencies relax volumetric requirements during the shift to BMD specifications,” Shacat added.

Now is the best time to get started.

Companies that begin the transition now will have an advantage over those that choose a wait-and-see approach. As Elam mentioned, this policy isn’t going anywhere, so the sooner the better.

Paving A Smoother Road in

PARADISE

A case study on the Big Island of Hawaii reveals how a quality control department can use existing tools and equipment to support innovative project engineering.

I

n 2022, a small section of the road located between Ala’lli Rd and Kamaili Rd along Highway 130, also known as Pahoa-Kalapana Road, on the Big Island of Hawaii, was repaved to meet new design elevation and a minimum smoothness criterion. The project was constructed by Jas. W. Glover, Ltd., (Glover), a Hawaii-based materials producer and laydown contractor. The data analysis used to complete this project is a good example of how the quality control department used existing tools and equipment to support innovative project engineering. The field crew’s exemplary execution resulted in the finished pavement outperforming the project’s pavement smoothness specification.

BACKGROUND Modern pavement smoothness is a measure of the level of comfort the traveling public feels when driving on a road. is smooth? It can be hard, due to its subjective nature. Think of it like a slice a pizza, two reasonable people can differ on whether there is enough cheese on a slice based on their preference. Road smoothness can also be open to interpretation between people.

However, the Federal Highway Administration (FHWA) recognizes qualitative and unambiguous indices to measure smoothness. The commonly used index is known as the International Roughness Index (IRI).From the FHWA’s perspective, existing roads with and IRI exceeding 170 in/mi are considered “poor” and roads with an IRI less than 95 in/mi are considered “good.”

The smoothness compliance thresholds for projects under construction vary by state and project scope. Generally, specifications in the USA have a 0.1-mile IRI requirement somewhere between 50-to-75 in/mile for mainline highways. The smoother a road is paved during construction, the longer it will be in service until

the IRI exceeds the design trigger for rehabilitation.

IRI is measured within the left and right wheelpath using specialized equipment called inertial profilers that are able to monitor road smoothness.

Such equipment can be vehiclemounted so that the data can be collected at traveling speeds without the need for any road closures.

The average IRI of both wheelpaths is known as the Mean Roughness Index (MRI), which is typically used to pay contractors for the smooth quality of roads they can construct.

PROJECT Pahoa-Kalapana Road is a two-lane traffic corridor that connects the small towns of Pahoa and Kalapana, which are nestled in the Puna district located on the eastern coast of the Big Island of Hawaii. The road burrows through lush green vegetation on either side providing access to either clusters of homes or sparsely located residential neighborhoods.

PROJECT LOCATION The Hawaii Department of Transportation (HDOT) oversaw the construction of this project. The scope of work included (1) placing a variable thickness of HDOT’s Hot Mix Asphalt Base Course (HMABC) over the existing road to fill low areas of the pavement and (2) placing a 2-inch thick surface course (State Mix IV) over HMABC. The finished pavement had to meet an MRI of 60 in/mi or less to meet the smoothness specification criterion for acceptance.

CONTRACTOR’S EXPERIENCE Glover used their portable bumpermounted high-speed inertial profiler from Surface Systems and Instruments, Inc (SSI). for all smoothness measurements. Although the project specification required smoothness measurement on the finished pavement for acceptance, smoothness profile data was collected on the existing pavement and after every phase of the project.

The goal was to track the difference in smoothness between activities to provide the paving crew the baseline data before they advanced to the next activity.

Data analysis was performed using the ProVAL (Profile Viewer and Analyzer) software.

GLOVER’S SSI BUMPERMOUNTED HIGH-SPEED INERTIAL PROFILER Data collection and analysis can be divided into three phases: (1) Existing, (2) Intermediate, and (3) Final pavement.

Existing: The smoothness data collected on the existing road surface showed an MRI of more than 220 in/mi on northbound and southbound lanes.

According to FHWA’s definition, both lanes were in “poor” condition. Analysis showed that the lane roughness between each wheelpath was very consistent, i.e., the left and right wheelpaths had similar spikes in the same locations. This translated into the existing roughness being caused by undulations in the road

profile and not high frequency distresses like cracking and potholes.

Intermediate: Because the existing road was in “poor” condition, and the finished pavement had a higher elevation compared to the existing road, the overall pavement thickness had to be increased while filling some large dips in random areas of the road. So, a variable thickness HMABC–ranging from almost 0 inches thick to 12 inches thick–was paved over the existing surface. This increased the roughness on both lanes to an MRI of over 230 in/mi.

Based on the layer roughness on the intermediate surface, the team understood it was practically impossible to reduce the MRI of the finished pavement from 230 in/mi to under 60 in/mi. So, the project engineering team had to innovate a solution. The plan involved a two-pronged strategy: • Pave a variable depth leveling course over HMABC slightly higher than

AutoCAD Civil 3D. This model would be referenced with a machine control system to accurately perform variable depth milling.

The idea behind placing the leveling course slightly higher than the finished elevation would be to variable mill that leveling course based on a 3D model to provide a uniform surface to pave a consistent 2-inch thick final lift.

Final: Paving was done one-lane at a time. With good coordination among the asphalt production personnel, quality control department, and the paving crew, sufficient good quality material was delivered to the project site as planned. The 2-inch final lift was placed upon the milled surface following all the recommended best practices. Strict quality control measures were practiced ensuring the rolling operation produced the minimum required density of the pavement, while being conscious about the effect of uneven rolling on pavement smoothness.

The smoothness data on the finished pavement showed an MRI of 48 in/ mi and 46 in/mi in the northbound and southbound lanes, respectively.

Starting the project with an existing MRI of over 220 in/mi, the project saw an overall percentage improvement of about 78%.

CONCLUSION The foresight to collect pavement smoothness data after every activity on the pavement and make datadriven decisions proved to be valuable in devising plans that not only resulted in meeting the minimum smoothness requirement of 60 in/ mile but outperforming the pavement smoothness specification when it may not have been possible without these additional steps.

RAP RACE: Asphalt Innovation takes on Urgent Deadline One massive project.

One week to spare. This project hit its deadline using the asphalt that was already there.

J

on Klein, the project manager at Gee Asphalt Systems, expected to hear a job proposal, but he didn’t have specifics. It was a Friday in the late summer of Ames, Iowa, in the 4.5-acre parking lots between Jack Trice Stadium and Hilton Coliseum, where students would soon return for the fall term.

General contractor Andrew Gatto with the Elder Corporation met Klein and said, “I have a project for you,” motioning toward the expansive lot used for student parking during the week and for fans attending events at the adjacent football stadium and indoor arena on nights and weekends.

Klein was immediately interested.

Then came the curveball: “I told him it needed to be done by the next Friday,” Gatto recalled with a wry smile. “Any sort of fix for a lot that size would be a very quick turnaround, but to redo the entire parking lot—that’s unheard of.”

“I thought he was kidding, of course, because normally we’re working weeks or months out,” Klein reflected on the request. He got on the phone with the home office to see if such a timeline would even be possible with labor and equipment assignments. Coincidentally, another job had just been postponed, so the assets could at least attempt to meet the timeline.

COLD MIX BECOMES HOT JOB Klein and his team had an advantage to take on the accelerated timeline. The

product they chose enabled them to use 100% recycled asphalt pavement (RAP).

Even better, the RAP to be used was already on site in the form of the existing parking lot. The contractor decided to handle the urgent job with Invigorate Plus re-binder, which applied to RAP makes a hard new surface without an ounce of virgin asphalt.

“It’s as easy as laying out your millings at a four-to-six-inch depth, topically applying this Invigorate Plus cold mix product and then compacting it,” said Brayden Lester, the asphalt territory manager at Colorbiotics. “We can use 100% RAP. That’s pretty unheard of in the industry.”

Because of the time crunch, the contractor was not able to use a pugmill.

Workers simply spread out several inches of RAP across the parking lot, graded it and used a water truck system to spray the Invigorate Plus re-binder. Then the recycled asphalt was rolled into a new surface.

“You can imagine if we were forming a new pavement somewhere else and we had to go get the materials, the logistics and the carbon footprint would result in a lot more time and money,” Klein said.

Invigorate Plus re-binder is a biobased liquid topical that seals millings to create a smooth, final surface.

“Because it’s all on site, we could do it in place, and it saves a great deal of time, energy and money.” The deadline inside a week became less daunting.

THAT’S A RAP Once the old asphalt parking lot was milled, the crew laid down four-to-six inches of RAP millings across more than 200,000 square feet. The project required 14 totes—28,000 pounds—of Invigorate Plus re-binder. The cold mix solution applied on top is designed to seal the surface of the aging RAP and restore microfractures. Because the product is soybean-based rather than petroleumbased, it did not require a permit for spraying, which also aided the contractor in meeting the quick deadline.

“It went quite fast and really turned out well,” Klein said, adding that higher RAP content is becoming ever more popular as people look for economical

and environmentally friendly options.

He also appreciated the cold mix product that enabled the project to meet quality standard, uses bio-based materials. “It’s soybean based, and being in the Midwest that has some appeal,” he said.

“I’m always interested in new technologies and new ways of doing things.”

The general contractor at Elder Corporation was pleased, if not surprised, that the project came together within the requested timeline. “We were looking for an affordable solution that would hold up for a long period of time,” Gatto said, reflecting on the unique request to complete such a large scale project within a week. “I was honestly blown away by it. It came together well. It’s a hard product and made that parking lot basically like any other asphalt surface.”

PRESERVING GOOD PAVEMENT On the far side of the parking lot north of Hilton Coliseum, the parking lot

pavement had no need to be replaced; it was only three years old. But that age falls within an ideal window to extend the life of good pavement. The contractor deployed a different soybean-based product for that job. Invigorate Plus sealcoat is designed to reverse oxidation of asphalt molecules in order to extend the life of pavement between five-to-seven years, and its soybean-based polymer seals the surface to prevent moisture intrusion.

remove debris from the surface. Then a tanker truck with a spray bar on back covered the pavement at a specific calibration.

The tanker made a single pass over the lots, and two hours after application, the cones were removed for vehicles to return.

While the product does offer colored sealcoats (black and other colors), the Invigorate Plus sealcoat comes standard as a clear option, meaning contractors are not required to re-stripe the asphalt. Gee Asphalt Systems selected the clear sealcoat for the Iowa State job given that the existing striping remained plainly visible. Klein noted that was a big advantage to both save time for his crew and to reopen the lot as soon as the surface was dry.

“Whether you’re in a city or county—it’s instinctive to not do anything to your asphalt until it shows signs of distress or age, but that’s a reactive strategy, and it’s the least fiscally sound,” said Klein, who is a strong proponent of asphalt management. “It’s the most expensive way of doing it because the repairs, patches, and repaving are so expensive. But if you keep up the pavement by putting on a rejuvenator, sealing cracks it can double or triple its life. That this sealcoat is eco-friendly as well is just an added benefit.”

GOLDEN OPPORTUNITY FOR LOW-CARBON PRODUCTS Innovative, bio-based products within the asphalt industry are poised to shake up the traditional factors determining new jobs.

Increasingly, lower cost is not enough to win bids. The Inflation Reduction Act only expedited a focus on low-carbon materials with significant financial incentives for meeting those demands.

Environmental product declarations (EPDs) are already required for many asphalt projects, a trend likely to expand rapidly.

The federal government is willing to pay a premium for low-carbon materials through reimbursements to state and local agencies. “This is really a profound change in my mind because historically we’ve always been constrained on low-cost procurement, especially with federally funded projects,” said Joseph Shacat, director of sustainable pavements at the National Asphalt Pavement Association (NAPA). “This changes that rubric.”

Producers who make quality, low-carbon products are finding an audience with large transportation departments looking to capitalize on the federal incentives. “Our soybeanbased products are allowing us to get up to the platform,” Lester said. “Greener agendas help that.”

PROOF IS IN THE PAVEMENT For the Iowa State University jobs, Gatto acknowledges he was previously unaware of a soybean based re-binder that could allow for 100% RAP and quickly turn it into a new pavement. After the seeing the completed job, he became an advocate.

“It was not something I’d seen before, so I had no expectations coming in,” he said. “But I was stunned. Projects that need a good turnaround should definitely explore this route.”

Ways to Protect Fleet Drivers on the Road

Safe driving is about protecting your employees and those on the road.

When you make a commitment to hiring safe drivers, you help make the road a better place.

ransportation and material-moving workers experienced 1,523 fatal work injuries in 2021.

That’s a record high for the group, which also represented the occupation with the highest number of fatalities that year. And in construction, dangers apply to more than open road vehicles.

Accidents can involve heavy machinery and equipment, too. Anything from cars and trucks to cement mixers and excavators pose a risk.

Just one accident could affect the future of your employees, others on the road, and your business.

That’s why safe driving should be a top priority. Here are a few tips and reminders to keep your team safe on the road.

• Work with a legal expert to make sure your hiring processes comply with state and federal laws.

• Require your candidates to complete a driving test or ride-along with a current employee.

BE PROACTIVE TODAY TO AVOID INCIDENTS DOWN THE ROAD One of the best ways to help ensure your employees are responsible drivers—no matter what type of vehicle they’re handling—is identifying their qualifications. As an employer, it’s your responsibility to stay aware of potential risks, especially ones that could lead to serious injury.

If you don’t, you could face accusations of negligent entrustment. This can occur if an employee or third-party individual causes injury or damage with a vehicle you gave them access to. You could be held responsible if you knew—or should have known— that they may have a higher likelihood of causing an incident.

Before letting an employee behind the wheel of company vehicles, review background checks and Motor Vehicle Records (MVRs). This can help paint a clearer picture of past accidents and safe driving habits. It’s also important to periodically check the MVRs of your current employees.

Again, it’s important to lead by example. Avoid calling or texting your employees when you know they’re on the road.
