Should the Industry Consider More P3s?

P3's aren't made for every project, but states are finding if they want something done, they need to start looking to the private sector for help

S

ince Trump has yet to keep his promise of an infrastructure plan, asset owners are tasked with balancing an aging infrastructure with the need to meet contemporary demand, all with little federal money coming in.

While legislators in 37 states have introduced 185 bills aimed at boosting transportation investment in the first two months of 2019 and the public is starting to recognize the need for infrastructure investment, we are still a long way from meeting the needs of updating our aging roads, bridges and buildings.

In fact, the American Society of Civil Engineers (ASCE) estimates we need to spend over $4.5 trillion by 2025 to improve the state of the country’s roads, bridges, airports and more. So where is all this money going to come from? Many industry experts think P3s.

SHOULD YOUR PROJECT CONSIDER A P3?

In lieu of a full infrastructure package, the White House suggests using private investments to fund most of its proposed spending package which means contractors should start familiarizing themselves with what it will mean to work on these projects.

For contractors, P3s open up a whole new realm of business. If contractors enter a P3 alone as concessionaires or developers, they get even bigger roles in the design, construction and operation of the public assets. Contractors also get long term revenue from operating and maintaining the asset. The other attractive aspect for contractors is the opportunity to share some risk with the public entity which

opens up opportunities to diversify.

Of course there are cautions for contractors and others on the private side of the equation.

Among them is enthusiasm causing higher than realistic revenue estimates. If the estimated revenue doesn’t materialize, the contractor ends up waiting longer to recoup investment money. Which is why P3's can seem unattractive to both contractors and DOTs alike.

"When things go wrong on a P3 project, even if the DOT has nothing to do with what's happening, they are going to get the blame," Joe McGuiness, commissioner at Indiana DOT says. "If contractors are walking out on a P3 because they're not getting paid and projects are stalled, the public is always going to blame the DOT and not the private entity because they aren't aware of the full situation."

Still, these type of projects aren't likely to go anywhere. In fact, Ohio just completed a $634.3 million, 16-mile long, four lane highway project in just over three years with the help of a P3 structure.

"We are seeing P3 projects delivered on time or early even," Sam Beydoun, bureau chief at the Illinois DOT says. "There are incentives to come in ahead of schedule. It gives the developer more revenue and makes the public entity look good as well. The public sector is starting to understand these projects can be done and are being done successfully."

Local Business Impact Costs (LBICs) are the economic impacts to local businesses around the work zone that are caused by reduced access to the location, resulting in changes in customer spending and visitation behaviors.

How to Use the Tool:

New tool from Auburn University shows how different materials impact crash mitigation and local businesses during construction

D

id you know that motorists encounter an active work zone one out of every 100 miles they drive? That equates to 12 billion vehicle miles traveled each year through active work zones. These huge numbers increase the desire to manage and mitigate the costs associated with construction and work zones.

According to Jeff LaMondia, PhD, associate professor, department of engineering program chair at Auburn University, there are three main costs associated with an active work zone and his team used these cost categories to

create a tool that will help contractors and project planners calculate work zone cost impacts.

“Inherently we are already aware of these costs,” LaMondia says. “We think about them when we start planning for work zones. It’s why we think about when we have construction, how long we keep the work zone open. We are aware people are impacted by what we do in work zones we just need to quantify those costs.”

THREE COSTS To quantify costs, the team at Auburn conducted extensive research on these three main areas.

Road User Costs (RUCs): RUCs are costs experienced by personal and freight vehicles traveling throughout work zones. These are total monetary and temporal costs we associate with traffic delays and other challenges drivers encounter in a work zone.

2. Enter or select Roadway, Work Zone and Surrounding Area Characteristics via the input boxes and identify the characteristics.

3. Calculate the Total Costs by pressing the “Calculate” button located on the far right of the “Work Zone Characteristics” tab.

Calculating the cost of using the roadways can be quantified in many ways.

RUC’s: Road User Costs for each vehicle in a work zone are most often described using the following equation: RUCi = LTCi + OCi + ECi Where: RUCi = Road User Costs for vehicle i

LTCi = Lost Time Cost for vehicle (personal and business time lost when traveler are delayed) OCi = Operating Cost for vehicle (costs related to idling a vehicle during a work zone traffic delay) ECi = Emissions Cost for vehicle (costs incurred on the environment through air pollutants due to additional travel time) Each section calculates the RUC in total dollars per day for any given work zone based on lost time costs, operating costs and emission costs. These RUCs can be calculated for each individual vehicle and summed for the entire volume of traffic that passes through the work zone.

“For every minute you are driving on the roadway, there is actually a value of time associated with it,” LaMondia says.

“There are many factors that impact those costs, but as the time spent on the roadway increases, so does the cost.”

Work Zone Crash Mitigation Costs (CMCs): A work zone crash occurs in the United States every 5.4 minutes, making crash mitigation an important part of any work zone plan.

CMCs are defined as the cost associated with the most likely crash type to occur at a work zone. This section

calculates a total dollar per project duration crash mitigation cost for any given work zone based on the most likely crash to occur at the specified location.

“In order to calculate the cost of a crash, we actually needed to look at crashes that have happened in a work zone,” LaMondia says. “We went to the Highway Safety Information System and the Alabama Crash Database. With only eight states represented, we had over 89,000 crashes to look at.”

Crashes and costs are evaluated using the FHWA’s KABCO scale. This scale designates five types of crashes that can occur within a work zone, on a severity scale from property damage only (PDO) to fatal crash (K).

Local Business Impact Costs (LBICs): These are the economic impacts to local businesses around the work zone that are caused by reduced access to the location, resulting in changes in customer spending and visitation behaviors.

“Despite being a well-documented challenge, there is very little actual data on how businesses are hurt by construction beyond anecdotal evidence,” LaMondia says. “So we collected the data ourselves.”

to determine customer preferences to different work zone durations as it related to their activity choices. The national LBIC survey was conducted through the Survey Monkey platform to limit costs and maximize the sample size.

Originally, 425 responses were recorded then another 345 responses were solicited during the ensuing phases. Respondents were chosen to reflect US Census demographics and socioeconomic factors to allow a representative sample of the entire nation.

Questions covered consumer spending habits among different activities (leisure, grocery shopping, home/houseware shopping), average travel times to said activities and behavioral changes to travel if a work zone of variable durations is introduced to the trip.

In this section then, LBICs were calculated in total dollars per day for any given work zone based on a likely avoidance behavior of each simulated highway traveler.

QUANTIFYING COSTS Using all of this data, LaMondia and his team developed the Pavement Rehabilitation Project Cost Tool (PRPC) that is designed to help work zone designers quantify the impact a work zone has on these three main areas by deploying different techniques that mitigate and minimize delay and cost.

The tool provides contractors and agencies with the ability to calculate costs associated with a roadway rehabilitation project. The tool only requires users to collect and enter information about the roadway,

surrounding area and work zone. The result is a spreadsheet that calculates the impact costs once the user clicks the “calculate” button.

The Excel Workbook consists of five tabs: Work Zone Characteristics, Vehicle Simulation, Regional Demographics, Crash Costs and Reference Tables. Only the Work Zone Characteristics tab requires data input to use the tool effectively; the other tabs illustrate the methodology and statistics used to compute the end results.

With this tool, LaMondia says there are three main things that can be done with this quantified information.

1. Evaluate the Project: Look at project and complete a cost-benefit analysis on each proposed plan, schedule, material, work zone layout, etc.

2. Plan the Project: Evaluate possible innovative scheduling opportunities

in relation to overall budget and regional impacts.

3. Communicate to the Community: Illustrate potential loss (or lack of loss) to local business owners and decision-makers.

“If you’re able to quantify how a project is going to impact traffic, the community and address potential crashes, that’s a great way to justify selecting one bid over another,” he concludes.

Disruption Players in the construction industry must plan today for the disruptive shifts in technology to come

T

he construction equipment industry has seen exponential advancements in technology over the past 10 years, and indications show more to come in the decade ahead. According to “A Study of the Impact of Autonomous Technology”, conducted by CAVCOE on behalf of the AED Foundation, the trend toward

18

automation and electrification of vehicles and heavy equipment will accelerate from “low levels to noticeable levels” over the next five years.

“There’s going to be a gradual but very definite deployment of autonomous technology,” Barry Kirk, executive director, CAVCOE, announced at the 2019 AED Summit in Orlando, FL “It will be gradual, incremental and can take a number of years, but [it will be] very deliberate.”

The shift will start with functions that are easy to automate, and accelerate from there. “Five to 10 years out, most of the heavy equipment will be at

least partially automated and some of it will be fully automated,” Kirk says. And within the next 10 to 15 years, the study states, more than 80% of heavy equipment is expected to be powered by electric powertrains and have systems central to autonomous operation.

for the AED noted, “The key thing that we found is that most OEMs are already fast at work at [autonomous equipment operation], and certainly in the mining industry it’s already there.”

The study indicates that heavy equipment manufacturers are already looking at providing services to their clients that look beyond the traditional equipment sales model. This could push construction equipment dealers toward a more service-based business, which could have major ramifications on the contractordealer relationship.

CHANGES AND OPPORTUNITIES TO COME An OEM panel held at the AED Summit seemed to echo many of the findings of the study. Five representatives from leading construction OEMs addressed critical issues facing dealers today and long term. When asked what their “best and brightest” dealers are concerned about most, emerging trends and technology topped many lists.

“I think the most interesting conversations are the ones where they’re not scared about what’s going to happen.

They look at it as an opportunity,” Michael Ballweber, senior vice president - Commercial Business, Doosan Bobcat Inc. says. “I think the people that look at it as a threat and are really set on ‘I just want business to be the same the next 20 years as the last 20 years’ — that’s where we’re going to have the challenges.”

Kirk warned that the advancements cited in the study would be very disruptive for both dealers and construction firms.

“There are going to be business opportunities and challenges,” he says. “I think the winners in the 2030s will be those companies who can stay ahead of

the curve and look into the impact and plan for it.”

But there will be losers, as well. “The losers... will be those companies who just wait for the technology — by which time, it will be too late,” Kirk says. “So, stay ahead of the trail.”

Peter Mayr, president, Liebherr Construction Equipment, believed there would still be a role for dealers who lag behind.

“Somebody has to repair the machine. The dealer plays an important role there,” he added. “But I think it’s important for them to be open minded and look at the new things happening.

I also believe that in the future, they might not get paid for the sale of the machine.”

Rather, he says, they may be paid to do much more — including managing your entire jobsite.

meet their customers’ needs,” Philip Kelliher, vice president, America, Distribution Services Division, Caterpillar Inc. says. “And obviously, in doing so, they keep changing; and hence the openness, flexibility and preparedness to evolve, basically to try to provide better solutions for their customers.”

This will be crucial for what may lie ahead. “The traditional model is sell, service, trade in. Now we’re more focused on fleet management and helping our customers manage their fleets better,” Stephen Roy, president, sales, Region Americas, Volvo Construction Equipment (Volvo CE) says. “The next is site management. That will be a dealer’s core competency one day.”

He pointed to the electric site test Volvo CE conducted last fall at one of Skanska’s Swedish quarries in which autonomous haulers were put to the test in a real-world operation. In this environment, it’s not about the machines,

said Roy, but how those machines work together.

He sees the dealer role as helping that equipment work effectively together on the jobsite of the future. “When you have autonomous and electric machines, you’re going to have to have a new way of thinking,” Roy says. “What we learn will, over time, transpose to the dealer network. So, as we learn to manage those sites, the dealers will [become] those operators.

“It may not be a traditional sale model, but will be a service model for the work that’s done,” he continued, “which happens to include the machines, and may include the operator.”

Other types of services are likely to evolve, as well. Consider the business model used by rental houses in Europe. “Typically, the rental house wants to send its own operator [with the machine] because they want to make sure he looks after the machine,” Mayr explained. The rental house not only gets better equipment longevity, it can also charge more for the services of a skilled operator.

Could such a business model be adopted in the U.S.? Jason Daly, global director, marketing & support, John Deere Construction & Forestry, believes it’s possible but could be difficult in the current low unemployment environment. He believes the bigger likelihood is for an Uber-type scenario to emerge — with the related implications.

“The fear that I’ve heard from some of our dealers and customers is that there are a number of idle assets,” he says. “You can look at rental yards, dealerships... customer sites where machines are not operating at all times. So, the opportunity for someone outside the industry to enter, like Uber, is not only possible but probable.”

While this represents a threat, remote-controlled operation could be a service-based opportunity. “We have customers who want to remotely operate a machine — completely remotely, meaning 10 to 15 miles away,” Mayr says. “You can equip the machine with cameras, and with the monitor screens it feels like you’re sitting in the cab.”

Such technology is advancing rapidly. “It could be you contract people to operate certain hours of the day,” Mayr continued. “It could be one day that the machine is even operated from abroad in a safe environment.”

Though this may seem farfetched, consider that military drones are operated on the other side of the world by service personnel stationed on bases located here in the U.S. TECHNICIANS NEED NEW SKILLS With the changes ahead, there will be substantial shifts in the expertise and training required by service technicians.

Electric drivetrains, artificial intelligence and autonomous technology will require a whole new set of skills.

“One of the main takeaways we took from the findings of [the automation study] is the type of technician that’s going to be needed in the future is going to change rapidly, and more than we know,” McGuire says. “There’s really going to be a shift to an electronics technician as opposed to a diesel technician.”

Today’s technicians tend to focus their expertise on mechanical and hydraulic systems, Kirk noted. “In the future, you change that paradigm and you have electric drive systems and artificial intelligence and automation. That will be a whole different skillset and you’re going to have to start training people now,” he advised.

Roy agreed, adding, “Disruption is coming, technology is coming, new business models are coming… We probably have the same job profiles that we’ve had for 50 years – parts manager, service manager, sales manager. But there are studies that say 70% of the new job profiles have not even been created yet. That’s the issue we’re facing.

I think you have to be open to what is coming… and how your organization is going to have to change.”

Keller Construction Doubles Production with

NEW PLANT

Missouri contractor better serves their paving business and the state DOT with new ADM RoadBuilder Series Asphalt Plant

W

hen Alfred J. Keller (AJ) went off to pilot bomber planes in the Pacific during World War II, he was fascinated with the paving and construction of the military runways. He knew that if he ever made it back from

the war, he was going to start his own asphalt company. And in 1950, his dream was realized.

Keller Construction started out with a small Stansteel batch plant after AJ returned home. Through hard work and commitment, his company saw success and became incorporated in 1964. AJ passed the business along to his son Jim who continued to grow the company’s success and reputation and installed a 2-ton Cedar Rapids plant in 1986. In 2010, Jim’s sons Tony and Andy Keller

Keller Construction went from producing 40,000 tons per year with a Cedar Rapids plant to producing over 80,000 tons in 2018 with the new RoadBuilder plant.

The company mainly produces commercial surface mix for their paving crew and MoDOT BP1 for the state, supplying them with nearly 25,000 tons of their total production each year.

paving and supply needs, backed by their over 65 years of experience. That experience led the brothers to know it was time to make some plant improvements if they were going to continue their growth.

CHOOSING A PARTNER Keller Construction does just about everything in relation to paving and pavement maintenance in their area.

From filling potholes to mix production, the company works hard to be a good partner for their clients. So in 2017 when the company was ready to upgrade their old Cedar Rapids plant, they did their research to make sure any asphalt plant they chose would be backed by a good partner for their investment and the road ahead as well.

“We couldn’t produce any recycled

content with the batch plant and knew that’s something we wanted to do,” Tony Keller says.

“Since we’re either milling or paving every day during the season, we had a lot of millings to use in our mix.”

The old 2-ton plant was also not capable of keeping up with the growing production needs of the business.

“We supply mix to the Missouri DOT (MoDOT) and also use mix for our crews,” Tony says. “We just weren’t able to produce mix fast enough to supply MoDOT and keep our crews busy.”

Andy Keller did his research and the company chose the Asphalt Drum Mixers, Inc. (ADM) RoadBuilder Series and installation began in 2017.

DOUBLE PRODUCTION, HAPPIER CLIENTS During the two-month installation, Tony says there was an ADM representative on hand for the duration helping troubleshoot any issues, as well as train the crew on moving from a batch to a drum plant.

“The ADM team has been very helpful and easy to work with,” Tony says.

That has been reassuring for the Keller brothers as they went from producing 40,000 tons per year with the Cedar Rapids to producing over 80,000 tons in 2018 with the new RoadBuilder plant.

“Any time you double your production in a year, you’re going to be able to go after some bigger jobs you might have shied away from,” Tony says. “We didn't know if we could guarantee production to get them done in a timely manner, so we didn't bid them before. It also allows us the capability to supply more mix to our other customers that need it.”

The company mainly produces commercial surface mix and MoDOT BP1 for the state, supplying them with nearly 25,000 tons of their total production each year.

“St. Joseph is a small area with only one other asphalt plant nearby,” Tony says. “The other company completes a lot of heavy highway work and sometimes they don’t have time to serve MoDOT with the mix they need, which was frustrating for them to not know if they are able to get mix in a day.

“Since we stick to the smaller commercial and municipal work, when we purchased the new plant, MoDOT was thrilled as they now had a guaranteed source for mix when the larger plant wasn’t able to meet their needs.”

The company uses a 150-ton Esstee Silo for mix storage and also purchased a 30,000-gal. storage tank from ADM to replace a 25,000-ton tank they previously had.

Keller utilizes about 15% recycled content in their mix from the millings

their crew produces each year.

“Last year we went through all of our 10,000 tons of millings from 2018 to put in our mix,” Tony says. “That’s been a huge improvement from upgrading to the RoadBuilder. We're able to better utilize our assets which saves us time and money and produces a quality mix.”

OFF-LOADING Cliff ’s Notes

Make sure employees receive safety training and wear proper PPE when handling volatile materials at the asphalt plant

I

n my career I have operated, maintained, torn down, moved and re-set many asphalt plants. A guess would be in excess of two hundred plants, possibly closer to three hundred plants. The vast majority of these plants had tack available to their company distributor trucks and for sale in bulk to customers. So after 40 + years I am supremely experienced in the process.

The process usually involves using a special rubber hose to pump the tack

into the distributor, either through a dedicated fitting on the tank or that hose is simply put into the lid on the top of the tank. Once the tack transfer is completed, the industry standard and my professionally preferred method of clean-out is to run diesel into any offloading hose after use, then that hose is suspended at one end with the pump running reversed, in suction mode. This method assures that the hose is always clean and free from obstructions. For subsequent reuse, I only recommend slight heating of metal fittings and valves to facilitate correct operation.

that hose with a weed burner. What few laymen seem to know is that the flash point of diesel is approximately 165° F which is easily exceeded when the 1,800° F flame from a weed burner is liberally applied to the hose.

In recent years, I have moved into being an expert witness in a number of asphalt plant accident cases. In a number of these cases, the injuries resulted from exploding diesel that had collected in off-loading hoses. Among the victims and the crew a common thought was, ‘I didn’t think diesel could burn.’ Say WHAT?

PRODUCTION NOTES The last time I heard this statement was from a guy who got burned over 60% of his body while loading tack into a distributor trailer. His buddy was on the ground heating the loading hose with a weed burner, while this guy stared down into the top of the tank watching for flow. He heard a boiling sound, then flames erupted from the lid of the tank and engulfed him in fire. His working career was over at this point. And he now had over a year of recovery and a dozen surgeries to look forward too.

AN OUNCE OF PREVENTION I feel what happened in this case was that there was a ‘clog’ of tack in the rubber line, possibly mixed with diesel.

As the weed burner heated the line up the diesel in the hose quickly passed the 165° F critical point. Now all it needed was oxygen. However, even if diesel was not present in the line, as it was heated the base asphalt that tack is made from separated from the water ‘cut-back’ and

the temperature of the base asphalt rose to a critical point. Crews seem to think that tack is innocuous also, but we need to understand that it can also be made flammable.

The data to the right is copied directly from the Product Data Sheet issued in Texas by Martin Asphalt describing the uses and protocols for storing SS-1h.

The water-based emulsion should not be exposed to overheating. The anionic emulsion is a chemically stabilized system, so care should be taken not to upset the chemical balance with contamination by chemicals, overexposure to air, or adverse mechanical or thermal conditions. Before being filled, tanks and trucks should be examined for possible contaminants. Recommended use and storage temperatures are given in the table.

of the residual tack in the hose could quickly exceed the 140° F maximum recommended temperature and chemical destabilization would cause the base asphalt to separate from the water and other emulsifying agents (soap for instance) blended into the asphalt to produce tack. This would cause a low pressure build up of heated fumes in the hose which then could force its way into the tank as the blockage cleared. This pressure would subsequently force the diesel fumes in the tank to waft out of the lid and supply it with the oxygen it needs to combust.

hose in an effort to heat it and clear the internal blockage he inadvertently cause the material in that hose to heat up past the 165° F flash point and as the obstruction cleared the super-heated liquids combined with free oxygen in the tank and exploded.

While reading depositions relating to a number of such explosion/fire cases, it is very clear to me that most workmen received almost NO training in the handling of flammable materials. In fact, one victim in a case I was involved in stated that diesel is not flammable.

In this case, both men clearly indicate that almost NO safety training was offered to them, just directions on how to clean out the equipment. I believe that this lack of training led directly to accident. It was clear from everyone’s depositions that there was no fear of fire. Therefore, no reason to take any elevated precautions when someone put 1,800° F of heat on a 1/4-in. thick piece of rubber to unclog a hose containing

volatile petroleum products.

In this particular case, the injured party was wearing almost NONE of the OSHA recommended safety equipment.

Had he been properly attired, his injuries would quite possibly have been very limited. Surely they would not have been career ending.

OSHA regulations required that the man’s employer provide him with suitable Personal Protective Equipment (PPE) as needed for the performance of his job. In my opinion, at minimum this would include a flame-proof long sleeve shirt, gauntlet style leather gloves and a hard hat with face shield. Some places also include a leather apron down the front. These are the industry standards that I teach at all our safety seminars.

Summary of my Professional Expert Opinion: There is direct linkage between the improper heating of the asphalt/tack off-loading hose and the subsequent flash of fire. Therefore it

is my professional opinion that the fire would not have happened without the application of the heat from the weedburner flame to the off-loading hose and the employees’ injuries would have been far less severe had he been using even the most basic of OSHA Safety Equipment recommended for handling hot oils and emulsions.

Riceland Foods, the world's largest rice miller and marketer, is based in Stuttgart, AR. “Our clients are getting stricter on the smoothness of the ride and compaction density of the asphalt, which puts pressure on the contractor to have the right skills and equipment to deliver on those specs,” Chuck says.

The same terrain that makes the Delta prime farmland is what challenges Riley Paving. Poor sub-base and drainage make roads prone to potholes, ruts and waviness.

It’s also why they have stuck with Volvo equipment and its legacy brands to deliver quality roadwork.

And Casey agrees. “The first BlawKnox we had was a 510. It laid really good asphalt and was user-friendly. We had an Omni screed on the 510. Then when we purchased the Blaw-Knox 5510, we went to the Ultimate front extension screed.”

MAINTENANCE IMPROVES PERFORMANCE The company places 100,000 tons of hot mix a year on average, clocking close to 1,500 hours annually on its pavers.

Riley still operates that Blaw-Knox 5510 tracked paver with over 15,000 hours, as well as Ingersoll-Rand, and later Volvo, asphalt compactors, including DD90, DD35 and DD38 models.

Riley squeezes maximum life from their equipment owing to a diligent maintenance routine; but after becoming a subcontractor for aggregates supplier Pine Bluff Sand & Gravel, the increased workload mandated a fleet upgrade.

After Riley bought their Blaw-Knox 5510, Volvo CE acquired Ingersoll-Rand and the Blaw-Knox paver line. David Jordan and Hugg & Hall also transitioned to becoming a Volvo dealership.

That choice was confirmation enough for Riley Paving.

“David and everyone at Hugg & Hall have always given us good service; if we need them, they’re here. And we’ve had good experience with Blaw-Knox, and now Volvo. That’s why we made our decision," Chuck says.

drum breakdown compactor and DD35B for finishing.

Jumping from the 5510 to the 7000 was not a major transition for their operators, and the improvements have made a 10-hour day under the brutal Arkansas sun immensely more tolerable.

“The slide-out operator station lets the operator easily see his marker lines and around the entire machine, along with the backlit control panels and the improved service access," Casey says. "Volvo has come a long way with these machines.”

Fuel consumption is nearly 50% less than with the 5510, with the 7110 using half a tank a day.

On the current job located on state Highway 4 in Desha County, Riley Paving is reconstructing the subgrade on a fivemile stretch that runs straight to Arkansas City and the Mississippi River. It calls for a 4-in. binder, followed by 2-in. intermediate, then topped with a 2-in. final lift.

“It’s a standard job for us, with the surface compaction requirement to be a minimum of 92%, not to exceed 96%.

We’ll lay 850 tons of asphalt today, but it’s not unusual to lay 2,000 tons a day," Casey adds.

The Riley team makes every job look “standard” because they’ve made paving 100% of their business model.

“We pave as far into the year as weather permits," Casey says. "We’ve paved in 40° F on New Year’s Eve and days like today when it’s pushing 100° F. No production is no money.

"David at Hugg & Hall understands we’re not like the dirt guys. If our machines go down, it’s urgent because we’ve got a lot at stake," he says.

Though logos and colors have changed over the years, the Riley team continues to use the same paving equipment that’s been tried and true for decades — and that’s what keeps them going strong.

Piedmont Paving plans, prepares, then paves projects 600 feet apart

C

onstructing a roundabout amidst an operating roadway can be one of the more challenging efforts a paving contractor can face. Piedmont Paving, Newnan, GA, faced not only

one but two roundabout challenges about 600 feet apart at two three-way T intersections.

Through extensive research prior to bidding and thorough planning and efficient execution once they had the job, Piedmont Paving’s crews were able to complete both miniature roundabouts quickly and with minimal disruption to traffic.

Started in 2006, Piedmont Paving has grown substantially in the last six

Piedmont is primarily a commercial work contractor, but Andrew Trammell, estimator, says the last couple of years the company has pursued more small DOT jobs, especially those involving milling and resurfacing anywhere from $100,000-$3 million.

29 is known to travel at excessive speeds and the Georgia DOT (GDOT) determined the most costeffective way to control traffic and improve driver safety at the intersections was by transforming both intersections into small roundabouts. Piedmont was awarded both jobs, and because the roundabouts were so close together Piedmont treated them as if they were one job, which essentially required only one staging.

“You need to think about how you build it when you price it and that was part of our planning when we bid them,” Trammell says. “Turning a normal intersection into a roundabout is kind of tricky and it saved us money to go out and bid both roundabouts at the same time.”

two roundabouts was not technically a design-build project, it was very similar to design-build. “We had the blueprints, but the blueprints basically just showed us the footprint of the road as it now stands and the footprint they wanted when everything was done. We had to figure out how to get there,” Cato says.

He says that even if the state or a general contractor or customer gives them detailed blueprints, they always go to the site and measure everything themselves.

“It is of utmost importance you double check the plans,” Cato says. “You can’t rely on the information given in the plans – such as utility location, utility depth, road width, or lane width.

Basically any information relevant to the work you need to double check on your own.

“You don’t want to be told the utilities are 6 feet off the edge and then you get out there and find out there only 4 ½ feet off the edge and the utility company can‘t get out there to move them for

Setting Up Safe Work Zones Tim Cato says that by getting the road widening done in the initial phase of the job, Piedmont Paving was able to route traffic around each work zone, making it safer for crews.

He says that during construction, lanes were only 10-feet wide so temporary striping was placed to the outside lane as much as possible. “Most of the time we work outside-in so we put the traffic on the outer edge,” Cato says. “That creates a safety area so the concrete forms trailer, concrete truck and crew can safely work in the work zone in the center of the road.”

Cato says they set up work zones each morning. In the evening they moved the traffic channelizing devices against the work they did that day to give traffic more room to travel through the area when workers are not present.

Traffic on the Route 29 is not unusually heavy but travels excessively fast. It could be stopped intermittently but not stopped completely or rerouted.

PLANNING AND TRAFFIC CONTROL In addition to taking their own measurements, Piedmont monitored the traffic at each site to determine what type of traffic control they needed. They then planned how best to introduce drivers to the new roundabout traffic pattern.

“State Route 29 is very busy, so you try to look at traffic and get a feel for what’s going on out there. That’s going to tell you how to plan for the work and how to handle the traffic,” Trammell says. “On Route 29 the traffic never stops, so we realized we always had to keep at least one lane open with flaggers and stop-and-go traffic control. We knew we would be putting two lanes worth of traffic into one lane.”

Piedmont Paving often handles its own traffic control but because of the

complexity of this job, they included enough cost in the bid so they could subcontract out traffic control.

Once they had a plan in place and a definite schedule, Piedmont notified the state’s traffic interruption services and sent them the traffic plan, letting the state know what lanes will be interrupted or closed when and what time of day so the state could notify school buses, police, ambulances and the

fire department. “If there’s any change in the schedule at any point during construction, we revise the schedule and resubmit it,” Cato says.

Piedmont also hired police to be on site during the job, a standard Piedmont practice.

“Traffic never wants to conform to a new traffic pattern, it’s frustrating for them,” Cato says. “So we always hire local police or state police if we’re working on a state road. They make a visual presence. That way we have an authority there who has the ability to slow traffic down, making it safer for us to work.”

WIDENING AND SIGNAGE Once they’d taken measurements, developed a traffic control plan and determined a schedule, Piedmont was ready to work. The first step was widening the pavement in several locations.

“One of the main hurdles to overcome is how to route the traffic between the initiation phase and completion,” Cato says.

“Some intersections are not large enough to accept the roundabout traffic pattern without adding width so in those cases you need to widen the pavement before you can do anything else.”

That was the case on both these roundabouts, so Piedmont’s excavators dug down 10 inches in several locations, then poured concrete into the hole they’d dug. Normally they use aggregate to fill but because these widening

JOBSITE INNOVATIONS efforts were small they decided concrete was easier. The concrete was placed 1 ½ inches below grade of the existing pavement so it would be level with that pavement after it was milled.

“It’s important to get all full width of the footprint of the new roadway in place before you do any milling,” he says. “Proper drainage and traffic flow are the two main things you have to get right at the start because if you don’t, it can be very difficult and very costly to fix them later,” Cato says.

At the same time the roads were being widened, Piedmont posted constructionrelated signage as well as new signage in both roundabout locations.

“We wanted to make sure to let traffic know that a roundabout traffic pattern will be implemented in 14 days, so they have an expectation of what’s going to happen. The message signs were up and ready, letting drivers know in advance that the route is going to change,” Cato says. “All of the permanent signs go up at the start, too, and we cover them. Then on the last day we uncover the signs. The drivers have been aware for 14 days that a new traffic pattern is coming and when we open it to the new pattern we uncover the signs and they’re all ready.”

MILLING TO PROPER DRAINAGE Cato says Piedmont crews milled the original pavement to grade, removing the crown and profiling the road to reach its proper elevation minus the 1 ½ inches of hot mix asphalt that would be put in place. Milling depth ranged from more than 3 inches at the crown to just ¼ inch. “You’re profiling the road to get the proper elevation minus the topping elevation of 1 ½ inches,” he says.

“We always do an ‘as built’ of the road and I look over all the numbers and come up with what the drainage should be,” Cato says. “Generally 1.3 percent is a minimum of what we shoot for.”

Piedmont used a 3-point level to check the grade at the left edge of the pavement, the center of the lane and the right edge of the pavement. “You can’t have ponding water in a roadway,” Cato says. “That’s the time you have to make sure the pavement will properly drain because it’s easier to resolve it then than to try to fix it later.”

Milling took two days, and at the end of each day, before crews left the jobsite, they put down temporary striping and uncovered the signs.

Before Piedmont Paving does any traffic switching, they add any additional width the pavement requires and installs – then covers up – the permanent signage.

“People on 29 are not used to slowing down so we had to train them to slow down and use the roundabout,” Trammell says. “So when we put down the temporary striping we striped it as a roundabout right from the start. We striped this job three times and each time we striped it as a roundabout so drivers would only have to adjust their driving patterns once.”

“The drivers only knew the

original pattern and the roundabout pattern, there was no intermediate traffic pattern,” Cato says. “We try to eliminate any intermediate traffic patterns as much as possible.”

STRAIGHTFORWARD PAVING The roundabouts required one lift of hot mix asphalt, 1-1/2 inches thick.

Piedmont crews knocked out the mainline paving first. Cato says that the paver is responsive enough and the concrete islands are large enough (40 feet in diameter), that crews could pave around them. So most paving was done by machine, though he says that some tight areas required paving by hand with a skid steer dumping mix.

“So you do have to get a little creative in how you do it.”

“When paving roundabouts you pave by priority of the lanes,” Cato says. “If 80 percent of the traffic comes south to north and exits north, then you pull that same lane from the south to the north, up and around the roundabout and you exit north in the same direction the traffic would travel. Then you look at the secondary route and you pave it the same way.”

Cato says compaction is the bigger challenge when paving roundabouts as rollers trying to make too tight a turn will end up tearing the new mat.

So Piedmont’s roller operators were especially cautious and followed a planned rolling pattern that did not require tight turns.

Paving on both roundabouts was completed in three days. The entire project took less than eight working days. Piedmont hired Roberson Striping to install temporary striping after paving, then after a GDOT-required a 14-day waiting period installed thermoplastic markings.

So the single best way to reduce turnover is to hire the right people to begin with and keep them there. Increased pavement bonding, enhanced aesthetics and a streamlined operation can all be achieved with these versatile machines

T

he asphalt industry is continually looking for ways to improve the performance of the pavement they put down. The process of spray paving initially emerged in the marketplace to help improve bonding between the existing pavement and an ultra-thin lift of asphalt. This is important because a poor bond between layers can lead to premature pavement failure.

“Subpar tack, whether through improper application or damage after application, can cause issues with the lift bonding to the underlying surface causing potholes, delamintation and cracking,” Eric Baker, vice president of sales and marketing at Roadtec says.

“This is especially problematic with thin lifts where a proper bond is more critical.”

While these machines were initially designed for ultra-thin bonding courses, their use is increasing and state DOT’s are starting to notice how they can improve pavement performance. Spray paver manufacturers weigh in on the growing importance of this application method.

CREATE A BETTER BOND When sprayed onto pavement, tack coats functions as a “glue” to hold existing and new pavement layers together. This enhances the bonding of individual pavement layers so they function as a single, unified pavement for improved strength and durability.

“A flexible pavement is essentially a laminate of multiple layers of asphalt.

Tack bonds each layer together creating a uniform laminate with better loadbearing and stiffness qualities than a single layer of equal thickness could provide,” Jon Anderson, global sales consultant at Caterpillar, Inc. says. “When there are areas with insufficient or no tack, those non-uniform areas can allow layers to slip, resulting in an area of lowered

A Contractor’s Perspective With their superior means of placing the bond or tack coat -- complete, a fulllane wide -- little wonder state DOTs are looking at spray pavers to place conventional hot mix asphalt lifts.

“In the three states in which we do business, it’s a requirement for some jobs that a spray paver be used to apply the bond coat emulsion and the mix, whether for an ultrathin bonded overlay, or a conventional Superpave mix,” Andy Ernst, vice president for construction operations, Pace Construction, St. Louis says. “A competitor could not have bid on this portion of the job with only conventional paver and tack distributor truck, unless he chose to place a chip seal with asphalt overlay, which we chose not to bid.”

Spray paver-placed conventional overlays are specified at the discretion of the DOTs, according to the job at hand. “I don’t ever see distributor tack and paving going away,” Ernst says. “Instead, spray paving for conventional HMA is just one more tool in the owner’s toolbox they can use for superior pavements.

It does a very good job and I see a need for both types of applications.”

For this work Pace uses a Vögele Super 1800i-3i SJ SprayJet spray paver, for both UTBOs and conventional hot mix overlays. As an alternative to spray paving, the Vögele Super 1800i SJ also can be easily adapted to conventional HMA paving following removal of the emulsion spray module.

While it typically uses its Super 1800-2i SJ to place UTBOs, in late summer 2018, Pace Construction of St. Louis, was using its paver to swiftly place a 2 in. deep conventional Superpave HMA lift, compacted to 1 3/4-in., on dual-lane U.S. 60 near Mansfield in southwest Missouri. Two breakdown rollers and a finish roller were being used, with a target density of 94 percent.

For U.S. 60, Missouri DOT provided an option for standard paving with the spray paver. That’s because owning agencies like elimination of the tack coat distributor truck for conventional paving, as is possible when HMA is placed with a spray paver.

The spray paver option is clean, without haul trucks driving through the emulsion, tracking it all over temporary striping, all over the pavement and all over the lift that was placed the day before. The spray paving eliminates all that as the tack coat is placed by the paver immediately ahead of the lift of asphalt.

Nonetheless, Ernst sees more of spray paver-applied conventional HMA pavements in the future. “Last year we placed two of these applications in Indiana,” he says. “They’ve been doing UBTOs, but 2018 was the first time they placed conventional HMA with a spray paver.”

“I’ve been with the spray paver for all summer, and this is the first full-depth conventional HMA job we’ve done,” Bob Needels, project manager for Pace adds. “The others all have been 5/8-in. UTBOs. U.S. 60 is the first Superpave I’ve ever seen it lay, and we’re getting really good results out of it. It’s a very clean process, with no tracked tack. We’re getting a good reaction out of the truck drivers, who don’t like tack slung all over their trucks any more than we do on our equipment. Using the Super 1800-2i SJ benefits everybody.”

Needels says it’s better not having the distributor truck in the paving train at all. “It’s safer because it rules out delivery trucks sliding on the slick tack off into the ditch,” he says. “And if a car happens to get into the closed lane, and they slam on their brakes, there is no tack to slide them out of control.”

Pace owns three Wirtgen mills: a W 2000, a W 220 and a W 210i. The Super 1800-2i SJ is one of two Vögele pavers owned by Pace, the other being a Vision 5100-2i 8-ft. tracked paver. Pace acquired the SprayJet paver in 2015. It succeeded Pace’s classic Vögele SF 1800 spray paver, purchased new in 2007 and used through 2014.

“This is our third season with this paver,” Ernst says. “The bottom line is that the emulsion the spray paver puts down creates a very, very strong bond with the Superpave mix, or combined with the 5/8-in.-deep thin overlay with its 3/8-in. durable aggregates, makes for a very good wearing surface for higher traffic volumes in lieu of a chip seal.”

However, there are some issues with the traditional application of tack coats, one area where tack seems to particularly suffer is in the path of the support vehicles and traffic on the jobsite.

“When you spray tack, you need to allow a time for it to break which could be between an hour and a day depending on what part of the world you’re in,” Jim Holland, vice president of sales, Vögele, at Wirtgen America says. “During that break time and during paving, you have trucks driving on it and people walking on the job site, picking up some of that tack which can potentially cause bonding issues.”

A spray paver eliminates all that as you’re essentially combining the function of a paver and a tack truck into one by adding tack spraying equipment to the paver tractor. In most cases, an emulsion tank is placed on the paver and the spray bar is located about one foot in front of the head of HMA material in front of the paver screed. Because of the spray bar location, there is no time for the emulsion to break before the new

hot mix asphalt is deposited on top of it. Also due to the location of the spray bar, no vehicle tires or paver wheels or tracks come in contact with the tack coat material, picking it up.

“With spray paving, tack coat is applied to base immediately before the hot mix such that no trucks nor equipment contact that tack coat and damage it before the mix is applied,” Kyle Neisen, product manager, pavers & MTVs at Roadtec adds. “On many traditional jobsites it’s easy to see where the trucks and other equipment have eroded the tack before hot mix is applied. This damage is concentrated in the wheel tracks where it could have been the most valuable to helping extend the longevity of pavement.”

While tracking of the tack coat decreases the bond strength, too much tack can also lead to many issues throughout the life of the pavement.

“Typically there is too little tack when it’s picked up by support vehicles, but there is also an issue where there is too

much tack,” Holland adds. “When you have too much tack, the layer may not set up and that can potentially lead to asphalt layer movement. This can lead to asphalt shoving, particularly in wheel paths.”

INCREASE EFFICIENCY Since a spray paver combines two pieces of equipment into one to accomplish the same job, that decreases the amount of tack being tracked on the new pavement.

This can improve public perception and also streamline operations.

“With a Spray Paver there is virtually no tack outside of where it is supposed to be,” Neisen says. “Trucks and other

equipment don’t drag it onto the adjacent roadways and in residential and commercial areas, neighbors and customers are not pulling tack onto the concrete driveways.”

Spray Paver Benefits The benefits of using a spray paver for conventional HMA placements are many, and they all revolve around the bond coat as applied thoroughly by the built-in spray systems.

• With the spray paver, eliminating the bond coat distributor truck ahead of paving train means less congestion in the work zone, providing a safer environment • Placement of bond or tack coat by spray paver generally is more thorough than done with independent distributor truck, at higher rates of application • With the spray paver, the warm, fresh emulsion is directly overlaid with asphalt as soon as it’s sprayed. Like the ultrathin bonded overlays (UBTOs), this hot-on-hot paving results in a superior bond of the conventional asphalt overlay to the substrate • Spray paving saves a great deal of time, as there is no longer any need to hold off paving until the emulsion “breaks” (loses its water content, leaving residual asphalt behind). This water from the emulsion is wicked up into the asphalt overlay and dissipates • Placement of bond coat simultaneous with overlay means there is no way the asphalt can be picked up by haul truck or automobile tires, where it can be tracked onto adjacent roadways, curbs, parking lots or retail stores

in the process, you can greatly reduce the length of lane closures.”

There is also the cost savings to consider by reducing the need for a tack truck.

“The cost of a spray paver is similar to the cost of a conventional paver plus

a tack truck,” Baker says. “There is cost savings when you consider the fact that both the tack spraying and paving process can be done with one crew eliminating some labor costs.”

The technology on the modules can also help improve tack performance.

“The auxiliary tank is ideal for high production jobs where an insert is used to hold over 1300-gal of emulsion in addition to what is in the module,” Holland says. “Because the material is very temperature specific, we heat and circulate the emulsion inside the system to maintain material integrity. As the level drops, the sensors can turn the heat off to prevent coking and burning of this perishable product.”

However, there is a complexity to the operation of these machines so training and maintenance are always considerations before using.

“Spray pavers essentially combine two complex processes into one even more complex process,” Anderson cautions.

“In many cases, they do not eliminate the tack truck completely as it is still required for refills and in some cases to maintain tack temperatures. Spray pavers can increase process complexity and increase maintenance/cleaning.”

WHEN TO BUY Despite the complexity and with state DOTs starting to spec these machines for some projects, contractors should start considering becoming familiar with these machines.

“When considering a spray paver, it is important for contractors to weigh the size

of jobs they hope to be working with this machinery and to make sure they choose a machine that has the capacity to meet that need,” Neisen says. “Many contractors start by subbing out new jobs to learn more about spray paving. They decide it is time to buy their own machine when they are confident the state or local agencies are going to regularly release enough work to keep that machine busy with spray paver specific jobs.”

To help increase the use of these machines, many manufacturers are designing the machines to be even more versatile and the module attachment allows the machine to be used as a spray paver or in traditional paving.

“As the number of users of this equipment increases, we are evolving the module to match,” Holland says. “These machines are now easier to set up, easier to clean, easier to calibrate and easier to switch between traditional and spray paving.”

Holland says he’s also seen these machines expanded to jobs where 2-1/2in. to 3-in. lifts are being paved proving the use of this equipment is only going to continue to grow.

“DOTs are starting to let enough work where the contractor can start to justify owning this piece of equipment,” Holland concludes. “Especially when they are getting better results.”
